Farmers market to debut MainStreet Market Place will make its grand debut Thursday, June 2, with the help of local Relay for Life teams and the band Lockers in the Hall. The local farmers market will feature homegrown vegetables from area gardeners and producers from 4 to 7 p.m. on the east side of the Armory building, 2nd Street and Kansas Avenue. Spaces for the market are $20 for the entire season and can be reserved by calling Main Street Program Manager Susie Koontz at (580) 596-3375, ext. 122. Relay for Life team “Kickin’ Cancer from Coast to Coast” will sell sno cones and drinks beginning at 6 p.m. to help raise money for the June 24 Relay for Life event. Another local Relay team, “Families for More Birthdays,” will sell walking tacos or host a taco pileon. “We’ve batted around a couple different things,” said team member Cheryl Poe. This year’s 2011 Relay for Life for Woods and Alfalfa Counties will take place from 7 p.m. to 7 a.m. on the downtown square in Alva. Poe said anyone interested in walking at the event is welcome to join Families for More Birthdays. “We could still have a half a dozen more on our team,” Poe said. County doubts city’s E-911 funding Commissioner Murrow tells city, ‘Show me the money’ By KORINA DOVE Messenger & Republican Staff Alfalfa County will pay for the signage and mapping involved with the county’s Enhanced 911 system, and the City of Cherokee will operate the call center – if officials can override county commissioners’ doubts that the city can afford to take on the major project. During a joint public meeting Monday of the Cherokee City Commission and Alfalfa County Board of Commissioners, city officials told county commissioners for the umpteenth time they are prepared financially to take on the long-term task of fielding 911 calls for the entire county. County Commissioner Doug Murrow originally suggested the county join forces with the Woods County 911 system, which also dispatches calls for Grant County. However, Cherokee city officials and a majority

A local military member will lay a wreath at the foot of the cemetery’s Veterans’ Monument in honor of local vets. Memorials and flowers can be left on gravesites until June 10. City crews will pick up any items left at the cemetery after that time.

County sales tax receipts up $191M in May Tax coffers grow by nearly $873,000 over 7 months; ‘use’ tax up $189M in May By STEVE BOOHER Messenger & Republican Staff Alfalfa County's remarkable climb in sales tax collections continued its upward trend in May, showing an increase of $191,427 over May of 2010. The county collected $69,866 in sales tax in May of 2010 compared to $261,293 in May of this year. Over the seven month period from November 2010 through May 2010, Alfalfa County's sales tax receipts have grown $872,972. County coffers also got an unexpected boost when the use tax came in at $188,919 for May of this year compared to only

$2,286 in May of 2010 – an increase of $186,633. Between the sales tax and use tax, the county experienced a growth of $378,060 in May of 2011 compared to a year ago in May. "Use" taxes are those collected upon purchases made out of state for use in the county by firms using those materials to conduct business here. Use taxes are collected by not only the county, but also most municipalities within the county. It's generally accepted that the increase in the county's sales and use taxes can be attributed almost exclusively to the oil and gas boom.

Cherokee has also seen a hefty hike in sales tax receipts. Latest figures from the Tax Commission show the city collected $48,106 in May of this year compared to $31,911 in May 2010 – a difference of $16,195. Over the past seven months, Cherokee's sales tax receipts have grown $87,673 over the same seven months of a year ago. While Cherokee, Aline, Burlington, Byron and Carmen all enjoyed higher sales tax collections in May of 2011 over May 2010, receipts for Helena, Goltry and Jet were down compared to the same month a year

ago. Statewide, the Tax Commission returned $117,887,210 in sales taxes to 508 cities and towns in May, which is a reflection of business conducted in March. That compared to $112,171,804 distributed to 505 cities and towns in May of 2010 – an increase of $5,715,406. Accompanying this story are charts for the month of May, indicating sales taxes distributed to all municipalities within the county, as well as several surrounding communities. A proposal presented at an April 28 joint meeting outlines the city’s plan to fund a statemandated E-911 call center, but Murrow said Monday he wants specific numbers on paper. “The last proposal said you could handle it, but we want to know how you can handle it,” Murrow told Cherokee City Manager Don Bowman and city commissioners. “How are we going to fund this thing? James Marker Memorial Ranch Rodeo Friday, Saturday Cherokee will host Friday and Saturday one of only 24 Working Ranch Cowboys Association (WRCA) sanctioned rodeos held in the United States this year. The James Marker Memorial WRCA Ranch Rodeo is designed to honor the memory of a 25-year-old cowboy who worked

at Alfalfa County Feeders just north of Cherokee until his tragic death in a house fire on Dec. 5, 2010. Proceeds from the rodeo and a silent auction will benefit the WRCA Crisis Fund, which is used to assist members of the association and their families in times of need.

Ed Bricker, who employed Marker and considered him "family," helped organize the rodeo in the name of the young cowboy. "I didn't want just any rodeo," said Bricker. "I wanted one sanctioned by the Working Ranch Cowboys Association, just like the ones we had participated in year after year. "There are only 24 sanctioned rodeos in the entire United

States with the winners from each rodeo ultimately competing for a world title in November in Amarillo, Texas." Bricker wanted proceeds from the memorial rodeo to go to the WRCA Crisis Fund. "Cowboys aren't known for savings accounts or having insurance," he said, "so the crisis fund bridges that gap." Alfalfa County's Fairgrounds Rodeo Arena will host the rodeo,

which begins at 6 p.m. both Friday and Saturday. Admission is $6 for adults, $3 for children age six through 12, and free to children five and under. "Top Hand" and "Top Horse" awards will be handed out. A Kids Ranch Rodeo will be staged at 10 a.m. Saturday at the arena. Call (918) 791-8519 for entry information. Alabama man dies in wreck northeast of Jet JET – Alcohol may have contributed to the death of an Alabama man who was ejected from his vehicle last weekend during a rollover accident. Thomas D. Thompson, 26, of Red Level, Ala. was traveling westbound Saturday night about four miles north and one mile east of Jet on SH 38 when the 2001 Ford F250 pickup he was driving left the roadway on the north side of the road. The vehicle traveled about 284 feet, came back up on the roadway, traveled broadside about 113 feet and then rolled one and a half times. The truck came to rest in the

eastbound lane of traffic. Thompson was ejected in the westbound lane of traffic. The accident occurred about 10:35 p.m. According to highway patrol reports, Thompson was traveling at an unsafe speed, exceeding the legal speed limit. Highway patrol troopers detected an odor of alcohol on Thompson, who was not wearing a seat belt. Thompson was transported by the Helena ambulance to St. Mary’s Regional Hospital in Enid, where he was admitted in critical condition with head, internal and external trunk and leg injuries. Hawkins’ address topped the short agendas for both the development authority and commission. Business items included the election of Jack Custer as vice chairman of the CDA and mayor pro tem for the commission. Commissioners also approved the rental of the former light plant storage building, which has not been occupied in more than 20 years. Tom Daniels, who works for Lariat and moved to town about a year ago, will rent the building for $100 a month. He plans to use the building to work on “mud boggers,” or recreational vehicles used to compete in mud bogging events. “It’s a loud truck,” Daniels said. “I’d like to (work on) it where mom’s not going to tell me not to do it in the garage

WHEAT Continued from Page 1 moisture content of 15.1. “So the moisture level was still kind of high,” Schulte said. Cooperatives like moisture levels to range between 10 and 12. “Typically, they’ll start taking it at about 13,” Schulte said. “They really like it to be 12.5.” Despite recent rain showers and a little sunshine, which could give a boost to yields, he expects harvest in Oklahoma to start early and finish early. “We’re still, in southern Oklahoma, two to three weeks ahead of schedule for harvest,” Schulte said. “That’s not always the best thing.” U.S. Department of Agriculture officials predict that Oklahoma will produce less than 75 million bushels of wheat, compared to last year’s nearly 121 million bushels. “We are significantly lower,” Schulte said. “I think that number that they’re predicting right now is a bit optimistic.” Oklahoma Grain and Feed Association officials predicted a lesser 67 million bushels for Oklahoma, and Schulte tends to agree with that figure after touring fields across the state. “I think we have to wait and see what the numbers are going to be at the end of the day,” Schulte said. “I think I’m leaning more toward the number that the Oklahoma Feed and Grain came up with.”

ECONOMIC IMPACT If those numbers are correct, producers will lose a good chunk of their investments, which will put an additional strain on the nation’s already hurting economy. Cooler temperatures may provide some saving grace, but fields will not perk up much. “There is an abandonment factor on wheat that is not going to be harvested at all,” Schulte said. The USDA estimates that about 3.3 million acres of wheat will be harvested this season, but Schulte said that number might be a bit hopeful. “That number’s always hard to pinpoint,” he said. “I think there’s a possibility that abandonment will be greater. At some places it’s so poor, there’s not even enough to cut for hay.” Producers with crop insurance can recoup some of their costs, according to Brenda Sidwell of Goltry, a crop insurance agent. A crop’s past average will determine what a producer can get back from the insurance policy. Right now, reimbursement costs fall right around $7.14 a bushel. “That’s what they’re going to get if they make below the bushels on their insurance policy,” Sidwell said. With wheat prices hovering around $8.20 a bushel, that’s not a bad price. Although it’s not an option producers want to

take, either. “It won’t replace a crop, but it will cover their input,” Sidwell said. STILL A GOOD CAREER Even though farming has its ups and downs and remains, for the most part, unpredictable, Failes would not change his profession for anything. He is proud of the work done on his farm through the OSU Extension Office and the Oklahoma Wheat Commission. He still remembers the day he volunteered his land to host the wheat variety plot. “When I worked at Burlington Coop – I started up there in ’69 – I just called OSU and asked if they wanted to put a test plot up here, and they said they would,” Failes said. Oklahoma Wheat Commission provides funding for planting, maintaining and harvesting the wheat, which yields about 125 bushels each year. “It costs money for the planting and for the harvest, and then they take a portion of the grain back and do analysis of it,” Failes said. OSU Extension Office educators take care of the actual work on the two and a half acres. “They’re the ones that plant the wheat, harvest the wheat,” Failes said. Failes mainly supplies the land – and the pop. He is happy to do so. He knew he would be when he made that

initial call almost 40 years ago. He sees his sacrifice of a small patch of land as a contribution to the place best known as the state “where the waving wheat can sure smell sweet.” Failes has seen dozens of varieties of that waving wheat debut in his field. He likes the competition from neighboring states. He loves knowing that his work and the work done on his farm feeds families just like his own. He celebrates improvements made to the quality of wheat produced year after year. The 23 varieties now growing in Failes’ field eventually will move over for better selections. “Three years from now, there will probably be about 12 or 15 new ones, and the old varieties will be dropped,” Failes said. “There are lots of reasons to grow certain types of wheat.” The number one reason is yield. “We want something that will make good bread,” Failes said. Failes hopes to carry his passion into the Oklahoma Wheat Commission as the next representative of Alfalfa, Major, Grant and Garfield counties. He will know by today (Thursday) if he is elected to the board. Oklahoma Wheat Commission Board of Directors annual meeting took place Wednesday at the Alfalfa County Fairgrounds. The elected board member will take the place of Burlington resident Keith Kisling, who has served on the board for 15 years. Whether he is elected or not, however, Failes will remain a representative for northwest Oklahoma by providing a place for agronomists to grow and study the nation’s foremost food staple. Plea bargain means Cole stays off sex offense list

Reaping what tax cuts have sewn – From The Tulsa World Two news stories in Thursday's Tulsa World illustrate perfectly what smaller government – or an "irresponsible tax cut," as one official put it – will mean for Oklahomans in the months and years ahead. University of Oklahoma President David Boren said a tuition increase likely will occur this summer. The increase, which would come on the heels of last summer's 4.5 percent hike, would be the result of the loss of stimulus funds, "an irresponsible (state) tax cut," inflation and rising health-care and staffing costs. Boren said he would cap any increase at 10 percent and predicted it would be in "the mid- to low-single digits." That's scant comfort to students and parents who are paying ever-increasing costs for the privilege of attending Oklahoma institutions of higher learning. Boren said the university is able to reduce the impact of expected budget cuts by reallocating 5 percent of every department's funding, which kept $9 million from turning into tuition and fee increases. But state agencies and schools can perform that kind of budgetary legerdemain only so often. At some point, the money has to come from somewhere. State senators found themselves scrambling for funding Wednesday in order to pay for a new Oklahoma Highway Patrol academy. Senators initially rejected a measure that would increase the cost of collision reports from $7 to $15 to fund an academy, which has not been held since 2009. But on reconsideration a day later, the Senate approved the measure. Another measure that would increase the fee to have a suspended driver's license reinstated from $25 to $50 also was approved. But the two measures combined won't provide enough money to put the number of desired troopers on our highways, one senator noted. Sen. Richard Lerblance, D-Hartshorne, questioned why the trooper academy was not included in the state budget. Good question. The answer is because tax cut after tax cut, along with the recent economic downturn, have left the state unable to cover even basic needs. "Every fee increase – where does that money come from?" Lerblance asked. Another good question, which he correctly answered: "It comes from the pockets of the taxpayers, the people of Oklahoma." Sen. Jim Wilson, D-Tahlequah, questioned the wisdom of continuing to cut taxes – another income tax decrease is set to go into effect in 2013 – when the state can't fund essential services such as a trooper academy. "We are all brave enough to stop the tax cuts," Wilson said. No, senator, unfortunately that's not the case. So we taxpayers can expect to be nickeled and dimed to the poorhouse from now on. Or, be forced to take out a second mortgage to send the kids to college.

Myers’ Minutes... Redistricting means new senate district, new senator for Alfalfa County; “It’s been a pleasure,” David Myers By DAVID MYERS District 20 State Senator We have approved SB 821, which redraws the lines for our Senate districts based on the 2010 Census. The measure will now be considered by the House. The state’s population has increased 8.7 percent in the last decade. Currently, each district contains approximately 72,000 residents. In order to account for the population increase, each of the districts will now contain 78,000 people. The new lines will become effective after the 2012 elections. Senate District 20 has changed drastically. Our mostly rural district lost more than 9,800 residents in the past 10 years. So our redistricting committee staff had to make up that loss in population by moving the district. As you know, currently the district consists of all of Grant, Alfalfa and Noble counties as well as portions of Garfield and Kay counties. The new district will consist of all of Logan, Noble and Pawnee Counties, as well as most of Kingfisher County. It has been a pleasure representing Alfalfa, Grant, Garfield and Kay Counties, and I will continue working hard for you in the coming year. We’re hoping to adjourn one week early, this Friday! Given the amount we accomplished this past week, I think we can do it. Adjourning early will save the House and Senate money, as well as the taxpayers. This past week, a budget agreement was announced and the governor signed numerous major pension system and correction system reforms into law. Our state’s pension systems have a $16 billion unfunded liability. This has been a major concern for the legislature this year and we were determined to address the problem. The governor signed five pension reform measures into law including HB 2132, HB 1010, SB 377, SB 794 and SB 347. Together, these bills will help reduce the state’s unfunded liability by more than $5 billion.

As for corrections reform, she signed HB 2131 which will help address the state’s prison over population problems by allowing nonviolent offenders to get out earlier with GPS monitoring. This will help the Department of Corrections financially, but will also allow these people to get back to work in order to provide for their families. Legislative leaders and the governor did reach a budget agreement that now must be voted on by the House and Senate. The General Appropriations Bill (HB 2170) outlines a $6.5 billion budget for the upcoming fiscal year. It’s nearly $218 million or 3.2 percent lower than the current fiscal year budget, which was $6.72 billion. In order to help address the $500 million shortfall, the budget proposal calls for budget cuts of one to nine percent for all state agencies. Core services including education, public safety, health and human services, and transportation received the smallest cuts under the agreement. These agencies provide essential services that must be protected. Under the proposal, the budget shortfall will be made up with $217 million in spending cuts, a $70 million transportation bond issue and $120 million in the state’s Rainy Day Fund. So far, the governor has signed over 220 bills into law and there are around 100 House and Senate bills still working their way through the conference committee process. With session coming to a close this week and lots to share with the district, I hope everyone can make it to a town hall meeting in the next few weeks. Who is that man with the blue chair and camera at track meets? Dear Editor: At most of the track meets Cherokee attends, I always see the same familiar person. That person is Steve Booher. He'll usually have a note pad, blue chair and a camera. If it wasn't for him, the Cherokee track teams would get little publicity. Every week, he contacts Coach (Matt) Guffy and myself to get results from various meets. Over the years, he has covered the State Track Meet for our athletes, whether it's rainy

and cold, or 95 degrees like it was this year. These kids work extremely hard and sacrifice effort that is sometimes hard to imagine. They deserve recognition for their efforts and I thank Steve and the Cherokee paper for that recognition. It was a sad story that spawned crude jokes and left Cherokee City Manager Don Bowman and other city officials red-faced. In February, 46-year-old David Cole was hired as Cherokee’s newest police officer. In less than 72 hours, he was sitting behind bars, accused of first degree rape by instrumentation and possession of a firearm during the commission of a crime. It was a sordid tale made even more so by Cole’s offthe-record recounting of his encounter with a 20-year-old female to Messenger & Republican Editor Korina Dove in a nearly two-hour telephone conversation. She had two more lengthy phone calls from Cole, who spent a portion of his time behind bars under suicide watch in Garfield County. According to Dove, Cole was explicit in his conversation and gave her the okay to use his admissions in the newspaper if he was terminated by the City of Cherokee. Almost before Dove hung up the telephone, Bowman announced that Cole was no longer employed by the city. Some – myself included – may question the wisdom of giving Cole the option of pleading guilty to a felony charge of aggravated assault and battery, along with two misdemeanors – soliciting for prostitution and willful omission to perform his duties as a police officer. The misdemeanors stem from Cole’s offer to buy the victim a phone card in exchange for sex and for refusing a police dispatcher’s request to investigate a report of a vehicle driving erratically through the streets of Cherokee. Apparently that call came during the actual assault on the young woman. Because of the guilty plea to charges other than rape, Cole will not have to register as a sex offender. To the credit of the district attorney’s office, the terms of the plea agreement stipulate that Cole may never again be employed as a police officer or “any other position allowing a person to wear any official badge and carry a weapon of any type.” Additionally, Cole may not have at his disposition mace, pepper spray, a Taser gun, handcuffs or any restraint device. Those conditions, however, assume that a future employer does a proper background check to discover that they exist if Cole doesn’t disclose them on an employment application. I won’t go into further details, but suggest you read the story written by Dove, which appears in this week’s Messenger & Republican. Knowing just some of the details of Cole’s crime – which we’ll not reprint here out of a sense of public decency – I can only say that forcing Cole to register as a sex offender might have some day prevented him from inflicting his perversions on another unwilling person. Hopefully, the young victim in this case will recover both physically and emotionally.

In spite of challenges dealt by Mother Nature this year, 116 entries were received with many divisions and categories represented. Cherokee FCCLA attends state meeting in OKC OKLAHOMA CITY – Nearly 7,000 Oklahoma Family, Career and Community Leaders of America members attended the annual FCCLA State Convention April 15 in Oklahoma City’s Cox Convention Center. The doors will open at 10 a.m. Bring a covered dish to be served at noon. A meeting will be held afterwards. Honored classes are 1961 and 1986. The Carmen Silver Strings will provide entertainment. Officers are Janis Wooten, president, Max Dean Moser, treasurer, and Gayle Dorton, secretary. All alumni and guests are welcome to attend. LaVern passed away in Kansas last weekend and services were held Monday. He had many friends and relatives in the community. Former Resident On Trial Jury selection began Monday for the trial of Bobbie Parker, former Carmen resident. She has been accused of helping an inmate, Randolph Dial, escape from Granite Reformatory in 1995. The Parkers continue to own a home in Carmen. Wichert gives lesson on history of OHCE to local Farmerettes Farmerettes OHCE met for the May meeting in the home of Cynthia Kozee. President Nancy Lambert called the meeting to order and led the flag salute. Minutes were read and approved and Terry Woods gave the treasurer's report. Roll call was answered with "What was the organization's name when you joined?" Home Demonstration Club, Oklahoma Home Demonstration, FCE Council & OHCE were a few mentioned. Extension Educator Marcy Wichert gave the lesson on "The History of OHCE." It was mentioned that Ruth Ferrell has been a member the longest in Alfalfa County. A thank you letter was read from the Blood Institute for the OHCE’s help with the blood drive. It was reported that the number of entries for the flower show was down due to the weather.

Wichert stated there would be a trip to Stillwater to tour the botanical gardens and the Button Museum May 26. Members voted to donate $250 to the Baby Think It Over program. The fair project booth was discussed and members volunteered to help with the educational booths. Members were asked to attend the State OHCE meeting July 10 - 12. Members present were Wynona Puffinbarger, Jean Carpenter, Lambert and Faith, Pauline Trissell, Carolyn Stands, Kozee, Marguerite McMurtrey, Woods, Sharon LaRue, Corky Batterton, Martha Coppock, Carolyn Montalvo, Dana Wimpee and daughter and Tammy Cotton. Pauline Trissell will host the June meeting with Cyndi and Carolyn Passwater giving the lesson.

Jet Industrious discusses OHCE history, flower show, fair booth JET – Jet Industrious OHCE met at the home of Jessie McCormack for the May 10 meeting with guest Marcy Wichert, Extension agent for Alfalfa County. Roll call was answered with "What special plans do you have for the summer?" Pauline Hopkins gave the devotion "Faith Needs Grace." Verla Blacklegde read the treasurer's report and discussed the Housing Tour which had approximately 65 to 75 attending. She also reported on the Ernie Page sale. Minutes were read by Susie McAlister and approved. A report on the flower show was given. Members Hopkins, Blackledge, Mary Etta Campbell, Connie LaGrow, Sherri Whitlow and McAlister each won in various classes. For OHCE week Blackledge and Whitlow put a display at the Jet State Bank. Hopkins made fudge and McCormick made a cake for people to sample. A report on the local Easter egg hunt was given. There will be a flower show trip to Stillwater May 26. Attendees will go on a flower and garden tour and visit a museum. LaGrow made a motion to donate $100 to Dana Burchfiel when she shows enrollment at school. Whitlow seconded the motion. Campbell is in charge of the county fair booth and members were asked to think about items for the fair. Wichert gave the lesson "The History of OHCE." Pictures from when it began to present were shown to members. There were four name changes in its history. The next meeting will be at Amy Flanagan's home July 12.

RAY HERRINGTON ELLSWORTH, Maine – Charles Raymond Herrington, Jr. died May 13, 2010, in Ellsworth, Maine. He was born Nov. 7, 1933, in Anthony, Kan. the son of Charles R. and Leona (Harvey) Herrington of Cherokee, Okla. Ray grew up on a farm in Cherokee. He attended Lambert High School in Lambert, Okla. and attended Oklahoma State University where he met his wife, Barbara. They were married in 1952 and moved from Oklahoma to Maine in 1955. For 27 years, Ray worked throughout Maine for the Soil Conservation Service ending his career in Orono, Maine. Ray and Barbara retired to Gouldsboro, Maine in 1983 and spent their later years together in Ellsworth, Maine. Ray was a true Renaissance man, teaching himself skills ranging from woodworking to flying airplanes. His creativity was impressive. He became an accomplished artist, carving birds and fish. He built his own house crafting many of the details. Ray loved hunting and fishing with his sons. He taught them gun safety, archery and survival techniques. He enjoyed

He was a creative inspiration to his sons, teaching them that one can always try something new, coupled with endless praise, boundless encouragement and his non judgmental nature. Throughout Ray’s life, family was always a priority. Ray is survived by his wife, Barbara B. (Bryce) Herrington; his sons, Charles R. Herrington, III (Chuck) and his wife, Eileen (Trecosta) Herrington and their children, Dale and Jill of New Hampshire; David B. Herrington and his wife, Denise M. Hue of Ellsworth; Donald L. Herrington and his wife, Tatyana N. (Dubrovskaya) Herrington and their children, Dimitry, Dasha and Sofia of Ellsworth; Mark T. Herrington and his wife, Lisa Y. Tilden-Herrington and their children, Henry and Phoebe of Franklin; his AFS son, Rene A. Bastias and his wife, Kristyn Bastias-Butler and their children, Elizabeth and Andres of Connecticut.; his brother, James E. Herrington of Cherokee; and many nieces and nephews. William Robert “Bob” Cloyd was born at Driftwood Aug. 24, 1916 to Ora Cloyd and Fleda Furgason Cloyd and passed from this life at Share Convalescent Center in Alva May 5, 2011 after suffering a severe stroke. Bob had lived in Alfalfa County all of his life where he married Edna Jantz May 25, 1938. They were married at the May Day Celebration with over 2500 people attending. Many

of those attending were family and friends. All the businesses gave them gifts of which Edna and Bob still had a few after nearly 60 years of marriage. To this union, four children were born, Earl, Verda, Sharon and Warren. Bob worked for Roy Schoeb on the farm north of Cherokee, for Bridges Body Shop, for Smith Brothers Chevrolet as mechanic and parts manager. He had worked at Cherokee City Hall, then for Monroe/Miller Car Dealers as parts manager, retiring in the 1980s. He was a volunteer fireman for the City of Cherokee and also at the Prison Camp at Alva during World War II. He was instrumental in the establishment of Cherokee Church of Christ. In later years, Bob faithfully attended College Hill Church of Christ in Alva. Bob was well known for his bear hugs and will be sorely missed by many. Bob was preceded in death by his parents; his wife, Edna; two sons, Earl and Warren; three brothers, Wayne, Ray and Forrest; and one sister, Ora Mae. He is survived by two daughters, Verda Harding and husband, Leonard of Fritch, Texas and Sharon Harmon and husband, Pete of Fairview; two

daughters-in-law, Maxine Cloyd of Newberg, Ore. and Rotha Cloyd of Midland, Texas; 10 grandchildren; 20 great-grandchildren; seven great-greatgrandchildren; two brothers, Earl Cloyd of Bentonville, Ark. and Everett Cloyd of Pretty Prairie, Kan.; four sisters-inlaw, Virginia Cloyd of Pretty Prairie, Kan., Marie Cloyd of Byron, Peggy Cloyd of Pampa, Texas and Leota Cloyd of Burlington. UCO prof wins Lifetime Achievement Award TULSA – Terry Clark, Ph.D., professor of Journalism at the University of Central Oklahoma, was honored with the Lifetime Achievement Award by the Oklahoma Pro Chapter of the Society of Professional Journalists at its annual awards banquet held Saturday, April 30 at the Hilton Southern Hills in Tulsa. "This is such an honor, one I never dreamed of," said Clark. "I have the best of two worlds. I teach, and I get to work with journalists and do some journalism, but I don’t have to put the paper to bed and work late on Tuesday nights." Clark taught for four years at Oklahoma State University before joining Central in 1990, where he served as journalism chairman for 19 years until 2009. Currently, he is the director of the Oklahoma Journalism Hall of Fame, which is located at Central, and teaches courses in writing, editing, photography and blogging. With 20 years of experience in the newspaper industry, Clark first began as news editor of the Clarinda (Iowa) Herald-Journal before working at the Duncan Banner as area editor. He was editor and publisher of the Waurika News-Democrat from 1974 to 1986, worked part-time as copy editor at The Oklahoman and most recently as a reporter at the Oklahoma City Journal Record. As a free-lance journalist, Clark’s work has been published in Persimmon Hill, Oklahoma Today, Editor and Publisher, the Oklahoma Publisher, the Oklahoma Observer and Publishers Auxiliary. State Rep’s parents jailed for marijuana possession By KORINA DOVE Messenger & Republican Staff BURLINGTON – The parents of a state representative will make an initial appearance June 8 in Alfalfa County District Court on felony charges of cultivating marijuana and misdemeanor charges of unlawful possession of marijuana and paraphernalia. Oklahoma Bureau of Narcotics and Dangerous Drugs Agent Kyle Canida, along with Alfalfa County Undersheriff Brandon Powell and Oklahoma Highway Patrol Trooper Brock Morgan, conducted a consensual search May 11 at the Burlington residence of Duane Russell Jackson, 60, and Sherrill Anne Jackson, 56. The agents found 11 marijuana plants growing outside the home and nine small marijuana plants growing in Styrofoam cups inside a closet in the home. STILLWATER, Okla. – Four Alfalfa County students were honored by Oklahoma State University at the College of Agricultural Sciences and Natural Resources (CASNR) Scholarships and Awards Banquet. Two Burlington graduates, Lacey Newlin and Samantha Smith, and two Cherokee graduates, Kelsy Stein and Jace White, were among those rewarded. Newlin was presented with a $500 Joseph Fleming Memorial Scholarship. She is a sophomore at OSU majoring in animal science. A 2009 graduate, she is the daughter of Curt and Jennifer Newlin of Cherokee. Smith was presented with a $750 Joseph Fleming Memorial Scholarship. An agricultural communications major, Smith is a freshman at OSU. She is a 2010 graduate and the daughter of Mark Smith and Jana Smith of Amorita. Stein was presented with a $1,500 Joseph Fleming Memorial Scholarship. A junior majoring in animal science, Stein is a 2008 graduate. She is the daughter of Sam and Kelly Stein of Cherokee. White was presented a $2,000 Alvin and Susietta Berg Agricultural Scholarship. An agricultural economics major, White is a junior at OSU. He is a 2009 graduate and the son of Jeff and Dawn Ann White of Cherokee.

Finney named SW Refuge Officer of Year

County rejects $40,000 bid for old clinic Salt Plains By KORINA DOVE Messenger & Republican Staff A bid for $40,000 was not quite enough to secure the purchase of the former Great Salt Plains Health Center building. Alfalfa County Commissioners Chad Roach, Doug Murrow and Toby Walker thanked Duane Waugh of Cherokee for submitting the sole bid but told him it was not quite enough to satisfy state statutes. By law, the county is required to sell the building for 80 percent of its appraised value. Appraisers Robert Goss, Bob Rockenbaugh and Jeff Crissup valued the 3,800 square feet building at $95,000, which would make the minimum selling price $76,000. Commissioners gave Waugh the option to raise his bid to the minimum selling price, but Waugh declined. “I’ll raise it to $50,000, but that’s it,” Waugh said. Commissioners voted to reject his bid of $40,000 and will start the bid process all over again. They moved forward on the agenda to view bids received for a new vehicle in the sheriff ’s office. Sheriff Charlie Tucker had a week to consider bids received last week from Washburn Motor Company in Alva and Croft Country Chevrolet of Cherokee. Washburn submitted a bid for $28,560 on a 2011 Ford Expedition, and Croft bid $28,148 on a 2011 Chevrolet Silverado. Tucker asked commissioners to reject both bids in lieu of a 2011 Chevrolet Tahoe he found on the state bid list for $29,937.10. Tucker said the higherpriced vehicle is “more of a police-type vehicle,” already wired for radios. It also has a spotlight mounted on it already, plus other features that would cost the county extra in the long run. “Not that we have anything like this at the moment, but it’s also wired for the computer system,” Tucker said. Roach motioned to reject the bids from Croft and Washburn, and the commissioners voted to let Tucker purchase the vehicle from the state list. Tucker also spoke to the board about repairing and replacing locks and keys in the county jail. He said the jail was remodeled in the 1980s. “Since that time, all of the locks are all dirty; some of them don’t work,” Tucker said. “Some of them are really, really hard to get locked.” Integrity Steel Works of Colorado Springs, Colo. inspected the jail recently and submitted an estimate of $5,451.89 to make repairs and replacements. “Part of our problem was we needed some new keys,” Tucker said. “The keys were all worn out.” Commissioners voted to allow Integrity Steel to fix the locks. In other business, commissioners approved eight road crossing permits in District 1 and five in District 3. They also approved oil and gas leases for $500 an acre and 3/16 royalty interests for property near Lambert in District 2 and in the Town of Jet in District 1.

Refuge officer ‘steps to front’ JET – Officer Shelby Finney has been awarded the 2010 Southwest Region Refuge Officer of the Year. Finney has served as a refuge officer for almost six years. He works at the Salt Plains National Wildlife Refuge. He was

recognized recently for his “exemplary performance, attention to detail and professionalism.” Finney volunteered to become a field training officer and trained three new officers last year. “Each trainee has commented that Officer Finney was one of the best teachers they’d ever had,” according to Jeremy Bucher, U.S. Fish and Wildlife Service law enforcement zone officer for Oklahoma. Finney also volunteered to join the Fish and Wildlife Service Honor Guard and to serve as the Salt Plains NWR safety

officer. He volunteered as an all-terrain vehicle safety trainer and has instructed many staff members and personnel from other federal, state and local agencies on the safe operation of ATVs. He credits his wife, Mindy, for his achievements. “I couldn’t have done it without my wife,” Finney said. “If it hadn’t been for her holding down the fort here at home, I wouldn’t have been able to do all the things I did that got me that award.” Refuge Manager Greg Birkenfeld said Finney is al-

ways the first to volunteer when someone is in need of assistance both on the refuge and off. “He never fails to step to the front when a motorist is broken down on the highway or stranded by a flood,” Birkenfeld said. “For example, Shelby recently volunteered to assist the sheriff ’s department by piloting our airboat to rescue a lady in danger from rising river water.” Birkenfeld said Finney is “surely one of the best we have, and our organization is fortunate to have such a dedicated, professional officer representing it.”
