2,000 workers needed for the ski season. Central government are currently taking the view that all the jobs in the tourism and hospitality industry should and can be ﬁlled by kiwis. That is an admirable objective but I’m sorry to say, an unrealistic one in the short to medium term – perhaps even ever. For decades, the industry has been supported very well by migrant workers. And actually, this is the case for the industry around the world – not just in NZ, or Queenstown. These people have come from many parts of the world for an overseas experience (or a better life and opportunities) and are the engine room behind, particularly the hospitality and accommodation sectors. Right now, it’s estimated that we are around two thousand workers short heading into the ski season. Central government have said that they are not opening the borders to migrant workers, (obviously they would have to isolate on arrival here), but instead the roles will be ﬁlled by kiwis. The harsh reality is kiwis are not going to move here from areas where they are unemployed elsewhere in New Zealand to make beds and clean toilets. It simply won’t happen. Employers around the district are telling me this daily and I am now being told by hoteliers that they can’t fully book their properties simply due to staff shortages in servicing them. This is indeed disappointing when with the Aussie bubble in place, and the expectation of good numbers over the ski season, we can’t meet the opportunity for recovery. It’s not an issue of wages. Most employers I speak to are paying well above the minimum wage and still can’t get the workers they need. I have raised this issue with government on many occasions and I am hopeful that some common sense will come into the discussion before the situation gets critical. Yes, we would love to attract more Kiwi workers to the district, and yes we are working on initiatives towards that, but we need support and solutions for this issue in the short term. It’s not just an issue facing tourism and hospitality, it applies to the dairy and fruit picking industries as well. In fact, the availability of workforce is a common issue for recovery across businesses around NZ. Rest assured I will continue to rattle central government’s cage on this matter until hopefully we have a solution. Mayor Jim Boult

Lakeview continues to make good progress With much of Queenstown currently under construction, and roads diverted everywhere, Queenstown has certainly not wasted anytime in preparing for its future and no where is that more apparent than downtown and the area immediately adjacent to the CBD. At the top of Man Street is the new development ‘Lakeview | Taumata’. From the road you can see the scale of what’s been happening on site - the cabins located here have been removed and a stormwater upgrade project along Brunswick Street completed, the design for site infrastructure is also now complete. There is plenty occurring on many fronts. Once the current round of site preparation is completed the base infrastructure will start to be put in place by QLDC in the coming months, unlocking the site’s development potential so construction of the initial stages can begin. Lakeview is not only one of the largest developments ever undertaken in Queenstown, it’s also a completely new approach to medium density development in the region.

The Lakeview team has been working with Naylor Love, a national builder with the largest construction business in Queenstown. Naylor Love’s Central Otago Operations Manager, Greg Boland, sees Lakeview as a key project to boost employment for the region.

Economically, its huge, Insight Economics recently completed an economic impact assessment that estimates 595 permanent jobs will be created during the construction lifecycle of over 10 years. Household incomes are also set for a boost as a result, with Lakeview providing an estimated $430 million in additional domestic household income, and that’s just during construction. Overall Lakeview will provide a boost to the regions economic recovery, with an increase in GDP estimated to be worth $930 million.

“The long-term, staged nature of Lakeview combined with the significant size of the project means we can tool-up and have the confidence to take on new staff, helping to smooth out the peaks and troughs that occur with project-based work. We have already put significant resource into the project knowing this is a great long-term opportunity for the region,” said Mr Boland.

QT Lakeview Developments Limited - a consortium of Ninety Four Feet, Centuria Capital (formerly Augusta Capital), and Britomart Hospitality Group is behind the delivery of Lakeview. The consortium is reporting good progress and continues to work in partnership with QLDC.

The Lakeview team is working alongside Aukaha on behalf of mana whenua to explore the sites history and values through the development of a narrative that can used as a tool to help guide future initiatives such as art and design. The name Te Taumata, or ‘The Summit’ has already been given to Lakeview.

Lakeview has been designed to celebrate the spectacular views of Lake Wakatipu and the Remarkables, while being sympathetic to the alpine environment in which it sits. Just over half of Lakeview will be designated public space, which has been set aside specifically to help create a legacy for the community and region to enjoy for generations to come.

“Demand for residential property in Queenstown has continued unabated, further exacerbating a shortfall in residential property supply that already existed prior to COVID-19. We see a continued need for Lakeview to bring a significant amount of residential housing on-line as fast as reasonably possible,” said Mr Burnaby. Its not just about the money or the scale that Lakeview will impact. The project takes onboard and incorporates some of Queenstown’s key principles especially around sustainability, and groundbreaking design. Lakeview’s goal to be New Zealand’s first carbon neutral precinct is being realised through a series of innovations including being designed using an innovative masstimber hybrid typology seeking to balance sustainability goals with seismic resilience. “Our plan to use mass timber construction at Lakeview will be at a scale not seen before in New Zealand” says Ninety Four Feet’s Queenstown-based, New Zealand General Manager Paul Burnaby “but in my view will be an

Growing Garlic First-time garlic grower? Don’t fret growing garlic is pretty easy, all you need is good seedlings and great soil and you’re away. Garlic season is from April – July, but the traditional day to plant garlic is on the 21st of June, the shortest day of the year and ready to be harvested on the longest day of the year, the 21st December. Garlic grows best in friable soil. Friable soil is soil that is “crumbly” in texture and is somewhere between clay and sand, when your press the soil it should make a lump but it’s easy to break down. This type of soil is important for garlic since it holds up to 15x its water and prevents soil erosion. Let’s get planting! 1.

Pick a spot in your garden that receives full sun but also part shade and make sure where you’re planting has good air circulation.

Plant in well-drained, fertilised bed.

Position bulb 2cm below the soil surface.

Plant 15cm apart.

Keep well weeded.

Harvest usually in late December or early January when the leaves die away.

Store in an airy dry place out of the sun and rain.

Once you’ve planted your garlic, keep an eye out for rust. Rust is a fungal disease that won’t cause much damage to established bulbs but unfortunately, won’t be ideal for your seedlings. So, to avoid that happening we recommend getting your garlic plants in as early as possible. and if you had rust in the last 2-3 years on your garlic or onions, make sure you plant them in a different spot this year. Be sure to keep feeding your garlic, we recommend Tui organic seaweed as it encourages larger bulbs and protects the roots of your plant from temperature fluctuations as well as strengthens the plant against pests and diseases. If you find your garlic has rust, chop off the infected leaves as soon as you spot rust and discard them in the rubbish – not your compost bin as this will spread the infection. Also, give your hands, clothes and gardening tools that might have come into contact with the fungus a good wash to stop the spread. Companion planting can also help prevent diseases. Plant your garlic with carrots, beets, kale, kohlrabi, roses, marigolds and geraniums. Avoid planting asparagus, beans, sage and peas with your garlic seedlings as this could stunt their growth. Queenstown-Wakatipu Ward by-election, Last chance to have your say. Postal voting closed on Tuesday, June 8 for the 2012 Queenstown-Wakatipu Ward by-election. But voters can still place their voting papers in the ballot box at the Queenstown Lakes District Council office, 10 Gorge Road, during normal opening hours, until noon on Friday, June 11. We know Queenstown is a leave-it-to-the-last-minute sort of place, so we’ve given candidates Esther Whitehead and Phil Wilson another chance to appeal for votes and confirm where they stand on a few issues. Emily Rutherford is also on the ballot paper, but she’s publicly stated she’s withdrawn from the race, although she’s required by law to remain as a candidate. Both Esther and Phil have already written editorials for the Lakes Weekly Bulletin in recent weeks, and there’s more information about each candidate on your voting papers.

Esther Whitehead has lived in Queenstown for 21 years and is well-known as a founder of Sustainable Queenstown and other initiatives. She is a consultant delivering training and advice to ministries, universities, schools and businesses. Esther has degrees and a background in ecology, specialist education and leadership.

Phil Wilson has lived in the Wakatipu Basin for 40 years. A retired lawyer and businessman, he’s also previously been a councillor, and has been involved in church, school, charities and sports administration over the years.

Why should people vote for you?

I believe that I have the experience, the knowledge, the time and the passion for life in Queenstown to make a difference.

Because dinosaurs should be extinct, but here in Queenstown, they still pull the strings. Same old - vote dinosaur. Fresh thinking - vote Esther. What is the most pressing issue you want to address if elected? More representative governance of our council, which comes from diverse thinkers representing the diverse people who make up our community. Next year is a full election and I will be supporting other ‘real’ younger and diverse people making up our new governance in 2022 to reflect our very international and diverse demographics. Look out 2022! Is the 10-year plan and its $1.6bn capital spending programme, plus rates rises, the correct direction for Queenstown? Spending on public infrastructure which is well planned, is a great investment for all. It serves us and future generations...the key words are ‘well planned’. ‘Shovel ready’ can be too hasty but thinking well into the future will be our best spend.

Why should people vote for you?

What is the most pressing issue you want to address if elected? Traffic. Seems to be the bugbear of everyone. There’s no easy fix to it but traffic and parking are the main things I’m hearing people are fed up with. If I can make a difference in that regard I’ll be delighted. Is the 10-year plan and its $1.6bn capital spending programme, plus rates rises, the correct direction for Queenstown? Yes. We have no option. The Three Waters Programme being forced on us by Government is about half of that. We have a lot of expenditure in infrastructure and the roading, the arterial bypass and the upgrading of town is a big factor in that. I do believe we need to push on with these big picture projects. Was the volume of tourism pre-Covid acceptable? It was manageable, just.

No.

We have to be careful we don’t fall into the trap of over tourism. There’s nothing worse than locals getting fed up with visitors, when in actual fact those visitors are the lifeblood of the town. We need to diversify, look for other industries. We are well placed in film, education and digital innovation I believe. They are areas we can look at to perhaps give us a balance.

Should it be the same, more or less? Why? We need to decide what serves us best as a community, the number of forums I have ran or attended shows that people don’t want more tourists, planning for what serves us in terms of facilities and spending will also serve visitors. We need to put our host community first in order to thrive. Where do you stand on airport expansion? We shouldn’t expand our Frankton Airport. 92.5% of our community made that clear.

Where do you stand on airport expansion? I’m happy with the airport in its current location. I’ve no desire to see it moved. The community has made it patently clear that it wants no increase in the noise boundaries and I’m also in agreeance with that. The airport is one of our main assets and we need to manage it carefully.

A fire that gutted a Queenstown home last week is being treated as suspicious. No one was hurt in Wednesday night’s blaze, on Dewar Street, Bridesdale, near Lake Hayes Estate, but one house was partially destroyed, and a neighbouring property was damaged. Detective Senior Sergeant Malcolm Inglis, of Queenstown, yesterday told the Lakes Weekly Bulletin that police want to hear from anyone with information. “It’s being treated as suspicious as the fire started outside the house,” Inglis said. “The owner was away at the time.” Queenstown’s fire investigator John Smalls was on site on Thursday morning. He says he’ll be able to release information about what caused the fire later this week. The owner of the house did not want to comment on the fire. Emergency services were called at 7.15pm and four fire crews attended, bringing the large fire under control within 30 minutes of the call. Timaru resident James Wilson, who was staying in an Airbnb property across the street, said he heard a loud bang and then saw an orange glow. “We went outside and the whole house was on fire.” He said someone had already called the fire brigade and there were already people out in the street. No one was in either house. The fire was mainly on one side of the three-bedroom house, onestorey house, which is in Queenstown’s first Special Housing Area. It’s a medium density neighbourhood, so the houses are close together, only three or four metres apart. They are clad with cedar. FENZ shift commander Andrew Norris said the house was “well involved in fire” when the crews arrived. It was spreading to a neighbouring property, but the fire was extinguished within half-anhour of the call.

Surgeries postponed in the lead up to nurses strike The postponement of many elective surgeries and outpatient appointments in the lead up to next week’s nurses strike is cause for serious concern, MP for Southland Joseph Mooney says. “Southland’s healthcare services are already under the pump and these further delays will cause a great deal of stress for patients and their whānau. “The nurses strike is the predictable result of the Government’s wage freezes for frontline workers and their mismanagement in dealing with labour shortages in the health and aged care sectors. “Labour employed 10,000 additional bureaucrats before Covid-19 and now our nurses are having to pay for it with their own pay frozen, at the same time as a rapidly escalating cost of living. This will end up being a pay cut in real terms. “Additionally, the Government has decided to restructure our entire health system in the middle of a global pandemic, with the initial transition already costing half a billion dollars. “It must feel so demoralising to see so much funding going down the bureaucracy drain when you’re hearing your wages are being frozen in order to save public funds. “The Government should be prioritising health sector capacity and plugging workforce shortages. Otherwise health professionals will continue to suffer, the vaccine rollout will be put at risk, and the healthcare of Southlanders will be jeopardised.” Mr. Mooney has expressed his gratitude to the healthcare professionals working hard to reprioritise and rebook appointments for patients in light of the strike. “Southland’s health workers have always done the best they could with tight resources to provide the best care possible. “The Government simply must reassess their priorities and back our nurses.” mooneymp@parliament.govt.nz with your views.

Nearly 500 submissions have been made on controversial plans to develop Queenstown’s Ladies Mile. Public consultation on the Te Putahi Ladies Mile draft masterplan and the rezoning of the area are now closed.

Up to 2,345 new homes could be built on the rural land between the Shotover River and Lake Hayes, on either side of State Highway 6, beneath Slope Hill, if the plans go ahead. There will also be two new schools, a town centre, sports facilities and transport upgrades, but no new bridge over the Shotover River. Existing nearby residents, mainly those in the large subdivisions of Lake Hayes Estate and Shotover Country, raised numerous objections and suggestions during initial, informal public consultation in November, December and January. That included a well-attended community meeting at Shotover Primary School, where traffic was the main concern. Ladies Mile Consortium - consultants Candor3, Studio Pacific and Brown and Company Planning Group - took some on board, making several changes to the plans they are producing for Queenstown Lakes District Council (QLDC). QLDC has chosen to develop a masterplan for the area, rather than allowing it to be developed piecemeal.

For the past month, residents and organisations have had the chance to have their say on the final draft masterplan, transport strategy and rezoning in the formal public consultation period. QLDC comms officer Rebecca Pitts says the council received about 400 submissions on the draft masterplan and 80 on the ‘proposed planning provisions’ (the rezoning). “The project team will now take the time to work through all of the feedback and consider it before finalising the Masterplan and refining the draft planning provisions,” Pitts says. A final masterplan and draft provisions (rezoning) is expected to be presented to the full Council in July. The provisions will then be formally notified as a Proposed Plan Variation for formal consultation under the Resource Management Act 1991. The council is currently exploring whether the plan variation could be processed under the Streamlined Planning Process of the Resource Management Act. While there would be submissions and a hearing, similar to the standard process of the RMA, the final decision would be made by the Minister for the Environment instead of council. That means there would be no lengthy Environment Court battles for the council, as the Minister’s decision cannot be appealed. Pitts says no decision has been made on whether to follow this path, and it is expected be considered by councillors at the July meeting.

Arts+Culture Home gallery shines a new light on artworks The renowned Tim Wilson Gallery has re-opened, in a new setting and offering a totally different art experience. Often known as the ‘Master of Light’ world-famous Kiwi landscape painter Tim Wilson passed away in July 2020. He was diagnosed with cancer in 2011 and told he’d only have eight months to live, but Tim defied the odds and went on to paint some of his most iconic pieces.

“Part of that decision was to start a new chapter for the gallery after Tim had passed away. We felt strongly that the paintings need to be home, in the house he built and among the beautiful things he collected,” says Rachel. The new experience is more intimate and more like an artist’s residence than a gallery. Guests can see artwork from throughout Tim’s career, right up to unfinished artworks he was working on in his studio. Both Tim and Vaj have always been avid collectors of beautiful things and this is on display in their home too: stunning antiques and artwork created by Tim’s protégés are dotted around the home. Work by the proteges is for sale, as is a select number of Tim’s works. Vaj says there’s prints and even a book in the works too. “We’re very excited about the book,” says Vaj, “and we’re thinking about limited edition prints so that people can still buy his work and there’s the resale market too. It’s about keeping Tim’s legacy going. It was amazing to see how many people wanted to come here, even though we didn’t announce a re-opening.” Vaj and Rachel say lockdown and closed borders has worked well for the team, giving them the opportunity to process what’s happened and take things a little slower. “I think that was good for us. We had time to sort things out here and organise the house as an open space that’s more like an art gallery showcasing Tim’s and other artists’ work. We’re about 75% of the way there,” says Vaj. The Beach Street gallery welcomed visitors from New Zealand and around the world, who were in awe of Tim’s unique painting techniques. In 2015, he broke the New Zealand record for most valuable painting sold by a living artist, selling ‘Summer Rains Doubtful Sound’ for $575,000. His work is collected by art lovers around the world. The decision was made to close the Beach Street gallery and re-open at the artist’s home on 27 Edinburgh Drive, Queenstown Hill. Tim’s husband Vaj Ekanayake and gallery consultant Rachel Harper-Dibley are behind the move.

Thousands of Unknown Microbes Found in Subways Around the World A team of more than 900 scientists and volunteers swabbed the surfaces of 60 public transit systems Between 2015 and 2017, scientists and volunteers on six continents swabbed the benches, railings, turnstiles and ticket kiosks of subway and bus stops. The effort resulted in the discovery of the “core urban microbiome,” or 31 species of bacteria common to 97 percent of the samples gathered in the study. The research also revealed the presence of almost 11,000 viruses and over 700 bacteria species that have not yet been identified. By swabbing surfaces, the researchers gathered DNA from the microbes that had lived and died there. Surfaces were swabbed for long enough to gather the DNA, but not so long that the researchers and commuting crowds became too uncomfortable. The samples yielded 4,246 known species of microbes. Two-thirds were bacteria, while the other third was a mix of fungi, viruses and other microbes. Thirty-one bacteria species were present in nearly every city, earning them the title of the core urban microbiome. About half of those 31 bacteria species are common on the human body, especially on the skin. Other species are commonly found in dirt, water or dust. Smithsonian Magazine

United Nations Report Shows That Climate Change Is Accelerating Last week, the World Meteorological Organization released its decadal survey, which included dire predictions: there is a 90 percent chance that one of the next five years will be the hottest on record, and a 40 percent chance that we will experience a year with a global average temperature 2.7 degrees Fahrenheit above pre-industrial levels. The Paris Agreement has denoted 2.7 degrees Fahrenheit of change as a benchmark of global warming to avoid. It shows that the world remains on a trend of warming temperatures. “We’re seeing accelerating change in our climate,” says Arizona State University climate scientist and WMO rapporteur Randall Cerveny, “We had had some hopes that, with last year’s COVID scenario, perhaps the lack of travel [and] the lack of industry might act as a little bit of a brake. But what we’re seeing is, frankly, it has not.” UN

COMMUNITY NOTES Elder Abuse Awareness Tuesday June 15 is World Elder Abuse Awareness Day. The World Health Organisation defines elder abuse as “a single, or repeated act, or lack of appropriate action, occurring within any relationship where there is an expectation of trust which causes harm or distress to an older person.” Elder abuse can express itself in many ways; broadly speaking, there are three main categories of abuse: financial, physical (including sexual) and psychological. Elder Abuse in New Zealand As many as one in ten older people in New Zealand will experience some kind of elder abuse. The majority of cases will go unreported. Elder abuse is not specific to any one gender, religion, ethnicity, or income group. It may happen at home, in residential care, or in hospitals. Most of the time family members are the abusers.

Who commits elder abuse? The abuser is often someone close to their victim. It is someone trusted: family members, friends and even neighbours. Abusers are often someone they depend on for support or care.

The Job Based at Queenstown Airport, we are looking for a physically fit people that also works well in a team environment, the role also has a small level of solitude also. It is a very responsible position, which apart from the crucial delivery of aviation fuels, working to strict company and legislative regulations, also includes operational functions associated with vehicles and depot maintenance, work preparation and documentation. The position requires a sound knowledge of safe work practices, quality control and a high level of professionalism. It is important that this position adhere to all required standards of legislation and health & safety guidelines, it also requires a minimum of 200 hours of training before you can commence working and delivering the fuel. It is a very responsible position, which works on a shift basis over 7 days / 365 days a year. To put it clearly, the new shift pattern may be split between Early Shift - 0600- 1600, Day shift - 0800 – 1800 and a Late Shift - 1200 – 2200. There will be requirements on occasion to cover holiday and sickness as required of fellow team members, when this occurs the roster may change format to cover any staff being away. This is communicated to all staff. The People You will hold a current New Zealand Heavy Truck and Motorcar Licence Class 4. A Dangerous Goods endorsement would be desirable but not essential as training can be provided. You will be used to driving heavy vehicles and have several years’ experience in doing so. You will be fit and healthy and happy to undertake a full medical examination including a hearing test. A police check and aviation security services check will not phase you in the slightest and you will have a strong appreciation of health, safety and environmental standards with a commitment to ‘no accidents, no harm to people, and no damage to the environment’ attitude. You’ll be able to work in a team and be happy working on your own.
