BOARD OF COMMISSIONERS COUNTY OF HUDSON RESOLUTION

AUTHORIZING FAIR AND OPEN COMPETITIVE CONTRACTS WITH CATHOLIC CHARITIES OF THE ARCHDIOCESE OF NEWARK AND NORTH HUDSON COMMUNITY ACTION CORPORATION FOR PHYSICAL IMPROVEMENTS TO HEALTHCARE FACILITIES THROUGH THE COMMUNITY DEVELOPMENT BLOCK GRANT – CORONAVIRUS 2 (CDBG-CV2) GRANT PROGRAM JULY 1, 2025 THROUGH DECEMBER 31, 2025 ($380,000.00)
WHEREAS, on August 28, 2020, the New Jersey Department of Community Affairs advised that the County of Hudson is eligible to receive funding through the Community Development Block Grant – Coronavirus 2 (CDBG-CV2) grant program; and
WHEREAS, the CDBG Coronavirus (CDBG-CV) response grant is supplemental CDBG funding under the CARES act, that is used to fund community development activities to help communities prevent, prepare for, and respond to the direct and indirect effects of the COVID-19 pandemic and to mitigate future risks; and
WHEREAS, the Hudson County Division of Housing and Community Development (DHCD) received approval from the Hudson County Board of Commissioners on November 12, 2020 via Resolution No. 659-11-2020 to apply for and accept TWO MILLION ONE HUNDRED EIGHTY THREE THOUSAND SEVEN HUNDRED EIGHTY THREE DOLLARS AND 00/100 ($2,183,783.00) in Community Development Block Grant Covid 2 (CDBG-CV2) grant funds from the New Jersey Department of Community Affairs (DCA); and
WHEREAS, on May 12, 2025, the Hudson County Division of Purchasing solicited proposals through an advertisement to award up to two (2) contracts for physical improvements to healthcare facilities that will assist individuals and families affected by the pandemic; and
WHEREAS, on June 3, 2025, four (4) proposals were received and subsequently evaluated by a Review Committee designated by the Director of the Hudson County Department of Health and Human Services in accordance with the established evaluation criteria; and
WHEREAS, as a result of the evaluation made by the Review Committee, Catholic Charities of the Archdiocese of Newark and North Hudson Community Action Corporation received the highest scores and it is recommended that CDBG-CV2 funding in the amount of THREE HUNDRED EIGHTY THOUSAND DOLLARS ($380,000.00) be awarded as follows:

WHEREAS, this award is not subject to “Pay to Play” regulations as they emanate from a fair and open competitive contracting process pursuant to N.J.S.A. 40A:11-4.1 et. seq.; and
WHEREAS, the Director of Finance and Administration has certified in writing that there are funds available for this purpose in Account No. #14-286-56-006-20-0000.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Hudson, that:
1. The aforesaid recitals are incorporated herein as though fully set forth at length.
2. The Board hereby authorizes the County Executive, Craig Guy, or County Administrator, Abraham Antun, or Deputy County Administrator, David Drumeler, or their lawfully appointed designee, to execute any and all documents and take any and all actions necessary to complete and realize the intent and purpose of this resolution.
3. The clerk to this Board shall attach a certified copy of this Resolution to the filed copy of Resolution No. 659-11-2020.
4. A Notice of this action shall be published by the Clerk to this Board of County Commissioners.
5. This resolution shall take effect immediately.
