EDUCATIONAL LEADERSHIP & POLICY STUDIES

Offering traditional evening seminars, ten-week courses, and five-Saturday course formats, the Master of Educational Leadership & Policy Studies (M.Ed.) degree consists of a minimum 36 credits for coursework beyond those received at the Bachelors degree. Nationally respected faculty emphasize both academic and experiential applications for how traditional management roles of budgeting, personnel selection and assignments, technology integration, facilities allocation, and program evaluation can be executed to serve the best interests of academic and organizational improvement in ever-changing educational environments.

In addition, through a year-long administrative internship, the purposes, methodologies, and applications of quantitative and qualitative data-based research will provide insight into how administrators and policy researchers acquire and use knowledge to understand crosscultural communication, historical and political foundations of education, and the role of collaborative engagement of all stakeholders.

Aspiring leaders seeking Florida Educational Leadership Certification are encouraged to apply. Individuals who possess a master’s degree in a field other than educational leadership may consider the 30-credit Modified Program in Educational Leadership if they do not want to earn a second master’s degree. However, masters degree students are given priority in both admission and course registration.

EDUCATIONAL LEADERSHIP & POLICY STUDIES FACULTY Vonzell Agosto (Ph.D., Wisconsin): Dr. Agosto’s research focuses on curriculum (i.e., theory, inquiry, and policy), pedagogy, and the preparation of educators and administrators toward anti-oppressive education. She has presented her research at major conferences including the American Education Research Association, Bergamo, and the University Council of Educational Administrators. Dr. Agosto has published in books and journals such as the Journal of Negro Education, Teacher Education & Practice, and Teachers College Record.

William Black (Ph.D., Texas): Dr. Black, M.Ed. Program Coordinator, conducts research exploring accountability policies, ethical leadership, educational leader preparation, educational politics, and educational implementation practices effecting English Language Learners and students identified with disabilities. His publications include book chapters and articles in multiple peer-reviewed journals, including Educational Policy, the International Journal of Leadership in Education: Theory and Practice, and the Journal of Research on Leadership Education.

Darlene Bruner (Ed.D., South Florida): During her K-12 career, Dr. Bruner was president of the Polk Education Association, chief negotiator for the teachers’ contract, member of Board of Directors of FTP/NEA, and chairperson of the elementary principals in Polk County. Upon her retirement from public schools, she began teaching at Valdosta State University and joined the University of South Florida ‘s Department of Educational Leadership & Policy Studies in 2002. Her research interests examine the principalship, the work culture of schools, and school reform issues.

Leonard Burrello (Ed.D., Syracuse): Dr. Burrello has directed over 145 dissertations, written five books, authored over fifty articles, and produced over 25 educational videos and DVDs. His research interests encompass school-based leadership, organizational change in schools, inclusive practices, and community development and school success. He has generated over $12 million to support leadership preparation projects in over 34 states and 50 school districts; and, has been recognized as a Mentor Teacher by University Council for Educational Administration.

Brett Geier (Ed.D., Western Michigan): Dr. Geier, a former superintendent, utilizes his extensive experiences in education as a teacher, principal, and district superintendent to provide practical political and historical contexts that shape his perspectives on budget management, human resources and legal application. His research interests center upon First Amendment and school facility litigation; and, school personnel retirement and facilities funding issues. Typically, he gives presentations at the Education Law Association, Association for Education Finance and Policy, and National Education Finance Conference.

Joyce Haines (Ph.D., South Florida): Dr. Haines, Internship/Practicum Coordinator, uses extensive experiences in education as a teacher, principal and General Director of Elementary Education for Hillsborough County Public Schools to shape student perspectives on planning, implementing and continually improving the curriculum and instruction. Actively involved in the selection and mentoring of school administrators, Dr. Haines assisted schools with high levels of poverty and low achievement and consulted for the Council for Educational Change. And, under her leadership, Florida’s first reading coach program was developed.

Valerie Janesick (Ph.D., Michigan State): Dr. Janesick teaches classes in Qualitative Research Methods, Issues in Curriculum, and Curriculum Improvement. Her text, Stretching Exercises for Qualitative Researchers 3rd edition, includes ways to integrate the arts in qualitative research projects. Her writings have been published in Curriculum Inquiry, Qualitative Inquiry, Anthropology and Education Quarterly and other major journals. She serves on the Editorial Boards of Educational Researcher and The Journal of Curriculum and Pedagogy.

EDUCATIONAL LEADERSHIP & POLICY STUDIES FACULTY Zorka Karanxha (Ed.D., Lehigh): Dr. Karanxha’s primary research interests include educational leadership preparation and policy issues (e.g., education law and charter school choice). In her analytical approaches, Dr. Karanxha complements critical theory with a critical social justice advocacy approach. She has presented her work at the American Education Research Association, University Council of Educational Administration, and the Education Law Association. Dr. Karanxha’s publications include a co-authored book, book chapters, and articles Journal of Research in Leadership Education and Journal of School Leadership.

Judith Ponticell (Ph.D., University of Illinois - Chicago): Dr. Ponticell’s research addresses personal, interpersonal and organizational factors that influence individual and organizational learning and change. She is the co-author of FutureWork: The Revolution Reshaping American Business; and Closing the Literacy Gap in American Business. She is the author or co-author of numerous book chapters, journal articles and other publications. Her work has been published in the National Journal of Urban Education and Practice, Peabody Journal of Education, Journal of Curriculum and Supervision, and the Journal of Teacher Education.

Anthony Rolle (Ph.D., Indiana): Dr. Rolle, Department Chair, conducts research that investigates relative measures of economic efficiency for public schools. His research also evaluates levels of efficacy in state education finance mechanisms. Dr. Rolle’s work is published in books, journals, and monographs such as To What Ends and By What Means? The Social Justice Implications of Contemporary School Finance Theory and Policy, Modern Education Finance and Policy, Measuring School Performance and Efficiency, and the Journal of Education Finance.

EDUCATIONAL LEADERSHIP & POLICY STUDIES ADJUNCT FACULTY Michael Bookman (Ph.D., Florida): Dr. Bookman served as the Chief Business Officer for the School District of Hillsborough County for 18 years. In this position, he was responsible for all financial operations of the district and served as the District’s Florida Legislature liaison. Currently, Dr. Bookman provides assistance to school districts in the areas of finance and business operations through the Council of the Great City Schools.

Jonathan Grantham (Ed.D. Florida State University): Dr. Grantham currently is principal of Roland Park School for International Studies K-8 Magnet Program in the Hillsborough County Public Schools. Dr. Grantham specializes in personnel, finance, curriculum and instruction within the K-12 school environment.

Carol Thomas (Ph.D., South Florida): Dr. Thomas currently is Vice President of the Office of Student Learning at Step Up For Students. She served over 30 years in public school education as a teacher, principal, director of professional development, assistant superintendent of elementary and exceptional student education, and area superintendent.

Earl Whitlock (Ed.D., Nova): Dr. Earl Whitlock served 35 years in public education in Hillsborough County Public Schools. He was a principal, served as the district’s Elementary Science Supervisor and the Director of Media & Technology. Dr. Whitlock also was a Peace Corps Volunteer in Sierra Leone, a Teacher Corps Volunteer, and Chairman of the Board for Suncoast Schools Federal Credit Union.

EDUCATIONAL LEADERSHIP & POLICY STUDIES

Offering traditional evening seminars, ten-week, and five-Saturday formats, the Ph.D. Program in Educational Leadership & Policy Studies consists of a minimum 63 credits for coursework beyond those received at the Masters degree. The Ph.D. Program is designed for those individuals who intend to build an administrative career focused on innovative and inquiry-based leadership; or, an academic career focused on conducting research in the multidisciplinary field of education leadership and policy studies.

Accordingly, this doctoral program will prepare individuals for careers in K-12 education systems; research universities and teaching colleges; as well as private, non-profit, state, federal, or international educational agencies.

Individual students will work alongside a collection of highly-regarded educational leadership faculty with expertise in multiple arenas including: school accountability, curriculum and pedagogy, education law, educational leadership, organization theory, politics of education, economics of education, and education reform.

Once admitted into the program, student’s will be matched with a faculty advisor whose research interests are congruent with theirs; and, students will be engaged in coursework organized around curriculum, leadership, and policy studies. Ultimately, students will design an individualized program of study that reflects specific research interests that prepare them to conduct – and apply – high quality research to professional practice; present scholarly papers at state and national conferences; and, submit research articles for publication in education journals.
