City finance director Jennifer Johnson proposed a tentative millage rate of 2.72 mills – in other words, $2.72 per $1,000 in taxable property value. The rate is 15.04% higher than the rollback rate – which would have raised the same tax revenue as the prior year based on current assessed property values – of 2.3644 mills. The new millage rate will create roughly $9.7 million in revenue for the city’s general fund.

ith a unanimous vote, the Marathon City Council approved Marathon’s tentative tax rate and 20222023 budget at its first public hearing ahead of the regularly scheduled city council meeting on Sept. 13.

• The council directed Williams to draft a change to Marathon’s vacation rental licensing fee schedule. The proposed change will add $100 to all fees in the current per-bedroom schedule – with new licenses currently ranging from $1,000 for a 1-bedroom rental to $1,200 for a 4+-bedroom rental – and will allow the city to charge an additional $100 for each bedroom in a rental above four bedrooms.

The new $116,909,494 budget includes cost of living increases for staff of 9.6%, insurance benefit increases of 5%, increased public work staff and increased professional services for climate change and other similar studies. Since its last public discussion, Johnson said her staff had to increase the city’s legal budget due to ongoing litigation in the city’s 300 ROGO housing unit case as well as account for the addition of a full-time code officer and increased fire rescue transport pay to meet Florida state requirements.

With agreement on the fee schedule set to take effect for boat ramp usage and parking as well as Sombrero Beach parking, the council directed city attorney Steve Williams and public works director Carlos Solis to rework sections of a proposed ordinance defining how Marathon and Key Colony residents would qualify for free use of the facilities.Thefeeschedule is expected as follows: $5 per hour for the first two hours to park at Sombrero Beach, followed by $2 per hour thereafter; $25 to launch or retrieve a boat at any of the city’s three public boat ramps; and $20 per day to park a vehicle and trailer in available spaces at these ramps. All year-round Marathon and KCB residents can qualify their vehicles for free use with documents such as a driver’s license, voter registration card or lease. At the council’s direction, part-time residents who own property in Marathon or KCB will be permitted to register only the property owner’s personal vehicles. The privilege of free use is not transferable to short-term renters or visitors. The exact registration process used is yet to be determined.

• At its first public hearing, the council asked Williams to rework an ordinance intended to provide an enforcement mechanism for the prohibition of alcoholic beverage consumption on city property. They also asked to incorporate a ban on cigarette smoking on city property in the next draft of the ordinance, untouched since its inception in 1999. According to the most recent draft, first-time violators would be asked to leave the property, second-time violators would be issued a trespass warning for no more than a year, and third-time violators would be subject to arrest as a trespasser. The city council would be permitted to waive the provisions of the law for specific events on a caseby-case basis.

budget includes appropriations for improvements to bridges, the Seven Mile park, the Quay property and Marathon Community Park.

“The most effective folks in Tallahassee right now are local business people,” she said. “If you could all write individual letters, group letters, sign on to a resolution, all of these things would be very, very impactful in our ef forts.”

Monroe County contractors and residents are urged to directly contact their state legislators who have the power to enact changes to House Bill 735. CONTRIBUTED

“It’s people like you that show up that are going to move this forward,” replied board member Gary Centonze. “This is the time when you reach out to Jim Mooney’s office; this is what they’re there for. And this is serious times. This isn’t the fluff.

Much of the 1½ hour meeting segment was spent discussing the nightmares the bill could cause in the Keys: shoddy craftsmanship with dangerous consequences from inexperi enced workers completing projects without any form of insurance, contractors pulling permits for others without qualifying the benefitting business, a loss of employees as workers take advantage of the contracting free-for-all, and an inability to purchase materials from distribu tors without producing an appropriate license, among many others. The board stressed it was looking for solutions, not more complaints.

Passed in 2021, the bill prevents local governments from issuing licenses to specialty contractors such as painters, landscapers, pav ers and others whose work does not involve life safety

Whileimplications.onthesurface the bill appears to help smaller contractors by eliminating redun dant fees and overlapping licenses in other Florida municipalities with looser permitting requirements, it’s a bombshell for Keys special ists. Working in an Area of Critical State Con cern (ACSC), contractors throughout Monroe County are required to pull permits for even simple tasks like putting up a fence. They must have licenses to do so, and as of now, those licenses will all expire in 2023.

he clock is still ticking on specialty con tractors in the Florida Keys. And though it could not provide a definitive resolu tion, a Sept. 13 meeting of the Monroe County Contractors’ Examining Board saw plenty of ideas put forward to combat House Bill 735.

MARATHON WEEKLY / SEPTEMBER 15, 2022 5

Charlie Brown, Arlington Electric owner and Florida Keys Contractors Association vice presi dent, further questioned the definition of legal contracting work once the specialty licenses expire.

Joining the meeting via Zoom, district aide Nola Acker said Mooney was well aware of the challenges posed by the bill and had watched the majority of the meeting virtually.

“We are working with other reps in some other districts who are now realizing the con sequences of House Bill 735,” she said. “It will be a top priority for our office going into next session … whether it be rolled back, amended, whatever we can do to help our local contract ing community.”Reaffirming the importance of direct cor respondence with legislators, county commis sioner Michelle Coldiron said letters should be sent to DeSantis’ and Mooney’s offices as well as those of incoming Florida Senate president Kathleen Passidomo, incoming House speaker Paul Renner and Senator Ana Maria Rodriguez.

“Everybody should know the county does not agree with House Bill 735,” said chairman Rudy Krause. “What we’re trying to do is come up with some questions for (the Department of

Chamber of Commerce CEO and Keys Federation of Chambers president Daniel Samess said he intends to ask his Marathon board and the other Keys chambers to formally support alteration or repeal of the bill, adding that “we’re well aware of this, we’re listening and we want to advocate for others.”

Lisa Tennyson said that while the state was initially unwilling to listen to the county’s concerns with the bill, she was hopeful that pushback from thousands of contractors now affected would “soften the ground” as the Florida Association of Counties conference gets underway next week, with dis cussions scheduled for modifying or repealing the bill. Above all, she urged all affected parties to continue writing direct letters to state of ficials and legislators addressing their concerns.

Several contractors questioned the legisla tive support for the bill, which passed 82-32 in the House before a narrow 22-18 approval in the state Senate. Among those voting to ap prove the bill was state Rep. Jim Mooney.

“Somebody got to somebody in the staff of Governor DeSantis’ office. I get it, they proved a good point. … I have complete faith in our county government. We’re gonna go back and present the case.”

Short of overturning the bill, Krause indicat ed the county’s legal team is working to create a legislative distinction for Monroe County as an ACSC. If all else fails, he said the county should still require a permit for all projects, even if a license would no longer be required to obtain one. In this way, the county could continue requiring liability and workman’s compensation insurance in addition to staying informed about ongoing projects and providing for inspections to protectLegislativehomeowners.affairsdirector

“I know our representative voted for this rule and is kind of backing it up,” said Armand Messina, owner of aluminum hurricane shutter manufacturer SunMasters AM as well as AM Electric. “(Mooney) needs to understand the ramifications to this.”

“My question would be … how are you go ing to get insurance for something if you don’t have a license to tell them what you’re doing?” he said. “When I go to get my insurance, they make me send my license number in. … At what point are we going to break that and know the difference between illegal contracting and not illegal contracting if we don’t have any qualifica tions?”Marathon

“You can all copy the county commission ers, but don’t just send them to the commis sioners, because our hands are as tied as yours are,” she said. “We are going to be asking for the support of all 67 counties to help us squash this bill … so we completely sympathize.”

Many shark experts agree that bites on humans are cases of mistaken identity. The scenario is likely exacerbated by cloudy water with reduced visibility – conditions frequently found along the reef line in the Keys in the late summer months. But Winegardner estimated the visibility on the seafloor where the bite occurred to be roughly 30 feet, and he was surprised the shark didn’t target the large grouper he was carrying on the other side of his body.

“I haven’t argued the call,” he said. “The shark that passed us was a reef shark, but when I made eye contact with the shark that bit me, I’m positive it was a bull. But at that point it’s he said, she said, I guess.”

Winegardner’s friends rushed him to Marathon’s Captain Hook’s marina, where he was eventually transported to the Marathon airport and flown via Trauma Star to Jackson South Medical Center in Miami. There he underwent surgery to close the wounds and repair tendons in his forearm.

DeSantis is running alongside current Lt. Gov. Jeannette Nuñez, while Crist’s running mate is Karla Hernandez, who serves as president of the United Teachers of Dade.

DeSantis’ campaign collected over $1 million late August to early September

Crist’s campaign gathered a little over $881,000 from 17,404 contributions from people and businesses between Aug. 27 and Sept. 2. That’s slightly down from the week before when Crist’s campaign collected a little over $1 million. The former governor from 2007 to 2011 and representative of Florida’s U.S. House District 13 dating back to 2017, Crist’s campaign has spent $7.5 million since the summer of 2021.As for Crist’s PAC, the Friends of Charlie Crist has raised a little more than $8.5 million since May 2021. Though he was discharged from the hospital on Sept. 13, Winegardner still faces extensive physical therapy and at least one additional surgery in the coming weeks. His bite wounds extend from his wrist to mid-bicep, and he will need a skin graft to cover the most damaged section of his arm. As he does not currently have health insurance, a GoFundMe was established in his name by his grandmother to help defray some of the costs.

Three other shark bites have been reported in the Keys within the last half year. On Aug. 13, 10-year-old Jameson Reeder Jr. lost part of his leg after being bitten at Looe Key reef while snorkeling with his family. An April 17 bite at the Islamorada sandbar near Whale Harbor left one man with deep lacerations in his leg, while a June 29 bite on Summerland Key sent 35-year-old Lindsay Bruns of Flower Mound, Texas to the hospital for more than a week as she underwent multiple surgeries to repair most of the function in her injured leg.

he Florida Keys recorded its fourth shark bite in six months when a diver was bitten while spearfishing on Sept.Marathon6.

According to the Florida Museum of Natural History’s International Shark Attack File (ISAF), there were a total of 112 combined provoked and unprovoked shark bites in 2021; 39 were provoked bites, a category that includes bites on spearfishers, among several other scenarios. The United States led the world in the number of unprovoked bites that year with 47 confirmed incidents, and Florida topped the list of states reporting bites with 28; Hawaii was a distant second with six.

Though initial reports unofficially attributed the bite to a reef shark, Winegardner had a different opinion.

epublican incumbent Ron DeSantis’ war chest is growing in a reelection bid for Florida governor against Democrat CharlieAccordingCrist. to latest campaign finance records, DeSantis’ campaign collected just over $1.1 million in contributions from 10,919 individuals and businesses between Aug. 27 and Sept. 2. Fundraising for DeSantis, who seeks a second term, is up from the previous reporting term. Around $814,000 in contributions flowed into his campaign between Aug. 20 and Aug. 28.

Zack Winegardner was diving recreationally with friends in about 70 feet of water when he headed back to the boat’s anchor line with a speared black grouper. Though the group had seen a shark swim through the area earlier in the dive, it had disappeared since their initial encounter.“Something came from behind and got me,” Winegardner told Keys Weekly, adding that no one from his dive crew saw the bite coming and that the entire ordeal was over in seconds. “I had no idea. I barely knew when it hit me. I looked back and it was still holding my arm, and then it just let go and bolted.”

A CLOSER LOOK AT MARATHON’S GOVERNMENT

KENNY MATLOCK

WAYNE QUARBERG

I do not think we need a “strong mayor”. Currently the city manager and city attorney answer to the coun cil. I believe we need a qualified deputy city manager who can deal with daily activities and hold city employees accountable. As of now I do not see people being held accountable for mismanaging or not fulfilling the duty or qualifications of their position. The majority of our city staff is made up of amazing hard working people that love our town. Unfortunately, I believe some of our city staff have forgotten they are public servants, here to serve the people.

In an effort to provide greater familiarity and communication between the nine Marathon City Council candidates and our readers, the Marathon Weekly sent each prospective council member a series of questions concerning their backgrounds and stances on pressing city is sues. The Marathon Weekly will continue to print each candidate’s responses in a Q&A series leading up to the election, where four of the nine candidates will win seats on the city council. Per the referendum passed in August’s primary election, the candidate with the fewest votes who still wins a seat will serve a shorter two-year term, set to expire at the same time as councilman Luis Gonzalez’s. The other three winners will serve three-year terms. Be on the lookout for a candidate forum co-sponsored by the Keys Weekly and Marathon Chamber of Commerce, set for Tuesday, Oct. 4 at 6 p.m. Readers who have questions they would like to see answered by Marathon City Council, U.S. House or Florida House candidates may submit them to ceo@floridakeysmarathon.com for potential inclusion.

Marathon City Council candidates weigh in

No. Having both would just add an unnecessary layer of bureaucracy. If we add a mayor-manager, we should immediately eliminate the city man ager position. Even if that is done, we have still gained nothing other than to change titles.

JEFF SMITH

ALEX RICKERT alex@keysweekly.com

This week: In Marathon's current councilmanager government, the city council sets policy, but the city manager is responsible for overseeing daily operations and implementing and enforcing council policies. Would you be in favor of moving toward a "strong mayor" form of government, in which an elected mayor serves as the city's chief Whyexecutive?orwhy not?

I am not in favor of a “strong mayor” form of government for Marathon. An authoritarian structure with veto power vested in one elected official di minishes the effectiveness of the coun cil and discourages diverse viewpoints. The current structure permits a na tionwide search for the most qualified party to manage the operations of our city. I prefer to choose our City’s CEO based upon merit rather than popular ity. I have observed past councils to exhibit a disrespect for our charter by ignoring the organizational structure, thereby creating confusion and frustra tion within City departments. If elected, I will respect our current charter.

The council-manager style of gov ernment works for Marathon. It is very important to have continuity in government. Managing is all about relationships. It sometimes takes years to cultivate these within our city and on the state and federal levels. We are an area of critical concern in the state. With this comes more respon sibility and enforcement of not only local regulations, but also on the state and federal level which are directly tied to funding for our community. With a strong mayor style, there could potentially have a new mayor every three years. I believe the current style is best.

I am absolutely not in favor of a strong mayor. We need a sampling of city council members to keep the balance and fairness when making important decisions for our local people. I believe that the city manager also needs ac countability with a deputy manager. That way there is no room for shenani gans.

Transparency is extremely important in decision making and I strive to be as open as possible here, just as I will be if elected. I don’t yet know what is best. Some of the greatest assets I can offer the City of Marathon are my dedication to research and fact-based decisionmaking. This issue deserves careful consideration and more deliberation than is available in 100 words. While there is great value to retaining institu tional knowledge in a city manager it’s also important that governments be as responsive and responsible as possible to the people. Let’s discuss this further: kevforcouncil2022@gmail.com.

I strongly believe the current City Char ter limits the Council’s effectiveness since they can only directly guide the City Manager and City Attorney. The annual City Mayor ‘rotation’ is mostly ceremonial and doesn’t provide Mara thon with the necessary hierarchical structure.Since key decision-making break downs are occurring and we don’t have an open and accessible enough government, a qualified strong mayor would more effectively address the city’s shortcomings. Additionally, significant challenges facing the city soon—specifically pending litigation on ROGOs -- further illustrates the need for a strong mayor.

As part of that plan, research would be completed to determine the financial and operational impact of changing from out current local governance to an elected Mayor form of Government.

I would still favor a five-member Coun cil, with the elected Mayor included.

MARATHON WEEKLY / SEPTEMBER 15, 2022 9

We cannot consider any changes at this time! The city has far too many problems, some of which are potential ly extremely serious which, in my opin ion, makes such a move not in the best interest of our locals! However, one of my key platform initiatives is for the city to complete a 3-year strategic plan!

I am in favor council-manager govern ment. The city manager is appointed, and can be removed, by a majority vote of the City Council. In am in favor of keeping this form of government because there is the option of remov ing the City Manager without having to wait for an election. If we moved to ward a strong mayor form, the mayor would have the full-time job of running the city government and enforcing city codes and ordinances. In an election, a mayor could be elected who did not have the important experience neces sary to efficiently run the city.

KCB as all the Keys is faced with how to maintain our quality of life that we enjoy in the face of fast-growing vaca tion rentals. In KCB, vacation rentals are over 60% of our homes, up from 30% just 5 years ago. Further, the latest census shows that our resident population is decreasing. With vacation rentals growing we still need a citizen population of likeminded people shar ing the same values to maintain the stability of our community. We need strong leadership to keep our city’s values and character as the “Gem of the Florida Keys.”

Citizen concerns. Their voices are not always heard. As the environment and dynamics of the city change, we must find a balance between the resident citizens’ concerns, new state rules and regulations, and investors’ responsibili ties. We need to work with homeown ers, investment property owners, and local and state government to find solutions. This can only be achieved by rolling up our sleeves, listening to the community, and working together! A term we hear in the business commu nity is “customer service”. We need to be focused on “citizens’ service” as well as our city’s business, development, and maintenance.

Changes in the market have squeezed revenue sources and newspapers across the country find themselves at a precarious intersection. They can shrink staff, make cuts, whack distribution — maybe sell out to a hedge fund.

Our website has global reach and nearly half a million visitors surf our pages each month. Our “best of” events have raised hundreds of thousands for local nonprofits. And my business partner, staff and I have served on dozens of boards and belong to countless civic organizations and nonprofits — and we are the beneficiaries for doing so.

Somewhere in the beginning we extended credit to an out-of-town devel oper who left the Keys owing us nearly $20,000. This represented about a month of operating capital that we didn’t have. Those were the days when the Weekly staff hovered around five full-time employees work ing out of a one-window commercial space between a laundry and a kayak/bike rental business.

There are the 19 years of grammatical and typo graphical mistakes that come with producing approxi mately 144 pages of newsprint – every single week –across three editions. We know none of this matters without you, our readers and supporters. So I thank you for 19 incredi ble years. There is nothing else, on this planet, I would rather do than provide news to this amazing stretch of islands we call home. A thank-you to our readers, sponsors and our staff will never be enough — but I promise we will always be “community first” publica tions.

The inaugural issue of the Keys Weekly debuts on Sept. 14, 2003 and now celebrates its 19th year as the Keys’ largest locally owned media company.

We are proud to be the only locally owned, com munity media company that covers the entire Florida Keys. This is a responsibility we take seriously — with some levity. And we are thankful and humbled to have experienced continual growth, even in an indus try that is seemingly shrinking around the world. But our success is no secret. We invest in our people. We hire locals. We listen to our community. And above all, we don’t just cover our communities, we take pride in serving them as well.

If it were anyone else I would be sure they were mistaken, that while they thought they saw a fuzzy nighthawk chick, it was more likely a large pile of lint that escaped from a nearby clothes dryer, or maybe a baseball that had lost its cover, or, at best, a plush toy dropped by a child. Because any nighthawk chick born in the Keys should have fledged weeks, or even months, ago.

My wife did a really good job of pretending she was Ifinterested. you spend enough time in the Keys, wandering around, looking for birds, it’s the kind of thing you expect to see in the fall, when thousands of birds migrate through here, though it will still inspire you to natter on to your spouse about what a cool sight it is, no matter how many times you’ve seen it, or how many times she’s heard you natter.

We’re not quitters, though, so we stopped again on the way south. We crunched slowly across the gravel, inspecting the root of every tree and bush we saw. Nothing. Until we walked too close to a picnic table and a brown blob leapt out from beneath, then landed about 10 feet away, staring at us with half-opened eyes.

NIGHTHAWKS IGNORING THE DEADLINES

Bergh is the South Florida program manager for the Nature Conservancy, which is a nice credential, but more to the point, Bergh grew up here, and still revels in the wonders of this place. And I don’t think I know anyone with a better, fuller, more holistic understanding of Keys ecosystems and how they work, as well as all the various ways they are imperiled, than him. And if he said he saw a nighthawk chick in September – so (freaking) late in the season – he no doubt did.

edaling down Whitehead Street on the way home from the Green Parrot the other night I was pointing out all the nighthawks fly ing overhead in the last of the crepuscular light. By the time we passed the lighthouse and the Hemingway House there’d been about 30 or 40 of them, zipping around in that unique nighthawk way, meaning they’d be on an easy glide in one direc tion, then suddenly change direction and dart after something. Then they’d change direction and glide, then change direction again. No trajectory looked to be longer than six or eight yards before it was aban doned. It’s how nighthawks feed – flying in an erratic, seemingly random pattern with their disproportion ately large mouths open, gulping down bugs.

Why the nighthawk was raising a chick this late in the season was hard to say. It might have been a second clutch. Or even a third one. In northern climes, birds tend to raise their chicks as soon as possible, and migrate once food begins to get scarce. But things get less clear the farther south you travel. Some species time their breeding and migration to the length of the day and the angle of the light. Some species seem to have hard-wired internal calendars. The mechanisms by which birds time their breeding and migration are still largely unknown.

HEDDENMARK

The unexpected nighthawk-related thing this season was the text I’d received from Chris Bergh a few days before, in which he told me he’d seen a nighthawk on the ground at a local park, and that there was a “big fuzzy chick” next to it. He gave some specific instructions about where the birds were, including “hiding in the shade of a wax myrtle.” He ended the text with, “If you’re into that sort of thing.”

It would seem like a dumb move for a bird to make so little ef fort to get away from us, but it was actually a bit of avian cunning, a classic example of a distraction display. Nighthawks are known

I stopped by the park to look for the chick a couple days later. Ellen Westbrook was with me and we spent about half an hour wandering around, going, “What does a wax myrtle plant look like again?” and generally suffering in the heat. I tried to look up what a wax myrtle looked like on my phone, but the screen couldn’t compete with the fusillade of lumens the sun was throwing at us, so we bailed and continued on up the Keys.

Adult nighthawks don’t really walk much, but the chicks are precocial, and can walk within 24 hours of being born. While brood ing their eggs, females will actually adjust their position through out the day and keep their back toward the sun. When the chicks hatch, they will often find refuge in the shade to keep cool, but also to be less visible.

“They’ve all got to be common nighthawks,” I said. “Migrants. All the local Antillean nighthawks bugged out a couple weeks ago.”

What Ellen and I did know, though, was that these birds needed as little stress in their life as possible, especially as they were in the middle of a pretty popular park. So we got some good looks, took a few pictures, then backed away slowly, wishing them both the best of luck.

Nighthawks don’t build nests. They lay their eggs in a scrape on the ground, often right out in the open. They count on their cryptic plumage to camouflage them, and if someone gets too close, they do the distraction display. The females do the brooding, but the males are often close by, keeping an eye on things, and if the dis traction display doesn’t work, they will do a thing called booming, where they fly incredibly close to you, and then change direction quickly, creating a little vortex of air that can be amazingly unset tling. (The first time it happened to me I was convinced, at first, there were bullets whizzing by.)

But we weren’t predators, we were birdwatchers, and we both froze, then looked in the shadow of the picnic table from whence she came. And there it was, a small fuzzball of a chick – the thing she was trying to distract us from – just sitting there. It was about a third the size of its mother, covered in gray down, but it stared at us with the same half-open eyes.

for them, and this one looked to be a common nighthawk, one of the two species that breed here in the Keys. She was trying to look vulnerable, so if we were predators, we’d move toward her. Then she would jump a short distance away again, hoping to draw us even further from the original site.

In last Thursday night’s game against Marathon, Reese Haggard shouldered the responsibility of manning the team’s new offensive structure on the court, something which impressed her coach and held the team together when they had a few minor adjustments to make early in the game. As a setter, Haggard does the heavy lifting to make her teammates look good. In the big win, she had an amazing 21 assists. Her precision serving has become a thing of beauty this season, and she racked up six aces in three sets of play. For her fantastic game play, on-court leadership and hustle, Reese Haggard is this week’s Keys Weekly Athlete of the Week.

Last year, right-handed pitcher Michael Alfonso caught the eye of a scout from the Texas Rangers. This year, a score of hopeful players from Key Largo to Key West attended the event and showed what they had to offer in the 60-yard dash, infield/outfield drills, hitting and pitching.

Niles and Garcia were getting an early feel for what it was like to face the top prospects from the Class of 2023. These included Marlin Takovich, an outfielder and right-handed pitcher with a 90-mphplus fastball whose dream is to play for University of Miami, and right fielder and left-handed pitcher Jack Haggard, who is known for his big bat and hustle and is looking forward to furthering his base ball career at the next level, regardless of the team.

ey West had a big road win against Marathon on Sept. 8, taking down the Dolphins in three sets as the Lady Conchs’ consistent serving and aggressiveness at the net proved too much for the Fins. The first W of the season had eluded the Conchs’ talented team until then, and subsequent losses on Sept. 9 came against powerhouse programs Jensen Beach, Huntsville (Alabama) and the Episcopal School of Jacksonville.

Marathon had mixed results, play ing three games in four days. The Fins came away with a big win against Palm Glades Prep, besting the Eagles 3-0 before later taking a loss to Key West. The result the following night would be similar, with Marathon falling to Colonial Christian 3-0 and bringing its record to 2-4.

Marathon will have another busy week, facing David Posnack Jewish Day, Archimedean and Palmer Trinity all within a week.

ore than a dozen professional and college scouts came out to Rex Weech Field in Key West last Saturday in pursuit of local baseball prospects. Scouts whose territories include Florida, Puerto Rico and the Dominican Republic started their grueling monthslong search for the next generation of talent right here in the Keys. They came from pro grams including the Mets, Dodgers, Mariners, Blue Jays and Athletics and all were busy jotting down notes on players as young as 13-year-old Jack Niles and 14-year-old Roman Garcia.

With so many online ranking systems, stat trackers and video sources, one might think that a scout’s job is not as important as it once was. But as several scouts explained, they are all looking for that “diamond in the rough,” and each team has a different set of elements it is looking for in an athlete, many of which cannot be fully examined via the internet. One scout with the Mets association explained that stat trackers and ranking engines were much like shopping online. You cannot always fully appreci ate all the nuances a player has to offer unless you see him in person.

Coral Shores had a light week, mak ing short work of Keys Gate in three sets on Sept. 7 to even out their record at 2-2. Coral Shores faces Key West this week, a team that beat them in the preseason, then will have another long break before facing Palmer Trinity School on Sept. 20.

Jensen Beach is ranked first in its class and eighth overall in the state, and is sitting on an undefeated season, but the Conchs still managed to score 18 in their second set against the 5A Falcons. Huntsville High School is ranked 7th in the state of Alabama in the 7A division. The 1-6 Conchs will take the experience and lessons from playing such highcaliber teams and use it to their advan tage this week against Coral Shores and Martin County, a team they will face at their home tournament dubbed the Key West Conch Cup.

CORAL SHORES, KEY WEST EMERGE VICTORIOUS IN VOLLEYBALL

Hughes fol lowed up on the concerns prior to kick off, but Tru Prep’s athletics department assured Key West that all was well and the game, which was a fill-in contest for the Conchs after a different team fold ed earlier this season, was played.

The Hurricanes improved their record to 2-1 on Sept. 9 with a de cisive 48-0 win against the Eagles of Palm Glades Prep Academy. Coach Ed Holly attributed the win to a team effort as well as that of the fans. “It was jam-packed. The community support is incred ible and it grows every week,” he said. “Our guys feed off of that energy. We love it!” And the fans loved the offensive onslaught the ’Canes put on, spreading out the scoring over five different players.

MARATHON

Hawkins had 122 yards on the ground in the shortened game and added three sacks defensively. Eubank and Wright had more than 50 yards apiece rushing, and Fab Louis Jeune tacked on three tackles. After a week of recovery, the Fins will look to make it a threegame win streak when they take on Ransom Everglades on Friday, Sept. 23 at home.

KEY WEST

Anyone who watched the Key West game on Sept. 9 might have thought the Saints of Tru Prep Academy looked bigger, stronger and more developed than the TheyConchs.wouldhave been correct, for all the wrong reasons. Tru Prep played six ineligible players in the contest, giv ing Key West an unusual win after scoring 20 points to the Saints’ 40.

Key West coach Johnny Hughes was tipped off that the Saints might be playing with some post-graduate athletes. His suspicions were exacerbated when the game film the school sent to him showed the Saints playing McDougal Tech, a junior college located in Pom pano Beach. Tru Prep’s record was 1-0 coming into the game, with the win comingironicallyby forfeit a week prior.

Three high schools are celebrating big wins this week in a rare trifecta of success for Monroe County prep football. The wins themselves couldn’t be more diverse, though. Coral Shores put up huge numbers in a shutout win, Marathon had to grind for its win, fighting mother nature as well as their op ponent, and Key West was credited with a win despite being outscored by 20 points.

The defense managed the shutout despite being without a few key players due to illness. The ’Canes adjusted to the new roles without issue and ensured the show was all Coral Shores. The big defensive line led by John Holly and Xavyer Arrington had mul tiple sacks and put pressure on the Eagles’ quarterback all night. The few plays that slipped through the line were ended quickly by Eddie Holly, who played defensive end this week, linebackers Ja cobsen and Elijah Palmisicano, and the rest of the ’Canes defense, who worked to keep their end zone clear all night.

After the 40-20 “loss,” it was discov ered via social media that the prior al legations were, indeed, true, and every score made by Tru Prep was credited to an ineligible player.

The Fins answered back with a 55-yard touchdown run from freshman Shamar Wright and an extra two points from Hawkins. The lead was short-lived, as the Sharks added another seven just before halftime. After the break, Marathon controlled the clock, scoring toward the end of the abbreviated eight-minute third quarter with a Hawkins touchdown. The conditions became slop py by the fourth quarter, causing miscues and a fumble for the Sharks that put an end to their comeback hopes.

The Hurricanes will take the show on the road this week as they play their lone away match this year at Miami Sunset. The ’Canes will face the 1-2 Knights on Friday, Sept. 16 at 3:30 p.m. in South Miami.

ALL Ws FOR MONROE COUNTY FOOTBALL

Marathon improved its record to 2-1 with a big win over University School in Fort Lauderdale. The Fins took on the Sharks on Sept. 8 but didn’t return to the Keys until early Friday morning due to multiple lightning delays, even with shortened third and fourth quarters.Thelate start didn’t put a damper on the Dolphins’ offense as Marathon steamrolled into the end zone on the first drive of the game, moving the ball via team effort. Senior Thomas Eu bank earned the touchdown, followed by a two-point conversion by Malachi Hawkins to put the Dolphins on top, 8-0. Then came the first delay. The Sharks struck next, but were stopped in their two-point conversion attempt just in time for another delay. The Sharks used the break to their advantage and scored another six shortly after, but again failed to convert the extra point.

With a win in the books, the 1-2 Conchs will face yet another untested team on Sept. 16 in Dade Christian, a team with no games yet this season and just 19 players listed on its roster. The Conchs are at home again in The Backyard at 7 p.m.

Robert Dube set the tone on the Eagles’ first drive when he read a hitch route early, got the jump and took an interception to the house to put Coral Shores up 6-0. AJ Putetti added two scores for the ’Canes, one in the air and one on the ground. Chuck Jacob sen had a 20-yard reception in the end zone, Derek Smith had a 14-yard rushing TD, and Danty Diorio had a pair of rushing touch downs.

The Conchs did manage to score three touchdowns against the Saints despite the disadvantage, with Jakari Blackman scoring two and running back RJ Reynolds scoring one in what Hughes described as “an outstanding effort” in his first full game this season.

Montiel and Smith teamed up with Jeffrey Hoyt and Brody McCandless in the 200 freestyle relay, edging out McCarthy for a big first place. The girls team lost to the Mavericks 106-64. Would you rather: A) Every stoplight you ever come to for the rest of your life is red when you first get there, or B) Once per year for 24 hours, you turn into a loaf of bread? Every stoplight being red as a delivery driver is cringeworthy, so bring on the bread!

What’s the best advice you’ve ever received or given? “Never put passion in front of principle. Even if you win, you lose.” - Mr. Miyagi

What’s the weirdest package you’ve ever had to deliver? Oof. I’ll have to pass on that one due to customer/ company confidentiality. (Editor’s note: Now we REALLY wanna know.)

No matter how many individuals appear in the pages of each edition of Keys Weekly, there are always so many more of our community members who deserve to be recognized. In an effort to shine a spotlight on more of the incredible individuals who live and work in these islands, Keys Weekly is proud to spotlight our Neighbor of the Week feature, dedicated to celebrating a community member with each issue. In a narrow island chain that stretches more than 100 miles into the ocean, online shopping is a critical lifeline, and this week’s Neighbor of the Week is one of the many hard-working men and women who make all of our deliveries possible. Though he lives in Islamorada, Marathon residents may recognize him as well when he’s out and about driving his routes.

Here at the Keys Weekly, we got into the doggy spirit as we put that piece together (see page 34), and along the way, began listening to artists and songs with “dog” themes. There’sstillaquestion of who is calling the plays for the New England Patriots. The best speculation is that it’s head coach Bill Belichick, not one of his coordinators.

Philadelphia, Washington and the New York Giants all won in the East with Dallas a loser. I pick Philadelphia to win this division with Washington as a wild card.

In the North, Minnesota and Chicago were winners and Green Bay and Detroit were losers. OK, I’ll take Green Bay to recover and win the division with Minnesota to take a wildArizona, card. defending Super Bowl champion Los Angeles Rams and San Francisco all lost in the West on Sunday with Seattle playing Monday night. Of course, the Rams will recover and win this division.

SPORTS & MORE

In the second quarter Sunday with Miami up, 10-0, but looking at fourth down and 7 yards to go at the Patriots’ 42-yard line, there was no punter in sight. Instead, quarterback Tua Tagovailoa took his usual place behind the center, and despite the downage, he threw a slanting pass to Jaylen Waddle who ran into the end zone for a 17-0 lead. The touchdown pass showed several things, but most important was that coach Mike McDaniel is not afraid to take chances on fourth down. It was also part of the indication that Tagovailoa is quite capable of being a standout quarterback. And that Miami has capable wide receivers, including Tyreek Hill. For the game, which Miami won, 20-7, Tagovailoa completed 23 of 33 pass attempts for 270 yards, the one touchdown, with no interceptions.

DOLPHINS COACH SHOWS NO FEAR OF GOING FOR IT ON 4TH DOWN

For the Dolphins, it was a solid victory, but Miami has been making a habit of defeating New England the last several years, so this was more of the same. The defense performed well, too, even scoring a touchdown when Melvin Ingram picked up a loose fumble at the 6-yard line and ran the ball into the end

I saw several games over the weekend and the Buffalo Bills, who whipped the champions of last year, the Los Angeles Rams, on Sept. 8. I thought the Bills, who are in the Dolphins’ division, looked the best, which does not bode well for Miami, who should still be a wild card.

In the National Football Conference South, I’ll take Tampa Bay, which won Sunday, to move on to the Super Bowl with New Orleans, another winner, to grab a wild card. Sunday losers Carolina and Atlanta are also-rans.

But there’s no question about the Miami Dolphins.

Baltimore and Cleveland, also in the AFC North, turned in victories. I like Baltimore to win that division.Indianapolis and Houston tied, which was not good for either in the AFC South, which also has losers Tennessee and Jacksonville. I’ll take Indianapolis to win that division.Kansas City and the Los Angeles Chargers were Sunday winners and I’ll take KC to take the West Division with the Chargers as a wild card. Las Vegas was a loser. Denver played Monday night and sight unseen, I’ll take Denver as a wild card. I like Kansas City to lose to Buffalo in the AFC championship game.

MARATHON WEEKLY / SEPTEMBER 15, 202232

is an speaker, author, and Flor ida Keys historian. His latest book, “The Florida Keys Skunk Ape Files,” is a fun blend of two of his favorite subjects — Florida Keys history and the Skunk Ape.

Curly-tailed lizards are also a cocky species and the primary reason the defiant lizards are not infrequently seen flattened by automobile tires on the road. They can also be compared to the invasive lionfish when wreaking havoc on an ecosystem. Lionfish are voracious feeders with no natural preda tors in their unnatural environment, which is one of the reasons it has been so easy for them to dominate the reef.

Green iguanas are scientifically known by one of the all-time original Latin names, Iguana iguana. While Iguana iguana has all but taken over South Florida and the Keys, it is indigenous to Central and South America. How did they wind up in South Florida? It started with the exotic pet trade. The little green fellows escaped some of the enclo sures attempting to hold them, and others were set free by thoughtless owners. In 1964, an exotic pet store owner from Miami released 300 green iguanas on purpose. Something became of that event because, as they keep reiterating in the “Jurassic Park” movie franchise, “Life finds a way.”

These days, there are not so many brown anoles in the yard – not since the curly-tailed lizards moved in.

Back on land, curly-tailed lizards may begin encountering a new threat. No longer simply hunters, they may start to be the hunted, too. An African species called a redheaded agama, a bigger, stronger and faster lizard, is making inroads on the island chain. It will be interesting to see if, a decade or two down the road, the agamas have affected curly-tailed lizard populations, if brown anoles have been relegated to niche popula tions, and if the native Carolina anoles ever come down from the safety of their trees.

Iguanas are only one of the invasive species to arrive on the island chain and find the living to be good. One of the best things about being an invasive species is that the natives do not know what to do with you – plant or animal, they just slide in, start growing and take over. In the Florida Keys, the herbivorous iguanas (with a taste for bird eggs) with no natural predators are as common as cockroaches. In Key West, they have been seen feeding on scraps of food discarded from restaurant tables, some times lettuce, on occasion French fries, like common chickens.

In addition to Iguana iguana, there are brown anoles. When we moved on to the property eight or nine years ago, many more brown anoles lived here.

Moving to the Florida Keys in 2001 was similar to moving back into my boyhood bedroom – in the sense that I was once again surrounded by slithering and crawling things. There were fewer green iguanas on the islands 20 years ago – a great many, but not like they are now. They are everywhere in South Florida, the Keys and beyond, and there is nothing extraordinary about the report of green iguanas menacing (munch ing) their way across the yard. The common green iguana is a prevalent intruder at the Sioux Street office. They also leave behind poop that sometimes rains down from a tree limb overhead like a filthy, brief, torrential downpour.

step it took to walk out to the street and check the mailbox. Now, the curly tails run when they see me approaching. I have strong feelings about curly-tailed lizards, and ones I do not share with Iguana iguana (much to my wife’s chagrin).

BERTELLIBRAD

By the time I was 15 or 16, I had stopped keeping them in cages and instead hunted them in the wild, where I took pictures to remember them. Suffice it to say, I was famil iar with green iguanas long before I moved to Plantation Key.

Green iguanas are scientifically known by one of the all-time original Latin names, Iguana iguana. CONTRIBUTED

Curly-tailed lizards are bigger and faster than their anole counterparts and not only outcompete them for resources but eat them –especially when the summer babies hatch.

EXOTIC INVASIONS

Because brown anoles arrived so long ago, in the late 19th century, they are not always lumped into the invasive category. They are. Brown anoles competed for re sources and habitat with the native Carolina anole. To compete with the invaders, the green anoles, sometimes called the Ameri can chameleon, moved higher up into trees.

Six or seven years ago, they had yet to set their scaly little fingers on the property, and brown anoles skittered away with every

LEATHERBACK TURTLE ENTANGLED IN LOBSTER TRAP LINE FREED BY OFFICER IN THE UPPERS KEYS

Ruiz saw that the turtle had its neck and front flippers entangled in the trap line. Efforts to grab the line to unravel the 350-pound turtle worked to no avail due to its weight. Ruiz then contacted a commercial lobsterman to figure out the owner of the trap. Ruiz ended up getting in contact with the owner, who agreed to let the officer cut the line.

leatherback turtle entangled in lobster trap line in the waters of the Upper Keys was freed thanks to the efforts of one Florida Fish & Wildlife Conservation officer.Officer Pablo Ruiz was patrolling near Alligator Reef around 3 p.m. on Sept. 7 when he noticed a commercial lobster trap buoy bobbing in and out of the water. Ruiz saw a large black shape under the buoy and immediately noticed the shape of a leatherback turtle.

The turtles are covered with a firm, leathery skin, with seven ridges running lengthwise down their backs. They are usually black with white, pink and blue splotches and no claws on their flippers. The leatherback sea turtle is protected as an endangered species by the Federal Endangered Species Act and as a federally-designated endangered species by Florida’s Endangered and Threatened Species Rule, and by Florida's Marine Turtle Protection Act (379.2431, Florida Statutes).

— Keys Weekly staff report

Ruiz made a few cuts to the trap line to free the turtle from entanglement. Ruiz said the turtle stayed at the surface for a few moments, took a breath, submerged and swam off.

RECALLING A ROYAL VISIT

THE LATE QUEEN ELIZABETH II CAME TO DRY TORTUGAS IN 1991

— Contributed

There, they were welcomed by the late Florida Keys Mayor Wilhelmina Harvey — an iconic and beloved grande dame known for her candid yet slightly eccentric charm.

During the queen’s visit, Wilhelmina presented the queen with a conch shell, the best-known symbol of the Florida Keys.

Even though it seems that there have been more shark attacks in the news lately, it’s still pretty safe to go into the water. According to the Florida Museum, the chance of being killed by a shark is 1 in 3,748,067. Those are much better odds than getting behind the wheel and driving Florida’s roadways.

If we all remember that sharks live in the waters we visit, that it’s their home, we’ll probably be better off and just might avoid some of the at tacks and injuries we’ve seen. Sharks are pretty cool creatures … at a safe distance!

SHARK WEEK FOR REAL

Tarpon fishermen will remember Big Mo, the giant hammerhead shark that patrolled the waters near Bahia Honda. Mo was famous for his propensity to cause so many anglers to reel in disembodied tarpon heads. I would never want to get between a hungry shark and its next meal.So how do we avoid shark attacks? A friend of mine has a pretty unimpeachable theory: One will never be attacked by a shark if one never gets into the water. Sadly, that’s a theory that precludes so much of the outdoor fun we love about the Keys.

t seems as if there have been a lot of shark attacks in the news lately. Even here in our own relatively tranquil waters, we all have seen reports in our lo cal media about people’s unfortunate encounters with our undersea apex predators. If there is any good news in all this, it’s that people are not the usual tasty treats that appeal to sharks.

Fishermen can certainly attest to the glorious fight to the finish, when at the last second a shark hits the perfect legal-sized black grouper, leav ing the fisherman with nothing but a fish head. It’s accepted knowledge that sharks hardly ever attack undersized or out-of-season grouper, much preferring the taste of legal keeper fish.

Key West

I

Tavernier

Let’s not forget that some shark attacks happen as a direct result of human stupidity. Several years ago, a diver in the Keys was brought to Fishermen’s Hospital in Marathon with a live nurse shark firmly attached to his chest. It seems that the diver had been really both ering the nurse shark by yanking its tail while the shark was attempting to mind its own business. The shark finally had enough, whipped around, and planted its suctioning jaws squarely on the diver’s chest. The diver survived; the shark unfortunately did not.

MARATHON WEEKLY / SEPTEMBER 15, 2022 39

In fact, a lot of shark attacks are accidental. If a swimmer jumps from a boat right on top of a shark, said shark may attempt to defend itself. Likewise, sharks also make mistakes. Surfers in wetsuits have been mistaken for seals — and sharks like seals. If you are one who enjoys spearfishing, be aware that a shark wants the bleeding wounded wiggling fish on your spear as much as you do.

The victim of a recent attack in the Keys, 10-year-old Jameson Reeder Jr., has kept a great attitude in the aftermath of his way-too-close encoun ter with a bull shark. Although part of his leg had to be amputated as a result of the attack, Reeder is doing well and has vowed to get back into the water at the same spot near Looe Key where the attack occurred. Although he may face more surgeries down the line, Reeder remains upbeat. He told NBC6 that, “I’m going to be fine and in like two months I’m going to get a prosthetic leg, a cool one.”

There are actually many things we can do. Some are obvious, like not wearing shiny objects or bright clothing, avoiding swimming in low light or dark conditions, and not swimming in waters that have been chummed to attract fish. Splashing in a single spot gives a shark the same signal as does a wounded fish, and will likely attract a shark to investigate. And as mentioned before, jumping right on top of a shark is never a good idea.
