Mumbai University to spend a crore on printing and photocopying of its documents

he Mumbai University (MU) has begun its usual printing and photocopying of documents, statements, and official records for the new academic year. Noting the need of printing and photocopying required for the varsity and its students, the MU has sanctioned Rs.1,03,24,000 for printing and photocopying. The amount will be utilised for printing and photocopying answer-sheets and ques-

tion papers for the students. The circulars sent to colleges along with various documentations will also be done under the finalised amount. Various documentation books like the budget, annual gazette, paper work and stationery required by the MU, will also be a part of this. Dilip Karande, management and senate member, MU, said, “The varsity lacks machines for printing the MU hologram on the marksheets, due to which we have

to outsource the printing which involves a huge cost. The varsity also outsources printing works when there is a need for Hi-tech or advanced printing, again involving huge expenses. The MU should rather stop the outsourcing every year and install the required machinery. This will actually cut down costs”. Every year the varsity finalises an estimate at the annual budget meeting. he residents of Panvel (Navi Mumbai) are having quite a tough time getting the right train at the Panvel Railway Station with barely four indicators installed at the station. There are four platforms from where trains for Chhatrapati Shivaji Terminus, Wadala Road, Andheri and Thane depart. While at many junctions, there are indicators on the two platforms between which a train halts (so that schedules can be seen by passengers on either side of a train), the platforms on this station have indicators only on one side. Further, there are no indicators at the entrances to the station, near the ticket booking offices, and on the foot over-bridge (FOB). The current indicators often display the train schedule at the last minute, and passengers have to keep walking from platform one to platform four, an on seeing the train schedule on one of the four indicators, end up running for their compartments, hoping not to miss the train. “This happens because one cannot see the indicators of all the platforms from one single location. We also do not have the facility of viewing the multi-platform indicator on the FOB or near the

He said that as many as 19 police teams had been formed to probe the murder of the anti-superstition crusader and trace the assailants. Stating that Anti-Black Magic and Superstition ordinance promulgated by the state government has become effective from today, the Chief Minister said it would be placed before the winter session of the legislature for enacting a law. Asked if certain organisations were behind the murder of Dabholkar, Chavan said that it was in the realm of speculation. It is to be recalled that Chavan had earlier hinted at the possibility of right wing groups being behind the murder of Dabholkar while equating his assassination with that of Mahatma Gandhi. "Forces who could not tolerate Gandhiji...Who could not tolerate his views, si-

hanks to thoughtless and carelessness of the demolition squad in the MiraBhayandar Municipal Corporation (MBMC), perilous cracks have developed in the interiors as well as exteriors of a building adjacent to an illegal construction which is now under process of demolition. A team led by demolitionin-charge, Srikrishna Mohite, started work to raze a fourstorey structure which had been illegally constructed on a Recreation Ground (RG) marked land in the Kanakia Complex area of Mira Road, on Monday. The squad pressed the services of a JCB excavator whose operator, unmindful about its impact on the adjacent structure, continued giving huge jolts to create holes on the illegal one.

It should be noted that in a similar incident, the owner of an industrial unit in Bhayandar (East) had incurred huge losses after the part of an illegal structure being demolished by the MBMC came crashing down on his premises. This apart from the tragic case in which two JCB operators were buried alive three years back while trying to pull down an illegal structure in the utmost unprofessional manner. Rape trial: Judiciary proceedings must be changed A

fter the horrible gang rape of ‘Nirbhaya’ in Delhi, the government passed new rape laws in March. What is a matter for grave concern, the new laws appear to have had no impact on the rape situation in the country. In fact, there has been an increase in rape cases. The Mumbai gang rape and the way the Nirbhaya case is going on in the court, shows something is wrong. It looks like what is necessary is to change not so much the rape laws but to monitor the implementation of them. It is becoming increasingly clear that the judicial procedures in a rape case need to be changed. All is not well with the way a trial is conducted. Drastic changes are necessary. Consider the way how the Nirbhaya case which has been put on a fast track is going on. The trial began in January and it is still not completed. What is necessary is that a time frame has to be fixed. All cases must be completed within – at the most – three months. Frequent adjournments asked by lawyers must not be allowed. The entire judicial procedure must be changed. Special courts trying only rape cases must be set up. This will help speedy trial of rape cases. There are thousands of pending rape cases in courts. The criminals get bail and they know they can manage to get ‘not guilty’ verdict. The number of convictions in rape cases is very low. Well, those convicted must get life sentence and those who murder the victim must attract a death sentence. Is it possible that the government does not want to pass tough laws because they may adversely affect the interests of some rapists who are in Parliament?

JOKE doing the rounds is that for the first time the cost of need, comfort and luxury is the same. Thanks to the UPA Government, you can buy onions, petrol and beer at more or less the same price. This should at least embellish the egalitarian credentials of the Sonia Gandhi-led dispensation in New Delhi. We seem to be well and truly on our way to socialist nirvana. With the Finance Minister engaged in clamping down the pre-reforms capital controls, while simultaneously chanting, parrotlike, all-is-well-there-is-no-need-for-panic, the mounting economic crisis is there for all to see. It has crippled the manufacturing sector, bled share markets, extracted major value out of the rupee. Investor confidence is at an all-time low. Yet, the Government remains in denial. In 2003-04 when the NDA ceded power, the growth rate was nearly nine percent. There was a current account surplus of over $ ten billion. Short-term debt was slightly above $ four billion. Interest rates were pared down from the high of 12 percent when the NDA came to power to a little under six percent when it demitted office. Above all, prices of essential commodities, including onions, were under control. Now, in 2013, you are sitting on a mountain of external debt, a good part of which is due for repayment next year. Because of the sharp depreciation of the rupee, buying dollars at Rs.65 to repay the loan, while you had taken it at Rs 45 a dollar, would inflict immense pain. Current account deficit is over $80 billion and is set to rise further. To pay the external debt, the Government will have to borrow more dollars. That will further pressure the price-line. But by raising customs duty on flat screen TVs, or reducing limits on how many dollars individuals can transfer out per annum, you do not even begin to skim the surface of the problem. Instead of such tinkering, the honest way would be to go to the IMF. That alone can stop the rupees’ free-fall. Unfortunately, electoral considerations prevent the one sure-fire way of stanching the open currency wound. Apologists of the UPA seek to exonerate it for the current economic meltdown, arguing that Malaysia, Vietnam, Thailand, etc., too are undergoing a difficult phase. (In any case it is unreasonable to expect that the US should not grow so that emerging markets can.) That is only partly true. For nearly five years when the US Fed had wide-opened the liquidity faucet to ward off the crisis triggered by the 2008 financial crisis, the UPA was in a state of stupor, what with ministers engaging in turf wars and Finance Minister Pranab Mukherjee going out of the way to hurt investor sentiment with his retrograde levies. Indeed, when the going was good and dollars were flowing in by the fistfuls, the Government took its eye off the economy. It was engaged in fire-fighting scams, CAG, the apex court, the Opposition et al. Notably, during the five-year period ending 2011-12, for every dollar that came in, 65 cents went out, mostly as investment by Indian businesses. Now those chickens are coming home to roost. Of course, you cannot blame industrialists for investing abroad; you had destroyed the domestic investment environment. With Jairam Ramesh sitting on project clearances, refusing to strike a balance between environment protection and growth, and the Government in the grip of policy paralysis, businessmen per force had to exploit opportunities for expansion and growth outside. But how can you forgive the Finance Minister for not building a decent

enough cushion for a rainy day when foreign capital was flooding the Indian markets. Had this been done, we would not be now worried about forex reserves. Nor would the rupee be under such pressure. Any honest analysis will conclude that it is a manmade crisis. The Government slept on the wheel for over four years. And the aam aadmi is being made to pay the costs of its profligacy and paralysis. Unfortunately, even now the Government refuses to accord priority to the economy over electoral considerations. The so-called food security scheme may not provide succor to the hungry and the poor, but is bound to further mar the economic scenario. An illconceived scheme is being pushed through at an inopportune time. In effect, it largely involves the clubbing together of various schemes already being implemented by State governments. But the motive is to hoodwink the voters. It is not that the quantity of grains to be supplied will be over and above what is already being given by the State Governments. No. The monthly quota of rice, wheat and coarse cereals being given to the BPL fami-

Ideally, a section of the party believes that Sushma Swaraj is a sure-fire winner should she agree to lead the campaign. That way she can also avenge the defeat fifteen years when at the last minute she was inducted as chief minister and had led the BJP campaign. Even though a majority of the leaders are convinced that Swaraj would throw an angry fit at the suggestion that she should lead the Delhi Assembly campaign, seeing it as a demotion when she fashions herself as a prime ministerial candidate, a section of the party argues that she can switch back to the central politics after becoming the Delhi Chief Minister for a few short months. After all the Delhi elections are due in November while the central poll is not due till May next year. Besides, with Modi certain to lead the BJP parliamentary campaign, Swaraj might find her role drastically diminished at the central level, especially when she is opposed to Modi becoming the prime ministerial candidate. The important question to be asked is what were the policemen doing? Shouldn’t they have been patrolling the area? Even if the culprits are caught the law will take its own course. The young lady has suffered. It is high time, that in such gruesome rape cases, the culprits are left to the people to be lynched hanged in public. Let their faces be exposed when they are paraded on TV and by the police in courts and let them be shamed. Above all, the Z+ and Z security should be withdrawn from VVIPs and ministers and they should be made to live without a security cover till they make this city a safe place to live in.

In this article we will explore the first three sections namely .1, .2 and .3 of all four lessons. Each lesson opens with a map of France, highlighting the region that you are going to study and introducing you to the theme of the lesson. This is followed by mots-clés (clues) which give you an idea of what you are going to learn. The Texte de départ (.1) of all lessons opens with a dialogue between young French and Indian students and through their interaction, the theme of the lesson is introduced and developed. You can listen to the dialogue on the CD which will familiarise you with the manner in which French is spoken. Lesson 1 deals with the region of Normandie. Echoing similar sentiments, Devendra Chawla, President Food Bazar, Future Group, feels that the modern retail in India is in its infant stage with low penetration. “I am very optimistic as modern trade is a driver by which the benefits trickle down to other sectors or companies,” says Chawla. A “Retail store is like a theatre and multi sensorial experiences can beat the slowdown,” he feels. Food Bazar has adopted a strategy to sell larger packs which have proved very profitable as the larger packs are sold more than the smaller ones according to the sales figures. “We do lots of occasion based marketing like Independence day sales, which has been very successful for the company,” he says. However, Harish Bijoor, Brandexpert & CEO, Harish Bijoor Consults Inc. feels that this is ostensibly depressing time and that discount sales are like a disease for retail. “Discounts bites into your margins which is a scary thing,” he says. 36% of the sales value comes from discount sales. Bijoor feels the real retail story is that ‘Kirana stores’ of the country are not discounting. Even though there seems to be wishful thinking every where, but the stark reality that exists points otherwise. Many large Indian conglomerates, including the Aditya Birla Group and the Tata group, that have ventured into the business are finding profits hard to come by. India’s largest retail group, Future Group, is in the midst of a strategic and financial restructuring brought about by years of rampant and often indiscriminate expansion. At a consolidated level, the group had debt of Rs. 6,985 crore (including Rs. 1,554 crore of convertible debentures) on its books as on 31 December. And aggressive start-ups such as Subhiksha Trading Services Ltd and Vishal Retail Ltd are either going out of business or being sold. Meanwhile, several foreign retailers, emboldened by the new policy, are knocking on the doors of the Indian market, although they have been unnerved by happenings at Bharti Walmart, a joint venture

rands are built on trust. Brands are built by marketers who have commitment and dedication. A consumer trusts brands and sometimes, takes the risk of consuming and indulging in them, because a consumer has vishwas in the brand. In my opinion, brands are built on vishwas and atma-vishwas – meaning, trust and confidence. It could be a biscuit brand or it could a linen brand, it could be a technology brand or it could be a service brand, it could be consumer durable brand or it could be a textile brand – all brands are built on vishwas and atma-vishwas. Why is that some consumers, over generations continue to consume brands with full faith? Why is that they make their parents and children also consume the same brand? Why is it that, they would pay a higher price for a better quality brand rather than save money by buying a cheap and poor quality brand? The answer lies in the need of consumers wanting to look after the welfare and well being of their family. The answer lies in the consumer wanting to give the best in terms of quality and happiness to their family. The question to be asked is, “if consumers are committed and dedicated to the family’s welfare, should not the marketers be committed and dedicated to the welfare of consumers? In my opinion there are three main things which lead to consumers’ delight and consequently there being growth of companies. The first and foremost is commitment to quality. Under no circumstance, should companies compromise on quality or cut corners while producing or serving products and services. In my opinion the second thing is commitment to service. It is very important to understand that consumers are human beings. They buy with the mind and heart. Decisions are rational as well as emotional and hence, it becomes important that marketers are sensitive to the feelings of consumers in terms of providing them world class service. Finally the third thing is dedication to consumers. Consumers want to be loyal to brands and companies. However sometimes because of neglect and non-dedicated behaviour by companies, consumers desert them. If companies are dedicated to consumers, consumers will be loyal to them. Loyalty of consumers is earned and it requires a huge investment of time and patience to build trust. Consumers are committed to you if you are committed to them. Consumers are dedicated to your brand if you are dedicated to their benefits. Brands are built with commitment and dedication and are definitely not built in a day. Today’s consumers are extremely sensitive to the kind of attention paid to them. If you take care of them, they are loyal to you. If you do not care about them and neglect them, they switch to another brand. he falling rupee has raised serious concerns about the state of India's economy. The woes being faced by the Government at the Centre has shaken the global faith in India’s growth story, with FIIs and investors having second thoughts on their investments in the country. The Government’s reaffirming commitment towards the nation’s growth story and allaying fears of India staring at an economical and financial crisis, Sanjay Jha, National Spokesperson, Congress (I), spoke on a `A Defining Decade-Why India’s Growth is Unstoppable’ on 22nd August. Shailesh Vaidya, President, IMC said, “The Indian economy is currently facing tough times. Factors like high social sector spending, a fiscal deficit amounting to 5% of the GDP using the backdrop of the global financial crisis, a farm loan waiver, besides high minimum support prices to farmers, all combined to weaken our fiscal position and stoke food inflation affecting the Aam Aadmi the most.” Jha exclaimed, “India is a young democracy, vibrant in nature and a radically transformed country. Today India is a part of the global think tank. No international agenda is complete without India on it. And that in itself is a big achievement. The last ten years have seen us opening up sectors like telecom, retail, pharma, education, healthcare and we grew at a time when most economies were languishing during the financial crisis of 2007.” Admitting to concerns about the falling rupee and its statutory effect on the Indian economy, he added, “The problem of the rupee falling drastically is partly global and partly domestic. n spite of last two days' recovery, both key indices Sensex and Nifty continued to decline for the straight 5th week on persistent selling pressure due to sustained depreciation of the rupee against the US dollar. Fresh outflows from foreign institutional investors also affected the market sentiment. Stocks of Healthcare, Auto, Realty, and FMCG sectors fell on heavy selling pressure while Metal, IT and PSU counters firmed up on good buying support. The Sensex dropped below 18,000 level after 11 months as the rupee plunged to an intraday record low of 65.56 per dollar on Thursday in spite of various steps taken by Reserve Bank of India. However, fag-end buying following assurance given by Finance Minister P Chidambaram that encouragement of growth will remain the government's focus, coupled with positive Chinese data, pushed up the Sensex to a high of 18,587.38. Fresh measures

The Bombay Stock Exchange's 30-share barometer resumed lower at 18,587.38 and dropped further below 18,000 level since Sept 2012 to 17,759.59 before ending at 18,519.44, disclosing a loss of 78.74 points or 0.42 %. It has lost 1,630.41 points or 8.09 % during the five weeks. The NSE

The total turnover at BSE and NSE rose to Rs 10,330.76 crore and Rs 63,431.07 crore, respectively, as against previous weekend's level of Rs 7,703.62 crore and Rs 47,982.11 crore.

he rupee could recover from its current level and end fiscal 2013-14 at 60/US$, believes Crisil Research, attributing the strengthening of rupee by March 2014 to two factors. First, it expects the current account deficit (CAD) to fall to 3.9 per cent of GDP in 2013-14 compared with 4.8 per cent last year. CAD is expected to correct significantly in the second half of the year due to a decline in nonoil imports, including gold. Second, it expects foreign capital inflows to pick up in the second half of the year when the steps announced by the government to attract $11 billion in capital inflows (via foreign borrowings by stateowned financial institutions and public sector oil companies and measures to attract

The risks to the forecast arise from uncertainty among foreign investors around the impact of the US Federal Reserve’s (Fed) likely pullback of quantitative easing on global liquidity and risk appetite. If the roll-back of QE3 progresses at a fast pace then the global liquidity situation will tighten and will have an adverse impact on emerging market currencies including the rupee. ast week on Thursday after declining for the fifth consecutive day, the Rupee made new all time low. During the last week it depreciated by almost 6.25% to trade at a new all time low of 65.56. Foreign investors have been pulling money out of India, as the economy has slowed and the cost of borrowing in dollars has risen. Another source of concern in India is the country's widening current account deficit. India, which is Asia's third-largest economy, grew at an annual rate of 5% in the 2012-13 financial year, the slowest pace in 10 years. The trading range for the Spot USD/INR pair is expected to be within 62.00 to 65.00. It is recommended to be cautious & Buy USDINR Futures on dips with the appropriate stop loss as Rupee is expected to depreciate further against dollar. Pivot Point for the Pair is at 63.94. The Indian rupee has declined by nearly 22% against the US dollar since May and is Asia's worst performing currency so far this year. Currencies of other emerging markets, including Indonesia, Malaysia and Thailand also hit multi-year lows on the US Federal Reserve move. But

The third quarter of this fiscal could see high volatility in the rupee if the US Fed begins to taper out its quantitative easing programme as scheduled. But the rupee could start seeing some recovery around the same time if the current account starts correcting and capital inflows begin to rise as a result of borrowings by public sector companies abroad and improvement in non-resident Indian (NRI) deposits. The downward revision of the fiscal year-end forecast to Rs 60/US$ from the earlier forecast of Rs 56/US$ is due to the expectation of lowerthan-earlier-anticipated foreign portfolio inflows, says Crisil.

The effects of the fact that Raghuram Rajan, the RBI Governor designate, is due to takeover from Governor D. Subbarao, have already begun showing. Raghuram Rajan is currently Chief Economic Advisor in the Finance Ministry. He will be taking charge from D. Subbarao on 1st September, four days earlier than scheduled. Raghuram has already started interacting with the RBI team and has already given effect to a few policy changes. First came the slight easing in liquidity for banks by injecting Rs. 8,000 crore into the system. This would aid wholesale funded banks like Yes Bank, IndusInd Bank, etc. Then came a bigger step; the change in guidelines for restructuring infrastructure loans. The RBI will change the restructuring guidelines of infra projects by allowing a one-time restructuring in the life of a project delayed due to extraneous reasons, such as delays in land clearance, environment clearances, fuel linkages, etc. This can now be done by the banks, without provisioning for restructuring such loans, on a one-time basis. Thereby it is likely to reduce NPAs of banks, and, more importantly, unlock projects worth Rs. 1,60,000 crores, which are stuck in clearances. This will also allow banks to increase the tenure of the loans for one time, without provisioning. Raghuram also seems to have the backing of D. Subbarao for these measures. It is D. Subbarao who will himself announce these guidelines within the next couple of days. This will also unlock huge liquidity of the public sector banks. The only thing is that the government will now have to move quickly on removing bottlenecks for such projects, to complete the reforms and kick start growth, which the Cabinet Committee of Economic Affairs (CCEA) is aggressively looking to clear case by case, and is also likely to happen quickly. The next big leap for Raghuram Rajan would be to signal the reversal of the long term interest rates cycle, while keeping short term rates tight. He would have to begin lowering interest rates, with a 25 bps cut, sooner rather than later and then gradually announce more rate-cuts. This he is likely to do, once he takes over. A reversal in the long term interest rate cycle and a stable currency will then be sufficient to bring India back to the growth path, although from hereon it will be an uphill climb for growth to claw back to the 6% mark. Therefore, one can expect stock markets to remain volatile for three to six months, also considering QE3 tapering is now certain to begin sometime in September or October. It will be interesting to see how Raghuram handles this event, when it does happen. Most of QE3 tapering already seems to have been priced into the stocks markets and the currency depreciation, but it will definitely cause volatility when it actually happens. However, I believe that the ex-IMF heavyweight Raghuram is capable of handling it much better than Subbarao, given his youth, experience in IMF and infusion of fresh and innovative ideas.

This wasn’t just a case of imbibing Keynesian theories or taking advantage of the Marshall Plan largesse, it was a conviction that, come what may, the nation will not surrender, it will get up from the canvas and dust its backside. What followed was a decade of unprecedented economic stability and growth. Why did a nation burdened with such enormous debt decide to take on even more debt? More importantly, why did the money lenders of the world allow it to? One word: perception. The world believed Britain when she said her future would be brighter, its people happier – debt today, credit tomorrow. Mind you, Britain is a strange example as those slimy sods were still busy looting large parts of the world that they had colonised. But talking strictly from the point of view of economics and perception, it is a valid one. How valid becomes clear when we look at the present state of Japan’s economy. It is in shambles. Public debt is the highest among all the nations of the world – 211% of its GDP. But – perception again – the world hasn’t written off Japan like it has Greece or Portugal. Japan’s credit rating (Moody’s) remains a top-notch Aa3 compared to Greece’s C. The world has confidence in Japan – that she’ll come through the tough times. Greece, on the other hand, has had it. Figure 2 shows the Greek Public debt as a percentage of its GDP. It currently stands at 156%, dangerously high but still much lower than Japan’s. This hasn’t prevented the Greeks from pouring onto the streets, torching buses and public property even as their government – far from spending more on health and education like what Britain did in the late 40s – hastily abandons most public schemes and benefits. allow Greece to keep borrowing? Because Greece is the most corrupt country in Europe and is ranked 94 in the world, the same rank as India. How can we appear confident to the world when we haven’t taken any steps to put our own house in order, when we are mired in corruption and wait for scams to vanish into thin air, when our black economy is an incredible 30% of our GDP (Greece: 24%; Japan: 8%, USA: 6.6%). We are a land where hawala capitalism thrives, where policies continue to be made for vote-bank politics, and where an incalculable amount of money is wasted deliberately and spitefully. How can the world see the Food Security Bill as an honest welfare attempt when all our previous poverty alleviation and public distribution schemes have been abject failures and we have done nothing to stem the rot that has eaten them hollow? We can no longer convince the world to keep lending us money. Like it or not we are the next Greece. We might have borne Kamdhenu – the wide-eyed cow goddess of limitless wealth – but it is America that has her now. There she grazes quietly, in a rolling meadow in Minnesota, her bells tinkling, her udders gushing endless reams of Fiat money that will keep America safe from the prying eyes of the money lenders – at least for the time being. Yes, much as we need her now, Kamdhenu is no longer ours. What we have, instead, is a hole, and a rat called Déjà Vu that lives in it. India was in deep trouble in 1991. Most of us didn’t know it then but we were dancing on the edge of a cliff drunk and barefoot. Our foreign exchange reserves were barely enough to cover three weeks of essential imports. Left with no option, India mortgaged 67 tonnes of her family jewellery in order to secure a $2 billion IMF loan. A confidential World Bank memo laid bare the reasons for the 1991 economic crisis: Rocketing oil prices, internal conflicts, domestic problems, and acute political instability. Do any of these ring a bell in 2013? Rocketing oil prices, internal conflicts, domestic problems, and the oncoming political instability aside, the economic indicators aren’t exactly a cause for cheer either: Current Account Deficit (3% in 1991; 4% now), Fiscal Deficit (8% in 1991; 6% now), population growth (2% in 1991; 1.3% now), Inflation (11% in 1991; 5.8% now), GDP growth rate (4.5% in 1991; 4.5% now), Annual currency depreciation (30% in 1991; 20% now). Where are the jobs that the countless millions of us need? MGNREGA? How many ponds do you want Indians to dig? Not quite. These numbers don’t matter much to most of us who eat grass and mango kernels and don’t know where the next meal is going to come from. We are a cockroach nation. We will survive precisely because we are ghosts in the eyes of the Planning Commissioners. The Greeks are on the streets burning government property and uprooting phone booths. Their per capita income is $ 22,000. We earn 20 times less than the Greeks and yet there is calm. Revolutions are not executed on empty stomachs. So long as we earn 25 cents a day and shit in the open and walk miles for water and die eating midday meals and drink pesticide to forfeit bank loans and squat dazed and diseased on railway platforms and bus shelters, the Indian politician and his policy makers are safe. But the moment our stomachs are full and our thirst is quenched and we choose someone from among us to stand for us and fight for our rights, that moment is when we shall drive away all our fears and awake to a new India. Markets Bottomed Out? NSE India : CNX Nifty — Daily Market Report for: Monday (August 26, 2013) By Dominic Rebello

REVIEW OF THE PREVIOUS DAY: The Nifty rose substantially on Friday (August 23, 2013) a net 63.30 points (1.17%) and closed at the 5471 point level. The market opened up with a gap at the 5428 points level. It then declined sharply into the red and registered the day’s low at the 5377 points level at 9.37 a.m. The index then bounced back into the green and turned into a range bound movement until 2.30 p.m. It then rose sharply and registered the day’s high at the 5478 points level at 3.16 p.m. and then turned into a range bound movement until closing at the day. The Nifty moved in a range of 101 points and closed above the psychologically important 5450 points level. Sentiment was bullish and amongst the 50 Nifty stocks 32 were gainers, while 18 stocks closed in the red. All the sectoral indices barring realty closed in the green. Substantial buying was witnessed in banking, oil & gas, consumer durables and auto stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 13.35%. This change is moderate and indicates a moderate participation by investors.

Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 830 were gainers, 485 were losers and 69 remained unchanged. Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen and has exited the over-sold zone. The Slow K line in the Stochastic Oscillator is above the slow D line (positive if it continues).

RSI Indicator: The RSI rose and crossed above the 40 level and is now rising (positive if it continues). MACD Indicator: The MACD is below zero but is rising (positive if it continues). It is below its 9-day Average (negative).

ADX Indicator & DI Lines: The +DI line is below the –DI line but both lines are converging (positive if it continues). The ADX is flat while the Market Index is rising. No signal here.

Rural Electrification Corporation (REC), equity capital stands at `987.5 crore. With reserves of `16,542.4 crore, the book value of the share as at FY13 works out to `177.5. REC has an asset base of `1, 36, 534 crore (`1, 08, 819 crore) YoY as at Q1FY14 and advances stood at `1, 32, 915 crore as against borrowings of `1, 11, 104 crore (YoY). REC's capital adequacy ratio stood at 17.71 percent at end-FY13, which provides sufficient buffer to the regulatory requirement of 15 percent. REC's high profitability is characterized by its reasonable interest spread and return on net worth of 3.62 percent and 23.85 percent at end-FY13 respectively. Valuation & Recommendation: REC will make all efforts and harness all resources to capture optimal share of funding business of the estimated debt requirement of `7.7 lakh crore for XII Five Year Plan. According to the Planning Commission’s estimates, REC is expected to fund around `1.75 lakh crore worth of power projects in 12th plan (2012-17). This translates into a 22 percent growth annually over this period. Export Income at `4965.40 millions in Q1 FY14 as against `3667.30 millions in Q1 FY13, registered a growth of 35%. Outlook and Conclusion: At the current market price of `625.00 the stock P/E ratio is at 21.41 x FY14E and 19.07 x FY15E respectively. Earnings per share (EPS) of the company for the earnings for FY14E and FY15E are seen at `29.20 and `32.77 respectively. Net Sales and PAT of the company are expected to grow at a CAGR of 16% and 14% over 2012 to 2015E respectively. On the basis of EV/EBITDA, the stock trades at 12.80 x for FY14E and 11.37 x for FY15E. Price to Book Value of the stock is expected to be at 4.07 x and 3.35 x respectively for FY14E and FY15E. The stock will rerate if the Mundra project receives a tariff increase and demand for Indonesian coal picks up. We do not see any challenges in its regulated business given 100% fuel linkage and 98% assured offtake. We cut our EPS estimates by 17% and 35% for FY14 and FY15, respectively owing to a cut in our coal realisation estimates at Bumi and increase in interest expense. Our TP of `97/share already factors in a single-digit EBITDA margin for Bumi in FY14-30 and `3.6bn valuation for Mundra. We retain our BUY stance. Trading at 40% discount to historical valuation: Tata Power stock is presently trading at 1.4x FY14 P/B, a 40% discount to its last 5-year avg P/B. We expect a rerating in the stock with a likely tariff raise at Mundra and a gradual ramp up in coal demand. Our SOTP valuation assumes neither of this, as we model ~8% EBITDA margins for Bumi over FY14-30 as compared to 14% in FY13 and >30% in FY09-12 and losses in Mundra until FY17. We do not see any risks to their regulated utility businesses given 100% fuel linkage and 98% of the offtake tied up. Two books this week, of different genres altogether. Thoughts for Change by APJ Abdul Kalam and Sivathanu Pillai emphasises that the glory of the past is reason enough to feel confident that much more glory can, and will be, achieved in the future. Final Cut by Uday Gupt is an interesting and well-written debut effort, and has six short stories, each of them taking a surprising turn towards the end. There is a short novella too, arising probably when the gripping story couldn’t be cut really short.

houghts for Change – We Can Do It by the venerable former President of India, APJ Abdul Kalam and distinguished scientist Sivathanu Pillai, is a book that exhorts Indians, young and hold, to take our fate in our hands, and steer our nation back into the kind of glorious position it enjoyed in ancient times. This sub-continent has a fascinating culture that spans more than the two thousand years referred to as the Christian era. There is art and culture duly understood as advanced in style and technique, from the exquisite carvings in around caves and temples all across the country to the architecture of the temples and other monuments themselves, which are nothing short of spectacular. There is also the astounding literature of vedic times, pre-vedic times and later, in Sanskrit and other languages and scripts like Tamil, Pali, and other ancient tongues, most of them lost to civilisation as we know it today. These are of course, in the realm of art, literature and culture, and have exponents who are carrying the legacies forward, and showcasing them before an appreciative world. The ancient texts are understood to be the scriptures of Hindusim, Buddhism and other religious denominations and philosophic sects and sub-sects. And these are referred to, recited and chanted on most occasions for the purpose of spiritual ablutions. But there is much more to this India of old that can similarly help propel us forward to a higher industrial and economic plane. The authors have provided a glimpse into why we can be extremely proud of our past and hopeful for the future. And as scientists and visionaries, they should know. Apart from being President from 2002 to 2007, Kalam is popularly known as the Missile Man of India, for having made significant contribution in the development of missile technologies which were responsible for successful fruition of the Agni and Prithvi strategic missile projects. Kalam not only pioneered India’s space research but launched our very first Satellite Launch Vehicle (SLV-3) that put the Rohini satellite into its near-earth orbit. He is a soft-spoken, kindhearted man but there is no contradiction in his having enabled India to attain the status of a nuclear weapon state. He was honoured with the Bharat Ratna, India’s highest civilian award. Dr. Apathukatha Sivathanu Pillai, a Padmashri himself, was part of the core team that created the SLV-3 and he is Chief Controller of

He has also been very much a part of the Agni, Prithvi, Nag and Akash missile programmes. The authors take us through the futuristic future of nanotechnologies, robotics engineering, geospatial technologies, solar power, stealth technologies, etc and list out all the various activities Indians are involved in. Inspiring and filling one with hope, though one understands that we have a very long way to go, given our personal reluctance towards any hard work and striving. But the hope lies in the fact that we were always pioneers, ahead of the times in ancient days. To give us a future, they hearken back to the past, when Aryabhatta (476 AD) was the first to proclaim that the earth is round and rotates on its own axis. He is a major figure in the field of mathematics and calculated the value of Pi, even as he calculated the movements of planets and the time of the eclipses. Bhaskaracharya II (1114-1183 AD) discovered gravity 500 years before Sir Isaac Newton. Acharya Kanad (600 BC) declared, “Every object of creation is made of atoms which in turn connect with each other to form molecules.” Nagarjuna (100 AD) was a researcher with a great number of inventions and discoveries in the fields of chemistry and metallurgy. Charak (600 BC) wrote the Charak Samhita which is considered to be the encyclopaedia of Ayurveda, documenting the facts of human anatomy, embryology, pharmacology, blood circulation, and diseases like diabetes, heart problems, tuberculosis, etc. Acharya Shushrut (600 BC) was a surgeon who documented 300 types of surgical procedures! By touching upon all these, the authors hope to rekindle the fire in India’s youth, and there is every likelihood they will succeed. inal Cut by Uday Gupt is a collection of six good stories and one short novella (which is a written, fictional, prose narrative normally longer than a short story but shorter than a novel. Now you know!). The author has been a career banker for the past 20 years, and is with one of the largest banks in Abu Dhabi in the Middle East. There is, therefore, an appreciably different perspective in all the works here, the hallmark being ‘a surprising, unexpected and intriguing twist in the last paragraphs.’ This is a device that has been successfully tried by quite a few writers, including Jef-

frey Archer with his A Twist in the Tale, and of course, Mumbai’s own Noel Keymer with his Poison in the Tale. The author writes excellently well. Sample this from the second story, Friends, based on Naxalism: In mid-1967, led by city-bred and educated Marxist leaders, the peasants of North Bengal arose in violent revolt against their landlords. In May that year, in the village of Naxalbari, police turned their guns on a group of farmers demanding cropping rights to a piece of land, killing eleven. This was a gift sent straight

from wherever revolutionary heaven is. Within months, students were closing down schools and colleges, and the city’s best and brightest went forth to do urban warfare with the class enemies of humankind, armed with bombs and crude guns manufactured in the chemistry laboratories of their alma maters. They were joined by many disaffected, unemployed youth, a commodity never in short supply in Kolkata. The government acted with meticulous brutality and savagery. What is so special about your role in ‘Jhilmil Sitaron Ka Aangan Hoga’? For the first time, I played an out-and-out negative role. It’s one of the most stylish negative roles that you have seen on TV.

How much do you relate to Pratap? I love the power Pratap has, the style, the impact. As an actor, I love playing it, but personally no, I am not a ghar jamaai. I don’t have two wives, I don’t kill people. (laughs aloud) Do you enjoy playing a negative role more or a positive role and why? Negative absolutely, because as they say the

good guy wins eventually. But in a daily soap, the negative guy wins in every episode. There is so much meat in a negative role. Playing a good guy is so boring.

Don’t you think if the show was on a different channel it would have fared better? Of course! 200 per cent. But I am happy with the response I got on Sahara channel also.

How is it working with Sooraj Barjatya?

It is a dream for every actor to work with someone like him. I have been fortunate to work under his supervision in ‘Woh Rehney Waali..’ and ‘Jhilmil...’ It is a great feeling to have his suggestions on the script and it is a sheer feeling of pride when he compliments you.

What changes do you find in the TV industry over the years? I guess now we focus more on technology than content. This is because of the time restrictions and the volume of work has increased with so many channels, from weekly to daily soaps. Initially one new entry in any show and the world would know him overnight and now I see so much new talent that has been regularly working but they still go unnoticed.

Why did you not do any films?

I have always eluded myself from saying yes to films. All this while in the industry, only film families got the best. So it was better to stick to TV which is completely on your merit, but now with the kind of films being made, I feel this is the right time to get into films where the script is the hero and TV actors get roles that they actually deserve. Who are your favorite Bollywood stars and why? Salman Khan for his persona.

ust last week, rationalist Dr. Narendra Dabholkar was shot at in Pune, while he was on his morning walk, killing him on the spot. Dr Narendra Dabholkar was known for his fight against superstition. He has been struggling to get the Anti-superstition bill passed for over a decade now. With the State Cabinet clearing the draft just a day after Dabholkar was shot, it seems that the rationalist had to pay a high price to fetch the much-needed change in the gullible public’s mindset. It was in 2005 that a law against superstition was drafted and presented in the state legislature but, due to various reasons, could not be passed further. A committee was appointed, all-party meetings were held and again the bill was introduced in the legislature in 2011. Reportedly, even this bill encountered some problems for which discussions were held again and a new draft created which was finally cleared by the State Cabinet just a day after Dabholkar was shot dead.

FIR against Asaram Bapu for ‘raping’ minor in Ashram CONCURRENTLY, last week, a minor girl filed an FIR against Hindu spiritual leader Asaram Bapu for allegedly raping her in his Ashram in Jodhpur, Rajasthan. Earlier, in 2008, Asaram Bapu had found himself in a spot of controversy when two boys were found dead in the premises of his Ahmedabad ashram with some of their vital organs missing. Around the same time in 2008, Asaram Bapu was also embroiled in a land-grabbing case. An activist gathered information by filing RTI application which revealed that

Asaram, his wife, son and mother were issued farmer certificates by a revenue officer in Abdasa in Kutch district in April 2004 to allow them to buy land at Pedhmala, Gujarat. The activist had inquired about the certificate in his RTI application, to which the Revenue Officer replied that he had not signed the documents. A letter from the Revenue Officer maintained the certificates were forged and not issued at Abdasa at all. Apparently, while a genuine farmer certificate is stamped with an English seal, Asaram’s certificate has a Gujarati rubber stamp. Swami Nithyananda, another religious leader, is known for ‘miracle’ cures. Just earlier this year, his 21day-program ‘Inner Awakening’ promised people ‘cure’ for homosexuality, relief from inflation, respite from trouble with one’s boss. Why, in one such case, a devotee of Nithyananda claimed that Swami’s program even doubled his bank balance miraculously. Last year, in March, when water began to drip from the feet of a Statue of Jesus at the Church of Our Lady of Velankanni in Andheri, Mumbai, local Christians were astounded and overjoyed on witnessing ‘weeping Christ’ and claimed that it was gods’ miracle. The founder and president of Rationalist International and president of the Indian Rationalist Association Sanal Edamaruku, on inspection, found that water from the washroom, which had been blocked in the clogged drainage system, had been transmitted via capillary action into the adjacent walls and the base of the cross as well as into the wooden cross itself. Many Christian groups got angry at him for making ‘such remarks’ against their God and filed various FIRs in different police stations

against Edamaruku. In another case, earlier in April, a ‘fake’ religious leader was held for ‘raping’ a woman in South Delhi. Allegedly, the victim’s family had called him to rid the evil spirit that had entered the woman’s body. The accused had apparently asked the woman’s family to leave him alone in a room with the woman so that he can work on getting rid of the evil spirit. But, when he locked the door and didn’t come out for some time, the husband got suspicious and peeped inside the room only to find him trying to force himself on his wife. The family later reported him to police. In the high-profile Body Revival case, the creator Munir Khan who allegedly advertised it the ‘ultimate drug for cancer and other heart problems’ had his bail condition relaxed by the Bombay High Court that had forbidden him from selling his drug. The court, however, maintained its judgement should not be interpreted as a blanket permission to sell his drug since the medicine was still subject to other laws. The drug, he claimed cured every disease including cancer, was reported to be nothing but few herbs mixed in honey. Munir Khan had allegedly duped many of a fortune before he was arrested in 2010 for fraud and cheating under sections of the Indian Penal Code and various other acts in Drugs and Magic Remedies (Objectionable Advertisements) Acts.

‘Sufi’ arrested for sexual exploitation of student A FEW months back, in Kashmir, one Gulzar Ahmad Bhatt, who claimed to be a Sufi was arrested on charges of sexual exploitation of girls studying in his religious school. One of the girls who filed an FIR against Bhatt reported that, a female teacher who conducted the ‘spiritual course’ at the religious school sent her to the god man’s room where he allegedly raped her . Apparently, before the heinous act, the self-proclaimed Sufi, after chanting some verses in Arabic to the girl, said he was spiritually married and wherever he would touch her body, it will become immune to

‘hell fire.’ The girl reported that after the act, the female teacher who persuaded her to go to the Sufi’s room asked her to keep mum about the incidence to attain divine blessings. The rural interiors of various states are spilling over with fake gurus who dupe the uneducated and vulnerable and thrive on their insecurities. Fooling the gullible into believing they possess supernatural powers, healing powers and other magical powers to fleece them of their money is morally wrong; but there is nothing that can be done about it according to law if the victim is willingly getting fleeced and has no qualms about it. The new anti-superstition bill is aimed at bringing these cheating god-men, faith-healers, miracle worker, gurus spreading ignorance and those who con people under the pretext of religion, under the ambit of law and prosecuting them for spreading ignorance and superstitions. There have been numerous cases of such fakes cheating people of their money, raping girls and even persuading people to ‘sacrifice’ other humans to attain prosperity. We have fake godmen and spiritual leaders in every religion then there are those who advertise about ‘miracles’ on television, newspapers and on billboards yet get away with it. This new anti-superstition bill is expected to penalise those who indulge in such activities that go on unfettered in India. The bill had been facing opposition from various religious groups who claim the bill is against ‘a’ particular religion but the State Cabinet in passing the bill had taken a step in the right direction. As the hours passed, the crowd in front of Tihar jail increased. Demonstrations began all over the country and people of the country. When Anna came out of jail after three days, a procession almost 4 km long accompanied him towards the Ramlila ground. At first, the Government did not want to ‘give’ the Ramlila Maidan to Anna Hazare for his fast, but within those three days, the Ramlila Maidan was made suitable for the fast to be held and Anna reached the venue directly and continued his fast. Television had no other choice but to show the public anger and outrage, nor did the print media have any other alternative except to go in favour of the movement. Television took the incident to every home and a wave of anger spread through the country. Although speeches were being made at Ramlila Maidan, the anger was not concentrated or centralised in Delhi. Meetings were being held in different parts of the country and women who were not able to attend the meetings took out ‘prabhat pheris’ (fervent processions) in the streets and ‘mohallas’ of their dif-

ferent localities. Children sporting caps began raising slogans of ‘I am Anna, and so are you. We are all Anna’. The result was that the fermentation of anger and wrath engulfed the entire country. Perhaps afraid of the country’s outrage, the Parliament held a sitting and passed a resolution, even though in this sitting, as in others before, several MPs made sarcastic remarks about Anna, the most sarcastic being made by Laloo Prasad Yadav. Sharad Yadav also did not use decorous language in the Lok Sabha, but based on a unanimous opinion it was decided to ‘pass’ the Jan Lokpal Bill in the Lok Sabha. The next day, Vilasrao Deshmukh, accompanied by other fellow MPs, took the resolution and a letter from the Prime Minister to Anna Hazare, and entrusted a copy of each to Anna Hazare. On Deshmukh’s behest, Anna Hazare agreed to break his fast. Before this, several well known people in the country had made efforts to get Anna to end his fast, the most prominent among them being, Sri Sri Ravi Shankar and Bhaiyyuji Maharaj. Swami Chidanand Saraswati from Rishikesh had also reached with Gangajal to break Anna’s fast, yet Anna politely ignored everyone’s appeals. However, seeing the language of the Parliament’s ‘Sense of the House’, Anna ended his fast.

F one talks of the situation after the Lok Sabha elections, then who will be the leader of the Congress is decided. It can be said that from the Congress, Rahul Gandhi will be the candidate for the post of Prime Minister. The question is just this – that people in the Congress itself do not have faith in Rahul Gandhi’s capabilities. All the senior leaders of the Congress whom I meet, do not have complete faith in Rahul

Gandhi’s mental capacity or capabilities. If unanimity cannot be attained in the Congress on making Rahul Gandhi the PM, then once again a PM like Manmohan Singh will emerge from the Congress. In that situation, A.K. Antony is at number one and P. Chidambaram who even now is flailing his hands and feet the most to become PM may also stake a claim. The Bharatiya Janata Party has shrunk to just revolving around Narendra Modi and Rajnath Singh. A matter of regret is that both parties are not presenting a road map which will tell people that the experience of the last twenty years has taught them something. Now, when only a few months are left before the elections, Manmohan Singh gives a statement that the results of economic reforms will be seen in the

next two-three months. Manmohan Singh has no hesitation in saying this because he does not realise how much he has shattered the faith of the people of this country. The country has given him more time than necessary but Manmohan Singh kept watching his own policies become unsuccessful. It was perhaps his objective to see these policies end up unsuccessful, because the country has been caught in an economic spider web. Agriculture, the spine of our economy, after deteriorating, has gone to the brink of ruin and its most powerful elements – the farmers – are thinking of death. The rupee is losing its standing every day against the dollar and an economist like Manmohan Singh is watching silently. It seems like all the economists in the country know the kind of eco-

nomics that Manmohan Singh knows, where they think it is their duty to make policies as a result of which the country’s money is lost and within the country, money should lose its value. The BJP is looking at its future in the situation created by the Congress. The BJP does not have the economic planning to win or a promising future for the people. Instead, the party wants to raise issues like Ram Mandir and play a conspiratorial game. Half the leaders are declaring the Ram Mandir issue to be a major one while the other half does not consider it an issue at all. If the BJP has even a little bit of morality or ethics left, it should keep its manifesto before the country in a clear form, in which they should state that they want to turn the country into a Hindu nation and want to end Section 370.

RULES are made for lesser mortals, clearly not for Ministers. Though there is a Department of Personnel and Training’s (DoPT’s) directive since March 2010 effectively placing a ceiling of 10 years on any officer serving on the personal staff of a Minister irrespective of the level, the rule is flouted more often than followed. According to sources at least 87 such officers continue to serve on the personal staff of various Ministers, despite having completed the prescribed tenure of 10 years. Apparently, the Ministers requested the Prime Minister’s Office (PMO) to be allowed to retain their pet babus, a request which was accepted. Among the Ministers who sent special requests to the PMO in this regard are Kamal Nath, Sushil Kumar Shinde, Salman Khurshid and Praful Patel, among others. The babus on this ‘elite’ list include six officers on special duty – U.K. Mitra, N.K. Gauri, V.K. Dhand, S.V. Pillai, S.N. Sharma and Giri Ketharaj. The list also includes three Personal Secretaries, 29 Additional Secretaries and 24 Assistant Private Secretaries. The DoPT directive, meanwhile, remains as a meaningless piece of paper in a file.

Rare solidarity

THE backlash against the suspension of an IAS officer by the Samajwadi Party Government has forced Chief Minister Akhilesh Yadav to ‘reconsider’ the issue. It may have come as a surprise to Mr. Yadav that his babus, in a rare display of solidarity with their colleague, chose to protest an act which is widely being seen as penalising an honest official who dared to crack down on the notorious sand mafia in Noida. Such instances of babu solidarity are rare in Uttar Pradesh where fractious politics has resulted in a fractured bureaucracy, with bureaucrats openly aligning with one political dispensation or the other. However Durga Shakti Nagpal, a 2009-batch IAS officer has now joined the ranks of such babus as Ashok Khemka, Sanjiv Chaturvedi, Uma Shankar, Mugha Sinha, Anand Swaroop and Rahul Sharma, among others, who became victims of politics while simply doing their job.

A POST-KARGIL war proposal to constitute a permanent chairman of the Chief of Staff Committee for the Armed Forces lies practically abandoned since the defence establishment is divided over the issue. In fact, sources say the babus at the Ministry of Defence are using the turf war within the armed forces to keep the issue off the table. Creating this position was one of the key military administration reforms suggested in the aftermath of the Kargil conflict by a c o m m i t te e headed by former Cabinet Secretary and former Ambassador to Washington, Naresh Chandra. Unfortunately, only the Navy seems to back it while the army brass is definitely against creation of a post, which will effectively place someone directly above them in the hierarchy. Interestingly, Defence Minister A.K. Antony continues to insist that the issue is still under consideration, but the word is that Defence Secretary R.K. KARACHI: Pakistan's former captain Rashid Latif has refused to make public any evidence to back his claim that the PCB hosted an alleged Indian bookmaker Anu Bhatt during the national team's 2005-06 series against England and India. Latif said he had the evidence but since the matter was sensitive, he would share it with the Board through his legal adviser. The PCB has sent a legal notice to Latif asking him to present evidence to support his claim or apologise. The PCB has stated that it reserves the right to start legal proceedings against him. Latif said he respected the PCB as it was the parent body of Pakistan cricket. "I don't want to create any fresh controversy which is not good for Pakistan cricket but my plea to the board is that I only brought up this issue because of the Danish Kaneria case," he said.

PCB sells title rights for 'home series' for USD 1.3 million

KARACHI: The Pakistan Cricket Board has managed to sell the title and ground rights of its forthcoming "home" series against South Africa and Sri Lanka in the United Arab Emirates for close to USD 1.3 million. The PCB will this week open tenders for the sale of broadcasting rights of the two series. In a meeting of the Governing Board held in Lahore under the Chairmanship of caretaker chief Najam Sethi, the Board confirmed the appointment of a foreign audit firm, M/s Ernest and Young to monitor the entire process of awarding of broadcasting rights for the two series. Some officials have raised objections to the role of Sethi as caretaker Chairman in the bidding process for the media rights as he is affiliated with a leading media group who is also among the bidders.
