Rancho Bernardo Republican Women Federated celebrated its golden anniversary with a summer evening party at its president’s Poway home. There were 110 members, guests and politicians present for the July 18 garden party at Linda and Frank Porcelli’s residence. According to President Linda Porcelli, 59 members met for the first time on Nov. 20, 1964. Now, the club has around 135 members from Rancho Bernardo and surrounding communities, including Poway, Escondido, Scripps Ranch and Rancho Penasquitos. They gather at 11 a.m. for a monthly luncheon in StoneRidge Country Club on the third Friday and since January, have also been holding a monthly “After Hours gathering at 5:30 p.m. on the first Thursday at the Courtyard by Marriott in Rancho
Bernardo. There are no meetings in July, August and December. At meetings the women discuss club projects and often hear from Republicans whom members might support by volunteering for their campaigns. The work often includes going to campaign headquarters to send mailers, write postcards and make phone calls to potential voters, Porcelli said. While the club may endorse a candidate, it sometimes does not, such as during the June primary this year when three Republicans campaigned the 52nd Congressional race. “The Republican Party is very prominent in the Rancho Bernardo area, Porcelli said, adding the club is “very lucky to build long-term relationships with candidates, so members get to know them better. Candidates often speak at meetings and when more than one Republican is running for the same office, a debate is sometimes held.
Even though the club has Rancho Bernardo in its name, Porcelli said for more than a decade it has been a regional group since many members are Poway residents who joined after the Poway Republican Women Federated disbanded. The RB club is one of 20 in San Diego County. It also belongs to the California Federation of Republican Women Southern Division and the state and national counterparts. “Initially women join because they want to get more knowledge, so they come to hear the speakers, Porcelli said. “But after they are in the group awhile they (discover) this is a great group that is very active and they find something that touches their hearts. Political activism that strives to get Republicans elected to offices at all levels of government is a key component of its mission. However, the club SEE WOMEN, Page A4

Chairman expresses disappointment in proposed park space BY ELIZABETH MARIE HIMCHAK Rancho Bernardo Planning Board’s chairman says he wants to see a more useful park area when Silvergate Rancho Bernardo representatives return to the group months from now to formally request a community plan amendment. At the July 17 planning board meeting, AmeriCare Health & Retirement Inc. President David Petree and his son, Matthew Petree, AmeriCare’s director of property development, presented their vision for the 10.88acre senior residential and memory care facility they plan to build at 6061 Avenida Venusto in the Bernardo Heights neighborhood. They described how the vacant property they bought for $7.38 million from Poway Unified School District last December can alleviate a need for senior residential housing starting in January 2018 if their development plans stay on track. They also say Silvergate will be a financial benefit, adding more than 100 jobs, contributing around $300,000 in development impact fees and becoming an active, participating member of the community.

The Petrees showed proposed property layouts that according to them have already been significantly modified once. They said the initial plan for a surface level parking lot was replaced with a new property layout that added 22 independent living cottages and relocated vehicles into an underground parking garage. But if board ChairLinear man Lou Dell’Angela Park has any influence on the design, there could be at least one more major revision in A drawing of what Silvergate Rancho Bernardo's owners would like the retirement and store. “The commu- memory care facility to look like upon the 10.88-acre parcel at 6061 Avenida Venusto. nity plan shows a “I do not see potential for it to move shortage and need for open space, mated video played at the meeting Dell’Angela reminded them, saying showed a winding sidewalk lined beyond the 500 feet, Dell’Angela the 40-foot-wide, 500-foot-long pe- with trees, plants and occasional said. “I do not see a lot of public use destrian friendly Linear Park does benches those walking or roller ... as a park ... that seniors and the not create park space that Rancho blading could enjoy. The list of Poway Unified School District candidates running in November grew by two this week with two-term board member Todd Gutschow and challenger Charles Sellers entering the race. Gutschow, a retired software firm owner, is a 25-year Poway resident and is the current school board president. Sellers, a Certified Public Accountant, has lived in Rancho Penasquitos for 28 years. Their announcements bring to four the number of candidates running to fill three seats on the five-member school board. The candidate filing period closes Aug. 15. “As a community, we have a lot to be proud
of when it comes to our schools. In just about any performance measure, Poway Unified ranks at or near the top of all school districts in the state of California, Gutschow said in a prepared statement. “Our graduates are well prepared to successfully meet the rigorous demands of college and/or career. Moving forward, Gutschow said he sees a number of challenges facing the district including new learning standards, new accountability systems, a new funding mechanism and higher expectations from the community. He said he believes that his experiences as a business leader, education advocate and school board member give him the skills and expertise needed to successfully lead the SEE PUSD Page A3
