Lakeview Parkway Sewer Main Replacement

If you have driven on Westover Parkway near the small dam and Lakeview Parkway along the lower-level Clubhouse parking lot, you may have noticed heavy construction equipment digging into the ground. These are Rapidan Service Authority (RSA) projects that are being funded by a series of water and sewer rate increases implemented a couple of years ago. Prior to these increases, RSA did not have a dedicated capital improvement program and RSA is now taking on improvements that have been long overdue. As a little background on the water and sewer systems that were installed back in the sixties, the developers were designing for a recreation community that did not involve mostly full-time residents. As a result, the capacity of lines, pumps, tanks and water and sewer plants were insufficient to handle today’s demand. Over the years as lines have been replaced, they have been replaced with larger diameter ones. The projects described below reflect that approach. The project that has had the most significant impact, including closing Lakeview on two nights, is the replacement of an 8-inch gravity sewer line that runs along the firehouse side of Westover Parkway Lakeview from roughly the firehouse to Water Line Replacement the lower-level parking lot. That line was made of asbestos, and has deteriorated and failed. The failure became evident when a section in the ditch at the lower-level parking lot failed and resulted in rainwater leaking into the sewer line. As a result, when it rained RSA had a lot of rainwater to pump and
