Following ADC report, varsity decides to let female employees leave by 6.30 pm

fter the ADC published a story highlighting the issue of female employees being made to sit back and work later than their usual timings, the varsity has declared that it will soon issue a circular stipulating that female staff be relieved on time. On Friday, October 18, the ADC carried a story regarding women at the varsity being held up at work till late evening, past 7 pm, for the completion of examination and administration work. Considering the increasing number of crimes against women, the senate members had demanded that the varsity allow its female employees to leave by 6:30 pm. The issue was taken up by Neelima Bhurke, a senate member, who said, “It’s unsafe for women to travel back home late in the evening. How could the varsity ignore the increasing number of crimes against the women? If an untoward incident takes place, who can we hold responsible? The varsity should let its female employees leave well before time rather than tell them to wait back.” Last year, three female employees of MU had alleged that they

had been molested by two male employees of the varsity. The accused were later suspended and handed over to the cops. Dr. Naresh Chandra, Pro ViceChancellor, MU, responded, “We

have stated that female employees will be relieved as early as possible. Their exit time cannot be fixed as things like declaration of results, or various important administrative works of the varsity, require that

employees stay back. Keeping in mind the safety of our female employees, the process of declaration of the relieving time is not yet finalized, but the MU will do so soon.”

young supernova remnant, a new and one of the youngest within our galaxy has been discovered using the Giant Metrewave Radio Telescope (GMRT) near Pune by two young scientists, Dr. Subhashis Roy of National Centre for Radio Astrophysics, Pune and Dr. Sabyasachi Pal of Indian Centre for Space Physics, Kolkata. They were able to discover the small-sized supernova remnant in our galaxy near the centre using the GMRT, due to its superior resolution and sensitivity. This was a prize catch during their search programme to look for new supernova remnants towards the centre of our galaxy. According to Roy, “Established theories of formation and evolution of stars in our galaxy predict that one star dies due to supernova explosions once every 35 years. Stars which are much heavier than our Sun die by the phenomenon know as Supernova Explosion. Such explosions can be seen by the naked eye or with small telescopes for first few days and fade rapidly thereafter. Subsequently, they start emitting in the radio frequency band, and the radiation originates from the high-speed ejecta, expanding in a shell-like structure,

son for not discovering the expected number of supernova remnants is the lack of telescopes which can search with better sensitivity and resolution. The GMRT makes this possible.” He further added, “Detailed age analysis suggested that this supernova should have occurred very recently, not older than a few hundred years ago, making it one of the youngest supernova remnants discovered with GMRT. This rare discovery raises hopes that in future more supernova remnants

That bright star isn’t actually a star, at least not anymore. The brilliant point of light is the explosion of a star that has reached the end of its life, otherwise known as a supernova. Supernovas can briefly outshine entire galaxies and radiate more energy than our sun will in its entire lifetime. They’re also the primary source of heavy elements in the universe. On average, a supernova will occur about once every 50 years in a galaxy the size of the Milky Way. Put another way, a star explodes every second or so somewhere in the universe.

HEN talking to a man one considers a war hero, the last in a line of questions covering the Indian Army is inevitable, and so we asked it of Major General Ian Cardozo, a hero in the Battle of Sylhet, 1971, Chairman, Rehabilitation Council of India, vicepresident, War Wounded Foundation, first disabled commander of a battalion in that august institution. What did he think of the fall-out of the unseemly battle between the Government and the former Chief of Staff V.K. Singh in what is becoming a highly politicized arena? Till then, the interview is going along swimmingly. General Cardozo is literally a well-spring of stories and information. In his late seventies, he is trim, energetic and smart. Nowhere, in his gait, in his ease with himself, is it evident that this is a man who has lost a leg and hasn’t let this slow him down a jot. More important, you can see his enormous zest for life and the warmth of the memories that he shares readily with you. But now a hint of frost enters the atmosphere. He picks his words carefully and makes it plain he would like to see you take them down before he is quoted. We did. “The Indian Army is the third largest in the world. It is one of the most respected in the country because of a Code of Conduct. You can call it the warrior’s code. Unfortunately, these days it is in the news for the wrong reasons because some of us have forgotten the roots and traditions of this Code of Conduct. Today, the fabric of society is corroded. From the same cloth, we have to cut a political kurta, a bureaucrat’s coat and an officer’s uniform. Therefore, some of this corrosion may seem to have seeped into the Defense Forces. However, we have a system by which people who don’t follow the Code are punished swiftly, much faster than happens in the law and justice, crime and punishment framework of the country.” Bug out, he was saying, so we did. After all, this is a man who was sitting in the United Services library in Delhi’s Subroto Park, doing some research for a book he was writing, when there was a call from the PMO. “Would he consider being chairman of the RCI, he was asked. Then the first heli-borne operation was launched to capture an airfield in Sylhet. “We were a reduced battalion of 484 troops (normal strength around 1,000) and we were told there was a Pakistani garrison of 200 to 300 at Sylhet. It turned out that there was not one brigade but two! We fought for nine days with little food, no water. We were straining muddy water to drink, foraging for raw rice to eat. The casualties were high. From December 7 to December 15 the battle raged. Then the Pakistanis came to us with a white flag, wanting to surrender.” The re-telling of the story makes it all sound hilarious. Apparently, it was a mistake on the part of the BBC that probably triggered off the sequence of events that ended in the white flag. On December 9, the BBC reported that a Brigade the job. In Mumbai for the launch of eminent author George Menezes’ new book, The Naked Liberal, Ian Cardozo is that old-fashioned thing – a war hero who would rather not talk about his exploits. Because he could never understand what the fuss was about. A gold and a silver medalist from Khadakvasla, a feat duplicated only once more since he did it in 1954, he was part of the 4th battalion of the 5th Gurkha regiment during the Bangladesh war in December 1971, when he4 left his leg behind, carefully buried of course. The details make a wonderful story that he has told in the past. “We started off with 18 officers. In 13 days, four were killed, seven were wounded. We were in the thick of it. A Pakistani battalion was captured without supporting artillery fire. Subsequently, we went after another objective and it was then

And the Pakistanis who saw this, finally realized how under strength we were!” On their part, says Cardozo, the 4th was also shocked – that they were fighting not a battalion but two brigades, which means 7,000 soldiers. The second brigade was supposed to have been moved out of Dhaka and was not, so both sides were equally surprised, but of course for the Indians it was a pleasant surprise. At this point, the world changed for Ian Cardozo. “For the first time, we had a huge strength of prisoners of war who had been allowed to keep their arms. Why? Because there was a danger that the Mukti Bahini would murder them otherwise.” But 7,000 armed POWs made the BSF platoon commander in charge of them nervous and Cardozo volunteered to go over and give him moral support. JUST the other day a friend, Uday Tanpathak was in Hamburg hotel. Upon entering the hotel he and his colleague found young and old having a frugal meal. Just as they were leaving, an old lady at one of the tables spoke to our friend in English, protesting at the left-overs on the plates. As our friend tried to argue that he had paid for it, the old lady rang up a number. Within minutes an inspector from the social security branch arrived. Looking at the scene that transpired before him the officer in a stern voice told them to order what they could consume. “The money may be yours, but the resources belong to society. There are many others in the world who are facing shortage of resources you have no reason to waste resources”, said the officer. Then he slapped a 50 Euro fine on them! And we in our country really do not bother about the wastage of food at functions, parties and weddings. Our government too is more concerned in dealing with the problem with the Food Security Act rather than enacting such laws that prevent wastage of food and plug loopholes in the food storage and distribution system.

It should be noted that following a nod from the RTA and the MBMT, the private operator had hiked bus fares between Re.1 and Rs.6 from the midnight of September 21.

(PATRA) under the Right to Information Act-2005 (RTIA), has said that the overhauling and repair of fans has not been undertaken from January 2011 to December 2012. Most WR and CR commuters have been inconvenienced because several of the fans installed in train compartments have not been working properly. The guaranty or warranty for these is as per the IRS conditions of the contract. According to the reply by the Western Railway, none of the fans procured between January 1, 2011 and December 31, 2012 have been

overhauled or undergone major repairs. However minor repairs such as the replacement of the fan blade, guard, motor, capacitor and attention to connection intactness are being ensured. 150 new fans were received as of December 28, 2012. According to the query in the RTI, the Western Railway does not have any record of the amount spent for maintaining even one fan per month. The warrantee/guarantee is covered as per the Indian Railway standard conditions terms and conditions i.e. for a period of 30 months after their delivery or 24 months from the date of placement in service whichever is earlier. They require permits in this regard and it is quite in order if they do some lobbying. In foreign countries, lobbying is the done thing and if any financial transactions take place, it is considered as normal practice. In India, very often, honest IAS officers face inquiry and harassment. For investigating agencies, no evidence is required to nail secretaries of various departments. A mere visit by a businessman to the office of the ministers or secretaries of government is enough for filing an FIR against them. The real culprit, if he happens to be the Prime Minister, is protected. A Prime Minister can do no wrong: even if there is evidence against his wrongdoing, he is declared innocent. It is quite disturbing that a clean and honest secretary has been hauled up and an investigation agency has lodged an FIR against him. The IAS officers’ association has given a clean chit to coal secretary P.C. Parakh. There is not a shred of evidence to prove his wrongdoing with regard to the way he has dealt with an application by a coal company. The IAS officers’ body has come out in support of him and it is most likely he will be cleared of all charges.

HE writing is on the wall. Opinion polls only partially reflect the depth of popular disgust and anger against a government which has willfully squandered its mandate in perpetrating one scam after the other without nary a thought for the rising misery of the aam aadmi. A somnolent prime minister who remains cocooned in the RCR complex, unless, of course, he is seeking a break from domestic misery through an unproductive summitry with foreign heads of State, a gaggle of ministers clueless about their own remit and making tall claims without anything to show on the ground, a party leader obsessed with ensuring the continuity of the dynasty but saddled with a very poor human material, well, with such lousy ingredients in the ruling party mix it can necessarily go nowhere but down. Recent opinion polls merely signpost the electoral disaster that awaits the ruling combine. Things could not have been bleaker for a government which had lost its way early on in its second term — though, mind you, some of the bigger scams had occurred in its first term. The economy, you would have imagined, would be the strong suit of UPA Government headed as it is by an economist prime minister. Alas, the economy is bleeding the most due to cavalier neglect and wrong-headed policy prescriptions, a fact duly substantiated by the recent prognosis of the IMF which has put growth at a paltry 3.8 percent in the current financial year. Finance Minister Chidamabaram, who is good at, if anything, nixing all things which project him in poor light, has now taken to staging false encounters with the IMF statistics, insisting in the face of plethora of evidence to the contrary that it would still attain the 5.6 percent growth that he had said it would grow at in his earlier public pronouncements. Whatever the ultimate growth rate, there can be no denying that the aam aadmi is groaning under the weight of ever-rising prices. With wholesale inflation still untamed, and the consumer inflation raging in double digits, there is little ground for Congressmen to believe that they would be able to ward off the rude jolt that awaits them at the ballot box in the coming weeks and months. The battle for the Assembly elections later this year is only a dress rehearsal for the big fight in May 2014 when the voters will hold the ruling coalition to account for all its acts of omission and commission. And time too it was made accountable for all the misery it has piled on the aam adami what with the lowly onions selling at Rs. 80 a kilo and most vegetables having priced themselves out of the reach of the ordinary people. Any ruling politician who despite these trying times for the common man dreams of a return to power needs to go in a for a serious reality check. Voters are no longer so gullible that appeals to caste, creed, religion and, notably, even to mummy, will lull them into re-electing the non-performers yet again. Unfortunately for them, even the self-serving card of secularism that the ruling politicians had hoped to play to hoodwink the minority community into voting for them seems to have been exposed as a ruse by a respected Deoband leader. Whatever his credentials for speaking on behalf of the Muslim masses, Maulana Mahmood Madani, the general secretary of the Jamait-e-UlemaHind, cannot be faulted for speaking some home truths about the attempt to frighten the Muslim voters by painting Narendra Modi as an ogre who eats Muslims for breakfast. If the secularist class has no case to seek the Muslim vote on its performance in power, or on the steps taken to lift the community from the socio-economic ghettos, it clearly has no ground to seek its vote by crying wolf about the BJP’s prime ministerial candidate. Frankly, aside from the most unfortunate riots following the burning of a rail carriage full of Ram Bhaktas at the Godhra station, the

six-year Vajpayee rule was free from any communal strife. If Modi is the devil incarnate on account of that single lapse of administrative rectitude, there is no Congress prime minister, beginning with, we dare say, the first, who merits to wear the badge of secularism. If the truth be told, secularism is no more than a convenient ploy to lure the minority community into keeping the Congress Party into power indefinitely. How far it is fair to keep on harping on one riot while pushing all others before and after the 2002 Gujarat violence under the carpet is a question that cannot have escaped the attention of the discerning members of the Muslim community. Harassing upright bureaucrats and respected industrialists will only further mar the climate for economic and governmental revival. The CBI is dragging its feet on taking action against Dayanidhi Maran in the open-and-shut case of Aircell-Maxis deal; it has failed to act against politicians who got coal mining licenses wrongfully. But it has gone and charged K M Birla, who deservedly enjoys a clean reputation. It is bound to further undermine whatever remains of the credibility of the pitiable Prime Minister Manmohan Singh. As Parakh commented, Singh ought to be made accountable because he was the Coal Minister when the alleged scam occurred and had duly approved the allocation of coal block to Birla’s company. If in the case of the 2-G scam, the Prime Minister shifted the entire blame to Telecom Minister Raja, though the latter had kept Singh in the loop, in the case of the coal scam no one other than the PM himself was his Coal Minister and, logically, must face action for a wrongful allocation of a coal block to Birla.

1. Define the term 'inflation'

Ans Inflation is generally associated with rapidly rising prices. In simple terms, inflation is decline in purchasing power due to an increase in prices.

2. State and examine the definition of Inflation given by prof Crowther and prof Kemmever. Ans I Prof Crowther has defined 'inflation' as 'a state in which the value of money is falling, i.e. prices are rising.' II This definition emphasises on the rise in price level as a symptom rather than cause of Inflation. III However, this definition fails to explain why the price level increases from time to time. IV Prof Kemmever has defined inflation as 'Too much currency in relation to the physical volume of business being done.' V This definition compares the two things. The supply of currency on one side and supply of physical goods and services on the other side. VI The above definitions establish cause and effect relationship between supply of money and the price level.

Increase in demand for goods and services: Ans Demand for goods and services increases due to the following factors: 1 Increase in public and private expenditure: I An increase in public expenditure due to war, development policies etc leads to increase in demand for goods and services in the economy. II An increase in private expenditure leads to a rise in demand for goods and services. 2 Increase in export: I An increase in export reduces the stock of commodities available for home consumption. II It creates a shortage of goods in the economy as the demand exceeds the supply. 3 Reduction in taxation: I Reduction in taxes increases the purchasing power of consumers. II It leads to increase in demand for goods and services. 4 Rapid growth of population: A rapidly growing population increases level of demand for goods and services in a country. 5 Deficit Financing: 1 Government meets the deficit by borrowing from the public and reserve bank and also by printing notes. II This raises money supply so demand and prices also rise. 6 Availability of credit: I Due to easy availability of credit facilities, consumer spending also increases. I Consumer spending also increases. II It increases demand for goods and services. All above factors give rise to Inflationary pressure.

Decrease in Supply of goods and services: Ans Decrease in supply of goods and services takes place due to the following factors: 1 Shortage of factors of production: The shortage of factors like land, labour, capital, raw material etc. reduces the production of goods and services. II It decreases the level of supply. 2 Industrial disputes: 1 Industrial disputes result into strike, which may lead to lockout. Fiscal measures to control inflation: Ans Some of the important fiscal measures to control inflation are as follows: 1 Reduction in public expenditure: 1 Government expenditure should be reduced to control inflation. 2 Increase in taxes: Government increases level of taxes and imposes new taxes. It leads to fall in the consumptions expenditure. 3 Surplus budget: The government has to adopt surplus budget to control inflation. 4 Public borrowing: The government borrows money from market, private individuals and firms to withdraw the excess purchasing power of the people. It reduces demand and hence prices come down. 5 Over-valuation: Over valuation discourages exports and increases availability of goods in the domestic market.

The online admission process was started in July 2012, giving an opportunity to students from outside the city and the country to opt for studies via correspondence. After the varsity introduced online payment scheme through credit or debits cards, students from abroad and various other states or districts stepped forward and enrolled themselves for various courses. Prior to this, it was difficult for students to apply for admission as they had to travel all the way to the varsity and manually submit documents and then pay the fees themselves. Though the MU has nearly touched 77,000 admissions, it has extended its online admissions from October 21 to October 28. The ADC spoke to Dr Harishchandan, director of IDOL, who said, “There has been a delay in admissions due to the online process but we are not rushing anything as the process is here to stay. This year, as it was the second year for admissions to all courses, we are allowing students to take their time to understand the system, though delayed, we are proud to say that the number has crossed over 77,000 enrollments this year. We have also identified the reasons for the delays and will be correcting them before we start the online admissions next year.

Online payment of fees through credit/debit cards This year, the MU started accepting payment of fees through debit/credit cards. This mode of online payment was introduced after students from abroad and various states complained about difficulties faced for manual payment of fees. As a matter of fact, at that time, many students were not able to get their admissions due to the problems arising from payment required to be made across the counter.

y registering an FIR against industrialist Kumar Mangalam Birla and former coal secretary PC Parakh on charges of criminal conspiracy and misuse of official position over alleged irregularities in the allocation of coal blocks, the Central Bureau of Investigation (CBI) has stirred a hornet’s nest. It has not only antagonized and alarmed India Inc, but also marred business sentiment in the country at a time when the overall sentiments and the economy are at an all time low. The news not only had an impact on the share markets but also on the confidence of foreign investors doing business or wanting to invest in India. And in an irony of sorts, the CBI’s action comes at a time when Indian firms have been judged for the best performance among emerging market economies in terms of transparency in corporate reporting by the anti- corruption watchdog Transparency International. The CBI had booked Birla as a representative of the Aditya Birla Group and his company Hindalco, one of the biggest producers of primary aluminum in Asia, for alleged corruption in the allocation of the Talabira II coal blocks in Odisha which was allotted to it on November 10, 2005. The CBI may be doing its job in probing all the companies involved in the coal mining operation or allotment done during a period of 1993 to 2008. A Standing Committee report had suggested that allocation of all coal blocks between 1993 and 2008 was unlawful, seeking licenses of those mines where production hadn’t started to be cancelled, in effect indicting both the NDA and UPA regimes. But “Dragging a well-known industrialist into this will certainly be seen as a deterrent for investment,� said Chairman of the Godrej group, Adi Godrej in an interview on television. “Hindalco owns only 15 % of that company. It doesn’t control that company. And just because some coal block reserved for public sector is partially allocated to private sector, there’s nothing wrong with that. It was done by the government. The investigation agency has alleged that the block was allocated to Neyveli Lignite and Mahanadi Coalfields (both PSUs) in 2005 but sometime in the middle of the year Birla met Parakh after which the earlier decision of the screening committee was overturned and Hindalco was also accommodated along with the two. The CBI claims Hindalco did not meet the criteria for being awarded a mining lease, but the AV Birla Group, on its part, has strongly denied the charges stating that every process stipulated under the coal allocation policy

The Dollar came under pressure last week, along with European shares, as the U.S. budget deal gave way to worries over the economic impact of the government shutdown and

prospects of a re-run early next year. Also Chinese credit agency Dagong, downgraded the U.S. sovereign rating to A- from A with a negative outlook, driving further dollar losses, which helped Rupee to trade firm against the dollar. The trading range for the USD/INR pair for the week is expected to be within 60.00 to 63.00. It is recommended to be cautious and Buy USD/INR Futures on dips with the appropriate stop loss as Rupee is expected to depreciate against dollar. Pivot Point for the Pair is at 61.57. US politicians struck a last-minute debt deal but some damage to US activity had already been done. Combined with this year's sharp fiscal tightening and significant rise in bond yields, this could leave H2 growth clearly weaker than expected. With the end of the government shutdown in the US, the calendar will return to normal. The September employment report will be released next week. The data should not surprise much and we expect a decent report. Fed tapering is likely to be pushed into next year and our baseline scenario is now the 29 January meeting. A later

tapering is already pretty much priced in our view. The postponement of Fed tapering helps risk sentiment. The recovery of Chinese growth should also support risk assets - and Emerging Markets. The news coming out of Europe is still quite encouraging and we continue to see clear upside risk to euro area growth relative to the consensus expectations. We expect US bonds to continue to outperform Germany, as the euro area continues to recover while the US is stuck at a low growth track in the short term. In the Euro area a number of important soft data are due for release with PMIs as the most interesting - we expect further signs of a brighter economic outlook. We have revised our forecast for Q3 GDP growth in the UK upwards

to 0.7% q/q. Minutes from Bank of England's October meeting are due for release. Chinese flash HSBC manufacturing PMI is expected to have improved slightly. Japan's CPI figure might emphasize that it will be very difficult for Bank of Japan to reach its 2% inflation target. In the commodity sector, crude oil prices plummeted. The front-month WTI contract slumped to as low as 100.03, a level not seen since July, before ending the day at 100.67, down -1.58%. The Brent crude contract fell to a 6-day low of 108.71 before settling at 109.11, down -1.34%. A chunk of data release has been delayed due to the government shutdown since October 1. As the debt impasse ends, the BLS has announced that the September employment report will be released on October 22 and the October employment report will be released on November 8 (a week later than the original schedule). The EIA's oil report for the week ended October 11 would be released on October 21 while that for the week ended October 18 on October 23.

AMFI Extends Fee Waiver For New Distributors Till March 2014

utual fund industry body Amfi has decided to extend the fee waiver for new distributors from September 30, 2013, to March 31, 2014, with a view to attract more distributors. AMFI started issuing ARN free of cost to individuals and new cadre of distributors (for those who register for the first time) from February 2013 in a bid to expand the distribution force. Amfi had earlier decided to extend the fee waiver for new distributors from June 30 to September end this year. The fee waiver assumes significance at a time when the industry is struggling to attract distributors to sell MF products. At present, the number of independent financial advisors (IFAs) stands at about 49,000, while corporate distributors number about 6,000. In contrast, the insurance industry has about 2.5 million agents selling insurance products. As per information available on AMFI's website, around 1200 people have applied with AMFI for an ARN license till March 2013. Around 200 applications under the new cadre of distributor category were received till March 2013. However, industry officials are of the view that these numbers aren’t encouraging. The fee waiver is especially targeted at the ‘new cadre of distributors’ that was formed by Sebi in September last year. New cadre of distributors include intermediaries engaged in distribution of financial products e.g. insurance agent, FD agent, national savings scheme products, PPF, etc. registered with any other finan-

cial services regulator and business correspondents appointed by banks. The new category, which allows personnel such as postal agents and retired government officials to sell units of simple MF schemes, has got a lukewarm response, with just about 1,000 people signing up under this category in the last one year. As per rates put up on Amfi's website, individuals have to pay Rs 3,000 for the Amfi registration number (ARN), while the new cadre of distributors has to pay Rs 1,500 for the registration. This fee has been waived off till the end of March next year. For ARN renewal, individuals have to pay Rs 1,500, while the new cadre of distributors has to shell out Rs 750. ARN licenses are valid up to three years. MUTUAL FUND UPDATE

The IMF in its World Economic Outlook projected an average growth rate of about 3.75% in market prices for India in 2013-14, which is expected to pick up to 5.1% next year. India's GDP growth slowed to 5% in the year ended March from an average of 8% over the past decade. The World Bank: In April, the World Bank had projected India's GDP would grow at 6.1% in the current financial year and at 6.7% the following year. The World Bank has now slashed India's economic growth forecast for the current financial year to 4.7% It said the pace of economic activity in 2013-14 will be hampered by a weak outturn during the first quarter. In addition, two consecutive months (July-August) of negative business sentiment and higher interest rates may curb the potential for recovery in the second quarter of 201314 even after manufacturing output rebounded in July. Although output growth in the first quarter of the current fiscal year fell to 4.4%, growth is expected to rebound strongly in the second half of 2013-2014 with core inflation trending down, a bumper crop expected in agriculture and exports likely to benefit substantially from the rupee's depreciation A 5% increase in the area sown is expected to raise agricultural growth to

This will come as financial markets stabilize, exporters take advantage of improvements in external competitiveness following the depreciation in the rupee, the manufacturing sector recovery continues and delayed investment projects begin to come on stream. Pressure on inflation is likely to moderate, the World Bank said. The bank cut its projection for wholesale price index (WPI) inflation to 5.3% for the current financial year against its earlier forecast of 6.7%. The downward

Observation also brings out clear indications of non-verbal communication through gestures and postures which may help build appropriate sales, marketing and advertising approach. Thus, it becomes important to observe and notice customer behaviour for a more purposeful marketing exercise rather than let your gaze wander. Observation helps you focus and thus get closer to the customer in terms of satisfying his needs and wants. Market research agencies do a wonderful job by using listening and observation as important elements in their activity. If sales marketing and advertising communication people do the same, there is a greater chance of resources being well spent in marketing and a greater probability of results coming out of the plan speedily and effectively. his Government just doesn’t seem to learn or should I say 10, Janpath needs a crash course in governance. First it was the mishandling of 2G scam, then Vodafone retro tax amongst umpteen numbers of examples. In the last four years this government has shown incapability in correctly handling situations. The PM once acclaimed as a renowned economist and architect of liberalization has brought upon himself and the country a situation where while we are sitting on one of the world’s largest coal reserves, we continue to import coal at a time when the CAD needs to be sustainability under control and not temporarily under control. The same PM who liberalized the Indian economy in 1991, is now, a decade later taking it back to the license raj.He has overseen a government which is blatantly corrupt and what’s more he has allowed a systemic rot to set into decision making up to a point where decisions are just not being made even by him. Because he has allowed adhocism to prevail against his own better judgment, he is badly cornered. The end result is that the country is suffering. He is sending out all wrong signals not only to foreign investors, but to Indian Industry as well. Most major industry houses are investing their top dollars not in India but in other Asian countries, Africa, and some in UK, Europe and USA. This is already creating job losses in India. The latest fiasco is the CBI FIR against Kumar Mangalam Birla and former Coal Secretary Parakh; both upright and honest guys to the extent that the Indian system allows them to be honest. Now if the powers that be believe that Birla will take it lying down, they should think again. This will only turn into a proxy war between the government and industry in the courts and more importantly it will further discourage investment in the country. We had flourishing sectors at one time like the telecom, Aviation, Real Estate, Auto, etc. One by one all of them are coming down on their knees, thanks to adhocism, crony capitalism and corruption. The Apex Court is still unraveling the Nira Radia tapes which will reveal, if at all things are fully revealed to the nation at large, how deep the rot in the political system was and is even today. Not to say that there are no good guys in the governmen,t but they are few and their voices are being drowned. Industrial houses and foreign investors say that “let the Government make the policies it wants but policies should be consistent over 20 years. Also a framework needs to be evolved where witch hunting especially of industry to divert attention should be made difficult for politicians irrespective of the government of the day.”

Markets Flare On Positive Cues NSE India : CNX Nifty — Daily Market Report for: Monday (October 21, 2013) By Dominic Rebello

REVIEW OF THE PREVIOUS DAY:

The Nifty rose substantially on Friday (October 18, 2013) a net 143.50 points (2.37%) and closed at the 6189 point level. The market opened up with a gap at the 6070 points level and that level itself was the low of the session. It then rose steadily throughout the session and registered the day’s high at the 6201 points level at 3.06 p.m. It then declined and turned into a range bound movement until closing at the day. The Nifty remained above its previous close throughout the session, moved in a range of 131 points and closed above the psychologically important 6150 points level. Sentiment was extremely bullish as the Nifty closed at its highest level since November 11, 2010. Amongst the 50 Nifty stocks 49 were gainers, while just 1 stock closed in the red. All the sectoral indices closed in the green. Substantial buying was seen in banking, metal, capital goods and realty stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) increased 2.97%. This change is small and indicates a moderate participation by investors.

Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 824 were gainers, 553 were losers and 69 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-bought zone. The Slow K line in the Stochastic Oscillator is below the slow D line (negative if it continues).

RSI Indicator: The RSI is above the 60 level and is now rising (positive if it continues).

MACD Indicator: The MACD is above zero and is rising (positive if it continues). It is above its 9-day Average (positive).

ADX Indicator & DI Lines: The +DI line is above the –DI line and both lines are diverging (positive if it continues). The ADX is rising while the Market Index is rising, which indicates that the present up trend is increasing in strength.

On Japanese candlestick patterns the index has formed a long white body candle on higher volumes. In fact, yesterday's candle is almost like a white body Marubozu candle. (A White Marubozu forms when the open equals the low and the close equals the high). This is positive. Further, the index has crossed above a major resistance level at the 6123 points level. It has also risen above the 5 days moving average. The index is now above the 5, 15, 25 and 200 days moving averages and all the four averages are rising and also positively trended. Moreover, the velocity parameters too indicate strength. All these indicate a positive bias and the possibility of a further up move unfolding. Investors are advised to hold long positions.

CMP: Rs. 296 Target Rs. 332 Valuatio n: At the CMP, the company commands a market cap of roughly Rs.474 crores, the company is largely debt free and has Cash and Net current assets of roughly Rs.130 crores (as on March 2013). This makes the EV of the company as Rs.346.3 crores. With roughly Rs.4550 crores of Cash Flows a year currently, we believe the valuations at 7.5 times yearly cash flows is extremely reasonable and doesn’t take into account the potential of a significant production and cashflow ramp up which exists here. Even excluding the potential reserves from Indrora, Karjisan and Ognaj (not declared by the company so far) and not considering the gas reserves value (not available separately), the stock is very cheap compared to ONGC and Cairn (even accepting size difference). We feel investors could buy the stock at the CMP and on dips to Rs. 245-259 for a target of Rs. 332 in 3-4 quarters. If the company gets approval and starts ramping up production and discloses the balance reserves, the stock price has potential to rise even further towards Rs.431 and beyond over medium term.

NOMURA CALLS A ‘BUY’ ON HDFC BANK

CMP: Rs. 676 Target Rs. 750 Action: Reiterate Buy; TP trimmed to INR750: We continue to like HDFC Bank despite some moderation in its growth trajectory as we expect the bank to continue to deliver a superior RoE and earnings growth profile compared to its peers. Highlights from Q2FY14: growth moderation on cost pressures: HDFCB reported about 20bps sequential drop in NIMs- 12 bps on account of elevated costs on LAF/CRR; rest on adverse mix; while smaller floating book and retail pricing pressure restricted pas through. Owing to these, the bank moderated wholesale growth, while weak demand in auto and timing factor in mortgage buyout impacted retail growth. The bank expects some pullback on NIMs from strong FCNR inflows ($300m so far) and expects pickup in wholesale lending. The bank pro-actively booked INR1.35bn of MTM hit along with INR0.4bn of trading losses. On asset quality, the bank expects continued stress on CV/CE portfolio, although it maintained LLPs at 50bps and provision coverage at 74%. Valuation: HDFCB trades at 3.3x 1-yr fwd ABV. Our TP of INR 750, implies 3.8x 1-yr fwd ABV of INR197 for an adjusted RoE of 21.1%.

CMP: Rs. 651 Target Rs. 740 Bajaj Finserv reported consolidated revenue of Rs. 13086.10 mn in quarter ending September 30, 2013, as against of Rs. 10078.30 mn in the corresponding period of the previous year which represents growth of 29.84 percent y-o-y. Bajaj Finserv participates in the insurance business through - 74 percent holding in Bajaj Allianz Life Insurance Company Ltd. and Bajaj Allianz General Insurance Company Ltd. and in the lending business through - 61.99 percent holding in Bajaj Finance Ltd. During Q2 FY14, Bajaj Finance total income was increased by 31 percent to Rs. 9640 mn from Rs. 7370 mn in Q2 FY13. Deployments of Bajaj Finance increased by 20 percent to Rs. 51990 mn in Q2 FY14 v/s Rs. 43340 mn in Q2 FY13. Gross written premium of Bajaj Allianz General Insurance Company (BAGIC) increased by 17 percent to Rs.11430 mn against Rs. 9760 mn in Q2 FY13. Profit after tax of BAGIC was increased by 45 percent to Rs. 1130 mn in Q2 FY14 from Rs. 780 mn in Q2 FY13. New business premium of Bajaj Allianz Life Insurance Company (BALIC) of Rs. 6590 mn in Q2 FY14 against of Rs. 6510 mn in Q2 FY13. In a challenging economic environment of slow growth, high inflation and high interest rates, the Company has performed well. Over FY201215E, we expect the company to post a CAGR of 21 percent and 11 percent in its top-line and bottom-line respectively. A proposal in this regard was approved by the Cabinet Committee on Security headed by the Prime Minister in its recent meeting. The over 8,000-tonne warship was inducted in April last year at the Visakhapatnam-based Eastern Naval Command and renamed 'INS Chakra'. Under the project, India is planning to finance the construction of an old

Akula Class submarine 'Irbis' in Russia, which could not be completed during the 1990s due to the lack of funds after the break up of the erstwhile USSR. The two countries have been holding negotiations in this regard for quite some time and they were concluded recently. The construction of the submarine is expected to take at least three to four years. 7,000 homeless find place on voters’ list EW DELHI: Efforts by Election Commission to include citizens from the marginalised sections on electoral roll have started showing results, reports PTI. Beginning with a meagre figure of only 62 such voters on its list a year back, the EC has been able to enrol over 7,000 homeless people in the city so far. But senior EC officials said their job did not end with just getting the voters enrolled, as they would now have to ensure that those people actually exercise their franchise. "Homeless people have been a thrust area for us. When we started, we had just 62 people on the electoral rolls. "We started a big drive and, with the collaboration of NGOs, have been able to enrol more than 7,000 homeless so far... Our drive will continue in the coming days," said Delhi's Chief Electoral Officer, Vijay Dev. "We want to ensure that through our motivational

measures, all of them (homeless voters) come and vote this time as their participation would make our democracy stronger," Dev added. The senior official put the number of homeless in Delhi at over 25,000. Field surveys are being conducted for enrolling more homeless people on the voter's list, he added. "In fact, we have collaborated with former chief election commissioner S Y Quraishi, who works for the homeless, organising camps and shelters," he said. EC guidelines say that a booth level officer will visit the spot where a homeless person states he resides on three occasions; if the person is found there, then it becomes his/ her address, be it under a flyover or any spot in the city. However, when it comes to enrolling transgenders, or ‘others’ as they are referred to on electoral rolls, EC has not been able to achieve much success. So far, just a little over 550 of these voters have been

mentioned on electoral rolls. According to EC officials, there are many "practical problems" confronting them. "There is a problem that many of them do not want to get themselves identified or register as either male or female. "We cannot sit in judgement (on the issue) and gender is mentioned on the basis of their self-declaration," said a senior official. Another difficulty arises when a person, who was previously registered as either male or female, comes to us with a request to change the gender as mentioned on the electoral roll, the official said. Officials added that although the number of voters registered in the "others" category was few, many of these voters might be on the rolls as either male or female. EC was ready to organise a camp at any place where a group of transgender persons are interested to get themselves enrolled, Dev said.

EW DELHI: Accusing Congress of failure on all fronts, some former associates of ailing socialist leader George Fernandes are working towards building an alliance of BJP and other non-Congress parties. Shambhu Shrivastava, a former JD(U) leader, said political activists and leaders committed to the socialist ideals of Fernandes will come together under the banner of Samata Manch, which was launched recently, to re-emphasise the "historic significance of non-Congressism in the contemporary context". About 300 delegates, including a number of erstwhile Samata Party leaders, are expected to participate at

a convention here on October 23 on "Current National Scenario and Alternative", Shrivastava, the manch's convener, said. Former BJP president Nitin Gadkari will be the guest of honour on the occasion, he said. Among the other Manch leaders to address the gathering are former MP Brahmanand Mandal, former Manipur Chief Minister R B Koijam, former Madhya Pradesh chief of Samata Party Ram Babu Aggarwal, socialist thinker K K Tripathi and former Gujarat minister Parvin Singh Jadeja. Suspended JD(U) MP Jai Narayan Nishad, who has supported Narendra Modi's

prime ministerial bid, will also be present, he said. "This national convention will consider a resolution on crisis of confidence engulfing India and detailing Congress' failures on economic and foreign policy front as well as ruling party's continuing attack on democratic institutions and constitutional bodies like CAG and JPC, devaluation of the PM's office apart from politicisation of IB and misuse of CBI," Shrivastava said. It will draw up a road map for broad mobilisation of all non-Congress forces including BJP, regional leaders and socialists to take the country out of the present crisis and mess, he said. PTI

India scores high on RTI framework list I

ndia shared the second position with Slovenia, in the list of 95 countries after scoring high on legal framework of the Right to Information (RTI). The list also included countries like US and UK. Incidentally, Siberia topped the list prepared by the Centre for Law and Democracy, an international human rights organisation based in Halifax, Canada. While this may provide a huge fillip to the sagging image of the UPA-led government as they were the ones who introduced the RTI Act in the country in 2005, it doesn’t look as if the criticism the Centre has been receiving will end anytime soon. The brouhaha surrounding the amendment of the RTI Act the Centre has been trying to push hard, will not be forgotten so easily. A few months back, the UPA with a majority of other political parties decided to introduce an amendment to the RTI Act keeping political parties out of its ambit. The amendment, which threatens to quash the very basis of the Act, has already been introduced in the Parliament. When introduced, the Bill received flak from all - from the common and RTI activists alike leading to a public outcry forcing the government to hold back the bill. Currently the Bill is lying with the Standing Committee of the Parliament awaiting public consultation on the matter. The report ranking India in second position came out just before the eighth anniversary of the RTI Act which started out in October 2013. Incidentally, it is mostly developing countries that have bagged top spots in the ranking, prepared by CLD which was formed in 2010. The list ranks UK at the 25th position while the US was

placed on the 42nd place in the list. “National legal frameworks for RTI in countries around the world are constantly changing. As a result of these changes and as a result of our constant and on-going process of monitoring and expert review, several countries have seen their scores rise or fall in the months since the RTI Rating was first launched. This is expected to be an on-going phenomenon,” read the press release by CLD. Criteria on basis of which these rankings were awarded included right of access, scope, requesting procedure, exceptions and refusals, appeals, sanctions and protections and promotional results. While Serbia scored 135 points India and Slovenia bagged 130 points each. But, with the insistence of the government and all other political parties to make amendments in the RTI Act and other changes that the government or the judiciary system had tried to introduce in the RTI Act seems like a step towards curbing the democracy that we so proudly boast about. Last year, in September, the Supreme Court had tried to change the method by which Centre and State Information Commissions are appointed. Among many things, the Supreme Court had ruled that all Commissions must henceforth work in benches of two members each, one of whom will be a “judicial member” defined as a person “having a degree in law, having a judicially trained mind and experience in performing judicial functions.” The Chief Information Commissioner at the Centre must necessarily be a person “who is or has been the Chief Justice of a High Court or a judge of the Supreme Court.” And that the judicial members “shall be” appointed in “consultation with the Chief Justice of India and the Chief Justices of the High Courts of the respective States.” Earlier this year, when the Chief Information Commission had suggested that since the six major political parties of the country are substantially funded by the public fund, it makes the political parties public authority under the Right to Information Act 2005, Section 2(h)(d)(ii). The Act states that any non-government organisation substantially financed, directly or indirectly by funds provided by the appropriate government is a public authority. But to fight against this ruling by the CIC, most political parties got together and decided on the Amendment. Now the amendment bill is pending before the Standing Committee of the Parliament. Last year, the Maharashtra government had made an amendment in the RTI Act limiting the number of words used by a person to ask questions through an RTI application. In a somewhat similar fashion, just earlier this month, Goa Chief Minister Manohar Parrikar had a government circular issued asking

Just getting a good rank in a report doesn’t mean our legal framework is ‘up to the mark.’ India still has a lot of work to do all Right to Information applicants to mandatorily attach a copy of the affidavit swearing that the applicant is an Indian national. The move which was termed as ‘draconian’ received flak from the general public who felt that the government is trying to dissuade people from filing RTI applications. Reportedly, the circular was sent to all public information officers (PIOs) in the state. But after protests from the public, Parrikar withdrew the circular asking people filing RTI application from submitting notarised affidavit to swear on about them being Indian Nationals. “Any document like an election ID card,

which can prove your nationality can be attached if the PIO (public information officer) asks for it… The officer while listening to me only used the last paragraph about the affidavit and issued the circular,” Parrikar told a section of media while correcting his stand on the issue. It’s not like the information that is being asked by the common man through RTI applications is attended to within a months’ time as the Act suggests. Pendency of appeals and complaints at the Central Information Commission itself stands at over 19,000. Reportedly, more than 50,000 complaints and appeals are still

pending with the Maharashtra Information Commission. Madhya Pradesh Information Commission has not settled even a single case in the past one year. And if that wasn’t bad enough, the state doesn’t even have a commissioner. So, with the problems and hurdles already working against the RTI Act, we don’t really need our political leaders and minsters quashing the whole spirit of RTI Act for their own personal benefits. Just getting a good rank in a report doesn’t mean our legal framework is ‘up to the mark.’ India still has a lot of work to do and a whole lot more to achieve. (With inputs from Prerna Pandey)

on the advice of the National Security Advisor and orders from the Defence Minister, set up a unit in the Indian Army called the Technical Services Division (TSD) styled on the lines of the Research and Analysis Wing (RAW). The TSD’s task was the borders of Pakistan, Nepal and Bangladesh as well as our jawans should not be the direct targets of our neighboring countries or of terrorists. The division however, did not have orders to enter another country and take action. Its responsibility was that if any harmful activity such as infiltration was taking place at or around our border areas, they should be stopped. with army rule for which he had given orders for two units to march towards Delhi. This is the outrageous story of the despicable nexus between arms dealers, intelligence agencies in China and Pakistan, and a newspaper which at some period of time was at the top of Indian journalism – a story that has now shamed Indian journalism. Almost all journalists believe that this report is incorrect, but cannot muster up the courage to fiercely oppose the wrong reporting by this newspaper. It is a matter of regret that the report is not about corruption in the Indian Army. This newspaper has not published a report taking up internal events in the army. It is not a story about a conflict of personalities. This report is a disclosure of the procedures adopted to protect the security of fearless Indian Army officers and soldiers. It is a part of a conspiracy to kill officers and soldiers of the Indian Army. Therefore, we strongly oppose this report in Shri Ramnath Goenka’s heir – Vivek Goenka’s – newspaper and we see it as the blackest report in Indian journalism. If one wants to see how a person in becoming a hero of journalism is converted into the category of a hero of crime and how his personality gets transformed into that of a shameless person who supports corruption, then it can be seen by reading the English newspaper being run under the leadership of Ramnath Goenka’s heir, Vivek Goenka. This newspaper does not report against corruption but reports in favour of those who are corrupt. This newspaper describes those who fight corruption as ‘confused’ and makes a hero out of those who are corrupt. If you want to find a report in this newspaper against corruption, you will have to work hard to find it. But against those who are fighting corruption or raising their voice against it, this newspaper seems to be flexing its muscles. This is the dirtiest face of Indian journalism.

OHALI: Ishant Sharma bore the brunt of James Faulkner's conscious decision to go after seamers in the third ODI and the game-changing Australian all-rounder offered his sympathies to the Indian spearhead, saying that every bowler has days when he ends up looking "silly out there". Faulkner's 29-ball 64 turned the match on its head Saturday night as Australia chased down 304 with three balls and four wickets to spare. Faulkner particularly targetted Ishant in the 48th over, plundering 30 runs off it which changed the course of the game. Faulkner hit a boundary followed by two huge sixes, then stole a double and to add insult to the injury, once again dispatched Ishant's last two balls for the maximum in that over. Later, he sympathised with Ishant, saying this can happen to any good bowler. "There is always pressure to bowl at that stage. OHALI: Despite some dismal performances by a few players, India skipper Mahendra Singh Dhoni came out strongly in their support, saying that frequent changes might hamper the team in the long run. "It will be unfair that all of a sudden when you lose one or two matches and you want playing eleven bowler to be removed and thrown out of the team by saying he is not good," said Dhoni at the post-match press conference here last night. "It's very important to persist with them, to give them experience because they are the part of the side. They are the most talented people and let's back them," he added. Dhoni defended his decision to entrust struggling pacer Ishant Sharma to bowl the 48th over, which yielded 30 runs to hand the third ODI to Australia from a winning position. MOHALI: Pacer Ishant Sharma retained his place despite his struggle for form as India today named an unchanged squad, which played in the first three ODIs, for the remaining four games in the seven-match series against Australia. Under-fire Ishant had a forgettable outing in the third ODI here last night as he gave away 30 runs in one over to tilt the match in Australia's favour, but he still figured in the 15-member squad named by the selectors. Captain Mehandra Singh Dhoni had, however, hinted that Ishant could retain his place when he said he would like to give struggling players a longer rope. Not only Ishant, who has conceded 189 runs for two wickets in the three matches for an economy rate of 7.87, the other two pacers -- Bhuvneshwar Kumar and R Vinay Kumar -- have also been found wanting, especially in the death overs. Though Bhuvneshwar's economy rate of 5.37 is the best among the three pacers, he has taken just one wicket in the three matches while conceding 145 runs. Vinay Kumar has taken five wickets but has given away 191 runs for an economy rate of 7.20. The other pace options in the squad are Mohammed Shami and Jaydev Unadkat, both of whom have not been given a chance in the series yet.

EW DELHI: Two years after breaking their highly successful pairing, Indian tennis star Rohan Bopanna and Pakistan's Aisam-ulHaq Qureshi have decided to reunite for the 2014 season. The two last played together in the ATP World Tour Final in London in 2011 and have joined forces for a second stint with the aim of repeating and furthering their past exploits. The duo split in 2011 after the World Tour final in London when Bopanna decided to partner Mahesh Bhupathi due his debut appearance for the 2012 London Olympics. Speaking on renewing his partnership with Aisam, an excited Rohan said, "It's always a delight to partner with an old friend and specially someone with whom I have a great understanding with, on and off the court." "I've always felt that we have a complementary playing style and the experience that we have playing with each other is an added advantage." Bopanna has had quite an eventful year, reaching a career high of third in the ATP Rankings in July post his successful stint at Wimbledon, making a semi-final appearance for the first time with Edouard Roger-Vasselin. Bopanna is currently ranked fifth in the ATP World Rankings.

In the summit clash, Dipika held her nerves in the crucial moments to register a 12-10, 511, 11-7, 11-9 win over Rachael in a 42-minute contest. UMBAI: With the social media platform getting hugely popular and in order to widen their reach and popularize school sports, the Mumbai School Sports Association will be issuing regular updates and pictures on these two platforms so that students and their schools will be encouraged to participate in MSSA events. “Today most of the children are using Facebook and twitter to socialize. So we thought it’s the best way to get them to discuss about the games they played at MSSA,” said Father Jude, MSSA president. Earlier students used to wait for day’s newspaper, but this MSSA initiative will allow them to see videos after the matches they have played and also help them analyse their match performance. “We will be uploading daily match pictures, videos and also update the pages on forthcoming events. I shall also like to take this opportunity to interact with the children through twitter and would love to know about their experience playing at MSSA, also we would want to get feedback from them,” he added.

Umpires Sanjay Hazare and Suresh Shastri inspected the ground this morning and decided that it was too sluggish to conduct the proceedings. Umpires will decide the use of reserve day based on the conditions today with play scheduled to start 15 minutes early if weather permits. HIL increases salary cap of each franchise by USD 75,000

NEW DELHI: Hockey India League has decided to raise the franchisees' salary cap for the second season of the Hero HIL, scheduled to be held from from January 23 to February 23, by USD 75,000 (Rs 46 Lakh). Hockey India (HI) Secretary General and HIL chairman, Narinder Batra said the Executive Board accepted the request of the franchisees to raise the cap. "After the enormous success of inaugural Hero HIL, our franchise partners requested for an increase in the salary cap," said Batra. The salary cap in the inaugural season was USD 650,000(Rs 3.96 crore) which is now increased to USD 725,000 (Rs 4.42 crore).
