The present Private Estates known as the P. & T. Lands
were sold by the Government during the interval of British Rule under the Governor General Raffles and the Counsellors of India, wiuntinghe and Cranssen.
The reason of the sale was to improve the finances of the Government, which were in a very bad condition. The sale of Government grounds was one of the means employed to improve the
situation. The sale not only took place in the lands adjacent to
Batavia, but also at Semarang and at Sourabaya. The Residents of the districts concerned, in consulation with the Regents, had to advise the Government with regard to the extent of the areas which
came into consideration for the above mentioned object. Who first bought the Lands from the Governaient cannot be traeed any more, because the Deed of Sale cannot be found. From a Decree by the Governor General Raffles, of 22nd January 1812, may be deduced that the Councillor luntinghe made a proposal on the previous 15th January to G. G. Raffles that a part of Krawang
should be sold to him by private treaty for a sum of
30.000 Spanish Dollars in paper, which must have been a proposal of great advantage to jiuntinghe in connection with the rat e of exchange
between paper and silver coinage at that time. wiuntinghe stated that
he could pay
no
more, because the land in ouestion
- according
to him
was waste and abandoned and would cost a large amount of money to be brought into a state of cultivation.
Later it proved that jiuntinghe had only bought these Lands as a speculation, because six weeks later, he resold them to J.
