THE ROTARY FOUNDATION

One of my favourite books, A Short History of Nearly Everything by Bill Bryson, muses on the creation of the universe and how a tiny speck of it we call Earth went from being a fiery ball with seas of molten rock to the lush green and blue home we know today.

Let’s not squander our opportunity to improve our corner of the universe. I encourage you to think bit about literacy and education and change the world = this month and beyond.

Last year alone, The Rotary Foundation approved 104 global grants totalling $6.3 million for basic education and literacy projects, according to preliminary figures. This is on top of decades of work in our clubs and districts. As an Australian, I’m especially proud of the work of Dick Walker, a past district governor from Queensland, who used a Foundation matching grant to develop the concentrated language encounter method that has been adopted by educational leaders around the world.

Bryson’s argument is that it is a miracle that we our planet and our species have survived. “We enjoy not only the privilege of existence” Bryson writes, “but also the singular ability to appreciate it and even, in a multitude of ways, to make it better.”

For those who cannot read these words

Rotary has not forgotten them. In September, let’s celebrate Basic Education and Literacy Month by looking at the long term impact Rotary and The Rotary Foundation are making and how we are finding ways to lend a hand in the effort.

At the community level, our clubs are well known for book drives that have changed the lives of so many children. But when we gather many clubs and districts together and work on large scale Rotary Foundation projects, we have the potential to impact entire communities for generations. The opportunities for Rotary to make a difference in literacy are boundless. Once basic reading and writing is achieved, it opens a path to other types of literacy, such as numerical literacy, digital literacy, and financial literacy.

TRUSTEE CHAIR'S MESSAGE SEPTEMBER 2022

We are fortunate to be able to read his words or any others. And we are fortunate to be part of an organization that is making our world a better place by helping those who can’t read them. There are an estimated 773 million illiterate adults and most of them women who can’t read these words or write their own name. They are at a clear disadvantage in life, with limited opportunities to work. And this situation isn’t their fault.

The Rotary Foundation transforms your gifts into projects that change lives both close to home and around the world. As the charitable arm of Rotary, we support a global network of Rotary members who invest their time, money, and expertise in Foundation priorities, such as eradicating polio and promoting peace.

THE FUND-SHARE WITH THE ROTARY FOUNDATION

World Fund. The Foundation uses the World Fund portion to pay for the worldwide grant and program opportunities available to all Rotary districts.

EREY (Every Rotarian, Every Year) asks every Rotary member to:

District Designated Fund (DDF). Your district uses the District Designated Fund (DDF) portion to fund the Foundation grants and programs of its choice.

Annual Fund SHARE is the primary source of funding for a broad range of local and international Rotary Foundation activities. Every Rotarian, Every Year (EREY) is the fundraising initiative designed to encourage support for the Foundation’s Annual Fund.

The Rotary Foundation’s funding cycle makes district contributions available for use three years after they are received.

Districts may use any amount of their DDF for global grants or donations.

Through Annual Fund SHARE, contributions are transformed into grants that change lives.

• Participate in a Foundation grant or program every year

ANNUAL FUND-SHARE

Three year cycle. The three year cycle gives districts time to plan projects and activities and allows the Foundation to invest the contributions. For instance, 47.5% of the contributions received during 2021 22 are available for spending in 2024 25.

• 47.5% is credited to the World Fund.

District Foundation Committee. Your district Rotary Foundation committee decides how to use the DDF in consultation with the clubs in the district. Districts may use up to 50% of their funds (which might also include spendable earnings from gifts to Endowment Fund SHARE) for a district block grant.

• 5% is credited to operating expenses.

Contributions to Annual Fund-SHARE are divided as follows:

• Contribute to the Annual Fund every year

Starting 1 July 2026, DDF that has not been used for five years will be directed to the World Fund, unless the district requests that it go to the PolioPlus Fund or to the Endowment to support the Rotary Peace Centers, an area of focus, or the World Fund (but not Endowment SHARE).

All Annual Fund contributions count toward Every Rotarian, Every Year (EREY); Rotary Foundation Sustaining Member; Paul Harris Fellow; Paul Harris Society; Major Donor; and Arch Klumph Society Theyrecognition.alsocount toward club recognition opportunities.

September 2022 , 2020 Page 10

DON’T FORGET WORLD POLIO DAY!

In addition to SHARE, donors may direct their Annual Fund contributions to the World Fund or to any of the Foundation’s areas of focus.

Annual Fund contributions directed to the World Fund, or an area of focus, are credited toward a club’s annual giving goal and per capita giving, but they do not generate DDF.

Contributions to Annual Fund SHARE provide DDF for the future. Therefore, clubs and districts should set and review fundraising goals in Rotary Club Central to track and increase the financial resources available to you for Rotary Foundation grants and activities.

Where to donate? Donation options include PolioPlus, peacebuilding programs, pooled endowed funds, the World Fund, the Disaster Response Fund, or another district.

DDF empowers your district to undertake the projects that are most important to Rotary members in your area.

Annual Fund SHARE contributions are the primary source of funding for Foundation grants and are strongly encouraged.

This year, the 16 strong team visited 76 districts across 25 of the country’s 34 provinces. The review determined the likelihood of undetected poliovirus transmission in Afghanistan to be low. 2018, local-level bans on polio vaccination activities in some districts controlled by the Taliban had significantly reduced the programme’s ability to vaccinate every child across the country. With access to the entire country following the August transition, seven nationwide vaccination campaigns took place between November 2021 and June 2022, and a sub national campaign targeting 6.7 million children in 28 provinces took place in July.

first review of the polio surveillance system in six years took place with WHO hosting a team of technical experts including epidemiologists and virologists. A small team visited in 2016, but insecurity and lack of access to much of the country limited the visitors’ movements to Kabul, Herat, Kandahar, Jalalabad, Mazar e sharif and Kunduz.

This year to date, only one child has been paralysed, giving the country an extraordinary opportunity to end Thepolio.resumption

With Afghanistan and Pakistan sharing one epidemiological block, the two countries continue to coordinate cross border activities. December and May’s campaigns were synchronized with Pakistan’s national campaigns, focusing on high risk populations including nomadic groups, seasonal workers and communities straddling both Impborders.roved

Of the 3.6 million children who had been inaccessible to the programme, 2.6 million were reached during the November, December, and January campaigns. With improved reach to previously inaccessible children throughout the February to July campaigns, the number children has been reduced to 0.7 million. Further campaigns are planned for the remainder of the year.

Wild poliovirus transmission in Afghanistan is currently at its lowest level in history.

While the polio programme has made important progress in the last 12 months, sustaining those gains with high quality campaigns that vaccinate all children and build enough immunity to end circulation of the virus for good is critical.

September 2022 , 2020 Page 15

A polio-free Afghanistan is within reach but there is still a long way to go.

The sharp rise in the number of wild polio cases in Pakistan is a cause for concern, and the detection of one case each in Malawi and Mozambique is a reminder of the continued risks of poliovirus and the urgency required to permanently interrupt transmission in both Afghanistan and Pakistan.

- Bill Gates, Co chair, Bill & Melinda Gates Foundation.

Although the number of children paralysed by polio has reduced significantly in Afghanistan, the threat is far from gone and the programme faces significant challenges. While access has improved across the country, accessing every child though house to house vaccination remains a challenge in some areas leaving immunity gaps and, with them, children at risk.

WHO’s polio team in the southeast were among the first responders following the devastating earthquake in Paktika and Khost provinces in June. In addition to providing critical health care, the team’s experience working among local communities provided the foundations of an assessment tool that mapped affected communities and ensured accurate data guided a focused response in the immediate aftermath.

“ROTARY CONTINUES TO BE THE HEART AND SOUL OF POLIO ERADICATION.”

On 24 February, eight polio workers were killed in targeted attacks in the country’s north, not the first time polio workers had come under attack in the course of their life saving work. Four of those killed were women. Female polio workers play a critical role in the programme, building community trust and reaching all children.

TRUSTEE CHAIR’S MESSAGE AUGUST 2022 (CATCH-UP)

September 2022 , 2020 Page 21

One farmer wrote a letter of thanks on behalf of the remote communities we helped, saying they “were in disbelief that Rotary clubs from other countries would step up and help our relatively small farming region” and adding that “they were very grateful and honored to be considered worthy of such aid.”

To me, Rotary and its Foundation are inseparable you can’t have one without the other. They are two sides of the same coin. I love the friendship and fellowship and projects I experience as a member of the Rotary Club of Sandringham, Australia; but I am also thrilled to be part of a global movement that is changing the lives of countless people through The Rotary Foundation.

During my travels, Rotary often comes up in conversation. Most people associate us with local projects and fundraisers which is great but few know what a global force Rotary is. It’s easier to understand this aspect of Rotary through an example, such as how Rotary responded to the devastating bushfires in Australia in late 2019 and early 2020. The result of extreme drought, global warming, and adverse weather conditions, the fires caused catastrophic damage. The need for help was obvious and substantial.

Remember that other side of the Rotary coin and support your Foundation. By doing so, you will also be supporting your fellow members who are bringing to life the projects our world truly needs.

The Foundation also impacts our club experience, membership, partnerships, and so much more. The more visibility and impact we have through Foundation projects, the more people want to be part of what we are doing as partners or as members. Everybody wins.

Ian H.S. Riseley Trustee Chair 2022-23

Friends, this is the kind of impact your Foundation has every single day around the world and why it deserves the support of all Rotary members.

No stranger to forest fires themselves, Canadian Rotarians knew the best way to help was through The Rotary Foundation. They were soon joined by Rotary clubs and districts in other countries and Taiwan, resulting in three Foundation global grants totaling $280,000 to support the economic recovery of farmers affected by these fires.
