Irina J. Mazor is the managing partner of Lindborg & Mazor LLP. Mr. Lindborg’s practice focuses on litigation, arbitration and the resolution of claims arising from construction projects and, in particular, complex delay, disruption and acceleration claims. His practice also includes the counseling of clients with respect to contractual and legal rights and obligations during the course of construction. Mr. Lindborg has been lead counsel in several trials and arbitrations involving multimillion dollar claims. Mr. Lindborg is admitted to practice before all state and federal courts in the States of California and New Mexico , the Ninth and Tenth Circuit Courts of Appeal and the Court of Federal Claims. He has also represented clients before various administrative agencies, including the Armed Services and General Services Administration Boards of Contract Appeals, the General Accounting Office and has specia lly a ppeared in a number of federal courts throughout the Western United States. Mr. Lindborg is a member of the American, California, New Mexico and Los Angeles County Bar Associations. Mr. Lindborg has lectured on a multitude of construction industry topics, including construction claims and project administration issues, to a variety of organizations and has served as a guest lecturer at UCLA, California State University at San Bernardino and the University of California’s Continuing Education of the Bar. Paragon Protection Ltd has been in business since 1976, providing uniform security guards services, consulting and integrated solutions to some of the most prestigious locations in the Greater Toronto Area. Kevin joined Paragon in 1987. In the early years, he remembers wearing “many hats”; and putting in a full 12-hour day in the office and then waking up at 2am to go downtown to ticket cars himself. In 1994, RJ France took the helm from his late father (Ron France) and closely reviewed its operations and market strategies. Kevin’s experience and his fresh perspectives helped shape new strategic changes and methodologies, resulting in a more efficient company. By streamlining the management structure, Paragon’s frontline Security Guards were able to work in close contact with their support teams. Protocol were established in day-to-day operations to ensure no duplication of labour, and the prompt completion of all tasks. After 32 years in contract security with the France family, Kevin was named President of Paragon Protection Ltd in 2019. It is his belief that Paragon has become the great company it is, through the collective efforts and contribution of all its employees. Kevin is an extraordinary leader that everyone loves to work for. His creative team building, collaboration and empowerment style motivates everyone to be part of and contribute to the team. He is a great positive influencer and leads the charge for challenging the status quo through innovation and logical solutions. Under Kevin’s leadership, Paragon provides higher quality security personnel who are better trained and qualified by ensuring their training is relevant and appropriate for their job. The training curriculum covers material beyond what is required by the licensing board, such as customer service, handcuffing techniques and

fire panel procedures. Having qualified and engaged security personnel helps to reduce staff turnover and increase employee retention. It ensures they can provide staff to fill all shifts. Over the last decade, Paragon has made tremendous investment in creating a unique, enterprise security technology solution known as PRISM which includes the integration of dispatch and scheduling software. PRISM was recognized as the best innovation in the security industry in Canada and received multiple provincial government grants. Kevin promotes a culture of forward-thinking environment to improve and develop new innovative technologies and solutions in order to stay ahead of evolving security threats and customer needs. Investment in emerging technologies has been moved to the forefront of the company’s growth strategy. Under Kevin’s directives, Paragon launched a new service division Paragon Visible Spectrum™ for RPAS (Remotely Piloted Aircraft System) staffed by a team of experts in RPA technologies to provide a new perspective in service offerings and solutions for its clients. Paragon is the first security company in Canada to have formally launched an RPAS program with multiple licensed and experienced commercial pilots and in full compliance with insurance and Transport Canada regulations. The company has also developed the most complete and comprehensive training program in the industry. The Ministry of The Solicitor General has entrusted Paragon with providing Security License Certification training to individuals interested in pursuing a career in Security. Paragon is determined to remain the best from the ground up. Paragon invests extensively in its new generation – young pioneers of management and frontline staff. The management teams are provided with opportunities to partake in comprehensive Schulich Mini MBA, ASIS conference and training courses and many other internationally recognized training programs through university certification programs. It is Kevin’s belief that “the return on our people investment is immeasurable as the employees are the company. With no guards, there would be no clients.” Sustainability is a rising priority at Paragon. Kevin has initiated investments in technology to reduce paperwork and related waste. Employees will soon enjoy a portal to track wages, manage vacations and a host of other HR functions previously handled manually. Kevin has also worked with the office’s property manager to increase diversion of kitchen waste. Under Kevin’s leadership and guidance, Paragon has grown to nearly 600 clients with over 700 facilities across the Golden Horseshoe and annual turnover of $170M. Today, Paragon employs over 4,000 security personnel and has a fleet of 95 mobile patrol units. Kevin was recognized and awarded the “Best Security VP of the Year in Canada” by the CV International Business Magazine for three consecutive years, during 2016-2018. He was also recognized by the Global 100 Leaders in 2018 for Best Senior Security Vice President.

The Energy Policy Act of 2005 mandated the creation of the Electric Reliability Organization (ERO). In May 2007, Utility Services was formed as a service organization to assist companies in the ERO’s compliance and reliability efforts. Under the ERO, registered entities are obligated to demonstrate compliance and operating reliably through specific performance requirements approved by the Federal Energy Regulatory Commission (FERC).

Since its inception, Utility Services has provided guidance and assistance on registration, compliance, and standard development to over 100 registered entities in all eight NERC regions of the United States and Canada. Our constituents include publicly owned entities, independent generation, and transmission owners. Utility Services has participated in over 200 audits since its inception. To date, our customers have had less than 10 enforcement actions.

Utility Services is a member of ISO New England, North American Electric Reliability Corporation (NERC), NPCC, RF, FRCC, MRO, WECC, NERC Ballot Body for Standard Development (NERC RBB), and various other standing committees. Additionally, Utility Services is involved in the APPA, NEPPA, NWPPA, TAPS, WICF, and the NAGF. Our staff is actively serving on standard development teams, working groups, and task forces, working to keep informed of the new trends and discussions that are current in compliance

and reliability.
