WORKING TOGETHER TO DEVELOP THE CWP The CWP was developed through series of dialogues with over 78 water management agency representatives and stakeholders. By first defining our collective needs and desired outcomes for water resilience in the future, stakeholders progressed from development of targets to strategies and finally to a specific implementable two-year Action Plan. Details on the meetings and workshops that supported CWP development are provided in Appendix E.

Identifying priorities Prior to beginning CWP development, a gaps analysis was performed to understand water resources needs in Los Angeles County. This initial step included a review of local and regional planning documents, along with initial stakeholder discussions representing a variety of perspectives to enhance the research and priorities. This analysis provided various perspectives on water management challenges, initiatives, local planning efforts, and participation in the development of the CWP from entities throughout Los Angeles County, including the Santa Clarita Valley, Antelope Valley, and Greater Los Angeles areas. Previous works done through the Integrated Regional Water Management (IRWM) process informed much of the discussion including an understanding of existing local efforts that support the Plan priorities. The gaps analysis also incorporated input received during the OurCounty and the Safe, Clean Water Program initiatives through the lens of the CWP Vision. The gaps analysis is included in Appendix F.
