Thank you for reading IBMA’s 2025 Membership Directory. If you are a member, be assured that your association has worked very hard to deliver value to you. If you aren’t a member yet, we hope to welcome you soon.
Our main goal, as the leading industry voice on biocontrol, is to advocate effectively for better market access for biocontrol products. This is a major issue, especially in the EU, where policies prevent industry from fulfilling its full potential. It is also essential for farmers who urgently need nature based solutions to ensure their economic success, food security and society’s need for sustainable agricultural production, resilient to climate change.
Our association offers a platform for people from different companies and countries to meet, exchange, interact, cooperate and deliver real impact through the many activities of our Professional Groups, National Associations, other working parties and Council.
Together we have broad and deep competencies, a capacity to monitor a wide range of regulatory issues and to contribute to shaping regulatory practices. Member efforts need a strong secretariat in support of their work to amplify our messages to regulators, policymakers and other stakeholders worldwide. The IBMA team, under the capable direction of our Executive Director Jennifer Lewis, is growing and is widely recognised, by members, external stakeholders and authorities alike, for the quality of its work. The EU, as always, is our number one focus area, but we do continue to strengthen our global impact.
At EU level, a lot happened in 2024 and, the stakes are even higher for 2025. As a result of discussions in the context of the Sustainable Use Regulation (SUR), a clear set of indirect amendments to EU Regulation (N0.)1107/2009 were contained in the proposal, which would address – at least partially – some of the major bottlenecks slowing down biocontrol market access in the EU. Unlike the overall SUR framework, which was heavily contested, these positive actions for biocontrol received broad political support.
Following the withdrawal of the SUR proposal in early 2024, IBMA made every effort to keep biocontrol at the center of the debate. We have worked closely with farmer organisations and NGOs to achieve this, and are happy to report, compelling outcomes.
Dear Members,
Biocontrol features prominently in the Strategic Dialogue Report and is explicitly mentioned in the mission letters, the to do list of the new Health and Agriculture Commissioners. The EU elections trigger a reset in the composition of the EU Parliament and Commission. IBMA is confident that biocontrol – in the new setting – is in the centre of the political debate and firmly believes that much needed change for the better will happen. However, this is a key moment to decide what exactly will be done and put in the Work Programme during the term of this Parliament and Commission.
IBMA advocates for a combination of immediate changes resolving the biggest bottlenecks as well as a fundamental rethink of the regulatory system for biocontrol. In our view, the first task can be best addressed by using the Biotech Act – scheduled to come out in 2025 as a vehicle to implement a biocontrol definition as well as the targeted changes/indirect amendments to EU Regulation (No.) 1107/2009 much like they had been conceived in the SUR. The development of a new regulation for biocontrol requires a fundamental deviation from the 1107 system. IBMA has conducted in depth internal discussions and has clear views on what the key features of such new regulation should look like. We seek common ground with other stakeholders wherever possible and see a diverse landscape of stakeholders with some common asks for biocontrol yet also – unsurprisingly –with different priorities. IBMA is confident that the combination of actions that we advocate for is feasible and the only way to combine immediate progress (as called for in the report of the Strategic Dialogue) with the need to regain competitiveness on a global scale for our agriculture and for our biocontrol industry, which is ready to aim for a leading and future proof position in the global crop protection landscape.
After four years, my term as your President is coming to an end. It was an incredible privilege to serve this wonderful association. For those who are already with us, thank you for your continued and valued support and please keep defending the cause of biocontrol. For those who are not yet on board, don’t miss out on the action and join the ranks of IBMA.

It is a pleasure to write to you in this, the 12th edition of the IBMA Membership Directory.
The world is seeing the increasing impact of climate change and biodiversity loss, both points highlighted in the recent COP 29 discussions. It is however heartening to see the increasing evidence in scientific literature of the role biocontrol has to play in mitigating climate risk and enhancing biodiversity. To quote a European official “the future is biocontrol”.
I would like to thank members for their continued contributions to IBMA. For IBMA, 2024 was dominated by work with the European Commission and other European stakeholders to keep biocontrol firmly on the agenda despite the withdrawal of the Sustainable Use Regulation in February, which was the legislation carrying the definition and fast track proposals for biocontrol.
With the help of many stakeholders, including farmer organisations, politicians and NGOs, IBMA was able to continue to influence the debate through the Belgian Presidency and the Parliamentary elections.
The Strategic Dialogue for Agriculture report in September 2024 called on the European Commission to ‘enable a robust legislative framework for biocontrol products and approaches’ by 2025, which among others should “prioritise fast track authorisation processes for biological control.”
The Mission letter for the Commissioner for Health and Animal Welfare, who holds responsibility for pesticides and biocontrol, is mandated to focus on “the accelerated use of bio controls.”
Together members of the Professional Groups and Working Groups have worked hard to make incremental changes in existing guidance and regulations to improve the position for biocontrol, which in Europe remains a constant task.
These include the new labelling requirements, the organic regulation, and the ecotox guidelines to name but a few. We are also very grateful to the members who supported us in preparing the field trip to Belgium and the Netherlands, and to Artemis and IBMA Belgium members for working with the relevant growers to enable us to have fruitful days with over 50 stakeholders from European institutions and farmer associations.
Thank you to the members who presented at meetings and conferences to illustrate biocontrol and support the work of the IBMA Professional Groups and Working Groups. We are also particularly pleased to have welcomed a
new IBMA National Association in Greece BioCrop in September 2024.
IBMA continues to expand its global reach formalising a Letter of Intent with the Food and Agriculture Organisation of United Nations (FAO). IBMA attended the launch of the World Bank funded FARM project in Nairobi in March, where IBMA has been asked to demonstrate the role of biocontrol as alternative pest control measures around the world, for which the pilot project in Kenya was initiated in 2024.
Work with OECD continues, building on the microbial and semiochemical work from 2023. The OECD is an important forum in which to advance regulatory harmonisation.
It was a pleasure to see so many of you at ABIM this year. It was a truly a global event with senior regulators and policy makers from around the globe commenting and advising us on biocontrol. We look forward to welcoming you to the 20th ABIM in 2025 in IBMA’s 30th year.
In 2025, we will continue to push biocontrol forward in Europe and build the next steps globally following the signing of the Letter of Intent with FAO. In closing, I thank the Board, the Council, the Professional Groups, the National Groups and the Secretariat for their hard work and valuable contributions in 2024. I thank President Herman van Mellaert for his significant contribution over the past 4 years and welcome Karel Bolckmans as IBMA’s new President from January 2025.
I look forward to working with all of you in 2025 and celebrating together 30 years of IBMA for which we will publish a special edition of the Membership Directory at ABIM. Founded in 1995, IBMA is the global voice of the biocontrol industry representing over 200 members from around the world. Supported by the Secretariat, we offer our members several opportunities to engage with industry peers including:
• Professional Groups: each category of biocontrol (invertebrates, microbials, semiochemicals and natural substances) has its own Professional Group where members can share experiences dealing with regulatory issues, discuss solutions to industry challenges and build a diverse network of experts.

European policies have been a bottleneck to unlocking the full potential of biocontrol. Now, as a result of our advocacy efforts, the political outlook is very favorable. Building on across the board support for biocontrol following the withdrawal of the Sustainable Use Regulation, IBMA ensured that biocontrol remained at the center of the debate.
Highlights include:

THE YEAR 2024 IN REVIEW / OUTLOOK 2025 AND BEYOND
The IBMA member survey revealed the biocontrol market continued to grow in Europe and is worth over 1.6 billion Euro. The biocontrol market doubled since 2016, but growth slowed between 2019 and 2022, a reflection of European Union authorisation processes. All four biocontrol categories (Microbials, Natural Substances, Semiochemicals and Invertebrates) grew. Invertebrates saw the biggest development with an estimated 65% increase in sales volume since 2019, which is to be expected as the authorisation process is significantly shorter.
We asked members what we should work on in the coming years. The answers were loud and clear: Proportionate regulation, showing biocontrol in action and providing information to support the legislative process and strengthen the sector overall.
Proportionate regulation:
• Ensure IBMA asks definition, fast track and new regulation are within the EU Work Programme.
• Work with DG SANTE and DG GROW to ensure a definition and a fast track authorisation procedure for biocontrol PPPs are included in the Biotech Act.
• Work with Member State Ministries to support biocontrol.
Biocontrol in Action:
• Farm visits to demonstrate biocontrol to policy makers and farmer associations and politicians.
• Evidence reports on benefits of biocontrol.
• Build on showcasing biocontrol alongside FAO work.

Plant protection product
RRA is managing active substance approvals and renewals and product registrations for bio-sourced plant protection products in Europe and beyond. We support our clients concerning the study design, monitoring, dossier preparation and risk assessment for microorganisms and botanicals. In the meantime, we ensure an optimal follow-up of the evaluation process thanks to our excellent network of contacts among EU and Member States competent authorities.
Biostimulant and fertilizer
RRA is offering strategic analysis for fertilizers and biostimulants registration possibilities following the Regulation (EU) 2019/1009 or each 27 Member States national rules. We support our clients by making stewardship for pre-application, drafting technical files and administrative documents, monitoring of laboratory analyses, assisting in setting up efficacy trials, submitting of the registration dossier to relevant authorities, efficient monitoring of the evaluation process and interacting with relevant authorities.

The EGBP, composed of OECD country representatives, formulates policies and guidelines for biopesticides. Observers like IBMA can comment but do not vote. The 2025 2029 mission includes mutual recognition of pesticide reviews, resource sharing among regulatory bodies, and promoting IPM across OECD countries. These align with IBMA’s goals for faster biocontrol authorisations.
IBMA has reviewed and commented on several OECD publications, including:
1. Microbial Pesticide Testing: Conference Proceedings (Series No. 109).
2. Microbial Contaminant Limits: Issue Paper (Series No. 65).
3. Baculoviruses Guidance: Document (Series No. 111).
4. Antimicrobial Resistance: Overview of member countries’ approaches (Series No. 112).
5. Consensus Documents: On Bacillus amyloliquefaciens and Beauveria bassiana.
1. Review of Semiochemical Calculation Methods: IBMA leads this project, updating the EU Commission Biopesticide Working Group.
2. Innovating Microbial Pesticide Testing: IBMA supports work on new guidelines proposed by EPA/PMRA.
3. Risk Assessment Seminar: IBMA presented peptides as a case study for regulation discussions.
IBMA, as an observer, advises on the adaptation of pesticide regulatory guidelines to ensure adaptation of risk assessments for biocontrol. IBMA participated in Kenyan presentations to highlight successful biocontrol adoption and contributes to the FARM Global Project, which promotes non chemical alternatives like biocontrol in agriculture. IBMA has signed a Letter of Intent with FAO to further advance biocontrol globally.
IBMA collaborates with members and stakeholders to prepare for the EU transition period ending December 31, 2024. The Secretariat has assisted members in compiling Annex VI dossiers, held a members’ webinar, and liaised with DG AGRI to facilitate microorganism approvals. Despite progress, final endorsements remain pending, and IBMA aims to ensure trade continuity. We have also worked on the removal of limitations for semiochemicals (traps and dispensers) for Annex I Reg. (EU) 2021/1165.
IBMA identified issues in the new ecotoxicology guidelines for the Central Zone, arguing they were unsuitable for biocontrol risk assessments. Recommendations for biocontrol specific exclusions were submitted, with discussions scheduled for January 2025.
In November, IBMA hosted a webinar on the European Commission’s proposal on new labelling requirements for Plant Protection Products, repealing Regulation (EU) 547/2011.
The webinar included an overview of the provisions as regards to the new proposal on labelling requirements and actions taken by the IBMA secretariat to communicate our positions and alternative proposals, when needed, to the authorities.
In a second part, AgriGuide representatives presented the AgriGuide digital labelling initiative sponsored by CropLife Europe.
