We are now more than halfway through our current fiscal year, which will end April 30, 2023. As you may recall, in several of my most recent Lake Currents reports I have written about the adverse effects that inflation and staffing issues have had on LOWA’s finances, and its ability to provide services to its members. From April 2021 through October 2022, inflation, as measured by the Consumer Price Index, is up over 12 percent, while the member assessment in this fiscal year’s budget increased 6.2%. This means that, with half of our current fiscal year over, our member assessment income already is lagging almost 6% behind inflation. The economic climate is challenging, and I am confident that LOWA and its members are up to that challenge.
The second quarter results are now in. Despite inflation and staffing challenges LOWA is still projected to finish with a very modest operating cash surplus. Our amenities as a group (the Equestrian Center, the Pools, the Fitness Center, Communications, Community Activities, and Golf Operations) are performing close to budget expectations. However, the Clubhouse and Fareways continue to have significant negative variances from budget. This is consistent with national trends showing that restaurants are being challenged by rising costs, staffing issues, and consumers reducing their discretionary spending. Adjustments are being made to address these negative variances. We will continue to diligently contain costs and look for opportunities to increase amenity revenue.
New Construction & Renovation Fees collected through Oct. 31 this fiscal year amount to $263,709. At the same time last year LOWA had collected $335,001 in NC&R Fees. The current state of the economy, as well as the declining number of undeveloped lots at LOW, probably account for the lower collected NC&R Fees this year. We still anticipate that NC&R Fees collected this year will be able to provide us with at least $200,000 to support next fiscal year’s budget. This year’s NC&R Fees experience does suggest that LOWA cannot continue to expect that NC&R Fees will provide the level of funds they have in the past.
By the time you read this, LOWA will be well along in its process for budgeting for its next fiscal year beginning May 1, 2023. That budget process will, by necessity, address the impact that inflation and staffing issues are having on LOWA’s budget. Three days of hearings on the budget with both the Finance Committee and the Planning Committee just ended on Dec. 1. The Board presently is scheduled to adopt the budget for the next fiscal year on Feb. 15. Now is a good time for members to educate themselves about the proposed budget and to provide comments and suggestions to staff, members of the Finance and Planning Committees and members of the Board.
One final item: Recently it has been asked on social media whether Orange County real estate taxes are being assessed and paid on LOWA common space (examples are the lakes, the roads, and the golf course) owned by the Association.
The answer is “No.” In fact, under Virginia law, localities are prohibited from assessing real estate taxes against LOWA and other HOAs for common space. LOWA presently owns two residential lots, which are not part of the common space, and pays about $400 per year in real estate taxes for these two lots. LOWA pays no other real estate taxes.

As you read this, the three-day Budget Hearings will have just been completed. Chaired by the Finance and Planning Committees, the hearings discussed the proposed fiscal year 2023-24 operating budget in detail with the General Manager and all his key staff. The Board attended these meetings as observers, and learned a lot about potential sources of revenue as well as potential areas to decrease expenses. The last day focused on large, proposed repair and replacement items as well as possible new assets and improvements. There is no doubt that this will not be an easy budget to construct, and a lot of difficult decisions will have to be made. Several revisions to this budget will occur over the next two months as the Board and General Manager try to find an appropriate balance between trying to fund all the things that would benefit our community and the realities of inflation, staffing shortages, and supply chain issues. The final budget will be approved by the Board at its Feb. 15, meeting and that will set the assessment for 2023-24, beginning May 1.
I thought this might be a good opportunity to update you on the situation at the main gate, especially since we saw backups once again during this Thanksgiving holiday. As many of you may already know, last year’s Board hired A. Morton Thomas to collect data on traffic patterns at the main gate. The Board also created a Working Group to work with AMT to develop various alternatives, either at the main gate or at a possible new third gate. One of the Board’s goals for this 2022-2023 term is to implement a plan to address congestion at the main gate. AMT made several presentations to the Board, the last on Sept. 21, which laid out options with estimated costs for each. The Working Group will make a presentation to the Board at its Dec. 14 meeting, and will recommend which alternative it believes the Board should approve. We will then solicit and consider member input before selecting a plan option. No alternative will be cheap or easy to implement, so I urge you to review the alternatives and provide your input when requested. Once an alternative is approved, we will start assessing funding options and develop a project schedule. Our intent is to communicate with our membership throughout this process to keep members updated on project schedule, funding, and progress. Traffic congestion has been an increasing problem for quite some time, and we hope to finally get proactive in solving it.
I hope everyone had a relaxing and enjoyable Thanksgiving, whether you spent it alone, with friends, family, or neighbors. This is the season of many gatherings and events which can be delightful but also stressful. So, take some time to destress in whatever way works for you, and then get ready for a busy December. We will be lighting our Christmas tree on Friday, Dec. 2 at 7 PM. I will be there, and I hope to see many of you there also. That will be the first of many holiday events which include Christkindlmarkt on Dec. 3 at the Community Center, a Dinner/Dance with the Silver Tones on Dec. 10 at the Clubhouse, and Dinner with Santa on Dec. 11 at the Clubhouse. Don’t forget to participate in the Holiday Home Decorating Contest or, if you prefer, drive around our community to see how creative your neighbors are!

On Thanksgiving Day, we experienced the busiest single day of the year and our Security team implemented an alternate setup at the Main Gate, aimed at relieving congestion from the crush of guest arrivals. One of our Road Patrol officers was posted at the entrance to open the barcode lane gate for guests already holding a TEK Control dash pass.
Security Chief Richard Harrell said that while there were backups, Security admitted all the guests without incident, and without a law enforcement mandated opening. Total guest count for Thanksgiving Day 2022 was 1,609, compared to 1,046 for Thanksgiving Day 2021.
It is important to remember the congestion we see on peak times when the LOWA Board of Directors discusses improving the Main Gate infrastructure. You may want to tune in to the Dec. 14 Board meeting to hear a presentation about construction options to improve the Main Gate to mitigate congestion.
ALLBOX. Look for the implementation of the AllBox on or after Feb. 1. You can see where we have paved a turn around lane in anticipation of the installation of the pedestal for the AllBox. Guests that do not have authorization will have to turn around and exit.
The LOWA Board has already approved the overnight closure and use of a TEK Control device called the AllBox to check in guests from 10 PM to 6 AM.
The big idea is to use automation to check in what averages to be 13 guests per night in an eight-hour period. The AllBox will enable a guest to scan an e-pass, look up/contact member using a 4-digit code, or call a security guard to get a pass and open the gate arm. We will still have two road patrol officers roving through the community during the overnight hours who can admit invited guests.
The Security contract costs with Allied Universal Security Services will increase next year; the AllBox helps to mitigate that cost increase.

Assistant General Manager Carolyn Brodeur summarized options for location, possible AED device brands, necessary maintenance and monitoring responsibility, requirements in Virginia Code and LOWA governing documents, as well as associated cost considerations. Director Kay reported the ECC continues to work on proposed amendments to Regulations V and XVI. A draft should be ready for the Board in December or January.
5.4 Committee Reports
A. Fitness Committee – John Yurechko, Chair
Since October 2021, the Fitness Center has experienced modest growth from 740 to 789 members with 1579 membership cards issued. Net income of $28,912 against $28,414 estimated revenue in the budget resulted in a net income variance from budget of $498. FLOW funds were used for upgrading equipment and group fitness classes were expanded to include Yoga and other core fitness and cardio classes. On the wish list are new/ replacement equipment requests and a desire to have improvements to the walking paths folded into ongoing LOWA budgetary efforts. Overall, the Fitness Center financials remain healthy.

A. Coronavirus and LOWA: The Orange County transmission rate is currently classified as “low”. LOWA staff vaccination rate is now 95%.
In October, we collected $406,235 in FY2022/23 lot assessments, for a total of $6,901,603 or 87.8% of total lot assessments billed. As of October 31, the preliminary unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $313,601, primarily the result of unbudgeted New Construction and Renovation (NCR) fee receipts. Delinquency rate on October 31 as 4.4% compared to 3.5% at this time last year.
The forecast for LOWA’s FY2022/23 year-end cash flow from operations is currently projected to be $47,000. Efforts continue to improve restaurant margins and monitor operations and costs at other amenities. An updated forecast will be available the end of this week.
The GM has divided the duties of the former Digital Projects Coordinator among existing staff as a way to retain, promote and crosstrain current personnel. As a result of these changes, Chris Porter has been promoted to Communications Assistant, Travis Miller to Video & Media Specialist and Jessica Salgado-Garcia of Member Services will also serve as the Business Systems Support Representative.
Chair Jack Simons reported the Committee has a full complement of members and four alternates. The Committee is meeting monthly and tracking progress made on ongoing activities related to dredge work, ditch and road repairs and leaf removal. Capital proposals were provided for the annual budget in the areas of ditch repair/replacement, the Veteran’s Dam walking trail and stormwater management crew resources. Various means and methods for improving water quality at Keatons Lake are being explored in consultation with the Lakes Committee. M & E is continuing to work with several other Committees on a broad variety of projects, and has helped develop an enhanced LOWA Safety Manual which is nearing final review.

7. NEW BUSINESS
The Lake of the Woods Players recent production of Leslie Bricusse’s Scrooge The Musical played to sold out audiences and received raves from those who attended. About 1,300 tickets were sold, the largest audience ever for the LOW Players. This musical, based on Charles Dickens classic tale, A Christmas Carol, portrays a miserly old man visited by ghosts of Christmas Past, Present and Future to learn the true meaning of Christmas and change his miserly ways.
The production was superbly directed by Barbara Cochran, who has directed several well-received productions at Lake of the Woods and other venues in the region. In his first engagement with the LOW Players, Musical Director Paul Beaulieu coached soloists and chorus members to beautifully present the musical score. Choreographer Bobbi Jo Phillips created routines that greatly enhanced the production. Producer Bob McFarland has a long history of producing LOW Player productions.
On Sunday, Nov. 13, members of Lake of the Woods Volunteer Fire & Rescue Company Inc. concluded their annual food drive to benefit the Wilderness Food Pantry.
This year the food drive added over 1,840 pounds of food to the shelves of the Wilderness Food Pantry, and over $1,750 to their coffers. All collected funds and food were delivered by our volunteers to the staff at the pantry to help neighbors in need.
“We are grateful to everyone in the community who helped to make the collection successful. This annual event could not happen without our dedicated volunteers and our local partners, Walmart (Facility #5731) and Food Lion (Store #973),” said retired Fire Chief and Food Drive Chairman Dick Ferguson. “In these complicated economic times, we know that we have neighbors in need of assistance; local pantries, such as the Wilderness Food Pantry, continue to see an increase in those enrolling in their programs.
The highlight of this production was the absolutely outstanding performance of John Hollinger, who played the role of Ebenezer Scrooge. The intensity and emotion he brought to this role really stirred the audience and other cast members. Other significant performers included Tim Witherspoon as Bob Cratchit, Anna Sammel as Isabel. Steve Hein as Tom Jenks, Wilson Johnson as Jacob Marley, Dave Schubert as Mr. Fezziwig, and Cameron Kuvinka as Tiny Tim.
The rest of the cast are theatre-loving volunteers from throughout the region. It consisted of many LOW Players regulars, but also included many first-time participants and a number of children, guaranteeing a strong basis for the LOW Players of Into the Woods and Guys and Dolls in 2023.
Our board appreciates the work and time that our members put into so many projects. There really are not enough words to thank them. The holiday season is upon us, and although the bulk of gardening tasks are finished, the LOW Garden Club is still hard at work, making sure that all the gardens we care for continue to receive the care they need this season. We also continue to collect plastic bags toward another Trex park bench, and donations toward our award-winning Penny Pines project that provides reforestation for decimated areas.
This week, the Garden Club is getting ready to judge the LOW Holiday Home Decorating Contest. Winners (and runners-up) of this annual outdoor event will be published in the Dec. 16 edition of Lake Currents. Residents will be able to drive around and see the half-dozen homes published in the newsletter.
As a small token of appreciation to our workers, the club provides a Holiday Tea every December. A bounteous spread of treats is provided, and a fun activity ensues. Each member brings a cup or mug from home, which generates lots of conversation.
We appreciate all the warm comments from those of you who notice and enjoy the Memorial Garden, Clubhouse Garden, and Wilderness Library Garden. We wish you all the happiest of holidays!
The LOW Garden Club is a member of the Shenandoah District of the Virginia Federation of Garden Clubs, as well as the National Garden Clubs. It is through the national organization that we participate in Penny Pines. At each meeting, we collect pennies for the purchase of acres to be planted in our national forests, to replace trees lost due to fire, drought, or other natural disasters. Our club’s donations are earmarked for Virginia, but individuals may donate a plantation for any state they choose.

The Clubhouse hosted dual ceremonies prior to the Veterans Day dinners on Nov. 11, for all veterans who reside in Lake of the Woods. The original annual Veterans Day ceremony had been canceled due to inclement weather. The observances included remarks made by Club President Mike Ferguson, the Pledge of Allegiance led by Club Vice President Dan Greene, and an illuminating address on the origin of Veterans Day by Bill Derryberry. It was concluded with the musical combo, Just Friends. Mark, Chris, and Jan played and sang a medley of service songs. As each service song played, veterans across the room stood to honor their respective branches.
The Veterans Club was proud to present Club Manager Ryan Richardson and the Clubhouse staff a plaque recognizing their continuing support of veterans in the Lake of the Woods community.
On the warm winter morning of Dec. 7, 1941, in Honolulu, Hawaii, hundreds of Japanese planes carried out a wounding strike on the Pearl Harbor naval base. They managed a complete surprise, and for nearly two hours the Japanese fighters, bombers, and torpedo planes assailed United States forces. This year, as we sip our coffee, let us pause and remember the shock, pain, suffering, and battle for their lives that our fellow Americans were experiencing that fateful December day. To honor those who died in the attack on Pearl Harbor, all United States government buildings and the White House will fly the American flag at half-mast.
The Veterans Club reminds its local veterans of the Holiday Ball on Dec. 9, from 6 to 10 PM at the Clubhouse. During the busy Christmas season, when leisure (and reading) time is often limited, the short story is a convenient and welcome literary source. For its Dec. 14 meeting, the LOW Book Club will discuss selections from the many Christmas story collections available in all three local library systems.
Among collections containing the most varied and diverse tales are A Vintage Christmas, a Collection of Classic Stories and Poems; The Family Read-Aloud Christmas Treasury, compiled by Alice Low; and Christmas in My Heart: A Timeless Treasury of Heart-Warming Stories, compiled and edited by Joe Wheeler. The stories take place from the 1800’s to modern day. Christmas would not be complete without Charles Dickens, and The Oxford Illustrated Dickens Christmas Stories entertains with sentimental and thought-provoking episodes, and without one mention of Scrooge and Tiny Tim.
For mystery lovers, tales from the darker side of the season are told in Christmas at the Mysterious Bookshop: ‘Tis the Season to be Deadly, edited by Otto Penzler; The Mistletoe Murders and Other Stories, by P. D. James; and The Big Book of Christmas Mysteries, also edited by Otto Penzler. These vintage stories from classic crime writers explore another side the of the supposed season of good will.

Management recommends the Board discuss the Five-year Capital Plan today in preparation for action at their December 14, 2022 Board meeting. The General Manager proposed five projects be included in FY2023 totaling $243,000. Directors offered their comments and recommendations on possible changes to specific items in the plan affecting capital spending in the FY2023/24 budget.

The Planning Committee updates the Land Use Study every five years. We are proud to announce and congratulate our second quarter award winner, Catalina Falcon! Catalina came to the Equestrian Center with a love for horses, but with very limited experience. In the two summers she has had lessons, her love has further blossomed, and she has a very bright future in the sport. Catalina has ridden all our LOWA lesson horses and can barely pick a favorite, but when pressed, she says Patton is her favorite because he has taught her the most about posting. The Equestrian Center would also like to thank her grandparents, Luiz and Karen Falcon for enrolling Catalina in lessons, helping her to apply to the Equestrian Center Committee’s Scholarship Program, and supporting and enabling her to stay consistent in her riding routine. How is the Equestrian of the Quarter chosen?

If you think Santa only travels by sleigh, pulled by reindeer, you may be surprised if you visit Eastern Orange County this year. The Lake of the Woods Volunteer Fire & Rescue Company will once again host this special guest as part of our annual visit from Santa Claus.
With a large vehicle to maneuver, Santa will stay on main roads and follow a lead vehicle to allow community members and visitors, a safe viewing area.
“Because of his busy schedule, Santa will be unable to stop for pictures,” said Fire Chief Mike Cianci. The following schedule may change due to weather or calls for service:
• Friday, Dec. 16 – 5 PM. From the LOW Front Gate to Confederate Drive on the marina side of the lake, then to Route 3 to Sheetz and Food Lion, ending at the Walmart parking lot.

Around Thanksgiving every year, our Lake of the Woods waters become home to flocks of Coots and Buffleheads—those birds you see on the lake one minute, and then, poof, they’re gone! While most of our waterfowl prefer full-timer status, these birds doing the disappearing act are usually only here until around Apr. 15. Hmmm, are they rushing off to file their taxes, or are they tax evaders?

The American Coots have greyishblack plumage with white tips on the secondary flight feathers, red eyes, white bills, and reddish-brown frontal shields on the foreheads. Similar in size to a small duck, coots have long, lobed toes. These toes help propel the Coots while swimming, to get through mats of plant material on the surface of the water, and to disperse body heat in high temperatures.
Weighing up to three pounds, Coots feed on the surface of the water or dive up to 25 feet, either to feed or to make a quick getaway. They eat mostly plant material but will also feed on small fish, tadpoles, snails, worms, insects, and the eggs of other birds. Communing in flocks of a few birds to hundreds, the Coots can live up to 20 years. They are migratory birds, coming to winter with us from the north-central US or Canada. Their two most common predators are the osprey and the bald eagle.
Male Buffleheads are black and white, with glossy heads and large white patches behind the eyes. Female Buffleheads aren’t as striking, displaying more muted shades of gray.
Buffleheads also dive for their food, using their wings to “fly” through the water. While enjoying insects, they also feast on plant material and fish eggs.
The flock size for Buffleheads is small, less than 50 birds. With a lifespan of approximately 13 years, Buffleheads are visiting from Alaska or Canada. Their most common predators are several species of owls, bald eagles, and other large predatory birds.
These returning wintering populations of Coots and Buffleheads indicate that our habitat is healthy and desirable! Welcome them!

I woke up this past Saturday morning, the mercury read 24 degrees, and I thought to myself, are all Pickleballers this crazy?
Yes, they are!
Within an hour, the pickleball courts were full as players volleyed back and forth, part of the Toys for Tots, ‘130 or Bust’ pickleball tournament.
The fourth just for fun tournament, organized through the LOW Pickleball Club, was held to support the Marine Corps Toys for Tots mission. For the tournament, all players were asked to donate a toy as their entry fee.

The Toys for Tots program was established in 1947, and annually proudly donates 19 million toys to over 7 million children. The LOW Pickleball Club certainly participated this year, donating 128 toys.
A total of 42 teams entered the round-robin tournament: 11 men’s doubles, 10 women’s doubles, and 21 mixed doubles teams. The caveat for entry into this tournament was that the aggregate age of each team had to be 130 years or greater. A shout out to our most seasoned team - Jim Bois and Gail MacMullan – 152 years!
After months of planning by the Pickleball Board tournament committee, the event was deemed a huge success. The time and effort taken has helped improve everyone’s game. “I’m convinced it makes us all just love the sport even more,” said Dave Gledhill.
By tournament’s end, 126 games of outstanding competitive play had been completed. Gold, silver, and bronze medals were presented in each division:

Most of you are aware that, in addition to the elected Lake of the Woods Association Board of Directors, there is an extensive committee structure that provides recommendations to the Board and, in some cases, actually carries out the functions of the Association. Orange County has many similar committees, boards, and commissions to assist with county governing. Just as LOWA Board members have liaison relationships to the various committees, the Orange County Supervisors have similar relationships and duties. Supervisor relationships and liaisons are both internal to the county and external. Various internal relationships include Airport Commission, Planning Commission, Economic Development Authority, Health Center Commission, School Board, Social Services Advisory Board, Volunteer Fire Chief’s Association, Germanna Wilderness Area Steering Committee, and liaisons with the towns and LOWA. External Relationships include the Central Virginia Jail Authority, Rapidan Service Authority, Rappahannock-Rapidan Regional Commission, Rappahannock-Rapidan Community Services Board, and the Virginia Association of Counties.
Like LOWA, the Supervisors have appointed citizens to serve on various boards and committees. Some of these appointments are assigned by voting district so that each Supervisor has a specific slot on a committee or board and others are at-large. A number of LOW residents are serving with the county and I will mention them so that you know who is supporting your county government. Currently serving members are:

• Environmental Resources Manager, Full-Time salaried position. To provide expertise and make management decisions for recreational lakes and surface water issues. Additional responsibilities include: budgetary and personnel items pertaining to lakes, marinas, stormwater management, and regulation enforcement. This position conducts monitoring, research, data collection, and analyses related to lakes and tributaries for implementing long-term watershed management strategies, operating two dams in accordance with VA regulations. Required skills include GIS, technical writing, interpreting environmental data, and ability to communicate effectively orally and in writing with administration, community committees, and other association departments. Qualifications: A minimum of B.S. in limnology, biology, ecology, environmental science, natural resources management, or other closely related field. Two-three years’ experience in management of water resources, especially recreational lakes, can be substituted.
MAINTENANCE: Roads Full-Time hourly position. Operate vehicles and equipment as required to maintain and repair streets, patch holes, install/maintain street signs, cut brush and seasonably remove snow and ice. Must be able to lift 50 lbs., use a variety of hand tools, chain saws and vehicles. Work is performed outdoors in all weather conditions in loud noise level and exposed to fumes, hot liquids, and materials. HS diploma required with one year related experience.
