A mother recently told us, “Miracles happen at KIDS Center.” And it’s true. In 2016, more than 2,666 children, youth, and families in Central Oregon received vital services from KIDS Center, such as our child abuse assessments, family support, therapy services, and prevention and education trainings.

Healing

Throughout this annual report, witness these miracles and the tremendous impact that KIDS Center staff, volunteers, board members, donors, and our community partners made in the lives of children and their families affected by abuse. You’ll learn how we supported them through our comprehensive services, from providing our Bridges to Healing Support Groups to achieving our tipping point goal of training over 5% of the population in the Darkness to Light’s: Stewards of Children® program.

These miracles happen in part because children and families who come to KIDS Center tell us what they need—and we listen. Also, since 2011, we’ve participated in the National Outcome Measurement System (OMS)* project which helps child abuse intervention centers (CAICs), like KIDS Center, evaluate their programs to increase the quality of services provided to children and families and to improve the collaborative efforts of multidisciplinary team (MDT) members. From client surveys received through this process, we’ve learned a lot from families.

While we still have room to improve, parents overwhelmingly feel that our staff cultivates healing for their children and family members, key community partners are supported by our collaborative efforts, and we are trusted to walk beside families professionally and compassionately as they navigate the impacts of abuse on their families.

With the support of a very generous community, we continue to develop effective, proven programs and resources for those who experience trauma. Karly's Law: 10 Years of protecting oregon's children KIDS Center responds to children who have experienced all types of abuse (physical, sexual, drug endangerment, witness to domestic violence, and neglect). Karly’s Law draws attention to one type of abuse and aims to prevent future children from meeting the same fate as the little girl it was named for.

Karly’s Law was written into Oregon law in 2007. It is named for Karly Sheehan, a three-year-old girl from Corvallis who died from physical abuse and neglect when a complete MDT response, including a Designated Medical Professional (DMP), was not yet part of the protocol. The law mandates that children who exhibit suspicious physical injuries in the course of a child abuse investigation must receive medical attention within 48 hours. KIDS Center is the DMP for Deschutes, Crook, and Jefferson Counties as well as the Regional Service Provider for four additional Oregon counties.

As part of the DMP role, KIDS Center’s team provides medical exams and case reviews for children who have physical injuries that may be non-accidental and inflicted. The medical team also trains local medical professionals on Karly’s Law exam guidelines to ensure a thorough work-up is performed when a child cannot be seen at KIDS Center. KIDS Center and our community partners, such as the DHS - Child Welfare and law enforcement, follow protocols to ensure that injuries are documented and medical attention is sought.

The team works together to provide services and support to keep children safe. It is the hope that this collaborative and comprehensive approach prevents vulnerable children from slipping through the cracks.

In the United States alone, one in 10 children will be sexually abused before the age of 18, making this likely the most prevalent health problem children face, with the most serious array of consequences. In over 90% of incidents, children are abused by a trusted family member or friend. To help address this startling issue, KIDS Center has been training Central Oregon communities in Darkness to Light: Stewards of Children® child sexual abuse prevention program since 2005.

In 2015, KIDS Center was chosen by The Ford Family Foundation as one of eleven nonprofits across Oregon and in Siskiyou County, California, to be a part of Protect Our Children. Protect Our Children is a new Ford Family Foundation program that is partnering with Darkness to Light to launch and grow child sexual abuse prevention programs in rural communities across Oregon (primarily Crook and Jefferson County in Central Oregon) and northern California.

We are delighted to share that in 2016 KIDS Center reached the tipping point by training five percent of the adult population (more than 10,000 adults) in our families, schools, and youth-serving organizations with Darkness to Light: Stewards of Children® child sexual abuse prevention program. This lays the foundation for a proactive, community-wide approach to prevention, and builds momentum toward educating and empowering all adults to protect children from abuse.

Expanding Our Therapy Program Therapy can make the difference between a family who grows and heals from abuse and one who repeats it.

In 2016, KIDS Center increased therapeutic services offered to families in the following ways:

Mental Health Support at the Time of Evaluation

It takes tremendous courage for a child to disclose abuse and they deserve to have access to immediate support and therapy services. For each family that comes to KIDS Center for an evaluation, a Child and Family Therapist meets with them to provide mental health support at the time of the evaluation. Providing psycho-education on the effects of abuse, such as normalizing behavior changes and validating emotions, gives families a sense of relief and empowerment. Caregivers often feel overwhelmed and uncertain about how to support their child and families following abuse. Therapists let them know that they are not alone and that with support, their child can heal.

Therapy

In the last year, KIDS Center’s Therapy Team has grown to three on-site Therapists. They are available to provide immediate therapy to families who seek help from KIDS Center. The team provides evidence-based therapy services to child survivors of abuse and their families in the form of individual, family, and group therapy. Our on-site therapy program has decreased wait times between a referral and a family’s first therapy appointment, so families receive more immediate support following abuse.

Bridges to Healing Support Group

When a child is sexually abused, the entire family is affected. The Bridges to Healing Support Group is for children who have been sexually abused and their non-offending caregivers and siblings. KIDS Center now partners with Deschutes County Behavioral Health and Lutheran Community Services Northwest to offer the Bridges to Healing Program in Redmond and Prineville in addition to Bend. Jefferson County and the City of LaPine have also expressed interest in bringing the program to their communities.

Domestic Violence child witness program Children from homes where domestic violence occurs are 15 times more likely to be physically abused, sexually abused, or seriously neglected. KIDS Center realized that many of the children and caregivers experiencing domestic violence in our community were not receiving important intervention services. So in 2014, in partnership with the Deschutes County District Attorney’s Office, we launched the Domestic Violence Child Witness Program (DVCWP). This program brings together local law enforcement, the DHS-Child Welfare, Saving Grace, KIDS Center, and the District Attorney’s Office to help increase safety for children and non-offending caregivers by providing timely wrap-around services and support following an incident of domestic violence.

In the last three years, 55 children and their caregivers have participated in the program. Without it, they would not have received coordinated services. As a team, community partners meet regularly to evaluate the program and work to improve the children and victims’ success. The partnership of these agencies highlights the team spirit of our community and a shared goal of keeping kids and families safe.
