WHO WILL FACE BILBRAY?

Primary race too close to call BY ELIZABETH MARIE HIMCHAK Congressional candidates Scott Peters and Lori Saldaña will have to wait a while to see which one of them will face Rep. Brian Bilbray in a November runoff election. However, more than 135,000 countywide absentee ballots remained to be counted on Wednesday, SEE ELECTION, Page 11
