The meaning of Cosmetics
The Act defines cosmetics as items that people apply to their skin, pour, rub, spray, sprinkle, introduce or apply to their bodies to promote attractiveness, beautify, cleanse, or alter their appearance, according to Section 3. It also includes products made to be used as a cosmetic component.
The licencing or regulating body for the production of cosmetics is a state licencing authority chosen by the respective state governments. The body in charge of controlling the import of cosmetic items is the central licencing authority that the Central Government designates. The Central Licensing Authority that grants the import registration certificate is the Drugs Controller General (India).
