The extraordinary mix of people from diverse cultures, home countries and more is one of the things that makes our district a special place to be. As Mayor I’m privileged to be able to experience so much of that first hand when I’m invited to speak at, officially open, or simply attend a range of events and gatherings. I get to see just how much these wonderful people contribute to our community and help create connections, support and celebration for everyone who wishes to be a part of it. That insight is one reason why I’m such a supporter of the Queenstown Lakes District Welcoming Plan 2024-2027 that Council’s Community & Services Committee adopted in September.

The Plan aims for Council to work with community partners to develop and implement welcoming activities and services for newcomers – ranging from recent overseas migrants and international students to kiwis from elsewhere in Aotearoa. In essence, all people moving to our district to live, study, work and play. It will provide the information required to make informed decisions, language skills adequate to their settlement and integration goals, and the support they need to build networks within their new communities. The plan also sets out actions to overcome barriers specific to the newcomer so that they can participate in social, cultural, civic and economic life in our community and across Aotearoa.

Some actions coming this financial year include a revised edition of a Newcomers Guide and establishing a Newcomer Welcome and Inclusion Network including a coordinated approach to improving English language skills and translation and interpreting services.

Council will also be supporting the third Queenstown Multicultural Festival (March 2025) at the Queenstown Events Centre to align with Race Relations Day (the International day for the Elimination of Racial Discrimination). This community festival is expected to bring more than 2,000 people with an array of food stalls, cultural booths and traditional performances representing the district’s different nationalities.

We’re also delivering more citizenship ceremonies in Wānaka to ensure Upper Clutha community members have an opportunity to welcome newcomers, and we’re providing emergency preparedness and welfare training to Council staff from cultural and linguistic backgrounds to provide language and cultural support to wider community during an emergency.

As you can see there’s plenty of work in this space and that’s just the tip of the iceberg. There are many organisations throughout our district doing great work and celebrating and showcasing diversity, equity and inclusion. If you’re not already a part of this in some small way I heartily recommend you find some time to get involved. This work is not only meaningful for everyone involved but a vital part of creating a caring and connected community.

More downtown pain on the way

The opening of Queenstown’s $128 million bypass has been pushed back to late January - and that won’t be the end of the downtown roadworks. Kā Huanui a Tāhuna (the roading alliance) has confirmed it now intends to start work on replacing 90 metres of stormwater pipes on busy lower Ballarat Street.

The upgraded pipe will be 900mm in diameter, which is close to double the size of the existing pipe.

Phase one runs from mid-October to late December, and involves replacing the power ducting underground in Athol St, before installing the new stormwater pipe on lower Ballarat St, and a precast headwall beside Horn Creek for additional support.

“We’re working through some minor tweaks before this work begins and continuing to communicate with affected parties,” Kā Huanui a Tāhuna’s engagement manager Anita Sanghera says. “We plan to share a wider update on these works (later this week).”

Then, from mid-February 2025 for about eight weeks, crews will work to connect the newly upsized stormwater pipe along lower Ballarat St, through the intersection of Stanley St, and connect to upper Ballarat St.

By then, the controversial arterial road bypass - which runs from Frankton Road along Melbourne St and Henry St to connect to Gorge Rd - should be open to traffic, taking the pressure off the at-present critical Stanley St / Ballarat St junction.

Meanwhile, with spring arriving and the underground works completed for the new arterial road, the asphalt can now be laid from one end to the other.

“Across Melbourne, Beetham, Henry, Malaghan and Ballarat Streets there’ll be a range of activity underway this month - from preparing sections of road and footpath for asphalt to installation of street light ducting and poles, street furniture, and landscaping.

“All these elements will come together at completion to make these streets safe, accessible, well-lit and attractive for residents and visitors alike.”

Crews are also working on replacing the surface and pedestrian crossings on the connecting roads, Sydney St and Suburb Street.

The Arterial Road (stage 1) had been due to open before Christmas but the confirmed date is now 28 January, 2025.

New traffic signals at the Sydney-Melbourne intersection

“This factors in some wriggle room in case of challenges outside of our control, such as poor weather affecting our ability to complete final asphalting of the road, or supply delays,” Sanghera says.

“While this date is a little later than expected, it does mean the road can open with the traffic signals tested and operating as intended, removing the need for traffic management or temporary signage. Opening sooner would require significant traffic management, potentially adding additional cost to the project.”

Meanwhile, out on Ladies Mile, trees have been removed as the alliance looks to begin work on a roundabout connecting SH6 to Howards Drive - the turn off to Lake Hayes Estate.

Kā Huanui a Tāhuna is an alliance partnership between NZ Transport Agency Waka Kotahi (NZTA) and Queenstown Lakes District Council (QLDC) along with four design and construction companies, Beca, WSP, Downer and Fulton Hogan.

New downtown hotel approved

A new landmark Queenstown hotel has been given the green light by fast-track planners.

The 173 guest room luxury hotel will rise six storeys above Man Street downtown, sitting atop of the existing Man St multi-storey carpark.

Sir John Davies’ family company Trojan Holdings Limited (THL), which also owns NZSki, is behind the project, in partnership with Sydney firm Katdan (NZ) Pty Limited, founded by the renowned hotel developer, the late David Baffsky.

Sir John’s son Michael Davies is an executive director of THL, while David Baffsky’s son Daniel continues his work.

Their partnership - Queenstown Hotel (NZ) Limited Partnership - applied for resource consent under the COVID-19 Recovery (Fast-track Consenting) Act 2020.

And last Wednesday, an independent panel approved the application, subject to conditions.

Happy campers beat bylaw

Will Queenstown Lakes District Council have to refund all the freedom campers it has fined since 2021?

That’s one of the questions that remains unanswered after the High Court last week ruled QLDC’s Freedom Camping bylaw is invalid. Another question is to what happens this summer - can the bylaw still be enforced?

The High Court ruling follows a legal challenge by the New Zealand Motor Caravan Association (NZMCA), who believe what is essentially a blanket ban on camping outside designated spots is unfair to its 116,000 members, who freedom camp in certified self-contained vehicles.

NZMCA has its victory but James Imlach, its national property & policy manager, tells Lakes Weekly Bulletin there’s still no decision from the court as to what happens next.

“The High Court declared QLDC’s decision to adopt the 2021 bylaw invalid,” he says. “However, the court has yet to determine what that means in terms of relief.”

The court has asked both NZMCA and QLDC to file written submissions on what ‘relief’ should be granted, which is a legal sense means how they want the situation remedied. NZMCA has 20 days to file on relief, and legal costs, and QLDC has 10 days after that to respond.

Imlach says the association believes QLDC has “jumped the gun” with its press releases last week about the ruling, and says council boss Mike Theelen mispresented NZMCA’s concern with the 2021 bylaw, in an interview with RNZ.

“Nevertheless, the NZMCA is committed to following the court order ... and awaiting the court’s decision in terms of relief, before making any further statements on the outcome and next steps.”

The effect of the 2021 Bylaw was to create just one restricted freedom camping area in the district, at Red Bridge, Luggate.

But the key flaw in QLDC’s approach to adopting the bylaw was giving consideration to the impact freedom camping might have on property values, which was irrelevant under the law.

QLDC Chief Executive Mike Theelen, in last week’s statement, says the decision was disappointing for council and its communities, who’ve suffered due to “overuse by a large number of freedom campers and very anti-social behaviour by some”.

The 2021 bylaw sought to balance national legislation with the needs and expectations of campers, and local communities, Theelen says.

“We have consulted extensively with our community on this contentious topic and received strong feedback that the inconsiderate actions of so many freedom campers created a very negative experience for locals and other visitors alike,” he says.

“While we acknowledge this was not true of all freedom campers, the impact of some on the community has been serious.”

The council is now taking some time to understand the judgement and determine next steps for managing camping over the summer, he says.

Meanwhile, work has begun on a new bylaw. Theelen says he expects NZMCA, which also challenged the 2019 bylaw, will continue to advocate for freedom camping and hold councils to a strict application of the freedom camping laws.

“This is the challenge ahead of council as it develops a new bylaw,” he says.

Late snow dumps cause severe avalanche risk

Warnings have been heightened to beware of the severe avalanche risks in the southern region after a skier was buried under a metre of snow when caught in an avalanche near Treble Cone last Monday (23 September).

The man, who miraculously escaped uninjured, was with an experienced group, including three avalanche professionals who cleared his airway and dug him out quickly. It was the second human-triggered avalanche in the area in two days. A person also died after an avalanche in the Arrowsmith Range area in Canterbury last Wednesday.

Queenstown Alpine Cliff Rescue Team co-ordinator Russ Tilsley is urging extreme caution with so much snow this late in the season.

“When you get a lot of snow at this time of year there’s a lot of heat in the snowpack and we’re getting more daylight hours so things can change quickly,” Tilsley says. “You’ve got to watch for solar radiation which affects the snowpack as the day goes on.”

He’s advising anyone heading into the backcountry to check the Avalanche Advisory on avalanche.net.nz and glean as much information as they can from that and also from ski patrollers or DOC staff.

”Things are pretty titchy out there at the moment, so you really have to be on your game and know what you’re doing at this time,” he says. Tourists unaware of local conditions should check with their local tour group advisors, or clubs, and Small Planet Sports downtown. “They have great knowledge and know where to send people.”

Who’s got the kids?

With the school holidays and daylight saving now underway, Police have issued a warning to parents after issues in previous school holidays with teenagers congregating in residential parks and at skate parks and causing trouble. Constable Amanda Shute, who’s the local Community and Youth Constable, says: “We urge parents to be aware of where their teens are as we see an increase in anti-social behaviour during the holiday period. Know where your kids are, and who they’re with, as Police and Community Patrollers will be monitoring parks and skate parks, especially in residential areas where young people are known to congregate.” She’s urging parents to keep in touch with other parents to discourage any behaviour that could affect the rest of the community.

Home accommodation host allegedly threatened

A local in-home accommodation provider got more than they bargained for after a 49-year-old male North Island guest allegedly threatened them on Saturday.

Shute says the man was charged with speaking threateningly and performing a threatening act towards a person in a house, after a disagreement with the accommodation provider. He was also charged with refusing to give his identification details to Police and was remanded in the Queenstown District Court on Monday to reappear on 21 October. Shute wouldn’t confirm if the man was an Airnbnb guest with the matter before the courts.

Driver hits parked vehicle

For the second week running a local driver has collided with a parked vehicle, this time a 52-year-old man at Lake Hayes. He’s been charged with driving in a dangerous manner and is due to appear in the Queenstown District Court on 1 November.

Stolen vehicle found

Police recovered a vehicle stolen locally near Oamaru last Monday after receiving helpful information about its location from members of the public who’d seen posts on social media. Shute says enquiries are ongoing to identify the suspects.

The Wānaka Business Chamber announced the finalists for the 2024 Wānaka Business Excellence Awards on Monday. Road spikes arrest

A Queenstown man convinced drivers coming over the Crown Range from Wānaka at 4am on Saturday, 21 September, not to travel any further, after making up a story about a crash. Alexandra Police Senior Constable Graham Perkins says the man had come to police attention earlier in the week. He told drivers to pull over and shine their lights downhill because there had been an accident on the road, but that was not actually the case. The man then drove to Arrowtown and woke a family, telling them that aliens were coming. Police were called, but the man failed to stop and drove away back over the Crown Range towards Wānaka. Snr Const Perkins said road spikes were deployed, but he continued to drive at low speeds of between 5km/hr and 25km/h despite his vehicle having four tyres punctured. He eventually failed to take a corner and rolled his vehicle at 5.25am. He was arrested and taken back to Queenstown where mental health authorities were called. Council boss given huge pay rise

Queenstown Lakes District Council’s chief executive Mike Theelen has been given a whopping 15% pay rise. He now takes home $479,486 per year. That’s up from $415,321. The $64,165 hike comes as community satisfaction with council performance drops to an all time low. Just 15% of the public were satisfied with the council’s overall performance, in the most recent Quality of Life Survey, while 29% were dissatisfied and 22% very dissatisfied. That’s likely prompted by one of the highest rates rises in Queenstown’s history last year, an average of 14.2%. And it’s even larger this year, an average of 15.8%, as council grapples with leaky buildings payments, three waters infrastructure, and the blow out costs of the mismanaged downtown arterial route. But dealing with some of those issues is why Theelen has been given the rise, according to Queenstown Lakes mayor Glyn Lewers. “Rapidly changing government priorities, major capital investment needs, maintaining high-quality levels of service to the community, and responding to the myriad needs of significant and sustained growth in the district is a relentless challenge. A challenge that Mike continues to tackle head on,” Lewers says. He says Theelen has shown capable and strong leadership throughout his tenure, and in particular through this last year.

Impact100 Wakatipu announces finalists

Impact100 Wakatipu has revealed the five finalists vying for $201,000 in grants this year. The charities will compete for the funding at a gala event in October, where 201 supporters will cast their votes for their preferred projects, deciding which two initiatives will receive $100,500 each of financial backing. The finalists are ADL’s ‘Tuning into Kids’ and ‘Tuning into Teens’ Parenting Programme; Citizens Advice Bureau Queenstown’s Community Lifeline Project; Glenorchy Trails Trust’s Buckler Burn Trail – Phase 2; Southern Lakes Sanctuary Trust’s Returning Takahē to the Rees Project; and Whakatipu Rowing Club’s ‘Impact100 Indoor Training Space’. “Each of these finalists showcases the spirit of community-driven change,” Clare Irons, Chair of Impact100 Wakatipu, says. QLDC is particularly interested in input regarding the carriage of communication devices, the designation and identification of ski lane locations, and the navigation safety risks associated with recreational jumping from the Albert Town Bridge. Additionally, feedback is sought on vessel identification, regulations for temporary water events, vessel speed interpretation, and access lanes at the Kawarau Dam. Community insights will be invaluable in refining these rules to enhance safety and enjoyment on the water.

All community members, recreational groups, property owners, commercial operators, government authorities, and anyone else who has a connection to our waterways are encouraged to share their thoughts and ideas on the draft bylaw. Your feedback will help us adjust our bylaw’s sails to best align with both safety and recreational needs.

Celebrate local talent and artistic excellence at ‘Hullabaloo Artists at Arrowtown’.

The picturesque town of Arrowtown is the setting for an exciting exhibition of work from Hullabaloo Art Space - a dynamic artists’ collective from Cromwell. Opening on Thursday, 3 October, at the Lakes District Museum and Gallery, this exhibition features a diverse array of artistic practice, showcasing the talents of 14 Central Otago artists who work in painting, sculpture, photography, ceramics, and jewellery.

Each body of work on display tells a unique story, reflecting the artists’ individual styles and techniques. This exhibition also highlights their shared dedication to collaboration, creating an inspiring contemporary art experience for visitors.

The Hullabaloo artists’ collective is known for its vibrant approach to making art and for consistently curating exhibitions of a high standard in their Cromwell Heritage Precinct gallery. All of the artists live in the region from Arrowtown to Wānaka, Lake Hāwea to Cromwell, and Alexandra.

Visitors are invited to meet the artists at the opening night on Thursday, 3 October, at 5.30pm, where they can learn about the inspiration behind the works and the creative processes involved. The exhibition will run until the 10 November, inviting art enthusiasts and the community to engage with the Hullabaloo artists collective. Each work in the exhibition will be for sale.

Lyrics and Lines launched at Te Atamira on Saturday in a bold fashion. Arts Laureate John Reynolds created a live wall painting in the lead up to the exhibition, that will run until February next year. It playfully explores creative mark making and asks viewers to consider different types of patterns in their lives and environments.

The exhibition features the work of six leading contemporary artists from Australasia, each showcasing unique approaches to the use of lines and marks in their art. It is inspired by the Chartwell 50th Anniversary Project 2024, which is one of Aotearoa’s most significant collections of contemporary art. In addition to Reynolds’ work there will be art on display from Ani O’Neill, Gordon Walters, Veronica Herber, Julian Hooper, and Nyapanyapa Yunupingu, all of whom are featured in the Chartwell Collection.

Reynolds was excited to be asked to create the large-scale wall art and is no stranger to painting in front of the public. He has completed pieces directly onto walls many times in the past, including at the National Art Gallery in Wellington that was 21-metres long and 9m tall. He emphasised how much he enjoys engaging with the public when painting and he values the ambiguity in his art that stimulates the viewers interpretation.

“I’m thrilled with the opportunity and I like the confluence of being in a place like Queenstown with those extraordinary lumps of rock just out the door. To be working on a very large wall, it seems that that sort of synergy, of largeness, bigness and theatrically is somehow calling me,” Reynolds says. Prior to landing in town, Reynolds had been working in New York – the contrast between a the concrete jungle of New York and the rugged mountains and remoteness of New Zealand has been inspirational. When creating pieces, he has to make decisions ahead of time about what he can achieve in the space and timeframe, in this case he had five days to create the work. He emphasises the desire to create something different to what he’s done in the past, not wanting to reaffirm a known, performative outcome but rather

coming up with something that takes him somewhere else.

“I’m constantly searching for a very productive form of ambiguity, of trying to position a series of shapes and moves to maximise the viewer’s sense of what’s at play: ‘Is it a map? Is it a plan? Is it a drawing?’ What are we looking at here?.’ You have to give the audience some roadmap in, at the same time you wish them to do some of the heavy lifting with regard to interpretation and so forth.”

huddl to host a governance workshop to upskill community groups

huddl, a new initiative to strengthen and support community groups and charitable organisations in Central Otago and Queenstown Lakes, is hosting a workshop aimed at enhancing governance capabilities among local community groups.

The Foundations of Good Governance workshop will take place on Wednesday, 16 October, in Cromwell. This two-hour practical session will be facilitated by Dr Jo Cribb, an accomplished board director, consultant, strategist, and author with extensive experience in the not-for-profit sector. Jo regularly facilitates for the Institute of Directors and was recognised for her leadership receiving the Not-for-Profit Governance Leader Award from Women in Governance in 2021.

“Good governance is essential for community organisations to be sustainable and effectively achieve their objectives, ensuring they have a deeper impact in the communities they serve” says Fiona Reeve, Project Lead at huddl. “We are fortunate to have Dr. Jo Cribb deliver this session, sharing her experience and expertise with local non-profit organisations.”

Fiona adds: “This workshop is tailored for community group leaders and board members who are new to governance or want to strengthen their understanding of governance in a non-profit environment. It offers a valuable opportunity to learn from a leading expert in governance and network with other local community groups.”

MEL STADLER

From nursing stars to working bars

From a ‘beach baby’ growing up in Surfers Paradise to practice nurse for famous rock stars like Mick Jagger, Mel Stadler was perhaps the most unlikely contender for a 30-year Queenstown hospitality career.

One of Queenstown’s most successful and respected restaurant bar operators, Mel and husband Erich sold Surreal in Rees Street in August last year, almost 26 years after Mel bravely took on the business in 1997 at 28 with no fi nancial backing.

“It was incredibly terrifying,” she recalls. On opening day, I owed over $250,000.” That night a young Australian on a Ski Express holiday died of a heart attack at the bar leaving Mel, who’d been frantically performing CPR until some doctors took over, wondering if this was a sign.

“I thought, ‘It can’t get any worse than this,” she says.

“I was completely undercapitalised. The banks wouldn’t loan me any money or give me a business account, so I was paying suppliers with cheques,” she says. “I became the ‘Queen of Post-Dated Cheques’. I was on the bones of my arse. I’ve never known poverty like it.”

The GFC (Global Financial Crisis) hit after a year, then Queenstown’s notorious 1999 fl oods. However, Surreal escaped largely unscathed and every week trading became easier. “Fortunately, I had some amazing people supporting me and great staff who established their own clientele.” One who takes ‘keeping busy’ to the extreme, Mel and Erich later also bought The Stables in Arrowtown. “It was a bit of a juggling act.”

It was all a far cry from the trajectory her life had been on when, as a freshly registered Gold Coast nurse Mel headed off on her OE to London.

Life until then had been a beach.

“The beach was my Zen place. I was a little ‘skeg chick’,” she grins. She and her brother would drop their school bags and head off to the beach to surf unaccompanied as was the norm in the 70s. Surf Patrol was a ‘rite of passage’ for Surfers kids.

With her dad a local stage actor, Mel grew up backstage and was right into drama and music at her Catholic convent high school.

A two-week false uni start studying medical technology in Brisbane led to a gap year working, then back to Queensland University of Technology to do a Bachelor of Science in Nursing based at Princess Alexandra Hospital.

Mel then headed back for more, completing a business degree while nursing to support herself. “The day after I fi nished at 23, I was on the plane to London.”

Pizza Express was opening next door so while Mel was waiting for her UK nursing registration, she waitressed, after lying about her experience. She’d become assistant manager within a year and once the registration came through, she did put her business degree to work in feasibilities for the NHS.

A renowned doctor to the Royals and the stars then hired her as practice manager, quite an education for a young GC surf chick. Collected by chauffeur, the security measures blew her away. Patients included Mick Jagger, Mark Knopfl er, Annie Lennox and the Royals. “I gave all the inoculations to the Jagger children.”

The doctor she worked with was the medical advisor for the Doc Martin TV series.

“We’d have sheikhs, and their wives fl y in from Dubai and Saudi to have their medicals done with this amazing doctor.”

London also became her introduction to electronic music which ended up shaping her career at Surreal.

Mel saved and worked as a nurse and waitress, travelling the globe, including a ski season in Andorra where she worked at the Red Rock, eventually invited to work in Queenstown where they were opening. “I was like, ‘New Zealand! They come over to us!’.” She arrived at the bar at night. “I thought the Skyline Gondola was the skifi eld access lift, so I was incredibly disappointed,” she laughs. But the rest had her hooked. She worked her way up to general manager, also building a great rapport with the local cops, temporarily handcuffed to the bar after losing a bet that Aussie would beat NZ in the Bledisloe Cup. An Aussie player saved her in the last few minutes of the game.

Surreal was the next progression, taking over the Staircase Fashions site.

“I’d often go in early at 6am to set up after a big night working and make our wonderful cleaner Daryl a coffee. We were sitting chatting when this Irish regular comes stumbling down from the upstairs toilets and insists on taking over Daryl’s role, mopping the fl oor,” Mel laughs.

Mel’s served on the local Hospitality Association committee and District Licensing Committee and these days she’s giving back from that experience and knowledge as a volunteer business mentor coach. She’s also mentoring in her own business coaching business, after upskilling this past year and still keeps a hand in…. this time on the other side of the bar. “It’s still my local,” she grins.
