Migrant landings by Cubans and Haitians in the Florida Keys have become a near-daily headline. A growing collection of handmade vessels, known as “chugs,” wind up on Keys beaches and provide insight into the 90-mile voyage across the Florida Straits that an increasing number of people are willing to endure.The relentless reports of migrant landings have led many in the island chain to wonder what’s happening to the new arrivals, what’s supposed to happen, who’s in charge and whether the former U.S. policy of “wet foot/ dry foot,” which allowed Cubans who reached American soil to remain here, is truly a thing of the past.One Lower Keys resident was “disgusted” by the action — or rather, inaction — of mul tiple government agencies on Sunday, Aug. 28, when he reported a vessel of 15 Cuban migrants, including children, that was taking on water about 10 miles south of American Shoal. “I was out fishing, and looking for birds with my binoculars, when I saw an open vessel, no markings, with about 15 people on board, including children,” said the resident, who gave his name to the Keys Weekly, which confirmed his identification, but asked that his name not be used here due to his background in law enforcement. “I could see the vessel was taking on water and two people were using manual bilge pumps to pump it out. The people all had towels over their heads to shield them from the sun.” The Keys resident first called 911, where dispatchers from the Monroe County Sheriff’s Office notified the U.S. Coast Guard, which handles migrants at sea. “I then called the Coast Guard directly, both on the phone and on the marine radio. I gave them the lat./long. co ordinates of the vessel, its direction and speed of travel, including where they would likely land
U.S. Customs and Border Protection Com missioner (CBP) Chris Magnus visited South Florida and the Florida Keys last week amid the rising migrant landings. Speaking with Local 10 News, Magnus acknowledged that reforms are needed and that the immigration system is broken. “No question about that. It’s a scenario where I can’t tell you how much I wish we would see action by some of the policy makers. ... reforms to this entire system that give more people legal pathways into this country.” Magnus added that CBP is looking into bringing more resources to deal with migrant encounters. “We are really looking at that care fully in Washington,” he said. Though the spike in ocean crossings to the Keys is significant, the numbers still pale in comparison to the number of migrants inter cepted at the U.S.-Mexico border. According to a Washington Post report earlier this year, more than 32,000 Cubans were taken into custody along the border in March 2022 alone. At the time, Customs and Border Protection was on pace to arrest more than 155,000 Cu bans during the 2022 fiscal year. A Wall Street Journal report published in April 2022 indicated that the U.S. had made more than a million arrests at the border since October, indicating “the fastest pace of illegal border crossings in at least the last two decades.”

While migrants seeking asylum formerly crossed into the U.S. via legal avenues, the ces sation of former protocols has seen migrants attempt increasingly risky voyages to reach the States. Under wet foot/dry foot, migrants who reached U.S. soil could obtain “parole” to enter the country legally. Thanks to the Cuban Adjustment Act of 1966, Cuban migrants seek ing asylum as political refugees from the Castro regime could shift to legal permanent residence
UNPRECEDENTED ILLEGAL CROSSINGS Illegal crossings by both land and sea have surged in historic fashion over the past year. From the beginning of October 2021 through the end of August 2022, U.S. Coast Guard crews interdicted 7,173 Haitians and 4,822 Cubans while still at sea. In the last 11 months, the number of Haitian migrants interdicted nearly doubled the number intercepted by the Coast Guard in the previous five years combined. Meanwhile, the number of Cuban migrants is at its highest since 2016, just prior to the expiration of wet foot/dry foot, when Coast Guard crews inter cepted a total of 5,396 migrants.

on Sugarloaf. Nothing. I was in sight of them for nearly two hours and no one responded. The Coast Guard never showed up. So I called FWC (Florida Fish & Wildlife Conservation Com mission), thinking they’d for sure respond to a vessel taking on water with kids on board. Their dispatcher flat-out told me they weren’t going to respond. Then I called a number for Customs & Border Protection and couldn’t even get any one on the phone. “I have GoPro footage of me on the phone with these agencies, reporting the exact loca tion and the fact that the vessel had children on board and was taking on water. That should have been enough right there. But nothing. “This was a disgrace,” he said. “No one showed up. And who knows? These agencies don’t know for sure these are Cuban migrants. What if that’s an ISIS or some terrorist cell pos ing as migrants? “If this didn’t happen to me on Sunday, I wouldn’t have believed it. And then, I hear a Coast Guard commander on the radio Mon day morning talking about their big ‘Migrant Mission’ and stepped-up patrols. No way. They didn’t show up when they had all the informa tion. No one knows what’s happening with these people.”

Though multiple agencies including the Coast Guard, FWC Law Enforcement and the Monroe County Sheriff’s Office may assist with individual incidents, migrants who successfully reach land in the Keys or elsewhere are de tained by CBP agents and processed for remov al proceedings. What that process looks like ultimately depends on each individual situation and the agency’s ability to manage the number of migrants at that point in time. Migrants may request an asylum hearing before an immigra tion judge, where they may attempt to prove a credible fear of persecution if they are returned to their country of origin. Some, but not all, may receive a preliminary interview with CBP before officially moving toward this hearing. Even to those most familiar with the situ ation, the road map for migrants is unclear at best. But in the end, those who make it to land today do appear to have a good chance of remaining in the U.S.
KEY WEST WEEKLY / SEPTEMBER 1, 2022 9 after one year. According to a Customs and Border Protection Inspector’s Field Manual, mi grants who cleared a background check could be issued a parole document directly at their point of entry, as long as they “(did) not pose a criminal or terrorist threat.”
WHEN MIGRANTS ARE CAUGHT ON THE WATER If migrants are successfully interdicted on the water, they have a much simpler path to re patriation, one that will never include touching U.S. soil and officially seeking asylum. According to Coast Guard policies, they are transferred from their vessel to a Coast Guard cutter, where they receive basic medical attention, fresh clothing, food and water. Coast Guard crew members conduct background checks on those aboard before returning them to their home countries.

Following the devastating 2010 earthquake in Haiti, migrants from the island nation were granted a similar humanitarian parole, and removals of Haitians without criminal records were suspended. However, on Sept. 22, 2016, the Depart ment of Homeland Security changed its policy and resorted to deporting Haitians, detaining migrants at border crossing points and only granting asylum if they could show a credible fear of persecution. Four months later, wet foot/dry foot was rescinded, forcing Cuban migrants to undergo the same process. Since 2016, the situation at the U.S.-Mexico border has once again earned a national spot light as CBP ports of entry have taken mea sures to cap the number of migrants allowed to enter the country and seek asylum. The 2019 Migrant Protection Protocols, informally known as the “Remain in Mexico” policy, found grow ing populations of migrants waiting in danger ous border cities and camps to present their asylum cases. With crossings through Mexico becoming less viable, more and more people are taking their chances at sea. Haitian voyages to the U.S. rose following the assassination of then president Jovenel Moïse at his home in Port-au-Prince on July 7, 2021. With warring gangs and bloodshed on Haiti’s streets also came an economic crisis. In recent times, thousands of Haitians have taken to the streets to protest rampant crime among gangs, which have left hundreds and even thousands dead, and soaring consumer prices. Jean Baden Dubois, Haiti’s central bank governor, told Reuters that inflation reached 29% in June 2022 — a 10-year high. Many have struggled to find necessities such as gas. And that’s left many unable to work. In Cuba, an economic crisis not seen in 30 years and political repression are among the reasons for increased voyages to the U.S. among Cuban migrants. Jorge Duany, head of the Cuban Research Institute at Florida Inter national University, told the Wall Street Journal that the exodus “reflects desperation, the lack of hope, and the lack of future people on the island feel.” In early August, a fire ravaged 40% of fuel storage at the port city of Matanzas. That led to an increase in power outages, which had already been lasting 20 hours a day in various places.

According to a source familiar with re sources provided to migrants, if they have family members waiting to receive them, “their outcomes seem to be better off.” Single migrant males may also pair with pregnant females ex tremely close to giving birth, giving the appear ance of a family while providing security and protection to women who may otherwise be targeted by violence. Individuals who are able to open official immigration cases before begin ning their voyages also typically fare better – or at least experience an expedited process –upon reaching the States. “Once you touch American territory you have the right to go before an immigration judge and seek asylum,” Miami-based immigra tion lawyer Willy Allen told CBS Miami in a July 2022 report. “They have a shot to stay here,” he confirmed, adding that four of the last five un detected Cuban migrants who applied through his office were granted asylum.

VOYAGE DANGERS Taking to the seas in a rustic vessel poses many dangers for mi grants, especially during hurricane season when the waters can be unpredictable and deadly if unpre pared. What makes the journey even more dangerous is the lack of safety gear or lifesaving equip ment by migrants as they make the voyage. Lt. Paul Puddington, of Coast Guard’s Seventh District, said they’re maintaining a heavy maritime presence to detect and interdict anyone attempting to il legally migrate by sea in the Florida Straits and Caribbean region. “These voyages are not only illegal, but also incredibly danger ous. No one should risk their lives on unsafe rustic vessels in unpre dictable seas.” Voyages also pose a risk to the community. On Aug. 8, Marathon residents living in the area of 79th Street Ocean in Marathon wit nessed more than 100 Haitian mi grants running through their com munity after their boat ran aground offshore. A total of 109 migrants jumped in the water and swam to land before they were eventually apprehended by CBP agents. Investigation by CBP found that one of the migrants was a sex offender who was previously convicted of fondling a child and kidnapping. The man was arrested. U.S. Rep. Carlos Gimenez told the Keys Weekly that journeys by land through the southern border or by sea through South Florida often result in kidnapping, human and sexual trafficking, and in some cases“Alldeath.thefocus and media at tention has been on the southern border, but this is truly a two-front battle,” he said. “Our maritime bor der, as evidenced by the constant landings in the Florida Keys and through South Florida, need just as much attention if we’re going to put an end to this humanitarian crisis.”
Further complicating matters are the efforts to catch and prop erly prosecute those conducting human smuggling operations. In order to reach a conviction at the end of a prolonged federal investi gation, prosecutors need to keep a few witnesses around.
“I thought it was something wrong with the system,” said one individual attempting to schedule an immigration hearing for a family. “I just kept going along the calen dar. By the time I hit 2032, I just gaveWithup.” capacities limited for detaining migrants, many may be paroled while waiting for a hearing. Official documents may not even reflect the reality of individual situ ations.“There is a family who arrived here by Smathers Beach in Key West,” the same source told Keys Weekly. “It just sticks in my mind because I know firsthand that they had family to receive them. They stayed in Key West, but the paper work shows that they were in a detention facility in Miami and then they were released to this family. But that wasn’t the case.”
However, backlogs in immigra tion courts are resulting in incred ibly long wait times. According to an immigration case tracker published by Syracuse University, pending immigration cases in Miami courts were experiencing wait times of 550 days or more.

The library is considering what to name these new kiosks and is seeking the community’s input. “I’m flabbergasted, and we’re so excited for him,” said Victoria Scudder, who also has written several children’s books. “He’s a complete advocate for all things related to car maintenance, so I love that he’s writing about some thing so important to him. He’s also currently running a Kickstart er campaign for his second book, ‘Oil Maintenance for Kids,’ and has until Sept. 6 to raise $3,300 more for the cost of his illustrator and printed hardcover books. He’s been working hard, and we feel it’s important for him to learn the business side of authoring as well.

“I had a 1984 Sears Craftsman riding mower that I learned how to do oil changes and tire stuff on,” Jack said. “I really like to tinker and work with mechanical stuff. That mower lasted longer than Sears did.”When asked whether he works on engines instead of star ing at a phone or iPad screen, Jack admitted that he’s a huge YouTu ber. “I post my own YouTube vid eos, but I also use it all the time to research how to fix something on a car,” he said.
Jack said. “I dedicated the book to him, and when he got home, I had hidden it in the hood of an old truck we’ve been working on together.

“It’s a five-speed, four-cylinder truck that I bought for $400 from my grandmother’s neighbor in Jacksonville,” Jack said, slipping easily into the language of an expert mechanic. “That’s what I want to do is be a mechanic,” he said.

MarineLab is offering free programs this aca demic year to Monroe County students in grade 5 and up, thanks to dona tions made by Leadership Monroe County’s Class XXIX “Delta Force.” A surprising number of Keys students have never been on a boat and explored their own watery backyards. MarineLab and Delta Force have joined to take on the challenge of providing these experiences to every student who wants to go. Through its own funds, MarineLab already provides pro grams at significantly reduced fees for Monroe County Schools and has secured grants from the Ocean Reef Conservation Association and the Community Foundation of the Florida Keys to provide programs for Upper Keys students in grades 5-7. In 2022, Leadership Monroe County’s Class XXIX stepped up and created its Saltwater Super hero program to provide matching funds, so its programs are free for all Monroe County Schools until the funds run MarineLabout. recognizes the importance of educating local students about the environment surrounding the Keys. Its mission is ocean conservation, and its strat egy focuses on educating students and teachers from all over the country about marine ecology to create emotional and knowledge able connections to the ocean. While multiple non-profit organiza tions up and down the Keys provide marine education programs as part of their mission, and Monroe County teachers also utilize the location of their schools to teach about marine science on their own campuses, MarineLab specializes in experiential education that includes snorkeling from our own fleet of US Coast Guard Inspected Vessels, led by trained staff in a guided discov ery process that supports state and national science standards.

Bill Kelly is the executive director of the Florida Keys Commercial Fishermen’s As sociation. He said the entire fishing industry for the Florida Keys is set to hit the $1 billion mark this year. “The commercial fishing industry is the second-largest economic engine. Between fuel, boat repairs, dockage and bait, we are at over $900 million annually. … We are only second to tourism, which is $3.5 billion a year. Harvesting seafood is the second larg est employer in Monroe County.” Kelly agreed that the Chinese market is an important piece of this year’s economic puzzle.“The Chinese are in fact buying,” he said. “The Chinese economy is good. There are plenty of millionaires in China — they have a healthy economy and celebrate family get-togethers and buy lobsters live to ensure freshness. … The lobsters get transported to Fort Lauderdale for customs, sent to Miami, then shipped to Beijing. Within 24 hours of being caught, the lobsters are in China.”

The commercial spiny lobster season started Aug. 6, and the fishermen and -women of the Florida Keys have been hauling traps and diving for almost a month. Everyone now has a feel for what 2022-23 will bring. The Upper Keys boats have been “killing it,” with lobsters spilling out of containers onto decks — crews have been coming back to the docks earlier in the day due to lack of storage on the boats. However, in the Middle and Lower Keys, less product is being found. But this year, no matter how many “bugs” are hauled in, the chatter among all the boats is that overhead is biting into prof its and — thank goodness — the Chinese are buying. “The harvest is OK. Not fantastic, but it’s good,” George Niles told Keys Weekly. He has been fishing out of Stock Island for 50 years. “But we’re getting two dollars less per pound than this time last year. Traps are $50 to $60 apiece, compared to $35 three years ago. And fuel is $2 more than when Biden was elected. And that’s pure profit.” “My big cost is fuel,” said Lee “Lobster Lee” Starling, a Key West commercial lobster diver for over 30 years. He noted that he has seen a decline in lobster numbers in the south on the Atlantic side. “The prices are about $7.50 to $6.50 per pound. … But the Chinese are definitely buying. I’ll watch for the Chinese festivals when the price bumps.” Starling also said that Upper Keys boats tend to have better luck at the beginning of the season. “I’m killing it,” said Islamorada fisherman Jesse Hayes. “I’m working exclusively in the shallows, and I’m f--king them up. I’m in a little boat, so no offshore. The bully-netting is very productive. Last year was a good sea son. It was real steady and finished stronger than how it started. “This year so far is even better for me. It doesn’t really matter where you throw a trap, you’re gonna trap lobsters. But over head is a big problem,” Hayes continued. “I haven’t done math — I’m afraid to — but comparing this season to last, it’s a lot more expensive to work this year. If not for the crazy volume out there we’d be f--ked.”

Originally a Florida girl, Noah moved from Jacksonville to Atlanta, where she played guitar in an all-girl punk band called “Man’s Ruin,” and owned a pizza restaurant in Decatur. When she and her husband, a UPS pilot, realized they were working “nonstop, just passing each other in the night,” a change was in order. They started looking in the Upper Keys in 2000, then inched farther down until they hit Big Pine.

COACH JJ NOAH: GOING THE DISTANCE
“At first, the energy seemed kind of junky to me. But then I realized I’m looking at everybody’s backyards, that their front yards face the ocean. Maybe I was just reading the place all wrong. Later, we get on this driveway and I just start crying. I could not stop. I hadn’t even seen the house, but it was the energy there. I fell in love and knew it was where I wanted to live. My husband made it happen. He makes things happen like that.” They moved to that home in Big Pine Key in 2001. Then, unexpectedly, Noah became depressed. “I was drinking on my dock. I didn’t know I was depressed. I was living in paradise, but had no direction, no purpose.”
Six years in, she stumbled across a Boys & Girls Club ad that said, “Do you want to make a difference?” Noah did. She got a counselor job for Saturday night teen dances, and “something just cracked open.” When they opened a camp in Big Pine, she worked there until she got pregnant in 2006, “which was sort of out of the blue.”
“The club kids threw me a baby shower,” she says “I knew no adults in all of the Keys.”
Noah landed on The Basilica School’s radar when her son, now 14, was a student there, and she was eager to change the school lunch program.

“I’m sure Principal Robert Wright wanted to laugh me out of the office. But he listened, then offered me a job in the lunchroom. I’m thinking, ‘Restaurant work, I’m not going back into the kitchen, not even for my kids.’” Shortly after, she was back in Wright’s office to get reading support for her son, who is dyslexic. At the end of the meeting, he offered her the PE position that had recently become vacant. “Took me two seconds. I said, ‘Yes, I’ll take it.’ I was a yoga teacher. I had no idea. I’d never taught anywhere before. And he goes, ‘Wow, you don’t even want to think about it?’ I was like, ‘Nope.’ Everything in my life had come together for this job. It was seamless, perfect. I just jumped right in. And it’s been that way ever since. It really has.” ‘Coach JJ” Noah. Something you’d like to learn? French. My son is taking French at the high school and we have dreams of going back to France and speaking fluently. Playlist for the 100-mile run? Anything punk rock or Billie Holiday to Big Mama Thornton after mile 40. Funniest thing a kid has ever said or asked you? “Are all teachers related to Jesus? Jennifer Noah swings a whistle, the twin of it inked on her inner wrist with the words “grit” and “grace” tattooed in cursive above it — just a few of the many colorful tattoos visible on the striking, fit, blond who is every bit of her 5 feet 10 inches. Invisible to most are the words on her ribs — “She is clothed with strength and dignity, and she laughs without fear of the future” — a proverb that seems a perfect fit for the physical education teacher at the Basilica School of Saint Mary Star of the Sea, where 400 students lovingly call her “Coach JJ.” “Yesterday I had a second-grade class and had said ‘Well, that’s impossible,’ and this little girl goes, ‘But Coach JJ, you tell us nothing is impossible.’ And I went, ‘Oh, you’re right. You’re right. I do say that.’” Noah is also the school’s cross-country coach. “It’s my jam,” she says about the 50and100-mile runs she does for fun. “It’s not until maybe mile 20 that I settle down. I’m like, Okay, now I’m here. Something about longdistance running just does it for me.” Like most athletes, she starts her day early, rising at 4:30 to attend to the family “zoo” — saltwater fish tanks, two Maine coon cats, and a 120-pound mastiff — drop her son at Key West High School, then head to the Catholic school with her daughter, 10, who is a student there. Noah creates the curriculum for the twiceweekly PE classes, unbound by standardized testing“Mypressure.focusisheavy on stress relief and the connection between breath and movement that’s so important. Some of them say, ‘I know how to breathe.’ I’m like, ‘Yes, but are you taking a full breath? When you get scared or frustrated or are taking a test, you don’t take deep breaths. You hold your breath.’ It’s part of my passion to teach them how to breathe properly.”

I’d explain to her how they’d both built careers by working with their dogs to create funny and often touchingly nuanced images, and how she needed to be more careerist in her ambitions. But whenever I tried to pose her, she would generally look in the wrong direction, or sit down when she needed to stand, or just wander away, though she did master the fine art of giving me the disap proving side eye. At some point we realized her defining personality character istic was that, while she clearly loved us and thought of us as her people, she had no interest in pleasing us, in seeking our approval, or in giving up much of her personal autonomy. It was a trait I came to deeply admire and occasionally try to emulate.
For one, they are just damn fine-looking dogs. Sleek and fast and beautiful when they run. I might not have gone with the docked tail if given my druthers, but I can’t say it didn’t slay me whenever she wagged it real fast. Also, GSPs don’t shed, and they seem to tolerate the Florida heat pretty well. But also, I’m a birdwatcher and pointers are bird dogs. Unlike, say, Labrador retrievers, which are trained to put their mouths on birds for the retrieving bit, I figured a pointer might have more journalistic urges. Instead of chasing a bird, maybe she’d just be inclined to point it out to me. (“Psst, dude, check out the tanager in that copse over there…”) Three of her litter mates were bought sight unseen and airshipped to a hunting ranch in Nebraska. Elly seemed pretty calm, but as she went from puppy to adulthood I worried that her prey drive would grow strong, and that she might become hard to control around wildlife. Ha. From her earliest of days she had no interest in the kind of critters dogs traditionally chase. She’d be standing 3 feet from a chicken and refuse to acknowledge it, or even look directly at it. An iguana would walk across the porch and start up the mahoga ny tree and she’d head to the front of the house as if she had an important phone call to make. She did get hours of entertainment out of chasing the much smaller curly-tailed lizards around our backyard, but never actually caught any of them. We would periodically remind her of her three Nebraskabound siblings, and how lucky she was to have ended up with soft-hearted people like ourselves. She would look at us for a second, then yawn and lay her head down on the nearest pillow, refusing to acknowledge this fact the same way she refused to acknowledge chickens. She was a good-looking dog, so I would show her pictures by photographers like William Wegman and Theron Humphrey.
Iremember the breeder’s place was in an orange grove just north of Okeechobee. There was a barn with two walls (a pole held up the fourth corner of the roof), a wire pen in the dirt and a small pond. Also, there were puppies everywhere, misbehaving in all sorts of ways, like a page out of a children’s book. We got out of the car and one of the puppies came up and sat on my foot. She had a brown head, properly called liver by German short-haired pointer enthusiasts, and a tick body, tick being the freckled brown-and-white coat that GSPs get. We were like, “You’re cute, dog, but there are eight other puppies here and we’re gonna look around a bit.” She gave us a look that said, “Don’t bother, it’s going to be me.” Turned out she was right. We paid for her with poker winnings from a lucky streak the night before. Driving away, she threw up three times in the first 20 miles, mostly into my beloved Jersey Devil – the de mon, not the hockey team – baseball hat. Cars did not seem to be her thing. Also, she did not seem fond of the song “Code Monkey” by Jonathan Coulton, which we couldn’t understand. It’s a great song. We made it to the Everglades Rod & Gun Club that first night, Key West the next. I’m not sure if she ever went north of Marathon after that. We named her Eleanor Zissou of Aquitaine for reasons that probably don’t make much sense outside of our household, but mostly we called her Elly. We wanted a German short-hair for a number of reasons.

Elly did have other skills. She could surf the edge of the kitchen counters looking for carelessly unguarded food like nobody’s busi ness. She could pronghorn leap up onto a table, or over the back of the couch, or onto my lap while I was working if I wasn’t paying at tention. (I don’t think any dog has made me say “oof” so often.) She could catch a frisbee in the air. She could steal a sandwich from a deli plate in a room full of people. She could make two full-grown adults sleep in the 18-inch margins on the sides of the bed while she luxuriated in the middle.
She had an inordinate fondness for men. On poker nights she would sit with her chin resting on the back of the couch and just stare, leaving her vantage point only if someone dropped a potato chip or something, but returning to her post quickly. She also had a serious fondness for paper, stealing and chewing up paper napkins and towels whenever she could. One morning, after I had won a pretty serious poker game, I threw my shorts carelessly into a corner of the bedroom, then woke to find her staring at me with a large roll of cash in her mouth. (I realize this column might make it sound like I win at poker often. I do not.) It was my wife she trusted, though – the one she would go to when she was scared or tired or hungry or needed someone to play fetch with in the hallway at midnight. She went gray across the bridge of her nose first, then around the eyes, then through the muzzle. She lost the ability to jump clear up onto a table, then the ability to leap over the back of the couch, or onto the bed, or even to climb up into her favorite chair. We realized she was failing slowly, then quickly, though it was impossible that she’d suddenly gotten that old, that frail. She was throwing up in my hat just the other day. But we lost her, and we’re probably not going to be quite right for some time.

The Fantasy Fest Royal Cam paign has returned with a vengeance after a two-year COVID hiatus. The eightweek fundraising campaign kicked off Aug. 26 at Ocean Key Resort’s Sunset Pier and will determine which of the four contestants will be crowned King and Queen of Fantasy Fest 2022. This year’s candidates include Fran Decker, DJ Sanaris, Vicky Shields and Carlos Home. (Sanaris and Home are two of Keys Weekly’s 2022 Bubbas: Key West People’s Choice Awards winners. Sanaris was voted Best DJ and Home was voted Best Bartender by his sup porters at 22&Co.)
“Originally built as a shrimp warehouse, the Half Shell Raw Bar was established as a restaurant in 1972, just as the Key West shrimp industry moved north to Stock Island,” states the restaurant’s website. “Always a favorite with the fishing captains and locals, the Half Shell has remained a true Key West icon. Laid back, friendly and casual, it’s the original Key West Seafood Restaurant.”
The event filled the parking lot at the foot of Margaret Street, where a stage featured live mu sic all day and food stations of fered Maine lobsters, raw oysters, steamed shrimp, sauce-soaked ribs, corn on the cob and plenty more.

The kickoff event featured out landish introductions and perfor mances by each candidate as well as appearances by former kings, queens, dukes and duchesses. This will be the last year that the Royal Campaign benefits AH Monroe, but the tradition of Fantasy Fest royalty and annual coronations will continue. AH Monroe officials have said they couldn’t be more grateful for more than two decades of community support, and decided it was time to pass the torch to another deserving nonprofit. Hence, the theme of this year’s campaign is “Thanks for the Memories.”

A year ago, Reid Sinnett was the No. 3 quarterback for the Dolphins, who hoped to hide him on the practice squad. Not so fast, said the Eagles, who claimed Sinnett on waivers when he became available, kept him as their No. 3 QB and used him in that posi tion Saturday night against his former team. After Saturday’s game, there was some prognostication on what the Dolphins would do with Thompson: Put him on the practice team, where he could be claimed, or try to hide him on the 53-player squad? I come from an era when baseball writ ers stayed in Florida while their babies were being born up north. Of course, the warnings of forthcoming delivery were not as exact back then. And, after being gone for two games, Arenado returned to go 4-for-4.


Suddenly, our formerly home less, shelter cat from the Florida Keys SPCA had turned into a Real Housewife who’s subjected to a Motel 6. Nope. Nope. Nope. Unaccept able.Peanut let us know that she had requested a luxury corner room, with a view — and a skylight. And a retractable roof. This simply would not do. Back it went. And then came the third and final travel bag, the one that be came her favorite spot, even when it was just on the living room floor.

A woman in workout attire was hand.leashbrisklywalkingwithainherMygaze, of course, followed the leash to see what kind of dog was enjoying its evening walk. To my surprise, there wasn’t a dog at all, but a cat. A long, lean cat happily trotting along, minding its own business on a comfy-looking harness.Infact, it was the exact same harness we’d gotten for our cat, Peanut, who’d had quite a different response when we strapped her into it, Peanut was a no-go for the harness we’d gotten in the event of hurricane evacuations or other events that would require her to be leashed and under our control. Not so much. Peanut wasn’t having it. She won’t move in the harness. She’ll slink along for a few low steps and then just stop. We tried over and over again to get her used to the thing to no Fortunately,avail. it wasn’t the end of Peanut’s outdoor travel adven tures. It turns out, she’s a great traveler. Airplanes and car rides are actually her jam. One recent vacation to the Jersey Shore found her, literally, in planes, trains and automobiles with nary a complaint. This traveling cat didn’t start out so smoothly, though. It all started with a travel bag, a cat carrier that would fit under an airplane seat, which wasn’t too big a challenge. She’s a small cat. The first bag — first of three — apparently bore an objectionable smell. She’d approach it with unchar acteristic caution, despite typically claiming immediate residency of any bag, box, basket, laundry ham per, suitcase or open drawer. But now, she’d get within 10 inches of this intriguing new container, take a hesitant whiff, then jerk her head away, as if from a punch. (It was the same instinctive retreat Stan does when recklessly investigating the contents of a forgotten Tupper ware in the back of the fridge.)

Now, every time Stan and I start packing our suitcase, she first hops into that atop our clothes, but then seeks out her bag and hops in, ready for takeoff. She’s been on several flights now, in several pet-friendly hotels (though no Motel 6 just yet) and spent an 8-hour car ride to Orlando in Stan’s lap while he was driving or dozing comfortably in the backseat. Peanut may never be the walking-type of cat on a harness, but she’s now not only a domestic shorthair, but a discerning domes tic traveler. And we’ll take it.

In the victorious game Aug. 26 against Varela High School, Charles “Chuck” Jacobsen led the scoring drive for the Hurricanes. In six attempts he amassed 97 yards, reaching the end zone on three different occasions. In his first year playing high school football, Jacobsen has not only learned the game, but also adapted to his leadership role quickly. MARATHON STARTS STRONG BUT RUNS OUT OF GAS
Marathon will need to rely on composure and athleticism this week to even out its record. With a smaller roster to begin with, coupled with the loss of several starters due to injuries, the Fins will have fewer reinforcements this week. Fortunately, this week’s opponent, Miami Country Day, has similar staffing issues with a roster of only 20 players, and will play its first game this week.

The Dolphins scored six on their opening drive on Malachi Hawkins’ 2-yard run, to the delight of a packed stadium. Hawkins rushed for 223 yards, scoring three times on foot and one by air on a 4-yard throw to Jaden Rosetti. At the half, it looked as if Marathon was on its way to a win, topping the Pompano Beach Golden Tornadoes 21-10 in the first two quarters. The Tornadoes picked up wind at halftime, though, and dominated the second half, winning the contest 30-28.

“We started off moving the ball but didn’t have rhythm and came out flat. It just wasn’t a good night,” Hughes said of the 22-14 defeat.
Marathon’s “unique blend of seniors with experience and underclassmen with potential” demonstrated exactly what coach Mac Childress had hoped for until the team was forced to substitute in younger players for exhausted veterans late in the game. Though not short on excitement, a lack of experience proved costly as the younger players made a few mistakes that were too much to overcome in the last quarter of play.
Nagging injuries didn’t help the Conchs, who were down a few players for the contest, including starting center Augie Berlanga and running back James Reynolds. Adrian Mira was not 100% for the game, but took the snaps for the Conchs while battling through an ankle injury. Hughes gave credit to Palmetto Ridge for its scouting and preparation. The Bears came with Key West’s number, hitting them by surprise with an unorthodox 4-2-5 defense and putting the Conchs’ triple-option offense on its heels. Key West responded with some big runs, with Jaden Fox carrying the ball like a man on a mission, but multiple miscues and penalties negated the drives, putting the Conchs too far behind the chains to be as effective as they were last week.
The Conchs will work this week to prepare for Boca Raton High School in what should be a good matchup at home on Friday, Sept. 2. Kickoff is set for 7 p.m.

Monroe County sports fans had big decisions to make on Aug. 26 as all three high school teams played at home. Coral Shores set the tempo for the season, coming away with a big win, while Key West and Marathon were close but registered losses for Week 1 of regular season play.
“The coaches are impressed with the team being able to build from the kickoff classic to Week 1,” Holly said, attributing the big win to his team’s ability to learn from earlier mistakes. The talented roster registered seven kills from senior Samantha Ventimiglia on Aug. 23 against the larger 5A American Heritage Patriots, losing in three sets but battling in the third to a 23-25 score. Most venerated and of the famed artists of Key West, Suzie DePoo’s career has spanned many decades. She graduated from the Pratt Institute and studied at the Art Student’s League in NYC on the GI Bill after serving in WWII. Her work, monochromatic or vivid in color, incorporated classic literary influences; mermaids, unicorns and Biblical references. Matejka was born in Nurem berg, Germany as part of a military family. He grew up in Indianapolis and is a graduate of Indiana Univer sity Bloomington and the MFA pro gram at Southern Illinois University Carbondale. He is the author of “The Devil’s Garden,” which won the New York / New England Award, and “Mixol ogy,” a winner of the 2008 National Poetry Series. The College of the Florida Keys (CFK) invites the com munity to CFK Poetics, its annual visiting poets series. This year’s theme is “Culture Unites and Divides.” The first featured poet, award-winner Adrian Mate jka, will present a poetry reading on Thursday, Sept. 8 at 6 p.m. in the Tennessee Williams Theatre on the Key West campus. Poet and poetry professor Tom Hunley will present on Oct. 6, also at 6 p.m. at the same location. They will read some of their works and take ques tions from the audience. at a time where we have so little coral cover that we’re starting to lose the reef framework and we’re starting to lose some of the functions the reef plays,” said Andy Bruck ner, research coordinator of the Florida Keys National Marine Sanctuary. The National Oceanic and Atmospheric Administration (NOAA), of which the sanctu ary is part, is betting on coral restoration as the answer. The idea is to grow endangered coral species in land-based and in-ocean coral nurseries. Here, they are regularly tended to and grow faster than in the wild. Fragments of these are then planted back onto reefs that once enjoyed much denser coral cover. The hope is that these will continue to grow and reproduce naturally to become the reefs of the future and build back what we’ve lost.

Many local dive and snorkel shops joined the efforts and spread awareness about the campaign. “We did it!” an S2S statement celebrated. “Stream2Sea helped Reef Renewal USA exceed their goal to plant 10,000 new coral babies in the ongoing efforts to restore one of the most iconic reefs in the Florida Keys.” According to Virgin Voyages’ Jill Stoneberg, “Virgin Voyages’ brand ethos is to ‘Create An Epic Sea Change For All.’ That means collabo rating with like-minded organizations to be a champion for ocean health, starting with the design of our ships down to the sunscreen we offer sailors in our shops. Stream2Sea shares a similar vision, and we’re thrilled to be a part of such an epic partnership.” These efforts are part of S2S’ long-term commitment to restore our reefs here in the Keys. In fact, the company has ties to our islands; founder and head “mad scientist” Au tumn Blum met her partner John Nussbaum on a dive boat in Key Largo years ago. They remain part-time Keys residents, and, in 2014, they launched Stream2Sea together.
The official “Crazy for Coral” campaign wrapped up on July 31, but Blum and her S2S team are still dreaming up ways to help restore the Florida Keys reefs. “Organizations like Reef Renewal USA are actively out there restoring and regenerating our reefs. Monroe County school membersboardwill vote on a final 202223 budget that includes $19 million more in revenue. That’s due to the overall assessed property values increasing by 32.52% in Monroe County for the 2022 tax year. Beverly Anders, director of finance, told school board members at an Aug. 30 meet ing at Coral Shores High School that the proposed millage rate is 2.962. A majority of the school district’s revenue — $111 million — comes from property taxpayers, while the state provides roughly 10% of school funding, or $16.8 mil lion.
General fund expendi tures, which provide money for school operations, are around $136 million. Anders said the fi nal budget will throw additional funding to the fund balance to bring the total to $12.2 million. “I think this is important because we all know this is not a sustainable property value increase that we can maintain,” Anders said. “We’ll try not to institute recurring expenses.” Roughly $88 million is bud geted for capital projects, in cluding $60 million for facilities acquisition and construction. Debt service is budgeted at $20 million, while food service is set at $6.9 million. Between operating expenses and other accounts, the school district’s total spending for the school year is $288.65 million.
While chairman John Dick was pleased with a millage rate reduction, he took issue with more revenue and no teacher salary raises proposed.

“I’m still extremely unhap py with all the funding we have here that we have not been able to drastically increase salaries of everyone who works with the school district,” he said. “I’m not sure where it’s gone, but that part has both ered me. Homesteaded properties will see a nearly 7% decrease, or roughly $100, on their tax bills. A "Save Our Homes" amendment limits the maxi mum increase in valuation to 3% for homesteaded proper ties. Non-homesteaded proper ties will get a $12.90 decrease.
A final budget hearing will commence on Tuesday, Sept. 6 at 5:05 p.m. at Marathon High School. School board members will then approve a final millage and a final budget.

The Spanish treasure fleets sailed away from the Old World for hundreds of years, bringing men and supplies to New World operations. On the trip back to Spain, the fleets returned with New World treasures of silver, gold, dyes, spices, timber, leathers and more.

The merchant ship carried more than 16,000 pieces of silver and, among other items, several boxes of chocolate. The fate of the San Fernando is different from just about every other ship in the fleet because the wreck site has never been identified. Nothing, however, stays buried forever, and one day the fate of the El Floridana and the San Fernando will see the light of day. Of course, there is always the possibility that some treasure hunter discovered one of the wrecks or both sites long ago and kept it a se cret – but again, nothing stays buried forever.
The doomed 1733 New Spain Fleet wrecked off the Upper and Middle Keys, giving treasure hunters like Art McKee worldwide recognition. There are not a lot of mysteries left about the nearly 300-year-old event, but a few still intrigue historians and treasure hunt ers alike. The parade began when 22 ships sailed out of Havana Harbor, Cuba, in the early morning of July 13, a Friday. On that first day, at least, it was nothing but clear skies and smooth sailing. Good fortune, however, would not be following. By Sunday morning, the weather had soured, and heavy waves, rain and gale-force winds began pounding the fleet. Flags were raised, signaling for the fleet to return to Havana, but by that time, it was too late, and the New Spain Fleet was left to the mercy of nature’s fury. The carnage left behind was scattered over the 80 or 90 miles separat ing Key Biscayne from Key Vaca and consisted of fallen masts, sails, splintered planks, sunken treasures and hundreds of drowned, bloated bodies.The fortunate souls to survive the hur ricane, the shipwreck and the treacherous waves that pushed them ashore were thankful to be alive, for sure, and hopeful help would be sent to save them. News of the convoy’s fate was delivered to Havana on Saturday, July 21, and, within 24 hours, the sails of nine rescue ships equipped with supplies, food, divers and salvage equipment were hoisted up and flapping in the wind. One of the more interest ing notes regarding the first salvage operation conducted by the Spanish in the days follow ing the catastrophe is that the salvage team dispatched from Havana recovered more silver and gold than recorded in the fleet’s official manifests.Clearly, the captains and crews of the fleet had loaded a significant amount of contraband before sailing away from the New World. Even after decades of treasure hunters scouring the wreck sites, coins and other treasures once stashed in chests continue to be discovered both at the reefs and by treasure hunters working with metal detectors along the shore. Out of all the ships that left Havana on that fateful Friday the 13th, only one suc cessfully made the Atlantic crossing home to Spain. The Senor San Joseph, also known as the El Africa and the El Navio Nuevo, survived the hurricane with minimal damage, including losing a topmast and some rigging. The ship found safe anchorage near Key Largo and was able to rescue the crews from the shipwrecked advance boats El Pinque and El Aviso before sailing home to Spain. The wreck sites of the vast majority of the ships have been physically identified by histori cal documents and the treasure trove of divers who spent decades digging up nearly every wreck site associated with the 1733 Fleet. However, two wreck sites have proven difficult to pin down. Both ships, the San Fernando and El Floridana, are thought to have wrecked in the area of Long Key or Coffins Patch Reef off the coast of the Middle Keys. Evidence of a shipwreck associated with the 1733 ship has been discovered by treasure hunters, including artifacts that include coins at the shallow reef site. Still, no evidence of any ship from the fleet has been recorded. The El Floridana, also recognized as Fragata Situada, was one of two vessels that accompanied the fleet when it sailed out of Havana but was not bound for Spain. The ship was carrying payroll to St. Augustine. The other auxiliary ship sailing for St. Augustine was the Little Balandra, also known as the Patache, car rying 256 barrels of flour. The Little Balandra remained afloat after the storm passed but had lost its mast. Some records indicate that the El Floridana was destroyed at the reef, with a lone survivor from the ship surviving the hur ricane and the shipwreck, and washing up on Grassy Key. At least one report suggested it managed to return to Havana success fully.The bigger Nuestra Senora de los Reyes, San Fernando, y San Francisco de Paula, also known as the San Fernando, is a different kind of story while also be ing kind of the same story.

In addition, the park is also the new home of a historic Henry Flagler concrete mile marker that is more than 100 years old. In March, Monroe County Project Management, in partnership with the FDOT, worked together to restore the marker that was experiencing significant deteriora tion. There are only two other known surviving markers of this type, one in Key Largo and a restored one at Miami’s Gold Coast Railroad Museum. Monroe County is also add ing a tribute at the park when funding becomes available to honor the many volunteers who helped stranded pilot whales years ago at the park.

The Monroe County Board of County Commissioners, along with Parks and Beaches and Project Manage ment, invited the community to celebrate the grand opening of Pine Channel Nature Park on Aug. 24.

For the past year, Monroe County has been improv ing the property at the west end of Big Pine Key, formerly known as the Big Pine Key Swimming Hole, with funding from the Tourist Development Council and the Florida Department of Transportation (FDOT). The area offers an 11-foot raised scenic viewing area and other amenities for the use of Monroe County residents and visitors, including parking spaces, bike racks, restrooms, a kayak and canoe hand-launch area, 9,500 square feet of boardwalk, tiki huts and picnic areas with tables, benches and barbeque grills. The park is fully ADA accessible. Swimming is allowed at the park at your own risk.
“This is a momentous occasion for the community, years in the making,” said John Allen, Monroe County parks and beaches director. “A lot of work went into the beautiful park, and we look forward to years of enjoyment from this recreational space.”

County staff have been meeting with residents of the top-ranked canal projects to obtain feedback on potential restorations in their neighborhoods. Canal No. 25, the smaller of the two canals, between Osprey and Eagle roads, will receive 19,440 cubic yards of backfill, which equals about 972 Canaltruckloads.No.28, between Sexton Cove and Pigeon drives, will receive approximately 36,530 cubic yards of backfill, totaling 1,827 truckloads.
“These improvements are anticipated to restore the impaired waters of the canal and bring the dissolved oxygen levels up to meet water quality standards, which will greatly enhance the levels of marine life in the canals,” said Rhonda Haag, Monroe County chief resilience officer.
Monroe County is underway with its water quality improvement and res toration project on two canals in Key Largo. Both canals, No. 25 and No. 28, do not meet minimum state standards regarding levels of available dissolved oxygen to support marineThelife.restoration work includes backfilling the canals and is funded by a Florida Department of Environmental Protection Keys Stewardship grant. Backfilling raises the canal bottom to an optimum depth of about 7 feet to allow maximum flushing and tidal flow in and out of the canal. Currently, canal No. 25 has a maximum depth of 40 feet and canal No. 28 a maximum depth of 35 feet, both too deep to allow oxygen to reach the canal bot tom. This restoration technique will increase the amount of dissolved oxygen throughout the canal.
