R40m down the drain New Police station still not ready after 6 years Louis Roux

louis@bulletin.us.com

Some R40 million wasteful expenditure, five building contractors and six years later Letsitele’s new police palace is now said to be officially opened within the next few months. However, the SA Police could not confirm this. The initial cost of the project was almost R50 million, but due to delays and changes of building contractors this amount escalated to well over R86 million. Earlier this year it was announced that the complex would

be completed by August this year, but serious delays with construction were experienced and the project will soon enter 2012. A sewerage system for the complex has to be completed before the new facility could be operational. A total of five different contractors have so far been involved over a period of six years and at one stage construction was halted for nearly two years, due to “several technical problems”. Our extensive efforts to get more detail on the project from and to verify our information with the SAPS Media Centre in Pretoria, were unsuccessful. An inquiry was sent to Col

Sebola at the Media Centre, who passed it on to Capt Dennis Adriao, who in turn referred it to a divisional commissioner entrusted with new police buildings. We also contacted the site manager of the current contractor, Mr Choga Tapiwa of Zimbabwe, but he was not prepared to release any information on the project, other than to say that “construction has reached the final stage”. It is alleged that favouritism and tenderpreneurship contributed to the long delay and the waste of R40m of rate payers’ money. The department of public works is not involved in the project, and the SA Police is driving it.

This aerial photo of Tzaneen’s new Lifestyle Centre was taken a couple of days before the bulk of the shops opened. The new Fruit & Veg and new Wimpy restaurant will both open next week and a seafood restaurant is said to open early in the new year. So far the new shopping centre is a big hit and shop owners are optimistic that it will continue to draw the crowds. It is especially the huge and very upmarket Checkers that is obviously going to be very popular. The huge variety offered, the cleanliness, the wide aisles, the warm atmosphere of the store and the many new things offered, such as the cheese section offering a variety that has not been seen in Tzaneen before, will no doubt be popular. It is expected that Fruit & Veg will be the other main draw card of the Lifestyle Centre.

Dis alweer Vliegmis!

Happy Vliegmis!

Is This The World We Created Just think of all those hungry mouths we have to feed Take a look at all the suffering we breed So many lonely faces scattered all around Searching for what they need. Is this the world we created What did we do it for Is this the world we invaded Against the law So it seems in the end Is this what we’re all living for today The world that we created. You know that everyday a helpless child is born Who needs some loving care inside a happy home Somewhere a wealthy man is sitting on his throne Waiting for life to go by. Is this the world we created, we made it on our own

Is this the world we devastated, right to the bone If there’s a God in the sky looking down What can he think of what we’ve done To the world that He created.

What are you impressions of the new Lifestyle Centre? Ilze Czubora: PNA was awesome, but will stick to old Checkers as long as they are open. Nicki Loam: The people who started the shocking renovations at the old Checkers complex should be sued for what they have done to the shop owners there! I won’t go near the place again.

Farewell to village asset

Haenertsburg says farewell to one of its village assets, ecologist Cathy Dzerefos. When the late Stefan le Roux from Stanford Lake College realised his cancer was terminal seven years ago, he handed over his environmental education programme to Cathy. Cathy became involved in Eco Schools and took the awareness of preserving mother earth to new heights throughout Limpopo. She says “it’s been so rewarding watching schools turn a tomato patch into an award winning permaculture vegetable garden. My Hotline: 076 844 1646

work centred on workshops with teachers and concentrated on primary school children. “There have been many achievements. One of them was that the UN chose a Sibasa school in the north to represent SA in a children’s environmental conference in Norway and Cameroon.” Her workshops included such things as walking in the grasslands, lessons on bilharzia, making marula beer and how to make soaps and jams. The organisations involved in Cathy’s numerous and innovative projects are WESSA, WWF and De Beers.

DOODSBERIG

Cathy initiated other projects like mapping out the grasslands and conducting an investigation into the Blue Swallow birds in 2003-2004. She hopes to continue this work in her new home in Rustenburg. Her husband, Brian, a SLC teacher, will head up IT support for teachers at the Bafokeng tribe’s new R420 million flagship school in Phokeng outside Rustenburg. There are another fifty Bafokeng schools in the area that will also fall under Brian. It is a new beginning for Cathy, Brian and their three children and we wish them well in their new venture. — Susan Ettmayr

The Greater Tzaneen Municipality this week decided to have and keep secrets. Or how should the council’s adoption of the prerequisites for establishing a municipal public accounts committee (Mpac) be interpreted? The council resolved that Mpac be established and according to prerequisite “f” the chairman will be appointed by council, “taking into consideration the requirements of transparency, ethical behaviour and good governance prescripts”. However prerequisite “h” reads: “That the legal division assists with the signing of the oath of secrecy by Mpac members.” Transparent after you have taken an oath of secrecy? This is a contradiction in terms as good (bad?) as it comes. The ANC councillors also showed that they wouldn’t hesitate to steam roll opposition parties. In a show of hypocrisy they announced that they

Evidence exists that can lead to a conviction in the corruption trial of senior magistrate Ronnie Rambau and two other “men of the law”. Rambau is also well-known in law circles in Tzaneen. This was the finding of magistrate E K Patterson, following an application for dismissal brought by Rambau and his co-accused, attorney T E Lubisi and state prosecutor Estene Willemse. One could hear a pin drop as Patterson read out his ruling in the Musina Regional Court last Thursday, especially since this application was widely regarded as a strategic ploy to buy the accused more time. Rambau, together with Lubisi and

Willemse, is accused of influencing the outcome of certain court cases. The main charges brought against them include corruption and conspiracy to commit corruption. They were arrested in a police trap in February 2010 in Musina, with the aim of catching corrupt officials who sabotage the course of justice by predetermining the sentence of vehicle theft cases by means of a plea agreement. The three accused allegedly also received bribe money in murder and rape cases. The three men’s case was postponed to 21 May of next year, the earliest available date. — (LiN News/Zoutpansberger)

GTM sê MDM moet nou help

In Tzaneen ry ’n man op ’n unieke fiets.

Dit is 0,92% laer as waarvoor begroot is.

GTM is weer in ’n geldknyptang

No money for priority A shortage of money has once again resulted in abandoning plans to erect much needed satellite fire stations at places like The Oaks, Lenyenye and Gravelotte, the district disaster management advisory forum (DMAF) was informed. These depots are seen as a necessity in cases of structural fires, as travel time for fire engines from Tzaneen or Phalaborwa to these areas is too long to be effective. For the past three years the matter was listed as a priority on the IDP list, but rejected because of a lack of funds.

Minnaar (Heritage Advisory services).

Ds Barry vd Merwe NG Kerk Letsitele Vrydag 02 Desember 2011

Hy mag van homself sê vota vita mea: my lewe is toegewy... Hy was nie ‘n man vir stil sit nie. Hy’t gewoel.

Ja soos hulle sê “been there, experienced that”.

Howard Dembovsky, National Chairman, Justice Project South Africa, writes: I would like to personally and on behalf of Thomas Ferreira’s family thank you for signing our petition to bring about a ban on “blue light brigades” at http://bit.ly/udKCaW. Thomas is still in a coma, after he was crashed into by the driver of a blue light BMW X5. To date, Gauteng Premier Nomvula Makonyane has refused to make public the destination of MEC Humphrey Mmemezi on 5 November 2011 when the crash happened. For some reason, this seems to be a “State secret” of some kind. Wherever the vehicle was travelling makes no difference to the fact that it has caused a young man to be hospitalised and oblivious to what is going on around him; all because its driver has no respect for the law. The National Road Traffic Act makes no provision whatsoever for wanton recklessness on our roads; blue lights or no blue lights and the only way to ensure that those driving these vehicles come to realise this is to remove their privilege to use blue lights.

So werk die Here in mense se lewens.

Rhino wars hot up, but... The continued existence of SA’s national treasure, the white rhino, is in crisis. Rhino poaching has escalated to three a day and it’s estimated that the number will exceed a record devastating 400 by the end of the year. A private game manager in Limpopo, who wishes to remain anonymous, says: “Game breeders don’t want rhino any more because of the security risk. The breeding programme has therefore slowed down and no money is being generated.” “Nature Conservation and government do not have the rhino well being at heart. If they did they’d put regulations in place to help the breeders. Ten vets should be appointed in each prov-

ince to see to the breeding process. Nature Conservation has all the rhino information and it’s here where the problems begin. “The body is steeped in a mire of paperwork and many farmers have waited over a year for permits to dehorn their rhino. All rhino chip numbers imbedded within the rhino horns are on record at Nature Conservation and legal selling is controlled with these chip numbers.” Farmers in the area believe that insatiable Asia, with its population of three billion, will drive the white rhino to extinction in its quest for a medicinally ineffective commodity that’s worth more than gold and cocaine. Ruthless and

greedy criminal elements from SA, Zimbabwe and Mozambique are easy prey for the Asian fuelled poaching syndicates. Rhino have excellent hearing and smell with poor eye-

sight. Their ears rotate independently and in all directions. Various organisations are helping to fight the rhino poaching. The rhino wars are not going to go away. Besides gov-

ernment and Nature Conservation coming up to the plate, trained forces are needed to combat poachers, successful prosecutions are imperative and the public needs to be informed.

REPOSSESSION OF VEHICLES AND OTHER ASSETS (BY FINANCIAL INSTITUTIONS) The Sheriff or Deputy Sheriff’s primary role is to serve or execute all documents issued by our courts. This includes summonses, notices, emolument attachment orders, warrants and court orders. All Sheriffs and Deputy Sheriffs must carry a valid identification card issued and renewable annually by the South African Board for Sheriffs. When executing duties with a legal court order the Sheriff can: • Enter your premises, even when you are not there. • Open any door, motor vehicle or piece of furniture on your premises. • Attach, remove and sell your motor vehicle, furniture and movable or immovable property to recover your debt. If the person is in possession of the court order and valid identification card you, as a member of the public, have no alternative but to allow the Sheriff or Deputy Sheriff to remove your goods. Some attorneys are being instructed by financial institutions to institute legal action against members of the public who have defaulted in their payments, and once judgment and a court order has been granted and obtained, it is given to various debt collectors, tracers, representatives or agents who attend the debtors’ residential or employment addresses. • These “agencies” produce the court order and requests the debtor to hand over the motor vehicle, goods or personal assets. • As soon as the debtor consents to handing over of his or her assets, it is deemed that the debtor consents to the financial institution repossessing the assets. • The financial institution’s action by instructing these “agencies” to recover motor vehicles and other goods with a court order, is unlawful. • As stated, only a Sheriff or Deputy Sheriff may serve or execute court orders or judgments. • Members of the public have the right to refuse handing over their motor vehicles, goods or personal assets to the debt collec tors, tracers, representatives or agents of the financial institutions. If you have a complaint or if you are unsure of your rights, feel free to contact your local Sheriffs’ office or the South African Board for Sheriffs.

Steven, an aspiring industrial engineer, achieved top marks in all his subjects, including mathematics, and earned academic honours this year. He has been a top achiever throughout his school career. Through his hard work and diligence,

Nyamutora received a scholarship to Stanford Lake College in Magoebaskloof. The scholarship will provide for his school fees but will not meet all of his costs, such as his uniform, extra books and school excursions. His parents are unable to meet these costs and thus he needs financial assistance to be able to take up the scholarship. School principal Charles Kubayi praised Steven for his diligence throughout his primary school years. “Steven is one of the few learners I have come across in all my years as an educator who shows such dedication to learning at all levels,” he said.

Secret dumping site of elephant carcasses found

Bulletin journalist Orlando Chauke is seen here taking a closer look at some of the elephant carcasses at the scene where they were discovered in the deep bushes near Mabunda

Villagers neighbouring Mabunda Game Reserve at Mbaula village near Giyani have discovered a secret dumping site of elephant carcasses, thought to have been illegally killed in the park. According to Mr Timothy Nyathi, a community leader in the village, the carcasses might be the results of “unlawful hunting activities,” said to be taking place inside the park. These activities are allegedly being orchestrated by a headman and a professional hunter said to be staying inside the park. “There’re many animals that are being killed at will here and that are uncounted for,” said Nyathi. The park is a community owned park adjoining Kruger National Park. According to Nyathi the community trust through which the village was to benefit game reserve fence at Mbaula village. were told that the people have permits,” he said. Meanwhile KNP manager Jakobus Lombard, known as Kobus, denied that irregularities were taking place, saying “that’s what people are saying, but it’s not true.” He added: “those people have permits issued by the department and Sanparks — there’s no way they could be hunting illegally.” He said those that hunt, “do so on quotas,” or a period during which hunting is permitted. “Even then, they always go out with one person from the department who oversee their activities,” he said. Speaking at the scene, Ernest Ndlovu, who is the chief ranger operating around Giyani and Thulamela areas, said not long ago they were called to investigate a case of an elephant that had been killed and buried inside the park. “The reason why we failed to make an arrest despite the evidence of something being fishy in that case is that they showed us a permit,” he said. “However, this time we will get to the bottom of it,” he added. The headman who is accused of colluding with the hunter could not be reached for comment.

Talented young girl coming back with a new album While other kids played in the streets in 2006, Tornia Hlungwani was on stage wowing the crowd with her Xitsonga music. At the age of 12, she had already released an album, which made her an envy of her pals at school and also at home. Being a bright child and a newcomer in the

music industry, she was admired by her fans who called her Masesi, meaning “little sister,” which became her stage name by which she is now known. However, according to her father, Mr Pat Hlungwani, who is also her manager and her producer, despite the popularity of Masesi’s

music, they had to halt a bit in 2008 due to the rise of copy writing which had made it difficult for them to make profit. “Her music had been copied a lot to the point that we were not making any profit despite the fact that she was popular – however, we also took note that if we stayed too long she would lose fans. That’s why we had to work on another album,” explained her father. According to him, the new Masesi’s album called “Wanuna wo tsandzeka munti,”meaning “a man who fails his family,” is a new concept of Masesi’s music, which they hope would sell. It is in accordance with her age (now 16). “When she was young she sang music related to kids, and now that she’s matured, we felt that we need to change that concept so that we accommodate everybody including the adult audience,” he said.

Asked whether Masesi writes her own music or if maybe he compose for her, her father said, “initially we used to do that but now that she’s old she writes her own music. We help her out here and we assist her to tighten it up.” Masesi is now doing gr 11 at Risinga High School in Giyani and according to her father she is a bright student in maths and science. “Most of the times I take her along to Saturday classes where I teach gr 12 pupils mathematics — as we speak, she already knows about the gr 12 syllabus and won’t have a problem when she gets there next year,” he said. Meanwhile the new album is due to be released over the weekend this week.

Get water-safe this summer Retha Nel

retha@bulletin.us.com

With summer approaching kids and adults alike are looking forward to cooling off in the pool, but few think of the safety risks involved. With nine cases of people drowning recorded in Limpopo in the last month, getting children and adults water-safe should be a priority. Orca Swimming Academy, one of the swimming schools in Tzaneen, recently held open days where parents and children could visit and see what swimming lessons entailed. Orca has two instructors, Mss Eloise Olckers and Carmen Lotriet. They teach water orientation, water safety, beginner styles and style correction in classes of three pupils, ensuring personal attention. Orca Swimming Academy is also involved with Down Syndrome South Africa’s Tzaneen branch. They sponsor swimming lessons for two children with Down Syndrome every six months. This is a good way Enelani Mkansi, a four-year-old boy with Down Syndrome from Mbhefor the children to improve their skills, learn kwane at N’wamitwa is busy with his swimming lesson with Ms Eloise how to be safe around water and even to im- Olckers. Orca Swimming Academy is currently sponsoring these lessons prove coordination. for Mkansi. Down Syndrome South Africa’s Tzaneen Branch is in great need of funding to help with projects in the area. Long awaited rugby tourny is now reality sport@bulletin.us.com

The Tri-Nations rugby tournament as we know it, has changed. From 2012 it will be known as The Rugby Championship. Argentina joins the triumvirate of New Zealand, Australia and South Africa for next year. The Pumas will face the Springboks in the first match, with Australia playing against New Zealand on the same day. Each side will play six tests, facing the other three participants both home and away. Argentina’s first test at home is on 25 August against the Springboks. According to the CEO of SANZAR, Greg Peters, the new tournament provides an exciting opportunity to re-invigorate the already competitive competition. “The Rugby Championship is an annual contest between the best of the best in world rugby, nations that have won six of the seven Rugby World Cups,” said Peters. “The regular participation of Argentina at a higher level is long overdue and we are excited about their inclusion in The Rugby Championship. “Playing in the Championship will have significant benefits for Argentinean rugby as a whole and will bring new energy to the jewel in the crown of SANZAR. The Pumas, as they showed at the recent Rugby World Cup, play an exciting and different brand of rugby to the other three teams, which will definitely add a new dimension.” For the President of the Unión Argentina de Rugby (UAR), Luis Castillo, the announcement signifies a historic moment for rugby in Argentina. “The Argentine Rugby Union and Argentinean rugby community is proud to be part of this great tourna-

ment,” Castillo said. “We will work to maintain high standards in our rugby, with our ultimate goal being to keep generating resources for the development of rugby at the clubs.” For South Africa the new tournament will produce a more balanced distribution of travel, something the Springboks have suffered from in the past. Australia, New Zealand and South Africa have won six of the seven Rugby World Cups contested and Argentina reached the semi finals in 2007 and tested the All Blacks in a tough quarter final of the 2011 RWC. Argentina has waited a long time to play in a regular competition at the highest level and their inclusion into The Rugby Championship from 2012 provides that opportunity. To have four nations come together and have them playing home and away in destinations so diverse in culture, weather and landscape will be spectacular. This will be the best of the best. The Rugby Championship in 2012 (venues to be announced): 18 August: Australia v New Zealand, South Africa v Argentina 25 August: New Zealand v Australia, Argentina v South Africa 1 September: Travel Bye 8 September: Australia v South Africa, New Zealand v Argentina 15 September: Australia v Argentina, New Zealand v South Africa 22 September: Travel Bye 29 September: South Africa v Australia, Argentina v New Zealand 6 October: South Africa v New Zealand, Argentina v Australia

is a good way to get children water-safe before going away on holiday. It runs from 28 November until 9 December. For information about their involvement with Down Syndrome South Africa or enquiries about lessons contact Eloise at 082 923 7931 or eloiseolckers@gmail.com.

This week’s fitness tip Ettienne van Wyngaardt (Fitness specialist) The number of overweight children has increased by almost 300% in the last 20 years. Hypertension or high blood pressure and high cholesterol are occurring more often in overweight children. Type 2 diabetes, previously most commonly found in obese or overweight women and men, has also increased alarmingly in children.

There is a good chance that nearly 75% of fat children or teens will be overweight when they become adults. And the odds are even higher if one or both parents are overweight too. That’s why it is so important for your child to be active in sport and start to change your lifestyle so that your kids can benefit from a healthy lifestyle.
