October 2, 2021 Kosrae—The FSM Office of the National Public Auditor (OPA) has found significant discrepancies in recording and deposits of cash transactions at the Kosrae Post Office over a period of three months. The audit was requested by Postmaster General Ginger Mida after her office noticed problems in reporting from the Kosrae Post Office over the threemonth period, including October 2020
through January 2021. The former Acting State Postmaster had resigned before the start of the auditors’ inspection. OPA discovered that during that time period, deposits were not always made at the FSM Treasury field office by the close of business on the following day as required by the Financial Management Regulations. 12 deposits were made as late as 11 days after collection, and averaged 5 days late. Further, they discovered that for 29
business days there were no supporting documents covering the amounts deposited. Of the 29 days between November 12 and January 28, the Post Office reported having received no cash at all. Total cash for six of the days reported amounted to $3,112.26 but there were no supporting documents to support those figures.
