Parish Council News The Parish Council normally meets on the second Monday of each month, (except in August), at 7:00pm in the Enterprise Centre Main Hall at Vogue. There is ample car parking available.

The meetings are open to the public (unless an item has to be taken in private) and agenda item 3 is always for public participation (limited to 15 minutes). It is sometimes necessary to arrange extra meetings, often concerning planning applications. Notices of all the meetings are displayed on the notice boards round the Parish at least 3 days before a meeting. St Day Christmas Lights A new group took over the organisation of the lights this year and, given that we all came to it with no experience at all, this have gone relatively smoothly (assuming, that is, that everything comes down ok on the 12th January – 4 days’ time as this is being written).

It hasn’t been an easy job as replacements for the existing strings of lights are no longer being made and the alternatives, which the company promised were compatible, weren’t! This meant that when some lights failed during the stormy weather at the start of December, no replacements were available to us. Fortunately with a bit of swapping around we were able to get most of the lights on again. When strings of lights do fail, usually due to stormy weather, we would ask everyone to be patient and not expect repairs to be done immediately; all of us are volunteers and cannot always get out straightaway and we also have to wait for the weather to improve before we ask someone to go up a ladder to carry out repairs!

Moving on to the financial side of things it costs in excess of £500 each year to pay the insurance premium and to buy the Christmas tree for Market Square, then we have to factor in the purchase of smaller items such as timers, replacement lights, storage containers etc., and there have also been comments that the display should be extended, down to Vogue for example. As a group we would love to do this but we would need much more funding to finance this. As it is we are very grateful to St Day Parish Council who have given us a grant of £500 this year and also bought the tree and we would also thank St Day Community Centre, Mini and Karl Everett, St Day General Stores, The Mills Trust and Chris Knowles Butchers for allowing us to use their electricity to power the lights.

Geothermal Energy. The sky line at United Downs has state of the art drilling rig which will be drilling 4.5km wells into the ground , and will be the first UK deep geothermal energy producer . The aim of the ÂŁ18m project is to demonstrate the potential of the geothermal resource in the UK to produce electricity and renewable heat. The plant will supply up to 3 mega watts of electricity which is enough to power 3,000 homes.

Geothermal Engineering Ltd has been busy arranging open days for local residents and the parish councils, they will also be working with local schools and college's.

Cornwall Council is supporting and providing match funding for deep geothermal exploration projects like this pilot one at United Downs to help unlock the huge potential and create a new industry with huge export potential, not just for Cornwall but for the national economy.

Local Government Electoral Review. The government has decided that in 2021 the number of Cornwall Councillors will be reduced from 123 to 87. This reduction will require new electoral divisions and an increase of around 1500 additional electorate for each councillor. Cornwall Council has had to draw up new electoral divisions, currently St Day is in the Mining Villages Carharrack, Gwennap and St Day electoral division. Strong objections were submitted by myself and all three parish councils against splitting these historic and closely connected parishes, unfortunately the government did not listen.

The new electoral division in 2021 will see St Day and Carharrack linked to the Mount Ambrose , Treskerby and Roseland Gardens parts of Redruth.

2018 was another incredibly busy year for the crew and team of Cornwall Air Ambulance, with a total of 1,105 missions, easily surpassing 2017.

The club will be holding fundraising events which raise funds for our annual awards weekend in the magnificent marquee held on Vogue Park; The weekend is set as Friday 24th for the Youth and Sat 25th May for the adults. Being a bank holiday weekend we are keen to hear from anyone who is interested in hiring the marquee on Sunday 26th May. Ideas could be a birthday, christening or family gathering, whatever you decided or wish to discuss please do get in contact with Mark Leah.

The fundraising events which have been planned are Sat 9th February; a family horse race night starting at 7:30pm. The next date falls on Saturday 16th March which is going to be an all adult night of pub Olympics. All the community is invited to enter a team to compete in the darts, pool, skittles and a quiz. Thank you to everyone who turned out for our recent Cornwall FA Senior Cup Rd 3 tie v Porthleven SWPL on Saturday 5th January. The excitement has increased in the last two season as we now celebrate the fruits of our own labour as our youth players now transition into our adult teams. Last seasons St Day U16 invincibles are on show in our adult sides and this years current U16s are now getting some game time as they transition through.

The Teyluva Centre St Day

TravellerSpace have been working with the Traveller community in St Day since 2004, and when the Teyluva Children’s Centre was built in 2005, we started running a weekly drop-in group for women & children.

In 2012 our project users asked us to run a literacy group and some short courses.

We did this in partnership with the Adult Education Service until their funding was cut in 2016, and we’ve continued to scrape together enough funds to run these activities ourselves since then, as they are much needed by the community.

In February 2018, we took over the running of the Centre from Cornwall Council, and it is now renamed The Teyluva Centre.

We have recently been in receipt of a

couple of small grants, including £322.76 from Cllr Kaczmarek which have enabled us to start improving the outdoor space, some much-needed painting & decorating, a new sign and maintenance of the building. We are very grateful for all the hard work of our community volunteers who help keep the building in good shape.

We continue to run drop in groups, literacy & short courses for the Traveller community, as that has always been our remit.

However, we want to open up the Centre to the whole of the community in St Day, and we are seeking funding to run new activities for everyone to enjoy.

In the meantime, if you would like to hire out the Centre for meetings or groups, we have a large room with chairs & tables that can be used, The Snug for small groups (up to 8 people) and a fully functional kitchen. Rates are negotiable,

we are very reasonable!

We recently held a community coffee morning, which was well-attended by members of the local community in St Day, with representatives from the school, the church, and representatives (Continued on page 24)

On our own plan within Housing we are at the stage of assessing our own Local Needs for Affordable Homes with Cornwall Council. The current debate for surveying those on the Council's HomeChoice register is whether the ÂŁ1000 they wish to charge us for the survey is applicable. At present something over 90 families or individuals apparently wish to live in St Day under this scheme, although well over half are already in the lowest classification which is not regarded as requiring any urgent action. Our own survey of all the residents in the Parish identified only 14 families who wished to occupy affordable homes here, this discrepancy is mirrored by other parishes surveys, although Cornwall Council refuses to acknowledge that there is any validity to locally produced surveys.

Transport: To a certain extent other initiatives have assisted this Group in terms of addressing some of the aspects identified in our initial survey of opinions in the Parish. SpeedWatch and the new speed signs have had a notable effect on driver behaviour where they have been located, reducing speed and with fewer motorists exceeding the speed limit.

The issue of parking is one which is far more difficult to solve, extending restrictions in the centre of St Day would result in increased speeds by drivers which is reduced due to the many vehicles which are parked.

Inconsiderate parking is an aspect which does occur and can really only be tackled through a campaign to educate those to be more aware of the inconvenience they cause and will be feature of articles in the Newsletter.

Longer term the Housing Group is looking at locations where parking can be incorporated into future plans, we also need to review the implications of the Old Church development and activities which will take place there.

We will be seeking to work with the School in terms of parking and driving habits.

Doctors surgery Progress has been quite slow on this project over the last few months but the trustees of the WJ Mills (Cottages) Trust have been in negotiations on various fronts to try to get this project off the ground. At the time of writing (mid January) further site investigations are needed to establish how suitable the site on Telegraph Hill is – if any remedial work is needed then this will obviously have an effect on the final cost and therefore on the viability of the project – and the Trust’s agent is also in talks with the partners of the Carn to Coast surgery to try to agree the details of the lease. It is hoped that both of these will have happened by early February and that the planning application for the surgery will have been submitted to Cornwall Council Planners. Provided there are then no problems with the application a decision should be received from the planners in April/May with a start date for the building some time in summer 2019. We would then hope that the building will be brought into use within 12 months from the start date.

The trustees appreciate that the original schedule has slipped by a few weeks but there are always unforeseen problems to negotiate and, as a charity, they also have to satisfy the demands of the Charity Commission regarding the viability of the project. It is quite a task but the Trust has prioritised the building of this new surgery for the people of St Day and the trustees are doing their utmost to make sure it happens.

Two and a half years of work have paid off and St Day is to have a whole new play area at the Wheal Jewel Playing Field. The play equipment that is there was well past its sell by date years ago and the Action St Day Group with the help of Scott James, Bryony Nicholls and Mervyn Smallwood of Kerrier District Council Regeneration team have put together £65,474 of funding granted by the Liveability Community Pot, Cornwall County Playing Est.1982 fields Association, Cory Environmental Trust, St Day Parish Council, the Neighbourhood Renewal Community Chest, Devon & Cornwall Housing, Living Spaces, the Local Network Fund, the Neighbourhood Community Chest Grant Fund, Lt. Comdr. J Mills, the St Day Jubilee Committee and the Action St Day Group. Quite a list but it’s quite a sum of money and it shows that the support is wide based.

The project started with the selection of potential contractors and Rolf Necked of Kerrier DC Engineering Service provided a select list and has kept in touch with the project right through and, since the completed play area is to be maintained by KDC, he will always be involved.

Five contractors were asked to submit a scheme and their designs were exhibited at St Day & Carharrack School to be commented on by the pupils and their parents. As well as being shown at the school a public display was viewed at the Action St Day Group Annual General Meeting and from the comment forms completed one contractor came out on top. The prices submitted were keen and "best value", other than just price, determined the final choice. The chosen suppliers are Company, who also supplied the play equipment at Tucking Mill. Up until recently Company were part of the Lego Group so we are dealing with people who understand children very well, and adults who like playing, sorry, designing with Lego.

The final design is made up of eleven separate pieces that set out to appeal to young people from two or three up to fifteen or sixteen. There are two sets of swings, two twizzley sticks, these are real fun, two very modern roundabouts (one you can sit in and the other you can use in all sorts of ways), a rocking ‘wasp’, a spinning bowl, a ‘stand-up’ seesaw, a play house, come slide , come climbing frame and a monster climbing frame the likes of which you will have never seen before. It is 18 feet (5.5 metres) across and about 10 feet (3 metres) tall and is certainly the most exciting piece of kit you will have seen in a long time. The whole set up is to provide interesting and challenging and exciting "FUN" and it will belong to the young people of St Day and, please can I have a go sometimes.

`Well here we are.

Christmas a distant memory and looking forward to Spring. A few glimpses in the garden of bulbs showing and some in flower.

Always such a busy time in the run up to the festive season. We had already started in October to get in the mood and to get ahead with preparations by having a card making session.

November continued with the preparations, this time with floral decorations. We had a very enjoyable afternoon with Ian Facey McLeod, well known in the floral art circles and very much a local having grown up at Trevince and attended the local school.

Ian demonstrated two arrangements both using mainly mixed greenery and just a few flowers. The first was an informal hanging for the door or wall to which you could add flowers or festive decorations, e. g. baubles. The second suitable for a table, once again plenty of greenery, a few flowers plus a candle; a good tip was to glue small baubles to a stick and poke those in.

December. Time to put on the glitz and get ready to party. Once again, we invited the St Paul’s singers to provide the entertainment for the evening, they never disappoint.

We had an evening full of song and laughter, fuelled, as always, by a buffet supper provided by our members, most of it home made, and very much enjoyed by the choir and guests.

January did not go quite as planned. Our speaker unfortunately succumbed to the bug that is going around and was unable to come. Unable to get the heating to work in the hall we all squashed into a much smaller room.

Never the less we had a great afternoon.

Jenny produced two quizzes for us.

These made us rack our brains, they also caused much laughter and some conferring (cheating!). We took full advantage of the chance to catch up on

everyone’s news, not always possible when we have a speaker.

Homelessness in Rural Communities

Idyllic images of rolling hills, countryside pursuits and village life mask significant experiences of inequality and deprivation, to which rural communities are vulnerable. Homelessness seems to be depicted as an 'urban street' phenomenon, therefore, is notably absent in people’s understanding of rural life.

High house prices, lower wages and a lack of permanent jobs are being blamed for the number of rough sleepers in Cornwall.

Government figures suggest that 40 people a night were sleeping on streets or rough ground in Cornwall last autumn. It was the fifth highest rate in the country, after London, Kent, Devon and Essex.

But is this just the "the tip of the iceberg"? There could be many more rough sleepers than this figure indicates.

Anti-Social Behaviour Reporting One of the issues we face locally is anti-social behaviour by a small number of individuals.

The problem we face is a reduced level of policing in rural areas to tackle this problem as a result of cuts in budgets.

What can we do if we experience this type of nuisance, which might be from irresponsible actions to deliberate activities which are a danger to those involved and the public, if you do observe or suffer from antisocial behaviour: First it is unwise to approach or challenge the perpetrators.

Second make a note of as much detail as is possible – when, where, how many, who is involved if identities are known, if not the best descriptions possible and what exactly is taking place. If vehicles are used the make, model, colour and - if possible registration.

At present one of the two priorities our local team has is Anti-Social Driving in the area, although all reported incidents will be addressed if possible.

Our Radar Speed Signs Do they really reduce speed?

Well the answer is a definite 'YES' Only comparative data for Vogue exists at present.

In April Highways placed a monitor (no display) to assess vehicle speeds. The results from our unit in December show that the average speed coming into St Day reduced from an average of 30mph to 26mph. Whilst less than half of drivers kept to the speed limit or less in April, this rose to over 80% in December.

The standard method of assessment is to remove the highest and lowest speeds (those drivers who will always ignore the limit or any slowing down due to parked vehicles, to turn or to park) and only compare the remaining 85% of speeds. This shows for April the average speed was 36mph whilst in December this was down to 29mph.

Whilst driving conditions, time of year and traffic volumes may have an effect between April and December the figures are still statistically significant. The signs will also be sited at other locations around St Day a

Caring for a Parent For most of us, our parents are our first safety net. They care for us as we grow up, and continue to offer us help and advice when we are adults. So, when the tables turn and you find yourself needing to look after them instead, it can be a real shock to the system.

As someone who knows and understands your parents so well you might feel that you’re better placed than anyone else to look after them. You might also feel a sense of duty to return the care you were given when you were younger.

WOW what a summer we have had. It started at the begnning of July with 168 children signing on to play for St Day ranging from the Under 6's right up to the Under 16's. We now have 10 teams in the youth side which is a fantastic achievment. We also have a waiting list for most age goups.

At the end of July we hosted our Dave Searle Tournament. Both days had a very good turn out although the weather wasn't very kind to us but the football display more than made up for it . On the Saturday we saw Thirty-three teams descended on Vogue Park and the hard work put in all week by members of the adult and youth committe and parents certainly gave fantastic facilities to plat at. We are so very thankful to everyone who put in hours and hours into making the first day so successful. All of the referees desvere a massive congratulations fro helping and giving their time all for free and many of them were from the U13 & U14's.

On the Saturday we saw The Pirates U11's come away as runners up which is fantastic. The second day was also a huge success and the sun did make an appearance by the end of the day. We saw 16 youth teams from U13-U15's for the Dave Searle Cup and 10 adults teams for the Sheldon Mitchell Memorial (2 leagues of 5) which is the most we have seen for a long time. We are already planning next years weekend and a date for that will be out in January. The Sunday saw the U14's Pilgrims Yellow and the U15's St Day Falcons both come away with the Kerwin Prisk fairplay trophy.

On Sunday 12th August as a club we were very lucky to welcome Wes Brown former Manchester United player to the club for our McDonalds Community Fun Day. The day was a huge success and was enjoyed by everyone young and old. Wes couldn't do enough for the children he even told his driver that he didn't want to

St Day and Carharrack School News Our Spring Term is well underway with the whole school immersed in a variety of launch trips and activities to help us learn about a range of history topics including the Vikings, the Maya Civilisation, Ancient Greece, the Great Fire of London and all the way back to the age of the dinosaurs. Do let us know if you are an expert in any of these areas and would like to come in and share your knowledge.

We have had a big push on ‘Healthy Living’ through developing healthy minds and bodies. We are so proud of all our children for having the courage to take part in new sporting activities and to compete with other schools– we have been doing really well and coming back with lots of medals. Our children are showing determination, resilience and great team spirit - well done to all involved. We are continuing to develop our school grounds and offer extra-curricular activities to include Forest Schools, Capoeira dance, working with St Day and Carharrack Football Club, table tennis, running club, cooking and

much more! We would like to say a big thank you to the community and all the fundraising support we are receiving from the ‘Friends’ of the school and volunteers. A special mention to Linda Vanstone who has volunteered many hours to get our school choir up and running – they are now sounding fantastic and are involved in many local events including the Songfest Festival in March. Our children are enjoying being out and about in the community to enhance their English and Maths skills in a real context. We have been sketching, carrying out scientific experiments in the park, designing projects and interviewing local people. Our learning was displayed at the Horticultural Show and we are already preparing for this year!

We are always looking for volunteers to support our learning and enthuse our children with a love of reading.

We are also keen to get a regular gardening club going in the school to improve our grounds, encourage wildlife and to grow our own food.

A Warm Welcome to the New St Day Parish Councillors Rebecca Ryder

I am a permanent resident of St Day and I have lived in Pink Moors for approximately 19 years. When and where possible, I play an active role in many aspects of the Parish, including: - Parish litter collection - Christmas lights - St Day Daylight Choir - Wildlife sightings data collection of St Day - Leading Local Neighbourhood Development Plan (LNDP) for the Open Spaces group I have thoroughly enjoyed taking part in the development of the Open Spaces project. I personally feel St Day has great potential.

My career within the NHS spanned over 20 years, where upon I experienced many roles. As a Specialist Health Care Practitioner I planned, implemented, evaluated patient care provision. As the educational and workforce development lead I implemented change driven by government policy. Policy writing, innovation and creation of solutions were a fundamental part of my role. The skills I have acquired during my career will assist me as a Parish Councillor.

Karl Everett

I have previously been a Parish Councillor for a village in Kent and as I have a young family, feel I can represent the views of families within the Parish. These are members of our community who utilise the majority of the facilities the Council provide; and I am keen to be involved in helping the youngest generation of the community, feel a part of it.

Being new to the St Day, and having experience of living in a numerous locations, I feel that I will bring a fresh perspective to things, and help move the village along.

Professionally I have worked in IT for over 30 years, and could use that knowledge to help the St Day in the modern internet age!

St Day Parish Council are looking forward to working alongside Rebecca and Karl, who are both taking this opportunity to be actively involved in the future development of St Day, and make it a community that is the best it can possibly be.
