Site Capacity

This is an attractive canal side location at the southern edge of the village of Clayton-leMoors. The village is situated approximately 2 miles north of Accrington town centre and no more than one mile to Junction 7 of the M65 providing convenient access to the local motorway network.

The site comprises of a number of former uses:

The immediate area is characterised by a mix of residential and employment uses.

Site B, Plot 2 Scrubland

The site would accommodate circa 60 dwellings subject to incorporating the listed building within the development.

There is a further opportunity for a wider development if the adjoining site of 1.18 hectares (2.29 acres) was to be incorporated into a development. This private landowner previously expressed interest in developing the combined sites, and whilst terms were agreed, the sale was never concluded due to a number of factors.

The site is approximately 1.3 hectares (3.14 acres)

Ownership The site is jointly owned by the Canal and River Trust (CRT) and Hyndburn Borough Council (HBC) as follows:CRT – Site B, Plot 1 and 3 (1.72 acres) HBC – Site A and Site B, Plot 2 (1.42 acres)

The site is brownfield land but is not allocated for housing in the local plan, however Local Plan Policy allows for residential development where the character of the local area is not detrimentally affected.

This site benefits from a canal side frontage and therefore development should address and maximise the water front location.

The Government recently awarded Huncoat Housing Zone status with potential for up to 2,000 new dwellings subject to a masterplan and a partial review of the Local Plan.

The Housing Zone will comprise of a number of housing and employment sites. The existing land use allocations are as follows:

The main housing development opportunities are on a former colliery site (Sites A and B) and on a former power station site for employment (Sites C, D and E). Most of the sites are mainly cleared of their former uses.

Huncoat is a small attractive settlement on the outskirts of Accrington with views over open countryside, strategically located on the edge of the Ribble Valley adjacent to the strategic road network (M65 and A56) and with access to the rail network via the village train station. The Housing Zone’s connection to Leeds, Manchester and Preston present an enviable position to develop a high quality mixed development which incorporates housing, recreation and commercial activities.

Existing planning policy allocates 35 acres for housing and 96 acres for employment.

Housing Land Allocation : Private ownership (Site A) and Public ownership with Lancashire County Council (Site B) Employment Land Allocation: Private ownership (Sites C, D and E)

Site Capacity The Housing Zone Masterplan will be subject to option development as follows: Policy compliant: up to 600 homes Medium grown scenario: 600 - 1,400 homes Maximum growth scenario: 1,400 - 2,000 homes

The sites are adopted policies within Hyndburn’s Core Strategy (adopted 2012): Policy A7 – Housing in Huncoat and Policy A8 – Strategic Employment Site at Huncoat.

As part of the Housing Zone proposals a Huncoat Masterplan will be developed alongside emerging planning policy as part of a partial review of the Core Strategy.

The Masterplan should be finalised by the end of 2017.

This is a brownfield site adjacent to Lower Barnes Street and Bates Street, Clayton-LeMoors. Located at the northern end of Lower Barnes Street it is less than half a mile to Clayton centre and approximately 3 miles to the centre of Accrington, the main township in Hyndburn.

The site is allocated as housing land in the Local Plan (Adopted 2012). This site is potentially an excellent site for smaller family homes including affordable housing, possibly starter homes.

The site comprises of rough grassland and has a 25 to 30 degree slope. It is surrounded on three sides by residential uses including some new, modern housing.

The site is approximately 0.7 hectares (1.7 acres)

Ownership The site is wholly owned by Hyndburn Borough Council.

The site is subject to an easement to Norweb plc which will need to be reflected in any proposals, but it should be capable of supporting at least 20 units of accommodation.

The site was previously landfill but has not been used for that purpose for many years.

Currently the site is open grassland. The site is allocated for housing in the Local Plan (adopted 2012).

Immediately to the north of the site is the 17 acre Bullough Park with a number of sports facilities and children’s park; to the west of the site is the very attractive Woodnook Vale and to the east and south are residential areas.

The site is approximately 1.24 hectares (3.07 acres)

Ownership The site is wholly owned by Hyndburn Borough Council.

Site Capacity No site investigations have been carried out which would be essential bearing in mind the former use. The site is accessible, and in a potentially very attractive location, and should accommodate circa 60 larger dwellings for families.

To the north east of the site there is an Asda Superstore and fuel filling station; to the west of the site there is a Matalan store and immediately opposite is the Hagg Reservoir, angling and nature reserve.

Woodnook Mill, Accrington Hyndburn is at the centre of Pennine Lancashire with excellent road and rail connections to Manchester which is just 23 miles to the south, and to the Preston City Region which is less than 30 miles to the west.

Site Capacity

This is a very attractive site adjacent to a woodland setting and nature reserve known as Woodnook Vale giving it a genuine countryside feel. Despite the countryside setting the site is less than ten minutes walk to Accrington Town Centre and all its facilities including the main rail and bus stations.

The site was previously occupied by the Woodnook Mill which has been demolished in recent years by a former land owner for redevelopment.

Outline consent was previously granted.

Layouts have been produced which illustrate between 74 and 88 units on the site.

The site is also within walking distance of the 8.7 hectare Oak Hill Park which was awarded a green flag for 2016-17.

The gross development area of the site is approximately 1.9 hectares (4.7 acres).

Ownership The site is in private ownership.

The site is brownfield and not allocated for housing in the local plan but Local Plan Policy allows for residential development where the character of the land area is not detrimentally affected. The site was previously granted outline planning consent for residential development but that consent has now expired. Residential planning applications are encouraged for a high quality development that is in keeping with the site’s location and setting.

The current landowner/developer is currently preparing the site for residential development. Woodnook Water, a steep sided water course, runs through the centre of the site and therefore appropriate flood controls will need to be taken and reflected in the design. Gas monitoring testing is also underway.
