Planning board tries to take MAD from community council

Region readies to shelter homeless BY PAT KUMPAN Coordinators and volunteers with the Interfaith Shelter Network are gearing up for two-week rotating shelters in Poway, Rancho Bernardo and in other communities as well. Director Rosemary Johnston said this week that four facilities, three churches and a synagogue in the PowayRancho Bernardo area, have locked in their dates, preparing to welcome “guests” who have no place else to go. The temple’s Executive Director Jeffrey Frankel said this is the second year his temple has provided space for cots and a place to sleep for about 12 people. The Interfaith Shelter Network, which also coordinates rotation shelters in other areas of San Diego, provides cots and bedding to faithbased shelters, according to the nonprofit’s director, Rosemary Johnston. That week, Bernardo Town Center Property Owners Association President Ron Bamberger and RB Business Association President Larry McIntyre submitted letters stating their support. “I was surprised and do not completely understand the reason,” said Ed Muna, RB MAD chairman, who learned of the request a few weeks ago when meeting with RB Planning Board Chairwoman Teri Denlinger. “It’s frustrating because I’ve been trying to resolve the sign issue for the past two months, reaching out to Teri and the other groups. It now appears they were figuring out another way to get (their) sign through.” Denlinger said the board has wanted a transfer for years and the welcome sign is an example of the “ridiculous, bureaucratic, non-functioning process” created by not having MAD under the board. Earlier this year the sign issue came to a standstill when Refresh RB — a group DeMaio formed that included MAD, planning board, both business groups and other See MAD, Page A15

An attempt to transfer Rancho Bernardo Maintenance Assessment District oversight is being questioned by some, who allege the motivation could be the planning board’s way to take control of the welcome sign controversy. Proponents argue a switch from the RB Community Council to RB Planning Board is needed since allocation of more than $445,000 in taxpayer dollars (amount for fiscal year 2012) is annually recommended to the city council by a group not officially recognized by the city. The money goes toward maintaining medians throughout Rancho Bernardo except in Bernardo Heights. Its medians are managed by its homeowners association. Single-family homeowners in the MAD pay $18 annually through property taxes. Multifamily units are assessed $12.60. Public and business properties’ fees are based on acreage and other factors. On Nov. 11, the planning board’s executive committee sent a letter to City Councilman Carl DeMaio requesting
