January 2017

Last month’s Highlights

The EEA Real Estate Forum, 2016 “The market will go up, so we want to be here.” These optimistic words from Arie Schwarz, CEO of Seven Hills Group of Companies in Ukraine, were the key takeaway of the 2nd Eastern Europe and Asia Forum, a recent conference on tourism and real estate in Ukraine and its surrounding region.

Ukrainian Government to continue its progressive reforms, which were happening in 2015-2016. Securing rule of law, an effective court system and the protection of right of property and the easing of strict currency controls are crucial to convince foreign investors to reevaluate the country.

The forum took place on November 24, 2016, organized by the EuropaProperty.com and URE Club. The event was attended by more than 250 participants and was hosted by the five-star Fairmont Hotel in the heart of Kiev.

The Ukrainian Government has adopted number of important reforms related to reformation of the tax and judicial system, simplification of registration of property and companies, obtaining migration documents (including the establishment of the modern state services center “GOTOVO”). In addition, as of May 2016, the National Bank of Ukraine has started to ease anti-crisis currency control measures. As a result, Ukraine continues to improve its position under the Doing Business rating (it is ranked # 80 in Doing Business – 2017), and there is increased interest from foreign investors.

Regional experts, developers, bankers and investors doing business in Ukraine, Georgia, Azerbaijan, Belarus, Kazakhstan and Moldova attended the event. Participants discussed their countries’ investment opportunities and challenges, tourism and its influence on investment attractiveness of the country, and the commercial and residential real-estate sectors. During the first panel, all the speakers agreed that among key challenges for the Commonwealth of Independent States (CIS) countries are improving their image in the eyes of foreign investors. Past or present armed conflicts, political instability or economic crisis can influence international perceptions for many years. At the same time, this has to be accompanied by positive reforms by local governments, free investment and tourism zones, and promotional information programs for foreign investors. Here are the key takeaways about Ukraine: Reforms must continue Due to the ongoing economic crisis and current geopolitical risks, it is especially important for the www.kievcheckin.com

2016 was a year of gradual recovery In general, 2016 was a year of gradual recovery for Ukraine, and after three years of decline, Ukraine reached a positive 1% GDP. Efforts are being made to promote tourism The speakers compared tourist inflow in their countries and its influence on the investment climate. Under the latest statistics, about 1-1.5 million tourists visit Kiev every year, which is higher than neighboring Belarus (300,000 tourists annually), but significantly less than 8.7-times smaller neighboring Georgia, which hosted around 6 million tourists in 2016. Aleksei Reznikov of the Kiev City State Administration revealed details

of the preparations for the Eurovision song contest, which will be held in Kiev in May 2017. In addition, Kiev in the next years will host the 2017 International Ice Hockey Tournament IIHF World Championship and the 2018 Champions League Final. These upcoming events should have a positive impact on tourism, hospitality and investment sectors in Ukraine, including real estate. However, more effort is required both at the government as well as private sector levels to turn Ukraine into a major tourism destination. Investors remain wary Armed conflict in the East, lack of state financing for tourism development, and expensive credit resources in the country often give investors pause. Kiev still lacks enough budget accommodation for tourists (such as three-star hotels and hostels) as well as modern equipment and concert halls, necessary for hosting cultural events in the city. Vitaly Boyko, the CEO of NAI Ukraine, said that in 2016, foreign investors started to re-assess the country risks in Ukraine, and many of them consider the risk level acceptable. According to him, Ukraine can offer much higher profitability from investment in the development projects than in the Western Europe. In general, representatives from Ukraine reported on increased market activity in recent months, expressed positive expectations for the coming year and had plans to expand their business in Ukraine. However, Ukraine still faces many challenges in improving its investment climate, and foreign investors still are very cautious about bringing their money to Ukraine. Therefore, only with strong political will and predictable state policy can Ukraine raise the amount of investment inflow into the country.

Vitali Volodymyrovych Klitschko — the current mayor of Kiev and a three-time heavyweight world boxing champion graciously agreed to give an interview for this inaugural issue of Kiev Check-in as below.

Mayor of a City of Parks: 6 Questions for Vitali Klitschko Vitali Volodymyrovych, in your program you repeatedly underline the importance of Kiev’s transformation into a European city with comfortable living standards. Tell us what has been done and is being implemented for tourism development and improvement of urban amenities "Kiev has during your time as mayor of Kiev? Kiev has huge potential as a tourist destination. Only last year, 1.5 million foreign tourists visited Kiev, and we have every chance to increase

12

this figure tenfold in the future. Our task is to make Kiev a comfortable city for locals and attractive for tourists. To achieve this, we are implementing various important projects.

to be a

city of parks and public gardens." Vitali Klitschko

For example, we are planning to introduce new regulation of the street trade and a new concept of arrangement of outdoor advertising as well as restoring architectural landmarks and creating new city attractions, which would be interesting for tourists and could become the capital’s calling cards. www.kievcheckin.com

Interview

January 2017 You will not see elsewhere in Europe as many street stands as we have in Kiev. They spoil the city’s appearance and often are located without official permission. And my opinion remains unchanged: trade has to develop, but not at the cost of the safety or comfort of Kiev’s citizens. The same applies to advertising in the streets — we have to set outdoor advertising rules and give all market players the same rules of game. These are our current tasks. Additionally, we are actively developing green zones in the city. I always said that Kiev has to be a city of parks and public gardens. Last year we opened 57 public gardens and parks in the capital; 22 of those are completely new. This year we opened additional 15 public gardens. At the end of April, we re-opened four fountains in the city center after their reconstruction — in Independence Square, Khreshchatyk Street and Velyka Vasylkivska Street. Next year we are planning to repair two more complexes in Independence Square. On the Day of Kiev, we opened a repaired fountain complex in the Rusanovka area. Next spring we are going to start the last, third reconstruction stage. Also we have opened a light and music fountain in the Lysenko public garden, located close to the Opera Theater, which was out of use for 15 years! We principally changed the format of celebration of New Year holidays: for three years already in Sofiyska and Mykhailivska square, we have organized a Christmas market with such integral features as entertainments, a concert program of music bands, delicious street food and numerous Christmas souvenirs. In my opinion, this is a good “magnet” for tourists. What are the results of the project on formation of the innovative “Kiev Smart city” and e-government implementation, and the next steps for the project’s realization? For us, Smart City first of all means prompt and technologyefficient governance and sustainment of the city, safety and comfort of local citizens, efficient interaction with businesses, and talent in governmental bodies. This includes new ideas for optimization and improvement of all the internal processes in the Kiev City Administration. Within the Smart City program, we have already managed to implement a number of initiatives and even more of them are coming soon. Among key projects, I would name open workflow in www.kievcheckin.com

the Kiev City Administration, electronic budgeting, electronic procurement, a petitions system, sms and email alerting service for citizens, implementation of wi-fi in city metro, a map of repair works in the city with estimated time of their completion, and also the program “Safe Capital,” according to which, in order to control public order, we will fix video cameras in the public places. Also we have already started to install “smart stops” and “smart benches,” where you can connect to the Internet or charge your mobile phone. This summer we have held a competition-hackathon of city projects. These startups are aimed to develop the social sphere, help people get around the city safely, improve medical services and others. I hope that some of them will soon be implemented on the city level. Currently, we observe the intensive implementation of the project “Kiev authentic.” Tell us about its main idea, achievements and changes that took place in Kiev in 2016. This is a large-scale project, as, first of all, these are conceptual changes in the big territory of the city center, to create public spaces. Some of the stages we have already accomplished, and others we are continuing to implement. For example, last year we opened Poshtova square after its reconstruction. Also during public holidays and at weekends, Sagaydachnogo street is closed for traffic and pedestrians can walk there freely. What is more, in Andiyivskyi Descent we fixed special bollards to limit transfer traffic there. Last summer, as a part of the project “Let’s Do Together” for sponsor’s funds, we made granite stairs around the National Museum of History of Ukraine, which lead to Volodymyrska street. Vitali Volodymyrovych, you have been to many European cities close to Kiev (e.g.,Warsaw, Vilnius), which are tidy and well-ordered. Do you have ideas how to make Kiev a clean city? Wherever I go, I always try to find out the best practices of providing municipal services and facilities to implement them in Kiev. During my recent visit to Berlin, I visited the municipal enterprise, which is in charge of provision of urban amenities in the German capital. Representatives of the enterprise demonstrated their system of installation and servicing of litter containers, which are located underground. The construction is quite simple: big containers are put in wallows, where actually litter can be dropped and remains until municipal service will collect the containers on regular basis. In this case, the only visible parts are nice litter bins with wide access holes, where people can easily throw the litter.

13

Interview

In Kiev we will also implement a similar practice and are already on the first stage; before Eurovision, we will make around a hundred such litter bins. Kiev is a city with a rich cultural heritage and ancient history. What is being done to promote Kiev as tourist destination on international level? The best promotion for Kiev is of course a right to host various international events, when a lot of visitors come to the city. The closest upcoming events include the international song contest “Eurovision” in 2017, the 2017 IIHF Ice Hockey World Championship and the 2018 UEFA Champions League final. I would say that this is a big honor for us, as the capital is Ukraine’s calling card. Therefore, our key task for now is to do all the necessary things to host these events on the highest level. Preparation for the “Eurovision song contest” has already been launched. I have held a number of meetings where we defined our key priorities and planned what has to be done. Our main goal is that everyone who visits Kiev during the events — members of official delegations, tourists — would feel at home. We have 265 hotels of various categories, so we will not have any difficulties with accommodation for tourists. We will facilitate the territory around the International Exhibition Center (where the Eurovision contest will take place) and will continue to renew city’s infrastructure all around the city. For sure, these improvements require significant funding. However, even after city guests leave, the new infrastructure, new roads, new green zones will remain in our city forever. Among our plans to improve navigation for city guests, we want to renew and fix street pointers and

14

pylons with city maps, extend the network of tourist information centers and launch a telephone helpline for legal and informational support of tourists. In addition, we will update the mobile application for the tourist portal of the city. Also we will arrange river trams, which will be going across the Dnieper river. I think that this will not only unload public transpot, but can also become one of the city’s attractions. Additionally, we pay significant attention to the safety of Kiev’s visitors. Therefore, to improve communication, together with the British and American Embassies, we extended Capital English courses also for customs officials of two city airports, “Zhulyany” and “Boryspil”, for emergency police telephone service 102, and recently for patrol police officers. I do hope that the event will be held without any incident, and if necessary, police will be able to provide quality assistance to tourists. Tell us about your favorite place in Kiev. There are several of them. First of all this is Mykola Syadristy Microminiatures Museum in Kiev Pechersk Lavra. The exposition includes unique exhibits that you can see only through a magnifying glass. Also I love to ride a bicycle in the mornings in Trukhaniv island. This is a unique place, which you will never find overseas. Just in the center of the city on the Dnieper river — lies the huge green island! I know Kiev well and often organize excursions for my foreign friends around the capital. As when I was at high school, during my summer holidays I worked as a tourist guide for the youth tourism bureau “Suputnik” and showed our city to visitors of Kiev.

What’s New in the City

What’s New in Kiev?

January 2017

Tsum Address: 38 Khreshchatyk Street The long-awaited opening of the legendary Tsum shopping mall took place on the 3rd of December, 2016. After 4 years of reconstruction, the mall retained its neo-classical style from outside, whereas inside you now see a modern shopping mall, with lots of luxury boutiques, beauty salons, food court, and a planned restaurant on the top with great panoramic city views. Many years ago a Ukrainian merchant named Yuri Kulchytsky, part of the Zaporizhzhya Sich army, was captured by Turks. Thanks to his command of the Turkish and Hungarian languages, he was bought out of slavery by Serbian merchants. Later, at the end of the 17th century, Kulchytsky used his linguistic skills to accomplish a courageous espionage operation to help break the Turkish siege of Vienna. The grateful Austrian citizens allowed Yuri Kulchytsky to choose his reward. As he loved the Turkish tradition of coffee, he chose 300 sacks of it from the remains of the Turkish camp and a building in Vienna’s center. Later, Kulchytsky opened a coffee shop there called “Under the Blue Bottle” and walked Vienna’s streets offering this unknown drink to locals. At first, locals

didn’t like the coffee’s bitter taste, so Yuri added sugar and then honey and milk. The new “Viennese Coffee” became a success and “Under the Blue Bottle” became one of the capital’s most visited places. From there, coffee spread across Central Europe. Today coffee is one of the favorite drinks of most Europeans. In Kiev, it is a traditional morning drink, a good accompaniment to a meeting with friends or business partners, or just a way to relax during a busy working day. The city is packed with numerous lovely cafes, offering all types of coffee and various sweets and cakes. Below we offer you some interesting cafes to try during your January stay in Kiev:

1. Milk Bar (address: 16,

Shota Rustavelli Str., close to Lva Tolstogo Metro Station)

2. Honey Cafe (address: 20, Yaroslaviv Val street, not far from Golden Gates metro station)

If you like milk as much as coffee, you should definitely visit this place. People come here to taste its unique desserts (the most popular is called “Tres Leches”) and its specialty Milk Bar Coffee (a mix of milk, coffee, rose syrup and red velvet crumb).

A newly opened but already popular cafe, located close to famous Golden Gates. Apart from good coffee selection, you should definitely try their special dessert with the same name that consists of honey cream, buckthorn jam and almond biscuit. Can you imagine how tasty it is?

It’s a perfect place to meet with friends and enjoy the city’s positive and dynamic atmosphere. The waiters are friendly and always ready to help in choosing the best dessert for you! Note that this place is extremely popular, so table reservations are not allowed. We recommend visiting this place outside of “rush hours” so that you can find a free table. The cost of a Milk Bar Coffee and the 3DMilk dessert will be around $5.

When you open the door, you feel immediately at home. A colorful

interior, comfortable sofas and helpful staff make you spend as much time there as possible. Music is mostly lounge style and not very loud. This can be a perfect place to spend time with friends, family or colleagues in easy atmosphere. The cost of a latte and a Honey dessert is around $4.

Kiev’s 12 Amazing Sights A city of chestnut trees and ancient churches, lush parks and modern conveniences, vibrant markets and rich cultural heritage, Kiev is one of Europe’s underappreciated tourist gems. Not sure where to start? Read on below for the secrets of the tour guides themselves! Kiev, the capital of Ukraine, has an ancient and proud history. It’s estimated to be more than 1500 years old — one of the oldest cities in Europe, and also the 7th most populous. The city was founded around the fifth century and became the capital of the powerful state of Kievan Rus — the center of Slavic culture. Modern Kiev is a vibrant, bright, green, and cozy city with many

18

historical buildings topped by golden domes, church spires and bell towers, and picturesque landscapes. The city is nestled among seven hills that are very suitable for city observations. You can enjoy the beautiful views of the banks of the Dnipro River and numerous bridges. The city is decorated with thousands of chestnut trees that are considered the city symbol. The main historical neighborhoods in Kiev are the ancient Upper Town, and the Lower Town, consisting of the commercial neighborhood called Podil. Since Kiev breathes so much history, we asked a few leading tour guides to reveal the top historical destinations. Here is what we found:

Khreshchatyk Street & Maidan Khreshchatyk Street is the heart of Kiev and a must-stop for all visitors to the city. The street is roughly 1.3  km. in length and stretches from the European Square through the Independence Square (Maidan) to Bessarabska Square, where the famous Besarabsky Market is located. Khreshchatyk was destroyed during World War II, so most of its buildings were rebuilt in the neoclassical style of postwar Stalinist architecture. During weekends and public holidays, Khreshchatyk is closed for road traffic and is a good place to walk and observe local buskers and jugglers which create a festive atmosphere. Every Sunday, you can try traditional Karaoke in the Maidan song contest, organized by a local TV show. People from all over Ukraine compete to become the best singer in Maidan (Independence Square) and get a chance to become a music star. The central areas boast a wide range of stores, cafés, and

restaurants where you can try Ukrainian and foreign cuisine. After Ukrainian Independence, the street was significantly renovated and now looks elegant and spacious — definitely one of the best tourist spots in Kiev! The best way to explore Khreshchatyk is to take a leisurely walk from one end of the street (European Square) to the other end (Bessarabska Square) and then back again on the other side of the street. Enjoy the well-maintained historical buildings (such as the City Council, House with the Star, the Main Post Office building, TsUM — central shopping mall of the city that has just opened after 4 years of reconstruction and others), stop by various stores along the way (don’t miss the newly opened “Vsi.Svoi” shop, where you can find impressive selection of goods by Ukrainian brands), sit down and enjoy some drinks or food at numerous cafes, pubs, and restaurants (try Ukrainian classics like Borsch, Goluptsi, Varenyky and Pancakes), and of course spend some time at the main square of the city, Maidan. Maidan has always played an important role in the history of Ukraine, hosting the “Granite” student revolution (1990) for de-communization and the establishment of an independent state, Orange Revolution (2004), and Euromaidan (2013–2014) — the student movement for European integration.

The theater is not just beautiful, but also very conveniently located in the centre of the city, just a few minutes of walk from other places of interest such as Maidan, The Golden Gate and Taras Shevchenko University. Saint Volodymyr Hill Park With its monument to Volodymyr the King, Saint Volodymyr Hill Park is one of the coziest and most charming places in Kiev, located on the steep right bank of the Dnipro River. A great place to walk, the park contains a spacious observation deck with amazing views of the left bank of Kiev, Kokorivska Arbor, various paths and numerous stairs. At night, the large cross held in the right hand of Volodymyr is illuminated, giving the impression of a miracle. At present, Mariyinsky Palace has a political purpose as the official ceremonial residence of the President of Ukraine (since 2002, the Palace has been under reconstruction). Walking in Mariyinsky Park, you can see decorative trees (around 80 species, including rare ones), a fountain, a stage in the open air called “Rakushka” (from Ukrainian for “shell”), the Lover’s Bridge traditionally covered with many love locks, and the wonderful views of the Dnipro River. Monthly Tips

Kiev is considered the cultural and spiritual center of Eastern Europe, with more than 14 centuries of rich history — but are you prepared for your vacation here? Below we have compiled the most important tips to help you in navigating the city and get the most out of your stay in Kiev this month!

TIP 1: Bring warm ClothES

The average temperature in January varies from -7°C to 0°C with lots of snowy days and slush on the streets. The air temperature can easily plunge to -25, so check the weather forecast beforehand and make sure you have enough warm clothes and comfortable waterproof shoes with you. A soft cap and gloves will be particularly valuable! If you didn’t get the chance to bring warm clothes with you, look into buying some in the numerous shops around the city, which traditionally offer good discounts in January!

TIP 2: CaSh & CurrEnCy ExChangE

At most of Kiev’s retail points, you can use credit cards to pay, but traveler’s checks are generally not accepted. You should always have some cash with you as well. Note that you can use only the local currency, hryvnia (UAH). As of this writing, 1 USD equals to roughly 26.85 UAH.

24

toP 10 JAnuARY tiPs FoR Kiev visitoRs You can easily exchange any major foreign currency for hryvnia at the airport, one of the local banks, or endless exchange kiosks located around the city. Because of nonfavourable rates at the airport, exchange as little there as you can. Whenever you exchange money, you can ask for a “form 377” in case you plan to exchange leftover hryvnia back to foreign currency when leaving the country.

TIP 3: loCal tranSportation

The easiest way to navigate the city is to use Uber or Uklon mobile applications (a local Uber-like service), as in this case you will not need to talk to taxi-service call center (as in traditional taxi companies) and avoid language barrier in this way. Both Uber and Uklon can be booked online, have good service and are very costeffective. You can also easily get around the city using the metro, which is cheap and covers all of Kiev’s main destinations. A one-way ticket, regardless of your destination, costs only 4 UAH. Note that during morning and evening rush hours, the metro can be quite crowded. For safety, keep a good eye on your belongings in the metro and any other crowded places. For your convenience, a map of the Kiev metro network is included at the end of our magazine.

TIP 4: loCal Sim CarD

If you are going to be in Ukraine for more than a day or two, we highly recommend that you get a local, prepaid SIM card. There are three major mobile operators in Ukraine — Kyivstar, Vodafone, and Lifecell — and you will be fine with any one of them. You can get a monthly tariff plan that offers mobile communication and unlimited 3G Internet at just $4–6 per month. You can buy the prepaid SIM card at the airport or just about anywhere in the city center, including supermarkets, press kiosks, street stands and stores selling cell phones.

TIP 5: aCCommoDationS

If you are traveling on business, you will feel quite at home staying at one of the many well-established international hotel chains such as Hilton, Radisson, InterContinental, Hyatt or Fairmont Grand in Kiev.

Short-Term Visa (visa type “C”) — issued for up to 5 years and allows a stay of up to 90 days within a 180-day period from the date of first entry (can be a single or multiple-entry visa). This is probably the most popular type of visa, used by business travellers, tourists and travellers under a private invitation. 3. Long-Term Visa (visa type “D”) — issued as a singleentry visa for 45 days with the aim of filing for a residence permit. Similarly to Schengen countries, Ukraine has a “90/180 day rule” which means that foreigners, other than those who have a residence permit, may not stay for more than 90 days within any 180 day period from the date of the first entry (if otherwise not prescribed by international treaty).

But life is an unpredictable thing. A stroke of good or bad luck may change your plans in an instant, and it may be necessary for you to extend your stay in Ukraine. This is legal if approved by the State Migration Service of Ukraine. And even if you fail to get an official extension, don’t worry. You won’t be thrown in jail! In most cases you’ll just pay a fine at the airport and be on your way home.

ExtEnDing your viSa Travelers from both visa-free and visa-required countries may apply for extension of their allowed stay in Ukraine. The application for extension must be filed with the local bodies of the State Migration Service of Ukraine between three and ten working days before the date your visa expires. This process varies greatly depending on the type of visa that you hold. Here are some of the differences: Extension of short-term visa (this includes if you come from a visa-free country): l Valid grounds include sickness, pregnancy and childbirth; looking after a sick family member; inheritance matters; application for immigration to Ukraine or Ukrainian citizenship or performing functions of a correspondent of foreign media. l Your stay can be extended as long as needed to resolve the situation, up to 180 days. Extension of transit visa: l Valid grounds include a forced stay in Ukraine following natural disaster, illness, or the repairing of a transport vehicle. l Your stay can be extended as long as needed to resolve the situation. Extension of long-term visa: l Valid grounds include failure to get permanent or temporary residence permit on time. l Your stay can be extended for up to one month.

Documents required The list is long! Together with the application and “valid grounds” supporting documents, you and your receiving party (the individual or group who invited you to Ukraine) will have to file the following documents: 1. Foreign passport with visa (if required), information on registration of your entry to Ukraine and immigration card (if any) 2. Ukrainian-certified translation of your passport 3. Financial guarantees 4. Proof of local accommodations 5. 4 photos of yourself (3.5*4.5 sm) 6. Receipt of payment of state duty (UAH 17) 7. Documents from the receiving party: Ukrainian passport/residence permit (for individuals) or the passport of the entity’s CEO, an Extract from the Companies Register in Ukraine and an order of employment of authorized employee of the legal entity, responsible for executing documentation for foreigners (for legal entities). The State Migration Service of Ukraine will rule on your application within 14 days of receiving the documents. If the documents will be reviewed for more than 1 day, you will receive a temporary sealed and signed certificate with your photo, confirming that your passport was filed with an application for a visa extension. Once the State Migration Service of Ukraine decides, a matching record is made on an application for

extension of stay in Ukraine. If the decision is positive, the State Migration Service of Ukraine will put a stamp in your passport showing how long your stay has been extended. If your application was rejected, you are allowed to dispute it with the State Migration Service of Ukraine or in court.

Liability for Overstaying So what happens if you overstay your visa in Ukraine? Depending on your situation, one or more of the following could happen: l You may no longer be able to obtain certain services where they check the validity of your visa. Examples include hotel accommodations, opening bank account, notary service, etc. l You may have to pay a fine in the range of UAH 510 (roughly $20) to UAH 850 (roughly $32). l Any serious or repeat offences of visa violation can have a negative impact on your future entries into Ukraine. In worst cases, you may be banned from visiting Ukraine for a number of years.

Final Thoughts Extending your visa is cumbersome, with many documentation requirements. The best course of action, of course, is to not overstay your visit in Ukraine! However, if you do end up overstaying, be aware of the consequences as mentioned above. In most cases, if it was a genuine mistake and you overstayed for few days, the authorities will likely let you go with just a warning only.
