November is here and the golf season is coming to an end, unless Mother Nature gives us an Indian summer…Let’s keep our fingers crossed. This season was an interesting one to say the least, with the late start to the season and the rain and cold temperatures we had until mid-June, the season sure seemed short. We were fortunate to have some great weather for the remainder of the year.

Jason Hill Whether we have a an extended seaPGA Golf Professional son or not, remember that the Pro Shop is having a BLUE TAG SALE thru the remainder of the year. I will be taking all of the Pro Shop stock to one big sale on November 14th-18th, and much of our stock will be sold, so come to the shop early for best selection. The HUGE BLUE TAG SALE will be on all in-stock merchandise; some discounts are as low as 70% OFF! All remaining 2013 golf clubs and demos will be on sale at greatly reduced prices. Gift Certificates are also available and make great Christmas presents.

On a more personal note, you may or may not know that I am the coach for the Eastland Golf Team and have been for the past 9 years. This year the team had a solid season, with several young players contributing to the team scores; I expect good things from the young players in the future. We had two boys qualify for sectionals, Logan Lessman and Devin Hartman, with Devin qualifying for the State Finals for the second year. The girls’ golf team had a great year taking 2nd at the regionals with Karissa Freidag winning the medalist honors at regionals and 2nd at conference, which qualified the team for sectionals with Kori Freidag qualifying for the girls State Finals. All of the players made us very proud. Congratulations!!! This is quit the achievement.

On a final note I would like to thank everyone for a successful season and for those of you heading south, have a great winter and I look forward to seeing everyone next spring.

Important Notice Regarding the Use of Credit Cards

In early 2013, our Finance Committee began examining the rising costs associated with accepting credit and debit cards. In 2012, these costs (credit card fees) were nearly $50,000 with half of that being the result of Members using their credit cards for the payment of annual dues. While approximately half of our Members pay their dues with a credit card, the processing fees are spread among the entire Membership.

A motion was passed at the October, 2013 BOD Meeting to disallow the use of Credit Cards, Debit Cards and Gift Cards for the payment of Dues Assessments starting December 1, 2013.

Efforts were made to create a “service” or “convenience” fee to pass the expense on to the user. These efforts were unsuccessful as there are provisions in the agreement with our credit card processing company which do not allow such a surcharge. While we intend to continue pursuing a legal means of charging a service fee for future years, the Association will not be accepting credit cards, debit cards or gift cards for the payment of any dues effective December 1, 2013.

You may continue to make your dues payments with check or cash. We encourage you to explore other payment options with your financial institution.

All other purchases at LCA facilities that currently accept credit cards will remain available.

The Lake Carroll Dredger has Arrived

We’ve had a few bumps in the road getting our dredger to Lake Carroll, but now she has arrived and took her maiden Lake Carroll voyage on Wednesday, October 31st.

We look forward to utilizing the dreadger to improve and maintain our lake.

ANNUAL MEETING REMINDERS The Annual Meeting mailing is scheduled for October 31, 2013. The mailing will be sent in 4” x 9” black & white Lake Carroll envelopes. All delinquent dues & Association fees (mowing, marina concession charges, citations, chlorine bills, etc.) must be paid in full to exercise your vote at the upcoming Board of Directors Election, the 2014 Budget & By-Law amendments at the 2013 Annual Meeting. If you were paying your dues on a quarterly basis, the final quarterly payment was due October 31, 2013. As of November 1, 2013, $100.00 late fees have been added to all unpaid quarterly accounts. Late fees were also added to unpaid 2013 August mowings.

Ballots for the BOD election must be RECEIVED by November 25, 2013. Proxies for the Budget & By-Law Amendments may be returned to the Association Office anytime prior to the meeting on December 1, 2013. Please read the directions included in your Annual Meeting packet, which you should receive early in November.

WINTER CAMPGROUND & BOAT STORAGE Winter fees are now due. Cost for either the campground or boat storage is $110 for the Winter season (November 1, 2013 – March 31, 2014). If you are utilizing the campground or boat storage facilities, please mail your monies as soon as possible. New Camper or Lower Boat Parking assignments must be made with the Front Desk. If you have questions, please call Karen 815-493-2552 ext 10.

WINTER ADDRESS CHANGES If you wish to have your mailings and Lake Carroll News delivered to your snowbird address, or if you’ve moved recently, please call Julie at 815-493-2552 ext 14 or email julieb@golakecarroll.com with your address changes. The bills & 2014 information sheet packet will be sent the week following the Annual Meeting in December. Deeded boat slip & shoreline dock notices will be sent approximately December 27, 2013.

PHOTO MEMBERSHIP ID CARDS Reminder to all members – DO NOT DISCARD YOUR PHOTO ID CARDS. The same cards will be used in 2014. Your picture on your Amenity card will be mandatory if you wish to exercise your use of the amenities (i.e. swim pool, ski hill, golf course). If you still need to have your photo taken & cards issued, please visit the Association Office. You may also submit your photos electronically to photoid@golakecarroll.com. We need a clear head & shoulders picture with a plain background (no hats, sunglasses, or funny faces). .

If your photo printed on your card is a questionable likeness for identification, if your photo had a hologram, if it is of poor quality, or your child(ren) have changed in appearance due to age, you should have a new photo taken or submitted to photoid@golakecarroll.com.

The front desk will still be taking pictures (Monday through Saturday 9 AM – Noon and 12:30 PM – 3 PM). We will be accepting emails to photoid@golakecarroll.com However, December & January are traditionally two of the busiest months at the Association Office.

The office staff may not be able to process your picture immediately. If you plan on using your new amenity card at the ski hill or swimming pool, please submit your photos now or visit the Association Office soon. Thanks for your cooperation.

Letters to the Editor Policy The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

I would like to take a minute and acknowledge former security officer Lance Leverton.

Lance has accepted a position as the Kitchen Manager at the Clubhouse. I had the pleasure of working with him for five years with the Security Department; he will be missed. I wish Lance the best of luck with his clubhouse endeavors.

Winter is right around the corner. As the nights cool off, it is time to consider utilizing the low temperature light program the Security Department offers, as many of you will be leaving for warmer destinations. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch (on an interior wall). When the temperature in the residence falls below a preset temperature, the light is activated and will be viewed by Security during their routine rounds. Then Security will contact you or other contacts you have provided to Security. See more information about this program in “Safety First” or contact me if you have any questions. I have seen the devastation water can due to homes here at the lake because of a broken water pipe, something to consider.

The deer harvesting program is in full swing. Please be aware folks will be out in the woods and you may see more vehicles parked alongside of the roads. This brings me to another topic. I know the deer are enjoyable to look at, but it is illegal in the state of Illinois to use bait to attract deer. ** It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present. Page 11, of the Illinois hunting rules and regulations.

You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll.

I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YEILD TO YELLOW!!!

Did You Know: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour.

Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll rules and regulations pages 9 & 10, chapter 1, section C – 2.

Did You Know: It is illegal to let you dog or cat roam freely at Lake Carroll. Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules and regulations regarding pets Page 36, chapter 4, section C, #8, in your rules and regulations booklet.

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup. All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. On October 16, 2013 the NW sponsored a CPR/Defib refresher class. Claire Holmberg, along with Security Officer Jeremy Glick and Security Supervisor Luke Fossett, demonstrated techniques of CPR on an infant, child, and adult demonstration models. Claire also talked about what to do when someone is chocking, then demonstrated the actions that should be taken.

She explained that the largest respiratory emergencies in our community is chocking on food or other particles being lodged in our throats. A demonstration with an AED/Defibrillator was also performed. Did you know that LC has at least 8 of these machines located around our property? They are located as follows; Security vehicles, Clubhouse, Lodge, Campground (summer)/Ski Rental at Lodge (winter), West Marina, Aquatic Complex, Conference Center/ LCA Office, and the Hatchery. After the demonstrations, we surprised Claire with a birthday cake. She was very proud to announce that it was her 88th. It was also a real treat for us to hear the history of 6-7 decades of various methods of what we know today as CPR. What a treasure she is. We thank you Claire!!! Off Highway Vehicle (OHV) permit stickers. Next season owners of ATVs operated on our trail system will be required to purchase and display a permit sticker. See additional discussion in the Trail Talk article in this edition.

Deer behavior. Last month’s column contained a caution about reckless deer (is there any other type?) crossing the roads in front of or into our cars during the rutting season. It’s worth repeating. The bucks are chasing the does without any regard to their surroundings and can burst out on the roadway at high speed. They are especially dangerous at this time. Be on the watch.

Heat warning lights. “Snowbird migration” time is approaching and many of us will be leaving our homes vacant for a few months.

Security Supervisor Luke Fossett has been writing about the off-season house watch service and the use of heat warning lights and I encourage you to use that service. I do.

Also, I’d like to elaborate on how to set up the heat lamp.

A colored lamp is placed in a window facing the street (or your long secluded driveway) or an occupied neighbor’s house. The lamp is controlled by a temperature sensitive switch.

When the interior temperature drops below a set point the lamp goes on to alert Security or the neighbors that something is amiss in the heating system. The recommended switch is branded LUX, model WIN 100 and is available at Menards at a cost of approximately $40. Once you have selected a controller it’s just as important to select the proper location for it in the house. The controller has electrical connection prongs so that it can be plugged directly into an outlet fixture. Since the lamp is placed at a window (outside wall) and has a relatively

short power cord the temptation is to plug the switch in to a nearby wall outlet and that is likely to be one on an outside wall. An outside wall outlet can be exposed to cold outdoor air passing through the wall and the outlet box.

If the controller unit is plugged into such an outlet it can be subjected to abnormally low temperatures, not indicative of the prevailing indoor temperature, and activate the warning lamp unnecessarily – a false alarm. Improper switch location has been the leading cause of false alarms. The best location for the controller is on an interior wall in a room facing north (so the room temperature is not affected by sunlight). Use an extension cord from the switch to the lamp if necessary to locate the lamp in a window visible to assigned observers.

The WIN 100 controller has a minimum temperature set point of +45 degrees F. To allow for variations in furnace thermostat operation and room temperature it is best to set the thermostat to at least 10 degrees higher than the switch temperature, or about 55 degrees F to further avoid false alarms.

Warning lights are good protection, but even they don’t help if the ComEd power goes down, the furnace stops and the house freezes up. So, be sure to shut off your water system and open all the faucets to drain as much water out of the pipes as possible. Just ask Luke about the horror stories of houses ruined by frozen and burst water pipes.

Standard Time. It’s that “time” again.

Return to Standard Time occurs on Sunday November 3 and it’s the signal to review the status of your smoke, carbon monoxide and propane detectors. Check their operation and cleanliness and install new batteries. And be sure you use a strong stable ladder!

Part of the development process for the formulation of the 2014 budget is the requirement that budget hearings be held to exBill Jahnke plain the proposed Treasurer annual budget.

These meetings were held on October 10th and 12th. The attendance at these two hearings was the lowest that I can remember in the last 12 years. We only had a total of 5 attendees who were not on staff, the Board or on a committee. This would leave me to believe that the Membership is generally satisfied with the general state of the affairs of the Association. One of the decisions on the budget made by our General Manager, Mike Schmieder was to reduce the hours of certain office personnel due to duplication of efforts and unnecessary staffing hours. This reduction amounted to a reduction in cost for the Association of $9,325 and at the budget hearing it was commented that we are taking money away from those employees and that they are part of our community. This is part of an ongoing reform that Mike started when he was first employed to analyze and streamline the personnel to more closely align with the needs of servicing the Membership. This is a program that has reduced the costs to the Association by approximately $80,000 over the last couple of years. There have been further comments that have accused Mike and the Board of balancing the budget on the backs of the employees. Nothing could be further from the truth. Incorporated into the proposed 2014 budget is a payroll increase of 2% that has a cost to the Association of $36,500. If we are indeed balancing the budget on the backs of the employees, I suggest that if that were our intent, we are not doing a very good job. Lake Carroll is a premier employer in Carroll County. We provide excellent wages, health and dental benefits, a 401 retirement program and other flexibilities of employment that few other employers in the area provide. We do not have employees leaving for better jobs and benefits. It has been the goal of the management and Board to continue to provide the services that the Membership expects at a reasonable cost to the Membership.

One significant change for the 2014 budget was the elimination of the ability to utilize credit and debit cards for the payment of the Annual Dues. This was eliminated due to the credit card service fee cost to the Association of approximately $25,000. In conjunction with the Finance Committee we investigated the ability to charge a surcharge or convenience fees for the usage of the cards, but with recent court rulings, the ability for us to do so was determined to not be possible and therefore the decision to eliminate their us-

age was made. I am sure that there are many members who will miss the accumulation of points for this type of usage, but it is a cost that would have been spread across the entire Membership for only a certain percentage that uses it and it was determined that this was not appropriate. The Membership will still continue to be able to utilize credit and debit cards for the payment of decals, gas, golf, clubhouse food and drinks, and Association merchandise.

The goal of the Board in the 2014 budget formulation was again to minimize the increase in dues. While there are those who feel that we are not spending enough, the reality is that large dues increases such as that proposed a few years back will only result in the defeat of the budget. The proposed 2014 budget still has the largest increase in dues with the greater portion going to the Fixed Asset Expenditures. Again this year as a part of a 5 year program we are requesting an additional $16.00 in dues for the acceleration of the pay down on the Pool Loan Line of Credit.

The weather conditions and the lake closure due to the Blue Green Algae this year have had a negative financial impact on the Association. The Association at the end of August was $34,083 under budget. Mike and the staff have been working to minimize or eliminate this deficit by the end of the year.

As the end of the year approaches we have been approving the Fixed Asset Projects that are remaining. One significant approval was for the replacement of the deck surface on the spillway by the dam. This roadway surface has been deteriorating for years and has had engineering proposals for its repair and replacement. The work was proposed in the 2013 budget for a total cost of $58,000. The engineering cost for defining the work necessary to correct the deck ran higher than expected at $20,100. This left only $37,900 for the actual repair. The project was bid based on the engineering specification which included replacing the guardrail and a different removal method for the roadway deck which were required by changes in law. The lowest cost for the repair was $92, 412 which was greatly in excess of the remaining funds for the project. The Board elected to utilize some variance funds from the current budget, some funds under the 10% rule from the Fixed Asset Reserve and a Fixed Asset Reserve withdrawal under an Emergency Structural allowance as provided in the By-Laws to approve the repair work for the spillway deck.

This combination was accomplished as the Board felt that the project could not wait until sometime in the future as there was insufficient time to include it in the 2014 budget.

It is the hope of the entire Board, staff and Committee members who were instrumental in the development of the 2014 budget that it meets your approval as well as the additional requested amount for the faster reduction of the Pool Loan Line of Credit.

Approval of September Agenda: Bill Jahnke moved and Dave Soldat seconded to approve September 27, 2013 Agenda, as amended. Motion passed by unanimous voice vote. M13.09.01 [Director Joanie Perez arrived at the meeting.]

Approval of Minutes: Dave Soldat moved and Dan McCollum seconded to approve the Board’s Regular Meeting Minutes of August 23, 2013. Motion passed by unanimous voice vote. M13.09.02 President’s Comments: The quarterly Board President/Committee Chair meeting will be held October 5th at 11 a.m.

A meeting with Nicor has been set up for October 8th in the afternoon. In addition to the Board, Mike Kaysen (4-193) has been invited to the meeting.

John announced that there was a meeting between Mike Kaysen, Joe Rush, Shaun Nordlie and Bernie Henricks to discuss the algae program issue and to work together on a coordinated approach to the algae problem.

Audience Questions/Remarks: Merce Meyers (1-90) had a number of comments related to the land designation issues on the Board agenda for this meeting.

She expressed concern about the motions that propose changes to the land designations of areas now considered Reserved Areas, such as the Marinas and Campground.

She questioned how this would affect the management of these areas, and how this change would benefit the Members. Instead, she encouraged the Board to support the recommendations put forth by the Bylaws Committee to maintain the status quo.

Merce also questioned the need to create a new committee to review changes to Common Areas. The Bylaws currently has the responsibility for land use issues. There doesn’t appear to be any need to duplicate efforts.

Rick Schwartz (1-102) asked what alternatives for the future are being considered to mitigate blue-green algae blooms. He asked that the Membership be kept up to date on plans.

Bernie Henricks (4-43) expressed support for what Merce Meyers said. He said the Lake Committee does work related to the Lake, and would work with Bylaws on land use issues related to the Lake.

WE need to protect the Lake Carroll environment that was envisioned when we all invested in this community. The vision/mission statement on our website states: “Lake Carroll is a private four-season, recreation oriented, planned community that provides a secure environment for the members.”

Non-member rentals have already created a damaging effect on the Lake Carroll Community and a continuation of the practice will have severe consequences on the relaxing and peaceful community atmosphere for both part-time and full-time residents. In addition, there will be a degradation of property values as a result of allowing public access which is contrary to the private community in which we originally invested. The potential for hundreds of transient visitors certainly creates unnecessary security issues for both residents and the POA. The signs at the entrances to our community say members and their guests only beyond this point. The term ‘guest’ we believe has now taken on a much broader definition. Renting is a business arrangement and is not what was intended or envisioned for the Lake Carroll community. Business use of the home is not consistent with the intent of the association and its founders. Members pay association dues specifically for the preservation of our beautiful private community.

What a great day! The weather was beautiful and so were all the crafts. I hope you didn’t miss anything on Saturday, Oct. 12th. Everyone pitched in to make the Craft Show a success. Special thanks to all that helped us arrange tables, especially Denise and her staff, Jeff Gribble, Joann Borysiewicz, and Sharon Queckboerner. We couldn’t have done it without you.

The LCWC Bake Sale, as always, was a great event. The Women’s Club did a wonderful job under the direction of Donna Carroll. The pies, cookies, cakes, and other edible delights were flying off the shelves.

The ladies also sold a lot of popcorn and tickets for a 50/50 raffle. The lucky winner of the raffle was Deb Stagno.

The Trail Club sold tickets for their raffle to “Win Your 2014 Dues” and were happy with their results, too. Not as happy as the winner I’m sure.

Carroll County Permits Required For...

1. Any Structure 8’ x 8’ 2. Short-Term Home Rentals

While Lake Carroll has its own building inspector and Property Owners Association, it still has to comply with Carroll County Zoning rules.

1. Carroll County permits are required for any structure, including decks that are bigger than 8 feet by 8 feet.

2. There have been some changes to the Carroll County Zoning Ordinance that may affect people that have homes at Lake Carroll. There had been some discussion about people renting their homes out to other people for a short time, for example a week or weekend. It was determined that this was not an allowed use in a residential area, like Lake Carroll, so a change to the zoning ordinance was discussed and a public hearing was held. The County Board voted to allow the short term rental of homes in the R-1, single family residential district, with a special use permit.

So if you are considering renting out your home for short term rental purposes you would need to contact the Zoning Office at Carroll County to apply for a special use permit. There is a one-time fee of $400.00 required with an application form.

A special use permit requires a public hearing before the Zoning Board of Appeals and the $400.00 pays for the public hearing. The Zoning Board makes a recommendation to the County Board and the County Board makes the final decision on granting or not granting the special use permit.

Freedom Township News Fall 2013 Hunt Thomas – Supervisor

Did you know that Freedom Township is responsible for two cemeteries? The cemeteries are just off Loran Rd., one at the western edge of the Township and the other near the eastern boundary. I would like to thank our caretakers who have done an excellent job this year.

Thank you Deb and Lee. It took a while but we finally have the new traffic warning signs installed on Zier Rd. as you approach Lake Carroll Blvd. In addition, Lake Carroll staff has installed an appropriate sign as you approach Zier Rd. from the lake. You may have also noticed the chevrons marking the curve on Zier Rd. just west of the lake, which were recently installed. The process of installing road signs whether regulatory or just informational on public roadways is more than just pounding in a post and hanging the sign. Thank you for your patience.

Our major summer projects included several miles of road improvements (chip and seal) on the north side of the Township, as well as culvert and ditch work in several locations. Ditch mowing and tree trimming kept the crew busy all summer.

As we get ready for winter, salt and chips have arrived and are mixed, trucks and tractors have been serviced and just awaiting the snow removal attachments.

I think the farmers of the Township are close to wrapping up the fall harvest. Until then please be aware of slow moving equipment and fast moving wildlife. The Township Board would like to wish you all a safe and happy holiday season.

Letter to the Editor

Lake Carroll Members, I have had the privilege of being a member at Lake Carroll for over twenty years; I have seen many board members come and go; it’s time again to change the makeup of our board.

We would like to think we know who will do the best job for all the members, and keep Lake Carroll growing. I have always been proud of the members of Lake Carroll doing the right thing when it comes to the vote! We have many upcoming challenges to weather; we need board members that are willing to take those challenges on with integrity, fairness and ethical practices. We need foresight on budgets, and how to fund all of our amenities, without driving homeowners out with unneeded cost. This will take steady planning from all of us, working as a team. I feel very strongly about our needs and what it’s going to take to get there, I have had the opportunity to see and work with a board member that displayed the leadership it takes to keep Lake Carroll moving forward. Our past president, Norm Hoffman, has been a member at Lake Carroll since 1972, has served on many committees and the board at Lake Carroll, and is dedicated member in the Belvidere community, Norm has a calling and passion for community service. As Norm says, “The best reason to become involved is “YOU.” I have seen for zyself, as a teacher, educator and coach, he knows and understands people! Norm is a true organizer. As most educators do, Norm believes in giving an assignment and allowing you to do your work with the confidences of knowing Norm is behind you and ready to guide you. Norm’s organizational skills will once again lead all of the committees at Lake Carroll to insure we have made the right decisions for all of Lake Carroll. With the leadership skills Norm displays, had he chosen to take a different career path I am convinced he would be at the helm of a “Fortune Five Hundred Company.” His understanding of people and business makes him a natural leader and all business starts with people.

Help me let Norm run the business of Lake Carroll. Vote for Norm Hoffman on this year’s Board Election ballot. Without educators, there would be no business!

While our chapter was very pleased to see over 60 people attend this year’s Butterfly Festival on July 27, we were stunned at how few butterflies were found. Only 7 species were sighted, many of those represented by only 1 individual. Contrast this with the species totals for the previous 3 Butterfly Festivals — 2010:19, 2011:13, and 2012:14 — and this year’s low number is even more stark.

What’s going on here? As is usually the case with the natural world, many factors could be responsible for such a marked decline. Perhaps another mild winter followed by a cooler wet spring affected the mortality of overwintering individuals. However, it’s hard to ignore the even stronger possibilities: loss of habitat and aerial spraying of pesticides.

Nearly every roadside this year has remained mown, effectively eliminating food sources for both larval and adult butterflies. Often flowering plants provide nectar for adults and a variety of plant leaves — milkweeds (Monarch), nettles (Question Mark, Red Admiral, Comma, Milber’s Tortoiseshell), violets (various fritillary species), wild carrot (Black Swallowtail), etc. — provide specific food for larvae. Add to this absence of habitat the massive amounts of pesticide that were aerially applied this summer, and it’s astounding that any butterflies were found. Much of the pesticide used was a broad-spectrum pyrethrin, just as deadly to a Monarch butterfly as it is to a Japanese Beetle or Corn Rootworm Beetle.

While insects may not often be our favorite type of wildlife, their role as the foundation for the existence of other animals is undisputed. Many mammals rely on insects for food and most birds — even fruit and seed-eating birds — feed insects exclusively to their young.

Insects’ function in maintaining the web of life is crucial.

The connection between aerial spraying and butterflies was literally brought home for us on the day of the Butterfly Festival as a spray plane swept the field across the road from our hospitality tents. Of course, that plane on that day wasn’t responsible for the butterfly decline at the preserve. But as it repeatedly passed low over us, it was a roaring reminder that we need to think about where this trend is taking us and ask ourselves if we really want to go there.

Hitchhiking (also known as thumbing or hitching) is a means of transportation that is gained by asking people, usually strangers, for a ride in their automobile or other road vehicle. A ride is usually, but not always, free.

If the hitchhiker wishes to indicate that they need a ride, they may simply make a physical gesture or display a written sign. Hitchhiking became a common method of traveling during the Great Depression. But warnings of the potential dangers of picking up hitchhikers were publicized to drivers, who were advised that some hitchhikers would rob the driver who picked them up, and in some cases murder them. Other warnings were publicized to the hitchhikers themselves, alerting them to the same types of crimes being carried out by drivers. Nowadays, it’s a rare occurrence to see a hitchhiker along the road.

But actually, there is another form of hitchhiking that has cause for concern…..

Aquatic Hitchhikers! And these dangerous hitchhikers do not ask for a ride, nor do they make any physical gesture nor do they display a sign….but they are free and they just hop aboard and find their way to beautiful Lake Carroll!

The U.S. Fish and Wildlife Service now has a national public awareness and partnership campaign addressing aquatic invasive species and they need YOUR help! The campaign empowers aquatic recreational users to become part of the solution in preventing the spread of these harmful species, one of which are zebra mussels.

“The spreading of harmful plants, animals and other organisms threatens America’s water habitats. Aquatic nuisance species hitch rides on clothing, boats, and items used

in the water. When brought to another lake or stream, the nuisance species may spread”, says www.protectyourwaters.net. We all know how painful it was this past summer to have our lake closed for several weeks due to blue-green algae problems. We certainly don’t want to compound the issue next year by introducing and/or increasing the number of aquatic nuisance species caused by carelessness when using bodies of water for recreation other than Lake Carroll!

Zebra Mussels can grow to a maximum length of about 50 mm and may live up to five years. When introduced into an inland lake, such as ours, their filter feeding depletes the availability of other microscopic organisms that play a critical part in each lake’s ecological food web (http://www.protectyourwaters.net/ hitchhikers/mollusks_zebra_mussel.php). As a result, valued sport fish are impacted due to having less food for larval and juvenile fish.

Zebra Mussel colonization can impact unprotected docks, breakwalls, boat bottoms and engine outdrives. Boat engines have been known to overheat due to colonies clogging the cooling water inlets and colonizing on boat hulls.

We already know there are zebra mussels that hitchhiked their way into our lake!

We all need to be more mindful of ways to prevent their spread. I have included some suggestions from the U.S. Fish and Wildlife Service: • Remove any visible mud and vegetation from items that were in the water, including the boat, trailer, and all equipment.

• Eliminate water from all equipment before transporting anywhere.

• Clean and dry anything that came in contact with the water (boat, trailer, clothing, boots, dogs, etc.)

• Flush the engine cooling system, live wells, and bilge with tap water. If possible, use hot water.

• Do not re-use bait if exposed to infested water.

• Dry boat and other equipment for at least 48 hours before using in uninfested waters.

• Examine boat exterior for mussels if it has been docked in infested waters; if mussels are found or exterior is heavily fouled by algae, either clean fouled surfaces or leave boat out of the water for at least five days before entering uninfested waters.

By Val Kachlic Photos by Bessie Pavell Strolling down memory lane, the Lake Carroll Yacht Club hosted another “blast from the past” with a 50s and 60s event “Sock Hop”. Ron Henning was spinning platters of all those “doo wop” hits of bygone days.

Breaking out our old saddle shoes, poodle skirts, and hula hoops took us to recollections of happier days as the Lake Carroll Yacht Club members and guests packed into the Clubhouse lower level, which had been turned into a rockin’ and rollin’ festive sock hop.

It wasn’t your typical sock hop, boys on one side and girls on another, but instead an energetic crowd with poodle skirts twirling around, bobby socks gleaming white on the dance floor and class rings bobbing around some pretty necks.

A surprise guest Sister Michelle (a.k.a. Mike Siciliano) donned in full habit with ruler in

hand to make sure the slow songs brought about a 12 inch space between each male and female on the floor. All dancers were glad to oblige in fear of that dreaded ruler.

A fifty-fifty drawing was won by Jim Molloy and door prizes donated by Miller Sports Center, Perdue Marine, First State Bank, Sweitzer Nursery, the Clubhouse, and the Pro Shop were distributed throughout the evening.

Pia Molloy won the hula hoop contest, Darlene Benson won the best female dancer, and “Name That Tune” was won by Glen Volk.

The night came to a close with some very sore feet, many grinning faces, and some flashbacks to those “good old days”.

Early Pool Loan Payoff Proposal Update Dr. Ian F. Keith

The Board proposed and the membership approved for the 2013 budget the second special $16 increase in dues, this increase to be used to continue the accelerated payoff of the Pool Loan. The Board plans again to recommend a $16 increase for 2014 dues to be dedicated to the third year of this Pool Loan Payoff Program. This $16 will again be subject to a line item vote, not part of the overall budget vote. The Board has again agreed to have me provide an update of my last year’s article on the subject.

As a result of these two extra payments in 2012 & 2013 together with our regular payment of $160,000 the principal balance on our Pool Loan on December 31, 2012 was $1,080,257, a reduction of $180,258 from the 2011 year end level of $1,260,515. With the second year’s additional payment, the balance as of Dec. 31, 2013 is projected to be $848,371. A continuation of this program through 2016, even with the expected reduction in Dues Paying Members, will result in the Pool Loan being fully paid off by Dec. 31, 2016. An updated Pool Loan payoff table is provided below. Note that the interest payments are expected to be minimal due to our ability to use our other cash balances to offset the pool loan interest via a sweep account program. Further note that the annual loan payment is made in February so the year end balances reflect the approved level of payment in that year.

Membership has been asking two questions, first, what happens when the pool loan is paid off and second why are we paying the pool loan off early? On question one, in 2016, the final pay off year, a total payment of $338,000 will be made on the pool loan. This payment will have two components, $160,000, the regular annual payment made from the start of the loan and then $178,000 from the $80 per member payment from the series of five annual $16 additional approved payments. From the start it has been understood that the additional $16 annual amounts would only be used to pay off the pool loan. So at the end of the payoff program when the pool loan is fully paid off, this additional money will no longer be assessed or collected unless the membership were to vote to maintain it as part of future dues beginning in 2017.

On question two, why are we paying the pool loan off early? We are clearly facing a financial shortfall in coming year budgets. Inflation and additional programs such as weed harvesting and dredging are increasing expenses while a decline in membership is lowering income. Looking forward our annual Fixed Asset Budget will soon not even be able to fund necessary replacements for existing program equipment. In addition a number of major projects, some improvement some replacement, are in proposals for the future. None of these to date have been approved by membership however if approved in the future, all will require additional funding. With this program fully implemented the Association will have some $338,000 annually from 2017 forward in uncommitted funds which could be used as the Board and Membership elects. Options would then be either to use these funds to reduce the Dues level or to address some of the issues which cannot be currently addressed in the annual Fixed Asset Budget.

By the time this article is published, the annual membership ballots will be in the mail and some may even be completed and on their way to being counted. It was premature for me or anyone else to pen an article earlier, because until mid-October, there were still too many things out there “hanging”.

For 2014, the Board is recommending a $48.00 dues increase (13 cents per day) and continuation of the additional $16.00 to pay down the pool loan. The pool payoff program, if approved, would be the third year in a 5-year proposal to decrease Association debt. Should the payoff program continue and $16.00 be added each year through 2016, the pool would then be paid off. Anyone having designs on future use or collection of the monies earmarked specifically to pay off the pool loan during the 5 years preceding 2016 will have to receive membership approval to keep the $80.00 going forward. Many of us recognize that there are lots of potential ways to spend an additional $180,000 or so, but I suspect enquiring minds will require sufficient justification and full details before committing.

Several people have asked about the status of the potential acquisition of the Fawnridge property and where this issue stands.

Although the subject was discussed several times at various meetings of the Board and Committees, at the September 2013 Board meeting it was decided by the Board that no action would be taken relative to the potential purchase of the building. Thus, there are no monies being requested in the budget and no plans at this time for the Board to consider purchasing the building.

Although I wish we didn’t have to ask for a 3.5% dues increase, I support the request being made. The Consumer Price Index (CPI) rose just over 2% during 2013, and the additional 1.5% added to the 2% is needed to address other rising costs, which are largely uncontrollable. In the near future we will have to make some very important choices within our community. I’ve been working on an article for some time addressing many of the challenges. But, that’s for later. For now, I truly want this budget to pass, and I hope you agree with me and vote for its approval.

Regardless of your position, the most important thing for you to do is cast your vote. Since most of you don’t have the time or the inclination to attend Board meetings on Friday nights, your vote speaks volumes on how you feel about the direction of our Association.

By-Laws Alert!

For well over two years, the By-Law Committee and the Board has been preparing, meeting, discussing, and writing possible solutions to the issue of Rentals at Lake Carroll. Carroll County has also been concerned for how to handle this issue. As of this writing the County has authorize all rental properties must apply for a “special use permit” from the county.

The By-Law Committee has proposed a set of new By-Laws Amendments that deal with the issue of Rentals at Lake Carroll. These proposed By-Law Amendments came to the Board for approval during the October Board meeting. After a great deal of debate, a vote was taken and the Board voted 3/3/0 with one member absent on the recommendations. Since the vote ended in a tie and after discussions with the By-Law Committee and concerned members who petitioned for some form of guidelines for renting at Lake Carroll, the Committee has decided to move forward. The new By-Law Amendments (Article X) along with changes to Article II and Article III will appear on your proxy during the month of November. The opportunity for the membership to decide the fate of guidelines written into the By-Laws will be in your hands.

Several members gathered at the Lodge for our October Fishing Club meeting. The great smell of brats, Italian sausage, and hot dogs permeated the air. A special thanks to Jim Stagno, Mitch Feucht, and Bill Comstock for handling the grilling duties. There were many varieties of food and all were superb. The next potluck will be November 13th and all you need to bring is a dish to pass and your own place settings.

President Bob Knackstedt called the meeting to order and led everyone in the Pledge of Allegiance.

Treasurer’s Report Mitch Feucht presented the September, 2013 financial report. A motion to accept the report was made by Frank Malito, seconded by John Frey. The report was unanimously approved by the membership.

Hatchery Operations Pump issues have continued at the Hatchery and a lot of effort is being put into resolving the problem of inadequate water supply. We need to find a solution to this problem before we begin walleye production in the spring of 2014.

The Hatchery breeding pond will be drained at the end of October starting on a Tuesday and terminating on Friday night with our annual bonfire. We are hopeful that we’ll have a lot of young walleye to release in our beautiful lake.

Plans are being made to empty the spillway of fish and return them to the main lake prior to the end of the year.

Elections will be held for the Fishing Club Board of directors next month.

Reef Projects Reef projects will begin in 2014.

Other Events Bob Knackstedt stated that Lake Carroll is using a large part of their manpower on removing silt from the lake near three tubes in an effort to continue to improve the quality of the water.

Nancy Comstock stated that the Christmas party will be on December 6th and that tickets will be $35 each. The tickets will go on sale October 15th and are limited to 160 tickets. The Legends of Rock and Roll will be the same band as last year which had great reviews.

Jim Molloy announced the formation of a couples bowling league for Lake Carroll members. The league will bowl at Mount Carroll Bowling Center on Monday afternoons from December 2nd through March 4th. Anyone interested can contact Jim Molloy.

The angel tree will be available again this year at the Lake Carroll Clubhouse to benefit families in our local communities. Each angel on the tree will have the name of a child. By taking one of the angels and buying a gift you can brighten Christmas for less fortunate children.

The meeting was adjourned at 7:35p.m.

Twelve boats participated in the Lake Carroll Classic bass fishing tournament held October 12th and 13th. This tournament was rescheduled from September do to the lake being closed. Weather conditions were good but the fishing was tougher than usual. Small fish were plentiful, large fish were hard to find. Dan Hayes along with his fishing partners Josh and Berkley Hayes had a great first day bring in 10.11 lbs. No one was able to catch them on the second day.

HCC Madrigal Set For December 12 at Chestnut Mountain Resort Galena The Highland Community College Foundation will sponsor a special performance of the HCC Madrigal Dinner on December 12 at Chestnut Mountain Resort near Galena.

Proceeds from this special holiday music and dining festival will provide support to the HCC Fine Arts Department by establishing a fund that will allow Highland students to attend and participate in regional and international music and theatrical competitions and events, according to Allen Redford, HCC director of fine arts.

Tickets are $50 per person and include a three course yuletide banquet of fine food, along with much good cheer and hearty merriment. The evening begins with hors d’oeuvres at 6 p.m., a call to the grand hall at 6:30 p.m., and the Madrigal dinner and show starting at 7 p.m.

Facilities Update The long wait is finally over and the dredge is in the water.

That long grey floating machine in 3-Tubes that is very loud and hooks up to a long pipe is our new dredge.

Shaun Nordlie Although weather Facilities Director has not been our friend in October we have still been able to get on the lake and learn the ways of a dredge.

I will not say it is an easy job, but I think we will be able to master the dredge as we get experience and more time in the machine. As I have stated before, my goals for this fall are to learn how to operate the dredge, get accustomed to all the operating procedures, and get our daily checklist created for startup and shut-down of the machine. We also are working on when to use flex pipe and when to use the hard pipe, and on getting all the pipe to float. We are using the old dock floats that were replaced at the West Marina and also some dredge floats to help keep the pipe floating. Working the cutter head in the silt has also been interesting; making sure we are in the silt not the lake bed and keeping the lines free of large items that could create a clog in the pipe. All has been very interesting and educational. We are planning to stay in the water this fall as long as weather permits and then be back out as soon as we can in the spring. I will remind you though that this is a long-term project and will take many years

to complete, but now that we have our own dredge we can be on the lake every spring and fall and start improving the lake.

A couple things that I would like to remind everyone as we start thinking about the winter, snow and plowing in the next few months and the trucks start making their way out on the roads for plowing – These are safety vehicles, so please do not follow behind a plow too closely and please do not pass a plow. Although the trucks are equipped with mirrors, it is still difficult for the drivers to see when you are following too close. These guys are doing their best to be as efficient as possible on the roads, if they have to worry about a car behind them, it takes attention away from their time plowing. Also, when you are behind a plow, do not pass them. The drivers do not want to have to worry about having to move over to allow you enough room to pass. I appreciate your cooperation with these issues. I hope that with the planning we are already doing, this year’s plowing will be as smooth as possible for both the snow plow drivers and the members.

One other note about plowing; if you have a medical emergency or urgent reason to have to get out on a morning that we are plowing, please call Missy or Karen at the Front Desk to alert them or call my cell phone – 815275-6121 to make us aware of your situation.

We will make every effort to accommodate you so you can get out. But the bottom line is, please don’t take unnecessary chances in bad weather or poor road conditions. Your safety should be your first priority.

Lake & Natural Resources

As we roll out of the summer into these cooler temperatures we are collecting data on our fish population at Lake Carroll. With the assistance of the Fish Replenishment Committee members and Fishing Club volunteers, we were able to collect a total of 696 fish in 70 minutes of sampling with our AC Electroshocking boat. We plan on one more survey this fall before the weather gets too cold. We will utilize the data collected from these surveys to evaluate the health and condition of the fishery here at Lake Carroll. This data collection will help set regulations for the upcoming fishing seaJoe Rush son in 2014. We collected largemouth bass, smallmouth bass, black Lake Manager crappie, walleye, perch, white bass, and bluegill to name a few. We observed young of the year fish from many of the species, which indicates a good spring spawn.

By the time you read this, our new dredge will be in the water at the 3-Tubes and removing sediments that have compiled due to erosion within the watershed. These sediments will be hydraulically pumped up to a holding area and dewatered. This fall will be an exciting time for us as we learn the capabilities of the dredge. You may also notice that our current sediment basins at Zeir Rd and 3-Tubes will soon be de-watered and no longer ‘ponds’ at all. The sediment trapping efficiency of the ponds can be increased by converting them to ‘dry basins’ as opposed to wet basin ‘ponds’. Next spring we will not be refilling the ponds, but letting them fill with water during heavy rain events and naturally dewatering back to a creek as the flows subside. This will remove more sediment before it can get into the lake, thus increasing the efficiency of the basins.

The final repair to our monitoring structures at the dam will be done this fall as well. At the end of October, weir 2 will be replaced with an upstream ‘new’ weir. Historically, we have had problems with water seepage at weir 2 and have continually been repairing the structure.

Based on a recommendation by our inspecting engineering firm, it has been determined that a new weir upstream of our current structure should resolve our problem, and provide more accurate monitoring of our seepage around the south abutment of the lake. Weirs are important monitoring tools for us to understand the health and integrity or our dam, so we’re excited to get this replacement!

We continue to monitor the lake conditions on a weekly basis and with the cooler temperatures we’re observing the blue-green algae dissipating. We will sample again this fall and continue to post the current readings on our website and e-blasts. We have no way of knowing if we will have blue-green algae blooms again next year; however, we will continue our direction to improve water quality just as we have done in the past. We will also be working with committee, staff, management and the board to develop protocols on what we will do in the event we observe similar conditions in the future.

And a good time was had by all. This year’s Night Ride was a great success. Good weather, a record attendance, a welcoming bonfire, and a winner. We lucked out on the weather with a beautiful clear and windless night and a waxing moon. A total of 69 machines and probably a hundred people enjoyed the night. Thanks to volunteers Jonna and Don for tending the fire that warmly welcomed us at the end.

And thanks to Security and Neighborhood Watch volunteers for escorting us across the roadways to improve our safety.

One small indicator of the appeal of this event is that we observed cars parked along Lake Carroll Blvd. and people standing on decks and at windows watching the parade of lights winding along the trail. Must have been a neat sight. It sure is for those in the caravan. It was a bit dusty, huh? We’re on for next year and hope you are! If you enjoyed the Night Ride, and our other events, and are not an official member of the club, please consider joining. Use the form displayed nearby in this issue. Get your own nifty sticker to display on your trusty steed.

Around the bonfire we held the drawing for the winner of the “Win Your 2014 Dues” raffle. The lucky ticket was purchased

by Nick Mazurowski who is a resident of the Campground.

When the 2014 dues assessment is established, the Trail Club will pay that amount directly to the Association in behalf of Nick’s property. Congratulations Nick! And a big thank you to all who purchased tickets.

The Trail Club leadership considers the raffle a success and a valuable resource in raising funds to help rebuild the Swinging Bridge on the trail. So, we’re going to do it again next year! You will have another opportunity to Win Your Dues. Details will be announced early next year.

have heard rumors about the State requiring ATVs to display a permit sticker starting next season. And the rumors are true. There is considerable confusion about the details; when and where to purchase, amount, what vehicles are affected.

The State bureaucracy has been issuing conflicting press releases about the provisions of the rule. Here is the statement included in the Illinois Department of Natural Resources online newsletter.

“As part of the IDNR sustainability bill passed in the fall of last year, certain Off Highway Vehicles will need a permit sticker starting in April 2014. The stickers are $15 and will be available for purchase at any DNR Direct license vendor in 2014. Exemptions to the OHV Usage Stamp include all golf carts, OHVs owned and used by units of government; OHVs operated on lands where the owner permanently resides (exemption does not apply to clubs, associations, OHVs operated on lands leased for hunting or recreational purposes, or OHVs used by outfitters); OHVs used for activities associated with farming or livestock production; OHVs used for sanctioned national/international competition; and OHVs used on OHV-grant assisted sites on which an Off-Highway vehicle Access Decal is displayed.”

Note that nothing is said about purchase online, it appears they will be available from DNR license vendors only. For instance, you’ll be able to buy a sticker at a place where you can buy fishing or hunting license. There have been many inquiries about how we should not have to buy stickers for our ATVs since we are on “private property” that “we own.”

Technically the phrase about “owner permanently resides” means property you have title to. The trail is on common ground owned by the Association, not by individual members.

Note the statement in the parenthesis that says the exemption

does not apply to clubs and associations. That’s us. This is the best information I have so far. As I learn more I’ll update.

The thing that’s certain is you will have to pay another tax in the form of this sticker by next season. And it appears that this will be an annual fee. The display of the sticker will be enforced by the DNR and they have authority to come on the Association property and issue citations to offenders, just as they do for hunters, fishers and boaters.

You may not receive the paper before the actual event, but our final organized activity for the season is the Pack the Pantry ride on November 2. We’ll gather at Trailside Store at 1PM and convoy around the trail to the creek crossing below the dam for a bonfire with refreshments (bring your own) and conversation. The price of admission is a donation of nonperishable food items to be donated to the Lanark-Shannon food pantry. With the holiday times approaching they can certainly use some help in supporting local families in need.

If you are unable to attend the ride you can still contribute to the pantry by delivering packages of food items to either the Association Office Conference Center or to Trailside Store.

And you can donate for a week after the ride.

We’ve scheduled our most popular events for the 2014 season. Poker Run June 14, Night Ride October 18 and Pack the Pantry November 8. Mark your calendars now!

Around The Campfire

What a great October we have had at the Lake Carroll Campground. A terrific bonfire closed out September with over 100 attendees, both campers and homeowners, and a great night of music, Karaoke and fellowship.

Campground Committee News: The October Committee meeting was held Saturday morning October 12th. Two of the 3 candidates running for the Lake Carroll Board of Directors attended and answered questions relating issues of Lake Carroll. Norm Hoffman has always been a great friend and supporter of the Campground and Don Alesky expressed a genuine interest and support.

In other Committee news, nominations were held for Committee membership to replace those whose terms have ended. Reelected were Martha Magnuson and Jeff Gunther. Also added to the committee was Lorri Schwartz Tracy replacing Todd Trunk and Richard Mahrenholz as new members. New officers were also elected with the following new board membership and officers.

The Committee elected to continue having our monthly meeting on Saturday mornings at 9:00 am of the second weekend of each month. As a reminder, all campers are invited to attend.

The Board of Directors approved a preliminary 2014 budget during their September monthly meeting. The final budget will then go to the member ship for voting during the annual membership meeting.

With respect to the budget for the Campground the Board has approved funding for the continuation of rebuilding campsites and upgrading the electrical boxes. Funding in 2014 for the addition of water at each campsite was not approved by the Financial Committed and thus did not go to the Board. We will continue including this in our 5 year Fixed Asset Budget plan along with other needs such as completion of the 500 pod.

Host: Beginning next year the Campground will have a full time Host. The committee has requested this from the Board for the past 3 years and this year it was approved.

Lake Carroll Women’s Club

October was a busy and interesting month for the Lake Carroll Women’s Club! On Thursday, October 10, after their regular monthly meeting, 25 members of the Lake Carroll Women’s Club enjoyed a trip to De Immigrant Windmill in Fulton. While half of the ladies were getting an instructional tour of the windmill, the other half was treated to a small lecture and tour of the Windmill Cultural Center directly across the street.

At the windmill, we learned from a dedicated volunteer that the city of Fulton commissioned a Dutch company to design and build the windmill. In 1999, the windmill was partially built in the Netherlands, then completely disassembled, transported to Fulton by ship, train and truck, and reassembled on site by two Dutch craftsmen over a period of 10 months.

After further donations were received, grinding stones, each weighing over a ton, were installed and in May, 2001, the windmill became fully operational. Today, it mills wheat, rye, buckwheat, and corn.

Over at the Windmill Cultural Center, where the stone ground grains are available for purchase, members of the LCWC learned a great deal about the different models and styles of windmills. Twenty-one model windmills, three of them operational, are on display in the center and were a delight to behold! The windmills, each of which took approximately 800 hours to build, were a collection designed and built over a lifetime by Henk Hielema, a Dutch immigrant. They are representative of different European windmill styles such as those found in England, Greece, France and Holland. They were donated several years ago

by Henk and his wife, June, and are such a treasure that the Windmill Cultural Center was built primarily to showcase these lovely works of art and craftsmanship!

The second highlight of the month was the LCWC annual Bake Sale, held Oct 12 in conjunction with the Clubhouse Craft Show. The ladies of the club went well above and beyond in their baking as their delicious morsels were enjoyed by many. Thanks to all that baked and all that purchased the goodies, the Women’s Club raised a record level of bake sale revenue! As a reminder, every dollar received from LCWC fundraisers goes directly to local philanthropic organizations.

Our LCWC meetings are held at 1 pm at the Lodge on the second Thursday of every month from September through June, and we would love to have you join us! Our next meeting is November 12, 2013, and will feature a fashion show and a potluck lunch. Last names A-M are requested to bring a side dish and N-Z a main dish. If you haven’t signed up yet, contact Bonnie Ewing, and we’ll see you at the Lodge, ready for food, fashion and fun!

The Lake Carroll Yacht Club hosted its 7th annual Casino trip on October 24th. This year, 56 lucky people boarded a bus headed to Jumer’s Casino in Rock Island, Illinois. Besides having the opportunity to visit with friends and neighbors on the trip down, passengers also took part in a 50/50 raffle, hoping to start their winning streak early. The winner of the pot was Paul Gonzalez.

Congratulations, Paul!

Once at the casino everyone headed for their favorite gambling game. Most people enjoyed playing the slot machines but others attempted their skills at black jack, roulette and craps.

Everyone was a winner at this year’s buffet. Tickets included a chance to enjoy lobster tail and prime rib. The desserts were a real treat with everything from soft serve ice cream to pumpkin pie being available.

Thanks to Mary Ann and Steve Gibus for organizing this event once more. Make sure you keep your eyes out for upcoming events in the Lake Carroll newspaper and on the website.

Our next scheduled event will be a bowling party in January at the Mount Carroll bowling lanes. Dust off your bowling shoes and balls and get ready to “strike” up some fun!!

Meals For a Healthy Heart Offered in Mt. Carroll

Meals for a Healthy Heart is a series of two - 2 hour sessions designed for anyone interested in preventing or managing heart disease. Planning, shopping and cooking for someone with heart disease can be a real challenge In each session participants receive recipes, watch cooking demonstrations, taste foods to meet their dietary needs, and learn about proper diet and exercise to better care for their health.

Meals for a Healthy Heart aims to improve your overall wellbeing. The program is meant to compliment the recommendations of your health care provider and to help you and/or your loved one manage heart disease.

Meals for a Healthy Heart will meet at the following dates and times: Naaman Diehl Auditorium, Carroll County Farm Bureau on November 7th and November 21st from 4:306:30 pm. There is a $15 fee which will covers both sessions. This fee is for the purchase of food and supplies. No products will be sold at the classes. Registration can be done at http:// web.extension.illinois.edu/clw or by calling the Carroll County Extension Office at 815-2449444.

Applications Accepted for Master Gardener Training

The University of Illinois Extension is accepting applications to participate in the 2014 Master Gardener Training Program. Those interested need to complete an application form and return it to their local county extension office. Master Gardeners are individuals with an interest in horticulture willing to participate in 60 hours of classes taught by University of Illinois Educators. Then they agree to volunteer 60 hours of time through their local office to teach others about gardening.

Local training classes will be held at Sauk Valley Community College (173 IL Rt. 2, Dixon, IL) beginning January 17th, 2014. Classes will be 9 a.m. to 3:30 p.m. every Friday through April 4. Class topics include botany, soils and fertilizer, trees and shrubs, vegetables, fruits, insects, turf grass management, disease control, pesticide safety and others. The cost of the manual and training will be $175. Other training locations include Highland Community College. If interested in this site contact Stephenson County Extension at 815-235-4125.
