And, they’re needed for the economic long term too. I’d love to know how many business owners and managers arrived here as backpackers. There must be hundreds, people who’ve come for a few months and stayed for life. So, let’s not ignore them in favour of the well-healed on golfing holidays.
Destination Queenstown, supported by businesses and government, should target backpackers, with subsidised airfares if needed. We need fresh blood. We don’t want to become a dull place where our kids want to get away from at the first opportunity. I don’t want to live in a retirement village just yet.
Anyway, my point is, I don’t agree with this idea of low and high value visitors. Backpackers make sense, especially those on working holiday visas. Environmentally, although many come here long-haul, at least they stay in NZ for six months to a year, and don’t come on a private jet. The bush poos were an issue, but education, campervan toilets and public toilets could solve that one.

Bring back the backpackers!
Many of the other issues related to partying too hard. The beach was a bit of a disaster zone on Christmas Day, and Crate Day, while mostly good natured, was a bit much. The police and hospital staff had their hands full most weekends, although Kiwis and Aussie holidaymakers were as much to blame. Another problem were the dozens of for-sale backpacker cars left lining the streets, taking up valuable parks.
Obviously, that was not without its problems. Accommodation was a big one. Who can remember 20-to-a-four-bedroom-house in Fernhill, hot-bedding, driveway vans rented out as accommodation, backpacker camps in the trees and at Gibbston? But, our paucity of affordable accommodation is hardly the fault of the people looking for it.
Socially and spiritually, they add positivity, vibrancy and life-affirming joy, and economically, well, economically we need them. They provide short-term, relatively cheap, very willing labour, and then spend much of what they earn on local experiences. We could improve on-the-job training, to help their career prospects, and attract more Kiwis to hospitality and tourism industries, but not everything is a job for life.

But there has been a definite vibe change in Queenstown in recently weeks as thousands of energetic, slightly chaotic, fun-loving twenty and thirtysomethings descended first for Winter Pride, then Snow Machine. It takes you back doesn’t it, to pre-Covid, when the town was properly buzzing, with much of the energy coming from the thousands of backpackers who’d come from countries around the world, stay for a few months, lie on the beach, climb the mountains, work in the bars, restaurants and adventure tourism businesses, and then move on.
The ice bar up The Remarks was heaving on Saturday, as hundreds of Snow Machine festival attendees fought off their hangovers, or perhaps just pushed on through, and hit the mountain.
Now, admittedly, I don’t go out much in town anymore, being older and more boring than I once was.
The community group ran a survey earlier this year to uncover the extent of the issues caused by the NZ Post policy of not adding new “delivery points” to their network. New residents are often unaware that mail will not be delivered to the growing subdivision only to find that there is a waiting list for the 1000-odd P.O. Boxes in Frankton The design guidelines for the subdivision allow for a mailbox, and 84% of survey respondents already had one on their property. NZ Post does not have a waiting list for P.O. Boxes in Queentown, but with visitors returning making the town centre busy again, lack of free parking, significant roadworks and additional environmental, time and monetary costs associated with travel to and from Queenstown, this option is unpalatable for many residents.

Up to 5000 people were in Queenstown for the four-day music festival, which wrapped up on Saturday night.
“But I think for what we want to deliver, it’s good as it is. It’s been a huge couple of weeks on this one.”
“I know there’s been some disturbance for them, with us using their lower field, but they’ve been a huge help and it’s allowed us to be close to town, so benefiting the whole community.”
“We couldn’t have asked for more and I think next year is going to sell out straight away.”
The main stage had a 10pm cut off time on Thursday and Friday, then 11pm on “WeSaturday.couldhave gone a different route, out at Frankton or elsewhere, but being walking distance from town has seen that flow on effect, spreading around to everyone.”
Nolan says there were bag and wallet searches on the way into the venue, but because most of the attendees came from overseas, he doubts they’d bring drugs with them.

Nolan says he’s had fantastic feedback from artists and attendees, who skied all day in perfect spring sunshine and partied through the night.
About three quarters of the festival’s attendees flew in from Australia, paying from $700 to $1500 for packages including festival passes, five nights of accommodation and four-day lift passes, with the rest Kiwis and locals.

Still, next year, he’ll consider inviting an organisation such as KnowYourStuffNZ, which offers confidential checking of illicit drugs, to be at the festival. That’s now legal in NZ.

Sunday’s event was a relaxed finish to the Games, with athletes showcasing their most stylish and creative tricks on a purpose-built rail garden.

There is a correction under way as it is, we have an overload of businesses, many of which would have folded or adapted in the days before force fed mass tourism driven by almost pathological greed took over. I cannot support a bed tax, I personally resent being charged to spend my money and also have little faith in any fees collected being wisely spent. We do need better control of numbers, having Queenstown airport hours kept at present settings with the ability to cut them back if needed would be a good start.
I’m not anti-tourism - but I think we need to do things smarter. I’m really keen on regenerative Withtourism.the bed tax - I’ve been told by existing councillors we can’t service our debt if there is no bed tax. This decision will come down to crunching the numbers - and listening to what the community wants.

Adding taxes seems to be the only avenue that our governments explore for increased revenue, and this is a short-sighted approach. The visitor tax could be a good approach as the recommended levy is not a significant amount. However, we will need to engage the community and our stakeholders on the best approach of levying our visitors that works for the benefit our community. For me, ensuring that the levies charged equals tangible benefits for the district is crucial. Additionally, our district isn’t apportioned a fair share of the district’s GST collected. We must advocate for a better tax share from the government. I would question, if we are getting a fair share from the central government of the GST that is generated from our region? Can this be advocated for our region as we don’t see those central funds apportioned deservedly to our region.

On the last night ski day of the season, August 31, Paul Graham and his friend Ben Elliott set out do the most runs ever on Coronet Peak – and they’re pretty sure they were successful. They headed up Greengates Express at 7:57am and worked in four-hour shifts until the last lift at around 9pm – 75 runs, 211km of ground was covered and 31,494 vertical metres were complete by the end of the day, and both men were knackered.

on a nine-minute cycle; the chairlift up is about four minutes and we thought we can get back down to the chair lift within nine minutes. Given we’re snowboarders, we have to clip and unclip and whatnot, so we thought six runs an hour, 54 minutes, can we sustain that for 13 hours – probably not, so, we need to eat. We pretty much rode for 12 hours with two half hour breaks through the day,” says Graham.
Graham completed the mammoth ride on his Yes Standard 156, and Elliott on a Burton Custom 158. The men got lucky with the weather conditions –it was a mostly bluebird day with a small trickle of rain for the last 45 minutes. Graham works as a Jetboat driver for Shotover Jet and Elliott is based in Christchurch, but has taken the winter off to snowboard in Queenstown. Their obsession with getting the most runs ever was sparked by Elliot, who was regularly checking the leader board and trying to get the most runs and meters each day.
Both men sat down to plan the day, leaving nothing to chance. Everything was taken into consideration from rope speed of each chairlift in comparison to vertical metres gained and the fastest route back to the bottom. They hypothesised that they could do between six and seven runs per hour.

The European Union blocks Illumina’s proposed $7B acquisition of cancer detection business GRAIL Illumina, received the decision from the European Commission prohibiting the company’s acquisition of GRAIL last week. The company is reviewing the Commission’s order and intends to appeal the decision. The EC decision follows last week’s ruling by US Federal Trade Commission judge in favor of Illumina’s acquisition of GRAIL. The company says ‘the merger of Illumina and GRAIL would usher in a transformational phase in the detection and treatment of cancer by facilitating equal and affordable access to the life-saving early cancer detection Galleri test.

Life expectancy in the US dropped for the second consecutive year in 2021, according to a report Wednesday from the Centers for Disease Control and Prevention. The fall is the largest two-year drop in nearly 100 years and brings US life expectancy to 76.1 years, down from 77.3 in 2020. Deaths from COVID-19 (50%) and drug overdoses/unintentional injuries (15.9%) primarily contributed to the decrease.

2. Cold Frames. Somewhere in the New Zealand gardening psyche we forgot all about semi permanent cold frames. Think box bed with a window on top that can be opened up during the heat of the day. Our gardening ancestors have been using these successfully for hundreds of years. A great way to get a head start on snowy spring mornings.
Theorchards.extremes of weather lead me to the topic of creating your own gardening ‘Microclimate’. It’s a word I rattle on about all the time and rightly so, when we’ve had barmy winters days followed by harsh cold snaps with snow on the ground.

I’m writing this early on in spring, well that’s what it says but last week was really cold so felt more like winter. I wonder if I should shift my spring start mind to the ‘Vernal Equinox’ around 21/22 September rather than the 1st.
5. Recycled glass house. There’s a lot of windows sitting around propped up against someone’s wall for a one day- someday project. A great project for you would be to build yourself a glasshouse for next to nothing. You might even score a load of double glazed windows. Remember, you don’t need any glass on the south side, this could be a thermal mass of bricks or concrete of something similar to soak up the heat during the day and let it all out at night keeping your veggies a little toastier.
Lastly there is nothing quite like observation. Get outside on those cold frosty mornings, and see where is it warmer and where is it colder in your growing zone??
Creating your own Gardening ‘Microclimate’


1. Frost Cloth. With the use of homemade or store bought hoops it’s easy to cover a bed with frost cloth. Having a cloth changes the temperatures under the cloth by lifting it anywhere from 2 to 6 degrees warmer than the surrounding temperature. I also use frost cloth during the summer months to grow tender leafy greens, asian greens and some brassicas like broccoli. a) Build a frame and cover it with windbreak. b) Using up materials you’ve begged and borrowed, build a more permanent boxy structure. This will have the same effect as the frost cloth. It also has the added bonus of keeping white butterflies at bay in the summer months.
Thermal mass placed on the south side of a garden really makes a huge difference with random frosts that come out of nowhere during the season. This could be a gabion rock filled wall, or black/blue barrels of water, even a fence or a wall of a house. Plants that need extra heat like corn and pumpkins are ideal in these spaces.
While this was a decent winter, winters generally, however are definitely trending towards being warmer. This winter was a one of two halves. It felt very cold in June and July and then the end of August was quite warm. That said, I think we’re still a long way from Avocado’s and citrus

6. Tunnel house or glass house. These start to cost a few dollars but will be one of the best investments you make for your garden. Always go a little bigger and wider than you think you need. This space becomes one of your most productive. Great for growing tomatoes, eggplants, cucumbers, winter greens, early strawberries and so on.
4. Black plastic. Old silage plastic or recycled builders’ black plastic can be used to heat up the soil. Push any mulch to the side, cover the bed with the black plastic and leave for a couple of weeks before removing and sowing seed directly.
The western side of a tunnel house or glass house is perfect for a veggie bed. The bed receives reflective and radiant heat from the structure. It will be one of the last places you get a frost outside, great for those longer season frost tender growing plants.

“We’ve got to work with those tourist entities and DOC, and make sure that actually they know the plan.

It was a privilege to live in Glenorchy and the surrounding area, but it might come at a cost too, she said.
Township views on natural hazards risk
Forbes said the community needed to develop its own solutions, with support from experts.
“The separation risk is massive, many times bigger than what we saw in Christchurch, and we’ll all remember those big crevasses that we saw in GlenorchyChristchurch.resident Gillian Terry said she bought and built a house three years ago with her eyes wide open to the risks.
“Some people find this very fear inducing and are really worrying about the value of their properties and how it will affect their insurance and things in the future, which is a very real thing.”
Glenorchy sits at the head of Lake Wakatipu where the Dart and Rees rivers merge and is surrounded by mountains.

She also lived in Glenorchy 20 years ago, and was not concerned by the findings, but understood why some people would be.

“Nothing that I wasn’t expecting. I pretty well know that where I was is very silty, my garden, and will be prone to liquefaction if there’s an earthquake.”

“Understanding that bridges might be washed out. It still means they’re isolated, but actually, for example, the airport in Glenorchy is on the other side of the Buckler Burn Bridge.
“We’ve got a lot of new people coming into Glenorchy, which if they’ve come from a city is a huge change, and hearing things like liquefaction … unfortunately the report’s put a big cloud over our community, and I think clarity is going to ease their mind.”
There is one road into Glenorchy that winds alongside Lake Wakatipu from Queenstown and it is vulnerable to damage - cutting land access to the town.
Glenorchy is facing the risk of severe liquefaction during a quake, the study found.
He has been preparing for a worst-case scenario - like an Alpine Fault magnitude eight earthquake.

Gibson said plans to improve the community’s resilience needed to factor in tourists - and potentially hundreds of people on the nearby Routeburn Track over summer.
The study found an earthquake was likely to cause widespread high to severe liquefaction damage across most of the town.
“We need to be more resilient and build more wharves so that we can get boats easily up and down the lake.”
The community needed to be aware of the hazards and be well informed when they made any decisions, Forbes said.
“I mean you have to get used to living an hour away from a supermarket. But we have two great general stores here where we can get emergency
She was not surprised nor overtly worried about the research, but said it was good to be aware of the risks.
Kinloch is a small community 25 minutes’ drive from Glenorchy on the other side of the river.
She knew a young family who were grappling with the decision of whether to build in Glenorchy after discovering the risks facing their property, and said they were not alone in questioning their future in the community.
“Actually when we built The Trading Post, we built up to flood level with marine board within the shop front, so within half an hour - and we have done it - we can empty that shop out right down to the boards.
“If houses need to be built differently, if they need to be moved, if we need to find other land, if we need to retreat from some of the natural hazards, those things have to be considered.”
“All the electrical points are built above flood levels so there’s ways of mitigating the risks.”
She has been thinking about how to make the town more resilient in the future, particularly with the impacts of climate change being felt more.
Gibson oversees the Queenstown Lakes District and said the work was aimed to help the community become more resilient.
“Ifsupplies.weget cut off, we’ve got a great community. Like in Covid, we ended up with a food wardrobe where people shared food.”
That was where the abundance of tourism operators in the district could also help as they were well versed in managing, moving and feeding people, he said.
“If we don’t implement solutions that are community generated, they’re not going to stick. Why would people do things just because we say so? They have to understand the hazards and they have to develop their own solutions with help from people who know about this,” Forbes said.
The Otago Regional Council is expected to meet with residents later this year to talk through options for Glenorchy’s future.

“We’ve been so focused on keeping that Glenorchy Road open, yet we have a lake and the lake doesn’t need its roads (rebuilt).

Coming Up Birthday Celebration
Each year the charitable event is a big day on the Glenorchy calendar and works to raise funds for local businesses. Any organisation in the community can put their hands up to run the event and allocate funds where they choose. This will be the second consecutive year the Playgroup have organised it, with last year’s funds going towards running costs such as bills and hiring a coordinator. This year they hope to use the money to expand and open a new building, and restructure how they operate with the Glenorchy Early Childhood Education Centre. It will have the capability to offer before- and after-school care, school holiday programmes, and community-use rooms. The development aims to be beneficial to all members of the community.

This is due to work underway as part of the new bus stop infrastructure upgrades. Work includes widening of the intersection with Malaghans Road, drainage improvements, a new pedestrian refuge, gravel footpath and bus shelters.
Last year the event boasted a record-breaking 250 entries with visitors from the North and South Island, and even across the ditch. They rely on donated prizes from sponsors – the more donations they receive, the more prizes they’re able to give out, and the more it keeps people coming back.
“It’s something that we really need. In Glenorchy there’s no childcare, it’s a big problem. There’s nowhere you can drop your child off to go to work, so it’s something that’s lacking in the community. It has a knock-on effect for families, businesses and children in the area – it’s a need that really has to be met,” says Jess Burke, who is helping to organise the event.
Anyone applying to Queenstown Lakes District Council (QLDC) for a resource consent involving earthworks will need to provide more information earlier in the process. This is so the process in the district aligns with Otago Regional Council’s (ORC) new requirements as well as best practice in other districts across the country. “We’re going to have bacon and egg butties at the boat ramp in the morning. It’s a little bit of extra fundraising, and we want to give people some fishing motivation early in the morning. We’re also going to have a sausage sizzle in the afternoon. It is a really fun day, but the main event is the prize giving. It’s a big day in town, I know some local businesses are specifically opening their books for accommodation for people at the fishing festival – we see people travel from all over to attend. It’s also a way that we try to bring that boost of patronage back to town,” says Burke.

After Agriculture College – he’d planned to become a vet - he did an apprenticeship in compositing and graphic arts.

A natural events man, it was Peter and then Eichardt’s manager Laurie Wilde who started the first Queenstown Winter Festival over a beer. “We thought it would be great for people here skiing to have something to do.” Iconic events like the Peak to Peak and Dog Derby were born. “We formed a committee and put all our ideas in a hat and off we went.”
A role as events and conference manager at the Rydges followed, then in the 90s marketing manager for Millbrook Resort. Peter compered Top Town in Queenstown, worked on the $10 Challenge, New Year’s Eve celebrations for many years, the Arrowtown Autumn Festival, played in the Arrow Miners Band, and compered local shows. On the side he ran his own radio show on Sundays on Resort Radio.
Peter married his Kiwi pharmacist wife, Marilyn, in 1985, and they opened Frankton Pharmacy. Three sons followed and they sold the pharmacy, later purchasing Arrowtown Pharmacy.
By the time Peter was 21 the Vietnam War was in full force. Scores of American GIs were about to flood Singapore, Thailand and Sydney on leave. Entertainment agencies jumped at the opportunity to take over the nightlife and Peter got in on the action playing in Singapore and Bangkok.
MUSIC MAN
From a very young age he’d be bundled off with a pillow and a blanket to gigs with Mum, sleeping outside in the car. Peter’s parents married after meeting in the Australian Air Force during World War II and Peter was born in 1947. Sadly, his father died when he was just 18 months old.
PETER DOYLE
Peter has been a member of the Queenstown Lions for 33 years, including a stint as president, and was awarded the prestigious Melvin Jones Fellow Award in 2019. He’s been chairman of Wakatipu High School’s Board of Trustees, served on St John’s area committee, and been a regular in the Showbiz Queenstown orchestra for years.
These days he’s a Grandad and marriage celebrant, both of which he loves.
The Cord 3 were regulars at Packer’s Arms, then the new Trans Hotel (now Rydges) for 10 years. They even did four-month summer stints on Pacific cruise ships.

His family has been through immense tragedy – the loss of wife Marilyn and his precious son, Richard, in 2010, within months of each other. “Despite the terrible tragedies that have happened, my 50 years in Queenstown have been share bliss,” he says. He’s immensely proud of how his other two boys have pulled through and made huge successes in their own lives –Matt, popular head of music at Mount Aspiring College, and Tim, a graphic designer and musician in Dunedin.
At six, Peter was playing drums for school assemblies in Mr Robertson’s primary school band. “I’ve never had a lesson in drums but made a living from playing them all my life.” Mr Robertson made the banjos, flutes, a bass drum, himself.

In 2011 Peter formed the Queenstown Jazz Orchestra, which now has 16 musicians, including leading players from Dunedin, and they’re in demand around the region.




He’s organised do’s for the Queen and birthday bashes at Eichardt’s for friend Kenny Rogers and his band. Legendary Queenstown entertainer and events man Peter Doyle even started Queenstown’s own jazz big band.



The biggest turning point came when a 13-year-old Peter cracked open a door to watch in awe as an older teen played drums at a Sydney Police Boys Club. “Mum did shows there and I’d go along.” The older boy invited Peter to try. He was hooked immediately.

He even organised the entertainment for the Queen’s visit in 1990, met American actor Danny Kaye, and joined singer Kenny Rogers and his band sightseeing locally. “We organised a basketball game with Kenny and the First Edition in the old Queenstown stadium, and cricket on the Rec Ground in the late 70s.” They threw a big party at Eichardt’s for a band member. “He even came to my house to meet my family.”
Peter then travelled to the likes of India, Nepal, Iran, Lebanon and Egypt, then England, before heading back to Aussie to play for well-known band, The Victoria Tea Party in North Queensland. At 24 he and a few mates hopped on a ship for a New Zealand holiday where they worked as wine waiters at Wairakei Resort before Peter discovered Queenstown. That was 1971 and he’s never left. Before long he was playing in a band with Lyall McGregor and the late Colin Robinson. “Things were so quiet here then.”

“I got a job at the local picture theatre and saved 27 pounds for my first drum kit. Queenstown Lakes Community Housing Trust (QLCHT) has broken ground on its 68-lot Tewa Banks development in Arrowtown.

QLDC recently resolved to introduce new Inclusionary Zoning rules into the District Plan, to ensure all new developments provide a contribution to affordable housing. The Tewa Banks land was transferred to QLCHT for $1 earlier this year after councillors first approved the proposal in April 2019.
The festival also has an emerging artist programme, which is an important part of their artistic mission. This year there’s four emerging musicians performing. A new initiative this year is the emerging composer, who was selected through a nationwide competition. 20-year-old Eva Bedggood was chosen and has been mentored over the last five months by Selena Fisher, who was the composer in residence last year. Bedggood’s work will be played in full at the festival for the first time.
Chamber music is classical music played by a small group of players acoustically. The intimate shows put on will equate to stunning sounds and feelings of a personal connection with each of the individuals. You can expect to see between one and eight people performing and a range of different combinations.
There’s six programmes and ten performances in total – some will be repeated so that everyone has an opportunity to experience the small shows. In addition to this, there’s a school tour, too. Performers will come from all over the world, one of which is Maciej Kułakowski, a cellist from Poland.

“It can often be quite a visceral experience because you’re so up there and close to it. That’s one of the things we really want to exploit –enhancing the experience. This is where we see the connection to the local landscape,” says Justine Cormack, one of the festival directors. Cormack is a broadly esteemed violinist in New Zealand and will be performing at the festival. Benjamin Baker is the second brain behind the festival and is currently based in the UK. He is an internationally regarded and highly versatile violinist – he’s also performing. Him and Justine both came up with the dream of this festival.
Sweet sounds are coming to the edge of the world
“Our aim is to be putting the best international musicians next to the best New Zealand ones. Last year we could only bring New Zealanders because of the borders opening just in time – this year we’ve been able to do that. It’s wonderful to be bringing back our best New Zealand chamber musicians as well,” says Cormack.

We’re both aware of gorgeous locations in other parts of the world that have really fantastic chamber music or classical music festivals – combining that with the fact that we saw an opportunity for Queenstown. We’re hoping to add to the idea that people can come to the area and experience great culture,” says Cormack.

Throughout history, art has both influenced and been influenced by technology. In fact, the relentless push to achieve something new that drives both art and science makes them natural collaborators. Kereama Taepa is an innovator, an artist employing digital technologies to create works and experiences that shift between digital, physical, virtual, and augmented realities. His practice is fuelled by popular culture and explores the infinite possibilities of technologies and how they may be employed to transmit mātauranga Māori.
Pop culture is my culture – it’s what I continue to be exposed to and live – so it’s only fitting that it appears in my work. However, I constantly think about what I lived that my children have no idea about. We are all glued to our screens but my children have never really experienced in a big way our major TV channels - I remember when TV3 was launched! My kids know Netflix, Neon, and Youtube and have never had to endure the agonising wait between episodes to find out what happened! I also spent a lot of time in arcades growing up – it had its own culture... its own set of values and rules... yet my kids game with people on the other side of the world without even leaving the house!
I just love finding out how things work and exploring the new... especially when it comes to art making... new technologies enable us to explore our work and ideas in new ways - of which can lead to the “newer”. My favourite part of the Moana movie is when Moana has that light bulb moment and says, “We were voyagers!” I think as Māori, we need to keep voyaging and exploring too - just like our ancestors did.

1 - When did it click?
I love the challenge of making/creating things in the most efficient way possible - I’m largely process driven. I think it is technology and creativity together that can be major drivers within society... I’m really interested in those defining moments in history when something fundamentally changes within culture. My work is sometimes driven by the tech itself - it’s quite meta in that way. I’m mostly known for 3D printed and sculptural work but have also created works in AR, VR, projections and even the Web.
Um... I’m not sure if it has... has it? I don’t know... I think it’s still in pieces somewhere... I think I’m still looking for the pieces to put something together.

Four options were suggested by council, ranging from offering incentives to provide contributions towards affordable housing initiatives through to requiring landowners developing their properties to contribute either money or land.
Also, this proposed tax is retrospective, he said, in that it will capture landowners who have already purchased a section but don’t yet have consent to build.
“My opposition is more about the fundamental approach, the likelihood of success, and unintended consequences.
The pros and cons of inclusionary zoning
Someone subdividing their land to build a 150m2 dwelling in Northlake, for instance, will pay a minimum of $22,500 on obtaining their building consent and a 400m2 home will require a contribution around $60,000, he said.
The QLCHT has built 11 homes in Albert Town’s Riverside subdivision since 2017.

Niki has requested council staff investigate the potential to use the Rating Act to generate a funding stream and the District Plan “to shift buyers and developers towards demanding and building much smaller homes”. For example, she believed revenue could come from ratepayers using their homes for residential visitor accommodation, the tourism/commercial sector, and from owners of empty homes.
She said 40 percent of the district’s housing stock was recorded as empty in the 2018 Census “so this is a huge part of the problem”.
The new tax may also result in some extra costs for development, which may get passed forward to future homeowners, or be absorbed into land values, the report said.

Niki told the Wānaka App there are two parts to the housing affordability crisis: the cost of housing and low wages, and while inclusionary zoning addresses the first part for “a lucky few” who are helped by organisations like QLCHT it could also make the overall problem worse.

Theincome.purpose of this inclusionary zoning tax is to generate funding for the QLCHT. Since 2007 it has been gifted land via negotiated settlements with land developers in subdivisions throughout the district, including Riverside, Northlake, Hikuwai and Longview.

Councillor Niki Gladding was the only councillor to vote against the proposed inclusionary zoning in the August 11 meeting.
In May this year, a council report said, the average house price in this district was estimated to be 13.9 times the average household income, while across New Zealand the average house price was 8.81 times the average household

As QLDC will be the first council in New Zealand to use this approach, the legal basis of this mandatory method of inclusionary zoning “will likely be challenged” in the Environment Court, which will take time and ratepayers funds to defend, a council staff report acknowledged.

Initial public consultation occurred last year when QLDC revealed its draft Queenstown Lakes Homes Strategy.

Inclusionary zoning is a widely discussed option popular with some councils as it’s a targeted tax not a general rates increase. It has been tried in some other countries with variable success.
But with the repeal of the Special Housing Accord legislation and few other negotiated settlements in the pipeline, QLCHT needs a new source of funding to continue to provide affordable housing.

We look after the property to ensure it is kept to a high standard, this adds key value to the overall operation. The successful candidate will need to be reliable, have a strong eye for detail and a great can-do attitude.
Experience is not essential as full training will be given. Both full time and a fixed term contracts on a long-term basis are available. Training towards Property Management is also available for the right applicant.
