Being Minister of Tourism is no easy gig You’ve got to feel for new Tourism Minister Stuart Nash. He announces his plan to ban camper vans that are not self-contained, to stop backpackers taking a “shit in our waterways,� (yep, direct quote) and generally having more impact than the value they provide to the economy. Surely everyone can agree on that, easy win, no? Cut to a few hours later, and he’s standing in front of a pack of journalists in Queenstown being asked whether he’s ever defecated at the side of the road, and does he know the value of backpackers to the economy, and haven’t we all been here before? His answer, for the record, was ‘no’, he always goes before he leaves the house. It’s not going to be an easy gig, this one. The whole freedom camping debate is something of a distraction really. The real question is how does Nash, how does Queenstown and New Zealand, find the balance between the number of tourists needed to sustain viable businesses and the impact of those numbers on communities and the environment? At the Tourism Industry Aotearoa Conference on Tuesday, the Minister was clear: “There is no going back to tourism circa 2019.� He reiterated that in Queenstown, saying once the borders reopen tourism must be that magical word, ‘sustainable’.

So, how do we achieve that? Fewer tourists paying much more appears to be the answer, with price being the mechanism to limit numbers. It’s no surprise then, that Nash appeared very interested in Jim Boult’s visitor levy idea. Asked whether he had any thoughts on the visitor levy, he said “lots of thoughts�, which was deliberately far too ambiguous to deliver the headline ‘Nash backs Boult’s bed tax’, but I swear I saw a twinkle in his eye. Some of the funding for the infrastructure work needed locally has been provided by shovel-ready grants from Central Government and the like, so it will be a big tick for Jim if he eventually gets the visitor levy over the line too. It’s positive Nash headed straight for Queenstown after the conference and just two-and-a-half weeks after being appointed. He’d have been here a week earlier too, had it not been for the floods in his constituency of Napier. He’s perhaps learned from the mistakes of his predecessor, given the nickname Claude Rains (the invisible man) by some in the town. Nash has a good track record, including crucially as Minister of Small Business, and appears open, energetic and ready to go into bat for the industry and the town. He’s also Minister for Economic and Regional Development, and said he’d discuss solutions to Queenstown’s workforce problems with the Ministers for Immigration and Finance. All in all, a good start, but holding the line on sustainability is going to be difficult once the borders reopen and the tills start ringing. Paul Taylor paul@qmg.co.nz

Construction firms to deliver $230m transport projects announced by Paul Taylor A consortium of construction firms has been confirmed for Queenstown’s massive $230 million transport upgrade programme. Beca, Downer, Fulton Hogan, and WSP will join with Queenstown Lakes District Council and Waka Kotahi NZ Transport Agency to deliver the objectives of the Wakatipu Transport Programme Alliance. Queenstown’s mayor Jim Boult said he was impressed with the rapid establishment of the consortium and their commitment to Queenstown. “Beca, Downer, Fulton Hogan and WSP have formed an impressive team, and we are delighted to be partnering with them to deliver critical infrastructure. “We are delivering to our promise of being on the ground before Christmas, which will provide certainty to the community and local business and confirmation that we are firmly committed to providing a boost to our economy and creating jobs.” The projects are: Queenstown Town Centre Street Upgrades Jointly funded by the government’s Shovel Ready fund ($35m) and QLDC ($25m), the project will transform Brecon Street, Rees Street, Beach Street and Park Street through to Camp Street into lower speed, high quality public spaces that are safe, vibrant and accessible, weaving in local cultural storytelling. Queenstown Trails Trust is asking for you input on $8m trail expansion by Paul Taylor Hitting the trails for a walk, run or cycle was one of the main things that kept Queenstowners sane over the Covid-19 national lockdown. Now the Queenstown Trails Trust (QTT) is asking for public support for its next big expansion project - an $8 million, 20km trail link from Arrowtown to Arthurs Point and towards Frankton.

Arts+Culture Fourth issue lucky for 1964 Conceived and created in the Southern Lakes, 1964: mountain culture / aotearoa magazine has quickly established a cult following across New Zealand. Named for the year Mount Aspiring National Park was founded, 1964 is a quarterly print magazine that focuses on our country’s remote places and the people who seek them out. The team had to drop an issue this year due to you-know-what, but they are back again with their second issue since lockdown, and fourth issue since the magazine launched in December 2019
Editor Laura Williamson is an ex-ski instructor who is a veteran of the Queenstown Lakes District literary scene and the former editor of the national mountain bike magazine Spoke. As is typical in this region, she also has another job as the current General Manager of the Festival of Colour arts and ideas festival in Wanaka. At 1964, Laura says her job is to lead an “eclectic group of local artists in the creation of a binge-worthy, cover-to-cover reading experiences”. She adds that, like the first three issues, the upcoming summer incarnation (due to hit the streets any day now) will not disappoint. It explores the top long drops of the rural south, the Nelson Lakes’ sexiest beetle, the story behind the rare fruits of Southland, the cool cats at Queenstown’s best music venue, and what she calls “ the class warfare at the heart of New Zealand’s fly fishing scene, including everything you ever wanted to know about the monarchy and trout.”
“Everyone knows about the landscapes, the skiing, the biking and the scenic marathons in this area, but a lot of people don’t realise the place is chock-full or writers, photographers, musicians, designers and artists. Also, there’s such a creative side to pursuits like climbing, skiing power, fly fishing or building a bike track. We wanted to capture that.” She says one of the magazine’s readers described it as the “off-piste Smith Journal”, which she thought summed it up nicely. It has been a difficult year, but Laura says the magazine has gone from strength to strength, thanks to significant local support. “So many people have contacted us to get involved just because they want to see a publication like our thrive in their community. It’s becoming a point of local pride. We’re thrilled.” And lockdowns and gathering restrictions have meant there’s an extra-large appetite for good things to read these days – people have subscribed to the magazine from across New Zealand and all over the world. Congratulations must go to the organisers on another hugely successful event, especially given the circumstances in which they had to prepare. They defied the odds in hosting the event in 2020, a year which has seen many other significant events either postponed or cancelled. Their work has meant many businesses in Queenstown have benefited in one way or another. It was also fantastic to drop in on the West Indies cricket team training at the John Davies Oval at the Queenstown Events Centre last week. They’re playing two matches while here in Queenstown against New Zealand A. While our borders are closed, it is great teams like the West Indies Cricket team are still able to travel to New Zealand and take part in high-performance international sport matches. These events have been some much-needed good news for our community in what continues to be a challenging time. I am still continuously hearing from businesses about their struggle to find sufficient staff. The biggest problem seems to be the new oversupply list created by the Ministry of Social Development. The list states there is an oversupply of New Zealand job seekers on Job Seeker support in the hospitality and retail sectors. All you have to do is look in the back of this edition and a lot of the past editions of the Lakes Weekly Bulletin to see this is not the case. Across Queenstown, there are staff wanted posters in windows as businesses attempt to find sufficient staff. The problem in many cases is staff are on visas, but because there is now deemed an oversupply, keeping these people on is going to prove near impossible. The reality is though there aren’t kiwis lining up for these jobs. Many within the district want those longing for an overseas experience to head south for one closer to home. If this could be promoted nationwide, it may help fill some staff shortages. It’s an ongoing battle that isn’t going to be solved overnight but the Government is aware and I will continue to lobby where possible for the many businesses in Queenstown struggling in this space. Happiness House Queenstown Happiness House began informally as a social resource centre in the late 1980’s. Originally the centre was needed to help low wage individuals and families but, as the community has grown, Happiness House has evolved to meet the communities changing needs. Happiness House success is underpinned by the fact that it has remained true to its original mission, vision, and values, and has remained autonomous. Another crucial role is to receive from the community. It is inherent in people’s natures to want to give and Happiness House continues to be an avenue for generous community giving. We became a registered Charitable Trust in July 2000. Aside from providing a drop in centre, Happiness House assists our clients to access the right support and if needed we can advocate and arrange appointments on the client’s behalf with other organisations. We work closely with other agencies and government departments including: PACT, JIGSAW, Salvation Army, Budget Advice, WINZ, Queenstown Lakes Community Housing Trust, Queenstown Lakes Family Centre etc. We run several projects throughout the year, including a Garden Group, Craft Groups, Cooking on a Budget, Plastic Free July etc. As well as learning practical skills and how to be more selfsufficient, participants get the benefit of social interaction. Friday’s are our Produce Day. Supermarkets donate produce for us to pass onto clients in need. Queenstown has the highest rental rates in New Zealand and tends to have low wage rates. Many of our clients don’t have surplus funds above the necessities to cover costs like doctors, dentist and car maintenance etc. By providing free produce we can provide some relief to their budget, helping them meet the costs of those needs that get put aside when there isn’t any spare cash. Also, on a Friday, we run a Frisbee Golf group. Participants benefit from the fresh air and exercise, meet other people in their community and make connections, with no cost. We have a lovely family friendly lawn and garden for families to enjoy. Mothers and their babies/toddlers can meet up, enjoy the garden and have a morning or afternoon tea out on the lawn while their children enjoy our playhouses and small bikes. Everyone is welcome and we enjoy meeting new people.
Negative interest rates could be coming. What would this mean for borrowers and savers? There’s a row brewing in the corridors of financial power. The Reserve Bank of New Zealand (RBNZ) recently advised the trading banks that the official cash rate might move from the barely positive into the negative. Right now the RBNZ is holding off such a move in favour of other monetary stimulus measures. But the big banks strongly oppose negative rates, arguing they’ve had limited success overseas and that the country’s banking technology isn’t up to it. For the central bank, however, it remains an option to stimulate spending, investment and employment as part of the COVID-19 recovery. By reducing the cost of borrowing, economic activity picks up — or so the theory goes. Those turning to unconventional monetary policy include Japan, Switzerland and the European Union. Negative rates range from –0.1% to –0.8% for selected tiers of central bank deposits. In the past, cash rate changes have fed through to changes in loan and deposit rates. For example, a 25-basis-point drop in the cash rate may result in an annual interest saving of $2,500 on a NZ$1 million loan. At the current low interest rates, however, these changes are no longer passed on — significantly limiting the powers of the RBNZ.
But do negative rates work? Arguably, the era of monetary policy as a tool for stimulating economic investment and activity has come to an end. Negative rates don’t necessarily translate into productive investment and growth. Countries that have gone negative have not delivered the expected increases in spending and investment. Furthermore, the difficulty of passing negative rates on to depositors means lending and deposit rates no longer follow the cash rate. This is also evident in Australia, where a cash rate drop from 0.25% to 0.1% has not been passed on to mortgage borrowers, except in isolated areas such as fixed-rate loans. The chart below compares the average variable rate on mortgages with the New Zealand cash rate, with the gap growing over time. Charts for Australia and other developed economies would be comparable. The Reserve Bank of Australia (RBA) has advised borrowers to change lenders if they don’t pass on rate cuts. But there is little central banks can do to offset what is a systemic problem.
What are the risks? Negative interest rates are unlikely to be the right response to the current COVID shocks. Rather than leading to higher spending, we tend to see the opposite — more saving. In the long run, however, depositors will seek greater returns and move their funds to riskier asset classes, including housing markets, which will push up prices and reduce affordability for new buyers. Most economists agree inflation is not a concern for now. But what about the medium term? If interest rates climb again, highly leveraged mortgages may be difficult to service. Either way, negative rates are not a long-term solution to current economic challenges. We need to find ways to make the national economy more flexible, requiring fewer rescue interventions. The fragility of supply chains and the still limited movement of labour, goods and services should be priorities. New technologies may become key — innovations that enable working from home and organising activities online have already saved whole industries.
Yes, the bank pays you to borrow It might sound crazy, but if the lending rate is negative and you borrow an amount on interest-only terms, the bank actually pays you interest every period. For example, Jyske Bank in Denmark is offering negative interest payments by effectively reducing the repayment period. Banks should be comfortable offering negative rates to borrowers if, in turn, the banks themselves have savings and other funding at even lower rates. But this is the issue: why would savers pay banks to accept deposits? First, they can hold their investments in cash at a zero-interest rate rather than pay a bank. Second, they can choose to invest in riskier assets with positive interest rates. Because of this, only very large depositors (with limited ability to store cash) tend to leave their money in banks offering negative rates, while ordinary depositors receive a rate of zero or more.
Also, the banking system itself needs reform. Banks work on an assumption of once-in-a-thousand-year shocks — but we have seen two in the past 13 years! After the 2008 global financial crisis, safety buffers in the financial systems were put in place. For example, bank capital requirements were set high, to be run down in economic downturns. Would now be the right time to run them down rather than insisting they be maintained? Beyond reaching for negative rates, the need to rethink economic fundamentals and create systems that are more resilient to global shocks should be the lasting lessons of COVID-19.

FROM FRINGE TO MAINSTREAM WASTEBUSTERS TURNS 20 Long before recycling was mainstream a group of Wanaka locals got together to start a community recycling centre called Wastebusters. 20 years on its been an outstanding success and a leader in its field and the envy of many in Queenstown who yearn for something similar. When Wastebusters opened in 2000, it immediately started working towards zero waste, with just three staff and a dream. The organisation now employs over 50 full and part-time staff over two sites, one in Wanaka and another in Alexandra. 763 businesses recycle with them. In terms of impact last year Wastebusters sent 2,280 tonnes of material off to be recycled into something new, and around 135,000 customers took home something from one of their reuse shops. Wastebusters is a social enterprise, which delivers reduction, reuse and recycling services, funded either through its own business operations, specific council contracts or waste minimisation fund grants. Wastebusters has a strong affiliation with the council’s waste reduction initiatives and helped spearhead last years move to household three bins recycling, with a waste services subcontract to help inform the community on how to use the bins effectively and promote waste minimisation in the district. The secret to Wastebusters success and it ability to go from strength to strength is thanks to the contributions of hundreds of people, a clear vision and supportive community. Some of the highlights of the last 20 years have been: • bringing recycling to Wanaka and running the first kerbside recycling service 2007-11 • joining with Central Otago Wastebusters to continue to offer recycling, reuse and waste reduction services to the Alexandra and Central Otago communities • running the Unpackit Awards to reduce ridiculous packaging • bringing Repair workshops to the district • helping the Queenstown Lakes community know how to use their kerbside recycling bins, and seeing over 3,000 tonnes of kerbside glass recycled since July 2019 • part-funding Enviroschools facilitators for schools in Wanaka and Queenstown • supporting local festivals with real recycling including Tuki and R&A Wastebusters works towards zero waste with groups from all over our district, Aotearoa and the globe, and with people up and down the supply chain (community enterprises, schools, NGO’s, businesses, local and central government). “As we head into the next 20 years we want to continue helping our community to be resourceful and resilient, a place where everyone can prosper’. said Communications manager Gina Dempster “We’ve done a lot of growing, we’ve had a lot of fun, and there are plenty of achievements to celebrate!”
Recycling, reuse and sustainability have gone from fringe ideas to major initiatives across Wastebusters first 20 years. On the agenda for the future is a network of community recovery and repair centres, helping the community reduce, reuse and recycling. Not only would it be a massive step towards a circular economy, but it would also bring more fun, connection and resilience to communities. Instead of throwing things out a community recovery centre could be the place to go to get it repaired or where you drop it off to be repaired and then sold on. Major leading retailers are recognizing that taking back and repurposing their merchandise is not only sustainable but also be profitable while opening their brands to new markets. IKEA for example will begin to take back products from later this month, that are no longer needed in return for a discount or a voucher for other products. The original Wanaka Wastebusters investors couldn’t have thought back then just how ahead of their time they were and successful the social enterprise was going to become. Wastebusters turns 20 on November 27th.

There’s so much change afoot, and so much of it so positive, that it’s hard to take it all in. I’m trying to think of a way of having another child - given that I am 60 and my husband 71, it’s not looking easy. Liger Leadership Academy held an information evening this week. It was packed with eager parents (OH I SO WANT TO BE ONE!!) and excited children keen to learn about this new style of education. The local mob were busy chatting on a giant screen with children in Cambodia about their activities and waving whenever they saw Scout, the head teacher’s dog. MC (here it means Mother of the Community) Kay Parker was as excited as everyone else telling us what is going to be happening. We all know we need more strings to our bow than just tourism, and education is a brilliant way to lure people to Queenstown. Look what the QRC and our ski schools and language schools have added to the district. Some people just don’t learn, and my husband is one of them. He is not meant to be having morning tea anymore on his new diet, but on Wednesday, I walked into the Blue Door in Arrowtown and saw a huge box of doughnuts. And my husband. “What on earth are you doing?”, I asked in a gentle and loving way. Not only were there doughnuts, but he had a beautiful young woman with not enough clothes on, lying on his lap and an opium pipe in his hand. He tried to insist it was a photo shoot for the museum. Should I believe him?

Well done, QLDC for hosting some information days about the Ladies Mile Master Plan. Ratepayers are very uncomfortable being kept in the dark, and I hope QLDC noticed how many members of the public came along, even though very few people I spoke to knew about it. Personally, I think their proposed plans are appalling - they are so last century - masses more housing and roads and carparks Right now there are plenty of new houses being built and masses of untenanted ones, and empty hotels as well. Are we TRYING to increase population? Why? Admittedly there’s a transport hub, but does it need to be so huge? Have a look and do tell QLDC how you like to be kept up to date with proposals and giving us only a day and a half to submit our thoughts is not really long enough. Friends of Lake Hayes had their AGM and at long last, it seems the powers that be have realised this beautiful lake has to be properly protected. Yet another huge week on the culture front - don’t miss Blaise and Sarah Barham’s “TWO” about a publican and his wife. It’s on in Queenstown, Glenorchy, Cromwell and Wanaka this week if you missed it in Arrowtown. It’s very funny, and takes some most unexpected turns. Michael Houston is playing at The Hills on Thursday, and a sellout crowd turned up for the premiere of Liam Neeson’s new movie where he and his real life son play a slightly estranged father and son who exercise their hopeless DIY skills on a villa in Italy. Sounds marvellous. It’s a huge relief to have Chopshop open again in Arrowtown - caffeine addicts are creatures of habit and there have been a lot of confused locals wandering around during the three weeks of renovations. And there’s a brand new bistro opened at the Chinese Village. It’s called “The Dishery” even though all the locals seem to be still calling it Dudley’s. One local suggested they make it a kosher restaurant and call it “Judiciary”. They can only open till 8 and chef Ainsley did a brilliant supper menu for an annoying group of us who couldn’t decide if we were 9 or 12 people. We’d been at Annabel Langbein’s talk about her new memoir “Bella” and then everyone was drinking gin at the gin bar at Dorothy Browns. Talk about herding cats with that lot!

How long have you been in Queenstown and why did you choose to live here? I’ve been in Queenstown over a year. After one summer weekend of skydiving, canyoning, jet boating and frisbee golf, I knew no other place in the world could compare.
What’s the most interesting thing you’ve read, seen or learned recently? A cathedral in London hosted a memorial service this week for a famous stray cat.
Recommended must-do activity in and around Queenstown? A morning trail-run around Moke Lake, Kelvin Heights Peninsula or Lake Hayes never lets me down. Are there any hidden treasures you’d recommend? On Domain Road, there’s a farm with loads of fluffy alpacas and if the owner is reading this, I would love to visit and give them a cuddle. What’s your favorite place to eat? Breakfast at Bespoke. Lunch at Chop Shop. Dinner at Tanoshi.
What’s the best bad decision you ever made? Dating a London boy. What’s on your bucket list? Swim with a whale shark. What is the first thing you notice about a person? If they have a sense of humor. 11,000 Kiwi’s participate in another stunning Marathon festival

In a year when international visitors could not make it across the borders, it was athletes with strong ties to the UK that took out the New Zealand Sotheby’s International Realty Queenstown Marathon titles on Saturday. Ex-pat Scottish runner David Haunschmidt (Tauranga) and Great Britain 50km rep Hannah Oldroyd (Christchurch) proved quickest on the day, with Tauranga based Haunschmidt winning the men’s race in 2:39:40 while Oldroyd repeated her 2018 victory in 2:55:12. Haunschmidt knew he had good legs coming into the event but was surprised at the ease with which he closed it out in the final 10km to win by 34 seconds from Hamish Elliott with Zebedee Stone a further 9 seconds back in third in one of the closest men’s races on record.
“That was fantastic, I am just delighted to have this man alongside to help me across the finish line. I will definitely be back, better and stronger next time,” said Crockett. Locals also got into the mood, delighted to be hosting an event of this significance, one that will provide a welcome boost to the regional economy with an estimated 10 million dollars pumped into the area, while the vast majority of the 11,000 plus participants spoke in glowing terms of a course widely described as the world’s most scenic, with the majority run on the beautiful off-road Queenstown Trail network.
“I could see the front two most of the way and the last 8 or 9k I thought I had a bit more in me so just went for it. I am pretty surprised though, I came with no expectations and just to have fun, I didn’t think I would be standing here to be honest.

Oldroyd was delighted to add another title to her already impressive CV, the British athlete spends much of her year in New Zealand and won today on the back of a second place finish just three weeks ago at the ASB Auckland Marathon. “That was my third run in six weeks and on the back of not a lot of training, so my legs are a little bit tired, but I survived somehow,” said Oldroyd. In the Half Marathon Jack Moody and Olivia Ritchie took out the honours, with both delighted to be out running ahead of their upcoming triathlon seasons. Moody said; “I have been down all week in Wanaka at a training camp and we were watching the weather forecast every day but it has turned out alright, it turned out beautiful really, not too hot and not too cold. “I knew I was in good form and I took off hard at the start because I wanted to run my own race. I settled in but paid a price in the middle section, I always forget how ‘rolly’ and how punchy those little downhills are. It is the downhills rather than the up that take the sting out of the legs here. Olivia Ritchie was thrilled with her win after months dealing with an Achilles injury. “I have not been able to run too much the past six months, just swimming and cycling so to turn up and run today is really cool, just to be here is great. I got to the front pretty quick and was supposed to take it easy in the first half, but I don’t think I did – the second half I was really only just holding on.” The Hits Drive Show team of Stacey Morrison, Mike Puru and Anika Moa all took part, with Morrison taking on the 10km event and Puru and Moa the 2 Degrees Half Marathon, Moa running the distance for the first time. Former All Black front rower Wyatt Crockett took part in the full Marathon, crossing the line in a tick under four and a half hours alongside television broadcaster Scotty Stevenson.

The purpose of this role is to lead the coordination of volunteers participating in wilding control work associated with the WCG. This includes managing the Adopt-a-Plot programme, volunteering events, volunteer education and logistics.
