Kerala, with a population of 33 Million, is located in southwest India. It is one of the most densely populated Indian states but ranks first among Indian states on the Human Development Index (HDI). Due to its geographical location, it is highly vulnerable to natural disasters and changing climatic conditions. In June 2018, Kerala experienced the worst floods in the state’s history. Our study revealed that rapid urbanization exacerbated the situation in the midlands and lowlands of the region and the environmental degradation of the highlands. However, the timely and coordinated community response mitigated the catastrophic impact. The study also included analyzing future mitigation plans proposed by the government, which do not entail clear objectives or a roadmap. On this basis, recommendations have been presented, including stringent building codes, the formation of an autonomous institution and community-centric development.
