Lahane for having allegedly made a casteist remark against one of the sweepers in the hospital, the Bombay High Court, on Monday, granted him protection from arrest till February 20. An FIR was registered against Lahane last Friday under the stringent Atrocities Act and Section 506 (criminal intimidation) of the IPC after Narayan Waghela, 35, a contract sweeper, accused the Padmashri award recipient, of passing a casteist remark. In his complaint, Waghela said Lahane also abused and threatened him. According to Waghela, the incident occurred while he was among the contract sweepers, who were voicing their protest over not being given permanent jobs. “At around 8.30 am on Friday, when Dr. Lahane saw

fter the shocking accident at Adlabs Imagica, schools have already started ensuring the safety of their students during picnics. However, it has been found that many schools have not been following the norms for picnics as per the Government Resolution (GR) – like getting the required permission and following safety measures. As per a GR declared by the state education department, schools have to inform and seek permission from the education department for picnics which they organise for their students and also inform about the safety measures adopted by them in this regard. Uday Nare, senior teacher and tour coordinator of Hansraj Morarji Public School said: “As per the GR, schools must seek the permission and inform the education inspector about the venue of the picnic and measures that have been taken for the safety of students. It is mandatory to submit a letter with the said information. Most of the schools do not follow the safety norms, thus putting the students' well-being at a risk." The forms printed for picnics/ tours by the schools have an undertaking and declaration which has to be signed by the parents. This declaration states that the school will not be held responsible for any mishap or accident which may occur to a student. Speaking to the ADC, Prakash Charate, Education Inspector said: “As per the GR and rules, schools should seek permission to conduct picnics. The safety measures taken by the school during the picnics is the most important aspect. The department will take strict action against those schools which do not adhere to the norms as prescribed by the education department.

n an apparent act of cruelty against their own pets, two dogs and a turtle were rescued from a flat in the Moregaon area of Nalasopara (East) on Monday after the owners -- a couple allegedly left them to escape the wrath of their creditors whom they had cheated under the pretext of bogus investment schemes. According to the police the couple identified as -- Vijay and Priya Pandagle, who resided in Matoshri Apartments in the Moregaon area of Nalasopara, had allegedly fled after duping several people under the pretext of giving high returns on small savings scheme. The couple left behind their two pet dogs – Tyson, a 30-month-old German Shepherd and Gauri, a 18month-old Labrador and a rare turtle. Residents of the building informed the local fire brigade personnel and activists of an NGO working towards welfare of animals following which the pets were rescued. The pets will be sent to the Society for Prevention of Cruelty to Animals (SPCA), Thane.

inister for Home R.R. Patil yesterday, rubbished talks of favoritism in the selection of the new Mumbai Police Commissioner. Speaking to news persons here, he remarked that those who do not have knowledge of the police administration are raking up irrelevant issues. As per procedure, the candidate for the post of Police Commissioner is selected amongst officers holding the post of Additional Director General. He added that the Police Estabilishment Board (PEB) had recommended the names of Vijay Kamble, Sudhir Mathur and Rakesh Maria for the post of Mumbai CP. The government can always deliberate on the fourth candidate. Patil added that in 97 per cent of the cases in the past, officers other than those in the seniority list have been considered. He rubbished the talk of caste divisions in the police force, arguing that there was no place for such things in the force. Patil stated that considering all aspects, the government decision was right. The more important thing while deciding the appointment, was the security of Mumbai.

Debunking unwarranted rumours: Minister for Home, R.R. Patil. He denied that it was wrong to say that there was a delay on the part of the government while selecting the Mumbai CP. The Home Minister stated that the government had followed the procedure in the context of the Supreme Court order that called for the setting up of the PEB. He accused the government of being casteist while sidelining the

Stating that while he was not against Maria's appointment, he added that the NCP had threatened to pull out of the alliance, if Maria was not made Mumbai CP.

ormer Joint Commissioner of Police (Crime) Himanshu Roy, who is now chief of the Maharashtra Anti Terrorism Squad, wants more Muslim cops in the ATS to help with investigations. Talking to the media Roy said, "Hardly one or two per cent of the officers in the ATS are Muslims. We want more from the community to join us because an increasing amount of paper work and documents are in Urdu. It is also necessary for us to enhance our conversation with the community, because we want to seal the gap between the minorities and the ATS. We have therefore decided that we will interact with them once a month.” Roy took charge of the ATS on Monday, and will occupy his office at the ATS headquarters in Nagpada from Tuesday. lmost three weeks after a builder was arrested for duping seven people by selling off their flats to others buyers, the Sessions Court on Monday allowed an intervention application filed by a original complainant opposing the bail application filed by the builder. The next hearing is scheduled for February 21. It may be recalled that last month, the EOW had arrested builder Nitin Mehta for allegedly cheating people by falsely selling off 19 flats which had already been sold earlier to the seven complainants. Mehta was the first person to be arrested in the

cheating case is in judicial custody at present and no bail has been granted. The EOW would seek further custody of the accused depending on the evidence they would gather. The victims had approached the EOW and on July 31, 2013, a case of cheating and criminal breach of trust was lodged against Mehta and the concerned people who cheated the victims. The total cost of the 19 flats sold to the seven people was approximately Rs.1.50 crore. Mehta was arrested under section 406 (Punishment for criminal breach of trust), 420 (Cheating) and 34 of IPC. According to the com-

plainant Dinesh Mirani, who filed the intervention application opposing the builder's bail on Monday said, “In 1995, the accused had cheated seven people by giving them allotment letters of 19 flats. In return, Mehta had taken almost 75 per cent to 80 per cent cost of the flat from the victims, said the investigators. However, for more than a decade, the accused did not hand over the flats to the victims, added police. Moreover, the flats which were sold to the victims, were then sold to others for a second time.” Advocate Mohan P. Tekavde, lawyer presenting Mirani in the case said, “We are opposing the bail as the

accused has cheated us and earned double the amount of money or more by selling one flat to two or more buyers. In doing this, the accused also violated the Maharashtra Ownership of Flats (MOF) Act, in which the builder or the developer has to give the possession of the flat within the mentioned time given in the allotment letter or the agreement. In 1995, Mehta, builder/developer of Anamika Real Turf Pvt Ltd, started the construction of a building on private land in Borivali (E). "I was reluctant to fight a poll earlier because of my small kids but when AAP leader Arvind Kejriwal gave away his chair of Delhi CM to fight corruption in the country, how can I sit back home?

ira Bhayandar Municipal Commissioner Suresh Kakani on Monday presented a draft budget of more than Rs 1,100 crore to standing committee chairman Sharad Patil for the fiscal year, 2014-2015. Even as no tax hike has been proposed in the 23.95 lakh surplus budget, the total anticipated revenue stands at Rs 11281.73 crore, while the expected expenditure is around Rs.11257.38 crore. Even as the actual revenue generation stands at Rs.358.40 crore, funds procured under the Jawaharlal Nehru Urban Renewal Mission (JNNURM) projects, grants from MMRDA and other loans availed by the MBMC occupy a lion’s share in the draft budget. However residents can heave a sigh of relief as the civic administration has not proposed any hike in taxes this year. The civic administration has proposed to spend Rs 231 crore for providing affordable houses to slum dwellers under the BSUP project, Rs 191 crore for underground sewerage system, Rs. 85 crore for integrated storm water drainage under the Ekatimik Nala Prakalp, Rs. 50 crore to augment water supply. The MBMC has anticipated an upward rise of Rs 100 crore in its revenue which includes- Rs 70 Crore from Property Tax, Rs. 20 crore from Vacant Land Tax, Rs 140 crore from Local Body Tax, Rs34 crore from Water Supply. While Rs 2.5 crore has been set aside for projects aimed at making women self reliant, the MBMC has also made a budgetary allocation of Rs 85 lakh for the differently-abled and Rs 15.64 to maintain ecological balance by planting mangroves and launching an elaborate tree plantation drive in the twin-city.

he Brihanmumbai Municipal Corporation (BMC) is all set to launch a mobile app wherein people can send their complaints, make bill payments and make inquiries regarding any BMC department all via text messages (SMS), which will spare them the long queues. Additional Municipal Commissioner S.V.R. Srinivas said, “An application will be available in six months on the website from where people can download it on their Android phones and then select the respective department of the civic body to send an SMS to the concerned number”.

The IT department of the civic body had three meetings with CEDAC, the software company, to understand the applications available on their website. However, no call has been taken so far regarding finalising CEDAC's application. Srinivas added, “Other software companies and vendors who want to sell their softwares are also welcome. We will study and analyse the software and the service level among the departments and then take a call and make it available for the public”. HE interim budget which Finance Minister Chidambaram presented to Parliament yesterday appears to have given a chance to him to dwell on the activities of the UPA government during the last ten years. A large portion of the budget focused on the exercises of the government to keep inflation under control and ensuring economic growth. As many as 100 million jobs have been created, food inflation brought down to 6.2 per cent, progress has been achieved in agriculture industry, there has been a huge increase in grain production, power generation has increased – nuclear, solar and hydro power. Over Rs.one lakh crore food subsidy is being provided. As many as 140 million people have been 'lifted from poverty.' He has not revealed how he arrived at the figure. He has set aside Rs.35,000 crore more for food subsidy but this will be rolled over to next year. The manufacturing scenario, he admitted, was weak, but three manufacturing sectors will be set up. In the interim budget a sum of Rs.1,000 crore has been provided for protection of women. Chances are a good deal of this money will be misused and instead of women in distress, babus and middlemen will be protected. Funds provided for defence has gone up by ten per cent and this was perhaps unavoidable. A good decision by the finance ministry is, “one rank on pension.” Some reduction in the indirect taxes is not likely to be fully appreciable relief. The excise cut on capital goods and consumer durables is two per cent, excise duties on bikes down to 8 per cent. Duty cut on import of SUVs and other 4-wheelers is likely to bring down their cost. The cost of mobile phones is also expected to come down following some duty relief. The finance minister points out with satisfaction that India's economy ranks the 11th largest in the world. The government's effort is to move forward and gain the third rank. Among the currencies of the world, the least affected, he said, was the rupee. The plan expenditure in the budget is Rs.5,55,332 crore and the finance minister has made an effort – though not quite convincingly – to cover various items of growth and survival. Expectedly, there is no burden of any kind to the voters who will be participating in the Lok Sabha election a few weeks hence.

IFTEEN years ago in February 1999, Atal Behari Vajpayee, the then Prime Minister, took a bus to Lahore to normalise relations with Pakistan. Nawaz Sharif was Pakistan's Prime Minister. They jointly issued the Lahore Declaration which adumbrated several steps to overcome the differences that had yawned the distance between the two countries. I was one of those who rode the bus. It was an exhilarating experience, pregnant with optimism. At least, I felt that the journey of a few kilometers from Attari to Wagah border would not be a long travel to bring New Delhi and Islamabad nearer. Unfortunately, this did not happen not because the Prime Ministers of the two countries differed but because the military in Pakistan was against the rapprochement. It was apparent when the three service chiefs of Pakistan refused to salute the Indian Prime Minister. General Pervez Musharraf, then the army chief, had different ideas. His subsequent coup to oust the elected Prime Minister bared his ambitions.

There was the usual guard of honour, a large contingent of policemen on the other side. The guard of honour is a beaten path, covered again and again even after 66 years after the British rule. The mood of abandon on the Indian side changed into somberness. Pakistan Rangers stood rows upon rows, to attention. There was silence and the air was heavy. THE appointment of Rakesh Maria, as Commissioner of Police (Mumbai), is laudable and worthy of all praise. He was the right recipient to occupy this coveted post. An honest, no-nonsense, firebrand and down-to-earth natured Maria is a blessing for Mumbai. One can aptly say that Mumbai’s crime rate will fall drastically. Maria has made a name and mark in the annals of our Indian history by busting the racket of terrorist groups including the Indian Mujahideen at the cost of his life. He is non-corrupt and a law imbibing citizen friendly IPS officer. He has braved many dire situations, whatever came in his way. He has worked strenuously to keep Mumbai and the country safe. As seen, some IAS and IPS officers are the pride of Page 3. But where Maria is concerned, I don’t think he even has extra time to share with his family. Sometimes it annoys me watching his long working hours which one will assume that he is married to his job.

EW DELHI: The education sector has got about nine per cent hike in the Interim Budget presented on Monday by Finance Minister P Chidambaram, who also proposed a moratorium on repayment of education loans, benefiting nine lakh students. The minister proposed a plan outlay of Rs 67,398 crore for the sector, out of which the higher education sector has been allocated Rs 16,200 crore and the school education department Rs 51,198 crore. The hike proposed is 8.96 per cent compared to the revised estimate of Rs 61,857 crore in 2013-14. With elections round the corner, Chidambaram sought to reach out to the students who have taken education loans to fund their studies, proposing a moratorium for all loans taken up to March 31, 2009 and outstanding ones up to December 31, 2013. "It is estimated that nearly nine lakh student borrowers will benefit to the tune of approximately Rs 2,600 crore. I intend to provide the funds in the current financial year itself and Rs 2,600 crore will be transferred to the Canara Bank, which is the designated Central Scheme for Interest Subsidy (CSIS) banker," he said. In 2009-10, the then Finance Minister Pranab Mukherjee had introduced CSIS in respect of education loans disbursed after April 1, 2009 under which the government took over the burden of interest for the duration of the period of study and a little more. The scheme brought cheers to the students and their families. "However, I have noticed a sense of discrimination among students who had borrowed before March 31, 2009 and straggled to pay interest during the period of study and continued to service the loans afterwards. I think they deserve some relief," he said while announcing the moratorium. As of December 2013, public sector banks had 25,70,254 student loan account and the amount outstanding was Rs 57,700 crore. State Bank of India, which has over Rs 9,000 crore in its education loan book, on Monday said the four-year moratorium on education loans announced in the Interim Budget will help banks regularise their loan accounts. "The Finance Minister's announcement augurs well for banks to regularise educational loan accounts which went irregular due to loss of growth momentum in the economy and decline in job opportunities," SBI Chief Economic Adviser Soumya Kanti Ghosh told PTI. Consulting firm Deloitte India said the moratorium on education loans taken up to March 2009 and outstanding as of end December 2013 will help a lot of students in realising their dreams for higher education. onkan Kala Akadami, a theatre group, staged back-toback 12 shows of a Marathi play over the last two days in Thane. The shows of the play 'Dwandwa' (duel), staged by the same set of actors, went on for 40 hours at the Kashinath Ghanekar auditorium in Thane. They had been organised by the Ananda Vishwa Gurukul, a local NGO, reports PTI. The shows started on Saturday morning and ended last night. The play has been written by Pradip Dhawal and directed by Rajan Bane. Last year, the group had staged 11 non-stop shows of another play. According to the organisers, the existing world record involved back-to-back performances for 40 hours, but by more than one sets of actors, while in the present case, same cast performed for 40 hours non-stop, which could be a new world record. The organisers donated Rs 15 lakh, raised by making appeal to the people, for a hospital project at Lok Biradari at Hemalkasa run by the family of the late social worker Baba Amte.

f you recognise the line in the title, you know who we are referring to. 18th century French queen, Marie Antoinette, is most famously remembered for uttering that line, for her extravagant life and, of course, for her somewhat questionable eating habits. The Kirsten Dunst movie based on the life of the queen only served to refresh our memory about her tiny waist and of course, her habit for indulging her sweet tooth the minute she woke up in the morning. And now, fashion writer Karen Wheeler is claiming that following the queen's diet can actually help you stay as slim and trim as she was! She released a book called The Marie Antoinette Diet: Eat Cake and Still Lose Weight, detailing how the queen ate chocolates and pastry for breakfast along with some rich dishes and then stayed really light for the rest of the day, although she definitely didn't go hungry. The book may sound like a load of nonsense, but it refers to notes by her first-lady-in-waiting, Madame Campan, from her memoirs of the queens diet and fashionably slim figure. Of course, the French have always been known to stay thin despite their fondness for fondants, macarons, jellies and pastry.

cake for tea or after a meal, indulging your sweet tooth in the morning can actually help control your cravings for them later on. You also have to supplement this with a light lunch (but one packed with nutrients of course) and a barelythere dinner. Apparently, Marie Antoinette's dinner included nothing but broth. The claims in the book are supported by Dr. Mabel Blades,an English nutritionist and they seem too good to be true! The author actually tried the diet too and claimed to have lost quite a bit of weight while she was on it. It focuses on the claim that eating high calorie foods early, means your body has enough time to digest them and you have the rest of the day to burn them off. And she's not the only one talking about it! There was also a study done by Tel Aviv University which found that people who were allowed sweet treats actually lost more weight than those who had to cut them out of their diet completely. Those who avoided sweets were less satisfied which meant that they didn't stick to their diets for too long.

the seCret Of course, you can't expect to gorge on royal sized portions and then complain about your expanding waistline. As with all things French, portion control is incredibly important. If you get to the root of the matter you'll see that what Karen is suggesting is simply a balanced diet, where you indulge in slightly

unhealthier foods early rather than later on, which is why a low-calorie soup at the end of the day is such an important component of it.

the BottoM line Do we agree with having your cake and eating it too? Well, sort of. A balanced diet is always a good thing, especially if you supplement your morning pastry (just a slice!) with some nuts, fruits and yogurt. If your lunch is light and filled with protein and your dinner includes a soup and salad — it's a healthy diet with a little indulgence that you have the chance to work off during the day. Karen says that the soup actually keeps you full for longer, which cuts out midnight cravings. But, cake still has a lot of calories, tons of sugar and no matter when you eat it, it's still going in your body! It can also end up making you sluggish and grumpy through the day instead of active and productive like a good breakfast would. But, there's nothing wrong with a piece of cake, so there's no real harm trying this out — just don't replace your breakfast completely with it. Before you get all excited about waking up to the sweet smell of cake, consult a dietician to see whether it will work for you. Whether it’s to wash down a burger or as a mixer, cola is tempting but very bad for you. To help you kick the habit for good, we tell you what really happens to your body when you open a can.

10 minutes After you have finished a can of cola, your system is loaded with 10tsp of sugar. You don’t immediately feel sick with all the sweetness because the phosphoric acid cuts the flavour.

20 minutes Thanks to all the sugar, your blood sugar levels shoot up. This causes an insulin burst. Your liver in turn responds to this by converting the sugar into fat.

imply put, depression is a feeling of sadness or dejection. It involves a heightened lack of interest. People suffering from depression lose interest in dayto-day life, are easily upset and in some cases, even turn suicidal. A study says that women are 70% more likely than men to experience depression during their lifetime.

SymptomS Before we get to Deep Brain Stimulation Treatment (DBS), here are the most commonly recorded symptoms of clinical depression. If you find that you, or someone you care about is suffering from these symptoms, seek medical help. According to the National Institute of Mental Health, a significant percentage of people with depression never seek medical help. l Feeling sad, unhappy and empty. l Constantly feeling restless. l Turning into a complete pessimist. l Lack of interest in anything. l Loss of weight. l Disturbed sleeping patterns. l Drastic loss/ increase in appetite. l Feeling constantly fatigued. l Suicidal tendencies.

Deep Brain Stimulation Affecting almost 350 million people worldwide, depression is an increasingly

common mental health issue, affecting youth more than before. Currently, it is estimated that one million deaths every year occur due to untreated depression and around 36% of India's population suffers from Major Depressive Episodes. For patients who do not respond to either medication or therapy, DBS offers a way out. The surgery involves stimulating certain regions of the brain. This is done by inserting a device into the skull to target specific symptoms. The electrodes or leads are placed in the skull and connected to a device similar to a pacemaker, known as an impulse generator (IPG), which is implanted under the collarbone. The device sends pulses targeting certain areas of the brain. As days go by, the effect of the stimulation via the pulses builds up and improves the patient’s mood. According to a study published in the journal Neurosurgical Focus in 2008, surgical intervention for treatment-resistant depression, in the form of DBS is emerging as a viable treatment alternative. “Certain biochemical disturbances in brain chemicals called neurotransmitters are primarily responsible for major depressive disorder (MDD). Sometimes, as in case of severe depression, these neurotransmitters can't be managed with drugs and conventional therapies. In such conditions DBS is nothing short of miraculous,” explains Dr. Paresh Doshi, Director of Functional Neurosurgery, Jaslok Hospital.

EW DELHI: Central rule was on Monday imposed in Delhi and the Legislative Assembly kept in suspended animation after President Pranab Mukherjee accepted the resignation of Chief Minister Arvind Kejriwal. Making a suo moto statement in both Houses of Parliament, Home Minister Sushilkumar Shinde said following a factual report sent by Lieutenant Governor Najeeb Jung, the Union Cabinet had recommended imposition of President's Rule in Delhi, reports PTI. "The Hon'ble President has accepted the resignation of Arvind

Kejriwal, Chief Minister of the GNCT of Delhi and his Council of Ministers and also approved the imposition of President's Rule while keeping the Legislative Assembly in suspended animation," he said in identical statement made in both Lok Sabha and Rajya Sabha. Shinde said the Council of Ministers of the Government of the National Capital Territory of Delhi tendered its resignation on February 14. The resignation of the AAP government came after it failed to introduce the Jan Lokpal Bill for the

consideration of the Legislative Assembly. "The bill was a finance bill and necessitated prior reference to the Central Government by the Lieutenant Governor which procedure had not been followed by the Government of NCT of Delhi," Shinde said. According to a statement issued by the LG office, the President will now act through the Lt Governor for administering the National Capital Territory. "In exercise of the functions and powers assumed by the President... It shall be lawful for President to act

to such extent as he thinks fit through the Lt Governor for administering National Capital Territory in accordance with the provision of Article 239 and Article 239AA," the statement said. Jung had sent a report to the President on the political situation in Delhi in the wake of resignation of the Aam Aadmi Party Government. He had also forwarded the resignation of AAP government to the President along with the report. The AAP government had recommended to the Lt Governor to dissolve the Assembly and hold fresh elections.

Single-window system for handling babus’ graft cases N

EW DELHI: A single-window clearance system has been started by the government to avoid inordinate delays in dealing with corruption cases related to Indian Administrative Service (IAS) officers. The Department of Personnel and Training (DoPT) has also come up with a checklist for authorities handling corruption cases involving bureaucrats and sought mandatory compliance with the same as part of the new system, reports PTI. "Such delays are mainly attributed to documentary and procedural deficiencies and a lot of time is consumed in avoidable protracted correspondence with the state government or the ministries concerned (over these)," DoPT said in a recent order. It has, therefore, been decided that checklists would be introduced for the submission of disciplinary cases against IAS officers with the requisite case records to be checked against these through a single window system in DoPT, the order said.

The checklist shall be certified by an officer not below the rank of secretary in the state government and joint secretary at the Union level for cases involving central government officials. The ministries or state governments will be required to depute an officer not below the rank of under secretary to submit with DoPT the records of disciplinary cases as required by the checklist, the order said. "Only such case records as are found complete in all respects shall be accepted for processing. Cases found wanting vis-a-vis the mandated checklist will be sent back and they would not be deemed to have been received until (submitted) in complete form," the order said, seeking "strict compliance" by all. As many as 4,737 IAS officers occupy various state and central posts in the country. Inordinate and inexplicable delays in the conduct of disciplinary proceedings are seen to vitiate the exercise, sometimes leading to litigation.

REVIEW OF THE PREVIOUS DAY: The Nifty rose marginally on Monday (February 17, 2014) a net 24.95 points (0.41%) and closed at the 6073 point level. The market opened up with a gap at the 6023 points level. It then turned into a range bound movement until 11.00 a.m. The index then declined sharply, into the red and registered the day’s low at the 6038 points level at 11.12 a.m. It then bounced back into the green and turned into a range bound movement until 3.15 p.m. The index then rose sharply and registered the day’s high at the 6080 points level at 3.29 p.m. and then turned into a range bound movement until closing at the day. The Nifty moved in a range of 42 points. Sentiment was bullish and amongst the 50 Nifty stocks 28 were gainers, 21 were losers and 1 remained unchanged. Substantial buying was seen in banking and power stock, while selling was witnessed in realty, consumer durables, metal, oil & gas, PSU and FMCG stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 14.64%. This change is substantial and indicates a less than full participation by investors.

Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 595 were gainers, 839 were losers and 65 remained unchanged. FM’s speech reads like a report card of the achievements (and not the failures) of the UPA Government’s rule of the past decade, than the budget Per Se. Boost For Automobiles, Taxes Rates Unchanged INTERIM BUDGET 2014 - 15

eaving direct taxes untouched, Finance Minister P Chidambaram yesterday slashed excise duty on cars, SUVs and twowheelers, and capital goods and consumer durables to boost manufacturing and growth. Presenting the Interim Budget for 2014-15, he also provided service tax exemption for storage and warehousing of rice like it was done in case of paddy last year. Also, blood banks have been exempted from its purview. The 1 % surcharge on 'super-rich' having income above Rs 1 crore in a year, and the 5 % surcharge on corporates imposed last year, has been allowed to lapse with the Finance Minister saying, "In keeping with the conventions I do not propose to make any announcements regarding changes to the tax laws." The Budget document does not give figures of the indirect tax concessions, which are valid up to June 30, 2014 and could be reviewed later. They will be notified later in the day. He justified the excise duty reliefs saying, "However, the current economic situation demands some

interventions that cannot wait for the regular Budget. In particular, the manufacturing sector needs an immediate boost." To encourage domestic production of mobile handsets, he restructured the excise duty for all categories fixing it at 6 % with CENVAT credit or 1 % without CENVAT credit. Customs duty structure on non-edible grade industrial oils and its fractions, fatty acids and fatty alcohols has been pegged at 7.5 % to encourage to domestic production of soaps and oleo chemicals. Similarly, a concessional customs duty of 5 % on capital goods imported by Bank Note Paper Mill India Pvt Ltd has been provided to encourage to indigenous production of security paper for printing currency notes. Giving Budget estimates, the Minister said the current financial year will end on a satisfactory note with the fiscal deficit at 4.6 %, below the red line of 4.8 %, and the revenue deficit at 3.3 %. The fiscal deficit for 2014-15 has been pegged at 4.1 %, which will be below the target of 4.2 % set by the new fiscal consolidation path. Revenue deficit is estimated at 3 %. Plan

"To encourage domestic production of mobile handsets (which has declined) and reduce the dependence on imports (which have increased), I propose to restructure the excise duties for all categories of mobile handsets," Finance Minister P Chidambaram said while presenting the Interim Budget 2014-15. "The rates will be six per cent with CENVAT credit or one per cent without CENVAT credit," he added.

espite being low on expectations in an election year, Finance Minister P Chidambaram’s Interim Budget has given a pleasant surprise at least partly to the manufacturing sector which has been bleeding. The excise duty cut on automobiles and capital goods will provide a muchneeded relief to these sectors”. However, the industry would expect a much larger package from the new government to revive the manufacturing sector when a regular budget is presented some times in July. More importantly, the Finance Minister deserves to be complimented since he is leaving behind the government treasury in a sound shape with the result that the overall macro picture of the Indian economy today looks far better than it was about eight months back, says the

The external sector today is far more stable with exports picking up and the current account deficit capped at USD 45 billion, a little less than half the worrisome level of USD 88 billion in 2012-13. The fiscal deficit has also been contained at 4.6 per cent, though it has been achieved by a big cut in the Plan expenditure. But he did not have many choices either. However, the ASSOCHAM feels that there is an imperative need to cap the non-Plan expenditure of the Central Government. The Non-Plan expenditure of over Rs 12 lakh crore gives an impression of a fat government which needs to reduce its size so that more resources are left for development. The Finance Minister also needs a pat for not yielding to pressures of populism, which is generally evident in an election year. However, a ballooning subsidy budget of Rs 2.46 crore remains a big burden on the exchequer and needs to be pruned to a sustainable level by better targeting the subsidies in food, fuel and fertilizer. Despite being a vote on account, the initiatives on skill development, and the MSME innovation are laudable. While the industry too is disappointed for the country not being able to usher in the major tax reforms

in the form of GST, we look forward to the new government to complete the task. The ASSOCHAM would like to see a government which is stable and decisive so that India reverts

back to 8-9 per cent growth sooner than later. For us, there are no choices than to grow at a rapid pace whichever political combination is voted to power.

No Policy Paralysis; Economy Stable, Says Chidambaram By A Business Reporter

ejecting arguments of "policy paralysis", Finance Minister P Chidambaram today said the economy is more stable than what it was two years ago following several steps taken by the government and that the growth will be higher in the second half of the fiscal. "Thanks to the numerous measures, I was confident that the decline will be arrested and growth cycles will turn in the second quarter. I believe, I have been vindicated...Second quarter at 4.8 % and growth for whole year has been estimated at 4.9 %....This means that growth in Q3 and Q4 of 2013-14 will be at least 5.2 %," he said while presenting the interim budget, yesterday. He said the UPA government's record on economic growth front is "unparalleled", rejecting argument of policy paralysis. “Just as there are business cycles, there is a cycle around the trend growth rate of an economy. I can confidently assert that the economy is more stable today than what it was two years ago," Chidambaram said. India's economic growth slowed to a decade low of 4.5 % in 2012-13 due to global as well as domestic factors, like high interest rate. The government took several steps, including setting up of Cabinet Committee on Investment (CCI) under chairmanship of Prime Minister Manmohan Singh to fast track big ticket projects. While industrial growth contracted for three consecutive months through December, good monsoon rains in 2013 were a good news for the agricultural sector, which has about 15 % share in the GDP.

s a mark of tribute to Pandit Durgalal, Sam Ved Society of Performing Arts presented a two-day programme of classical dances. The first day celebrated Odissi exponent Madhavi Mudgal and accomplished Kathak exponent Rajendra Gangani at the Nehru Centre Auditorium and the second day featured accomplished Kathak exponent Uma Dogra and her talented disciples at the Kashinath Ghanekar Auditorium in Thane. The exquisite and enthralling Odissi performance by Padmashree awardee Madhavi Mudgal was enjoyed by the audiences. Madhavi commenced her performance with a beautiful number portraying Lord Jagannath and the Rathyatra which is a ritual performed every year with a lot of devotion and enthusiasm. Madhavi performed this number with stylised movements that were characteristic to the dance style with music set by renowned vocalist Sunanda Patnaik. Besides, Madhavi also performed two abhinaya numbers portraying the various moods of Lord Krishna; the first number was in Brijbasha and the second an Oriya composition in which Krishna is cleverly attired as a woman and sketches the portrait of Krishna on the foot of Radha while she is completely embarrassed. The audience was thrilled to see the subtlety and the beauty of these numbers performed with elegance and poise. Madhavi was supported with a well-knit orchestral team. One of the leading male dancers of the Jaipur Gharana, Rajendra

Gangani's Kathak performance was commendable for his control over footwork and 'layakari'. Rajendra danced with complete ease and comfort proving his mastery over dance, which indeed is the mainstay of the Jaipur gharana. With the commencement of the typical 'uthan' and the concluding tatkaar with 31 'chakkars' as a tribute to the great maestro, Pandit Durgalal, the dance was well performed with Fateh Singh's expertise on the tabla. Uma Dogra is an ardent disciple of Pandit Durgalal and one of the few dancers who organise this tribute programme every year with lot of devotion. After the Shankaracharya Pancha Akshara shlokam in praise of Lord Shiva, Uma and her senior students Indrayani, Arti and Ulka performed with a lot of enthusiasm and confidence. The Vatsalya bhav was evident in the 'Baso Mere Naino May Nandlal' that portrayed the relationship of Mother Yasoda with little Krishna. Uma revealed her mastery in footwork in tatkaar in Drut Gati and concluded the programme as a tribute to her mentor with the shlokam 'Guru Brahma'.

ome winter season and a plethora of music and dance festivals come up across India, particularly in the north. The weather is cold but it is conducive to dance and music. The Harvallabh Mela in Punjab has a tradition of over 140 years. The Tansen Sangeet Samaroh held in Gwalior is being organised from 1950. The Maharana Kumbh Festival in Udaipur which was held over the weekend is already into its 52nd year. Thanks to the dedicated work put in by P.P. Chattraj and his associates, the festival is being held without a break and is catering to music lovers not only from Udaipur but also from adjoining areas. Foreign tourists also attend the programmes in large numbers. This year the festival opened with a dance performance by Raja and Radha

Santoor maestro Shivkumar Sharma played the raga 'Jhinjoti' in his inimitable manner. This raga is a

eputed tabla virtuoso Mukund Raj Deo’s new fusion album ‘Rhythm Fantasy’ was recently released. One of the finest young tabla players from our country, Deo comes from a family of dance and music lovers. Infact, he has received inspiration and promotion for his art from his mother Dr. Mrs. Manjiri Deo, a Kathak dancer and a disciple of the Late Natraj Gopikrishna, and father, Shreeram Deo, a lover of dance and music. He has undergone rigorous training of the tabla from the Late Pandit Brijraj Mishra of the Benaras gharana, and Pandit Mridangraj of the Ajrada gharana. He completed his sangeet visharad and

favourite of instrumentalists and Sharma explored subtle spaces in the raga structure. The second session began with a vocal recital by citybased Ashwini Bhide who is one of the most popular singers of the 90s generation. Ashwini began with the raga 'Khemkalyan' which is generally sung by singers from the Jaipur Attruali or Agra gharana. It has some resemblance to 'Yamankalyan' yet also re-

Showing keen awareness of the onset of the spring season, she sang a wonderful composition in the raga 'Basant'. She also sang a Mirabai composition. Sarod player Ashish Khan is a torchbearer of the great Maihar tradition. Son and pupil of the legendary Ali Akbar Khan, he played the raga 'Darbari'. The alaps and jod were played with artistry. He also played a composition in the raga 'Mand' with sensitivity. Swapan Choudhary, one of the greatest tabla maestros around, accompanied him on the tabla. Nishat Khan, son and pupil of sitar wizard Imrat Khan, began the third session with the raga 'Marwa'. The raga is so sombre in its appeal that there was a sense of apprehension as he began. But his mastery of the raga and the instrument is such that he evoked a warm response even with his alaps. He was accompanied on the tabla by Sabit Khan, another maestro based in Calcutta. This year the M.N. Mathur memorial award was presented to Sabir Khan. The festival concluded with a spirited Kathak performance by the leading danseuse Shovana Narayan. The festival which was inaugurated 52 years ago by the stalwart, Omkarnath Thakur, has gone from good to better.

Doordarshan. Speaking about his album, Mukund says, “This fusion idea struck me because I have performed in so many countries and was influenced by music from across the world.” Speaking about today’s craze for percussion instruments, he says, “Today percussion gurus like Zakir Hussain and Tausif Qureshi have revived the craze for the tabla, and the music industry is growing more aware of the tabla even in Hindi film music. My personal favorite is Zakir Hussain from whom I have learned a lot, as I did from my guru Pandit Brijraj Mishra”. Deo adds that his album will attract the youth, as well those who have a ear for classical music.

Konkan is known for its pristine beaches and scenic beauty. If reports are to be believed though, it will soon be known for a film city, which will have state-of-the-art technology and equipment. This film city is conceptualised by Maharashtra Kalanidhi’s Nitesh Rane and the first phase will be spread across 10 acres in Malvan. Well known Bollywood art director and architect, Jayant Deshmukh will be designing the film city. Marathi films and television soaps will get precedence at this location and will also get a discount in the rates for hiring the facilities. Actor Sushant Shelar and the entire team of Maharashtra Kalanidhi are working on the project.

REMEMBERING A MAESTRO

Born on February 18, 1927, in Jawra, Madhya Pradesh, Halim Jaffer Khan took to the study of vocal music and sitar at the age of five from his father, late Ustad Jaffer Khan, the famous Beenkar of Indore Gharana. The ‘Jafferkhani Baaj’ is one of his significant contributions to the sitar. Khansaheb has also played an important part in familiarizing north Indian music lovers with Carnataki ragas like Latangi, Kirwani, Chalanati, Sarasangi and others. He pioneered the jugalbandi format, performing with other Hindustani instrumentalists and with carnatic musicians. He has composed and played for epic films like 'Mughal-EAzam', 'Jhanak Jhanak Payal Baje', 'Goonj Uthi Shehnayi' and 'Kohinoor' and has collaborated with noted music directors such as Vasant Desai, C. Ramchandra, Madan Mohan and Naushad. He has received a host of prestigious awards including the Sangeet Natak Akademi – Tagore Ratna Award, 2012, Padmabhushan – 2006, 2004, Maharashtra Gaurav Puraskar – 1990, Sangeet Natak Akademi – 1987 and Padmashree.

ELLINGTON: India were pushed to the backfoot as New Zealand rode on captain Brendon McCullum's unbeaten double century and his world record stand with B J Watling to continue their remarkable fightback by taking a massive 325-run lead in the pulsating the second cricket Test here. McCullum remained unbeaten on 281 runs and shared a world record partnership of 352 runs for the sixth wicket with Watling (124), helping the side reach a formidable 571/6 at stumps and take the game away from India at the Basin Reserve. India, who had New Zealand in a spot of bother at 94 for five in their second innings yesterday, are now facing the prospect of even losing the match with the hosts swelling their lead to 325 runs. The duo defied the visitors for 123 overs and turned around a 246-run deficit into a massive lead with one day left in the match. With their push for a series-levelling victory now appearing to be out of their grasp, India now face the risk of even losing the game if they don't bat well in their last innings. McCullum was still batting after nearly six sessions at the crease, facing 525 balls and hitting 28 fours and four sixes. At the other end, James Neesham brought up his maiden Test fifty and was unbeaten on 67 off 93 balls, with 9 fours. For India, Zaheer Khan (3-129), Mohammad Shami (2-136) and Ishant Sharma (0-124) toiled hard on an unresponsive pitch, particularly with the third new ball. Ravindra Jadeja (1108) was rendered ineffective as well. Part-timers Rohit Sharma (0-40) and Virat Kohli (0-13) were given a go to try something different, while skipper MS Dhoni (0-5) also bowled after the tea-break. Starting at 440/5 after tea, the set batsmen had another string of batting records coming their way, with the pitch playing perfect foil to them. As Dhoni bowled his gentle medium-pace first up, McCullum and Watling crossed the 350-mark for their partnership in the 159th over. An over later, they brought up the highest ever sixth-wicket partnership in Test cricket breaking the 351-mark by Mahela and Prasanna Jayawardene, also set against India at Ahmedabad in 2009. Their lead also swelled to 200 in the meantime. The third new ball was taken immediately and the Indian pacers put in a lot of effort to change the direction of the match. Mohammad Shami got the breakthrough finally, in the 161st over, trapping Watling lbw. He faced 367 balls in his innings, hitting 13 fours. Meanwhile, McCullum carried on and crossed the 250-run mark, starting to climb the ladder for highest individual score for a New Zealand batsman. At the other end, Neesham

too joined in the fun and struck some lusty blows, matching his partner for strokes. They continued to punish the hapless bowling on a flat track and in the final session put on 125 runs for the seventh wicket, as the hosts crossed the 550-run mark. McCullum heaped misery on India, finishing as the second-highest run-scorer for New Zealand, behind Martin Crowe's 299 scored against Sri Lanka at the same ground in 1991. Earlier in the postlunch session, McCullum and Watling continued their brilliant domination of this Indian attack on a pitch that completely changed character to become a batting beauty. They brought up the 350-mark for New Zealand in the 128th over, first one after the break, and then carried on to reach personal milestones. WELLINGTON: At a loss of words to explain India's poor performance, batsman Shikhar Dhawan conceded that New Zealand have turned the tables on his side in the ongoing second cricket Test but insisted that the visitors still have a chance to not just save but win the match. Dhawan chose to stay positive after what was a throughly disappointing day for Indian bowlers. "There is still one more day left tomorrow [Tuesday]. We will try our best to win but even if we

lose, there's a lot to learn from it. There is disappointment but we have played some good cricket, especially getting them out for a low score in the first innings," Dhawan said after the day's play. "Then we batted well in tough conditions and basically dominated the match till yesterday. But today they turned the tables on us. Tomorrow in the morning, we will look to get them out and then whatever the target is, we will bat according to the situation," he added.

Watling scored his third Test century, 124 runs, while his partner was unbeaten on 281 going into the last day of the series. "I am definitely very proud of the way we went about things today. I think Brendon batted extremely well again today and to be in the position we are now after two days ago, we are pretty pleased with how things went," said Watling, after the day's play. "It was just a grind. We just took each ball at a time, each over at a time, each hour at a time. They came at us hard and we sort of weathered the storm and then got a few runs away and just kept trying to take them as deep as we could. To lose one wicket throughout this fourth day is a pretty pleasing effort," he added. Indeed, he was the only batsman dismissed on day four, but did enough damage to Indian hopes of equalling the series after their 40-run loss in Auckland. Watling came in at 94/5 and put on that record stand to defy the Indian hopes. "At five for 90-odd, you are feeling the pressure a bit. They are bowling well and taking wickets, so it's again just trying to get through there and try and create a partnership and try and take it deep. Yesterday, it was pretty much about batting through the day, and try to fight our way back into the game. Today was pretty much the same," he said.

FIFA inspection team arrives on Feb 20

NEW DELHI: Three officials from the world governing body of football, FIFA, are arriving here on February 20 for a 10-day long visit to the country to inspect the stadia shortlisted for the 2017 Under-17 World Cup. After reaching here on February 20, the three officials will fly down the next day to Mumbai to take stock of the Cooperage stadium over which an artificial turf has been laid under FIFA's 'Win in India in India' programme. The three officials will visit all the eight venues shortlisted by the All India Football Federation for the 2017 Under-17 FIFA World Cup. Only six stadiums will be required for the prestigious event. The FIFA team will inspect the Jawaharlal Nehru Stadium and Ambedkar Stadium here on February 25-26. "A FIFA team will be in India from February 20 to March 2 on an inspection visit of eight stadia shortlisted by the AIFF for Under-17 World Cup," an AIFF source told PTI. Besides the J N Stadium here and Cooperage in Mumbai, the other six shortlisted are Salt Lake Stadium in Kolkata, KSFA Stadium in Bangalore, Jawaharlal Nehru Stadium at Margao, Kochi and Guwahati and Balewadi Stadium in Pune. Surprisingly, Jawaharlal Nehru Stadium in Chennai, which fulfills maximum number of FIFA criteria, was not included in the list. Meanwhile, it is learnt that the Western India Football Association has asked the AIFF to request FIFA chief Sepp Blatter to inaugurate the refurbished Cooperage stadium in Mumbai later this year.

Kuldeep’s hat-trick takes India to U-19 World Cup quarters

UBAI: Left-arm spinner Kuldeep Yadav became the first Indian bowler to grab a hat-trick in the under-19 cricket World Cup before the defending champions entered the quarterfinals with a patchy five-wicket win over Scotland in their low-scoring Group A match. Yadav's hat-trick was the highlight of a superb bowling effort by the Indians before they survived a collapse of their own to finish at 92 for five in 22.3 overs. The Indians are on top in their group with two wins out of two and just one match to go. On a pitch, which seemed to be loaded in favour of the bowlers, Scotland won the toss and opted to bat. The decision backfired as the Indian bowlers wrecked havoc. Opener Andrew Umeed scored half the side's runs with a 77ball 44 before the rest capitulated miserably. Gavin Main was the only other Scottish batsman to touch the double-figure mark with a 22-ball 16. Kuldeep and Aamir Gani were the pick of Indian bowlers with four wickets apiece. But Kuldeep shone brighter with his historic feat, which came in the 19th and 21st over. Nick Farrar (0), Kyle Stirling (0) and Alex Baum (5) were the batsmen to fall to Kuldeep in the spectacular spell. The tweaker had Farrar caught by Deepak Hooda at square leg, before trapping Stirling LBW off his last delivery in the 19th over. Kuldeep completed the hat-trick in the

On Saturday, at the St. Mary’s ICSE Sports Carnival held to commemorate 150 years of the school, he scored a hat-trick to help his team, St. Mary's ICSE win the under-10 title. He was declared the best player in the under-10 category. On Sunday, playing for Kenkre Jaguars in the Kenkre Champions League, he slammed nine goals and was awarded for the best player in the under-10 category. Joshua credited his success to his coaches. Incidentally, his dad Alfred Mendes also won the award for the best parent coach at the Kenkre Champions League.

sportspersons from 21 schools. The meet saw competitions in three disciplines, table-tennis, chess and football was declared open by international table-tennis star Noel Pinto, while Fr. Kenneth Misquitta S.J., Principal, kicked-off the first football fixture. India’s sprint icon Adille Sumariwalla who was the chief guest spoke about his years at St. Mary’s ICSE - 11 years as a student and then 10 years training at the institution. IN BRIEF Nana Patekar participates in National Open Shooting C'ship

GURGAON: Noted actor and shooting enthusiast Nana Patekar participated in the National Open Shooting Championship organised at CRPF Academy, Kadarpur here. The veteran actor participated in the "Big Bore Event". Apart from him, renowned Olympian Gagan Narang also took part in the event. Speaking to the media, Patekar said that he was highly impressed with the flawless arrangement of the event. "Organising the sport at a central place like Gurgaon will attract shooters from all over the country," he added. He also urged youth to participate in large numbers in the event.

42 teams for Hockey India Senior Men National c'ship

NEW DELHI: Forty-two teams will battle it out at the 4th edition of the Hockey India Senior Men National championship 2014, to be played in Lucknow from 27 February to 23 March. The championship will be played on a league-cum-knockout basis at the Major Dhyan Chand Hockey Stadium in Lucknow. This edition will see four new teams including Hockey Gangpur - Odisha, Vidarbha Hockey Association, Central Reserve Police Force and Food Corporation of India. The Senior Men National Championship will be played in two phases -- Division A and B. There will be 20 teams competing in Division A, while Division B will see 22 teams. Division B of the championship will be played from 27 February to 13 March and Division A will be played from March 11 to 23. The inaugural match of Division B will be played between Puducherry and Hockey Gangpur- Odisha in Pool C on February 27. The final match of Division B will be played on March 13.

Aditya, Percy emerge champions

MUMBAI: Favourite and men’s top seeded Aditya Tawade dropped a game before outplaying seasoned Suhas Rane to bag the men’s singles title in the 3rd Powai AllMumbai Open Table Tennis Tournament held at Chandrabhan College, Andheri, late Sunday night. Aditya did not allow Suhas to settle as he strode with his blistering forehand topspin drives to win the tie 11-6, 11-5, 5-11, 11-8. Earlier, Aditya had to fight hard against veteran Percy Mehta before overcoming him with a 11-6, 9-11, 11-6, 11-9 win in the semifinal, while Suhas huffed and puffed against P.J. Hindu Gymkhana’s evergreen stalwart Pinakin Sampat before making the title round with a 5-11, 10-12, 13-11, 13-11, 13-11 win. Bespectacled Percy, however, put his best foot forward to get the better of his doubles partner Sarosh Shroff 13-11, 11-8, 11-9 in the men’s plus 35 final. Percy was the lone player to end with a double, having won the men’s doubles title as well.

Sports gets a marginal hike in annual budget

NEW DELHI: The Ministry of Youth Affairs and Sports got a marginal hike of around Rs 12 crore in the interim budget for 2014-15 presented by Finance Minister P Chidambaram in Parliament here. In his interim budget presented in the Lok Sabha, Chidambaram allocated Rs 1093 crore as plan outlay while Rs 126 crore was set aside for non-plan for a total figure of Rs 1219 crore. The plan outlay has been kept the same with that of previous year and the increase in the total allocation was made in the Non-Plan outlay. Interestingly, this year's interim allocation was the same as that of the original outlay in the 2013-14 budget which was later revised to Rs 1207.76 crore (Rs 1093 crore Plan and Rs 114.76 crore Non-Plan).
