The start of this new year also means the start of new legislative sessions in Washington, D.C., and Harrisburg. While most people are focusing on what is happening in the nation’s capital, our attention is focused also on the Commonwealth, and as usual our key focus is on funding for our universities. While there are many, many lessons to be learned from the past election cycle, one that stands out is that people are impatient with their governments. They want change, and in particular they want the type of change that will materially improve their lives. Do our universities make Pennsylvanians’ lives better? Of course. Study after study demonstrates the economic value of a college education with regard to career earnings. We know that knowledge improves peoples’ lives in various intangible ways. Further, in its most recent economic study, the State System reports that for every $1 spent on the State System, $11 is returned to the local and state economies. However, the cost for students has grown steadily. Since the State System’s allocation was reduced in 2011, our universities steadily have increased tuition and fees, and some of our universities have implemented the per-credit tuition models that even further increased the cost for students.
