THE IMPORTANCE OF SUPPORT

A

fter the latest government announcements its clear that it will be a long and slow road back to normality. At the start of the year you would not have believed that you were going to face such huge changes to your life for such a long period of time. At the time of writing most of us are still in quarantine. This makes us unwilling participants in a huge psychological experiment, unprecedented in history. Quarantine itself is not the problem for most of us. With online shopping, online seminars, online meetings, there are a myriad of ways we remain connected to the outside world via technology. But the recent rise in mental health issues suggests that something about self-isolation is a huge problem. Psychologists studying the effects of lockdown on our mental health have discovered is that being in

isolation means we miss regular doses of ‘micro-lifts’. As the article on page 12 explains, ‘micro-lifts’ are about working brief meaningful connections with others into your day, and the beauty of micro-lifts, is that every time you connect and generate one for yourself, you are doing the same for someone else. In many ways this crisis shows how adaptable people and communities are in coping with this new world. And it certainly highlights how important it is for us to support each other in the community. We must also support our local traders because the sooner they are busy, the sooner the economy will be back on its feet. IMPACT OF CV-19 ON MID SUSSEX

T

he Mid Sussex District Council Cabinet met on 1 June to discuss the impact of the coronavirus pandemic on council services and finances. Mid Sussex District Council staff are classed as Category One Responders for the coronavirus outbreak and they have a key role to play in leading the local response to the pandemic. Cabinet heard how the Council had taken on additional responsibilities to support the local community and that the coronavirus pandemic had led to increased demand for existing services. The Council’s benefits staff have been working hard to support local businesses, issuing over 1,800 Business Support Grants, totalling more than £23 million alongside processing and increased number of Housing Benefit and Council Tax Benefit claims. There has also been a significant increase in the number of people in need of temporary housing accommodation and the amount of waste collected from households has increased because people are spending more time at home. In addition to the increased demand for services, Council income has reduced. Car park charges were suspended on 30 March to ease pressure on the roads and help residents park safely while people were asked to stay at home. Garden waste collections, which is a paid subscription service, was paused for a month to prioritise the collection of rubbish and recycling. Fewer people are able to pay Council Tax and rental income from investment properties has reduced because businesses have been asked to close. The Council is currently losing between £600,000 and £700,000 per month because of the coronavirus pandemic and the required lockdown measures. The Government has

provided just over £1.5 million to the Council in support of the coronavirus relief effort but this only covers income lost in April and May. Cllr Jonathan Ash-Edwards, Leader of Mid Sussex District Council said: “I would like to thank residents across Mid Sussex for all you have done to slow the spread of Coronavirus by following the public health guidelines over the past weeks. I know these weeks have been very difficult for many people. “The coronavirus outbreak has placed unprecedented demands on the Council and our staff have done a tremendous job to maintain our core services, support our local businesses and protect the vulnerable throughout this pandemic. “We receive daily briefings from the Ministry for Housing, Communities and Local Government and we have remained agile, particularly during the early weeks of the outbreak, to change our approach quickly as we learn more about the virus. “Just like many local businesses, the Council is seeing significant reductions in revenue because of the coronavirus outbreak. We are grateful for the financial support the Government has provided so far but more is needed and there is no guarantee of further support at this stage. “We are on the road to recovery from this terrible virus but it’s clear that we will all face some difficult times ahead. “We are currently reviewing all aspects of delivering our services in the short, medium and long term, with a view to making the required savings. We expect to have a revised Corporate Plan and Budget ready as early as September.” The Cabinet meeting was the first to be held virtually by Mid Sussex District Council since the Government introduced temporary regulations to allow committee meetings to take place via video link.

Since our phones going live on 20th March, we've helped an amazing 490 households with requests for shopping, prescription pick ups and friendly phone calls for those feeling isolated and alone. We have helped the local food bank to re-open which is great but there is still higher demand than can currently be met and we will be using these funds to provide for those that are unable to provide food for themselves due to the current situation. We also provide support to families or individuals who have no other support during these uncertain times with things like shopping, collecting prescriptions, a friendly phone call or contact with other agencies like Age UK or mental health groups. Being isolated on your own can be incredibly lonely and we want to do all we can to help our community through this lockdown period too. We have registered over 700 volunteers to date who have all kindly offered their time to help within the community and have a list of phone handlers taking your calls and a phone support team ready to call people who need a friendly call. irtual Brownie meetings have been held and programme materials adapted to fit the new style of being together. The Brownies have also played emoji bingo and took part in an indoor scavenger hunt via ZOOM. The digital age has certainly helped in

keeping Girlguiding activities going. Louise Anstey, Leader of the 4th Haywards Heath Brownie Unit, has been writing Blogs using the information and photos which girls have been sending. So far the Brownies have completed 16 Interest Badges ranging from Baking, Painting, Grow Your Own and Space. Twelve Brownies completed 5 Skills Builder activities. In combination of these activities, this has meant that 3 Brownies have now completed the Express Myself Theme Award. This is a wonderful achievement and our first Theme Awards. A few more are very close to completing. It hasn't just been Brownie programme activities they have been doing. There have also been photo quizzes for the family, camping at home in the garden, and making various things for VE Day. Eight girls join together each week for an Online Brownie Craft group where 1 Brownie leads the others in making a craft. This was the idea of one Brownie and her Mum. The Brownies and parents certainly have been very appreciative of what we've been doing to give them a break from home schooling. One Mum has said, “I truly feel that Brownies has helped my daughter through Lockdown as it's something other than school work to focus on. My daughter pesters me every Thursday to see if her Leader has sent the Blog through yet!� Girlguiding has not told its Leaders when meetings and activities will resume in the Autumn, but when it does there will be many stories to be told, fun to be had and much joy seeing friends again. THE POWER OF MICRO-LIFTS

A

Quarantine itself is not the problem for most of us. With online shopping, online seminars, online meetings, there are a myriad of ways we remain connected to the outside world via technology. But the recent rise in mental health issues suggests that something about self-isolation is a huge problem. Psychologists studying the effects of lockdown on our mental health have discovered is that being in isolation means we miss regular doses of ‘micro-lifts’. Micro-lifts are those pleasurable little incidents scattered throughout our day, which we usually consider so insignificant we barely remember them. It’s someone smiling a cheery hello as you buy a morning paper, or the little accidental dance you end up doing with a colleague as you both tried to get through door at the same time and which made you giggle. These seemingly banal events lift our mood without us even realising. If you’re in isolation on your own these little micro-lifts don’t happen naturally. We begin to go into micro-lift deficit after about two weeks and this can cause our mood to nosedive. Even if you are isolated with your family it seems that micro-lifts are in much shorter supply, as they seem to be more dependent on those little interactions and connections we make with a wider circle of people going about our daily business. This means that while we’re in quarantine we can improve our sense of well-being by generating our own artificial micro-lifts. To do this we need to create opportunities for small, real connections with others throughout our day. It might be smiling and waving at the postman each morning or exchanging a few

words from a safe social distance with a neighbour. I mentioned micro-lifts to my 17year-old son after he’d looked a bit down and complained that, ‘…every day is the same right now. I have nothing to talk about with my mates anymore.’ After thinking about it for a while he came up with the idea of doing an online painting tutorial with a couple of friends. They all completed the same tutorial while chatting to each other on video call. It wasn’t about the end result; it was about the process of creating a time and space to connect with each other over a shared experience. They laughed a lot and teased each other and sounded like normal carefree teens for a short while. He felt much better afterwards, and it boosted his mood for a couple of days. They are planning to do something similar at regular intervals, which also gives them things to look forward to in the short term. Remember micro-lifts are not about the big stuff…this isn’t about setting out to lose twenty pounds, or learn Italian, or the cello, though these things might present opportunities for micro-lifts if you’re doing them with other people. They are about working brief meaningful connections with others into your day, and the beauty of micro-lifts, is that every time you connect and generate one for yourself, you are doing the same for someone else.

LOCKDOWN

LOCKDOWN IN HAYWARDS HEATH Connor Barclay who recently graduated from the University of Portsmouth looks at the impact of Lockdown. n the 23rd of March, our lives were changed when Boris Johnson announced on television the lockdown measurements taking place in order to save lives and protect the NHS. A chilling time for us all. We began to see the effects of the lockdown all around us as shops closed, the streets became quieter, and police started enforcing lockdown rules with heavy fines to anyone who broke them. The uncertainty struck fear into everyone’s hearts, causing them to panic shop for every bottle of hand soap and loaf of bread they could get, avoid anyone they saw in the street, and wear a mask every time they went outside. I’m sure there are some that avoided going outside entirely. It was a scary, tough transition period. Haywards Heath was no exception to this. I remember the lines that used to stretch outside the local shops, and how the shelves seemed devoid of goods. We weren’t able to meet up with anyone outside of our own homes, and going outside was permitted only to buying essentials and getting exercise. It took a lot of getting used to. But in many ways, we had advantages over other people affected by the virus. For starts, we had something that most weren’t fortunate to have during lockdown: freedom. We weren’t trapped in a city where a public park was our only retreat. We are a rural community with so many fields and woodlands to travel through during our time in lockdown. The Parks became a popular place for cyclists and dog walkers to stretch their legs. If we want

fresh air without getting in anyone’s way, we need only walk a few steps outside our front door. I remember seeing friends all the time during my walks. Thanks to the wide-open spaces, there was never a risk of anyone getting too close to spread the virus. We were socially distant, but we were never truly isolated. If anything, this only strengthened our bonds. Seeing everyone getting on with things reminded us that we were all in this together. This was further emphasised when we all clapped in the streets for the NHS every Thursday, and how we celebrated Victory Day with our neighbours at a safe distance. Our shops were quick to adapt too. And now as we make it through our third month of lockdown, normality seems to be slowly returning. y wife and I own a house in Devon and a flat in London. I stay at the London flat for a few nights a week and have a main residence election nominating the London flat. We are selling the family home and buying a new home in Devon. Will I have to pay the additional 3% Stamp Duty Land Tax? ^kptboW

S

tamp Duty Land Tax (SDLT) can be charged at ordinary residential rates plus an additional 3% where an additional dwelling is purchased which is not replacing a previous main residence. The nomination of the London flat as the main residence applies for the purposes of Capital Gains Tax relief only. For SDLT, taxpayers do not have the option to nominate a main residence, nor is there a requirement that spouses must only have one main residence between them. There is no statutory definition of ‘main residence’ for SDLT. Which of two residences is the main one must be determined by considering how you reside in them. Case law has determined that a main residence is not the residence in which one spends more time, but that which is more important. There are many factors determining which property is more important and not all of those indicators are not evenly weighted. You might like to search the internet for “SDLTM09812” to review HMRCs manual on

the meaning of main residence for SDLT.If the London flat is determined to be your main residence for SDLT, then SDLT on the new Devon property will be charged with the additional 3% rate on the entire transaction because the property will not be a replacement of a main residence for both joint purchasers. If the Devon property is determined to be your main residence for SDLT, the additional 3% charge would not apply to the purchase of your new home. However, it would be sensible to document the reasons for this decision to safeguard against a challenge from HMRC. LOCKDOWN MUSINGS

B

ack in May garden centres became some of the first businesses allowed to reopen to the public. For gardeners stuck at home (even though we understood and supported the lockdown), it's been a frustrating time. We've been unable to plant during one of the best springs I can ever remember. And for many of the UK's growers it has been devastating. Millions of lost plants nurtured to be at their best by Easter were lost. The scale of the issue was mind-boggling. Garden centres and nurseries usually make the bulk of their income during the early growing season as people prepare their plots for the summer but instead they've been forced to compost or recycle millions of plants, leaving one in three growers in serious financial difficulties, with little possibility of recouping their losses later in the year. I was glad to see nurseries and garden centres reopening and in spite of my own apprehension about venturing out, I decided to go to my local garden centre reasoning that the open outdoor spaces meant transmission of coronavirus was less likely and it would be easier to maintain social distancing. There were staff in the car park and the queue markings were 2m apart. The trolleys were cleaned before being handed to the customers and social distancing was observed throughout the one-way system. There were fewer plants on display which puzzled me for a second until I realised that

growers couldn't take the risk of planting a few weeks before when they had no idea whether they would have to destroy those plants too. Such a heart-breaking decision for them to have to make. My own garden has been a source of solace throughout lockdown, but what has been particularly nice is the number of people who have discovered gardening during this period. There is a lot of psychological research which concludes that nurturing plants and flowers diverts our attention away from stresses and anxieties in our lives and goodness knows there's been way too much stress and anxiety recently. So, as we hit July is there anything easy which you can still plant, and which will still grow? The good news is yes. Nasturtiums can be sown throughout this month. They are known for their brightly coloured flowers and attractive foliage. There are trailing, climbing, and dwarf varieties. The showy flowers can be single or double and come in fiery shades of reds, oranges, and yellows. Leaves are pale green and umbrella-shaped with long stems. They are the perfect flowers for beginner gardeners so if the kids have been dying to have a go at gardening these are your go-to plant. Sow the seeds and within 7-10 days, you should see sprouting. They are drought tolerant and ideal for hanging baskets and containers. Even better, you can add the flowers, buds and young leaves to salads, and they have the most wonderful peppery taste. Love-in-the-mist are easy to grow and have distinctive seed heads. These can be sown until early July and also again in September so they will get a head start for next year. And of course, you can still plant sunflowers. Who doesn't love a sunflower? Plant one for each member of the family and see whose grows the most. You could give prizes for the tallest, the prettiest or the largest flower. Happy gardening,

PERFECT COCONUT ICE CREAM Preparation time: 15 mins Cooking time: 10 mins plus chilling and freezing time Serves 6 fkdobafbkqp=

1 x 400ml can coconut milk 150ml double cream 1 x 160g can coconut cream 50g golden caster sugar 4 large egg yolks 25g desiccated coconut, toasted jbqela=

hisk the sugar and the egg yolks in a bowl until thick and creamy. Pour the coconut milk, double cream and coconut cream in a

saucepan and heat until it almost reaches boiling point. Pour this coconut milk mixture in a slow stream over the egg yolks and sugar, whisking constantly. Rinse out the saucepan (important to stop any burning and tainting of the ice cream) and return to a low heat. Pour in the custard mixture and stir in the desiccated coconut. Continue to stir constantly for 5-10 mins until the custard thickens slightly and you can trace a line through it with a wooden spoon. Pour into a bowl and cover the surface of the custard with cling film...to prevent a skin forming), allow to cool, then chill for 30 mins. At this point you can use your ice cream maker according to the manufacturer's instructions. If you don't have an ice cream maker transfer the chilled custard to a small freezer-safe container with a lid and freeze for 1 hr, then use a fork or electric whisk to really churn through the ice cream to break up the ice crystals so that the mixture is the same consistency all the way through. Pop it back into the freezer for another 2-3 hrs, whisking it about every half hour, then cover the surface with a sheet of cling film and freeze with the lid on until as firm as ice cream. Take out of the freezer 10 mins before serving so it’s easy to scoop.
