Installation will begin in Section 7, near LOWA’s back gate, with an initial target of about 320 homes.
The greatest risk to your child is not riding a bus but approaching or leaving one. Before your child goes back to school or starts school for the first time, it’s important for you and your child to know traffic safety rules. Teach your child to follow these practices to make school bus transportation safer.

Get On and Off Safely When the school bus arrives, your child should wait until the bus comes to a complete stop, the door opens, and the driver says it’s okay before approaching the bus door. Your child should use the handrails to avoid falling.
Guidelines Parents parking at the bus stops should observe the white lines set back 50 feet from the intersection, designating the parking area. This line is designed as a visual reference for parents, so motorists are not forced to navigate the congested intersections. Consider carpooling to avoid multiple vehicles parked along the shoulder waiting for the bus. Parents should always park in the direction facing the intersection and safely on the shoulder when possible. Never park along both sides of the roadway. This creates a safety hazard for motorists and children navigating the area. Never block a driveway. Stay clear of fire hydrants. Safety Starts at the Bus Stop
Your child should never walk behind a school bus. If your child must cross the street in front of the bus, tell them to walk on a sidewalk or along the side of the street to a place at least five giant steps (10 feet) in front of the bus before crossing. Your child should also make eye contact with the bus driver before crossing to make sure the driver can see them. If your child drops something near the school bus, like a ball or book, the safest thing is for your child to tell the bus driver right away. Your child should not try to pick up the item, because the driver might not be able to see what is happening.

Your child should arrive at the bus stop at least five minutes before the bus is scheduled to arrive. Visit the bus stop and show your child where to wait for the bus: at least three giant steps (six feet) away from the curb. Remind your child that the bus stop is not a place to run or play.

President’s Letter by Pete Brown You may have already seen or will soon start seeing FiberLync trucks in LOWA within the next few days. We have signed the agreement and easements for Phase One of their installation of fiber optic lines to homeowners in Section 7. Over the next month, the main lines should be installed underground and fiber optic internet service to those members who have signed up for the service will begin. Once Section 7 is complete, they will evaluate the success rate and expansion into the rest of LOWA. The rate for their internet only services ranges from $49-$79 per month. They have no data caps, so all family members can use their devices without buffering. Customers may keep their current TV cable service but elect to change their internet provider to FiberLync. They may also elect to stream their TV through the high-speed reliable fiber optic lines. (See article elsewhere in this issue about lightning and the advantage of fiber optic internet). LOWA will host a Town Hall with FiberLync on Thursday, Aug. 25, in the Community Center at 6 PM. They will do a presentation and answer member questions. Our Aug. 6 Board of Directors meeting was a busy one. We approved a Bylaws amendment authorizing Assistant Treasurers. This was the result of work by an Ad Hoc Committee headed by Treasurer Walter Diercks. We approved a Friends of Lake of the Woods project to purchase chairs for the Fitness Center classes. We are sending several other proposed changes to our attorneys for review. We had a discussion of installation of an Allbox Outdoor Touchscreen Interface at the front entrance for possible use in the overnight hours. This is to try to defray some costs on our security contract. More discussion on this will follow. Our Aug. 17 meeting will be a full agenda as well. Lastly, our Board elections are underway. We have four qualified candidates running for three open Board positions. Three out of the four will be elected. You may vote for your favorite three, or two, or one, but not all four. Bottom line, please vote. 1. The name. Keaton’s Lake is named for Keaton’s Run (or Keatons Run on some maps), a stream that runs through the Wilderness Battlefield on its way to the Rapidan River. Some know it as the Fishing Lake or the Little Lake. It is 24 acres of open water impounded by the Keaton’s Run Dam, built in 1968.

Regular Board of Directors Meeting
President Brown reviewed the meeting conduct guidelines. Two members spoke in favor of forming a working group to perform a comprehensive review of the Wilderness Crossing Development Plan.
Supervisor Lee Frame reported that on August 16 the Supervisors will be meeting with several other Orange County authorities to review the Wilderness Crossing Development Plan. The BOS approved the 6-year Secondary Road Improvement Plan and application for a solar farm near the landfill. County ambulances can now administer whole blood to patients during emergency transport when urgently needed. 3. New Aerators. The biggest news for Keaton’s Lake health is LOWA installing a new, upgraded aerators system. Aquatic Biological Monitoring Services installed the system between July 23-27 in the main body of water and at the mouths of the coves. The upgraded system doubled the power from four to eight compressors, and increased by 50 percent the number of aerators from eight to 12. The new system will move more water around which in turn will increase dissolved oxygen and circulation of water currents. This is vital for the aquatic organisms such as fish in micro invertebrates. Micro invertebrates also consume algae, bacteria, leaves and other organic material. Bottom line, less stagnant water helps negate blue-green algae.

2. The Blue-Green Algae. Not as prevalent as it has been, but still is a threat at times. Members spotted blooms in July, staff took multiple samples, but tests showed it was below state thresholds. LOWA will treat the lake for this harmful algae as needed. Under certain conditions, blue-green algae can become abundant in warm, shallow, undisturbed, nutrient-rich surface waters. In fall 2011, there were blooms across the lake. Eradicating the blooms was the impetus for the 2012 Williamsburg Environmental Group Lakes Management Study, which guided us up until the new A. Morton Thomas & Associates (AMT) Study was completed. The emphasis has been on protecting the lake from nutrients and sediment.

It’s summertime again at LOW and the season for lightning. Selection of the right type of internet connection to your house could avoid costly electronic equipment damage and annoying off-line time. When you understand what happens when lightning strikes near your house, you can see why fiber-optic supplied internet is better. When a cloud-to-ground lightning bolt happens, the ground voltage around that point rises rapidly. That massive electrical energy normally dissipates harmlessly into the ground. But if your house is close, the electricity prefers to go down metal conductors like your copper cable TV wire instead of the dirt. When lightning energy goes down that copper cable TV wire, it also raises the voltage inside the cable. A strong lightning hit raises the voltages so high in the cable that it will burn out the tiny transistors in electronics attached to the wire. But there is an alternative. Fiber-optic delivered internet is not electrically conductive. Lightning does not travel through the glass fibers and hence cannot damage the boxes connected to the fiber. If you use good surge protection on the 120VAC electrical power side of your electronics, your internet devices should be able to survive a close lightning strike. The LOWA board has approved Section 7 as a phase one neighborhood for installation of fiber-optic internet. If you are in this section, please go to Fiberlync.net and sign up for fiber-optic internet in your home. If you are not in Section 7, you can also go to Fiberlync.net, click “Check Availability”, and sign up for the service when it becomes available in your section. The more people that switch now or show their intention to sign up, the better chance we have in getting all of LOW covered in lightning-resistant fiber-optic internet. If you have fiber-optic internet you won’t have to worry as much about that next lightning storm taking your TV viewing away or disconnecting you from web surfing.

Audrey has spent so much of her summer helping with Pony Camp and taking lessons on lesson horse Patton. Horseback riding in England is stylistically different than here in the States, but Audrey has had the best attitude and is so hungry to learn about our version of the sport. Audrey often stays as long as she can at the barn, helpfully picking thru stalls or giving the lesson horses an extra bath. Audrey’s father, Seth, is currently deployed in Qatar, so Audrey’s mom, Brandi, can be found diligently outside the ring with Audrey’s water bottle, and sometimes with both of her brothers! Congratulations Audrey!
Equestrian of the Quarter

We are proud to announce our first quarter award winner Audrey Dubey!Audrey and her family moved to LOWA this past spring from England and have been active in the Equestrian Center activities ever since. You may recognize her from carrying the Equestrian Center’s banner in the Independence Day parade.
5. The Fish. The Fishing Lake lives up to its name. During the 2022 AMT Lakes & Stormwater Management Plan Study, 10 fish species were collected including Largemouth Bass, Bluegill, Redear, Warmouth, Black and White Crappie, Yellow and Brown Bullhead Catfish, Yellow Perch, and American Eel. Largemouth Bass and Bluegill dominated the fish studied. AMT calls it a “nice fishery,” and said fish are bigger and healthier in Keaton’s compared to the Main Lake.
7. Dredging. Dredging began in April and we finished the annual dredging program in June after removing 2,704 cubic yards of sediment, which is hauled to a spoils pit in the 9.9 Maintenance Area. After the spoils dry, we will mix it with leaves and horse manure to make soil for common areas.
8. The Dam. Keaton’s Run Dam is rated as a High Hazard Dam and certified by the Virginia Department of Conservation & Recreation. LOWA has it inspected by an independent engineer each year. This year’s inspection was completed in June and showed the dam remains in excellent condition.
9. Geese. The geese love the coves and add to the pollution. Canada Geese come up out of the coves and onto the Golf Course. We’ve taken steps to try to mitigate this, but the geese are persistent. Each goose produces 2.5 pounds of poop a day on average! We attempt to harass them away from the golf course.

Did you know there is an easier way to get your visitors through security quickly at the Main Gate? If you use the Main Gate, you are probably familiar with the occasional backups in the visitor’s lane. Security must clear every vehicle in the visitor lane, and YOU can help speed up the process. They aim to do this in 10 seconds or less. Non-TEKControl or QR Code visitors take an average of 25 seconds to process at the visitor’s gate. You can use TekControl to speed up the process by registering your visitors in advance. But you can really speed up the process by having TekControl send your visitor a text or email by clicking the “Save and Send EPass” button. Your guest will receive a link to a QR (Quick Response) code that is good for the period you specified in TekControl (max 14 days). When your visitor arrives, all they must do is pull up the QR code on their phone and display it to the security guard. A quick scan by the scanning gun, and your visitor will receive a dash pass and will be sent on their way! 10 seconds! I’ve tried it and it works like a champ! 4. Water Quality. Since 2012, water clarity, measured by Total Suspended Solids and Secci Depth tests, has gotten better, which means our installation of sediment catching traps is improving the water quality resulting in clearer, cleaner water. We have seen a gain in Secci depth (clarity) of three feet between 2012 and 2022. Three major sediment control projects helped improve lake health: 13th Fairway Stream Restoration, 14th Fairway Pond and Eastover Park Water Quality Retrofit.
• Learn and obey the school bus laws in your state, as well as the flashing signal light system that school bus drivers use to alert motorists of pending actions: o Yellow flashing lights indicate the bus is preparing to stop to load or unload children. Motorists should slow down and prepare to stop their vehicles. o Red flashing lights and extended stop arms indicate the bus has stopped and children are getting on or off. Motorists must stop their cars and wait until the red lights stop flashing, the extended stop-arm is withdrawn, and the bus begins moving before starting to drive again.

With the move of our benefits consultant/broker Phil Howard from BB&T/McGriff to the Marsh & McLennan Agency, LOW Administration will be also be moving to Marsh & McLennan for our health care benefit plans. 4.5A Report from Orange County Planning Commissioner Regarding Wilderness Crossing. Mr. J. Bryan Nicol provided an update on the status of the proposed rezoning application for the 2600-acre Wilderness Crossing development on the north side of Route 3. The most recent rezoning application submitted by the developer is considered complete and is currently in the Committee Review stage. After that, the developer will hold a Town Hall, tentatively proposed for September 6 or 7, to provide information on the proposed project and get input from community residents. Future steps include review by the Orange County Planning Commission, the OC Board of Supervisors and two required public hearings. Mr. Nicol encouraged residents to contact him with any comments or concerns they may have on the project.

4.5 Report from Orange County School Board Representative Jim Hopkins reported teachers returned to school on August 1, and students will begin classes on August 10. There are sufficient teachers, bus drivers and nurses on staff to begin the new school year. Our new Superintendent is Dr. Daniel Hornick.

Board Amends Bylaws Regarding Assistant Treasurers
Section 3. Term. The Board shall elect the Officers of this Association listed in Section 2 above annually and each shall hold office for one (1) year unless he/she shall sooner resign, or shall be removed, or otherwise become disqualified to serve.

Start your pet training now. Soggy Doggie Swim returns to Sweetbriar Pool, Sunday Sept. 11, 1 to 3 PM. (Rain date is Sept. 18). At the end of each pool season, we reduce the chemicals in the pool to provide a safe and fun swim event for our four-legged friends. This reduction of chemicals also means no humans may enter the pool with their pets. As always, registration is required for all participants with proof of vaccinations (rabies, distemper, and kennel cough). What’s the Buzz All About?
The LOW Fun League, a senior, mixed bowling league, is seeking new members for the 2022/2023 season. The league bowls on Thursdays at 1 PM at the AMF Fredericksburg Lanes on Kilarney Drive, near the Harrison Crossing area, beginning on Oct. 6 continuing for 24 weeks, generally ending in late March. The league members include LOW residents and friends and has beginner to experienced bowlers with low to higher averages. We use 4-person mixed teams and generally finish bowling by 4 PM. We are a league that enjoys bowling for its fun, light exercise, and camaraderie. Tyler Childhelp Village and the LOW Childhelp Auxiliary. We had a hugely successful book fair at the Village in June, and the ice cream truck has made an appearance or two already. Our singular fundraiser, the Harvest Moon Dinner Dance and Silent Auction, is only a few months away; we are busy gathering donations for the auction and selling tickets for the dinner dance. We’ve sold almost 200 tickets thus far! Our Auxiliary has its own website – lowchildhelpauxiliary.org - maintained by past president and current treasurer Jane Haltmaier. Jane does a fine job with the website, but she is open to input and assistance from someone who excels in website design and upkeep. by Pat Licata, Friends of Wildlife at the Lake If you’ve visited a home with wooden eaves or decks, you’ve probably seen and heard the mass of bees hovering around and softly buzzing. They bore perfectly round holes with such precision that you’d have thought they were made by a drill! What are these huge things? Carpenter bees! Similar in size to bumblebees that nest underground, carpenter bees nest in wood, preferably at least two inches thick, or in tree trunks. The initial entryway they excavate is about an inch long, and their tunnels are made at right angles inside the wood. Carpenter bees, which are a pain in the wood, shouldn’t be a pain in the neck; the male doesn’t have a stinger, and the female is docile and typically stings only if handled. These bees may accidentally cause damage to your home when nesting, as may woodpeckers trying to eat the bee larvae. Carpenter bees are important pollinators that help pollinate not only wildflowers but your veggie garden as well! To minimize damage to your home without causing harm, consider building an alternate structure for them to nest in. Pesticides are not recommended because carpenter bees are prey for woodpeckers and the green lynx spider. Remember, pesticides impact more than just the “pest!”

Ladies ’n Friends by Kathy Smith, President LOW Ladies ’n Friends is a senior ladies bowling league that meets at the AMF Bowling Center in Fredericksburg each Monday from 10 AM to noon. Teams of three ladies bowl three games each week, for 28 weeks. The season ends by April. The 2022-2023 season will begin on Monday Sept. 12. A meeting will take place on Monday Sept. 12 at 9 AM. We will meet at the lanes to confirm returning teams, review league rules, review weekly costs, and meet any new members. Membership is open. The book deals with the situation in May 1940, after Hitler had overrun Western Europe. Standing alone, Britain faced being bombed and invaded, yet Churchill resisted the pressure to commence peace negotiations with Hitler. His position was described as “insane” and “suicidal.” The book focuses on what there was about Churchill that caused him not to negotiate when there appeared to be no reasonable alternative. It also explores the dynamics within the British War Cabinet that resulted in its adopting Churchill’s position.

The LOW LGA Lady Hawks are the second-place finishers in the Ladies League of Virginia Regional Championship. 6.6 Discussion of Lakes and Stormwater Management Plan Priorities of Lakes Committee, Maintenance and Ecology Committee and Planning Committee. Management has requested guidance from the Board to set priorities in the operating budget and Capital Spending Plan for lakes and stormwater management projects. Three key Committees, Lakes, M&E and Planning, submitted their recommended top five priorities, which the Board will take under advisement. The General Manager suggested a working group be formed in September to review priorities.

6.5 Discussion of Authorizing a Capital Project to Install an AllBox Outdoor Touchscreen Interface at the Front Entrance for Use During Night Closures for PersonnelVisitors.costs are putting upward pressure on the cost of our service contract with Allied Universal Security. Security Chief Scott Walker suggested considering installation of a TEK Control AllBox product, a touchscreen technology system, to allow invited guests entry to LOW during the overnight hours (e.g. 10 p.m. to 6 a.m.), a span of time when only 3-4 guests on average request entry. This would save the cost of an overnight officer at the main entrance now and in all future years. The pros and cons and logistics were discussed. The next step would be to arrange for a demonstration of the AllBox system.

Here in Virginia, our beautiful landscape holds a rich variety of terrain, native plants, and wildlife. But our rural landscape is changing as forests are cleared, habitat is destroyed, and farms disappear. We as individual landowners now hold the key to preserving and protecting the natural beauty of Virginia’s countryside for ourselves and future generations. Wildlife needs our help to survive. As forests are destroyed and housing replaces open land, our local wildlife is losing ground — literally. Mown lawns and a few isolated trees are no substitute for the rich tapestry of native trees and plants that have always sustained wildlife. Forest loss is one reason for a rapid decline in our songbirds, and chemical fertilizers and pesticides can kill our valuable pollinating insects, including butterflies, honeybees, and bumblebees. You can design a landscape that is nature-friendly and becomes something that is attractive and functional for people but also benefits wildlife, insects, and pollinators. All this will minimize negative impacts on the environment. So, what can you to do to help? Consider landscaping alternatives to a lawn that can be attractive and mean less work for you. Choose native plants and shrubs that are critical for wildlife and pollinators to thrive. Keep woodlands and fields natural and save existing trees and shrubs. Native plants do not need fertilizer. The LOW Garden Club is a member of the Shenandoah District of the Virginia Federation of Garden Clubs, as well as the National Garden Clubs. It is through the National organization that we participate in Penny Pines. At each meeting, we collect pennies for the purchase of acres to be planted in our national forests, to replace trees lost due to fire, drought, or other natural disasters. Several club members spent a few hours on Saturday, July 30, chatting with staff from the Office on Youth and staff from the Office of Parks and Recreation. The newly dedicated Unionville Community Park provided a centrally located drop off point for supplies for everyone living in Orange County. The Office on Youth staff gathered and sorted supplies and Alisha Vines, the Office Director, stated that she was so pleased with the amount of supplies that had been donated throughout the county for students. Parks and Recreation staff answered questions about various Orange County events and treated those who donated supplies to deliciously grilled hot dogs. Community members in attendance during the early afternoon also had an opportunity to speak with Yesli Vega, candidate for U.S. House of Representatives. She stopped by to drop off her boxes and bags of supplies and to answer questions and concerns raised by community members.

Ken has been an active member of the Lake of the Woods Lions Club for over 7 years. Club President Buell challenged the Lions to “think about when you first became a Lion, what motivated you then, and what motivates you to stay. And, as we begin this new year together, I would like our theme to be: Together We Can Do So Much.” Since the club’s chartering in 1982, its members have worked on a variety of projects in the local community, such as the Wilderness Food Pantry, eye glass recycling, medical equipment loans, and vision/hearing screenings. Proceeds from fundraising events, such as the weekly yard sales at the Velona Building, the club’s annual golf tournament, the Tree of Love and the White Cane have allowed the club to make donations to numerous local charities and to fund community needs grants, teacher grants and student scholarships.OnJuly2, over 25 LOW Lions members participated in the Independence Day Parade. They decorated three floats, highlighting the LOW Lions Club’s involvement with a variety of fund-raising activities, community service projects, and the Wilderness Food Pantry. The Lake of the Woods Veterans Club and the nation honor them on Sunday, Aug. 14, as Navajo Code Talkers Day, which was established in 1982.
The Navajo Code is possibly the only U.S. military code that has never been broken. A combined effort of many tribes including Cherokee, Choctaw, Comanche, Hopi, and Navajo during World War II used the complexity of the Navajo language to translate, send, and re-translate an initial coded message in roughly 150 seconds; a message that would have taken hours in comparison. They were the unsung heroes of World War II; their sacrifice and service were unknown to the public until the Code Talkers program was declassified in 1968.

The Assistant Treasurers for Risk Management are charged with evaluating material aspects of the Association’s financial reporting, internal controls, and audit functions, but are not authorized to direct or supervise the activities of the External Financial Auditors, Management, or Staff. The privilege to “jump out of a perfectly good airplane” is earned by the few fearless fighting Airborne. Tuesday Aug. 16, is observed as National Airborne Day, saluting the achievements of Army paratroopers. It began in 1940 as the first parachute test jump was made by 1st Lieutenant William T. Ryder, followed by Private William N. King. Operation Varsity on March 24, 1945, is considered one of the most successful Airborne forces operations from World War II that captured 3,500 German troops. Parachute missions have expanded to many branches of the U.S. Armed Forces since that time. The United States Navy has the SEAL teams and parachute demonstration team Leap Frog. There is the Air Force Pararescue. The United States Army Parachute Team is nicknamed the Golden Knights. The United States Marine Corps had a specialized combat unit of Para marines in World War II. The Veterans Club is especially proud of its paratrooper members.

Retirement is a wonderful reward for all those years of hard work. LOW clubs swell with new members and those who seek to stay fit often turn to yoga, pickleball, running, and square dancing, all kinds of activities that keep you fit and social. This summer my husband and I have been in a travel whirlwind. So many things to see; so many new people to meet. One of our favorite new friends is Jay Fitch. Jay is 91 years young. We met him two years ago when he was calling and dancing at a square dance convention in Ohio. Most recently, we saw him at the National Convention in Indiana. The 38th Annual LOW Fine Arts Show and Sale is coming! Mark your calendar for October 29-30 when the Lake artists, authors, and woodworkers return to the Community Center to share their creations with the community. A wide variety of art media will be featured, included paintings, photography, fiber, wood, ceramics, jewelry, glass, mixed media, and more. LOW Arts has been growing over the past couple years and we expect a full complement of artists and authors will be participating this year; some familiar faces and some exhibiting for the first time. Check the LOW Arts Facebook page and our website (at www.lakeofthewoodsarts.com) as the show approaches to get a sneak preview of some of the artwork that will be featured at the show. As in past years, there will be a raffle of artwork, with all proceeds benefiting the art programs in the Orange County Public Schools. Among the raffle items will be a big “basket of art” donated by participating artists, and several collaborative art pieces created by our artists. Raffle tickets are just $1 and will be available at the Clubhouse on several dates in advance of the show starting in September, and, of course, throughout the show itself. The lucky winners will be notified at the conclusion of the show and need not be present to win. You do not have to be an active member of LOW Arts to exhibit in the show, but you do need to be a LOW resident and create original artwork. Pick up an art show entry form at the Holcomb Building or the Community Center starting on Aug. 15 and submit it as noted on the form. Each year Orange County approves a budget for the ensuing fiscal year. However, there are changes to that budget that are approved at almost every Supervisor meeting. Any new revenue from unexpected or unplanned sources must be appropriated into the budget prior to its expenditure. Unexpected expenses need to be included in the budget as well, with those expenses funded with contingency funds. Recent examples of unplanned revenue include donations to the animal shelter, forfeited assets sales, donations for TRIAD, donations to the Office on Youth, a donation for Fire & Rescue training, and library lost book fees. More significant revenue from grants that various departments receive include a $19,000 grant for the Circuits Clerks Office from The Technology Trust Funds, a $60,000 grant from the Virginia Tourism Corporation, $20,000 from the Virginia Brownfields Assistance Fund for an environmental assessment and $1,000,000 from the American Rescue Plan Act for capital investment for county broadband. Recent unplanned expenditures include $2,400 for outside technical assistance related to land use, $85,000 for additional litigation expenses and $37,714 for increased unemployment expense. As new homes are built, they are assessed for incorporation into the tax base. An additional $7,500 was needed to cover this increased assessment cost. This year 467 building permits were issued as compared to 247 last year. A parcel unexpectedly came on the market this year that was ideal for expansion of the county’s initiative in parks and was adjacent to current county land. Procurement of that parcel cost $330,000. A budget adjustment of $1.1 million was made to pay for the additional school resource officers that I mentioned in a previous article. This month, some of you will receive a survey questionnaire about current and future transportation needs for residents of Lake of the Woods and eastern Orange County. The questionnaire is meant to determine the adequacy of local transportation for residents over 55 years of age and other adults with mobility challenges. The questionnaire was developed by the Regional Transportation Collaborative, the Center for Survey Research at the University of Virginia, and LOWLINC. It is meant to be filled out by persons over 55 or those with mobility challenges that affect their access to transportation. The survey questionnaire was mailed to about a quarter of the residents of this area, but if you did not receive one and would like provide input, a web survey will be available later in August, and I will provide the link in my next article. If you get the mailed survey questionnaire, I encourage you to fill it out and submit it so that effective transportation planning can be conducted.
