Orange County Supervisor’s Letter

District 1 Supervisor Mark Johnson has been doing a lot of research on the history of Orange County Supervisors. He has often come up with interesting and humorous anecdotes about supervisors over the years. A major project he has recently undertaken is posting pictures of all the Orange County Supervisors who have served over these years. In addition to the pictures and the years served, some historical information is provided about each supervisor. Supervisors were first elected in 1870, in accordance with the post-Civil War Virginia Constitution of 1870. At that time, supervisors were elected for only one-year terms and had to run again for office every year. The 1902 Constitution changed that to four-year terms.

Seventy-seven supervisors have served the citizens since supervisors were first elected in 1870. The picture shows the display of pictures in the board room of the Public Safety Building. The first group of five supervisors included B. Johnson Barbour from the Barbour District, now known as District 1. The longest-serving supervisor was Robert M. Waugh, who served for 32 years, with 20 years as chairman. Mark has managed to find pictures of all but 23 of the supervisors. I am a latecomer to this group, being shown as number 71. Of the 77 supervisors, only three were women; the first woman to serve was 118 years later, in 1988, and she served for one term. The next woman to serve was in 2006 and another in 2010. One woman ran for supervisor in the last county election, but did not win. Currently all five supervisors are men. In addition to the elected supervisors, citizens of Orange County elect five constitutional officers. During my 15 years as a supervisor, only the sheriff has been a man; during those 15 years, the other constitutional officers, Commonwealth Attorney, Commissioner of Revenue, Treasurer, and Clerk of the Court have always been women.
