ven though the visitors had sought permission only to ‘see’ the Raj Bhavan, that once served as the proud residence of their grandfather, in a departure from protocol, Governor Sankaranarayanan asked the Colvilles to meet him over a cup of tea before proceeding for a walk around the mansion which has been the residence of the Governors since 1885. David Colville, 65, Chartered Accountant by training and industrial insurer by profession living in London, confessed that they were overwhelmed by their first visit to Raj Bhavan and the reception accorded to them by the Governor. He said, when the family decided to visit India, he sent a mail, out of the blue, to the Governor, unsure whether he would at get any response. The prompt response from the Governor as indeed the welcome extended by the Governor was beyond imaginations, he said. Reminiscences and anecdotes of Sir John Colville passed on to the successive generation were bound to come up. David recalled that Sir John was a keen sailor and had a steam yacht in Scotland called Iolanthe. He said, whilst Governor in Bombay, Senior Colville had a dinghy which he used to race in the Arabian sea. “Very often my grandfather won but it was not always clear whether this was due to his superior skills or the good manners of his fellow competitors!,” he quipped amidst laughter.

Andrew, the younger of the two siblings, a senior Corporate event manager, told the Governor that being a proud Scotsman, Sir John would occasionally surprise his guests by turning up in the traditional Scottish piper’s uniform and playing bagpiper, that iconic cultural symbol of Scotland. David and Andrew also recalled having heard of the great explosion on the Victoria Dock that had rocked the city on 14th April 1944 when Sir John was Governor of Bombay. The explosion had killed almost 800 people including 66 officers and jawans of the Bombay Fire Brigade. Continued on pg 02 «

MUMBAI | THURSDAY, MARCH 27, 2014

Our public service-minded political ex-policemen STILL somewhat rattled at the recent inflex into the BJP of none other than our former COAS along with other officers of the Indian army, navy and air force, we find some comfort in what Vappala Balachandran, retired senior police and intelligence officer has to say on a related subject in the online Sunday Guardian. Mr Balachandran is commenting with his usual insight into the other phenomenon thrown up by Elections 2014 – that of senior IPS men dumping jobs and taking early retirement to get into politics. But, like our former, unlamented police commissioner Satyapal Singh, who still hangs on to his official bungalow while out stumping for the BJP, not too early in their careers. First they milk the system for everything they can get. Anyway, Balachandran asks why these officers are not able to do the public service they say they are preparing for, “when the law gives them enough power to do so”. Actually, says his article, it was, more or less always about politics and in the time of the princely states and early colonialism, the Indian police was “the only civil coercive instrument to enforce total political authority, itself a copy of earlier English policing methods. Balachandran says: “The first attempt to insulate the police from politicians was made in

1829 by Sir Robert Peel, by passing the Metropolitan Police Act and introducing public service as one of the objectives...." But while it is debated whether Peel himself was to be given credit for this development, "policing by consent" mark(ed) for the first time --- the power of the police derived from the common consent of the public, as opposed to the power of the state.” Not that our colonial rulers had the same noble intentions, while after 1947, our politicians repeated these as mere slogans, says Balachandran. In contrast, in America policing went through three stages - the political era (1840-1920); the professional era (1920-1970); and the community model era (1970 to the present). Our own present scenario is reminiscent of the mid19th century “when the New York legislature passed a law establishing a full time police force, but put it under the city government and city politicians.” This also paved the way for a system that allowed the power brokers plenty of opportunities to provide political patronage and reward friends. Except that here we also have some professionalism thrown into the political mix, “while community service remains only an ideal objective.” He explains the excitement when a police officer joins politics as stemming from the fact that these

are people trained to be apolitical. Suddenly they are abandoning neutrality and all to do “public service”. So what stopped them from giving the public proper service “through impartial behavior and by investigating crime without prejudice?” He also wonders what they expect from mainstream political parties who automatically reassert control over the police, the moment they come to power. “Also, (and this is a question we would all like answered) do they feel comfortable to be in the ranks of most of our political parties who are reportedly giving tickets to gangsters and criminals as reports reveal?”

Show them!

It was a pleasant surprise for our music critic Vijay Shanker when, on the occasion of the music release of “Gunday” at Yashraj Studios, when he was asked to dance by actor Ranveer Singh. Vijay responded immediately as the latter came down from the dais to welcome him. Completely extempore, the music began and the two danced almost as if they had been choreographed. The media apparently was charmed and delighted at the actor's “common touch” though we can vouch for the fact that our Vijay is “uncommonly” talented in several departments, besides writing of course.

We asked Vijay what he showed the audience, and his trademark self-deprecatory style, he said, “It was hardly a minute and we did some ballroom with Priyanka abd some Bollywood with Ranveer. And then he showed off a bit of Kuchipudi, his own speciality. How often does one get to see three genres in a couple of minutes? Last year Vijay danced for the promotion of "Lootera", featuring Ranveer Singh and Sonakshi Sinha, to the rhythm of the popular number "Sawaar Lu". He is a professional Kuchipudi and Kathakali exponent and is on the recital and lec-dem circuit. Besides being a film star and our writer of course!

A god-given gift

Siddesh and Siddhidatri with a sample of their art works at home. Universal Forgiver is a startlingly good image of Gladys Staines, while the piquantly-named Conference, in oils, showcases Siddhidatri's interest in women's and children's issues.

TWO siblings in Vasai, Siddhidatri (15) and Siddhesh (10), have been making waves with what seems to be a completely natural gift for art that enables them to turn out surprisingly sophisticated work. Their mother says that neither of the children have had any training, but the paintings and portraits that they do have been praised in many art forums. The latest was at the Navi Mumbai International Film Festival, end January and early February, and as usual, there was a lot of admiration. Siddhidatri has been studying Std X in Vasai (East ), and her forte is live portraits and original paintings in oil on canvas from a very tender age. And it is true that her special interests, female foeticide, cruelty against women, etc. seem to be handled with great maturity. Deprived children, especially those on the street, abandoned or in welfare situations, are another area of interest on which she wants to concentrate in future in order to raise awareness. As for Siddhesh, who studies in Std VV, he is also a live portraits guy but he also does landscapes in pen and ink, pencil, water colours and charcoal. Among the encomiums he has collected from art lovers and patrons, are young Leonardo, Master Picasso, Tiny Turner, young van Gogh, Mini Monet and junior M F Husain. Doubtless he has time to grow and develop his own unique style. Last year, coming across such unique art talents, the Vasai Vikasini College of Visual Arts, the only one of its kind between Borivali and Palghar on the Western Railway, invited the siblings to give a live demonstration of their work. Then the Navi Mumbai event happened, and once again, they held visitors spell bound with their talent. The function was held at the D Y Patil statdium. So Siddhesh turned in a live pencil portrait in 20 minutes and Siddhidatri delivered an oil painting in two hours.

“Worldly pursuits are blessed when blended with spirituality”, stressed Nirankari Baba Hardev Singhji Maharaj at a mammoth turnout at a spiritual congregation recently at the MMRDA ground, Bandra-Kurla Complex, Bandra (East). While necessitating the worldly pursuits as a must for fulfillment of the responsibilities destined to oneself, he stressed, on the need to give equal attention to one's spiritual aspect as it will allow one to be a boon to the society, the country. He observed that while engaged in accomplishing essential requisites one rises above man-made barriers of religion, caste, creed, colour, social, educational strata with one should focus towards achievements and employ similar attitude towards spirituality. Explaining spirituality as a means to realise God as must as to consume water to take its benefits, just by knowing the formula is not enough. It is only through God Knowledge can one have self-realisation which is a must to be spiritually enlightened, referring to the quote in GITA, wherein Lord Krishna attributes highest echelon to those who are spiritually inclined and that their achievements are blessed.

he investigation into the abetment of suicide case of Mulund-based garment merchant has revealed new facts. On Wednesday, the police seized two weapons along with a dozen live cartridges from the accused arrested in the case. While searching the premises of Deepak More, one of the seven accused in Bhavik Dand’s suicide case, the police came across an imported pistol, which was confiscated from More’s house in Mulund. More’s interrogation led the police to a person named Hitesh, from whose house the police seized a country-made revolver. This revolver was given to Hitesh by More, said sources in the police. On March 19, Dand committed suicide inside his house at Yogesh building situated in Mulund (W). Dand had left a suicide note stating that he had taken such a drastic step as he was frustrated from paying money which he had taken from people. In addition, the note mentioned that on March 15, Dand was threatened to pay the money from two people, namely, Razzak Halla (39) and Mayur Palan (34). The latter duo on March 15 had assaulted Dand, stripped him naked, and humiliated him inside a garage in Mulund, which was owned by Halla. In the suicide note, currently with the police, the deceased has mentioned about the entire episode of his assault and humiliation by Halla

Defence lawyers, advocate R.G. Gadgil and advocate Prakash Salsingikar outside the Bombay High Court. Patil and Justice A.M. Thipsay asked criminal lawyer Aabad Ponda to assist the court as 'amicus curiae' (friend of the court) in the matter and check legal points to state whether charges could be amended and added. Defence lawyers, advocate Prakash Salsingikar and advocate R.G. Gadgil argued that both are not repeated offenders and the rape cases

were tried simultaneously, even though both have separate case numbers. The government pleader at the HC said, “The application for additional charge was filed according to section 211 (7) of the CRPC which clearly states that if the accused, having been previously convicted of any offence, is liable, by reason of such previous conviction, to enhanced

punishment, or to punishment of a different kind, for a subsequent offence. It is also intended to prove such previous conviction for the purpose of affecting the punishment which the Court may think fit to award for the subsequent offence, the fact, date and place of the previous conviction shall be stated in the charge and if such statement has been omitted, the Court may add it at any time before sentence is passed.” Based on this, the bench questioned, “We want to know if the judgment is pronounced, can the court add more charges against the accused?” Aabad Ponda pointed out that under section 216 of the Criminal Procedure Code, once a judgment is pronounced, charges cannot be added or altered. “The judgment given by the Sessions Principal Judge states in one of the paragraphs that the judgment was delivered in the open court. There should be a separate trial for every distinct offence. In this case,

both the trial were conducted simultaneously.” Reacting to this, the bench also sought to know why the trials of the two cases were held simultaneously. “What was the purpose of having both the trials together?” the court asked. Public prosecutor Sandeep Shinde, however, contended that the sessions court had convicted the accused guilty in the second case of rape, but was yet to award sentence, which is also a part the of judgment. The Defence lawyers sought a stay to the proceedings in the sessions court, but Justice Patil said, “It would not be proper to stay the proceedings at this stage. But it would be proper if it is conveyed to the special public prosecutor there to defer the proceedings for a day.” Based on this, the sessions court, which had posted the hearing for examination of witnesses over the fresh charge, adjourned proceedings to Thursday. philip.varghese@afternoondc.in

NEW REVELATIONS IN DAND’S SUICIDE CASE The police have seized two weapons and some live cartridges from the arrested accused in the abetment to suicide case and Palan, based on which the case against the duo and other concerned people was registered on the afternoon of March 25. Dand’s wife Suchita lodged an FIR mentioning seven people as accused, who forced Dand to take the drastic step. In this regard, the cops have hitherto arrested six people including More, Halla, Palan The investigators are trying to find the exact amount taken by Dand from the accused. Presently, it is only learnt that Dand was paying 30 per cent interest on the amount, which he had taken on loan. So far, Dand had paid around Rs.80 to Rs.90 lakh to the concerned people.

and others identified as Jagdish Patel (33), Lalji Pujani (64) and Jayanti Patel. A person named Hitesh is still wanted in the case, said police adding that a person named Hitesh was arrested on Wednesday only in the Arms Act case and has no relation with the abetment of suicide case of Dand. Speaking with the ADC, a highly placed officer of the Mumbai police said, requesting anonymity, “Police are verifying the Arms Act accused Hitesh’s role in Dand’s suicide case, because of his

name's similarity with that of the accused in the suicide FIR”. Significantly, the police has come across the business of money laundering done by the deceased as well as the arrested people. According to police sources, Dand along with the accused was a part of some moentary scheme leading to heavy interests on Dand. When asked Fulsing Pawar, senior inspector of Mulund police station, about Wednesday’s arms seizure, he only said, “We have arrested six people in connection with the case. Police is verifying all angles in the case, as the probe suggests that there’s something more than what meets the eye”. Meanwhile, all the six accused except Hitesh are arrested under sections 306 (Abetment of suicide), 323 (Punishment for voluntarily causing hurt), 504 (Intentional insult with intent to provoke breach of the peace), 506 (Punishment for criminal intimidation), 340 (Intentional insult with intent to provoke breach of the peace) and 34 (Acts done by several persons in futherance of common intention) of IPC along with 32 (b) and 33 of Bombay Money Laundering Act. The arrested are remanded to police custody till March 30.

Why the delay in lodging an FIR? Justifying the police’s side about the late registration of FIR, Pawar said, “The police learnt about the atrocity with Dand only on March 19, when the suicide note was recovered. From the same day till March 24, police everyday approached the deceased’s wife, brother and other concerned relatives asking them to lodge an FIR against the people whose name was mentioned

in the suicide note. Police visit to Dand’s house was official, which can be corroborated from the police’s records mentioning about the official visits to Dand’s house for four days. The records are checked and signed everyday by Divisional ACP and the Zonal DCP”. Pawar further said, “Dand’s wife Suchita and other close relatives were not in a state of mind to lodge the complaint, as the family, in the span of

just three days mourned two deaths in the house”. On March 19, Dand committed suicide and three days later, on March 22, Dhaval Lodhya, a close relative of Dand’s family, died in a railway accident, informed Pawar. After completing most of the post-death customs, Suchita approached the Mulund police and an FIR, noted as 174/14 was lodged at 2.55 pm. neel.shah@afternoondc.in

Salman fails to appear for hit-and-run case hearing By Philip Varghese

A

lmost a month after the Sessions Court had fixed March 26 as the date for fresh trial in the 2002 hit-and-run case involving Bollywood actor Salman Khan, the trial at the Sessions Court was adjourned till April 8 after the witnesses failed to appear before the court. It will be recalled that on February 25, the court had fixed March 26 as the date for the fresh trial of the case after the prosecution submitted a list of 17 witnesses who will be examined and cross-examined again. On July 24, 2013, the sessions court had framed charges against Salman for the more serious charge of culpable homicide not amounting to murder, which entails a 10-year prison term. During the hearing on Wednesday, the actor also did

not come to the court as he has secured permanent exemption from appearance. His lawyer Srikant Shivade was, however, present. The first three witnesses were slated to be examined on Wednesday by the prosecution. One of them is the owner of a laundry in Bandra, where the actor had run over his vehicle on people sleeping on the footpath, while the other two are panch witnesses. Prosecutor Jagannath Kenjalkar told the court that the laundry owner could not appear as he had been paralysed. One of the panch witnesses was not traceable, while the other had gone to Bangalore. Based on this, Sessions Judge D. W. Deshpande adjourned the matter to April 8 when the prosecution would examine another set of witnesses, who were injured in the mishap.

he body of a 35-year-old man was found hanging from a tree near the Netaji Subash Chandra Bose Municipal Stadium, Bhayandar (West) early on Wednesday morning. API Mahendra Singh Pardeshi said police were informed about the body of a man hanging to a tree adjacent to the Bhayandar-Uttan Road, at about 7 am. The deceased has been identified as Natha Chavhan (35), a resident of Khargaon

in Mumbai, who had come to visit his relative Dilip Ambadas Rathod, in the Ambedkar Nagar slums of Bhayandar (West) the previous night. In his statement to the police, Rathod said that Natha had come to visit him on Tuesday evening and had opted to spend the night in his tenement. However, he had left at about 4 am. Murder could not be ruled out as Natha was hanging from the branch of a tree which was not more than five feet high.

Down and hopefully out H

E possesses staggering clout in the richest sports body in the country – the Board of Control for Cricket in India. A man who called his accused son-in-law Gurunath Meiyappan in the spot-fixing case a mere 'cricket enthusiast', even though the latter introduced himself as the 'team principal' of India Cements- owned Chennai Super Kings, BCCI president N. Srinivasan at that stage, managed to ‘wriggle’ out of that particular mess in 2013, emerging virtually unscathed as charges leveled flew in all directions, but mostly over him. But in the background of the Board, there was activity going on. During an enquiry that was launched by the Court, his trusted lieutenants, treasurer Ajay Shirke and secretary Sanjay Jagdale, decided to call it quits, but the obdurate Srinivasan opted to only step aside, and then was re-elected to his post last year. Just as many who cling on to their posts in various sports bodies in the country, Srinivasan decided to stay put. However, the damning Supreme Court observations passed on Tuesday morning, laid down an exit route which is similar to what transpired with another 'cricket enthusiast', Subrato Roy of Sahara, who too is facing the Apex Court's wrath due to non-payment of investors money and is presently cooling his heels in jail. So where does this leave Srinivasan? Probably counting the remaining moments and minutes left of the 48-hour deadline set by the Supreme Court for him to step down in order to ensure a free and fair investigation into the IPL spot-fixing saga. Probably not. For the 'Chennai strongman', known to be stubborn and arrogant, is used to playing it late, apparently waiting for his lawyers advice in the matter. But the die is cast, and Srinivasan’s fate is sealed, his ouster is inevitable and what remains, is who will succeed him. Even now a few frontrunners have edged forward in this tantalising race for the post. In any case, Srinivasan’s ouster will only prize open the can of worms that is the whole IPL betting imbroglio in India, once Justice Mukul Mudgal’s report comes to the fore. The careers of a few national cricketers may be on the line following this. But this is a small price to pay for the rot that is at present deep within Indian cricket.

MUMBAI | THURSDAY, MARCH 27, 2014

or me the saddest sight I saw in Bihar last week was the magnificent building of the 19th century Khuda Baksh library rising like some unbowed sentinel out of the unspeakable squalor of a Patna Street. A later addition to it was the Curzon Reading Room and on its high, yellow washed façade was imprinted 1905 in black as if to remind passersby that Patna was once not just a city of books and refinement but in even older times the cradle of Indian civilization. Travelers from other lands who saw Pataliputra at its zenith marveled at its architecture and the sophistication of its people. Megashtanes who visited in the late 3rd century BC describes this city built on the Ganga this way. 'It is the shape of a parallelogram, and is girded with a wooden wall, pierced with loopholes for the discharge of arrows. It has a ditch in front for defence and for receiving the sewage of the city.' The Chinese monk, Fa Hein, was so dazzled by the palaces and temples of ancient Pataliputra that he wrote that they could not have been built by human beings. It is hard not to remember these descriptions and weep when you visit Patna today. In a country replete with unsanitary, ugly cities Patna would still win first prize.

this without leaving the city limits of Patna. On my first afternoon I visited places where new residential apartment buildings have been built and where land prices have gone through the ceiling. Shankarshan had given me a list and I faithfully followed it only to find that the apartment buildings have come up in a disorderly, shoddy way without any effort having been made to provide the parks and aesthetic public spaces so necessary for modern living. But, at least the newer parts of Patna are relatively clean. It is when you drive into the older parts of the city where there is the Patna Sahib gurudwara and other historical buildings that the true horror of the city's decay hits you. The deeper I went into the old city the more it felt as if I were driving through

Nitish’s sympathetic biography

ON THE SPOT

As I was returning after an absence of more than 15 years I rang my old colleague, Shankarshan Thakur, to ask his advice on what to look out for. Shankarshan has just written a book on Bihar's chief minister called 'Single Man: the life and times of Nitish Kumar of Bihar'. It is a sympathetic biography of the man who has at least succeeded in bringing Bihar back from the edge of the abyss upon which it stood by the time Mr. and Mrs. Laloo Yadav finished their long, lawless reign. Nitish Kumar has restored law and order in the state and this is no small thing if you remember that under Laloo and Rabri Yadav people were afraid to step out of their homes for fear of being kidnapped or killed by the gangs of thugs who were the real rulers of Bihar. So let me begin by praising Nitish Kumar for bringing back the rule of law in a state which not just investors but even ordinary travelers were afraid to go near.

City of garbage dumps Sadly, he has done little else in the eight years he has been chief minister. And, you can see

Civic services, etc. take backseat

Tavleen Singh a city of garbage dumps and open drains. Under Nitish's government flyovers have been built over the older parts of the city but they conceal neither the squalor nor the crumbling buildings but seem almost to acquire that same depressing decay that you see everywhere in Patna except where the high officials live.

Road to Bodhgaya in bad shape The next day I drove out of Patna towards Bodhgaya. Other Indian states have a vast treasure of old temples, forts and palaces to tempt foreign travelers but Bihar has only Bodhgaya where Shakyamuni, Gautam Buddha, achieved enlightenment under the Bodhi tree. I expected that at least on this route I would see a fancy new highway and the restaurants and hotels without which foreign travelers rarely come. But, whatever Nitish Kumar's other qualities he seems not to

Two schools of Buddhism I

n the centuries following the Buddha's lifetime, his followers faithfully preserved his teachings and spread them to many countries in Asia. Today, there are two main schools of Buddhism: Theravada and Mahayana. Theravada means 'the teaching of the Elders'. Theravada monks follow the practices that have been passed down by the senior monks from the Buddha's time, such as living in the forests and meditating. The goal in Theravada Buddhism is to become an Arhat, a person who is free of suffering. Theravada is practiced mainly in southern Asian countries such as Sri Lanka, Thailand and Myanmar (Burma). Mahayana stresses following the Buddha's example of going out into the world and doing good. Mahayana means 'Great Vehicle'. The goal in Mahayana Buddhism is to follow the Bodhisattva Path. A Bodhisattva is one who enlightens oneself as well as others. In Mahayana Buddhism, there are many Buddhas and Bodhisattvas. It mainly spread to northern Asian countries like China, Tibet, Korea, Vietnam and Japan. Recently, both Theravada and Mahayana Buddhism have been introduced into the West. Visiting Buddhist temples: In this unit, we will pretend to visit different Buddhist tem-

have understood how tourism can become an important pillar of economic growth. How it can bring the infrastructure, services and employment opportunities that transform economies. So the road to Bodhgaya was a broken strip of tarmac that at some places disappeared altogether. A bridge over a wide, dry river looked as if it could collapse at any moment. If Bodhgaya itself has become a town of beautiful Buddhist temples and relatively modern hotels it is because of investment that has come from Buddhist countries like Japan and Thailand. The Bihar government's contribution is a very basic airport in Gaya that at least spares foreign pilgrims the drive I took from Patna.

ples. When visiting a temple, we should dress modestly and follow the rules and customs of the temple. Buddhists pay their respects to the Triple Jewel by facing the altar and bowing when entering the temple. Visitors may join in the worship rituals or just watch quietly. In Buddhism, the monks and nuns are treated with great respect. They sit or stand in front of everyone else and take their food first. When we talk to them, we should put our

MATTER & SPIRIT palms together and speak politely. Theravada Buddhism: Our first visit is to a Theravada Buddhist monastery in the forest in Thailand where only the monks live. We sit in the quietness of a small bamboo temple built on stilts, surrounded by the sounds of chirping birds and rustling trees. A young monk who is our guide explains to us. "The monks live alone in huts called 'kutis'. They are built on stilts to keep the animals and insects out. There they practice sitting and walking meditation, which is very important for their spiritual life. In front of each hut is a path for walking meditation. The monks sweep them clean to keep from stepping on

When I got back to the city I spent an hour or so wandering about that part of the city where the political leaders and high officials live and it was salubrious and clean and in this season there were pavements carpeted with the velvety fallen flowers of Red Silk cotton trees. It felt as if I had accidentally left Patna and wandered into another city altogether. As I drove around the wide, tree-lined streets of this part of Patna I found myself growing more and more despondent because I realised that the state of Bihar's capital city and its other towns is not because people do not wish to live better but because those who have governed Bihar realise that there is no point in bothering about such things as civic services, cleanliness or anything else for that matter as long as they can remain cocooned in their sanitised enclaves and hide behind the high walls of their vast houses. Colonial attitude to governanceEverywhere in India we see that colonial attitudes to governance are the main reason for why people are so angry with their elected representatives but nowhere do you feel this more than in Patna. The divide between the enclaves where the people live and where they rulers live is stark and scary. Yes Mr and Mrs. Laloo Yadav are to blame for the mess they left behind but neither Nitish Kumar nor his coalition partner, the Bharatiya Janata Party, can be absolved. The overwhelming impression I left Patna with was that Bihar has fallen 50 years behind the rest of India. If today Narendra Modi is viewed as some rock star magician in Bihar, at least by Hindu voters across caste lines, it is because people want desperately to see their lives improve. insects and killing them." The guide continues, "Early in the morning and in the evening, the monks meet together for meditation and recitation. After the ceremonies called pujas, they study the Dharma. Before entering the temple they wash their feet with water carried up to the monastery from a stream below. It is traditional for the monks and nuns to live in the forest as part of their early training. The older ones, however, are not required to do so. Some monks and nuns may live all their lives in the forest, while others live in the temples in towns and cities. Someone asks, "Living in the jungle, aren't you afraid of tigers?" The monk answers, "Sometimes, when the monks are walking in the jungle, they sense tigers following them. But since they hold the precept of no killing, they're not afraid and the tigers know they will not be harmed. Tibetan Buddhism: Next we will visit a Tibetan temple. A young Tibetan boy named Lobsang is our guide. He smiles as he talks, "Our temple is very colorful. It is decorated with many kinds of Buddha images and wall hangings called thankas. On the altars are beautiful lamps and incense holders. Big prayer wheels are set into the walls of the temple. Mantras, written on strips of rice paper, are placed inside the wheels. They are symbolic phrases with deep spiritual meanings.

Mithi river may drown city once again THIS refers to the front page report 'A disaster waiting to happen' (ADC, March 26) which is very timely and should be an eye-opener for our civic authorities who had never taken note of the existence of a river like Mithi winding its way through the heart of Mumbai until it made its presence felt in the Air India colony at Kalina through floods that rose up to the first floor of some of the buildings during 26/7. Politicians dubbed it as a 'gutter' and did not care to give it its space to operate. Even after the deluge, desilting, widening, deepening, the construction of a retaining wall, etc., were given to two city organisations which were always at loggerheads so much so that the Mithi river still remains very much a 'sour' river even after spending several crores on it. A river is a dynamic agent of nature and needs to be given the necessary freedom to carry out its assigned duties. It ought to have

Dredging of a stagnant body of water like a lake will be effective but it will not fied with BJP method of working as they are being shunted out or are being ignored and driven over. L.K. Advani is one such example. It has also been lately seen that BJP is very eager to give tickets to those people who have defected to BJP from other parties at the cost of BJP's old experienced stalwarts who have been faithful and were in BJP for a pretty long time. The BJP should realise that these defectors cannot be relied upon as they are defectors and could go back to their principal party if they have won the election, or did not get a berth in the cabinet or after causing damage and harm to BJP.

THERE is no reason for the CongNCP combine to worry about the outcome of the 2014 Lok Sabha polls in Maharashtra. They can rest assured of scoring a tally of not less than 40 seats out of the total of 48 in the State. The Saffron alliance won’t be even able to reach a double digit figure. This assessment is based on the following two factors: 1. The widening gap coupled with increased animosity between the SS and the MNS can vouch safe at least 25 seats for the “secular” combine, 2. More than a dozen seats could be won solely by the entry of AAP — S.P. Sharma, Mumbai candidates in large numbers. These two scenarios together would result in a totally blank slate for the MNS as well as for the AAP, culminating in a record number of APROPOS 'Poll: Delhi, Gujarat riots MPs getting elected from the State issue' (ADC, Mar.19), this ADC edit piece graphically reveals that the for the Congress-NCP combine. — Arun Malankar, Santacruz Gujarat riot issue raised by the Congress VP Rahul Gandhi in his election campaign, to tar BJP holds no water. Kejri's allegation on media THE alleged statement of the AAP chief about the media reminds me of the dark days of Emergency. That time a chief minister of a State from western India was addressing a public rally. Any other person in her place would have made you to stand before a firing squad” — Jorhat Singh, Kandivali

Skewed electoral sex ratio INDIA is still witnessing an imbalanced sex ratio when you talk about registration of voters. Recently,

there were some pretty surprising statistics from the Election Commission, which showcases India’s continuing story of gender inequities since 1971. As per reports, this was the time when the gender break-up of electorates was first recorded. Out of the total 23.16 million first-time voters enrolled voters for the 16th Lok Sabha polls, only 41 per cent of the 18-19 year-olds registered voters are women, while 96 lakh of them are as against 1.4 crore new male voters. In India, states like Haryana, Maharashtra, Punjab, Chandigarh and Gujarat have the most skewed electoral sex ratios. Though the time has changed with improved literacy, intervention of government agencies and aggressive efforts of political parties to bring more people to vote, it is the patriarchal nature of Indian society that fails to bring in more female voters. With a motive to engage more women, the EC has launched various campaigns like appealing to them to vote through household items like gas cylinders and advertisements on all means of media.

Not only most of her films released in the 60's and 70's were hits, but the songs picturised on her also became very popular and continue to be so. She was last seen in 'Prem Rog' in 1983. She was briefly engaged to noted director Manmohan Desai who died under tragic circumstances in 1994 and she remained unmarried ever since. While everyone focuses on spring colours, we love that KHEM’s collection at LFW was called Dreams in Prussian Blue and had gorgeous pieces in combinations of blue and white. While they also rocked the sheer and solid trend, their embellished jackets and feminine tunics stood out. Wear these off the runway on an evening dress.

Sayantan Sarkar’s collection at LFW, called A Motley Love, was filled with pop colours and preppy, spring outfits. We love that he paired simple, button-down crop tops like this one with printed trousers, playing with digital and screen prints on fabric such as Georgette, chiffon and linen. If you’re heading for a beach vacation this summer, you’re going to love Ami Grewal’s collection from LFW. With fashionable resort wear and some seriously glamorous cover-ups, looking like a diva on the beach is the latest trend to follow.

Aarti Vijay Gupta’s collection was a tribute to 16th and 19th century miniature artwork and we love the new trend of wearable art. With simple pencil skirts, sexy halter tops and a great fusion of past artwork with present fashion, we think this is a trend you should watch out for this season.

trend #8: sheer + solid see through Colour

Most designers at LFW showcased this trend and although it’s been around for a while, sheer + solid outfits are making a pretty big comeback. Whether it’s a sheer skirt like this one from Rajat K Tangri’s collection (left) or sheer sleeves like Abdul Halder’s LFW collection (inset), the trend looks especially good with bright, spring colours.

ijeyta Vazkar has been associated with Sukho Thai since the brand's inception. It was her love for travelling that helped her bring Thai foot massages to India. The idea for the spa chain struck her while she was on a trip to Thailand. In this interview, she tells us about the changing perception of massages in the city, her list of top travel destinations and what it means to form a brand today.

cheerful and relaxing environment is quintessential. Massages are often viewed as relaxing tools, but rarely as something that can lead to good health. Do you think this perception will change soon? Certainly! This perception will and has to change. A few years ago, spas were intended to be just for pampering services. But today, life is speeding up, stress is inevitable and our work life is tougher than ever. This leaves people yearning to be healthy and it has led them to correctly perceive spas as a destination to detox, destress, relax and rejuvenate themselves. Modern science and several doctors have started believing that most health ailments are related to the mind. The perception has already started changing and people are aware of this experience.

Tell us about your journey from being a Bachelor in psychology to the director of operations for Sukho Thai. After my graduation in psychology, I developed a deep interest in travelling. « career advice deAlIng WIth A dIsAPPoIntIng InternshIP I am interning at a media company and I absolutely hate it. I hoped that I would be able to learn a lot and try my hand at a number of different things related to my chosen field, but all I do is get coffee and transcribe meetings. It's not that they treat me badly — most people I come across seem friendly, but I am given absolutely no work or responsibility and don't see the point of the internship, especially because it's an unpaid one. I am wondering whether I should quit. Please give me some advice! — neha Ahuja, Andheri dear neha, We hate to break it to you, but most (not all, mind you) internships are like this. It's up to you to make the most of the opportunity and learn. It is not a surprise that you aren't given responsibilities but before you quit, we recommend you try asking for work. Also, since you mentioned that the workers seem friendly, you should try talking to them and show them an interest in the field and in learning new things — word will get passed around and you might be included more in the workings of the office. We are not saying you should stay regardless of what happens. If after taking the initiative, you still feel that you aren't learning much and that it's a waste of your time, consider looking for a better place to intern at.

rom finding an excuse to stay at work after-hours to using the office washroom to have a bath, there are subtle and not-so-subtle ways you might be treating your workplace as your home. You might be aiming to win the most dedicated employee award, or just might be more comfortable at your office, but in the process, you are not only destroying your personal and social life, you're also creeping out all your colleagues. Take this quiz to find out if it's time that you decided to give your office a little less importance.

Home décor and lifestyle label India Circus has introduced a new range of classy and fun wall art. The collection is inspired by India and reflects moments and snippets from different landscapes of our country. We love the sophisticated look of each painting, that is sure to give your walls a classy touch. You can choose from designs depicting the Dal Lake in Kashmir to ones that showcases the iconic Mumbai taxi. We also like the painting that depicts various monuments such as the Taj Mahal, India Gate and the Qutub Minar. Price `11,249 onwards Where www.indiacircus.com

All your colleagues have left to go home, but you still manage to find some excuse to stay at work ‘just a little while longer.’ a. Yes. b. No. You've finished your work for the day, but instead of going home, you prefer watching a TV show or reading a book at your desk. a. Yes. b. No. Breakfast, lunch, dinner — do you have all your meals at the office? a. Yes. b. No.

Do you carry a grooming kit — complete with a face wash, bathing soap and shampoo — to office, ‘just in case’? a. Yes. b. No. On days when you don't have much work, do you call your friends to the office to hang out? a. Yes. b. No. You've been partying in the same area that your office is located in and you see that it's open for the night — would you consider crashing there without a second thought? a. Yes. b. No. On your days off, do you still come to the office for a while so that you can hang out with your colleagues? a. Yes. b. No. Have there ever been moments when the office peon has offered to give you the keys so you can open and close the office yourself every day? a. Yes. b. No.

Mostly As

You practically live in your office and if you haven't realised it yet, you really need to open your eyes — even the office peon has caught on to your tendencies! Even when there's no reason for you to be at the office, you manage to find some reason to avoid leaving your workplace. Habits such as calling your friends over and using the wash room for much more than a quick freshening up will end up creeping out your colleagues — if you haven't already. It is possible that you might not like the idea of going back home, but there are plenty of other ways you can take care of that. Starting to work on a hobby, joining a class or even volunteering for charity work are good ideas; you should try them out.

Mostly Bs

You have no reason to think that you consider your office as your second home. You come and go at a normal hour, do your work efficiently so that you’re not staying too late and don't treat office as your crash pad when you’re in the area. But, if you know someone who ticks off all the As on this quiz, earn some good karma by pointing it out to them — it is possible they might be oblivious to it.

From prime-time television debates to editorial pieces, there has been a lot that has been written about, spoken of and heard about this case. The NGO Sneha, involved ten women from Dharavi, who got together to come up with an exhibition of sarees that take their inspiration from the Nirbhaya rape case and speak out for all women. They are called 'Sarees against rape’ and consist of embroidery and patch worked slogans against rape. Called Provoke/Protect, the collection, if it can be called that, is on exhibit at the

n between the hustle and bustle of your daily life, when was the last time you sat down, uninterrupted and read a book, cover to cover? Reading a good book instead of watching a movie or spending time with your friends may seem a little isolated, but it's a great way to de-stress after a hard day. Finding a good spot to read in is as important as finding the perfect book to read. While you may be able to read in the midst of chaos, having a reading nook is the best way to truly relax. You need a spot that's airy, well-lit, calm and peaceful. While some people are blessed with houses that are big enough to accommodate a library or study, most of us are fighting for space in smaller flats, so dedicating an entire space to reading seems like a distant dream. But, here are a few ways to create a nook for your hobby, no matter how cramped your house is.

Find your spot The first thing you should do is find the quietest spot in your home. Whether it's in a corner of your bedroom, on your balcony or even near a window, pick an unused corner that's far removed from the hustle and bustle of the television, cooker and doorbell.

Find a seat Not everyone has the luxury of being able to have a dedicated reading chair, so while

a lounge-chair or window seat does sound tempting, it's not necessary. You can pile a few pillows on top of one another, buy a bean bag that suits your needs or just get some floor cushions or a mattress and place it on the floor.

keep it secluded It's not going to feel like a private space if it blends in with the rest of your home. An easy way to keep it private is to put a barrier between your reading nook and the rest of the room. You can pull up a dresser there to save space as well as create a division. However, the best way to segregate the area is to use makeshift curtains. All you need is a hook where you can hang curtains in the form of a canopy around your reading space. This will make it seem cut off from the rest of your house even if it is in a room filled with people.

Get rid oF distractions If you have a boisterous family, make sure they know that once you step into your 'reading zone,' no one can talk to you or disturb you till you step out. Set aside electronics such as your phone (make sure it’s on silent so the ringing doesn’t disturb you at all), tablets and laptop and use ear plugs if you're easily distracted. Reading on a tablet is great, but try and get a physical copy of your book so that you're not distracted by all the other applications.

Get a table Even if it's an upturned cardboard box, a pile of books or a plank of wood, get a coffee table to keep things such as beverages or snacks and a bottle of water. This way, you won't need to get up for anything but the occasional bathroom break, making sure you're de-stressing.

Get liGht You need adequate light to ensure that you're not interrupted by the setting sun either. If you don't have light where you're reading, think about picking up a lamp or a reading light. Daylight can be a little harsh and if you've got curtains, this will soften it just the right amount.

use colour While you do want your reading nook to be secluded, you don't want it to be dull and gloomy. Add a pop of colour, a hint of pattern and texture to make sure you're comfortable. If you like cosying up, keep a blanket with you. Make sure you're getting enough air or keep a table fan around for ventilation. If you're not using curtains or a blanket, you could throw a colourful cloth over your table for a hint of colour and warmth. Use warm colours like yellow and orange but add a splash of blue and green to keep yourself calm and peaceful.

Artisan's Centre in Rampart Row at Fort in downtown Mumbai. The women of Dharavi worked with two textile artists, who guided them through the entire process of making these sarees. The workshop was followed by a photo shoot, where the designers modelled the textiles in a show that was held before other members of their communities. “We put in a proposal to do this workshop in response to the Delhi rape. We didn’t design the sarees, the women did. The workshop was about two weeks long and involved discussion on various symbols of protection and warning,” said Suzie, textile artist who worked with the women. “Artisans is a space where art, design and craft emerge so in that sense these saree's are works of art and they are also designed because they are vehicles of more important messages,” said Radhi Parekh, founder director of Artisans Centre. Part of the exhibition was also a panel discussion during which people associated with Sneha spoke to the women on issues like empowerment and domestic violence. Art has always been a form of expression. Through this workshop, the women have raised their voice in protest of crimes against women. I have a bit of a problem with one of my best friends. We met when we were both interns in a big ad-agency, where we both were sometimes teamed up and sometimes pitted against each other. It made us grow close...

You, your friend and her boyfriend (now exboyfriend) were a tightknit group. But, now that she’s broken up with him, you’re caught right in the middle. Shirley Mistry tells you how to maintain your relationship

...but also be a little competitive. Then, three years into my career I got married and then pregnant. I decided I wanted to raise my child mysellf and... CAN’T BELIEVE IT!! Quitting to become a housewife!! I want this, T think. I will love it!

Ten years down the line, I think it has been the best time of my life. It’s definitely not easy, but it has been very fulfilling in its own way. I do miss having a job sometimes. Priya and I continue to be close and recently she found out she was pregnant and is now also set to get married... It was the right choice for me. And, why not... I’m sure you will have it all!

I never got it when you quit you know, I don’t think I’m going to. I think I will figure it out and have it all!

I am genuinely happy for her. She is not even married yet and only just pregnant. But, suddenly...

I

f you were good friends with your friend's boyfriend, it can spell trouble for you if she goes and breaks up with him, leaving you in an awkward spot. It is easy to get caught up in the mud slinging that follows a messy breakup and you may not always end up with both parties happy. However, we tell you how to make the most of the situation and keep your relationship with both people intact.

Pick your Priority First things first, it is important for your friend to know that above everything, you are her friend. Be her shoulder to cry on and make sure you let her get all the anger out of her system. Give her some space, but make sure you are there whenever she needs you. If you end up giving her too much space and are silent for days on end, she may be led to believe that you don't care enough and are probably siding with her ex. It is very important that you do all you can to make sure she knows that you are on her side. Also, during the period that immediately follows a breakup, your friend is sure to be an emotional wreck and jump to

conclusions all too easily. So, make sure you make an extra effort to make your concern felt.

For the time being... Immediately after the breakup, make sure to cut off all contact with your friend's ex-boyfriend. Whether it was an amicable split or not, make sure you set your boundaries and keep contact with him at a minimum, especially if your friend faults him for the breakup. More often than not, breakups are hard on both parties, so once a few weeks pass by, you can always call or text him to check how he's doing. In the eventuality that he has cheated or lied (and that is what has caused the breakup), we think you should cut off completely, because, honestly — what kind of a friend will a cheater make?

What not to do While a call or text every now and then is acceptable, what's not okay is hanging out casually, going to parties together, getting a drink after work or watching a film. If your friend even gets the inkling that the two of you are out

and about having a gala time, she's going to feel betrayed by you and much worse about the breakup. We suggest letting both parties move on completely before you try and go back to being friends with the ex-boyfriend in question, in order to avoid unnecessary bitterness.

out in the oPen After a few weeks have gone by, your friend is more likely to go back to thinking rationally. So, gently let her know that you would like to keep in touch with her ex and talk to him once in a while. If she's a normal, level-headed person, she will definitely understand where you are coming from and not find your gestures/ attempts outrageous. However, whatever you do, don't talk to him or meet him behind her back as this is bound to agitate her and make her feel even worse. She is then justified in feeling cheated and will come out of the episode feeling like you are more of her ex-boyfriend's friend than hers. So, to keep the alarms from going off, make sure your friend understands your equation with her ex-boyfriend at all times.

« Dear grace, i have a problem... dear grace,

I have been dating my current boyfriend for three months now and I thought we were really happy. I’m studying in New York and he has been texting and calling me every day and was also planning a trip to coincide with my last week here. But, my friend recently told me that she saw him on a date with another girl! He denied the accusation, but she insists that it was him. I don’t want to seem like I don’t

trust him, but at the same time, why would my friend lie to me? Help! — ileana Fernandes, Juhu dear illeana, Uh-oh! You seem to have landed yourself in a bit of a sticky situation. If your friend is absolutely sure that it was him and you trust her to tell you the truth, he is obviously the one lying to you. On the other hand, she might have been mistaken. You have to do

what you think is right. If you think that he is lying to you, break up with him! It’s not going to be easy being with someone you don’t trust. Tell him you need some space and that the two of you can work it out when you are back home. We hope that your friend was mistaken, but if she isn’t, you don’t want to be taken advantage of! Premature ejaculation

I am 23 years old. Whenever I see any porn movies or any exciting sexual scene, my penis ejaculates before getting even proper erection. Is this a kind of deficiency? I will be getting married by the end of this year.

What is happening with you is not a physical problem, but a 'learning disability'. It is one form of 'premature ejaculation'. There are no medical causes for premature ejaculation. It is essentially a psychobehavioural origin. Ejaculating early is invariably a learned reflex response that can be effectively reconditioned when a man actively pursues learning ejaculation control during masturbation. You need to increase your awareness of the sensations of arousal building so that you can identify the level of your arousal. Secondly, awareness of sensations of arousal and ejaculatory control can be learned by a following a step-by-step process using techniques such as stop-start technique. Besides techniques, certain ‘exercises for sphincter control’ and ‘use of condom’ may help in some cases.

utual funds, betting big on software companies, boosted their exposure to the sector’s stocks to a new high of Rs 28,784 crore in February. At the end of last month, mutual fund investments in software stocks accounted for 15.2% of their total equity assets under management of Rs 1.89 lakh crore, according to data from the Securities & Exchange Board of India. In January, the investment of mutual funds in software companies was at a record level of Rs 27,772 crore. A mutual fund is a vehicle made up of a pool of funds collected from investors that buys and sells securities such as stocks, bonds and money market instruments. Market participants attributed the continued preference of mutual funds for the software segment to weakness in the rupee, revival of demand in key markets

like the US and good performance by IT companies in the past few quarters. A relatively weaker rupee boosts the value of dollars earned by IT firms. Mutual fund investment in software stocks has gained traction since May, when the rupee came under pressure. The currency has depreciated by over 12% against the dollar since April 30. “The mutual fund industry has been investing in software shares because of weakness in the rupee and smart quarterly numbers posted by companies such as TCS, Infosys and Wipro, among others,” Geojit BNP Paribas Financial Services Research Head Alex Mathews said. Another factor was the revival of demand in major markets, he added. Mutual funds had an exposure of 17.08% to bank stocks in February, the highest among all sectors. In absolute numbers, their investment in banking shares was Rs 32,225 crore.

MARKET VIEW “The initial uptick in benchmark indices resultant new life-time high; however, they couldn’t sustain at higher level due to profit taking and closed flat in the end. Strong inflows from FIIs and supportive global cues lead the positive start, followed by the buying in rate sensitive sectors. But, investors preferred to book some profit ahead of March month derivative expiry. Yesterday, Nifty has crossed another psychological mark of 6600 and almost on the verge of testing immediate hurdle around 6650 so it’s better for the traders to lighten up positions. Also, it would help in tackling the volatility, which is expected to be on the higher side in the next session, due to F&O expiry” — Jayant Manglik, President-retail distribution, Religare Securities

“The benchmark indices closed in the green once again with the Nifty closing above the 6600 mark. Continued optimism on the outcome of the general elections and supportive global markets kept sentiments positive. The export oriented sectors were the under-performers as the rupee continued its upward march towards the 60 / USD mark. The important events to watch out for will be the RBI meeting on April 1 and the quarterly results, which will follow the RBI meet. With F&O expiry tomorrow, markets may be volatile.” — Dipen Shah, Head- Private Client Group Research, Kotak Securities

Currency View "Along with strong fund inflows, positive set of economic data in the current environment, the shrinking current account deficit as well as, easing inflation have helped the rupee to perk up. The domestic unit looks all poised to strengthen further up to 59 mark against the dollar in near term, as foreign investors continue to pump in dollars to buy stocks and bonds, pinning hopes on the formation of a stable government after the forthcoming general elections." —Sugandha Sachdeva, AVP & Incharge - Currency Research, Religare Securities

ndia, after witnessing spectacular growth averaging above 9 percent over the past decade, has started to slow in the last few years. The slump in infrastructure and corporate investment has been the single biggest contributor to India’s recent growth slowdown, says a just released IMF report India, after witnessing spectacular growth averaging above 9 percent over the past decade, has started to slow in the last few years. The slump in infrastructure and corporate investment has been the single biggest contributor to India’s recent growth slowdown. India’s investment growth, averaging above 12 percent during the last decade fell to less than one percent in the last two years. What is especially worrisome is that more and more investment projects are getting delayed and shelved, while the pipeline of new projects has become exceptionally thin. This slowdown has sparked an intense public debate about its causes. Some commentators, including representatives of the business community, argue that high interest rates, which raise financing costs, are the major culprit, dampening investment. Others maintain that interest rates are only partly responsible for the current weak levels of investment, suggesting that a host of other factors, particularly on the supply side, are at play. The authors say “their new Working Paper seeks to shed some light on the reasons behind this investment malaise. Using a novel index of economic policy uncertainty—an innovation in our analysis—we find that heightened uncertainty regarding the future course of broader economic policies and deteriorating business confidence have played a significant role in the recent investment slowdown.”

be of supply-side nature. The following key factors stand out as possible contributors to the recent investment slowdown: Rising policy uncertainty. In particular, high profile tax policy decisions announced in the 2012/13 Budget reduced foreign investors’ interest in India, while the increasing difficulty of obtaining land use and environmental permits raised regulatory uncertainty for infrastructure and other large-scale projects. Delayed project approvals and implementation. As a reaction to high-profile governance scandals, project approvals, clearances, and implementation slowed sharply. Supply bottlenecks are particularly pronounced in miningand power, with attendant consequences for the broader economy, especially manufacturing.

Several causes of policy uncertainty, our results show weaker investment activity seem to that that financing costs do not ap-

pear to be a critical factor in explaining the decline in new investments. Heightened uncertainty and deteriorating business confidence have played a key role in the decline in new investments and postponement and cancellation of others. In other words, these results confirm what is perhaps intuitively obvious—clarity in terms of future policy is critical for a pick up in investment and to ensuring that projects underway are completed. Further, the current level of economic policy uncertainty exceeds its post-Lehman highs, suggesting that uncertainty is primarily driven by India’s domestic policy challenges, and not by global uncertainty factors such as the withdrawal of unconventional monetary policy in advanced market economies. Policies to revive investment What does this mean for policy? The IMF’s 2014 annual review on India suggests that continued progress on key structural reforms, including power sector reforms, easing labor restrictions, and enhancing health and education outcomes would help improve the business climate and domestic investment. The Indian authorities have taken a number of steps over the last year to address structural issues, including passage of some long-awaited legislative measures. Most importantly, the Government of India has set up a Cabinet Committee on Investment (CCI) as well as a Project Monitoring Group (PMG), to fast track stalled large-scale investment projects. The fact that the CCI has cleared investment projects worth about 5 percent of GDP since its inception in January 2013 is an encouraging development. As cleared projects are implemented and remaining uncertainties and bottlenecks are removed, investment activity is likely to pick up, paving the way for revitalizing robust and inclusive economic growth in India.

Lower CAD Limits India’s Exposure To Global Shocks By A Business Reporter

F

all in high Current Account Deficit (CAD) limits India's vulnerability to global financial market volatility although elevated inflation still poses risks, says rating agency Moody's. Moody's assigns 'Baa3' rating on India, with a stable outlook. "With India, signs of a decline in its high CAD as a percentage of GDP and the make up of the government's debt profile limit the extent of sovereign exposure to global financial market volatility. But continued higher inflation poses risks," Moody's Investors Service said in a report. Wholesale price-based inflation stood at a nine-month low of 4.68, while retail inflation slowed to a 25-month low of 8.1 in February. Rising exports and moderation in gold imports have pulled down CAD sharply to USD 4.2 billion, or 0.9% of GDP, in December quarter of 2013-14. It narrowed to USD 31.1 billion (2.3% of GDP) in April-December

2013, from USD 69.8 billion (5.2% of GDP) in April-December of 2012. The CAD, which reflects difference between inflow and outflow of foreign currency, had touched a record-high of USD 88.2 billion, or 4.8% of GDP, in 2012-13. In the context of Asia, the report said the recent financial market volatility and pressure on emerging market currencies have underscored the potential vulnerability these markets face during an extended period of uncertainty. "Those with external imbalances, a reliance on external funding, and weak policy frameworks will remain vulnerable to sentiment changes, capital flow adjustments, or disorderly market reactions," it said. The key indicators of external vulnerability include a large CAD, low foreign exchange reserves, large government gross borrowing, and high foreign currency denominated debt as a proportion of total general government debt, the report added.

Meet Tomorrow To Grant Tax Exemption To PF Trusts

In a bid to protect tax benefits for subscribers of about 180 private provident fund trusts, retirement fund body EPFO has called a meeting of an empowered committee this Friday to grant them regular tax exemption. The meeting has been called as the Finance Minister P Chidambaram did not extend a March 31 deadline for the trusts to get regular tax exemption through the Employees' Provident Fund Organisation (EPFO).

Amalgamation Of Direct & Indirect Tax Dept?

The Tax Administration Reform Commission (TARC), set up by the Finance Ministry to suggest measures to prevent economic offences among other things, will soon look into amalgamation of Direct Tax and Indirect Tax Departments. "In business practices, companies pay corporate income tax, companies also pay Value Added Tax (VAT) or GST. If we amalgamate Direct Tax and Indirect Tax Departments, it would be so much easier for companies to file returns and so on. We in commission (TARC) are going to look into the issue," TARC Chairman and Advisor to Finance Minister Parthasarathi Shome yesterday said at an event organised by industry body ASSOCHAM.

BofA-ML Says Growth Depends On Global Cycle

Leading American brokerage Bank of America-Merrill Lynch yesterday cautioned against excessive fear of the poll outcome as in 2004 and the overenthusiasm of 2009, saying the market should look more at the global economic cycle and its impact on growth than who takes charge at the Raisina Hill after the hustings. "We can only emphasise that the global economic cycle drives growth far more than who rules in New Delhi. It is for this reason we caution against extreme euphoria ala 2009 or utter despair ala 2004 on May 16," a BofA-ML report said. — Business Desk with inputs from PTI

By A Staff Reporter

uckle up, grip your armrests and pray it never happens to you, as this week, National Geographic Channel (NGC) helps you unravel the secrets behind gripping tales from aviation in a special series titled ‘Air Crash Mysteries,’ everyday from Friday, March 28 onwards at 11 pm. Highlighting some of the world’s most shocking air crash mysteries, each episode will look at investigating different possible reasons that may have led to the tragedy. The series narrates real-life air crash events possibly caused due to mid-air gunfire, hijack, cabin decompression, missing black boxes, etc. Mysteries around plane crashes and neardisasters from around the globe are analyzed in meticulous detail, providing a look into what went wrong and if they could have been prevented. Some of these stories, like the unfortunate crash of Air France’s Flight 447, have helped change aviation safety and brought about some of the most important standard regulations that we know of today.

What made you accept a show like ‘Lapataganj’? This is the first time I have got the opportunity to be a part of a successful show like Lapataganj which shows different characters in situations which can be compared to real life. In contrast to other characters in the show, I will be playing a Dabangg cop who exaggerates everything from his expressions to stories. I'll be a typical action loving cop with a streak of filmy romance in his mannerisms. It’s a larger than life character which brings zeal to the different scenarios that it is a part of. It should suffice to say that my character will add a tadka to a wellcooked daal. There is another twist to this character which will be revealed as the show progresses.

How is it like shooting for the show? It’s great to shoot with the ensemble cast. The fact that the producers have constructed a special set for my entry speaks volumes about the importance of my character. Also this is the first sit-com which is shot outdoors as well as indoors and that makes this a unique show.

How did you prepare for your character of a cop? I didn’t prepare as such but yes, I have played negative roles previously in shows like ‘Maayka’, But this was a first cop role for me. Are you open to reality shows? Yes, but it should be something adventurous like Fear Factor or Big Boss.

What kind of shows do you like to watch? I prefer to watch adventure shows on channels like National Geographic or Bindaas. What about films? I have a thriller coming up titled ‘No Exit’ which is in post-production.

We wish Vineet good luck for his new role!

SRINIVASAN EXPLORING LEGAL OPTIONS

SPORTS

MUMBAI | THURSDAY, MARCH 27, 2014

C

HENNAI: Under-fire BCCI President N Srinivasan is exploring various legal options though he continued to remain mum on the Supreme Court observation that he should step down from his post for a fair probe into the IPL fixing scandal. The beleaguered Srinivasan, who underwent a cataract surgery, had a series of meeting with legal experts during the day though no official word as to what he plans to do has come out yet. His legal counsel P S Raman also met him at his residence but declined to speak on the issue. "He (Srinivasan) had a cataract operation in the other eye this morning. I have come to meet him because of that. It is only a courtesy call," Raman told reporters. When asked specifically whether Srinivasan was contemplating to step down in view of the Supreme Court observation, he refused to comment. It is learnt that 69-year-old BCCI supremo is exploring various legal options available to him. Srinivasan's continued silence has raised speculation that he may not resign immediately but may wait for the hearing to resume on Thursday before taking a final decision. Seeking a review is one of the options available to him. BCCI secretary Sanjay Patel, who was in the United Arab Emirates to attend Asian Cricket Council meeting and also oversee the arrangements for the upcoming Indian Premier League, has cut short his visit and is expected to reach the city Thursday morning. Patel is scheduled to meet Srinivasan soon after his arrival here to decide the future course of action. The court, which had yesterday asked BCCI chief as to why he was sticking to the chair, wanted Srinivasan to quit on his own. The court had said if Srinivasan will not quit, they will pass an order for his removal. After going through the contents of a report filed in a sealed cover by apex court-appointed probe panel into the scandal, a bench headed by Justice A K Patnaik said there are "very very serious" allegations made in the report and unless the BCCI President steps down, no fair probe can be conducted. Three of five BCCI Vice Presidents -- Shivlal Yadav, Ravi Sawant and Chitrak Mitra -- had put pressure on Srinivasan by saying that he should honour Supreme Court's observation but the Tamil Nadu strong man stuck to his guns. BCCI's new election rules will come into effect in September this year when the principal officebearers and vice-presidents elected at AGMs from 2014 shall hold the office for a period of three years.

Clause 15 (v) of BCCI’s Rules and Regulations will apply if Srinivasan resigns. The clause reads: "ln case of vacancy occurring in the office of President by reason of death or by him being adjudged insolvent or by him being convicted in a criminal case by a competent Court or by resignation or otherwise, the Hony. Secretary shall within 15 days convene a Special General Body Meeting to elect the President who shall be nominated by at least one full member from the zone which proposed the name of the President whose term was cut short prematurely. Such person who is so elected shall hold office till the next elections."

which proposed the name of the President whose term was cut short prematurely. Such person who is so elected shall hold office till the next elections." Since Srinivasan hails from South, it means that South Zone will have the right to nominate an eligible candidate. Shivlal Yadav, who is the vice-president from South Zone will have a good chance to become the president in such a scenario. Srinivasan had stepped aside in June 2013 after his son-in-law Gurunath Meiyappan's name cropped up in the fixing scandal, which had to led to ban on paceman S Sreesanth and his two other Rajasthan Royals colleagues. In his absence, former BCCI chief Jagmohan Dalmiya Clause 15 (v) of BCCI’s Rules and Regulations discharged the duties of the President. will apply if Srinivasan resigns. DHAKA: West Indies' Shane Shillingford was allowed by the ICC to resume bowling in international after undergoing remedial work but the off-spinner has been barred from bowling his 'doosra' delivery. Shillingford was reported at the end of second day’s play in the Mumbai Test against India in November and was tested on November 29 last year at the UWA. All his delivery types were assessed as illegal and he was suspended from bowling in international cricket, and subsequently underwent remedial work to modify his action. ICC said that Shillingford's off-break and arm balls were re-tested at the University of Western Australia (UWA) in Perth on March 4 and the elbow extension measured for each of his deliveries was within the 15degree level of tolerance permitted under the ICC Regulations for the Review of Bowlers Reported with Suspected Illegal Bowling Actions.

land face a difficult task of taming table-toppers Sri Lanka to keep their semifinal hopes alive in the ICC World Twenty20 here today. England were left ruing the weather after their effort of posting 172/6 went in vain and they lost by nine runs to New Zealand via Duckworth-Lewis method last Saturday. In fact, England players were left disappointed following the umpires' decision to keep the teams on the field even though lightning and thunder claps had started early in the fifth over during New Zealand's run chase at the ZACS Stadium. After the match, skipper Stuart Broad minced no words and his criticism of the umpires' decision prompted the ICC to fine 15 per cent of his match fee. However, all these are in the past now and England will have to put the disappointment behind and focus on a strategy to outwit Sri Lanka, who have been simply unstoppable in the tournament so far. Dinesh Chandimal's men notched up con-

For England, the months leading up to the tournament have been marked by an embarrassing loss to Australia in the Ashes and Broad's men will have to play out of their skin to salvage any hope of a turnaround in their fortune in the tour-

nament. England, however, have reasons to feel confident as most of their top and middle-order batsmen clicked in the last match with Moeen Ali and Michael Lumb sharing a 72-run stand for the second wicket and Jos Buttler and Ravi Bopara too chipping in with cameos to power the team to 172 for six. However, their bowling has not been tested as they could bowl only five overs against New Zealand.

SA release Parnell from T20 duty for court hearing in Mumbai C

HITTAGONG: Wayne Parnell will not be available for selection in South Africa's next ICC World Twenty20 match against Netherlands today as he has been released from the squad to attend a mandatory court hearing in Mumbai over a drug-related charge during the 2012 IPL. Even though Parnell has not featured in South Africa's first two group games, the team today said in a statement that the leftarm pacer has been ruled out of Netherlands game for a court hearing in Mumbai today. "We were made aware before the T20 World Cup that Wayne would have to travel to India to appear in court as a matter of procedure and we have made provision for this in our planning," South Africa's team manager Mohammed Moosajee said. "It's unfortunate to lose him for a game in the middle of an important tournament but we must respect the law. Furthermore, Wayne has expressed no wrongdoing so we hope South African bowling coach Allan Donald and Wayne that the case can be concluded as soon as Parnell.

possible." Parnell's manager Donne Commins said the call for court appearance was "purely for procedural purposes". "Wayne has been called to appear before the court in India purely for procedural purposes in relation to the courts ongoing administration of the case concerned," he said. "Our understanding is that there will be no substantive enquiries made of him at the hearing, nor will the matter be progressed otherwise than as a matter of procedure," Commins added. Parnell and his former Pune Warriors teammate Rahul Sharma were among 90 people arrested by the police from a party that was subject to a drug raid. Out of the 90 people, 86 apparently tested positive for drugs including 35 foreign nationals. However, the 24-year-old Parnell has denied any wrongdoing and was later granted bail. He is expected to rejoin the squad on Friday ahead of South Africa's crucial match against England.

ONDON: Arsene Wenger admitted Arsenal have probably blown their chance of winning the Premier League title after a frustrating 2-2 draw against Swansea City. Wenger's side are six points behind leaders Chelsea with only seven games left following the latest setback to their spluttering challenge at the Emirates Stadium on Tuesday. The Gunners had looked set to recover from Saturday's humiliating 6-0 loss at Chelsea as two goals in 60 seconds midway through the second half from Lukas Podolski and then Olivier Giroud erased Wilfried Bony's opener. But Arsenal still managed to self-destruct in familiar fashion as Mathieu Flamini's own-goal in the 90th minute earned a point for Swansea, who could even have stolen all three if referee Lee Probert hadn't blown for full-time with Jonathan de Guzman set to shoot. Just weeks after they sat proudly on top of the table, Arsenal are in danger of not even finishing in the top four and Wenger conceded they are now unlikely to win the title. "I think at the moment that is not the biggest worry we have," Wenger said when asked about Arsenal's title prospects. "We have to be realistic a little bit and look behind us as well as in front of us. The result on Saturday has affected us a lot because it was a big disappointment. This result hurts us a lot as well. It is very disappointing but we have to take it on the chin. After getting to 2-1 we were too conservative. Our confidence level had been affected and we just wanted to close out the game rather than score again." To make matters worse for Wenger, Arsenal's next opponents on Saturday are rampant Manchester City, who head to north London boosted by their 3-0 win at Manchester United on Tuesday. Wenger feels City are probable champions and made little attempt to talk up Arsenal's hopes when asked who he thought would win the title. "It will be open until the end but Manchester City had a good result tonight and look a bit unstoppable," Wenger added.

"They have two games in hand so they and Chelsea are favourites for the title. It is another big game for us on Saturday. We will focus on that and accept where we finish. We have to get some players back from injury but none of them are close at the moment. (Laurent) Koscielny is out for a while, (Aaron) Ramsey might be back in a couple of weeks. With (Jack) Wilshere we have had to slow down a little bit." Swansea's players surrounded Probert to protest when he denied De Guzman the chance to score the winner and it could prove a costly decision for the south Wales club, who are only five points above the relegation zone. "It's a very poor decision. We were clean through on goal," boss Garry Monk said. "They told us it was going to be four minutes at the end of the game but we scored in that period so when they restart the clock it should have been a minimum of five minutes. I spoke to the referee and told him it was a poor decision. But I didn't get anything back from him. I can't predict if he is going to score but he is definitely going to get a shot on goal. In all the games I've played I've never had it that the referee blows the whistle when you are through on goal." Wenger disagreed with Monk's view of the incident and said: "For me it would not have been a goal, Thomas Vermaelen would have got the ball.”

MH370 tragedy Murray, Djokovic to meet in Miami quarters casts pall over M Malaysian GP

KUALA LUMPUR: Malaysia will host the most sombre race in its 15-year Formula One history this weekend as the mystifying MH370 plane tragedy overshadows an incident-packed start to the season. With aggrieved champions Red Bull this week issuing a veiled threat to quit, and new rules prompting an immediate shift in the pecking order, Formula One has rarely been so eventful. But the initial focus will be off the track as Malaysia mourns the 239 people aboard ill-fated Flight MH370, with planes and ships scouring the treacherous Indian Ocean for wreckage. The Sepang racetrack is geographically close to Kuala Lumpur's international airport, where the Malaysia Airlines flight took off on March 8 and vanished from radar screens shortly afterwards. And its proximity to the unfolding drama was illustrated when more than 30 relatives of missing passengers had to shift to other hotels to make way for F1-related bookings made in advance. A major F1-related concert featuring Christina Aguilera at Kuala Lumpur's Twin Towers has been cancelled as a mark of respect, and organisers may also call off an air show at the track.

IAMI: Defending champion Andy Murray and Novak Djokovic will meet for the first time since last year's Wimbledon final after advancing with ease into the ATP and WTA Masters quarter-finals. Wimbledon winner Murray dispatched French 11th seed Jo-Wilfried Tsonga 6-4, 6-1 while second seed Djokovic gave away a second-set point in a sporting gesture to Tommy Robredo during a 6-3, 7-5 triumph. Britain's sixth-seeded Murray, who trails the Serb 8-11 in their all-time rivalry, was looking forward to a repeat match with Djokovic after not playing him since last July. "We've played a lot

and we always have long, tough matches. This will be a good test for me," Murray said. Swiss fifth seed Roger Federer ousted French ninth seed Richard Gasquet 6-1, 6-2 in 49 minutes to book a quarter-final date with Japan's Kei Nishikori. Federer was on fire against Gasquet, who set up two Federer match points with a backhand error and took the loss moments later as he could not reach a drop shot in the windy conditions. "The wind was the same for both of us, but I've had a lot of experience playing in it," said Federer. "I made him work for his points. It was a great match for

me and I'm very pleased," said Federer, who broke five times and committed only eight unforced errors. Federer, who lost to Djokovic earlier this month in the Indian Wells final, won the Miami title in 2005 and 2006. His 79 career crowns include a record 17 Grand Slam titles. Murray, who underwent back surgery six months ago, improved to 9-1 against Tsonga, advancing in 74 minutes. The Scotsman, who converted on eight of his 12 break chances, won on his second match point as the Frenchman hit the net with a return. "It was a close match," Murray said. "I had lots of break points. Conditions were tricky with the wind. It was not pretty tennis but we tried the best we could." Despite reporting some pain in his hips and lower back, Murray was satisfied with his level of fitness while remaining aware that he needs to monitor himself. "I haven't seen my physio, I chatted to him a little bit after the match, but I need to get assessed and have him treat me. Hopefully I'll be OK," Murray said. "It was a bit sore but I still moved well throughout the rest of the match, which is a good sign. I was probably moving better at the end of the match than I was at the beginning, so that's probably a good sign." Djokovic surrendered a point to his 16th-seeded Spanish rival in the third game of the second set after a linesman mistakenly called a Robredo return out. Instead of re-playing, Djokovic donated the point, giving his opponent an ad.
