FROM OUR DIRECTOR

This past year, KIDS Center served more children than ever before—almost 500 kids. While we all wish those numbers would trend down instead of up, they also reflect something positive. Let me explain.

Our community partners in law enforcement and child welfare are the primary sources of service referrals to KIDS Center. For our investigative partners in the field, the more specialized training they receive, the better equipped they are to respond when children are in danger. Similarly, the more familiar our partners are with our services as a Children’s Advocacy Center, the quicker they are to connect children and families to us.

The record-breaking number of children we saw last year is a direct result of our partners collaborating with us, training with us, and trusting us.

Our current Strategic Plan includes a focus on further strengthening these relationships with our community partners. This strategy is especially important in the rural areas of our region, where KIDS Center can offer our partners targeted support as they respond to cases of child abuse —especially when it is difficult for families in these areas to reach our facility in Bend (see “Bridging the Distance” on page 4).

We are also moving forward with another key part of our Strategic Plan: bringing services directly to rural communities that cannot easily reach KIDS Center. Following extensive research into options for expanding services beyond our Bend headquarters and consulting with our rural partners, we determined that a mobile child abuse evaluation clinic would be the most effective way to provide onsite services to the many communities across our large region. As the year came to a close, we reached a significant funding milestone for the mobile clinic, and we are excited to share more details about this initiative as we approach its launch in early 2026.

Last year, we had several occasions to celebrate (see “10 Reasons to Celebrate” on page 8), most notably our 30th year serving Central Oregon. It was inspiring to look back at how our nonprofit organization came to life and to have an opportunity to personally thank many of the founders who led the way. It was also heartening to recognize the enormous impact we’ve made in the region since our inception. More than 17,000 children and families have been able to receive KIDS Center services and begin their healing journey.

Supporters like you have been instrumental in helping us move forward, ensuring that KIDS Center remains strong, capable, and ready to meet the needs of our community.

Bridging the distance for families

KIDS Center was established in 1994 as a Children’s Advocacy Center primarily serving the community of Bend and Deschutes County. In 1998, we embraced an expanded role as a Regional Children’s Advocacy Center (RCAC)— one of five—in the state of Oregon.

Today, we serve one of the largest geographical regions in the nation, covering nearly 20,000 square miles. Families from six counties can access direct services at KIDS Center.

But our support for rural communities goes far beyond that.

Our focus as a RCAC.

In addition to directly serving children who come to KIDS Center, we assist local community partners who work with child abuse cases in their respective areas. This includes providing professional training, complex case consultation, technical assistance, and peer review facilitation to Child Abuse Multidisciplinary Teams (MDTs) in each county we serve.

MDTs consist of district attorneys, law enforcement, child protective services, medical providers, mental health clinicians, and other service providers. MDTs ensure that all interventions and services in child abuse cases are well coordinated and meet the needs of each family.

Through our partnerships with Multidisciplinary Teams, KIDS Center helps ensure that children and families in our region receive the support they need, no matter where they live.

Why we need a bridge.

While two thirds of Central Oregon’s population lives in Deschutes County – near KIDS Centerour service area also includes nearly 13,000 children living in Crook, Jefferson, Harney, Sherman and Wheeler counties. Statistically, one in seven children in the US will experience abuse, neglect, or violence this year, which could potentially affect 1,800 kids in rural Central Oregon.

How can we provide support to children in these rural areas? We can serve children directly, but when a child does not make it to KIDS Center due to distance or other barriers, we work to equip our partners with the resources, skills, and knowledge they need to respond effectively.

How we support rural partners.

Specialized Professional Training

The State of Oregon tasks RCACs to provide mandated training on Karly’s Law for law enforcement, child welfare investigators and some medical providers. (Karly’s Law requires children with suspicious injuries to receive medical attention within 48 hours.) KIDS Center offers trainings on Karly’s Law to our rural partners. We help our partners stay current on these critical legal requirements. Training on

Karly’s Law also helps our partners better protect children from potentially lifethreatening abuse.

KIDS Center also provides a series of additional trainings for MDT professionals across the region, including Initial Responder Training, Risk Assessment, Child Sex Abuse, Dynamics of Child Abuse, and Mandatory Reporting of Child Abuse. These sessions are led by highly-experienced medical examiners and forensic interviewers on the KIDS Center team.

Complex Case Consultation

When rural partners face especially complex or challenging child abuse cases, KIDS Center is here to help. Our team is available for consultation whenever needed. These consultations support field investigators in developing action plans so that cases move forward, and children and families can find safety.

Peer Review

Medical examiners who encounter child abuse in rural areas often lack local peer groups to engage with in their practice. To address this, KIDS Center offers ongoing opportunities for connection and professional development through medical peer review sessions. These regular meetings allow medical professionals to share experiences, ask questions, and give and receive feedback on child abuse cases. Peer review helps refine skills, enhance knowledge, and better equip medical examiners to identify abuse and gather evidence for investigations.

Bridge building works.

Although hundreds of miles may separate our rural partners from KIDS Center’s headquarters in Bend, the strength of our relationships allows us to bridge that distance. Together with our regional community partners, KIDS Center works towards giving all children access to help, healing, and justice.

A year of Building Bridges

Throughout 2024, we connected with rural partners and community members across Central Oregon. We launched programs, held trainings, and organized events because every child in every community matters.

Working as a Team to Improve Outcomes for Children and Families

MDT stands for “Multidisciplinary Team.” Team members gather together to discuss child abuse investigations and organize support for children and families impacted by abuse. By law, every Oregon county has a child abuse MDT, staffed with members of law enforcement, child welfare, the district attorney’s office, and other agencies involved with child abuse investigations.

In 2024, KIDS Center regularly participated in MDT meetings in Crook, Jefferson and Sherman counties, and accepted a special invitation to Warm Springs’ MDT meeting.

Increasing Training for Rural Partners

In 2024, KIDS Center launched a yearly training calendar to help rural partners take advantage of trainings offered in their area. Our

Medical Examiners and Forensic Interviewers trained 117 partners in Prineville, Madras and Moro, to help ensure children receive the highest level of service and care.

Launching Programs for Kids Caught in Domestic Violence

KIDS Center collaborated with district attorneys in Crook and Jefferson counties to launch pilot programs of the Domestic Violence Child Witness Program, which offers immediate support to parents and children who have been impacted by domestic violence.

KIDS Center held trainings on this program for partners from law enforcement, Victim Services of the District Attorney’s Office, Child Protective Services, and Saving Grace.

We experienced an immediate increase in referrals for Jefferson County children following the launch of this program.

Providing Resources for Communities

KIDS Center (in partnership with MountainStar Family Relief Nursery) held Communities for Kids resource fairs in Madras, Prineville, and Warm Springs. And we were thrilled when The Confederated Tribe of Warm Springs invited us to their Child Abuse Prevention Month event in April.

We also attended several planning sessions for Crook County’s Focus on Youth Safety event, offering resources for parents to promote well-being for kids.

Promoting Prevention to Broader Audiences

KIDS Center held child abuse prevention trainings for 132 adults and youth in Jefferson, Crook, and Harney counties. To reach our region’s Spanish-speaking population, we continue to offer all of our trainings in Spanish.

We said goodbye to our sad, rippling carpet (which had become a trip hazard), and installed fresh carpeting.

KIDS Center celebrated our 30th Anniversary, with a Community Open House, a Planting Day for our new Healing Garden, and a special gathering for our Founders.

Cork & Barrel, our largest fundraiser, returned to its roots as an outdoor event, thanks to our friends at Central Oregon Community College.

Central Oregonians responded with generosity to our Gift Card Drive and donated more than $4,500 in gift cards to help families meet their basic needs.

80% of the funding for our mobile clinic is now in place, thanks to grants from several foundations.

We launched a new website with local prevention partners to help connect families with resources in their community.

Thanks to our Friends of O’Malley, hundreds of families received mental health support during their visit to KIDS Center, and children took home a cuddly stuffie in the likeness of our facility dog, O’Malley.
