At the 1ast Planning Committee meeting on March 31 planning approval was provisionally given to the plans to remove most of the bank and hedge on Church Hil1. Final approval will be given if no valid objections are received by April 16.

The main points at issue are given on this page together with comments from the Kibworth Parish Councillors.

Planning Permission for the Church Fields deyvelopment included these conditions when granted by the HDC Planning Committee in July 1986.

Condition 4 states that “During the period of development works on the site,the hedge adjoining Church Road shall be retained and not disturbed , with the exception of :- . the access road .,,at the southern end of the site .. a footpath,and that part of the hedge and those trees which are required to provide a satisfactory visibility splay in conjunction with the new access road.“ Condition 6 includes the following statement: “The agreed visibility splays shall be implemented before any building work commences on site and shall be so maintained until formally dedicated as highway .

This is yet another attempt to push through an application against the wishes of ,Kibworth people; an attempt to reverse the planning decision that Kibworth accepted.。 0nce destroyed this last remaining feature can never be put back. Don「t let them have their way 。 Mary Beeching,K. Harcourt P. C。.

We have all been far too complacent and trusting.、。 Now the rules of the game appear to have changed.。 0ur very own _District Council and Planning Authority,expecting perhaps that Local opinion would by now have died down,invited the developer to submit a further planning application as at the 11th hour the Highways Dept could not be satisfied about sight splays for the new access road 、 So the District Council is now poised to grant consent to the developers for the total removal of the remaining part of the hedge and bank , thus reversing a previous planning decision and ignoring the considerable opposition voiced by local residents, Parish Councillors and indeed District Councillors.

New Strip Sixty Happy Years The Chronicle offers hearty congratulations to Harry and Doris Tabberer of Weir Road,Kibworth Beauchamp , who celebrated their Diamond Wedding on March 26th: Looking both very sprightly,Harry and Doris talked about their 60 years of happy marriage which began when Harry saw Doris through the window of the paint and wall-paper shop in Leicester which Doris managed for many years. They were married at St、 James the Greater and have two sons and a daughter 。 Harry was born in a small town in Saskatchewan,Canada,and earned extra money in winter by trapping mink,ermine,etc. for their fur .

When he was about 14 years o1d,the family came to England and settled here.。 Harry trained as a commercial artist and worked for S1ater「s prior to his retirement.、。 He is a keen angler and has won many trophies with Local clubs.。 Doris,who was born in Lincoln,is a dedicated knitter and has won prizes for garments she has designed and made.。 Harry and Doris have alwaySs enjoyed dancing and are still1 prepared to take to the floor .

Your RUBBISHcan beVALUABLE The Community Distribution Project , run by John Lyddon under the auspices of the South Leics.Community programme,has grown considerably since this paper 1ast commented on their activities.。 Twelve people are now working on the Project for up to 12 monthsy during which time they are helped to find permanent jobs. They are in need of furniture,fridges , freezers,bedding,curtains,Ccrockery cutlery,all baby gear,including prams and cots.。 Where necessary , such items are cleaned,renovated or painted before being distributed to families in need (who have to be nominated by a recognised agency) .

They also want paper,books,p1lastic bottles,fabric,yarn,Cardboard , wallpaper and paints.。 Much of this is given to children「s play-groups, etc. An important part of the Project「s activities is the distribution of sacks of fire-wood to 0.A.P.s and families in need:。 At present 200 sacks a week are being given out , If you can help in this excellent scheme,please take your contributions to the Centre at the end of Council Street (off New Road) , Kibworth Beauchamp. This depends on good quality gluten and high protein content Weak doughs are needed for biscuit-making (Weetabix) ,are less elastic and should have low protein content.。 A small amount of imported Canadian, wheat is added to the home wheat in case of wholemeal breads,to give particularly high protein and very strong dough.

About Badgers....

Because he is a nocturnal creature the badger is rarely seen which gives the impression that they are scarce.。 In fact they are one of our commoner wild animals and particularly so in this district.。 The adult is rather larger in appearance than a big domestic cat but is a great deal heavier 。 Their diet is very varied such as slugs,snails,insects,frogs,mice and baby rabbits as wel1 as any dead flesh and a variety of roots and berries. An old one wil1 occasionally take a weakly 1amb or raid a hen house but this is a rare occurrence.

They are vigorous diggers and frequently dig out fresh tunnels in their traditional earths,most of which have been occupied for centuries and are very extensive。 0ne can often tell that badgers are in residence because they 1ike to change their beds frequently and wi11 leave a long trail of straw or dead grass all the way from where they find it to their earth.、。 Following one such trail from a harvest field deep into a 1arge wood one summer evening,my daughter and I sat down to watch about 10 yards from the holes、 Presently an 01d sow badger and two cubs came out,and after the usual period of scratching the fleas walked off down the hil1 within a yard of my feet.。 Being just below me she became suspicious that something was unusual and went back to the earth.。 About ten minutes 1ater they emerged again and this time went away above us.。 Evidently our scent Was rising as when they were immediatel y above us they turned and bolted back home crashing through the undergrowth and did not emerge again.

Badgers do not hibernate but during cold weather do not I believe come out to feed every night. Their young,usually two,are born in winter and first emerge in the spring .

I once watched a small badger meet a small fox cub on a woodland path: after looking at each other for a couple of minutes the badger cub retired. It would have been the other way round had they been adult.

The New Church Hall has a Foundation A relaxed and informative evening was enjoyed by approx 150 members of St Wilfrid「s Church on Saturday 21st March. The evening saw the official 1aunch of the fund-raising campaign for the new Church Hall and took place at Kibworth Community Centre.

The rector,Fred Dawson,explained that the Church needed the new hall in order to cater for the increasing range of activities in which the Church is involved.。 It would enable the members of the Sunday School1 to be able to take an active part in Sunday Morning Worship and provide a comfortable meeting place for all Church groups as wel1 as for informal fellowship following services。 Richard Darke,the Chairman of the fund-raising committee, then told the meeting that although the Hall would cost approx 100,000 to build,the fund already stood at 58,000 - this being made up of f32,000 from the sale of St Wilfrid「s Hall,and f26,000 from the Diocese as a gift。 Suggestions as to how this extra f42,000 could be raised were given. These included individual covenanted donations,fund-raising activities,such as whist drives and coffee mornings and requests for donations from charities and l1ocal businesses.

There followed s superb “finger buffet“organised by Alison Picken,another member of the fund-raising committee .

The evening was concluded by watching a video of the inyolvement of the Church in Kibworth 1ife,produced by Rod Hardwick,a teacher at Kibworth Primary School. Norton & Gaulby Young Farmers 0n 10 March one of our very wel1known senior members,Miss Cathleen Gilbert, :gaye us a talk and demonstration on cookery. Cathleen enters the Cookery competitions at rallies and always does very well. In her demonstration she showed us how to cook fillet steak in a mushroom sauce and for dessert a chocolate gateau, Which she very kindly shared out between the rest of the CLub. Nch 17th we went swimming at Beaumont Leys where everyone had an enjoyable time. Mch 24th we had a rally meeting where everybody was helped and told what they were doing at the rally on 9th of May .

Last Tuesday we went on a walk round one of the Co-op farms,CGrange Farm at Stoughton. ˇWe were shown round their Dairy herd and we learnt that ˇthey are going to open it to the public as a worKing farm.

I am glad to say we hayve had some new members coming along and any one else still1 wishing to join - please : Come!

Jewry Wall Visi 0n Thursday 18th March,M.].1 and M.J.2 of Kibworth Primary School went on a trip to Jewry Wall Museum in Leicester. 0utside in the grounds of : Jewry Wall we saw the following things there was the biggest bit of Roman Building left in Britain,there were also hot and cold Public baths for the Romans to use because the Romans loved the Museum there their werelots of mosaics. When we went inside a 1ady called Miss Wright took us into her room. Miss Wright showed us some of the things that the Romans would use. The 1ady made some cakes for us to try and she made some kind of mixture with Wine,Honey,Chestnuts and Herbs in. I had a good day 0ut.

8 The Application There can have been few Planning applications in the Kibworth area in recent years which have caused more controversy than the proposal by Portman Products(previously Pavac Plastics) of Fleckney Road to extend their premises between Dover Street and Gladstone Street.

The firmn,which makes mainly plastic tubing at present employs upwards of 40 people (most of them local) and claims that this could be increased by 50% if they are allowed to extend the factory . They also take on about 4 school-leavers a year。 Vi1lagers who oppose the alteration point out that heavy traffic wil1 be increased in an area where it is already a hazard and that Dover Street is too narrow to accommodate 1arge 1orries safely . Residents whose property would be affected by the change are naturally apprehensive about increased noise,pollution,decrease of privacy and an anticipated fall in the value of their houses. Kibworth Beauchamp Parish Council has voted against the extension purely on planning grounds.

The matter came before the District Council on March 31st。 Below are printed some letters on the subject which have been sent to the Chronicle.

For Dear Editor , My colleague and I are writing to express our alarm at the events arising from the planned Portman Products expansion. AlLlthough I can understand certain Dover Street residents「,concern, I feel that once it is implemented fully,it wil1 not prove to be an inconvenience nor wi11 it affect the quality of 1ife enjoyed by those who live in the street.

Apart from eradicating the obyvious parking and loading problems,it would also mean an end to the practice of haying to fetch 1arge amounts of raw materials yia the yard at night.。 An improved 1ayout and more efficient system would enable both management and workers to ensure that the yard and any area overlooked by the residents is kept clean and tidy.

There should also be no fears of a mass influx of heavy l1orries,as a 1arger stores department should,if anything,reduce the number of de1liveries。 Moving on to the site for the proposed development,I find it amazing that a vi1l1age and its Council that has regularly over the 1ast fifteen years allowed 1arge tracts of our beautiful countryside to vanish under bricks and mortar should oppose the redevelopment of one housing plot and a singularly unattractive builder「s yard.。 The said plan providing not only job security for existing employees,but new career opportunities and a firm employment base for future generations .

I wonder whether those people who have become indirectly involved in this matter via petitions,wil1 be as forthcoming with job offers and financial assistance to those who stand to 1lose their 1ivelihood.

Finally,I also find it strange that the Local Councillors who are we are told - responsible for the welfare of the workforce,have totally failed to consult us on any of their actions,when we stand to be the most highly affected group. Who is fighting for our rights? “We just have to hope that the District Council1 agree with us and allow the Company to grOw and benefit not onl1y us but the Villaqe now and in years to come .

Dear Editor I submit that the possibility of Portman having to leave Kibworth because of Local opposition would have a Ccatastrophic effect on the Village in general and the workforce in particular.。 I am not untypical of that workforce,being born and bred in the Vil1lage and employed at Portman for over eight years. Securing a similar job l1ocally would prove nigh on impossible for me and my colleagues 。 May I earnestly ask you to exert your goodwill and use your influence and ask Local people to take a sensible view,and hayve regard to the views of the workforce. We are confident that the proposed alteration wil1 do nothing but good for the Vill1age,and we would not wish in any way to harm the Village nor disadyvantage the Villagers.、。 The factory has stood on this site for many years and in our view the disabilities and blight to adjoining or neighbourhood properties is being grossly overemphasised to the possible disadyvantage of the Village and all1 its inhabitants .

Against Dear Editor , A number of reports have recently appeared in the Press concerning the proposed extensions to the plastics factory at the corner of Dover St. , Kibworth. As residents of Dover St. , we should 1ike to make the fo1lowing observations.

It is claimed by the firm that the alterations wil1 improve traffic conditions in the area,provide 23 more jobs and that if planning permission is the factory may have to close.

These traffic conditions are l1argely the result of their own lorries and cars parking en or near the road junction,and theiz proposed new parking arrangements Will1 be inadequate (even if used!)for the increased personne1 and for the extra lorries to l1oad/ unload and turn round on their own premises.、 It is certain that the very 1large articulated lorries wi11 continue to be unloaded on the Street.

As to the threat of the factory having to close,- at the P.R. meeting held 「 at the factory on Narch 11th,it was never mentioned nor hinted that this may _happen .

The certainty,however,is that this extension would be a further encroachment on the otherwise residential part of this narrow Street , would add to the machinery noise at night,and increase the danger to passing pedestrians and adjacent property .

By what right do these people . threaten to disrupt the lives of the local residents and to devalue their homes2 F.A、Wildman B.E.、Wildman .

Whilst we must welcome industry to the village for the sake of jobs for 1ocal people in the future,it is a pity that it cannot be confined to a proper Industrial Estate instead of encroaching even further into a residential area. 4 houses have already been demolished,will1 this be the 5th - a 1ittle short sighted by District Council I think - where wil1 it end?

After the factory expands there wi11 be an increased amount of heavy goods vehicles,which cannot enter Dover Street now without the rear wheels of articulated lorries going over the pavement.。 As for parking in the street,most of the houses do not have parking facilities of their own.: With the new parking places for the factory and vehicle entrances having to be kept clear,residents wil1 have to park at the「 bottom of the street and the opposite side to the factory at the top. The lorries then wil1 not be able to get into the entrances anyWay .

Lastly would anybody else 1ike to have a heavy goods vehicle entrance put within a few feet of the side of their house to a factory which works nights as wel1 as days Concerned Neighbour .

There was an excellent turnout for a meeting on the “Neighbourhood Watch Scheme“held at Kibworth Community Centre on March 12th.

Chief Insp,、 Bernard Farrant informed the audience of the worrying statistic that 1ast year in the whole of the Harborough area 37 out of 76 burglaries took place in Kibworth.

However,it has been shown in other areas that Neighbourhood Watch Schemes can make a significant contribution to a reduction in this type of crime.

A video made by Leicestershire Police was shown,which i11ustrated very well,that taking part in a Scheme does not mean being a busybody.

In fact it means helping to safeguard your own and your neighbour「s property and it can actually encourage a good community spirit、The police also emphasised that people taking part in Schemes should telephone them about any suspicious incident in their neighbourhood and not fee1 they were being a nuisance.

An officer from Market Harborough was also present to advise on home security measures such as fitting window locks and door chains and security marking property .

Judging by the number of questions and the 1ively discussion on the night there is quite an interest in this subject in Kibworth. A Scheme has already started in Larkswood and more may get under way soon、For more information ring Market Harborough Police on M.H. 62251.

“Witch“Doctorl Kibworth has been chosen by the Leicestershire Community Health Council as the fourth venue in its 1987 series of “HAVE YOUR SAY“Days,planned to be held throughout the county.

Designed to give an opportunity to local residents to meet with representatives of the Community Health Council and to express their yiews on local health service issues,there wil1 be an opportunity for individuals with specific anxieties or complaints to meet privately with officers of the Council for advice and assistance。 Members and officers wil1 be at the Vil1lage Hall,Station Street,Kibworth Beauchamp from 10.00 am. - 12 noon on Tuesday 5th May 1987.

DOWN THE DRAIN The journey from High Street into Fleckney Road,usually a pretty straightforward trip,has for the past fortnight been fraught with abnormal hazards and pitfalls for both drivers and pedestrians,so motorists and residents along the route wil1 no doubt be delighted to know that they have only two weeks「,further inconvenience to endure.。 The contractors , who are replacing about one hundred yards of decayed main sewer,had expected the job to take some eight weeks,and are very happy to have halved that time,not least on account of the diminished risk to themselves of the loss of 1ife or 1imb.

The new sewer is being 1aid at a depth of 3 metres,necessitating that the trench be reinforced with sheeting shored by hydraulic jacks,though the nature of the soil is generally stable and has presented no problems、 A new manhole is to be dug outside Southlands,and an existing one opposite the Scout“_hut replaced.

Finally the road and pavements Wwil1 be fully reinstated to a new level of perfection,if not a perfection of 1evel!

The sole failure in public relations has arisen from the nocturnal droning of the generator originally used to power the traffic 1ights; the cause of offence was,however, Swift1ly removed,and the 1ights are now run off the street 1ighting .

All things considered,this temporary disruption has been accepted with the patience and understanding one expects from the inhabitants of Kibworth,who are,after all1,not unaccustomed to the odd 1ittle traffic problem.

In this country we are proud of our democratic rights and freedom; but Freedoms are easily eroded,。 We look to our M.P.s to be their bulwark.。 We assume that all aspects of important issues are discussed in Parl1iament。 A group called the 0xford Research Group in their book “Who Decides“ has recently pointed out that,in an area of vital concern to us all,there is need for greater parliamentary accountability .The fact is that , apart from Parl1iament having given blanket approval to the existence of nuclear weapons,M.P.s have had no opportunity to play any part in the making of decisions on the procurement and costs and type of these weapons. Decisions - represented as irrevocable - have been taken by Civil Servants on these highly dangerous matters.。 Democracy thrives on open debate and if we care about it we can express concern to our M.P.,Sir John Farr,or ask him to sign the statement known as an “Early Day Motion“ in the day「s parliamentary order paper,which asks for greater parl1iamentary scrutiny of the nuclear weapons programmes.

Women in the Community At their April meeting,Kibworth and Smeeton W.I.presented Miss Brenda Reid with the dolls they had made for her to use in her work at South Lodge Special Schoo1l.

Miss Reid teaches blind and part 过 y sighted children and explained that it is often very difficult to hold their interest in reading Braille books because of the obvious lack of i11ustrations which other children can enjoy .

She asked WI members,therefore,to make two families of dolls to fit in with the stories which the children will1 be reading .

It was important that each doll be made with easily recognisable material s such as silk,corduroy and tweed which have a distinctiVe fee1 .

The two families were made by Mrs HindLley,Mrs Holmes,Mrs Padley, Mrs B. Ward and everyone in the photography although more 1adies helped at the Cutting out stage.

Miss Reid was clearly delighted with their work and brought one of her children,Thomas Johnston,along with her to say a big “Thank you“ to the group、

StontonWyville 205-308 The article 1ast month on Stonton Wyvyil1le has prompted Mr Patrick,now of Kibworth,to record his memories from the 1ate 1920「s and 30「s、 The village has not altered much since that time but a number of houses and cottages have been demMr Sanderson farmed the land at the side of the brook on the Cranoe/Langton road and Mr 、Kendal1 at the second farmhouse.。 There was a third farmhouse in the centre of the village which also served as a public house. This was called the Fox and Hounds,had a six day 1icence and was run by Brian Sedgley.。 Al11 the vil1lage was owned by the Brudenells of Dene Hall who during the hunting season stabled the horses at Stonton and housed the grooms there.

Apart from the Reverend Davenport who 1ived in the Rectory all alone and Mr.Mills and family who 1ived in the Manor House the rest of the men worked on the farms and spent most of their spare time on their vegetable gardens,and then enjoyed a quick pint. Winter evenings were spent at the Fox & Hounds with skittles , dominoes and Cards.

War comes toHigh Street As war came,it was for all1 my age group a journey into the unknown.。 0f course our young minds went bsrserk and saw all kinds of things. The first change was the blackout; our house was equipped with internal shutters,which were put up just before dark,so that no 1ights could be seen from outside.

0ne story goes that a policeman went to one house in High St.、and said he could see a 1ight,。 The householder asked “where“ and was told “under the pelmet at the top of the window“- toˇ which the man replied “What am 工 blacked out for,aeroplanes or submarines24.。 The first “Air Raid“「“warning was three short blasts on a whistk

The evacuees came,- poor souls.、 Each had their name on a 1abel in their buttonhole.。 They soon settled in and the Village Hall became their school; the headmaster being Mr Jolly,a very nice man.。 Early in the War a barrage balLoon came down in the square and about 20 of us hung on to it and tied it to Dr Simkin「s railings.。 When Gas Masks came into force we had to go to the 0ddfellows Hall,Paget St.、to be fitted.。 There were three sizes -Smal1, medium and l1arge - so if you were an odd size you either choked or had a loose fit.。 I can remember that awful sickly rubber smel1. It was an offence to be out without your gas mask but I don「t ever remember taking mine to work. We also had soft rubber ear plugs which I stil1 have.

The Auxiliary Fire Service (A.F.3.) were stationed in High St. (now Fairfield News),Rescue Squad at the Grammar School and the Home Guard at St. Wilfrids Hall1. The Home Cuard drilled in High St.just 1ike“Dad「s Army“but I am sure had the occasion arisen,they would have given of their best 1ike true Britons. 0ne of the 0fficers used his car for Home Guard business and it is now fully restored to pristine condition by its present owner,Mr Yve Pettilon.

Kibworth also had its own emergency hospital at the “Warren「, then the home of Stanley Partridge. They called it “Demontfort Hall“! “It had about 8 beds always made ready,but I“m glad to say not needed。 About the middle of the war around 9.30 one night Dad , Mother,brother,sister and myself sat round the fire when “Boom“ the house went up and down.。 Five bombs had dropped in Smeeton Road.

cP4RISH When we found ourselves regrettably ignorant of some of the basic facts regarding the make-up of our local councils,we thought that some of our readers might be interested also to know a 1ittle more. The parish is the most ancient type of local government unit in Europe and in England it has been in use since the 8th century.

Every parish has a right to elect a parish council and every registered resident in the parish who is over the age of 18 is entitled to vote (subject to certain legal incapacities) .

Candidates for election to a Parish Council must be over 21 and ahBritish subject or citizen of the Irish Republic. He must be an elector for the area and must have 1ived for 12 months in the parish or within 3 miles of it,or have his place of work in the parish。 The number of councillors who may be elected to a local Parish Council is fixed by the District Council; is based upon the population but may not be less than five. At present , Kibworth Beauchamp is entitled to 11 councillors; Kibworth Harcourt to 6 and Smeeton Westerby has a Parish Meeting of 5 persons.、 A quorum for a Parish Council meeting is not enacted but if a document has to be executeds 3 persons must be present.

Swifts Unly orne game has been played this month,resulting in a 5-1 win against Mowbray Rangers.0bviously the team played very wel1 and goals were scored by Simon Bailey ,5imon Banks , Darry1 Frederick and James Bluck(2) Two games are still1 to be played (against Lutterworth Juniors and Royce Rangers from 0akham) 。 The Swifts are fourth in the 1league at present.

The Kibworth Swifts Football Club raised 895 at their Jumble Sale 1ast month.。 The money wil1 help repair damage done by vandals 1ast year .

Eleven runners from Kibworth Primary School represented South Leics. in the County Cross Country Championships held on a slippery,hilly, difficult course next to Rutland Water,。 The event was won overall by the locals from Rutland . Emily Ty1ler gained an excellent 5th place in the under 9 event.。 The other runners , who all performed wel1 in the unfamiliar conditions,were Verity Snelson,Abby Watts,Paul Whitehead , John Vickers,David Cullum,James Grant,Chris Lauder,Marc Holmes , Jonathon Puddephatt and Stephen 01dham.

The Netball season ended with a very successful,sporting social event between the Primary school and Catherine Junior School in Leicester The two netball teams played each other and the two football teams also had matches、The afternoon ended with a KibworthCricket Club match o mixed teams from both Schools.

The Netball Tournament on Saturday The Club wil1 be fielding two Saturday teams,two Sunday teams,a Wednes- March 14th at Sherrier School,Lutterday midweek team and a Junior under-16 worth,resulted in Kibworth being in team. The first home matches are fourth place. The 「A“,team played 8 Isham on Saturday 18th April and matches and the team played 10, the whole Tournament being won by Great Glen on Sunday 19th Apri1.

The Club are interested in having Fleckney. some more players and anyone interested should phone the secretary ,Paul High School Abbott on Kibworth 2884.

They will be holding a meeting in The first year girls「 netball team the Pavyilion on Sunday April 26 reached the semi -finals of the 5.

Leics. Cup,but their interest in the commencing at 10.30 a.m。 competition ended at that stage. Kibworth- Primary School won their final league match 5-1 against Welford to finish in mid-table,the goals coming from Richard Hiley,James Grant , Adam Farley, Mark Randall and Paul Ward. The seasen ended with some unsuccessful friendly games plus an enjoyable get-together with Catherine Junior School from Leicester. 0n this occasion the 1ads played a series of small-side games followed by a somewhat unusual 14-a-side encounter made up of mixed teams when everybody joined in the fun。 Ward finished the season「s top Scorer with 9 goals and captained the South Leics. area side for which Hiley has also played wel1 。 Tennis Club News The club offers both competitive and social tennis with regular club evenings and afternoons and has a monthly American Tournament fol1lowed by a Bar-b-q or Cheese and Wine (depending on the weather!)
