GM Report

Lake Carroll Vehicle Decals: Each spring our Security Department adds additional manpower and makes a concentrated effort to monitor the roadways, marinas and parking lots. Our goal is to make sure that the vehicles parked in the Association lots, Marinas, Beach, Lodge, Pools, Campground, Three Tubes etc. are vehicles which are registered and belong to Members of the LCA. The main thing we look for is a current LCA 2014 decal on the windshield of your vehicles. A vehicle parked in these areas without a decal appears to us, as well as other Members, as a vehicle which does not belong there. Please make sure to place your 2014 vehicle decal on your windshield. Current decals are required to be displayed prior to April 1st. The guys are just doing their jobs and the last thing they want to Mike Schmieder do is write citations for Property Owners who have purchased, but are not General Manager displaying the proper decals.

Fitness Room: Most are probably aware that we opened our fitness room earlier this year, but for those who don’t know, we now have a facility that we can all be proud of.

Thanks to the relentless efforts of Charlee Thompson, the Recreation Committee, and Chelsey Heckman, our Recreation Director, this idea finally became a reality. The old Nature Center in the Lodge received a makeover last fall and the room was furnished with equipment which was acquired through generous donations by numerous Lake Carroll Members. The room and equipment will provide a quality workout and offers spectacular views of the ski hill. If you haven’t had the opportunity to visit the new Plumtree Fitness Center, I invite you to stop by and see our newest amenity for yourself.

Spillway Bridge Deck: By the time you read this, construction on the Spillway Bridge will have already started. The project was scheduled to begin on Monday, April 28th and will be completed by Friday, May 23rd. This repair will require the closure of Lake Carroll Blvd. from the south end of the dam to the West Marina. The West Marina will be accessible only from the north end of the complex during this time. All local law enforcement and emergency responders have been notified of the temporary road closure. Thanks and I hope to see many of you enjoying the Lake this coming Memorial Day.

2014 DECALS/MEMBERSHIP CARDS As has been reported in the April issue of the Lake Carroll News, decals & Membership cards have been issued to Members who are current with their 2014 dues & fees and have returned the 2014 Information Sheet with the appropriate fees, insurance papers and registrations & photos. Effective April 1, 2014, decals must be displayed. As the summer season draws closer, more & more owners are trying to register all their “toys” which is required to enjoy the summertime amenities. Please plan ahead by calling the front desk (ext 10 or 20). The Front Desk Staff will let you know what is needed to complete the registration process. By calling in advance, the front desk will try to have everything ready for you when you arrive at the office. Weekends (especially this time of year) can get a bit hectic.

Please help us by checking your records, make sure you have decals for each and every one of your watercraft, atv’s, etc. you intend to use. We will do all we can to help. Saturday morning is usually not a great day to get in touch with your insurance agency for your insurance updates or for you to locate the current registration cards! If you plan on using the amenities (i.e. golf course, pool) and haven’t submitted your photos for your membership cards, email them now to photoid@golakecarroll.com. As always, all dues & fees must be current to use the amenities and register your “toys”.

BOAT REGISTRATION Boat decals plus the CORRECT lot and section number must be displayed on all watercraft PRIOR to launching. The Association requires at least one member per lot to attend the IDNR Boat Safety course. This course is mandatory if you wish to register a boat at Lake Carroll. If you have taken the course at Lake Carroll, the office will have your records. If you take the course at another location, the Association Office will need to have a copy of the yellow certification card, which you should have received at the completion of the course. You must also complete and pass the Lake Carroll Boat Safety Quiz. Upon completion your test will be on file with the Association Office. The LC Boat Safety Quiz is available on the Lake Carroll website on the Lake and Natural Resource webpage and at the Association Office. For information on IDNR Boat Safety class locations throughout the state call: 1-800-832-2599. You may also go online http://boat-ed.com/il/ and complete the test. You will need to print the page with your results, if you wish to register watercraft at the Lake prior to receiving your actual IDNR Boat Safety card.

MARINA CONCESSION Please review the Marina Concession procedures if you plan to use the concession invoices at the time of purchase at the marina. As always, only members in good standing may elect to pay their purchases made at the Lake Carroll Marina by using the Marina Concession invoice. A minimum purchase of $25 is required to utilize this method of purchasing. A current Visa/MasterCard authorization form must be on file at the Association Office or your payment MUST be received within 15 days of purchase. If no payment is made within the 15 day timeframe, the amount due will be processed with the Visa/MasterCard information on file. The Association may curtail the privilege of purchasing at the Marina if concession invoices remain unpaid.

THE ASSOCIATION DOES NOT SEND STATEMENTS FOR CONCESSION INVOICES. Please refer to the 2014 Rules & Regulations for complete details, Chapter II, Section F. 4. Page 24-25.

Members in good standing may also use their credit cards or Lake Carroll gift cards at the Marina to pay for their purchases at the marina.

CAMPER INFORMATION Reminder: The month of May is the start of the mandatory camping requirements for the seasonal campsites. Two (2) overnight camps are required in May; four (4) overnight stays are required in June, July & August and September requires two (2) overnight camps. All campers must sign in with the campground host upon arrival. Campers may also sign in at the Association Office, if the campground host is not available. The sign-in forms are used to track the camping requirements. Please save your copies for your records. Reservations for the daily/weekly sites may be made by calling the Association Office Front Desk 815-493-2552 ext 10. All dues & fees must be current to use any of the Lake Carroll amenities. Please review your campground rules. Only one reservation may be on the books at a time. All campers must have a 2014 decal displayed. If you have not yet received yours, please call the Front Desk (815-493-2552 ext 10) MARINA SLIPS There are still some Marina slips available at the West Marina (dam) for the 2014 season. The fee is $525.00. Please call Julie at 815-493-2552 x14 (Monday-Friday 8:00 – 4:00 PM) if you are interested in one of them. Only members in good standing are eligible to use the slips. Please refer to the 2014 Rules & Regulations for complete details.

NEW OWNERS Lake Carroll has several new families using the facilities this summer and we welcome all of you.

Copies of the Rules & Regulations, By-Laws, Fee Schedules, an Information Sheet and registration information are sent upon receipt of the recorded deed & transfer fees to new Members. Please review this information. Decals & photo id cards will be issued when the photos are provided for our database and the completed information sheet is returned to the Association Office. All dues and fees must be current. If you return the information sheet in person, the Front Desk Staff will be happy to take photos of your family. Processing the 2014 cards will be done as time allows. You may also email your photos to photoid@golakecarroll.com. Please call or visit our office if you have questions.

QUARTERLY DUES PAYMENTS April 30th, 2014 was the 2nd quarter due date for owners paying their dues on the quarterly payment schedule. A $100 late fee was added to unpaid quarterly accounts if no 2nd quarter payment was received by the due date.

Letters to the Editor Policy The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

ATTENTION: By the time you are reading this article, the Lake Carroll Dam will be closed to through traffic, due to the spillway bridge deck repair. Local emergency services have been notified to use the Peace and Quiet Road entrance to gain access to sections 25 through 28. You may want to notify your guests about the closure to avoid any confusion. The estimated time for the road to be reopened is May 23rd, but please remember this is just an estimate.

Hello everybody I would like to touch base on a couple of new items for 2014. The first as many of you already know, Illinois now offers the ability to obtain a “conceal/carry” permit.

The Lake Carroll Board of Directors has determined the Lake Carroll Clubhouse and the Lake Carroll Lodge to be “no carry” areas; signage has been erected at the entrances.

The second is for golfers who pay the trail fee and use their private carts on the LC golf course. Any private golf carts driven on Lake Carroll roadways must display a safety flag, as stated on page 45, section 3.iii. of the Rules and Regulations booklet. These flags can be purchased at the Association Office or at the Pro Shop.

It is that time of year again; please display your new 2014 decals, vehicles, boats, ATV’s, golf carts and campers.

All property owners please be aware of the new rental Rules and Regulations which can be found in the 2014 booklet on page 58.

I would like to encourage everyone that has not picked up a 2014 copy of the Rules and Regulations to please do so. They are available no charge at the LCA Office. They are also available online at www.golakecarroll.com in the document section. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

Once again the Security Department has to deal with complaints about illegal dumping, disposal of garbage. It is illegal to dump residential refuse in any Lake Carroll Association dumpsters or dumpsters rented by contactors. If your residence does not receive garbage pick-up then the garbage must be transported back to your residence, and please remind your guests.

I would like to wish all the property owners and their guests a safe and enjoyable spring season and DON’T’ FORGET YEILD TO YELLOW!!!

Did You Know: All piers, docks, boat lifts and swim platforms must have section and lot numbers and reflective devices above the waterline and visible from the lake. This rule is located on page 19, Chapter I, Section G.4.

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup. All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Rules and Regulations page 37, Chapter IV, Sec C.6.

Did You Know: ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Rules and Regulations page 7, Chapter I, Sec B.2.e&f.

Did You Know: It is illegal to let you dog or cat roam freely at Lake Carroll. Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the Rules and Regulations regarding pets page 37, Chapter IV, Sec C.8. in your Rules and Regulations booklet.

As we enter into our busy boating season, please review the current Rules & Regulations and the following checklist. We want everyone to have a great and safe season!

Lake Carroll’s Watercraft Safety Checklist Created by the LC Safety Committee and Neighborhood Watch ___ All state and Lake Carroll identification and licensing stickers current and in place. ___ The boat passenger capacity rating label prominently displayed. ___ A Personal Flotation Device (life jacket) on board for all anticipated passengers and age brackets. And remember that any person under the age of 13 is required by law to wear a Type I, II or III PFD while the boat is underway. ___ A boat over 16 ft. in length is required to have an approved throwable (Type IV) flotation device on board. We recommend including one in all boats. ___ A paddle or oar. ___ Workable fire extinguisher on board and readily accessible away from the engine. ___ Carburetor flame arrester on inboard engine ___ Lanyard Stop Switch (engine kill switch) operative. ___ Starting battery securely fastened in place. ___ Positive terminal of the battery insulated (covered). ___ State approved horn or whistle on board and operable. ___ All navigation lights in place and operable. ___ Skier Down Flag is now MANDATORY. If you will be towing someone behind your watercraft (ski, wakeboard, tubing…anything that has a person who could fall into the lake and be unattached to your watercraft), you MUST have this flag to signal caution to other boats of a person in the water. ___ And don’t forget the drain plug! Be sure it’s installed before arriving at the marina.

Prez Sez

Good-bye Old Man Winter! Given the never ending winter we experienced it is nice to talk about other issues. The NICOR project is moving along and I’m sure there are many more articles written in this issue describing updates, so I will not take time on what may just be repeating what others are reporting. It seems to me, being a Board Member, provides constant comedy and drama. My phone may ring with a variety of emotions on the other end. Meeting members at all unforeseen places many times causes discussions that inform me of things I’m not aware of, misunderstandings or interpretations, or just opinions that Norm Hoffman feel good to express. Our Board, members, staff, and the general Board President public with their stories and characters sure keeps life interesting.

All of us constantly deal with conflicts and the way we handle them can be positive or negative to the person receiving the response. I had that occasion this month when dealing with a member who did not agree with the policy at the Golf Course concerning the fee charged to a leased cart. My explanation to him was not going anywhere and later I found out he complained to Jason Hill and Mike Schmieder, where he received the basic same answer. Some of these conflicts are upsetting to all who are involved.

The hardest challenge is for people to realize what the true issue is, and to understand that no one person makes the decision. Decisions, rules and regulations, by-laws, and policies are all made by a group of people. Majority prevails and not any one person can change a decision in favor of a member’s complaint. However, on the positive side the complaints are the minority, and the vast majority of people are wonderful to work with every day. There are many times in committee, board or meetings with members you will hear stories begin with, “You’re never going to believe this one…” We, as Lake Carroll Association, need to continue to grow, get over the bumps in the road, and continue to support each other working together.

The March Board Meeting went quicker than February and I was pleased with the way the Board moved along and finished the business at hand. John Grotto and I now have our stress hot dog to keep the tensions much lower. Issues for the month had no 4-3 votes and a consensus vote was the order of the day. The one issue that may be somewhat controversial was the recommendation regarding the sale of season passes for the golf course to non-Lake Carroll Members. This is an idea to help drive more revenues for the Association; however if this becomes a problem where members have a tougher time getting on the course etc. these issues will be evaluated at the end of the season. The season pass is on a trial basis up for evaluation by the Golf Committee and the Board.

If you have feelings concerning this issue consult one of the Golf Committee members.

We have a great deal of moving parts in the next few months. Our Lake will be under some construction, all seem to be falling at the same time. The NICOR Gas Project, repair to the bridge at the dam, the AT&T Tower, new construction on the Golf Course, dredging of the Lake, and probably some others I have left off the list. Be patient with road closings or detours and construction because in the long run all of these projects are making excellent progress for everyone.

At this time, as I close, I want to recognize Julie Brantner a wonderful lady who works for all of us at the Association Office. Julie has been with us since the Russwood developers working for them in 1972-73 and later transferring and working for our Association. Whenever I need to find history of our Association I usually find myself consulting with Julie. She has seen our Association grow since before there was water in the Lake. She probably knows more members and their families than anyone in the County. She is a tremendous asset to our community and we are very fortunate to have such a great person dedicated to her job, which is serving all of us. Great job Julie, you’re the best!

Audience Questions/Remarks: - Tyler Volk 16-122 reported that he had sent a number of emails to Ann Conway to address the expansion of the campground and Ann has not responded. With 24 families on the waiting list there seems to be a need. Tyler offered help hauling materials if that would help defray costs. The Board responded that the campground committee is working on a long range plan and were meeting the following weekend. Dave Soldat will take Tyler’s concern to the Campground Committee and Mike Schmieder also requested copies of Tyler’s communications.

- Nancy Comstock 26-41 – she received an email from Dan Herman regarding the state putting a hold on ATV stickers. Board Response – that is correct, the state legislature is reviewing the law and the process for selling stickers.

- Brian Caldwell 12-153 – Brian wrote to Mike in December regarding not being able to use credit cards to pay for dues and he has not received a response. Brian was aware that Mike had sent his letter on to the Finance Committee. His suggestion for a solution is to allow credit card usage only on quarterly payments since the quarterly fee would cover the credit card fees. He requested a formal response from the Board, Mike & the Finance

Committee.

- Jim Ogborn 25-55 – Jim requested an explanation on disallowing credit cards since the county and marinas are charging fees when a credit card is used. The Board responded that the rule was to address the over $24,000 in credit card fees that the association was paying, research was done and the end result was that complying with the rules as to when fees could be charged was very complicated.

Sue Ugorek 23-51 – have we been monitoring dues to see if the change in credit card usage correlates to slower dues collection? Board response was that it cannot be determined at this time.

I IMAGine most of you know by now after almost a decade of writing this monthly Lake Carroll Newspaper article that I am an advocate of nature. You might guess too that I am a very visual person….that’s how I learn best and that’s how I write. Well, I want to give you two very recent and strikingly beautiful visual examples of nature that inspired me on how to write this month’s article.

While checking the Bluebird house along our driveway on March 29th, we found a pair of deceased sparrows closely huddled together. The way the larger one was positioned close to the smaller one made me realize he was probably protecting her from the extreme cold this past winter when they perished together in what they thought would shelter them from a frigid wintry night. It brought tears to my eyes, a definite clash between nature and human emotion.

Thursday, April 3rd, I found a dead mouse in a trap in the garage. It was a typical grey house mouse weighing no more than an ounce with pointed nose, small rounded ears and a long hairless tail. It was the tail by which it was caught. As I carried the trap outside to throw the remains in the meadow, I noticed the corner of the black plastic trap appeared to have been shaved away. I paid particular attention to the spot where the trap had been as I brought it back in the garage, and there it was. Black plastic shavings, obvious clues that the house mouse attempted to gnaw his way out of the trap!

On April 7th, this month’s topic idea hit me as I finally got around to sweeping the winter salt and road dust out of the garage. There, still in the spot where the trap and house mouse clashed, were the black plastic shavings. The trap caused the mouse to gnaw away at what it was that held him back. He kept at it until he perished but at least he died trying. It was like the larger sparrow….he was probably just trying to protect them both and did so until the end.

Now if you are still reading this, you will understand my point for weaving these two stories into my article. Many of you who regularly read IMAGine each month have told me that I should consider writing a book. It has been my goal for a decade of years now to write educational children’s books about nature when I retired. Well, I finally have done that and you can find other announcements about the book somewhere else in this paper.

But my point is this….I have a desire to help protect nature and there are certain practices that we humans are doing that harm our natural environment and wildlife habitat. These practices have gnawed away at me enough that I want to help educate others in what they can do to help protect and be good stewards of the environment. And who better to educate than children? I have embarked on a new chapter of my life and I am excited to see where it will all lead.

So is there anything/anyone special you want to protect? What gnaws away at you? Doing anything about it? What’s holding you back?

Clubhouse News

Hope everyone had the opportunity to see we are now opened 7 days a week. We are now open at 7AM for all you early birds and golfers. Breakfast items will include Danishes, fresh fruit, apples, bananas, yogurt parfait, cereal, and from time to time something special, and of course coffee. Hopefully there will be enough interest so we can run this throughout the entire summer.

We are pleased to let all of our Hot Dog lovers know we have a new hotdog/steamer. No more cold buns! Along with the hotdogs we will have sub sandwiches available. Our goal is offering quick service, but still giving you quality food. If you’re on the course, Denise Lahm you can also call in and we will have your food ready as you make Clubhouse Manager the turn.

There are a few menu changes that we hope will improve your experience at the Clubhouse…

- Our Clubhouse Chicken is back, and from what I have heard the special sauce is a big hit.

- Pizza Buffet on Fridays 11:00am-1:30pm. Only $5.99 and you can add full salad bar with it for only $2.00 more.

- Pasta Night on Mondays. We will change it up with different pasta each week.

- Taco Tuesday is back.

- Chef’s Choice will be on Wednesday night.

Something new this year is following the Sunday “Couples 9 & Dine” golf league, we will offer a Sizzling Sunday Grill, featuring grill-your-own entrée. It may be burgers, steaks, chicken, or another entrée choice from 4:30-7:30. Watch for future announcements Business has gotten busier even sooner than in the past. We apologize if any of you have had to wait. It makes us feel great to see so many of you coming back, but we will feel even better when all our staff returns for the year. Look forward to seeing you and serving you.

Clubhouse Events: We served over 270 people for Easter Brunch and received many positive comments and compliments. You can see photos of this event in the center of section A. Next, we are looking forward to the Mother’s Day Brunch. Don’t forget to make Mother’s Day reservation, space is limited. UPCOMING: Save the date for the Soda Band! If you did not see them the first time they were here a few years ago, make sure to pencil them in. Soda Band will be here August 16th outside on the patio following the Taste of the Lake event.

The Clubhouse Staff are looking forward to seeing all the weekenders and snowbirds back in action. Let the Summer Begin.

Red-tailed Hawks are most often seen soaring high above the ground, looking for food.

They are very difficult to identify unless they come closer to the earth. This raptor grows up to 25 inches long and can weigh up to four pounds (heavy for a bird; remember, they have hollow bones!). Its wingspan can reach four feet.

Red-tailed Hawks are large, stocky birds. They are brown with a white breast and a rustcolored tail. If you can get close enough, the tail is the best way to identify them. Young Red-tailed Hawks are more dull in color, have more streaks, and are missing the red in their tails. Red-tailed Hawks live in forests near open country. Nests are usually built near the edge of a stream, lake, or field.

Member Rick Jensen has some motion sensor cameras in various areas of the project and sometimes gets lucky to catch some action by deer, coyotes, and bobcats at night. This time these hawks triggered the photo in daylight allowing him to share this close-up of a couple Lake Carroll red-tails.

General Manager - Monthly Board Report (BOD) - April 25, 2014

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal dayto-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the March 28, 2014 BOD Meetings. a. A copy of Kipp Meyer’s opinion letter relating to the AT & T Land Lease Agreement was obtained in November, 2013. All of Kipp’s concerns have been addressed by the Lake Carroll Cell Tower Negotiating Team. A copy of the letter and the most recent amended agreement are attached under “further business” in the Board Packet. A motion has also been added for action to approve the final agreement pending approval by the Negotiating Team.

2. Administration: a. Construction crews for Nicor have continued to work, installing the 6” main south on Lake Carroll Blvd., along Zier Road, north on Lake Carroll Blvd to Plum Tree Drive near the Ski Hill. Nicor has also started installing “branch lines” to service homes in Sections #23, #31, #1, #2, #3 and #4. Nicor had hoped to have the Aquatic Complex hooked onto the system by March 31, 2014 but have yet to make the approximately 80’ connection under the South Bay inlet along Zier Rd. The connection at this point will require directional boring and the heavy boring equipment cannot be transported to the site until after the County road postings had been lifted which.

The postings were lifted on Friday, April 18, 2014. This will delay the final connection to the Aquatic complex for approximately six to eight weeks. As of Monday, April 21st, Nicor has deployed a restoration crew who are working exclusively to repair turf damage caused by the construction crews. b. Bomar Heating & Cooling of Freeport, IL began the conversion of the furnaces, equipment and appliances for the Clubhouse on April 7, 2014. The conversion was completed and Nicor finalized the meter installation at approximately 1:00pm on Thursday April 10th. The Clubhouse is now fueled by natural gas. c.PTAB is currently reviewing our appeal regarding the Clubhouse and storage sheds.

PTAB has provided us with a final opportunity to provide a response and additional evidence to support our assertions. Our response was finalized at the January Board meeting and was mailed by certified mail on January 27, 2014.

It has been confirmed that PTAB received our response on January 31, 2014. We have not yet received any further correspondence from PTAB. d. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report e. Five (5) Special Use Permits have been applied for and issued by the County for home rentals within the Lake Carroll Development.

Lake Carroll home rentals of less than thirty (30) days will be limited to Lake Carroll Members only and a copy of the rental agreements (lease) must be provided to the LCA office in advance of occupancy.

I was recently asked to clarify our rules and regulations regarding home rentals by a Lake Carroll Member who would execute a lease, become the Lessee but not actually occupy the rental property. After much discussion and input form the Membership, the current rental regulations were finalized late last year. The Board ultimately addressed the major concerns and complaints by limiting short term rentals to Lake Carroll Property Owners only. This set of rules was created to prevent the unruly behavior and illegal use of LC amenities by non-members who rented homes for short periods of time.

My feeling is that the rules were properly drafted. Even the neighbors of rental properties seemed to support the notion that these rules would prevent non-members from occupying a LC rental home. The language however in the Rules & Regulations, Chapter X. Rental Regulations, Section A: Definitions, item #4 reads: “Periodic Occupant means a person who is a member who occupies a dwelling rented from a lessor for a period of time less than 6 months. Non-Members are prohibited from renting for less than six months”. While I do not believe that the rule was put into place to prevent a LC property owner form leasing a rental home, the language would prevent

a LC homeowner from doing so unless he/ she actually occupies the rental home. LC Homeowners will have the occasional need to rent space for overflow family members but not necessarily need to occupy the dwelling themselves.

My recommendation is to allow LC property owners to be the lessee of record for a rental property without actually occupying it if the lessee will be occupying their own LC home during the time of the lease. Furthermore, I recommend that the language in the item #4 reads; “Periodic Occupant means a person who is a member who leases a dwelling from a lessor for a period of time less than 6 months and occupies his/her LC residence during the time of the lease. Non-Members are prohibited from renting for less than six months”.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on April 9, 2014 and the minutes from the meeting are attached to this report for your review. During the meeting, we finalized our proposed drug testing policy for all LCA staff members. Drug testing will also be mandatory for any employee who has been injured on the job or any employee who has had an accident which resulted in property damage of $1,000 or more. We forwarded our proposed policy to Kipp Meyers for an opinion and Kipp’s comments and recommendations were received on Monday, February 24, 2014. The policy was then sent to Wessel-Sherman, the Association’s Employment Attorney for their review on March 6, 2014. The drug policy, Kipp’s opinion letter and Wessel-Sherman’s opinion were all used to draft our final version of the policy. The Drug-Free Workplace Policy appears on the agenda under “unfinished business”, item “a” for Board approval.

4. Accounts Receivable & Front Desk: a. See updated 2013 dues status report which is attached. Thru March 31, 2014, we are 20 DPE’s behind where we were on the same date one year ago. b. Only four Ownership transfers transactions were processed between March 21 and April 18, 2014. One of these transactions was for a home. c. As of April 21, 2014, 238 Natural Gas Permit Fees have been recorded totaling $59,500. d. Marina Slip confirmations for the 2014 season have been mailed. Approximately 21 of our 328 slips remain available. e. Karen Clark met with Mr. Ellis Fitzgerald, our 2014 Campground Host to review the campground sign-in and cash handling procedures.

5. Finance & Human Resources: a. Finance: i. Operating Statements for March, 2014 will be available and sent to the Board electronically prior to the 4/25/2014 BOD Meeting. ii. Dues collections thru March 31, 2014 are running approximately 20 DPE’s behind that of a year ago. b. Human Resource: i. Hiring for the Spring/Summer season has started. Most of our seasonal full and parttime staff will report for work in May and early June. ii. We have renewed our agreement with Flexicorp as our third party employer for much of our full time seasonal staff. This is the third year for this program which ultimately reduces the Associations unemployment liability. Remarkably, Flexicorp (a LCA Member Owned company) has agreed to keep the same 1.215% service fee in place for the third year.

6. Safety & Security: a. Luke attended the Safety Committee meeting held on April 12, 2014. b. Luke instructed an EMS continuing education training which was held at the Conference Center on April 16, 2014.

This month’s training focused on Patient Assessment and Defibrillator Review.

7. Information Technology: a. Deb Stagno has remained in contact with American Codifiers regarding the codification of the Lake Carroll Rules & Regulations and all Governing Documents. The first draft of the codification was received January 15, 2014 but was incomplete. The second version arrived in early March. The Association has until June 1, 2014 to make any revisions to the draft and American Codifiers should have the final product completed by July, 2014. Deb, Donna Beyer, Luke Fossett, Arlene Gries, Lee

Harbison and I have provided copies of the second draft to the appropriate Committee’s as well as the Board. We have also conducted several meetings to review the document(s) and begin documenting the required changes.

I’d like to thank Donna, Deb and Arlene for their efforts in this process. Our final changes will be made in May and a report outlining the Association’s recommended formatting changes will be provided to the Board at the May meeting. b. Training for the “Great Plains” software conversion is getting underway. Much of this training will be completed on-line before we transition to the new product. Attached is a training schedule which highlights the features and the approximate amount of time needed to complete each component of the training program.

8. Communications: a. No specific report 9. Facilities Management: a. The Spillway Bridge construction project has been scheduled to begin on Monday, April 28, 2014. The project will require the closure of the bridge at the south end of the dam for approximately 20 – 25 days. Weather could create delays but Civil Engineering is confident that the project will be finished prior to the Memorial Day Weekend which begins May 23rd. Luke has notified all law enforcement and emergency related agencies of the closure so that alternate routes are utilized to reach the north end of the development. Barricades will be placed on Lake Carroll Blvd. just south of the bridge, as well as near the West Marina on the night of April 27, 2014. b. The trails were groomed and opened prior to the weekend of April 11. Though further grooming is necessary, we were able to get them open as close to April 1st as possible. c. Bids are currently being requested for the conversion to natural gas for the Lodge, the Hatchery, Maintenance, Golf Maintenance and the shower houses at the West Marina and Campground. We will have to give consideration to converting the lodge based on how long we think we’ll be using the building. If the energy savings can’t cover the conversion costs within 2 – 4 years, it may be recommended to continue using LP until the building is retired. d. As of April 21st, we have yet to mow any of the public areas. This is one of very few benefits of a long winter/late spring. All mowing equipment has however been serviced and they are ready when needed.

10. Lake Management/Wildlife: a. The lake level as of April 18, 2014 was 738’ 4”, 20” below pool elevation. b. The Dredge was been put in the lake on April 15th and is currently moored at the West Marina. Due to the low lake level, we still cannot get our equipment into the Three Tubes Bay. Our Maintenance crew is currently assembling approximately 1,500 feet of pipe to reach a point where the water is deep enough to accommodate the dredge. The dredge has been tested and driven, and is ready to begin pumping sediment. We are hopeful that the dredge operations will commence this week and a verbal update will be provided at Friday’s meeting. c. The Bid Specifications for the reconstruction and enlargement of the ThreeTubes Sediment Pond were received yesterday and are attached to this report for your review.

Wendler Engineering will be sending RFP’s which will be returned to this office prior to May 16, 2014. A CER for this project will be placed on the May agenda for approval. d. Jeff Schauer, an engineer who specializes in earthen dams was retained by the LCA to perform an inspection, and provide a report regarding potential seepage on the dam. His written evaluation is expected to be received

by April 30, 2014. e. As I usually do, I have attached Joe Rush’s entire Manager report so you may get his perspective on issues pertaining the lake and dam.

11. Building Inspection/Architectural & Environmental: a. Lee Harbison and Mike Kaysen have been very busy and instrumental in assisting Property Owners with questions relating to the natural gas conversion of homes within Lake Carroll. They have also been quite busy in assisting Members in completing their Nicor Permits and collecting the associated fee.

12. Golf Operations (Pro Shop): a. The Golf Course officially opened for play on April 10th, just as Tim Throop promised in mid-March. While we have seen some good

weather, rounds are down drastically from a year ago b. The Board approved the sale of golf season passes at the March meeting. Since that time we have sold two, one year Memberships. c. The organizers of the Realtor’s golf outing have decided to bring the event back to Lake Carroll after having the Freeport Country Club host the event in 2013. We’re glad they’re back and look forward providing them with a memorable day. d. The 2014 Golf Course construction project started on April 15th. The project is scheduled for completion by May 16, 2014.

13. Golf Maintenance: a. With only his winter crew, Tim was able to get the course cleaned, playable and open

by April 10th. Additional cleanup work is currently being performed and mowing of greens, tees and fairways has started. Good job Tim! 14. Clubhouse Operations: a. The Clubhouse resumed summer hours on Monday, April 14, 2014. Weekday business has been slow as the opportunity to play golf has been limited. b. Our Easter Brunch was held on April 20th. We served approximately 275 people who enjoyed Prime Rib, Shrimp, Glazed Ham and roasted Turkey to name a few. I received numerous compliments on the quality of the food and the service. Denise and Lance did an excellent job of planning and executing the buffet. Mother’s Day menus have been created and are currently available on the Web-site and the weekly e-blasts. c. The Sunday Breakfast Buffet will be offered every Sunday morning beginning April 27, 2014. d. The Snack Shop at the Lodge was closed and cleaned following the ski season. The Snack shop will re-open in May in conjunction with the opening of the outdoor swimming pool.

15. Recreation Complex Operations: a. Aquatic Complex: i. Replacement pool furniture has been ordered and will arrive prior to the opening of the outdoor pool. ii. The indoor pool remains open for regular hours with all equipment running smoothly. b. Recreation: i. 150 Members used the Fitness Room between March 15 and April 15, 2014. c. Ski Hill: i. With the ski season behind us, Chelsey has been able complete the final ski hill report for the 2013-2014 season. A copy of her spread-sheet summary is attached to this report for your review. ii. This was best, and the longest season for the ski and tube hill in the last 10-15 years. The ski hill was open for 33 days and the tube hill was open for 24 days. Overall, we had 2,383 tube rentals and 1,629 skiers. A spreadsheet containing revenue data will be updated for the 2013-2014 season and will be provided at the April Board Meeting. iii. A CER appears on the agenda for replacement ski and tube equipment. This CER will allow us to purchase additional rental equipment which will replace outdated, unsafe or broken skis, boots, boards, bindings, poles and other related rental equipment. The equipment we purchase is reconditioned and is generally sold through numerous equipment brokers and dealers. Many ski resorts purchase new equipment during the summer, in preparation of the upcoming ski season. The dealers then make equipment available on their web-sites and through e-mails which Chelsey receives. To date, none of the equipment we’re interested in has been available but when it does, it is sold on a first come, first serve basis.

Chelsey and I are asking the Board to approve the expenditure, not to exceed the budgeted $5,000 prior to our knowing who the vendor will be. When the purchase is made, we will complete the CER with the vendor information for your review, and our files.

16. Campground: a. I am excited to announce that Mr. & Mrs. Ellis Fitzgerald will be serving as the Campground hosts for the 2014 season. Ellis needs no introduction as he’s been an LCA Member and Camping enthusiast for years. A copy of the Campground Host Job Description has been provided to the BOD for review.

17. Equestrian Area(s): a. No specific Report

Twenty-nine members of the Lake Carroll Women’s Club enjoyed lunch together at the Lake Carroll Clubhouse before their monthly meeting April 10, 2014. After lunch, several items were discussed at the meeting. These included a reminder for member input to the Allocations process in preparation for the Allocations committee to determine which organizations are recommended as recipients of the monies raised during the year. At the May meeting, the committee recommendations will be voted upon by the membership and funds distributed sometime after the vote. Additionally, Beth Shenberger, member Joan Abbott’s daughter, handed out Pampered Chef brochures and specific instructions for ordering items in preparation for the Cooking Show/Party to be held April 17th. This is expected to be an enjoyable fundraising event that will greatly benefit our chosen charitable organizations.

After the meeting, thirteen of the women headed to an outing at the Roth Kase Cheese Factory and attached Alp and Dell Cheese Store in Monroe, WI. The participants learned a great deal about the cheese making process, including the fact that the basic 29 cheese varieties created on site are made from only four ingredients – milk, culture, rennet (thickening agent) and salt - and were able

At the Roth Kase Cheese Factory, all of the milk used to produce the cheese is from local Green County, Wisconsin dairies. The company is proud of that and the fact that they are the sole provider of all the cheese used by The Melting Pot restaurants for fondue.

After the tour, owner Tony Zgraggen, who immigrated to Wisconsin in the 1980’s from Switzerland with his wife Esther, treated the ladies to some authentic Alpine yodeling.

Members enjoyed tastings of approximately a dozen cheeses and browsed the store as they decided which cheeses would best be enjoyed at home as a savory reminder of the day’s outing.

At the May meeting, Heirloom Solutions will be joining us to provide timely gardening tips. See you then!

I am going to bring back some information from a Lake Carroll News from a few years ago on the proper way to moor your boat to avoid damage to your boat, your neighbor’s boat, and the docks themselves. I have included some pictures to illustrate good and bad practices of tying up your boat.

Shaun Nordlie When the wind blows on the lake – and it almost always Facilities Director does – the waves start and the boats begin to rock. If you do not have your boat properly tied up, damage is most likely to occur. There are three points to tie your boat off at on each docking slip. You should be using all thee along with bumpers to protect your boat and the docks. LCA has rubber edging on the docks, but when a boat is constantly rubbing or bumping these, the dock edging gets damaged or destroyed.

As a general rule, the length of the bow and stern lines should equal two-thirds of the boat’s overall length. Spring lines should be slightly longer, approximately the same length as your boat. Spring lines keep the boat tightly near the dock by preventing it from moving fore and aft, while allowing for the rise and fall of the tide. Unless your boat is unusually heavy or will be subjected to severe conditions a bow line, stern line, and two spring lines are recommended. If your private slip has outboard pilings, as well, you will need additional bow and stern lines.

When choosing line for your boat remember that 12-strand (mega braid or Braid) line is not as strong as double braid line and colored line is not as strong as white line. Different braids have different attributes and tensile strengths that can vary as much as 15%. Make your choice accordingly. We recommend using nylon rope for dock and mooring lines; the stretch characteristics of nylon absorb shock and will resist damaging cleats on your boat and the dock. Nylon is available in a 3-strand or twisted line, 8-strand, 12-strand or Mega Braid and in a double braid or yacht braid.

If one of the local marinas is putting your boat into the lake for you, confirm that they are checking your mooring ropes and buoys to make sure they are in good condition. You should also do a visual inspection each time you use your boat.

As always, be sure you have all the appropriate State and LCA registration decals, along with the required section and lot numbers on your watercraft before launching Your cooperation and attention to these matters will save yourself and the Association time and money.

BAD: Here the rope is too loose, too small diameter, and is only looped around the cleat.

BAD: While the rope appears to be secured to the cleat, the watercraft in this slip has rubbed and bumped the rubber edging so much that it has broken the fasteners.

GOOD: This boat efficiently utilizes the 3 available cleats, plus an extra tie down from the front boat cleat to the back dock cleat.

BAD: This rope is a small diameter, badly frayed, and is only looped over the dock cleat.

GOOD: This pontoon is secured so that it cannot sway or rock to the center, towards their neighbor.

GOOD & BAD: The red boat has been tied to hold snug to their mooring buoys and has the extra rope from the front of the pontoon to the back dock cleat. The white boat on the other side has the same configuration, but may not be pulled tight enough to the dock. It risks swaying to the center and hitting their slip neighbor.

This photo may be missing the backdrop of some of the 65” of snow Lake Carroll received over this past winter season, but now you can see who was all bundled up in the cab of the snowplows…or shoveling the walks at the facilities for safe access. This crew was up and on the road before most of us were even entertaining a thought of opening our eyes. They battled ice, snow, winds, and some very extreme temperatures.

Aside from the few times one of our trucks got sucked into the ditch while trying to find the edge of the road and a couple mailbox mishaps, the season went smoothly. “Thanks” to these hearty and dedicated LCA Staff for helping us all to get to our destinations safely.

Around the Campfire

Welcome to a new season at Lake Carroll.

The snow is gone (we hope), trees are starting to bud and the Campground is open.

Mark Lohman has completed the rebuild of 9 more campsites and plans are to continue the rebuild program each year until all sites are completed.

I am also pleased to announce that Carolyn and I will be the Campground Host and Hostess for the 2014 season. We look forward to assisting all campers and the Campground Committee in making the 2014 camping season at Lake Carroll the best ever. In addition to the normal duties of the Host on the weekends, we will also be happy to assist anyone camping during the

week when we are available.

Building on the growth and popularity of the Labor Day Weekend Bonfire, we are planning a get acquainted Bonfire on Sunday night of Memorial Day weekend. The Campground will also participate in the annual Lake Carroll garage sale as a fundraiser for the Campground Activity Fund. Committee member Nancy McCormick is heading up this effort and will be soliciting items for the sale. All proceeds from the sale will go to the Campground Activity Fund.

The Campground Committee met on April 12 and elected officers for this year. Ann Conway was elected Chairperson with Marty Magnuson Committee Secretary and Karen Mahrenholz Committee Treasurer. Lorri Schwarz and Richard Mahrenholz were welcomed as new Committee members.

Get to Know Mike Reed

By Dick Will More than one person suggested that I get together with Mike Reed to interview him for an article in the Lake Carroll News. They were correct and I am happy I took their advice.

Mike Reed works on the maintenance crew. During the summer months if you want to find Mike, you better get up early. He is already getting the course ready before the first tee-offs and that is 6:30 a.m. When the snow flies, he is conditioning the slopes hours before the skiers and tube folks show up.

We got together at the top of the ski and tube tow hill in the dead of winter just after four inches of snow gave us another whack. Mike did not waste time. He matter-of-factly told me to climb into the cat. His job was to groom the slopes before they opened, so climb aboard I did. It sure looked like he knows what he is doing, or Mike is good at pretending. Believe me, he knows his stuff. Not afraid to be straight with me, Mike laid out his past and discussed freely what events helped him make his decisions.

Being a mature thirty-two year old Missile Alumni from Milledgeville, it was easy for Mike to give me a tour of his life. From a football field fourteen miles south of Lanark to a ski hill at Lake Carroll, I was taken on a very interesting ride. Let’s do it again. Yes, he played high school football, but for only three years. Size was no issue, for Mike… is a good-sized guy. Just felt he needed some change in his pocket, so he quit football and went to work. After high school he took the advice of a friend and enrolled at the Madison Media Institute and was part of the morning crew on a rhythmic radio station.

Thing is, Mike may have been working, but he was still stone-cold broke. His best option was to leave Wisconsin and move back with the parents. Twelve years ago a friend asked if Mike could help make snow at the ski hill, which turned into a plowing job. After the winter season was over, Tim Throop offered him a job on the golf course, so that’s how Mike ended up coming to work at Lake Carroll. To him it is a job, but it’s a job he likes.

He’s never going to get rich, but able to support his family of four, including two kids.

His wife wants to be an RN and he heartily supports her wishes.

I liked Mike because of his work ethic and his upbringing. He always had a job.

Working at the Dairy Queen as a kid to helping put the tube lifts together after unloading it from a flat bed. It came in boxes of nuts and bolts.

With his late father, he liked to hunt. His mom, a schoolteacher, helped make sure he was a good student with values. A self-described laid back person with a youth that was not always laid back, he got his fun in with his homies. But eight years ago, he got together with Heather and her two kids and life went into slow down mode. For a while they lived in a cabin on the Mississippi, then a place in Chadwick, and more recently Lanark. Although the two kids are Heather’s, Mike is showing them what a good traditional type person one can be.

Theirs is not a luxurious lifestyle. A lifestyle he is living with no obvious chip on his shoulder against others. Mike told me that sometimes it is spent before it is made. He does not dwell on the gripes.

Working on the trails is not his job but during the course renovation, he filled in when asked. Tim Throop, the course superintendent, knows a stand-up guy and he knows Mike is just that. When he needs him, he is there.

Before I got back in my car, I was offered a ride on the tube that I declined. Should have taken him up on the invitation.

Earlier I said I liked Mike, and I do. My past is big city and his is small town. The spread in our age is almost forty years. Those are yellow flags for conflict. Not once did Mike Reed make me feel uncomfortable. Just the opposite. Because of age and background, we did not meet on equal terms but after one hour, that all changed. My compliment to Mike Reed is that he is THE GUY and can hang on my street corner any time he wants.

Good Fishing…

Good fishing isn’t something that just happens. It is the result of careful stocking and proper management. To properly manage a fishery, you need an understanding of the interrelationship between animals and their environment.

This is known as the science of “ecology”. When we manipulate these animals, their habitat or both, it is known as ‘management’. When applied to fish, it’s known as “Fisheries Management”. This article will discuss, in particular, this Joe Rush relationship and how it relates to quality fishing experiences.

Lake Manager To help relate this to our readers, we will compare a lake to a pasture. People are more familiar with cattle in a pasture, but the concept is the same when applied to a lake or pond. Let’s use cattle and fish as ‘crops’ that a farmer is growing to harvest. A farmer, for example, has a pasture with lush grasses. These grasses are the food source for this farmer to grow his cattle. If the grasses are plentiful, and the cattle get ample food supply they grow quicker and healthier. When the ratio of grasses growing and cattle grazing is equal, you have a sustainable environment where the farmer’s cattle get grow fat quickly and the habitat is efficiently grazed to support new grass growth and cattle production. Thus providing a ‘sustainable yield’ of cattle for the farmer.

Now let’s pretend that the farmer decides he wants to raise more cattle on this same pasture habitat. He manipulates the animal numbers and introduces more cows. In turn, the habitat is over-grazed, the grasses can no longer keep up with the feeding pressure by the cows, and the pasture turns into a barren landscape with too many cows (that are underfed because of the limited food supply) and not enough grasses to provide the necessary food for all of the cows. The farmer is now in a position where he needs to completely reconstruct his pasture if he wants to continue grazing cattle.

Let’s reverse the scenario now and create a situation where the farmer decides to manage his pasture with fewer cows. The fewer cows have plenty of food available, and therefore grow fast and healthy. But the farmer’s pasture is not grazed efficiently and the grasses grow out of control. Invasive woody plants begin to take hold and the pasture grass habitat changes. The farmer needs to ‘manage’ his pasture again using manipulation of the cattle or the habitat if he wants to have a ‘sustainable’ cattle production in this pasture.

As you can see by these examples, the farmer is the ‘manager’ and he has manipulated cattle populations with too many or too few cows and thus has altered the habitat of the pasture. Fisheries management is very similar in concept. You can change the ecology of your lake through stocking and fish harvest programs.

Many people (anglers) are convinced that the aquatic ‘pasture’ will support an unlimited fish population. This, however, is not true. For example, visualize two identical ponds with every possible variable the same with the exception of one

pond being stocked with 1,000 fish and the other with 10,000 fish. Both ponds would produce the same ‘poundage’ of fish one year later. However, the pond with 10,000 fish would be full of small fish that have been sharing the same food source, and the anglers would possibly be unhappy about catching lots of little fish and no big fish. The fish are smaller because each one had less food available to it throughout the year. The pond with 1,000 fish would have had 10 times the food available to each fish, thus creating bigger, healthier fish. This too, may be undesirable to some anglers that want to catch LOTS of fish and don’t really care about big fish. Each anglers desire for fishing and what they want to catch varies.

When this scenario is related to the pasture scenario depicted above, the “cattle” would be represented by the largemouth bass, while the ‘grasses’ would be represented by the bluegill or other food source on which the bass are ‘grazing’.

A balanced fishery would have plenty of bass to feed on the bluegill so they don’t get out of control and there would be plenty of bluegill to provide the food source for the bass to grow quickly and healthy. If the bluegill became over-abundant, then they would ‘stunt’ at a smaller size, reducing the feeding efficiency of the bass, competing for food sources with juvenile bass and thus reducing the overall health of the bass population. If too many bass were present and ‘over-grazed’ the bluegill, the bass size and health would be reduced. The bass would stunt out at a smaller size undesirable by the angler, and the bluegill population would be eaten quicker than they could grow to a reproducing adult or size desirable by anglers.

Lake Carroll is even more complex due to the presence of gizzard shad as a food source. As you can see this has been simplified dramatically to illustrate a point of carrying capacity of a lake. In all actuality there are many factors (water quality, habitat, species composition, prey size needs at different fish ages are just a few) that impact the management of a fishery. But this concept is important for fisherman to understand when it comes developing a fishery to fit the needs of the anglers using it.

I’ve simplified the concept to help develop an understanding of carrying capacity and biomass and how fish stocking can relate to the quality of a fishery. You also need to keep in mind that every “management” action that is performed can take years to see the ramifications. Ecological change doesn’t happen overnight with quick results.

Also, fisheries management acts like the swinging pendulum of a clock. Picture a pendulum sitting straight down, not moving. This would represent a ‘balanced’ predator to prey system where the predator population has ample food supply for rapid growth and the prey population is ‘grazed’ to ensure they don’t over populate.

Every time you change something, you begin pushing the pendulum one direction or another, creating the swinging motion of the pendulum. Using sound management practices for fish limits and stocking programs can keep that pendulum from swinging too far one direction or another, thus continuing a fishery on track for quality angling for all to enjoy.

2014 MASTER CALENDAR FOR Bass Fishing Tournaments Sponsored by Lake Carroll Fishing Club

There were 55 members who gathered on a beautiful Spring evening for our monthly Fishing Club meeting. The food was excellent as always. A special welcome from the Fishing Club to Jan and Tom Young, Pat and Tom Wienecke, Brenda and John Schnarr, and Pat and Mike Bykowski who were joining us for the very first time.

The year is new and there is still plenty of time to join the fishing club if you are not already a member. The Fishing Club sponsors a number of events throughout the year. It is a great way to meet more people here at Lake Carroll. The cost for a family membership is only $20 and will open the door to a lot of great times.

The meeting was called to order by Vice President Terry Heflin filling in for Bill Comstock who was welcoming a new grandson into his family. Terry led everyone in the Pledge of Allegiance.

Treasurer’s Report Mitch Feucht presented the March, 2014 financial report. A motion to accept the report was made by Mike Siciliano, seconded by Bob Knackstedt. The report was unanimously approved by the membership.

Hatchery Operations The new water system at the hatchery seems to working very well. The nets were put in on the weekend of April 5 and 6th. The harvest of walleye eggs started slowly but now that the temperatures have begun rising we are beginning to harvest eggs and anxiously waiting for 14 days to pass to begin seeing fry appear in the test tubes.

The first week of the hatchery open house was attended by 67 people. Everyone was very excited to see the operation. If by chance you were unable to visit one of the open houses, be sure to stop on any morning and we would be happy to give you a tour.

Structure Projects The Fishing Club hopes to begin the work on the reef projects this summer. We will also be putting Christmas trees into the water to add structure during the month of May. Thanks for all of your trees.

He has made an oil painting of a hunting dog that has retrieved a bird. Bill has donated the painting to the Fishing Club to be sold, with the proceeds to assist our operations. The painting will be on display at various functions and all potlucks. Bill Comstock and John Quilico are selling tickets for $5.00. The drawing will be held during the Fishing Club golf outing on September 6th.

New Business Jim Mance stated that owners with homes on the lake who find goose nests are asked to stop the office to receive a red flag to mark the location of the nest. The eggs will be sprayed with an oil substance so that they will not hatch. This should slow the growth of geese at Lake Carroll.

Mike Siciliano stated that the Busy Bee Embroidery will be closing and if you are interested they have the Lake Carroll Fishing Club logo and can screen print it on a garment for $6.00. [Editor’s Note: Busy Bee is not closing. The owner is retiring and has her business up for sale.]

Meeting was adjourned at 7:25 - Motion by Len Masella, second by Bruce McDonald.

From the Golf Pro

Spring has sure had a hard time getting started this year, but it looks like things are beginning to straighten up and act like spring. The golf season will hopefully get going in May and start a very busy golf season. To start it off, May is FREE 10 minute lesson month. My PGA Assistants and I will be splitting time on the range on Jason Hill PGA Golf Professional Sunday May 4th, 11th and 18th from 10-12 giving the FREE 10 MINUTE LESSONS. Appointments are not required; just come down to the range and we will get started on any aspect of the swing or short game that you have questions on. All of the leagues will be kicking off during the month of May, including the Friday Morning Scramble, which will begin on May 2nd and will have a starting time of 9am for the first few weeks, then switching to 8am on the 16th. Sign-ups are in the Pro Shop for this very fun event.

On May 17th Lake Carroll is hosting a Breast Cancer golf event. This event has a 1pm Shotgun start.

On May 10th we are holding our Mother’s Day Alternate Shot. Everyone is encouraged to play in this event, not just the mothers. Bring guests or the whole family…this is a fun event for everyone.

We are also holding our Manufacturers Demo Day Saturday May 24th with Nike, Cleveland, PING and Mizuno from 9-3 and on Sunday May 25th with Callaway, TaylorMade and Cobra from 9-3. They will have all of their current stock of products for you to try and they will fit you to get the right fit for your swing. We will be having special pricing on some of

the products that they are offering for that day.

We will continue to offer lessons for all levels of golfer, including juniors, average, advanced, seniors, couples, and groups. A lesson brochure is available in the Pro Shop and in this month’s paper. We also have a full Junior Golf Camp schedule with 3 week-long sessions and 1 Junior Golf Tournament. A list of dates for the Junior program is included with this article along with a list of upcoming events.

Lake and Wildlife Committees Need Your Help to Locate Goose Nests

You can assist in LCA’s efforts for Canada goose control by advising the office of nest locations. Photo by Deb Stagno.

Canada geese are a natural part of our landscape at Lake Carroll. As migrating flocks of geese travel through the central flyway zone from breeding grounds to wintering grounds, they stop along the way. Most geese will leave Lake Carroll, but some will remain here instead of migrating back north to nest and raise their young. These geese become known as ‘resident’ geese and become a nuisance to water quality at Lake Carroll. For example, 10 geese can add upwards of 7,000 pounds of goose droppings annually. Along with this, geese are very inefficient feeders and much of the nutrients they take in leave their body in their droppings. These nutrients contribute to nuisance algae blooms, bacterial problems, and other water quality issues.

To help control the growth of the resident goose populations, the Illinois Department of Natural Resources offers permits for goose egg destruction. Options available are either shaking (known as “addling”) or oiling (coating the eggs with a light layer of 100% foodgrade corn oil). This program will keep the goose embryo from developing inside the egg, but does not harm the adult geese. Though the goose and the gander will continue to maintain this

nest and eggs during the incubation period, these eggs will not hatch. Our program at Lake Carroll consists of ‘oiling’ the eggs. The Lake Committee and other volunteers locate goose nests and performed the appropriate oiling procedures according to our permits.

To assist all of our volunteers, we are asking all Property Owners to assist us in locating the nests. The geese will be laying their eggs in mid-to-late April. If the nests are on your property, we will need your permission to enter the property, usually by boat, to complete the process which takes only minutes. If you know you have a nest, please call Arlene Gries at 815-493-2552 ext 15 with your section and lot number, and the location of the nest. The LCA Office can also provide you with small, colored (utility type) flags, which we ask you to place in proximity to the nest. This will be of great help to the brave volunteers who will be spraying the eggs, and it will assist our lake management program by managing the resident goose population growth and subsequent water quality problems associated with geese. Off-Highway Vehicle Usage Stamp Update

The Illinois Department of Natural Resources (IDNR), in cooperation with the Illinois Legislative Sportsmen’s Caucus, will postpone implementation of the Illinois Off-Highway Vehicle (OHV) Usage Stamp until further notice.

The postponement will allow OHV users, and others interested in motorized outdoor recreation, to provide input on planning for development by the IDNR of public OHV riding facilities in Illinois.

Robbers Bingo

“BINGO” you’re a winner if you attended the Lake Carroll Yacht Club Robbers Bingo Event on Saturday March 15th at the Clubhouse.”

For many, the evening began with a St. Patrick’s Day dinner in the dining room and then the fun started at 7:30pm in the lower level. Everyone bringing a wrapped “white elephant” gift participated. Even though the stoic and serious minded Steve Gibus and Dave Hilt assisted, who were calling numbers, did their best to control the group, the excitement of switching your favorite “white elephant gift” was too much. The give and take…….and take again and again began.

In the tradition of Robbers Bingo after you have won once and picked your favorite gift when you win again you can “rob” another gift from someone else, hence the crazy fun ensues. When everyone has a gift and many have stolen others, the gifts are opened. At this time everyone was excited to see who will win “The Lady of the Lake”!

There are also door prizes, certificates drawn and of course the coveted “Lady of the Lake” bust. This year’s winner of the “Lady of the Lake” was Terri Geraghty. As is tradition, she now has the privilege of being the lead Yacht on Venetian Night, August 16th, another fun Yacht Club sponsored event.

The big cash winner ($150.00) of the 50/50 drawing was Sandi Fernandez. Congrats. Other winners were Bob Gehrs (Pot of Gold) and gift cards by Tom Stangl, Nancy Comstock and Steve Lucas.

This was the second event of the year sponsored by the Lake Carroll Yacht Club. In January they had a “Bowling Party” in Mt. Carroll. Many property owners don’t realize how much the Yacht Club contributes back to Lake Carroll. For example, those “lighted” buoys that help guide boaters thru the night were donated with Yacht Club dues. Ceiling fans for the Clubhouse porch, the fire pit at the West Marina, and this year food was collected for the local food pantry in addition to $52.00 in cash. Over the past years the Yacht Club has given nearly $1,000 in cash to the food pantry and all for a mere $20.00 family membership dues.

4-H Project Pool Huge Success 4-H Public Presentation Contest Held

Lee County 4-H Extension office held a Project Pool for kids ages 5-18 on Saturday, March 15th at the Lee County Fair Grounds. The morning began at 9:15 and ended at 12pm. It was an educational and fun opportunity for kids in 4-H and out of 4-H. Kids had the opportunity to learn about cupcake decorating, woodworking, Japan, plants & soils, chickens, 4-H records and what is in a Tootsie Roll! There was an interactive class just for kids between the ages of 5 and 7 years old.

Carroll County 4-H’ers recently participated in the county 4-H Public Speaking and Demonstration contests.

“WHAT IF?”

By Frank Schoff What if you were writing a series of articles and ran out of titles? Well, that hasn’t happened yet, but I am hearing questions from LCA members that can fit in the “what if” category, and they are questions that deserve answers.

Question #1: “What if I prefer not to subscribe to NICOR service at this time, but expect that I will at some time in the future (approximately 6 to 12 months)?”

I suspect that this question is triggered by one or more concerns including: • The desire to use up an existing supply of propane • Interest in the experience of others who have converted to NICOR • The preference not to have a NICOR meter waiting at your house to be connected, and paying a monthly charge for that meter while not being used That question is best answered by NICOR – which is as follows: • NICOR ANSWER: “You would still be connected just as those that are connecting now.”

Question #2: “What if I object to the fact that NICOR is digging ditches on my property that is adjacent to the roadside?”

That question is rather easily answered: • On a personal basis, when I mow our lawn I always mow up to and along the roadside, and in doing that I guess I feel a sense of ownership (and pride) at a nicely mowed lawn that is not bordered by a stretch of long and shaggy grass. However, it is true that the land that abuts the roadside is a right-of-way that belongs to the road, and therefore belongs to the LCA. Knowing that, I will continue to mow along the road after the ditches are filled.

Question #3: “Who (or what Company) can I contact to convert our propane fired appliances to Natural Gas:” • Lee Harbison, LCA Building Inspector has compiled an extensive list of contractors that have expressed interest in assisting us in converting from propane to natural gas. A copy of that list is available at the LCA front office, or is posted under News & Events > News > “Natural Gas Appliance Conversion Plumbing/Heating Contractors List”. You are also free to use any other source of your preference.

Question #4: “What if I have a tank full of propane that I will no longer use?”

Start by contacting your current propane provider. By now, all the suppliers must be aware that LCA is converting to NICOR. Ask your provider the following questions: • Con you drain the propane from my tank?

• Will you reimburse me for the propane removed from my tank? If so, at what rate?

• When would you do this? (You don’t want this done until you are connected to NICOR!!!)

If you don’t get answers to these questions that are to your satisfaction, contact Pearl City Propane at: 815-443-2512. They have expressed an interest in draining our propane tanks.

NICOR - SIGNS OF PROGRESS

By Frank Schoff Welcome Back Snow Birds! You have missed a very “interesting” winter! The fairways

were covered with a beautiful blanket of white snow, and the roads were almost snow free, thanks to the LCA Maintenance Department. And through it all NICOR continued to work almost every day. So, the purpose of this writing is to give you an update on the progress made while you were away.

If you left while NICOR was still working along Payne Road, that first step of progress was completed long ago.

The second step of progress was the entry to Lake Carroll at the East Entrance on Lake Carroll Blvd., and that too was completed several weeks ago, and a main service pipeline has also been laid underground along Lake Carroll Blvd. from the East Entrance to the Clubhouse. While that was happening, NICOR was also having pipeline laid in other sections of Lake Carroll, including a main line along Zier Road that runs along the two intersections between Lake Carroll Blvd. and Zier Road. More Signs of Progress!! And from the West intersection of Zier Rd. and Lake Carroll Blvd., pipeline has been run to ultimately hook-up to the Aquatic Complex and the Lodge.

Before going any further, we should acknowledge the work done by the NICOR Contractors during the winter months. They had both our admiration and sympathy for working under difficult conditions.

Now, to address some more current events, some of which may impact some “recently returned” Snow Birds.

The main pipeline that has been laid to reach the Clubhouse also passes by the entry points to several “sub-divisions” within Lake Carroll, including section 31, which is very familiar to this writer. Residents in these sections who have registered to convert from propane to natural gas (NICOR) will be some of the first contacted by NICOR to determine when, and how, a NICOR pipeline will be routed to the house for a NICOR connection. The contact will be by phone and then by appointment for a visit. If you have not yet registered at the Lake Carroll Office for a NICOR connection and paid the $250 connection fee, it is not likely that you will be contacted. I can tell you from personal experience that the visit from the NICOR Representative is not a sales call, but a highly professional consultation to both gather and provide information on your future connection to NICOR. This is another step in the progress of the NICOR implementation.

Tim Kenney Paints 50 States in 50 Days!

In Lake Carroll, Illinois, June 29, 2014 Artist Tim Kenney announced a “50 Paintings In 50 Days In 50 States” tour beginning on May 15, 2014. In each state Tim will be painting a 30x40 sized painting on stretched canvas in either portrait or landscape style. Tim will paint in areas he knows and others he has never visited.

Each painting is for sale and Tim will be working with The Nicole Jarvis M.D. Parkinson’s Research Foundation based in Norman, Oklahoma. Tim will be donating 20% of the proceeds from his trip to this nonprofit organization. 90% of those funds will in turn be donated by Dr. Jarvis’s organization to Team Fox in support of The Michael J. Fox Foundation For Parkinson’s Research to help fund the vital medical research that is necessary to develop “Parting Aspens” by artist Tim Kenney improved treatments and ultimately a cure for Parkinson’s Disease. 10% will be donated to the Parkinson Foundation of Oklahoma to help improve the quality of life for over 15,000 patients with Parkinson’s Disease here in Oklahoma.

Tim will be visiting Lake Carroll on June 29th to create one of his beautiful paintings.

Tim is an abstract impressionist painter who paints with oils. He uses palette knives and heavy texture and paints on stretched canvas. He shows his work in Steamboat Springs, Colorado, Breckenridge, Colorado and Santa Fe, New Mexico. Tim started painting a few short years ago and derives his inspiration from his lifelong love of fly fishing and camping in Colorado, New Mexico and Utah with his family and friends.

Thirty-five people, including descendants of Orphan Train Riders, listen attentively to Carol Chandler relate her research into the 250,000 children sent from eastern cities to the farmlands along the Mississippi River between 1854 and 1929. Taken from the most crowded, poorest areas, orphaned children, from infants to teens, were sent on trains west where extra hands in the fields or helping with domestic chores were needed. The free program, sponsored by Lanark’s Sesquicentennial Book Committee, was held at the Lanark Public Library on April 16th.
