Mr. Anthony Chircop In the latter half of the year, the Eastern Regional Council focused on strengthening its foundations, highlighted by the launch of the "Regional Treasure Hunt" in October and the second edition of the "School Starter Pack" project. The Region actively participated in events related to the "European Region of Sports" title and is gearing up for the title of "Region of Culture” 2024.

Ms. Jeanette Galea Over the past six months, our team faced challenges that tested our resilience, yet we're immensely satisfied with our collective achievements. Guided by a clear direction, we've grown significantly, boosting our output and achieving gratifying results, notably in the European Region of Sports 2023. These successes set the stage for an exciting journey ahead as we look forward to embracing our role as the Region of Culture 2024.

Building on the motivation from last year's award for clean-ups, the Region organised numerous clean-up events during the "European Week for Waste Reduction" in September, across various localities promoting a cleaner environment.

As we reflect, we extend heartfelt appreciation to all who've been part of our journey. To colleagues, partners, and contributors, we wish you a prosperous year ahead. We're thrilled by our progress and eagerly anticipate the future, extending our gratitude for your continued support

AWARDS The Eastern Regional Council, participated in the 'Malta Waste Management, Recycling & Green ESG Sustainability Conference & Awards 2023.' During the event, Mr. Zammit and Ms. Borg Brincat highlighted a range of eco-friendly initiatives that have been successfully implemented in the Eastern Region of Malta over the past year.

In addition to their presentations, the Eastern Regional Council was honored with two prestigious awards: "Local Council with the Best Environmental Initiative Award" for the remarkable Starter Pack Project and the "Outstanding Contribution to Waste Collection in Malta" award for the collaborative efforts with Clean Malta - Cleansing and Maintenance Division in developing the innovative Wooden Bin Structure and Regional Feast Bins.

During the event, the organisers, Dynamic Events, and Green MT Limited, were recognized and thanked for hosting an outstanding conference. The Eastern Regional Council expressed their gratitude to all Local Councils for their valuable cooperation in making these projects successful.

BINS FOR REGIONAL EVENTS In collaboration with CMD

Last year’s agreement had positive feedback from the Local Council's and residents, and thus for this year (2023) the same agreement was made, between the Eastern Regional Council, the 12 Local Councils that make up the Eastern Region and Cleansing & Maintenance Division. With this, all feasts and events organised within the Eastern Region were able to benefit from additional bins. In total during this year 10 feasts and 9 events benefited from this agreement, were a total of 351, 120 litre wheelie bins were provided across the 19 feasts/events. The aim of this agreement was to obviously increase the amount of bins present during such feasts/events and thus hopefully reducing the amount of litter that is irresponsibly disposed off on the ground.

BIN STRUCTURE In collaboration with the Cleansing & Maintenance Division

The two wooden bin structures made by the Eastern Region earlier this year were regularly used (especially during the summer months) for feasts and events across the Eastern Region. In total the bin structures were used for 1 feast and 7 events amounting to a total of 12 bin structures and 48 120 litre wheelie bins. The main aims of the bin structure were to; encourage more recycling and waste separation during such feasts/events, make bins more visiually appealing and promote the Eastern Region together with the 12 Local Councils that make part of the Region. This project is also in collaboration with the Cleansing & Maintenance Division, as they store the bin structures and bins at their garage and also distribute the structure and bins.

HAVE A BALL

In collaboration with WOT Art Lessons

The 'Have A Ball' Educational Sessions kicked off with a triumphant launch at St. Julians Primary School, held during summer school hours. This innovative initiative, seamlessly blended drama, education, and sports to create an engaging and interactive experience for children across the Eastern Region. The sessions aimed to underscore the significance of integrating sports into our lifestyle from a young age, fostering a commitment to a healthier and more active community. The program, made possible by the generous support of the Minister for Education, Sport, Youth, Research, and Innovation, Hon. Clifton Grima, featured special thanks to key contributors, including Ryan Galea (Actor, Producer, Scriptwriter), Lorraine Dimech Genuis (Actor), and Joseph Galea (Director).

The sessions took place in various schools, including St Julians, Sliema, St. Venera, Gzira, Lija/Balzan/Iklin, Marsa, Birkirkara, Pembroke, and Għargħur, embodying the commitment to instill a love for sports and education in the region's youth. The holistic approach of 'Have a Ball' not only promotes physical well-being but also encourages exploration of different sports, creating a lasting impact on the development of an active and informed society.

STARTER PACK

Following last year’s success the Eastern Regional Council brought the ‘’School Starter Pack’’ project for it’s 2nd edition. This project is aimed at Year 1 students, were in total 22 schools and 3 catechism centres, amounting to about 1200 Year 1 students benefited from this project. Following an interactive presentation all Year 1 students were given the following stationery; pencil case made out of jute and cotton, wooden ruler, wooden sharpener, cardboard pen, eraser, recycled wooden pencil, set of 12 pencil colours, sprout pencil and seed paper. In addition to these products, each classroom was also given a pot made out of recycled material. The project’s mascot ‘’Bertu l-Ballotra’’ was printed on the pencil case, colouring set, seed paper and pot. The character was created to further engage the students. The aim of this project was to teach the young students about the environment and encourage them and their families to purchase more sustainable products.

EUROPEAN REGION OF SPORTS 2023

Since 2023 has come to an end, the Eastern Regional Council reflects on its tenure as the 'European Region of Sport' for 2023. The title, granted by the International Organization 'ACES,' marked a year focused on promoting an active lifestyle and community engagement through sports.

From the Opening Ceremony in January to a diverse array of events, the region embraced its role, offering citizens opportunities to participate in various sports, regardless of skill level.

Football and basketball shared the stage with less mainstream activities like padel, calisthenics, and gostra.

The sports program's success hinged on collaboration with local councils, sports associations, NGOs, and sponsors—LESA, Enemed, Betsson, and Farsons. Their support played a crucial role in making events vibrant hubs of communal activity.

As the European Region of Sport title concludes, the Council appreciates the collective effort and looks ahead to sustaining the spirit of athleticism and inclusivity in the coming years.

REGION OF CULTURE 2024

The Eastern Region in Malta has been officially designated as the Cultural Region for 2024 by the Ministry for National Heritage, the Arts, and Local Government, with an allocation of 250,000 euros. Minister Owen Bonnici and Parliamentary Secretary Alison Zerafa Civelli jointly made the announcement, emphasizing the investment in cultural activities and local artists. The program follows the successful implementation in the Southern Region.

The Cultural Regions scheme aims to promote Maltese culture, and the Eastern Region will host various cultural activities throughout the year. The initiative was lauded by Anthony Chircop, President of the Eastern Regional Council, who highlighted the region's unique identity and commitment to celebrating its diverse heritage. The localities within the Eastern Region participating in the Cultural Region include Birkirkara, Ħal Għargħur, Ħal Lija, Il-Gżira, Is-Swieqi, L-Iklin, L-Imsida, Pembroke, San Ġiljan, Tal-Pietà, Tas Sliema, and Ta’ Xbiex.

The year 2024 is expected to be a vibrant celebration of heritage, creativity, and unity in the Eastern Region, contributing to the legacy of Maltese culture.

Meet our newly appointed Artistic Director for the Eastern Region's Cultural Year 2024 – Daniel Cauchi.

A versatile musician, producer, and composer, Daniel has an impressive track record, including producing shows such as Kelma Kelma Nota Nota, and composing for the Malta Special Olympics Invitational Games. As founder of Big Band Brothers and The Box a creative arts space, Daniel's passion for the arts is contagious. He will be the brain behind all the upcoming cultural events for the year 2024!

EUROPEAN WEEK OF REGIONS AND CITIES The European Week of Regions and Cities is the biggest annual Brussels-based event dedicated to cohesion policy. This year the events took place between the 9th and 11th of November and representatives from the Imsida, Ta’ Xbiex, Sliema and Swieqi Local Councils attended.

The programme is designed around a key slogan and a number of sub-topics. The sessions are organised by three categories of partners: regions or cities; EU institutional partners; and companies, financial institutions and local and European associations. ​ In October, more than 10 000 participants – including more than 1 000 speakers from all over Europe and beyond – took part in an extensive programme of conferences, exhibitions and networking events on regional and local development.

CITIZENS ON THE MOVE In collaboration with EIT Urban Mobility

The Eastern Regional Council’s Environmental Manager was selected to join the exciting "Training Programme: Citizens on the Move”.

This program encompasses engaging online modules and a site visit to Rotterdam, Netherlands .

After a month of immersive virtual sessions, the chosen applicants united for two days of hands-on co-creation workshops and the testing and evaluation of innovative urban mobility pilots .

These sessions provided a valuable opportunity for participants to deepen their understanding of citizen engagement .

THE KALEIÇI OLD TOWN FESTIVAL In collaboration with the Local Councils’ Association

Reflecting on the Kaleici Old Town Festival in Antalya from October 26th to 29th, the trip included a private lunch with the Mayor, Umit Uysal, and attendance at the Official Opening Ceremony. Highlights also encompassed visits to the Antalya Tourism Fair, cultural forums, and a guided walk around the historic Perge Ancient City. Valuable takeaways included networking opportunities, programming inspiration, and cultural exchange. Notably, the signing of the "Participatory Cultural Heritage Management in Living Historical Cities" declaration underscored a commitment to preserving cultural heritage. Recommendations focus on aligning presentations with forum themes and addressing accommodation noise issues. Gratitude is extended to the Eastern Regional Council for the enriching experience. Social media links and thanks to contributors are provided for further engagement.

DONATIONS

For the second year running, the Eastern Regional Council’s President, Executive Secretary, and staff came together and collected €5 every month, so that at the end of the year the sum is divided between 3 NGOs making a difference in our community. By the end of 2023 a sum of €𝟳𝟴𝟬 was collected.

This year, the total was equally divided amongst Children's Dreams - Malta, YMCA Malta, and Happy Paws Charity Organisation.

We encourage workplaces to implement this initiative and collectively give back to these crucial organisations.

CLEAN-UPS During the month of September, the Eastern Regional Council together with the respective Local Councils and NGO ‘’Zibel’’, held various clean-ups for World Clean-Up month. In total 10 clean-ups across 8 localities that form part of the Eastern Region took place, 4 being underwater clean-ups and 6 being land clean-ups. The underwater clean-ups were organised in collaboration with NGO ‘’Zibel’’ and took place at Imsida, TalPieta’, San Giljan and Pembroke, while the localities of Swieqi, Iklin, Ta’ Xbiex, Tal-Pieta’ and Hal Gharghur held land clean-ups. The Local Councils that participated all qualified for funds as part of a government scheme ‘World Clean-Up Campaign 2023'. These CleanUps were all very successful with a high volunteer turnout and huge amounts of collected waste. Despite the environmental benefits, these events also served as a social event were people from all walks of life got together for a cleaner and better environment.

WASTE SEMINAR On Friday 6th October 2023 the Eastern Regional Council organised a half day seminar titled ‘’Clean Localities - Our Shared Responsibility’’. This seminar gathered together all the stakeholders involved in the waste management sector, with the aim to discuss and share ideas on how we can work together to try and improve the waste collection system across the Eastern Region. For the seminar members from WasteServ Malta, Cleansing & Maintenance Division, GreenPak, GreenMT, LESA, Regional members, Local Council members and waste collection contractors were all present and fairly represented.

During the seminar two panel discussions took place were various problems and difficulties regarding the current waste collection system were deeply discussed, and various alternative options were placed on the table. The seminar was presented and monitored by Mr. Quinton Scerri, while a rapporteur was also hired to write a detailed report of the Seminar. Hopefully this seminar will prove very fruitful and would be used to affect the needed changes. Overall it was a great way to get the ball rolling and start discussing ways how to better the waste collection system for a cleaner and better country.

PINK OCTOBER On the 18th of October 2023, the Eastern Regional Council celebrated Pink October at the National Sports School - Malta in Pembroke with the title of “EmpowerHER”.

A special thanks goes to The Marigold Foundation - Malta for their incredible support.

We're grateful to the brave survivors who shared their experiences, and to Warrior's Heart Academy for empowering women with self-defense knowledge.

REGIONAL SPORTS DAY On the 26th of October the annual Regional Sports Day took place for the State schools Year 4 children . This year’s theme was Little Athletes - Big Dreams.

We would like to show thanks to the teachers at MEYR Physical Centre for organizing this fantastic event and their continuous support throughout, whilst also thanking the teachers and LSEs for their outstanding cooperation.

We were honored to have the presence of the Permanent Secretary, Hon. Alison Zerafa Civelli, MP for the Opposition, Hon. Darren Carabott, and the Vice President of the Region, Max Zammit, alongside other Mayors and Executive Secretaries.

MOVEMBER In collaboration with the Corradino Correctional Facility

In a unique and spirited event this Movember, the Eastern Regional Council and the Corradino Correctional Facility came together on the football field, blending competition with camaraderie in a match that transcended the boundaries of a typical sports encounter. Members and facility staff were present. The event went beyond the game, emphasizing the significance of addressing men's health through sports and community involvement.

The final score amounted to 10 - 2 with the greatest amount of scores for the Eastern Regional Council’s football team.

THRIFT POP-UP In collaboration with Richmond Foundation

The Eastern Regional Council, in synergy with the Richmond Foundation hosted a Thrift Pop-Up event for both Black Friday (24th November 2023) and Cyber Monday (27th November 2023).

Clothing bought during Black Friday and Cyber Monday contributes to environmental pollution through the extensive carbon emissions in production and transportation, chemical pollution from textile treatments, the release of microplastics, and the overflowing of landfills due to the "throwaway" culture of fast fashion. Thus, during these two days a pop-up thrift shop was open to the public; where second-hand clothing was sold, and all proceeds were donated to the Richmond Foundation.

During the event € 667 were collected in aid of the Richmond Foundation.

POST-WASTE SEMINAR REPORT On the 6th of December, the Eastern Regional Council hosted an informative and engaging seminar with a primary focus on disseminating the comprehensive findings report stemming from the initial seminar discussions. During this event, stakeholders from diverse backgrounds congregated to immerse themselves in substantive conversations centered on the twin pillars of maintaining the cleanliness of our localities and enhancing the efficiency of household waste collection initiatives.

The seminar proved to be an enlightening session, providing a platform to share and expand upon the outcomes and conclusions that emerged from our collaborative discussions during the previous gathering. It marked a crucial juncture in our ongoing commitment to address and overcome the challenges that our local communities face.

We extend our heartfelt gratitude to the distinguished Parliamentary Secretary, Hon. Alison Zerafa Civelli, for her participation; which added a valuable dimension to the discourse, emphasizing the significance of our collective efforts in fostering positive change. Special appreciation is also extended to our Rapporteur, Mr. Paul Gatt, whose presentation captured the essence of our shared endeavors.

Moreover, we express sincere thanks to all the stakeholders who actively participated in the seminar, contributing their insights, ideas, and perspectives. The success of such events is a testament to the collaborative spirit and dedication of individuals and organizations working together for the betterment of our communities.

This seminar was not a conclusion but a pivotal point in the ongoing narrative of our collective efforts. During the seminar, it was suggested that a working group for regional waste collection including all necessary stakeholders is to be initiated. The working group has been developed and shall be having their first meeting in January 2024

EUROPEAN REGION OF SPORTS 2023 CLOSING

On the 12th of December the European Region of Sports 2023 Closing Ceremony was hosted. During the evening two spectacular performances by Steven Fenech and Sarah Pizzuto, under the direction of Ms. Pippa Roberts, and the Malta BMX team were held. The night provided a moment of appreciation and celebration for everyone's invaluable dedication and passion of the twelve local councils: which constitute the Eastern Regional Council, and the respective sports clubs present within the Eastern Region.

A huge thank you to Malta BMX for hosting our event and being an integral part of this amazing journey.
