Foreword It is testament to the whole of the sector that in spite of such severe financial constraints, public bodies across the UK continue to not just deliver, but excel in developing new ways of working and transforming service delivery that reach out to their communities and ensure residents are supported.

Being able to say well done to those working tirelessly behind the scenes to keep much relied upon services going is extremely important, as is the keen sharing of groundbreaking knowledge.

The iESE Improvement and Efficiency Awards give those at the cutting edge of change the chance to join together, showcase radical thinking and learn from each other to ensure the sector is as robust as possible and fit for the future.

To celebrate the achievements and truly groundbreaking transformation of local public services over the past year, iESE’s fifth annual Awards Ceremony took place on 4 March 2014 in London. I’d like to this opportunity to thank our principal sponsors, Vodafone as well and our commercial sponsors, Scape and Bevan Brittan as without them, we wouldn’t be able to showcase such fantastic work.

Not for profit and set up by a network of councils, iESE is continually searching for radically new and better value ways of working. Now at the forefront of sector-led improvement, we are helping the sector to deliver improved services at lower cost and implement new income generating solutions. Acting as a gateway to ensuring every council can learn from each other’s innovations and leadership transformation, we’ve so far helped save local government over £265 million, working with many different services and departments to deliver merged councils and shared services, radical new models of working, turn around performance, build partnerships and learn new skills. Any surplus made by us is reinvested back into supporting the sector’s improvement.

Our fifth Annual Awards were a huge success with a record breaking 192 nominations. We are delighted to announce this year’s winners and offer our congratulations to you all.

Awards and Winners 1. Connecting People The Connecting People Award is for the organisation, department or project deemed to have done most in transforming the way local people access services

WINNER: Royal Borough of Windsor & Maidenhead - Business Development Team WINNER: Royal Borough of Windsor & Maidenhead PRESENTED BY: Cllr Paul Yallop

To improve uptake and service of school meals, a “Cashless Payments” project was initiated by RBWM, significantly enhancing how parents and borough schools connect, communicate and manage pupil payments. Considerable benefits have been to those schools with a higher volume of lower income families, helping reduce any school meal debts.

2. Transformation In Waste & Environment The Transformation in Waste & Environment award is for the project, department or partnership showing the most progress in developing waste management and environmental services.

Ashford, Maidstone and Swale Borough Council’s joined in partnership with Kent County Council and Biffa Municipal Limited to deliver significant service improvements whilst achieving substantial savings. The partnership has already achieved recycling rates of 50% plus savings in the region of £1.7 million per year.

3. Transforming Local Services The Transforming Local Services award is for the organisation or department with a project deemed most innovative in transforming the way services are delivered.

As a homeowner have you ever had to apply for Planning Permission ? It’s a pain, long winded and stands in the way. Aylesbury Vale District Council have introduced an innovative way of freeing this system up, getting the process down from 8 weeks to 2 & giving a guaranteed ‘yes’.

4. Transformation In Health & Social Care The Transformation in Health & Social Care award is open to public sector organisations or their voluntary sector partners and presented for the project, department or partnership showing the most progress in developing care markets and services in the last year.

Integrated health and care teams now offer a single point of access, with care co-ordinated around GP practices. Driven by staff engagement, shared resources, and a strong client and prevention focus, we have saved £900k from care budgets, reduced long term care packages and cut delayed hospital discharges by 13%.

5. Community Matters Delivering clear improvements in the community whilst demonstrating a cost reduction to the whole of local public service. This award is not for service delivery but in positively influencing issues that are effecting the community, in particular where the action taken fall outside the normal statutory remit.

Sandhurst Town Council have worked in partnerships through the linked campaigns of ‘Sandhurst Pride’ and ‘Respect, Responsibility and Rights’ to change attitudes across the town. An independent evaluation of the impact has shown many indications of success, including a reduction of anti-social behaviour and a decrease in police resources required.

6. Working Together The Working Together category recognises the organisation, department or project that has instigated the most impressive programme of shared working with other organisations, local authorities, local businesses or national organisations.

Oxford City Council’s Welfare Reform Team have worked innovatively with local partners to help people affected by benefit changes into work. The Council have created a network of provision, and have triaged customers to ensure the right partner (or combination of partners) are used to provide the specialist support required.

7. Police Project Of The Year This award recognises the Police Service or member of staff deemed to have delivered an innovative project in transforming Police Services.

A major shared services programme to enable collaboration and convergence of support office functions of Essex Police and Kent Police. Providing improved service quality through cost-effective and resilient shared service provision and financial savings from HR, Business Services, Transport, Procurement, Estate and Finance.

8. Fire & Rescue Project Of The Year The Fire & Rescue Project of the Year is for the Fire Service or member of staff deemed to have delivered the most innovative project in transforming fire services.

WINNER: Surrey County Council, Surrey Fire & Rescue Service and Adult Social Care - ‘Keeping You Safe from Fire’ training package WINNER: Surrey County Council, Surrey Fire & Rescue Service and Adult Social Care PRESENTED BY: Heather Lumby

The multi agency training package was developed by Surrey Fire and Rescue Service and Adult Social Care service in March 2013 to deliver free community fire safety training for care providers in Surrey, to protect vulnerable adults from fire and promote public fire safety messages to residents most at risk.

9. The Entrepreneur Award For the organisation developing and/or bringing to market new innovative technologies and/or services that can transform the delivery of a local public service.

The Delivering through Efficiency award is for the organisation, authority, department or project that has instigated the most impressive programme of shared working with other organisations, local authorities, local businesses or national organisations.

Cheshire East Council has implemented an innovative ‘Best Fit’ Strategic Commissioning approach to service delivery, entirely focussed on delivering positive outcomes for residents; improving service delivery in several key areas, while delivering excellent value for money, with a fourth year of Council tax freeze, despite dwindled central government funding.

It has been a year of remarkable achievements for the council and one which reflects our improvement and transformation journey from an under performing council to an efficient, high performing, creative and collaborative council which always delivers on its promises for the City, its residents and its partners.

iESE celebrates its tenth anniversary this year. From the firm foundation as a partnership of public bodies to its current state as a mutual owned by public bodies, for everyone involved, officers and councillors we are all really proud of the iESE story so far. In recognition of their significant championing of both the sector and us, iESE had the pleasure of honoring both Baroness Hanham and Baroness Eaton.

As Chairman of the LGA the Baronness Eaton, Margeret, helped to establish a programme of mutual support and help in each of the regions of England. This was a part of the big move towards and mature and strong sector taking responsibility for its own transformation. It was this programme that started the journey for those of us who founded iESE. Baronness Hanham has been a very important supporter for us, not just in helping spread the word about the results achieved by the public bodies working through iESE, but also encouraging us to go on and to do more, in particular in forming a mutual and seeking to create a long term sustainable model for iESE’s work.
