Long-haul travel could put off some tourists return
Having just returned from my first long-haul trip since Covid-19 hit, I can tell you the flying horror stories you’ve heard are absolutely true. If you’re one of the roughly 15% of locals planning to go abroad, be warned, because getting there and back are travel hell. You’ll need to be prepared to tap into your reserves of patience and kindness. Flying internationally has changed for the foreseeable future. Every flight leaving NZ or Australia is completely chocker and tickets are extraordinarily expensive. It costs at least $2,500 for economy return to most destinations in the North Hemisphere. But don’t expect the price to improve the experience. Covid has created more work for both airline staff and passengers. Each country has new entry requirements that need to be met. Airport staff have to check all these documents, placing extra strain on them and making the process exceedingly slow for passengers. Onboard, the crew are tasked with enforcing the mask mandate, bringing the politics into the whole equation. Flying for 24 hours with a mask on isn’t much fun for anyone. People are short tempered, and the airline staff are taking a pounding as a result. And there are fewer of them. During the pandemic, airlines tried to save as much money as they could, while the bosses held out the begging bowl to governments. They encouraged early retirements and laid off employees that are proving difficult to replace. Once the negative test mandate was dropped, passenger counts sky rocketed, along with the risk of catching Covid for the crew and ground staff. Now, as sickness spreads among the workforce, airlines and airports around the world are short-staffed and overworked. Our arrival in New York demonstrated this, with just ONE booth manned and no electronic entry system. Welcome to the United States - please wait in line for more than two-and-a-half hours (and we were relatively close to the front of the queue). It’s the same story across the Northern Hemisphere, with airports crammed, lines everywhere, angry passengers dealing with delayed or cancelled flights, missed connections, lost luggage, and airline staff trying to cope with it all. So, what does this mean for Queenstown? Well, the appetite for long-haul travel, especially after people have experienced what’s out there waiting for them, might take longer to return. But, while that means we might get a lot fewer US and European visitors, I suspect domestic tourism will remain strong and many Australians will choose to come here, rather than venture further. As the recent Aussie school holidays demonstrated, that will mean Queenstown is busy enough to help businesses as they recover from the economic hit of the past two years. All we need now are the staff to service them, so they don’t have to deal with queues, stressed workers and short-tempered tourists once they’re actually here. David Gibbs, Queenstown Media Group

A note from your local bus driver First off, I’d like to apologize on behalf of the Queenstown buses. They have been running late with all the holiday traffic, they’re packed to the brim with people, and often they don’t show up at all. It has made commuting, planning your day, and even catching a flight much more difficult that it needs to be. We must do better for the community, and for that I am truly sorry. As a driver, I can tell you Queenstown depot is experiencing a very difficult time. This is largely due to, like many other businesses are experiencing, to a lack of staff. Most days now, we struggle to put a driver in the seat of every scheduled bus during a normal day. Many of the drivers are working close to the legal maximum hours possible (60+ per week) trying to make up for this shortage. And if the long hours weren’t enough, the driver shortage is also fuelled by the low pay, a grim $22.75 an hour. Countless drivers have resigned in recent weeks in favour of other work. But who can blame them? One can make more per hour as a kitchen hand or housekeeper in Queenstown than as a bus driver. Now, I don’t mean to diminish kitchen or hotel work. I strongly believe those roles are just as important to our town’s economy as any other. But attracting new employees to drive buses is considerably harder than other roles. For starters, a driver needs a minimum class 2 license and a P endorsement, both taking a large investment of time and money to acquire. It’s also worth mentioning the skill and responsibility needed to manoeuvre a huge bus full of people through Queenstown’s unique roads. Simply put, it’s not a job that any old working holiday maker can do, and not one than any will want to do with the current salary.
The driver shortage and lack of service is even more of a shame knowing that public transit is part of the solution to countless other issues Queenstown is facing. Did you know that a bus ride to anywhere in Queenstown costs only $1 with a bee card? It’s an extremely economical way to move around, especially with today’s high fuel prices. Better public transit means less traffic due to fewer vehicles on the road. It reduces Queenstown’s carbon emissions in the same way. Catching the bus means you don’t have to deal with the near impossible task of parking in town centre. It also means you can enjoy a few more drinks and not have to drive, with buses home leaving town as late as 12:20. There is even free Wi-Fi and charging ports on all buses, so you don’t have to talk to the person next to you if you’re not in the mood. For all these reasons and more, I want to ask you to please continue taking the buses. But, please also continue to have patience and understand we’re working as hard as we can during these times. Please help urge council and the transport operators to raise drivers’ wages, as this problem will not get better until this happens. Lastly, please keep saying thank you to us drivers as you exit. The internationally-renowned cross-country ski area in Cardrona Valley will be required to leave its current base this October, before handing it back to building owner and neighbouring business, Southern Hemisphere Proving Ground.
PACT is close to lodging its resource consent application for the new building, which is intended to be built over two stages – stage one costing $900,000 and stage two costing $800,000.
The Pisa Alpine Charitable Trust (PACT), which owns the Snow Farm, needs $1.7 million to build its new home and is seeking help from funding partners and charitable foundations to ensure the Snow Farm has its own, permanent base. This project follows the successful launch of the 36-bed backcountry Musterer’s Hut, which was officially opened on Saturday, 23 July, by Snow Farm patron and former Prime Minister, the Right Honourable Helen Clark.
“We need to start building in October and to complete stage one over summer, so we are ready to go for winter 2023. We can’t not have a base facility. We are at a critical point in the Snow Farm’s history and we need as much help as we can get,” Belk adds. More than 100 people attended the opening of the Musterer’s Hut in Tranquillity Basin on Saturday, including Snow Farm founders John and Mary Lee. Snow Farm patron Helen Clark at the Musterers Hut
Entirely funded by community grants and with the support of many volunteers, the $750,000 Musterer’s Hut project is the latest milestone towards the community facility’s future-proofing efforts. The Snow Farm – New Zealand’s only cross-country ski area – hosts more than 15,000 user days annually including community groups, 33 schools from Christchurch to Invercargill and the growing Olympic sport of Biathlon. It has 52km of groomed trails at Cardrona, between Wānaka and Queenstown. “The Snow Farm is a world-class facility which offers so much to so many – people wanting to learn about alpine ecology and snow caving, school students on cross-country ski camps and of course the Olympic sport of Biathlon,” PACT chair Samuel ‘Q’ Belk says. “We could never have built the Musterer’s Hut or paid for our groomer without the support of community trusts and lotteries grants and we are eternally grateful for their help. “Now, as our time at the old Snow Farm base building draws to a close, we are calling out for help once again, to ensure we have space for all the

Co-governance: what does it mean, where is it headed, and why is it so feared? Government proposals for Three Waters and health sector reforms have sparked alarm among some about what co-governance might mean for them and the country. But are these proposed reforms actually co-governance? And if so, is it really that scary? The first Catalyst Conversation for 2022 brings former National Party Treaty Negotiation Minister and Attorney General Chris Finlayson to Queenstown where he will background the evolution of co-governance as a constitutional principle, what it entails and where it might lead us. “Some people have been busy lately stirring up public alarm over the supposed threat posed by co-governance, seemingly unaware that we are already doing it without the sky having fallen on us.” Some people confuse co-governance with co-government, he says. Lochie’s 12-hour Ski Challenge for Cancer! Lochie Win is a special 8-year-old who is busy planning his third fundraising event for the Cancer Society with the support of his proud father, Luke. Lochie was four years old when his mum Rebecca discovered she had a massive cancer tumour in her adrenal gland. Lochie said, “I want to raise money for the Cancer Society because they looked after my Mum when she was so sick.” The tight-knit family are unstoppable with the launch of this year’s fundraiser, ‘Lochie’s 12:00 Hour Ski Challenge’ at Coronet Peak on Friday, 5 August. Lochie’s inspiration is his mum, Rebecca, who is now in remission. He wants others to get help from the Cancer Society as his mum did. In 2020, Lochie started his incredible fundraising journey by skiing 40 days at Cardrona, raising over $10,000. In 2021 Lochie and his dad Luke skied all the ski fields across New Zealand, raising $17,000. This year Lochie wants to invite everyone who loves to ski and fundraise to complete a 12-hour endurance Ski/Board challenge at Coronet Peak, the home of night skiing in New Zealand. “Tournaments are a chance for people to test their skills and each year the level is getting better,” Gomes says. “Everyone is excited to compete and more and more people are coming to jiu jitsu. It is a really good community and we felt that at the tournament. It’s a great experience for the kids, for example, and also for their parents watching them.” The Queenstown club runs fundamental adult classes throughout the year and also has kids’ beginners’ classes starting this week.

As the Commerce Commission found, there’s no magic way to make NZ supermarkets more competitive Insufficient remedies

The Commerce Commission’s much-anticipated review of supermarket competition has itself had mixed reviews. Many felt a major opportunity to reset New Zealand’s food system had been missed, others felt the commission’s final report got it about right – and supermarket owners probably breathed a little easier. A review of the big players was certainly due. New Zealand has one of the most concentrated grocery retailing sectors in the world. Foodstuffs and Woolworths control at least 80% of the market. There has been widespread concern they were using this dominance to the detriment of both suppliers and consumers, especially low-income households. Beyond the perception that New Zealand food prices were too high, there have also been claims of a lack of clarity in pricing, that suppliers were being unfairly treated, and that competitors were being prevented from entering the market – for example, through the use of restrictive land covenants by the dominant companies. To varying extents all these concerns were validated during the investigation. The commission recommended mandatory unit pricing (to allow simpler price comparisons) and a statutory code of conduct governing how supermarkets deal with suppliers. But those measures won’t tackle the issue of high prices and profits due to the lack of competition, and this is where the commission’s light-handed approach has drawn most criticism. The trouble is, even a heavier hand might not have achieved the desired outcomes.
Breakups don’t add up That the commission shied away from the more radical interventions discussed during the investigation – and which might have gone further than remedies considered in other countries – is not so surprising. A cursory examination of proposals to restructure the sector – by forcing supermarkets to sell stores or by separating out their wholesale and retail divisions – shows the costs could potentially outweigh the benefits. Losses in scale and efficiency through breaking up the supermarkets, and the complexity of trying to ensure wholesale markets worked, risk increased costs in the supply chain and even higher prices – the exact opposite of what was intended. And it is certainly not clear that the much touted option of directly supporting the emergence of a third competitor in the market would remedy anything. Moving from two to three players does not in itself constitute a magic leap from non-competitive to competitive markets. Three competitors can accommodate each other nearly as well as two! Other countries – for example, Ireland and the UK – have faced similar competition issues, despite having five or more competing supermarket chains. It is not the number of competitors that matters, but the conditions under which they compete.
To encourage competition without directly interfering in the structure of the industry, the commission recommended two main solutions: making it easier for competitors to access land, and that supermarkets offer wholesale supply to other grocery retailers on a voluntary basis (albeit with some regulation). So the multi-million-dollar question – quite literally, given the financial stakes – is whether these changes are likely to increase competition and improve the situation for consumers and suppliers. The answer is almost certainly no. Neither of the measures is sufficient to make emerging businesses viable. Given their size and power, the incumbent supermarkets could make it very difficult for new chains to establish a foothold and compete – by aggressive pricing in areas where new stores emerge, for example, or by upping their advertising spend. Overseas experience tends to suggest that, overall, there is little in the commission’s recommendations likely to have a major impact on the way New Zealand supermarkets operate. Many of the commission’s proposals have been implemented in one form or another in the UK and, to a lesser extent, Ireland. The UK began in the 1990s by issuing a voluntary code of practice for supermarkets. Its failure meant it was later replaced by a statutory code of conduct supported by the appointment of an ombudsman. Ireland also introduced a statutory code of conduct in 2014 but has yet to appoint a regulator, while farmers have been protesting over retailers failing to pass on price increases. The UK has now had the statutory code for nearly a decade. While it appears to have had some success, the fundamental imbalance of power remains a problem. Suppliers are unlikely to risk their businesses by complaining about their main or only customer.
Expect little change As we see upward pressures on food prices from supply-chain disruptions and the direct and indirect effects of the Russian invasion of Ukraine, it’s more important than ever that food markets work well. Scale is an issue. In the UK and Ireland, the emergence of German discounters has done more to increase competition than any actions by regulators. But the combination of New Zealand’s remoteness and relatively small population limits the viability of increasing competition through encouraging new large-scale entrants. This points towards a realistic approach that effectively accepts the current structure but with more stringent regulation of the supermarket chains. Overall, the Commerce Commission’s recommendations may be a step in this direction. But it’s unlikely the country’s supermarket owners will have suffered indigestion after reading the report. And it’s also unlikely the price of tomatoes will be falling anytime soon.

by Sue Fea He’s ‘King of the Field’ when it comes to foraging and this bloke knows his stuff. A professional fulltime forager, Peter Langlands is now renowned as the country’s most knowledgeable in the field, and the Wakatipu and Central Otago regularly feature as part of his office playground. After being approached by Amisfield executive chef Vaughan Mabee about seven years ago, before foraging had even become fashionable, Peter began supplying regular finds to the restaurant, for which it’s now renowned. Foraging has always been in Peter’s blood though. Integral to his passion were those formative years spent in the high country with his parents. “Dad was a keen trout fisherman and he’d pick wild spearmint to cook with his trout. We’d pick gooseberries, blackberries and wild apples,” he says. “I was lucky enough to get to dine out a lot with my family. I remember stopping at a Queenstown pub as a child where I was introduced to muttonbird (Tītī).”
Peter recalls as a 13-year-old once picking samphire along the south coast and trying it. “I was in the outdoors from a young age and very aware of biodiversity.” This led to study for a Masters in Zoology and Natural Sciences – invaluable in identifying the safety of any food he’s gathering, which is absolutely paramount. “It’s crucial to be able to accurately identify plants. It’s like Russian Roulette if you eat the wrong mushrooms, which can be deadly. You only need to ingest a very small amount for it to be toxic.” It’s also easy to accidentally pick hemlock and nightshade that grows among the edible stuff, he says. Knowing the taxonomy – shared characteristics and relationships between plants – enables him to decipher what’s poisonous and what’s edible when something new is unearthed. With this knowledge he now has a small repertoire of 15 top restaurants that he supplies and must hold a special forager’s food safety licence, ensuring he can identify and safely store his finds, to do so. “You need basic certification to provide foraged foods to restaurants.” Peter’s currently based in South Canterbury, another source of his many favourite finds, and is currently taking a break to complete his new field guide book on edible foods. The list may surprise you. In fact he can turn many an average garden weed into a tasty culinary delight. Peter’s done the hard graft through trial and error so his book, due out around Christmas, is sure to be an amateur forager’s saving grace. Foraging was mainly the domain of restaurant chefs prior to the Covid crisis, however, Peter says since the Ukraine war interest in recreational foraging has skyrocketed. “People want food they can access easily themselves,” he says. “The war has spiked interest in the discovery of tasty and sustaining ingredients like edible weeds that are growing in the back garden.” That interest will only increase and in some situations could put pressure on certain resources. He’s wants to promote people getting out in the local environment. “The ultimate measure of biodiversity is to safely eat from our local environment.”

With vegan and vegetarian diets becoming more
popular people are more aware of the health benefits of plants, including mushrooms, he says. “Mushrooms offer a good Umami flavour and provide a rich alternative to meat, especially the Birch Bolete.” Wild greens are popular for their richness of flavour and vitality, as is beach spinach. The native peppery kawakawa can be infused with vinegar to mitigate its heat and surprisingly Peter even forages for thistles. “You can deform the outer skin and get the centre stem out, which tastes beautiful, like celery.” In fact in a recent television shoot with cooking celebrity Nadia Lim he did just that, assisting in a cook-up of thistle, watercress and mushrooms. Wood sorrel, seen as a pest, has a punchy citrus flavour, teaming perfectly with fish, while wild pea flowers, found on roadsides, make the perfect edible garnish. Large white alpine snow berries, found on Soho Basin Ski Area, deliver a beautiful marshmallow texture, making for a delicious tart. Peter says Fat Hen, renowned as a pesky weed, is an opportunistic green plant that he’s collect large amounts of for Amisfield. It’s condensed into pressed sheets ready for use. Coastlines deliver plenty of delicious bounty, including succulents like the native ice plant. He once stumbled across an Australian species in Bluff which he nicknamed the Jelly Bean Ice Plant. “It’s incredibly salty, crunchy and tangy and a great complement to seafood dishes,” he says. He’s even been known to extract the guts from paua and ferment them down at the right temperature for four to five months, which creates a powerful garum – Roman style fish sauce, which can be used in tiny amounts to power the complexity of flavour in some dishes. Use of seaweeds is totally underutilised in New Zealand, he says. “Unfortunately chefs can’t harvest our sea lettuce – MPI (Ministry of Primary Industries) won’t allow it, because of poor water quality. There are six wonderful species of seaweed that could be used.” “There’s so much scope out there though – an abundance of tasty, easy to use, plants, mushrooms and seafood,” he says. “The early Maori here used to eat naked orchid bulbs, however, they’re now pretty rare.”

Claes Oldenburg, creator of Pop Art on a giant scale, has died at age 93
The visual artist, one of the most playful forces in Pop Art, has died at age 93. His death Monday was confirmed in a statement from Paula Cooper, whose gallery represented him. Oldenburg’s enduring fascination was to render prosaic objects — a lipstick, for example, or a rubber stamp, or a hamburger, or a cherry perched on the tip of a spoon — in giant scale, and then put that artwork in public spaces. Oldenburg was honored with solo exhibitions at the Museum of Modern Art and the Guggenheim Museum in New York, London’s Tate Gallery, the Museum of Contemporary Art in Los Angeles, among others, while his and his wife’s joint work was celebrated in shows at New York’s Whitney Museum of American Art and the Metropolitan Museum of Art. Vacationer survives 18 hours adrift at sea after clinging onto children’s ball lost ten days prior A 30-year-old, survived 18 hours adrift at sea after clinging onto a small ball lost by two boys on a beach nearly 130 kilometres away, 10 days prior. It began when Ivan, was swept out to sea by powerful currents off the coast of Kassandra in Greece. He was declared lost at sea after friends notified Greek coastguards, but were unable to locate him. The North Macedonian miraculously got hold of a small children’s ball floating towards him after fearing he may never be rescued. The toy had been lost ten days earlier by two brothers who had been playing on the island of Lemnos when the ball was swept away by tides. The ball kept Ivan afloat until the currents swept him toward the shores of Pilion, the southeastern part of Thessaly in northern Greece. He was spotted by an Air Force helicopter which had participated in the rescue operation. The crew immediately informed a freighter sailing nearby, where they finally picked him up from the sea. A port authority patrol boat then transported him to safety. National Post
Americans’ trust in news media hits new lows
Americans’ confidence in two facets of the news media -- newspapers and television news -- has fallen to all-time low points. Just 16% of U.S. adults now say they have “a great deal” or “quite a lot” of confidence in newspapers and 11% in television news. Both readings are down five percentage points since last year. Gallup has tracked Americans’ confidence in newspapers since 1973 and television news since 1993 as part of its annual polling about major U.S. institutions. Television news and newspapers rank nearly at the bottom of that list of institutions, with only Congress garnering less confidence from the public than TV news. While these two news institutions have never earned high confidence ratings, they have fallen in the rankings in recent years. Gallup
The Office LEGO set is ready for preorder
LEGO has announced a new set based on the sitcom The Office. It includes the Dunder Mifflin office space, along with 15 minifigures based on characters like Michael Scott, Dwight Schrute, Pam Beesly, Jim Halpert, and many more. The set, comprised of 1,164 pieces, costs $US119.99 and is available to preorder. It will release on October 1. Much like sets based on other sitcoms like Seinfeld and Friends (which has two sets: the apartments and Central Perk), this one is loaded with Easter eggs from the show. It includes a stapler in Jello and Kevin’s pot of chili, plus many more. Most of the minifigures also have an accessory; for instance, Angela has a cat and Michael has his “World’s Best Boss” coffee mug. The set itself is comprised of the main office space, including the reception area and a few desks, plus Michael’s office and the meeting room. Queenstown Police are appealing for help to identify a man who dealt a coward’s punch to a young man in The Mall. The assault occurred at 2am on Saturday, 9 July, while the victim was play fighting with friends. The attacker walked alongside the group, before unexpectedly punching the victim in the head from the side. He was knocked unconscious, with his head striking the concrete outside Captains Restaurant. Queenstown Sergeant Sam Oram told TV series Ten 7 Aotearoa the victim was “extremely lucky to be alive”. “The victim’s had no interaction with the male. He’s not seen it coming. He’s not had a chance to brace and he’s been knocked unconscious. “The victim’s suffered a concussion. And he’s lucky that he’s not come away with a serious brain injury.” The victim, who wanted to remain anonymous, told Ten 7 Aotearoa he’s had lots of severe headaches since the attack. “I was not able to like lie down properly for a long period of time because the back my head had a lump from smashing with concrete. Talking as well, a little bit of stutters every now and then.” The suspect hung around after the incident, but when the victim’s friends tried to prevent him leaving, he left the scene. He is described as a young male, possibly in his early 20s, of European descent and wearing a black jacket, baggy blue jeans and white Nike shoes. “I know that family or friends or even an ex-teacher will know who he is,” Sgt Oram said. “And we’re asking for them to come forward.”

Orbus services are operating on a reduced timetable due to driver shortages and illness. Otago Regional Council, which runs the $1 buses, introduced the temporary timetable last Monday, cutting services by about 25%. Then, on Thursday and Friday, it had to make further emergency cuts to services due to “sudden driver shortage”. There is no word from ORC on when the full timetable might resume.
“There are no plans to relax parking restrictions. If anything, they are more important when the town is busy.” In the CBD, in particular, finding a park has become increasingly difficult over the past 12 months. Dozens of on-street parks have been removed due to the streetscape works, while 120-space Ballarat St carpark closed so the land could be used as a depot for the arterial road construction project. QLDC at one stage planned to build a multi-storey on Boundary St, but those plans were scrapped due to construction costs. A 168-space carpark on Lakeview is still under construction, after initially being mooted to open in February this year.

Nind says the Lakeview site “will open shortly”, relieving some of the pressure, while private developers, including Skyline, are also working on CBD carparking projects. QLDC will also continue to ticket vehicles parked on verges. Jeff Hylton’s editorial in last week’s LWB, about council ticketing of cars parked at the bottom of Coronet Peak, stuck a cord with readers. He argued people should be allowed to park on the grass corner and car share up to the skifield, especially as QLDC has removed parking across from the Cargo pub. But Hind says: “QLDC will ticket vehicles parked on verges. These can cause significant hazards, particularly near intersections and in congested areas, and safety is always our priority.”

Tourism’s future laid out by Paul Taylor
A draft destination management plan for Queenstown Lakes that outlines a pathway to regenerative tourism by 2030, has been released for community feedback. Destination Queenstown, Lake Wānaka Tourism and Queenstown Lakes District Council (QLDC) partnered together to develop the ‘Tourism for a Better Future’ plan. They’ve also worked with Kāi Tahu and the Department of Conservation. Pre-Covid, in 2019, the industry generated $3.1 billion from a whopping three million visitors. But that mass tourism created huge pressure on Queenstown’s infrastructure, environment and social fabric. It was a similar story across much of New Zealand, creating public backlash against the industry. Tourism Minister Stuart Nash said the industry was losing its social licence to operate and, during the pandemic, laid out the Government’s plan to make it more sustainable. As a result, the country’s Regional Tourism Organisations, including DQ, were given $47 million to prepare destination management plans, signalling the way to regenerative tourism. Queenstown Lakes’ plan details 19 projects to make the district’s major industry environmentally, socially and economically sound. They are spread across five ‘pillars’ supporting the plan. In the detail, there are goals of businesses eliminating single-use plastics
by 2025, becoming carbon neutral by 2030, support local arts, culture and heritage, develop career paths, and for the industry to host regular community forums. Destination Queenstown chief executive Mat Woods says: “The Covid-19 pandemic provided us with a unique opportunity to rethink our visitor economy, created from the values and expertise of our industry and our community across the region. “Adopting a clear and united vision will be vital to success – so we really encourage our community to take the time to read through our plan and continue to engage with the process.” Photo: Sulthan Auliya / Unsplash The plan follows community engagement through QLDC’s Quality of Life 2021 survey, eight design forums and community events held across the region, 60 one-on-one interviews; a tourism operators’ forum, and a community workshop delivered as part of the WAO Summit.
Now it is available for the wider public to have their say, on DQ microsite www.regenerativetourism.co.nz, but only until 10 August. Lake Wānaka Tourism general manager Tim Barke says the plan can deliver enormous benefits for local communities, the environment and tourism businesses. “This plan has the potential to guide the Queenstown Lakes District toward a future that everyone can be proud of, addressing today’s most significant tourism-related challenges with holistic solutions. “Everyone needs to do their part and by working together we can set the foundations for success.”

FUNNY MAN AND COMMUNITY HERO
The life of the party from a young age, Phil Wilson’s been renowned for his clever wit and being a general all-round good bloke since moving to Queenstown in 1981. He was invited here by his hardware store boss in Dunedin, the city where he was born in 1952 – the third of four kids. Phil spent his early years in North East Valley, and teens in Mosgiel once the family moved. “I have very happy childhood memories. Our whole family life was very close-knit,” he says. The Catholic Church played a big role and Phil was an altar boy. He and his pushbike ‘gang’ raced home-made trolleys and bikes down the steep neighbourhood streets. “We thoroughly enjoyed life, but we knew where the boundaries were and what would happen if we crossed them,” he says. His greatest challenge as a youngster was smoking cigarettes without getting caught. “I smoked more cigarettes before I was 12 than I have all my life,” he grins. Mosgiel teenage years usually centred round the local Taieri Rugby Club where Phil played from his teens, making the Otago Metropolitan Team. “Streaking was popular in those days and we’d streak down the main street of Mosgiel in the early hours, stopping off for a pie at the local bakery on the way through.” The social life expanded once Phil started his Law Degree at Otago University. “I played rugby for Taieri on a Saturday and then played for the Law Team in Dunedin on Sunday, arriving back home in Mosgiel in time for rugby practice on Tuesday.” After several years Phil was offered a job running a local hardware store and continued university part-time before and after work. “I was a manager at 26 with 10 staff. I ended up running the first Mitre 10 store in Dunedin for Jac’s Hardware from 1976,” he says. Phil had always wanted to live in Queenstown so when his boss asked him to move here and open the town’s first Mitre 10 store in Athol Street in 1981 he jumped at the offer. Phil, then wife Bernadette, and their first three children moved to the mountains where they had two more children, completing their family of seven.
The degree was eventually finished extramurally. In 1986 Phil left Jac’s Mitre 10 to run Video Electrics in Camp Street, which eventually became Appliance Court. “We sold all the latest stuff – compact disc players and video recorders, bricksized mobile phones.” They also opened a walkthrough video store and he and Bernadette had a separate adjacent shop - Wilson’s Homeware.
In 1993 Phil did a deal helping H & J Smiths to set up its appliance store at Frankton where the Mobil Station is now, before being shoulder tapped by Walter Rutherford, of Anderson Lloyd Lawyers. “It was 10 years after I’d finished my law degree and Walter wanted me to help market the business and practise law.” Phil spent nine years loving that role before moving on to Arthur Watson Savage when that firm opened its Queenstown office in 2002, also in Athol Street. That then became AWS Legal where Phil practised for 18 years. “It was very gratifying being able to help people, whether that be with a property transaction or will, or any other advice.” A busy father of five, heavily involved in community service, Phil went back to University in the mid-1990s to sit his practising certificate. Just 18 months ago he retired after practising law for 27 years, which followed 20 years in retail. He’s been, and still is, a pillar of the Wakatipu community, recently named a Life Member at the Wakatipu Rugby Club where he’s served as secretary, president and passionate sideline supporter for almost 30 years. Only 13 such honours have been bestowed in the club’s 50odd year history. “They awarded me the coveted blazer and I was very, very chuffed.” He’s also a past president of the Queenstown Lions Club and still serves on both the Lions and Rugby Club committees, as well as the local St Joseph’s Church. He was the original St Joseph’s School board chairman and still sits on that board – now clocking up more than 30 years’ service there. A trolley racer from way back, he was the logical choice to help run the Queenstown Winter Festival Trolley Derby for Queenstown Lions, and the Peak to Park. However, it was the coveted title of 1985 Father of the Year that earned him local prestige. Maybe classed as ‘sexist’ these days, Phil and his competitors, who included Harry Kerslake, Tim Warwick and Tony Hill, had to peg out washing, bake, and answer ‘Dad’ questions.

“You just had to act the goat,” he says. “I’ve no idea why they picked me!” Any trip, day or longer, with Phil on board has usually attracted plenty of punters. During the 1980s a large group of locals would pile onto a private charter bus for day ski trips to the likes of Cardrona Ski Area. The bus had barely pulled out of Queenstown before Phil would have the driver’s microphone in hand cleverly recounting his own hilarious legend as to how Kingston, Garston and Lumsden got their names. It wasn’t surprising then that one year he and wife Ella planned a Mediterranean cruise with Sally and Bruce Hogg, which quickly grew from four to 27 when word got out. When the work needs to be done this grandfather of seven can be counted on though. A district councillor for three years under former Mayor David Bradford, more recently a board member of the Queenstown Chamber of Commerce and Destination Queenstown for five years – Phil’s unlikely to really retire any time soon.

DOES QUEENSTOWN NEED ITS AIRPORT ON MAIN STREET? by John Hilhorst “Queenstown Airport [was] gazetted in 1936, and the airport was put there for the very good and proper reason because it’s close to town”, insists Mayor Boult. But does that good and proper reason at a time when the Earnslaw still carried sheep to the Kingston Flyer have relevance today? The airport’s intimate proximity to deliver customers to an adrenalinepumping range of single-use tourism experiences became integral to a generation of local livelihoods. The world’s adventure capital had few salaried positions, and aspiring residents needed to start businesses or have independent means. But times have changed, and we question whether the airport’s location now hinders rather than helps the district’s development. Population growth has matured the local community. A range of new attractions enjoy repeated, regular use by visitors who stay longer and frequently return, including golf, wineries, sport, events, cycling, concerts, and the arts. And a host of professional service businesses provide stable incomes. Covid has highlighted this change. It had a significantly lesser economic impact on Queenstown than anticipated despite the pain it has inflicted on businesses in the tourism sector.
Covid-related doom prophecies not fulfilled The May 2020 Infometrics economic assessment Council commissioned at the beginning of Covid painted a stark future, but this largely didn’t materialise. That report anticipated a 23.3% economic contraction and employment shrinking by 7,900, with more than a quarter of all jobs lost. However, the drop in GDP for the year ending March 2021 was 11.2%, less than half of that predicted. Employment dropped 8.5%, only a third of that expected. While significant, these reverses undid the growth of only the previous two years. School enrolments increased, as did the number of registered businesses. Rather than losing residents, the
district’s population grew four times faster than the New Zealand average. The second year of Covid saw an 8.3% rise in Queenstown Lakes District GDP by the end of the third quarter, still behind where it was in FY2020, but not by much. Many in the hospitality industry continue to suffer, but the local economy and communities have proved amazingly resilient. Queenstown weathered these years despite the airport’s closures and the complete absence of international flights.
Future risks This Covid experience proves wrong the long-held conviction that Queenstown Airport must forever remain within ten minutes of the resort’s hotels. It shows Queenstown’s economy will not collapse if airline flights relocate to a new airport near Tarras. Quite the opposite, the Covid experience has amplified Queenstown’s overexposure to international tourism. And the risk continues beyond Covid. Its dependence on low-fare, long-haul flights makes Queenstown tourism highly exposed to climate change, with the regulation of air travel likely to bite deep into far-flung discretionary destinations over the coming decades. Businesses promoting single-use visitor experiences are the most vulnerable.

LAKES WEEKLY BULLETIN These include many old classics, such as bus trips to Milford, the Earnslaw, and jet boat rides. Even ski tourism’s future is uncertain, given NIWA projections of increased precipitation and higher freezing levels that signal diminishing snowpack at ski field altitudes.
Knowledge sector the answer Thoughtful planning is urgently needed to support an economic transition to ensure future prosperity. The knowledge sector offers the only real option. But such industries require the concentration of talent, while the past tourism focus has resulted in dispersed developments. The projected doubling of the region’s population over the next decades creates an opportunity to develop a centre with the substance and character needed for knowledge enterprise to thrive. This potential is readily achievable on Frankton Flats. Frankton sits at the centre of the Wakatipu’s transport network and already has a ring road protecting its heart. It has a perimeter of city facilities and offers a blank canvas in a stunning geographic environment to plan one of the world’s most attractive urban campuses to accommodate up to 40,000.
Queenstown Airport obstructs potential growth But Queenstown Airport obstructs this potential. Its industrial dominance of Frankton destroys any possibility of an attractive, liveable centre, instead forcing suburban sprawl to accommodate the growing population. It’s time to reassess priorities. Maximising tourism’s convenience of air travel must balance against alternative sources of prosperity. Prioritising tourism would keep Queenstown Airport in Frankton. This fuels high-volume, low-cost, low-value, short-term visits that accelerate the expansion of resource-hungry tourism and single-use visitor attractions. It magnifies rather than mitigates business risks. Alternatively, prioritising economic transition requires the development of a metropolitan centre needed by knowledge enterprises to flourish. It offers future sustainable prosperity. Visitors will always be welcome and vital to the region’s economy and identity. But it’s time to reassess the priorities. Maximising tourism’s convenience of air travel must balance against the needs of higher-paying knowledge enterprises.

No current threat, time to adapt It’s at least a decade before a new regional airport near Tarras could be ready for airline flights. So, there is no threat to current business and plenty of time to adapt in the medium term. CIAL’s proposal gives Queenstown a real chance to shape its future. It enables the closure of Queenstown Airport which would be politically difficult without a replacement. And this replacement offers the district improved connectivity for passengers and freight. But local leaders cling to the past. Council explicitly excludes any discussion of relocating airline services from all its strategy and master planning projects. Without any research, consultation, or consideration, it directed Queenstown Airport Corp to fight the proposed Tarras airport.

SCHOOL RUN SKIPPER by Sue Fea
Forget the Auckland commute and even a good Frankton Road traffic jam. For Cecil Peak Station mum of three Fiona Bochel, used to driving 150kms a day to get her boys to school, the school run’s now a breeze – just a stiff, icy one during winter.
On another recent occasion the family headed into Queenstown in a massive northeast swell. “I’d never seen anything like it. You get the strong winds coming through there from both directions,” she says. “We’re still getting used to this.”
Fiona drives her three sons – Toby, 14, Archie, 12, and Jack, 10, 4.5kms across the southern arm of Lake Wakatipu every day to get them to school and collects them by boat at the end of the day.
Fortunately their boat – a Stabicraft jet unit is pretty stable and allows the family to take on Lake Wakatipu’s choppiest conditions safely with the boys taking a stint at the wheel on much calmer days.
It’s not a run for sissies and while Fiona is hardier than most she says she’s had the odd scary run with extremely high swells and winds on the lake, since the family moved to Cecil Peak in January. It was perfect timing for the younger two boys to start at the newly-opened Te Kura Whakatipu o Kawarau (Hanley’s Farm School). Fiona and husband Jamie took over management of the 15,000ha station from long-time managers Phil and Kate Rive. “Phil wanted to go flying and this amazing opportunity came up,” says Fiona. “My mother. Rose Mackay, lives here and we have a lot of family around Wanaka and Cromwell.” The Bochels moved from the rugged Huxley Gorge Station, near Lake Ohau, in the Canterbury high country where they were managers for eight years. Boating has always been a fun family activity with Lake Ohau so close, but Fiona says her new school run is a whole different ball game to towing the kids on water skis. “We’ve had to navigate some pretty rough waters,” she says. “I think the last day of Term Two was one of the worst. It was so bad we left the younger two boys at home with other station staff and just took Toby, as he had a performance on,” says Fiona. “Jamie came with me so we didn’t have to dock on the jetty. I had to go as I was picking up my brother and sister-in-law’s kids to stay so he dropped me off and I jumped off as quickly as I could.” On days like that the short journey can take 30 minutes.
Fiona wouldn’t swap her outdoor adventure school run for anything though. On a good day it takes her six minutes to zap the boys across to Wye Creek and their waiting car. “At Huxley Gorge I was in the car driving for 150kms every day – 37kms to the school bus then home, and then back another 37kms to collect them from the bus and home,” she says. The bus stop was between Omarama and Twizel.

These days she’d be the envy of any Queenstown mum caught in after school traffic at the Frankton BP Roundabout, especially when kids have extracurricular activities. Well, perhaps not. “At this time of year when we leave it’s pitch black in the mornings and the boys have the likes of Jiu Jitsu after school so we ride home in the dark too,” says Fiona, who takes her new skippering role in her stride. “You just follow your nose. There’s a light on the other side to follow and obviously we have all of our navigational lights as well. I’m more concerned about running out of diesel.” All in a day’s work for this high country mum who almost didn’t make it the hour and three quarter drive to Christchurch Women’s Hospital to deliver eldest son Toby, who arrived in a rush 14 years ago. That was during the couple’s earlier stint working on Glenthorne Station up the Raikaia Gorge. “That was probably the most remote place we’ve lived. The nearest settlement only had a school and a garage.”

It’s quite novel for the boys too with youngest Jack’s friends pretty impressed he gets to ride to school and back in a cool boat. “I like it when it’s wavy, but not really, really rough, but the boat’s really good for going through waves though,” says Jack. Archie agrees: “It’s fun when it’s wavy, but not too rough as then it’s hard to get off.”

Queenstown mayoral candidate Jon Mitchell is calling for changes to the Three Waters plans. The Government controversially wants to remove control of drinking water, wastewater and stormwater from councils, establishing four large water ‘entities’ instead. Mitchell, however, has made a submission to the Water Services Entities Bill saying the geographic scale of the proposed entity covering the South is too big. It covers the entire Ngāi Tahu area, from Kaikoura and North Westland to Rakiura Stewart Island. Dunedin City Council, in its draft submission, argues the same and says the process should be paused while alternative models are considered. “An Otago-Southland entity would bring governance and management of our water infrastructure and services far closer to our communities,” Mitchell says. “A smaller entity would enable direct local authority and runanga places on the regional representation group, and make the proposed ownership of local infrastructure considerably more realistic.” Mitchell says it would provide the same benefits as a larger entity “the efficiency gains, ability to recruit and retain the necessary expertise, and access finance more effectively”. One of Mitchell’s rivals for the Queenstown chains, Al Angus, is standing on an anti-Three Waters platform. If elected, Angus says he’d use “every tool and mechanism available to retain total control of our water infrastructure”. But Mitchell believes Three Waters reforms are an opportunity to lighten the future financial load on ratepayers, with Queenstown Lakes District Council debt projected to reach its $700 million borrowing cap in 2025. “But the current proposed reform model needs a lot of work to make it fit for purpose,” Mitchell says. “A more locally-based regional entity is one of the changes needed.”

Cold Snap Club produces a variety of painted canvases with ski scenes inspired by the terrain around Wanaka. Hannah Marshall, the woman behind the moniker, has swapped out her ski poles for paint brushes and creates pieces with winter-lovers in mind. Each canvas depicts skiers, or party shredders, in bright clothing on Cardrona, Treble Cone, or other ski fields.
“My painting has evolved over the years to get to where it is now. I’ve always thought about it as a side hustle and I think when you’re considering your options, often people expect you to fit with the mainstream trends, but I just thought that actually, colourful and fun is who I am and what I want to reflect as my personality – a lot of my artwork really reflects that,” says Marshall.
The name Cold Snap Club was sparked when Marshall originally thought of starting an Instagram and blog – snaps of the cold and winter photography. Her flair for painting started as a hobby when three years ago she was going to visit an old university friend, and that’s where the original Party Shredders painting was born.
She also recently held an exhibition where most of the Cold Snap Club pieces sold. The ski soirée was held in Wanaka at Architecture + Design Library and resulted in a great turn out. Mostly on show were her larger pieces.
“I knew that she was a fine artist at uni and I knew that she’d be keen to do some painting. I thought it would be cool to hang something that I liked on my wall. So, I was plucking ideas out of my head for what I could paint because I was never actually a painter growing up – I wanted to do something that I’d be able to. I thought a blank white canvas was a good start and gave painting skiers a go, and then I finished my first piece and put it on my personal Instagram. It kind of blew up, people were like ‘oh, I want one of those.’ I saw a bit of a market and then went from there,” says Marshall. Still very much a hobby for Marshall, her work has developed since the first iteration. In addition to prints, playing cards, and socks with her party shredders, she’s also completed summer works with surfers and water skiers. Winter scenes are her passion though, and where she focuses most of her energy.
“It was my first ever solo exhibition. It was awesome. There was a pretty big turnout, which I wasn’t expecting. I sold a lot of pieces, which was pretty cool,” says Marshall. “It’s really encouraging to keep going and keep moving with a creative project. When people keep telling you that they’ve seen your work around, that’s a really cool feeling.” So, what’s on the horizon for Cold Snap Club? “I’m just always open to new opportunities. I have to keep it pretty much a side hustle, I don’t think I’ll ever go full-time as an artist, but I just love it mostly because it’s a creative outlet and a platform for learning. Milford Galleries has a new exhibition by Neil Adcock in the gallery. Kaitiaki uses precious pounamu as its medium and offers a symbolic alteration of the traditional tiki form, extending it into modern society. In his work the human figure is abstracted, the forms of the stone implying hair, costume, or suggestive of dancing limbs. Romer Gallery has recently added a twist to a landscape photograph which will be on display in August. Stephan Romer’s image of Lake Lochie in Southland has been reimagined as a light box, bringing an added vibrancy to an already award-winning photograph. Taking place a few days after First Thursdays, at 4pm on Saturday 6 August, Starkwhite Queenstown will host an artist talk by John Reynolds. The well known New Zealand painter is currently exhibiting SLEEPwalking, his latest body of work at Starkwhite.

What is unique is the factors driving staff availability with the volume of staff movement, poor number of overseas working visa take up, along with lack of flights to NZ from countries that traditionally made up much of our workforce plus a lack of government willingness or action to help.
There were 853 jobs advertised across June. The average employer advertised 2.5 jobs in each advert. Accommodation and Food and Beverage sectors made up 70% of the roles available.
