The survey says...
Around three quarters of people living in Queenstown Lakes rate their quality of life as ‘good or better’, according to a survey by Queenstown Lakes District Council. While the results were published only a couple of weeks ago, I remember filling it out back in October, which feels like a lifetime ago. I would place money that the results would be very different if it were taken today. So much has changed and so quickly.
Unless you are uber wealthy, interest rate rises are taking a big bite out of your monthly budget. Rates are now around 7% fixed or 8% floating, and with last week’s Reserve Bank interest rate rise locals are looking at another increase of over $420 per week on a 30-year loan for an average Queenstown house. That’s just not sustainable for most people. If you don’t own a home, the stress is instead provided by rising rental costs and the insecurity over your tenancy, as we’ve seen with the recent housing protest. Inflation is also hitting everyone in the pocket, and with cyclones destroying crops too, the price of food is rocketing. Some produce seems to have disappeared altogether - anyone spotted a cauli recently? Queenstown is a remote town in a remote country, so all supply chain price rises have an extra impact. We also pay some of the highest petrol prices in NZ, with $2.65 now the norm before discounts. This week’s LWB poll has 60% of us now having to make hard choices about discretionary spending. And it’s not just rising costs and accommodation. The public transport is unreliable at present, parking is a headache, traffic is increasing, there’s always some part of town under construction, and medical facilities are not up to scratch.
While some of these issues are nothing to do with QLDC, it’s perhaps no surprise the survey shows satisfaction with council hit an all-time low. The council is a bit perplexed, my words, that only 20% of us are satisfied with its performance, despite 88% of us being happy with the trails, parks and libraries it runs. But it’s the beauracracy, the big spending decisions, and planning around disruptive projects like the streetscapes, that are the real source of our angst. I wonder what the score would be now, after the mooted 13.6% average rates rise.
That said, this is all a little negative after a wonderful, rejuvenating Easter long weekend, with good weather, family and loved ones, not to mention to cricket and other events. Perhaps after three years of a pandemic, staff shortages, inflation, housing troubles, cone mayhem, etc. etc., the fact that 77% of us still have a good quality of life demonstrates just what a magical place and community this is. But I do feel QLDC needs a rethink both on the pace of data release from the survey and maybe its frequency.

The numbers don’t stack up for landlords

The complexities of Queenstown’s worker accommodation shortage were laid bare at the first Staff Housing Information Series, run by the resort’s Chamber of Commerce.
Guest speaker Kelvin Davidson, chief economist for property data specialists Core Logic, ran through the numbers and one stat stood out above all others.
The gross rental yield for Queenstown Lakes is between 1.5% and 2%, compared with a national average of 3.5%.
“Gross rental yields are a basic measure of the relative merits of investing in property,” Davidson says.
“Even the national figure is pretty low by past standards, but Queenstown is even lower. Rents have been rising but the prices are very high.”
Queenstown Lakes median house price is around $1.7 million.
“So, you’ve got to have the capital at the start to actually do it and then yields haven’t really risen off the floor yet.”
No surprise then, that the town’s workers are struggling to find a place to live. The combination of high prices, higher interest rates, healthy homes standards and the removal of mortgage interest-deductibility means fewer property owners are able to make the numbers work to become, or remain, landlords.
Despite that, some 45% of property transactions are by multiple property owner (MPO) mortgage investors or MPO cash investors.
“So, people are doing it and are still making it pay but I suspect that external wealth and outside factors are playing a role in that and, of course, these properties could be used for Airbnb, holiday homes, or whatever.”
For businesses looking to buy property for staff accommodation, the numbers present similar problems and are unlikely to get better.
Davidson told Chamber members, Queenstown remains an outlier and prices are unlikely to decline by 10% or 20% like elsewhere.
“And, buying property for staff, there’s no such thing as a free lunch. It’s great for your own business, obviously, but in aggregate, it just takes property out of the rental bowl and puts it into ownership. It doesn’t change the overall stock combination.”
There were some opportunities for landlords in some areas, such as Frankton, where the rental yield was relatively reasonable, at 3.3%. The median value was $1.1m but there were properties available for $800k at the lower end of the market.
Beyond that, and the National Party winning an election and keeping its promise to reinstate deductibility, new builds could provide some relief, although not at the pace to help the current crisis.
Investors are still keen on Queenstown new builds, which offer interest deductibility, lower deposits and less maintenance, and are a huge part of its market share.
That’s not great for first-time buyers competing with them but steering investors towards new builds creates more housing stock “that could potentially be rented out to the younger workers”.
Meanwhile, Queenstown Lakes District Council’s Strategic Growth Manager Anita Vanstone told the Chamber audience there’s the demand to double district’s the housing stock over the next 30 years, a further 17,000 homes, including 7000 affordable homes.
There’s enough zoning to accommodate that number but the market is not delivering, so QLDC is working with Kai Tahu, The Crown and Queenstown Lakes Community Housing Trust on the joint housing action plan.
“The draft outcomes are affordable housing options for our community our increased, a range of housing choice exists for everyone, homes in the district, a healthy, warm, secure, and sustainable and stronger partnerships that accelerate delivery,” she says.
Her team’s remit has also been extended to look at the rental market too and it is in the process of appointing a dedicated housing officer.
Recent QLDC successes include streamlined planning process approval for the rezoning of Ladies Mile from rural to urban and the team is advocating around affordable housing, short-term letting, accommodation supplement, and alternative funding tools.
It’s also looking to gather evidence to present to Government around the need for public housing.
“We’re seeing no public housing investment across our district but we’re hearing stories that there is a need. So, we need to work with our social service providers and make sure we’re getting that evidence story back to government.”
Challenges remain from the market, however. There’s been a backlash from developers against the council’s inclusionary zoning policy, which would see developers pay towards affordable housing, and attempts to control the number of Airbnb properties were defeated in the Environment Court. “20% of our housing stock is unoccupied and we have a high proportion of short term to long term rentals. Our building costs are 36% higher than the national average and our housing issues have long term effects in terms of recruitment, staff retention and well-being.”
One member of the audience, Nomad Safaris David Gatward-Ferguson, confirmed this in the Q&A session, saying he’d lost five hires because they were in hostels but couldn’t find permanent accommodation.
A second session was scheduled for 18 April, featuring MyHR talking about the contractual implications of housing workers, and also Five Peaks accounting on the tax implications. The third session, featuring Queenstown Lakes Community Housing Trust and Housemart, is due to take place on 5 May.
The Chamber will make a toolkit available for businesses later this month.

Queenstown businesses react to rental shortage

More Queenstown businesses are looking to buy accommodation for their staff with the rental shortage causing some employees to leave before their first day.
Just last week 70 people took part in a lakefront protest, highlighting the number of people forced to live in their cars or tents.
It has prompted the local chamber of commerce to offer information sessions to help businesses to buy, lease and manage worker housing.
Only a few years ago, building accommodation for their workers did not seem viable for NZSki. But chief executive Paul Anderson said they could no longer rely on there being enough available houses for their seasonal staff.
“It’s an absolute necessity now. We’ve managed to avoid it in the past because we’ve had a really strong property market. But recognising that that’s no longer the case, we just have to take that on the chin and enter the market and make sure we’re providing enough beds for the workers that we need to bring into the resort.”
It was more complicated being a landlord and an employer, but he said they could not avoid it.
The company has seven houses and has recently bought a Queenstown hostel to sleep up to 80 staff.
“We don’t see the situation improving anytime soon. But we’ve started a development not too far from central Queenstown, which will be single and double units which will house up to 40 staff starting next year ready for the next ski season.”
He has noticed a lot of homes that previously were rented out have switched to short stays.
“Things like Healthy Homes legislation - which we absolutely support, but it’s not such a level playing field where tenancy agreements require that but short stay doesn’t.”
RealNZ chief executive Stephen England-Hall said housing was a big concern for businesses.
“We have had instances of employees taking contracts with us, arriving in Queenstown, not being able to find permanent accommodation while they’re here, and then leaving the town before they’ve started their work or within a few weeks of starting, which I know is a problem that some of our other tourism operators in the region have also had.”
The company has a mix of accommodation including leased houses and a staff village it built at Walter Peak Station that houses up to 50 workers. “In places like WAnaka, we’ve recently moved on from a trial we did last winter using a backpacker facility and upgrading that to accommodate up to 120 staff for the winter months.”
Finding suitable and available land, and having enough capital were barriers to building worker accommodation, England-Hall said.
“I suspect what will happen is as these businesses get back in to beyond recovery and fully in to thriving and actually generating some sufficient cash flows to build these sorts of accommodations then we’ll see more of them appear.”
He would like to see more collaboration between the community and businesses to find housing solutions for the long term.
It was not new for businesses to purchase housing for their staff.
But Tall Poppy Queenstown owner Keeley Anderson said that had been accelerating in recent months, and some had no choice but to buy further field.

“In Cromwell in particular, it was quite unheard of to get a company looking to actually purchase a house for worker accommodation, and particularly in the last three to four months, I’ve had numerous enquiries from companies, and we have definitely seen it accelerate over in Queenstown as well.”
The Queenstown Business Chamber of Commerce is running three, free information sessions to shed some light on how businesses can buy, lease and manage worker accommodation.
Chief executive Sharon Fifield said more businesses, including smaller operators, were choosing this option to ensure their staff had somewhere to live.
“For a lot of smaller businesses, this is new territory for them, so there’s plenty of considerations that they need to be aware of such as tenancy laws, what type of tenancy if they’re housing their staff, the lines between being an employer versus a landlord, tax implications.”
Previous proposals for worker accommodation had not gone ahead.
“There has been an inability for developers to really make an investment in worker accommodation stack up, and that’s really a question for local and central government around how they can remove some of those barriers,” Fifield said.
The first information session was held in Queenstown on Tuesday and streamed online.

Queenstown to get power system upgrades

Work on a multi-million dollar power upgrade is expected to improve resilience and secure future electricity supply for Queenstown and the Wakatipu Basin.
Two new transformers will be installed at Transpower’s Frankton substation and the high voltage transmission lines that feed the region from Cromwell will be upgraded.
The joint investment involving Transpower, Aurora Energy and PowerNet was expected to cost between $24 million and $30m.
Transpower Grid Development general manager John Clarke said the power companies had been keeping an eye on the longer-term electricity needs of the region and working closely on solutions.
“It’s essential the power system can meet future demand for electricity in the Queenstown and Wakatipu region, which continues to grow,” Clarke said.
“The upgrades will also increase the capacity of the line and the associated work required will add some additional resilience to this line route. Other longer term solutions will be needed in the future.”
The companies expected to be able to meet demand until this work was completed in mid-2025, he said.
“New infrastructure will ultimately be required both for further power capacity increases and improved resilience as we all become more and more reliant on electricity in the drive to decarbonise our economy.”
The upgrades will increase Frankton substation’s capacity by more than a third.
PowerNet chief executive Jason Franklin said it would include additional flood resilience measures for the substation.
“Given the number of recent weather-related events, I think we’d all agree that reducing flood risk and increasing resilience is a priority, given our dependence on this critical site.”
Aurora Energy chief executive Richard Fletcher said the population and economy has grown and would continue to do so.
“We all expect power to be there at the flick of a switch, and we want it to have been generated through renewable resources,” he said.
“The upgrades enable Queenstown to enhance its green tourism credentials by enabling electric vehicles and low carbon heating, as well as reduce the potential threat to our tourism industry that could be the result of significant unplanned power outages.”
The transmission line between Cromwell and Frankton undergoes regular checks to ensure it remains reliable.
Any added resilience work, including possible new lines into the Wakatipu Basin, will take time as there were strict environmental controls in place.
Queenstown Lakes District Mayor Glyn Lewers said it was an important first step to meet the projected growth in the district’s demand but they needed to make the most of their momentum and find opportunities for renewable energy generation.
“This investment will provide surety of capacity through the traditional supply model. The next phase will be to focus on how we ensure resilience and sufficient supply to meet our decarbonisation objectives,” Lewers said.
Construction was expected to start this year.

She used to write a weekly book column in the old Queenstown Times which was read more for the local gossip in it than the book part. She is quite lazy and very grateful if readers send in ideas about what’s been happening locally on miranda@queenstown.co.nz
By the time you read this column, Easter Bunny will be back in his burrow, unless a local farmer mistook him for one of the less adored of his species. An Easter egg hunt has been part of our lives for a long time, teaching small children the important facts about this suspicious character who hops around in gardens encouraging the consumption of dangerously sugarladen eggs. Some of our favourite children have mistaken bunny droppings for chocolate - given the low quality of most Easter eggs, the rabbit poo probably is more delicious, not to mention considerably healthier for our youngest locals. We need to do all we can to make living in the Wakatipu as attractive as possible for young people. In case you’ve been living under a rock, you’ll be aware they’re becoming a rare breed. Smart countries around the world are doing all they can to attract them as the number of over 60’s is increasing and the number of children being born is falling so dramatically. We are lucky that so many under 30’s from all over the globe want to come and work here, but they struggle to find somewhere to live. We need to work together on solutions. Maybe people with whole house AirBNBs could let part of them be used by local workers and in return they could help with the cleaning and ensuring that the visitors don’t trash the place, or cause problems with noise, rubbish etc. Plenty of cities around the world have banned AirBNB totally because of the negative consequences to the community, so this might be a way to make it good for all parties. Perhaps people with young families could offer a room to someone who can help with babysitting, or an older person on their own might want someone to play Scrabble with them, or walk their dog. Perhaps you want to learn another language? What could be better than having someone living in and getting you up to speed with it? We’ve always had young people staying with us on the wwoof and Helpx programs and it’s been terrific - people with the energy and enthusiasm to travel this far are generally very good company.
Don’t forget this weekend on April 15th is the great big, brand new LATIN KIWI INTEGRATION FESTIVAL. It’s on at the QT Memorial Centre from 1.30 to 9 and there are free salsa and bachata dance classes, loads of live music, inspirational talks and so much more. It’s for every age group and there’s no entrance fee, but there’ll be food and drinks to buy. Lucky us having so many great new locals making great new events for us to enjoy.
The Wakatipu Community Foundation has been going for only five years and already has $30 million in bequests. What a brilliant effort! Until it becomes fully self funding, which should be in the next 5 - 10 years, it would be great to get some more generous donors to contribute to the unsexy but essential admin side. They’ve already given away $2.5 million to the community and that is going to keep growing and growing. Remember when the Central Lakes Trust started in 2000? There were people who wanted the money to be given out to everyone who had a power account in Central Otago. That meant each account holder would have been given just enough money for a set of new tyres and all the money would have been used up. Instead, the trust was founded and now it has given away over $20 million dollars to all sorts of worthy causes and it’s still going strong.
Impact100 only started in 2020 and already it’s given nearly half a million dollars away to all sorts of different projects. If you want to join for 2023, be quick! It closes at the end of April and if you’re new to town or keen to be part of a fantastic group of women (sorry, chaps, you can’t join, but you can certainly sponsor your favourite woman or women). All these initiatives are just making our community better and better - they support sports and arts, health and happiness, education and conservation. We’d all be the poorer without them, and the more we support these projects, the better it all gets.

Death at bike park

A person died on Easter Sunday at Queenstown Bike Park following a medical event.
Emergency services were called to the mountain bike park off Lomond Crescent shortly before 11.30am.
Police confirmed the death is not considered suspicious and has been referred to the coroner. St John and Fire and Emergency New Zealand also responded.
The popular bike park is in the Ben Lomond Reserve beneath Skyline, which runs a bike gondola service, although it is not known whether the person was a customer.
Two weeks ago, mountain biker Bel Strano broke her neck in an accident in the park, but is on the road to recovery.
She hit a tree which lay over a trail she was riding, flipped over the handlebars fracturing her C1 vertebrae, scapula and clavicle.
Bel was taken to hospital for surgery and fitted with a Halo and vest brace to hold her spine in place for three months.
Charity war chest for 2023

There’s almost $9.5 million up for grabs for charitable causes from the Central Lakes Trust
The trust board recently approved the grants budget for its new financial year, which began 1 April 2023.
Trust chair Linda Robertson says: “The trustees have been keeping a close watch on our financials given ongoing market uncertainty.
“While we endeavour to ensure we preserve our capital for future generations, we have been able to maintain our grants budget in the vicinity of what has been granted this year, which is fantastic for our community and its charitable causes.”
As well as the $9.45m grants budget, this latest board meeting saw 13 grants approved to the tune of $664,887.
Arrowtown Matariki Lights 2023 was one of the events supported, for its second year. Due to be held on Matariki holiday weekend, on Friday, 14 July, it will celebrate the beginning of the Maori new year with performances, light art and music.
CLT Grants Manager Mat Begg says: “It is a chance to learn about the significance of the Matariki cluster of stars. The festival recognises the area which is traditionally important to local iwi as a meeting point and intersection of many tracks and pathways into the region.”
Ronald McDonald House Charities New Zealand receives $102K towards supporting children and their families from the CLT region to stay at various Ronald McDonald House facilities across Aotearoa New Zealand while receiving medical treatment.
Last year, Ronald McDonald House assisted 106 families from the region. “Our region does not have the medical services often required, and families have to travel to receive that much needed treatment. That Ronald McDonald House puts these people up for little or no charge is a significant benefit to those in need,” Begg says.
The Bone Marrow Cancer Trust also receives $20K to support families from the CLT region to stay at Ranui House in Christchurch who are in need of lifesaving medical treatment at Christchurch Hospital.
Another group to receive support is Food for Love with a grant of over $98K towards the costs of preparing and distributing meals for those in need in the Upper Clutha area. It delivered 8000 meals last year, through 5,500 volunteer hours.
Wanaka Search and Rescue receive over $66K for costs associated with training and equipment, and construction of a new storage facility. And Wao receives $150K to support the delivery of the Wao Programme in 2023/24. Wao holds a range of programmes designed to inspire, educate and enable the community to build resilience to change and the environmental challenges facing them.
“Educating and enabling proactive action to address our environmental and climate change challenges is very topical given recent weather events. We look forward to hearing about the great work Wao will do with its range of programmes this year.”
Life Education Trust received $40k for a second mobile classroom, KingsView School received $1,050 for its Community Garden and Outdoor Space, while there were operational grants for Alzheimers Society Otago ($50k), Central Lakes Breastfeeding ($21k) and Mana Tahuna ($80k).

“Bel is strong willed, has not lost her humour and is staying as positive as she can during this difficult time,” Cox says on the Givealittle post.
“She’s determined and motivated to get back on her feet and return to normal life.
“My hope by starting this page is to alleviate the stress and anxiety Bel has by not being able to contribute to rent, food, household bills, medical expenses etc.”
It has so far raised more than $7,800.
In 2016, Kiwi mountain bike star Kelly McGarry, 33, died after suffering a cardiac arrest while riding at the bike park.

Virgin Orbit fails to secure funding, will cease operations and lay off nearly entire workforce
Virgin Orbit is ceasing operations “for the foreseeable future” after failing to secure a funding lifeline, CEO Dan Hart told employees during an all-hands meeting last week. The company will lay off nearly all of its workforce.
“Unfortunately, we’ve not been able to secure the funding to provide a clear path for this company,” Hart said. “We have no choice but to implement immediate, dramatic and extremely painful changes,” The company will eliminate all but 100 positions, amounting to about 90% of the workforce, Hart said, noting the layoffs will affect every team and department.

New nanoparticles can perform gene editing in the lungs
Using RNA-delivery particles, researchers hope to develop new treatments for cystic fibrosis and other lung diseases.
Engineers at MIT and the University of Massachusetts Medical School have designed a new type of nanoparticle that can be administered to the lungs, where it can deliver messenger RNA encoding useful proteins.
With further development, these particles could offer an inhalable treatment for cystic fibrosis and other diseases of the lung, the researchers say.

Italy temporarily bans ChatGPT over privacy concerns
Italy’s data protection authority ordered OpenAI to stop processing people’s data locally, believing the ChatGPT maker is breaching the European Union’s General Data Protection Regulation. Specifically, the Garante said it has issued the order to block ChatGPT over concerns OpenAI has unlawfully processed people’s data as well as over the lack of any system to prevent minors from accessing the tech.
The San Francisco-based company has 20 days to respond to the order, backed up by the threat of some meaty penalties if it fails to comply. It’s worth noting that since OpenAI does not have a legal entity established in the EU, any data protection authority is empowered to intervene, under the GDPR, if it sees risks to local users. (So where Italy steps in, others may follow.)

Wanaka’s Edgewater Hotel embarks on major refurbishment project
The iconic Edgewater Hotel is undertaking a major $20 million refurbishment programme of its guest rooms, which commences this week.
The refurbishment programme will be in three stages and involve the introduction of air-conditioning units in all rooms, double glazing of the windows, full bathroom revamps, installation of energy-efficient LED lighting, new joinery, furniture and interior styling throughout.
“The key aim of the refurbishment programme is to modernise the hotel to ensure it retains its firm position in the market as a 4.5 star hotel and to complement Edgewater’s spectacular lake-front setting”, comments General Manager Colin McClean.
Phase one of refurbishment programme is due to run until October 2023 and will affect a third of the guest rooms. “The construction area is in one part of the hotel, which will be fenced off. We will continue to operate the hotel as usual, and no guest amenities will be affected” adds Colin.
This project is phase one, of a three phased programme that will roll out in 2024 and 2025, which will see all guest rooms and guest areas revampe.

Council funding available for local events to boost their ‘wow factor’
With a huge variety of cultural, sporting and community events firmly back on the calendar, Queenstown Lakes District Council (QLDC) is inviting organisers to apply for grants to help them deliver successful and sustainable entertainment.
QLDC Relationship Manager, Arts and Events Jan Maxwell said applications to Council’s annual events fund is open for four weeks.
“Events play a huge role in promoting our district to domestic and international visitors, boosting our local economy and enriching the lives of people who live here,” she said.
“Each year our contestable fund is available to support established events and nurture new ones so they can grow and flourish.”
Ms Maxwell said the application criteria had been refined with a new application form and an even greater focus on sustainability.
“We’ve gone further this year asking organisers how they intend to minimise waste and move towards zero carbon impact.”
Anyone wanting to discuss the fund and their application with Council staff can book a confidential one-hour review session at either Queenstown Events Centre (3.00-7.00pm, Wednesday 12 April) or Wanaka Recreation Centre (3.00-7.00pm, Friday 14 April). Similar sessions are also available online for anyone who cannot attend in person. All sessions must be booked in advance.
Applications close at 5.00pm on Sunday 30 April and will then be reviewed by a panel of Councillors before this year’s recipients are announced in July. Mental health crisis support service launches

Better access to crisis support and more localised care options are now available for people in the Queenstown Lakes and Central Otago region experiencing mental distress.
Te Whatu Ora’s new Central Lakes mental health crisis support service, provided by Central Lakes Family Services, fully launched this week. While the service has been operational since mid-January, it has been carefully scaled up in phases to ensure the best outcomes for clients, providers and referrers.
The new service sits alongside the current 24/7 regional crisis response service and provides more local options to support people in mental distress, including those who may have otherwise needed to travel out of the area to access acute inpatient mental health services.
For those needing crisis support, the service can be accessed in one of two ways - via a referral from Te Whatu Ora Southern’s Specialist Mental Health and Addiction (MHA) team, which is available to call 24/7*, or via a referral from their GP.
The referrers will work closely with Central Lakes Family Services (CLFS), which has a team of registered health professionals and support workers to provide home-based support.
CLFS General Manager Tina Mongston saying her team’s goal is to support people through an immediate crisis, help them get back on their feet, and link them to the right services for ongoing support.
“People don’t need to walk this path alone, we’ll be there to hold their hand. We also understand how concerning it can be for whanau when someone
they care about is very distressed. Working together, we can help problem solve, come up with a care plan that recognises their needs and goals, and set them on the pathway to recovery with the right people and support around them.”
Toni Gutschlag, Te Whatu Ora Executive Director of Mental Health, Addictions and Intellectual Disability for Southern, thanked everyone involved in developing the new localised model of care, saying its key strength was its ‘for community, by community’ approach.
“There’s real passion and commitment across healthcare professionals, social agencies and the Central Lakes communities to ensure we have the right support available locally. I’d like to personally thank all of the clinicians, iwi, primary health providers, HIPs, community agencies, NGOs, tangata whaiora, whanau and government agencies involved in this important mahi.
“They’ve generously shared their knowledge and expertise to help us design the model and associated services, and will now be frontline champions of the new crisis support service to our communities.
“We’ll be continually reviewing the service and seeking feedback to get an in-depth understanding of how it’s being used. This will help us adapt and respond quickly to people’s different needs.”
John MacDonald, Te Whatu Ora Southern Mental Health and Addiction Independent Stakeholder Liaison and Chair of the Central Lakes Mental Health and Addiction Network, has been involved from the outset and is delighted to see the service officially launch.
“This is a milestone for our communities and a huge step forward in providing localised mental health support,” he said. “Our collective goal is to provide better access to mental health services in the Central Lakes area so that people won’t have to travel sometimes more than three hours or be away from their support networks to get the help they need.”
While the crisis support service will predominantly be available for adults aged 18 years and over, there will also be flexibility to provide services for younger people from time to time if needed.
The final stage of the crisis support service - providing short-term care in a new respite facility – is still a work-in-progress and more details will be released once a suitable location is secured.
The new Central Lakes localised model of care meets areas of need identified through the 2021 Time for Change – Te Hurihanga review. It’s part of a larger programme of mental health reforms underway to bring mental health and wellbeing care closer to home and make it easier to access for everyone.

Local Adventurists Take On The Grand Canyon

It’s been a very long wait for a bunch of intrepid local explorers about to embark on a personally organised, 21-day rafting expedition through the mighty Colorado River Grand Canyon after a 16-year wait.
The 16-strong group including Queenstown, Wanaka, and some exlocal, heliski and rafting guides, experienced mountaineers, advanced paramedics, a naturopath, midwife, doctor and nurse, finally co-ordinated a winning spot in the annual Grand Canyon National Park permit lottery. Personal river expeditions without commercial guides through the world’s most spectacular canyon are strictly limited with 300 to 400 permits granted each year.
Long-time Queenstown telemark ski instructor Jef Desbecker, a KiwiAmerican and former Colorado River Cataract Canyon guide, did the epic 362km trip with fellow Queenstown adventurer and veteran rafting guide Geoff Hunt in 2007. “Geoff had that permit and he’d waited 19 years for his name to come up,” says an elated Jef, who’s ecstatic to be leading this year’s expedition with friends. It will be his fourth trip through Grand Canyon. “I tried every January for 12 years, applying the minute I got out of the canyon in 2007, but my name didn’t come up despite others I knew being granted permits. Eventually I wrote to the Grand Canyon National Park Service to say I knew people who’d tried less times and their names had come up,” says Jef. “It’s all about co-ordinating your dates, so the ranger said if all 16 of us expressed interest in the same days that would increase our chances, and boom! Geoff’s wife Brandi won the permit but handed it to me to organise.” They were packing and all set to go in 2020 when the world shut down. MIQ made it impossible early last year, but thankfully, the Park Service waived the rules to allow the Kiwi group into this year’s slot.
“We have to take absolutely everything in there on the rafts from stoves and toilets, to ice for 21 days to cope with possible searing heat, and food for a pre-planned three meals a day. “You even have to raft your poo out in large steel rocket boxes (ammo cans) – Army surplus,” says Jef. “Everything goes with you from start to finish, so when you pull up on a beach there’s nothing but footprints left behind.”
They put in below the Glen Canyon Dam, from where there are massive, steep, rocky outcrops overhanging like towers on both sides.
“It’s heavily regulated. The first day the ranger checks everything, your First Aid kit, toilet, appropriate steel fire pans to collect the ashes as you’re cooking over charcoal, satellite phone and back-up.”
So what’s the best part? ‘Wow! Where do I start,” says an enthusiastic Jef. “You’re river running more than 250 rapids – 60 are major, in a big 5.4-metre raft loaded with 1 tonne of gear lashed in and geared up for if you flip. It’s exciting! It’s like the Kawarau River on steroids!”
“The scenery is mind boggling and you’re staring at an incredibly beautiful canyon all the way,” he says. Leaving early and setting up camp along the river early afternoon, they’ll then head off side canyon exploring. Cacti will be in bloom, they’ll negotiate massive rocky corridors, avoiding rattlesnakes, scorpions and black widows and big horned sheep, with ringtail cats and cougars all lurking nearby.
Many Southern Lakes outdoor adventure elite feature in the group, including former Queenstown St John’s advanced paramedic Mark Gabites, Matt Wilkinson, also a highly qualified paramedic, and former ski patrol boss Tarn Pilkington, now Southern Lakes Heliski chief guide. Wanaka’s Lydia Bradey – the first woman in the world to summit Everest without oxygen, and international mountain guide Dean Staples – former Harris Mountains Heliski chief guide who has topped Everest nine times, join the group, along with leading mountain guides Pete Bilous and James Hamilton. Queenstown doctor Elinor Slater had to opt out, but local doctor Kathryn Smith is taking her place.
Jef’s hasn’t encountered a cougar yet and says the most dangerous thing for the Kiwi crew would be “running out of alcohol”, plenty of which is also carted on the rafts to enjoy during the calmer stretches and evenings. “Sometimes we lash six rafts together on the calm patches and hop between boats enjoying a bit of a party.”
The Grade 4 to 5 rapids are not to be taken lightly, but with a crew of experienced rafting guides, three who’ve done the trip before, and medics on board there’s nothing but excitement ahead.
For Jef, who will celebrate his 70th birthday on the trip, it’s the finality that he’s finally going again after so many years. “I can get this monkey off my back. I’ve been waiting 16 years. I’m so excited. I can’t contain myself. I’ve been waiting on this so long.”

If you’re a firearms licence holder, you’ll need to know about changes to the storage and transport rules for firearms and ammunition, and changes to the seven rules of firearms safety.
Regulations were updated in February 2022, and to help Kiwis make sense of those changes, Te Tari Pūreke, the new firearms regulator, published a Secure Storage and Transport Guide.

Storage and transport for firearms and ammunition, key points
Transportation
If you’re driving to a hunting location, your firearm needs to be inoperable during your travel and, ideally, concealed from view. This means removing the bolt or an essential part (or if that’s not possible, applying a trigger or cable lock), or transporting the firearm in a locked carry case.
The ammunition needs to be separately and securely stored in a locked glove box or similar storage area, if practical.
And please, whatever you do, once you’ve finished using your firearm, lock it away. Never leave any firearms in your ute, shed, home or vehicle unsecured at any time.
The only exceptions to the firearms and ammunition transport rules are if you’re using the firearm on a farm for farm-related activities, or you’re doing legallyauthorised hunting or pest control (such as a regional council employed pest controller) and the licence holder is in the vehicle or the immediately vicinity of the vehicle with the firearms in it.

Ammunition
All ammunition must now be stored in a locked container. You can now only store ammunition with firearms in a gun safe that has a separate lockable compartment with a different key than the key for the gun safe. You must keep these keys separate.
If your safe doesn’t have a separate lockable compartment, you need to store ammunition in its own secure storage container with a key, combination, or padlock, or in a stout locked cupboard.
Taking a break when you’re travelling with firearms
For those who travel with firearms to hunt locations, your inoperable and secured firearm can be left in your vehicle unattended, for example during a break in a journey, for up to 60 minutes. But you need to lock your vehicle and stay within the immediate area or vicinity of the vehicle and meet other conditions.

Whakatipu Reforestation Trust Community Planting Days

JOHN MACDONALD Putting Queenstown On The Map
An unwavering advocate for Queenstown’s tourism industry during his 36 years here, John MacDonald has left his stamp on the place, going to great lengths to enhance Queenstown’s reputation.
From saving the Crown Prince of Thailand from sinking into the Shotover River, to smuggling half a raft through strict Malaysian Customs, it’s been quite a ride.
Born on a farm near Oamaru, at 13 he was sent to Dunedin’s John McGlashan Boarding School where art was his thing which made him a target back then for being different to the norm. “I was popular when they wanted posters for the school dance.”
As the only son, he was also expected to take over the farm, and multiple droughts meant tough times so he had to leave school early. While studying Diplomas in Agriculture and Management at Lincoln friend Richard Hunt introduced him to car rallying. John was hooked. By 1979 he’d won the National Junior Novice Title in his Mazda RX3. The pair had fun at Queenstown’s Winter Festival holidays staying with Richard’s sister, Jan, and husband Eion Edgar (later Sir and Lady Edgar).
Selling the farm and moving to a Mid Canterbury farm in 1980 was “disastrous timing” with interest rates soaring under David Lange’s ‘Rogernomics’ Government, and more droughts. “We lost the farm through a long and horrible process.”
John worked as a driver-guide at Mount Hutt for Guthrey’s Tours then managing its Queenstown shop, eventually sharing space with Danes Rafting’s Dale and Anne Gardiner. “They went on holiday and asked me to manage it. I wanted to own it. I had no money, but I did know Eion Edgar who I thought would know someone who did,” says John. “He said, ‘I know just the person.

A love of marketing led to the Queenstown Winter Marketing Group which John chaired when it won a Tourism Award for Innovative Marketing in the early 1990s.
He was chairman of the Queenstown Promotion Board through the rebrand to Destination Queenstown.
There were many fun marketing trips to Australia and Asia. “They made half a raft for us to take to Kuala Lumpar, but we had a heck of a job getting through Customs.” Rotorua’s team saved them with their box of sheepskins, stumping and distracting the Malaysians, acting as decoy.
During the Crown Prince of Thailand’s visit his entourage dressed him in a pop-up tent at the river. “He emerged with his silk shirt and gold cufflinks and pendant still on, wetsuit only covering his bottom half. He wouldn’t take his gold off until the guide mentioned ‘potential flipping’ in the safety talk. He would’ve sunk like a weight with all that on.”
John himself was more than hesitant after doing a deal with AJ Hackett to transport his new bungy clients during winter. “I hate heights, but AJ said the deal was that I had to do a bungy. I said, ‘yes,’ thinking nothing of it, then three months in AJ came into my office carrying a big bottle of champagne and walked me out to a waiting stretch limo and said, ‘John, your time’s up’. I was crapping myself. The staff came and watched, but the elation afterwards!”
Then it was Whytewaters Publishing where his creative side excelled, designing marketing material, Visitor Guides, and winning a Qantas
Media Award for Best Cover on an Air NZ magazine in 1995. He set up a real time booking system with a US software company, putting tourism magazines into 22,000 hotel rooms nationwide.
In 2008 John launched Quickstop Auto Centre, reverting back to his rallying days and buying a Mazda RX7 Classic Rally Car, also helping to resurrect the Queenstown Car Club.
A serious brush with cancer followed and John stepped back to part-time independent chair of the Network Leadership Group for Southern Mental Health and Addictions for seven years. Breakthrough finally came in the last 18 months with $7 million to fund new services across the district, including Queenstown’s new Crisis Response Service.
He’s served five years on the district council, chairing the Mayoral Affordable Housing Taskforce, and Finance Audit and Risk Committee, formed, and still chairs, the Wakatipu Community Hub Charitable Trust.
Ironically, after fighting for better local health services, his 2019 Parkinsonism diagnosis forced him to reluctantly sell up and move to Christchurch last August, to be closer to healthcare. Spending time with daughter Hannah is now his priority. “It was very hard to leave, but I feel like I’ve left a positive mark and done my bit for Queenstown,” says John.
He won’t be forgotten with the Housing Trust set to name John Mac’s Way after him in the Tewa Banks development.

Tend the flame of our humanness

Open Floor and 5 Rhythms dance facilitator Sacha Paddy will host a workshop called Tending the Flame at the end of April at Te Atamira. The one-anda-half day conscious dance workshop will focus on dance and movement as expression rather than performance and is open to everyone – no prior experience is necessary.
Sacha Paddy is based in Waiheke Island and regularly holds classes there and in Auckland. She’s been teaching for over 15 years and loves leading Conscious Dance, which is a dynamic, fun, deep and light practice that helps participants to move well on every level – in body, heart, mind and soul. Sacha has a heartfelt presence and creates a freeing space where selfjudgement can be left at the door.
“Open floor dance is a conscious dance practice in which we get to explore life themes, connect with ourselves and with others through dance and movement,” says Sacha.
“It can be fun, it can be deep, it can be transformative even, and we often have insights into aspects of our life as we dance. It’s not only for people who think of themselves as dancers, and certainly not just for trained dancers, it’s very much open to all people with a willingness to move.”
The workshop is not focused on learning steps or choreography, but rather on tuning into how your own body and being wants to move. It won’t be intensive the entire time – there will be moments where you may be moving slowly, writing, and sharing with others. Sacha often sees a range of people attend her classes and everyone tends to find their own pace.
“A lot of us are sitting a lot of the time and movement helps the body stay healthy and balanced. It also helps on other levels – emotionally and spiritually. We probably all know the feeling of something being sort of locked or stuck in the body, it can be a feeling of tension. When we’re dancing, we don’t always have to know what we’re moving through – sometimes we just move and things are released – we feel lighter and refreshed afterwards.”
The specialised workshop that Sacha has put together for Queenstown will also have an element of taking stock of the end of autumn as we move into winter. The aim is to help people take some of the goodness and warmth of the season into the colder months.

The global art trade generated $US67.8 billion in 2022 according to an annual survey published by Art Basel and UBS. That figure marks a 3 percent increase over the $US61.5 billion reported last year for 2022, and 6 percent above the pre-pandemic figure of $US64 billion reported in 2019. The last time the market was at this level was in 2018.
Cultural economist Clare McAndrew, who has written the report for over a decade, surveyed several hundred international galleries and 2,700 highnet-worth art collectors with assets above $1 million based in the U.S., the U.K., Asia, and Europe.

NZ Mountain Film and Book Festival has lined up an exciting mix of international explorers and storytellers, as well as some local legends, to entertain adventure-loving audiences in Wanaka and Queenstown between 23 and 30 June.
Charismatic duo American Brette Harrington and Canadian Christina Lustenberger will headline the festival programme and wow audiences with tales of some of their daring first ski descents including their most recent and boldest, Polar Moon in Baffin Island, Northern Canada.
The pair skied a stunning, exposed 1200m line through an impossibly narrow and steep chute intersected midway by an ice cliff. But what happens when you’re rappelling down a 180m wall of ice and your rope gets stuck with another 45m to go to get to the exit couloir? Harrington and Lustenberger will be here to tell the tale and show why they are leading the charge in the death-defying sport of ski mountaineering.
NZ alpine team member Kim Ladiges will speak about his mission to the Indian Himalayas to try and repeat the West Face of Changabang which was previously climbed in 1976 by Joe Tasker and Peter Boardman and made famous by the book The Shining Mountain. An internationally celebrated ascent far ahead of its time, many teams have since tried and failed to repeat the wall. Ladiges’ team spent nine days on the wall enduring cold, wind, daily snowstorms and each other.
Book Festival speaker Beau Miles, a self-described oddball who spent years adventuring around the globe, running, kayaking, hitchhiking and exploring will speak about his new lifestyle as ‘The Backyard Adventurer’. Whether it’s walking 90km to work with no provisions, building a canoe paddle out of scavenged scrap or running a disused railway line through properties, blackberry thickets and past inquiring police officers, Miles has been finding ways to satisfy his adventurous spirit close to home.
Festival Director Mark Sedon is delighted to share that the Old-fashioned Storytelling session is back on the programme for 2023 and this year includes an all-female line-up. An audience favourite, this is off-the-cuff storytelling at its finest, with comedy, hardship, fun and disaster, all in equal measure.

Entries for the NZ Mountain Book competition closed on 30 March and winners will be announced this month. Meanwhile, the deadline for entering films in the internationally renowned film competition is fast approaching on April 20 and many NZ film makers are putting the finishing touches on their world premieres.
Sedon says: “We are always so excited, thrilled and honoured when Kiwi film makers burn the midnight oil to get their films done and allow us the world premiere at the festival in Wanaka.”
With more speakers set to be announced in coming weeks, the 2023 festival will once again be a not-to-be-missed event.

Why not have some golden egg laying Chickens in your backyard?
This seems like a good time to talk about getting a couple of chickens in your backyard to give you a couple of tasty eggs every day. It’s time to start transitioning to the good life, build some resilience in our lives, what better way than getting some chickens. What’s not to love about them? They’re pretty maintenance free. You feed them all your food scraps and supplement them with a little chicken feed and in return they give you eggs.
As we’ve all experienced in the last few months buying eggs has never been harder, a little rule change for happier chickens and the whole industry collapses despite a multi-year lead in for change. You don’t need to have a huge yard to house a couple of chickens.
1. They need somewhere secure at night to call home. Look online or pop down to your local hardware store and you will find small chicken ‘coops’ for not too many bucks. If you’re handy with a hammer you can build one for next to nothing using scrap timber. Just make sure it’s draught free and watertight. It’s handy to be able to lock them up at night. They need somewhere to perch/roost at night off the ground. Put a shout out on the local ‘Queenstown Chicken Lovers’ facebook page to see if there are any unused coops in the district. While you’re there see if there are any chickens for sale or been given away.
2. They need a run. Chickens need an area to scratch around in. You might consider a mobile run that you move daily to weekly. Or have a permanent area that you’ve fenced off.
This doesn’t have to be at the expense of lawn space. Why not fence an area of native planting or an area that has some fruit trees planted. It can be tucked away.
3. Water. There needs to be a continuous supply. Either a simple unit that you refill weekly or plumb in a basic line to a water feeder.
4. Food. No need to ever worry about your food scraps again. Chickens are the ultimate composters. Create a zone where you feed them every time. You could dig out an area roughly 1.5mx1.5mx30cm deep. Fill it with wood chips or leaves generously. Now ‘All’ your food scraps get put here including bones, meat, fish etc.
Feed the chickens in this zone every time. Anything they don’t eat gets scratched into the deep litter to be composted down. Once a year dig out and put on your veggie garden and refill with fresh leaves or wood chips. Chickens are going to need to be supplemented with some chicken pellets or grain. I find the best investment I ever made was the ‘the Grandpa feeder’.
It has storage for 10 to 20 kg of chicken feed. The chickens step on the step and the lid opens for them to feed. Great if you need to go away. I’ve had mine for over 20 years and it’s still going strong. You can supplement their food with living plants. Plant out a row of silverbeet seedlings and put some chicken netting over them in an arc 40cm high and wide. Allow the silverbeet to do its thing. As it eventually grows poking out the mesh the chickens can nibble away without completely destroying the plants creating a continuous supply of greens. When their run is under fruit trees they clear up any fallen fruit.
5. Protection from predators means good fencing especially at night having the ability to lock them in for the night is key. Stoats and ferrets will come looking at night. They are brutal and will wipe your chickens out in a single night if the coop isn’t locked down. Other predators are visiting dogs. Even if your visitors claim their dog is chicken friendly, don’t believe them it only takes 1 dog. Many dogs haven’t even seen a chicken. I once lost 3 chickens to one ‘chicken friendly’ dog. Not such an issue in urban areas but worth being aware of Falcons and Hawks. Generally not a problem, usually chickens are most vulnerable to these predators in the first week as they become familiar to their new surroundings. All though I did once have a Hawk come along every few days and take out one of my chickens each time. It was baffling I couldn’t work out who was killing my chickens till I caught the Hawk in the act.
6. Keeping them healthy with a diverse diet of food scraps and pellets. You can add a little apple cider vinegar to their water. There are a few other ailments to keep an eye out for like lice, that’s where ‘Queenstown chicken lovers’ community can be useful to ask questions and get advice.

7. Breeds. There’s a lot of mixers out there and they will lay eggs to their heart’s content. Top egg laying breeds are the commercial breeds ‘Hylines’ and ‘Shavers’. These chickens are incredible egg laying machines. They can cost around $10-25 per chicken. Then there’s the heritage breeds, there are some beautiful breeds out there. They come in all shapes and sizes. Some are dedicated meat breeds, some are dual purpose meat and eggs and then there’s some that are dedicated egg laying. Cost per chicken jumps right up and it can be hard to find a particular breed you’re after locally. You may have to venture via Trade Me to Southland or Canterbury. There are many ‘Chicken fanciers’ on Trade Me selling chickens with names such as Orpingtons, Wyndacots, Faverelle, Silkies and so on. You can take it a step further and buy an incubator and buy eggs in. This is a big step as you will need heat lamps etc, once the chick’s hatch. The best chickens to buy when starting out are Pullets, they are about 4-6 months old. These are young chickens that are nearing the start of their egg laying. They will lay all through their first winter. Most chickens stop laying over winter or have a much-reduced output.
8. Roosters are a no go unless you’re in a rural neighbourhood and you don’t have any neighbours nearby. I recall the kids at a local kindergarten being told their rooster had gone away to another home, when local residents ‘disappeared’ the dawn alarm clock.
If you’re friendly with your neighbours consider sharing the chickens and the chicken run with neighbours utilising dead zones on your fence line for the run. There are a few successful examples in the community where neighbours are making this work successfully. Once you’re up and running, chickens are very easy and become super friendly. We had an old shaver we inherited from another family. She started getting out of her run every day and coming and hanging out with us. Eventually she’d jump up onto your lap and lay down while you were having a cup of tea. Then there’s those glorious egg omelettes and egg Bennies that have never tasted so good with home grown eggs.
