2020 promises to be a vibrant year for Chamber

T

his year is poised to be another exciting year for Kerrville and our surrounding communities and your Chamber is hard at work to ensure our local businesses are well represented across the spectrum. We would like to welcome Hobby Lobby and Harbor Freight Tools to Kerrville. There is a lot of buzz and anticipation around their opening, and I personally can’t wait to add to my collection of tools.

January was a game changing month for our City as the Council voted to proceed with next steps in support of workforce housing.

While there is understandable apprehension among some, giving our working class access to affordable home ownership will ensure our ability to maintain and attract qualified candidates to meet the needs of local businesses and ensure we maintain a vibrant community.

While nothing is ever perfect, I applaud the city staff, developer, and Riverhill community for their open dialogue and transparent efforts to keep us all informed.

I hope you take advantage of the many opportunities offered by the Chamber this year to stay informed and interact with your peers.

Our monthly Coffee Talks and Mixers are a great way to stay in touch and learn about relevant topics to help your businesses thrive. You can visit our website and reference the calendar of events for times and locations.

We have another great opportunity with the annual Hill Country Economic Summit on Feb. 13at the Hill Country Youth Event Center. The opening of Kerrville’s Hobby Lobby sparked a line out the door on the first day and plenty of enthusiasm for the future

W

ith a line out the door on Jan. 27, the opening of Kerrville’s new Hobby Lobby retail store proved just how hungry the area is for shopping.

For Kerrville Area Chamber of Commerce President and CEO Walt Koenig, the store opening is just another positive sign the community is moving in the right direction economically.

“This is a huge milestone for our community. Having a company of this stature and reputation as part of our business community and economic landscape is just a great honor,” Koenig said.

While the store was expected to open in December, Hobby Lobby officials decided to wait for the new year to open the store, which will employ more than 50 people. The opening should help continue the region’s upward economic trajectory that has produced solid sales tax numbers for the last few years.

In fact, the city of Kerrville reported more than $7 million in revenue from sales taxes, and December beat expectations thanks to a strong performance on the retail side, according to city documents.

That in turn has Hobby Lobby officials feeling optimistic about the decision to move into the Kerrville market.

“We feel we are going to have a real solid store here,” said Mark Raines, Hobby Lobby’s district manager for Central Texas and the Hill Country.

Linda Johnson was excitedly awaiting the opening of Kerrville’s new Hobby Lobby on Monday morning. In fact, she was there a full 90 minutes before the store opened at 9 a.m.

“I just waited in my car and had my coffee,” Johnson said.

She wasn’t the only one who was waiting. Ahead of the opening, there was a line in front of the new 50,000-square-foot store who were ready to check out the craft and hobby store.

Kerrville’s store is the 893rd for the Oklahoma-based company, which is open Monday through Saturday.

Raines said they saw encouraging signs for the enthusiasm of the store during a soft opening on Friday.

On Monday, customers were greeted with coffee and breakfast treats as they entered the store.

By 9:30 a.m, there were dozens of shoppers in the store, including Johnson, who was in the fabric section, where she was buying camouflaged material to finish a quilt she was making for her son-in-law’s hunting cabin.

Helping her was store employee Anne Dozier, who was measuring the fabric and writing up a sales ticket.

“I’ve been waiting for weeks,” Johnson said of the store’s opening.

he way Gil Salinas sees it, what’s happening in Kerrville is no accident because momentum has been building in the region for some time, but it took just the right conditions to move things forward.

Those conditions include the attractiveness of the Hill Country, along with leadership from some of Kerr County’s biggest players, namely the city of Kerrville, Kerrville Independent School District, Schreiner University and Peterson Health.

Salinas, the chief operating officer of the Kerr Economic Development Corporation, is touting the recent successes when it comes to developing the regional economy, and he will be doing even more of that during the Hill Country Economic Summit on Feb. 13.

“We are going to be providing an overview of where we’re at 10 years ago, where we’re at two or three years ago and then where we’re at today,” Salinas said. “We are going to get into some of the projects that we have in our project pipeline. We might even be able to name some names.”

Those names, which Salinas keeps closely guarded, could be a major manufacturer. He’s hinted at the possibility of attracting an aerospace-focused company to the Kerrville/Kerr County Airport.

“Everything is starting to line up,” Salinas said of the economic outlook for Kerrville and the area. “We are seeing that in the latter part of 2020 you’re really going to see everything converge.”

The start of 2020 has already been busy with the opening of retailers Hobby Lobby and Harbor Freight, but also the decision by the Kerrville City Council to approve 510 homes to be built by D.R. Horton over the next few years. That decision is expected to help alleviate Kerrville’s challenges with affordable housing, which weighs on the mind of nearly every executive in

UNEMPLOYMENT IN KERR COUNTY FOR 2019

➤ For the first time in more than 20 years, at least according to data from the U.S. Federal Reserve and the U.S. Bureau of Labor Statistics, Kerr County’s unemployment rate has held steady at 2.9% from September through the end of November. After a slow start to 2019, unemployment fell to 2.5% in April and May. The 2.5% rate was the lowest since 1999 when the rate fell to 1.9% in December of that year. From 1998 to the end of 1999, the rate was below 3%, but in January 2000 the rate jumped to 4.1%. The 2019 number are the flatest, however, in recent memory.

➤ The Kerrville Daily Times asked its readers what retailer they wanted most to see come to Kerrville and the clear winner was Target.

With more than 200 people weighing into the opt-in survey, 59% said they wanted to see the Minneapolis-based retailer open a store in Kerrville. The next two biggest were discounter Ross and retailer Kohl’s. However, on The Kerrville Daily Times’ Facebook page there was a furious write-in vote for Houstonbased sporting good store Academy. Here are some of the comments from readers about the retail environment: ➤ Would like to see a Petsmart, Dillards and Costco. Sure would be nice to spend our money in Kerrville than have to go to San Antonio. Thank you ➤ Target and other big chains will never put a store in a town as small as Kerrville or Fredericksburg. Gotta have a certain population to support it. They are building some small versions in some suburbs. Big ones need hundreds of thousands of people within a 30-mile radius. ➤ I voted for Target but I would like to see Academy.

“I’d call it critical,” said Peterson Health CEO Cory Edmonston, himself a recent transplant to Kerrville. “From the standpoint for us to grow, survive and thrive as an institution, and even as a community, we have to have affordable housing.”

Edmonston’s take is one Salinas has heard over and over.

During a recent Kerrville City Council meeting, Kerrville Independent School District Superintendent Mark Foust said that retaining teachers is challenging considering the price of homes and rent in the area.

While Salinas’ main task is to attract companies to set up shop in the area, he’s also increasingly focused on ensuring affordable housing is in the conversation about economic development for Kerr County.

Right now, Peterson Health has nearly 70 open positions across its system, including more than 30 nursing positions. In the coming year, the Kerrville State Hospital will undergo major renovations and add 260 new positions as part of its expansion.

“The jobs are here and the jobs are coming,” Salinas said. “Now we’ve got to look at the workforce, but also talent attraction.

Millennials are somewhat absent in this community, or it’s not the biggest part of our demographic. So, when I say talent attraction that’s exactly what we’re looking at.”

Salinas makes it clear that there needs to be a focus on retaining the community’s young people by providing opportunities, and jobs.

“The best one that I like (as far as economic development) is using Gil Salinas said the Guadalupe River is one of the quality of life amenities that is attractive to businesses wanting to relocate to the region.

local funds, with state funds to invest in workforce training,” Salinas said. “Really what you’re doing is you’re investing in a local asset. If a company packs up and leaves you have a trained workforce.”

The challenge for Salinas and others has been a chronic shortage of affordable housing, including rental properties. The entrance of D.R. Horton, along with smaller builders, may turn the tide in the market, which has witnessed historically low housing starts since the Great Recession.

“We’ve put this in our economic development area as well, which is housing developments,” said Salinas, adding that as many as four major projects, including the D.R. Horton development, in the works. “Some of the others are more on the multifamily side.”

From an economic development perspective, Salinas’ focus isn’t so much on the next big box retailer, which drove plenty of activity across the state and country before the recession, but on job creation.

“Today it has now transitioned into workforce,” Salinas said. “It’s all about workforce and talent. There is a distinction between the two. The companies now are going to areas that have the talent that they need.”

Kerrville is a perfect example of where we can build a quality of place. There are things like the river trail. The river trail is now connecting all of these quality of life amenities. It’s connecting places where people live and to the downtown area.

Now, it’s about mobility and that’s the quality of place.”

Salinas said that a company recently visited Kerrville to determine if the city was suitable to open up shop, and they were immediately impressed with the city’s beauty and connectivity to the river.

“That was a great example of how Kerrville is ahead of the curve when it comes to quality of place,” Salinas said. “A lot of communities now are trying to figure out how to go from quality of life to quality of place, which five years from now all of the companies are going to be looking for that.”

Harbor Freight’s mission is to bring quality tools to working people at attractive prices. Kerrville already is the regional retail hub for home improvement products. Harbor Freight’s inclusion in our local retail landscape will further solidify Kerrville as the go-to place for this critical and growing market.

We also made important moves to fulfill another important objective of the Kerrville 2050 Plan ... the expansion of our work force housing inventory. By unanimous vote, our city council agreed to approve the actions necessary to move a project forward that will provide 510 brand new homes for our local workforce. The council, city staff, developer, adjacent communities and the business community came together to hammer out this complicated deal.

This housing development joins a number of approved and planned projects that will dramatically increase housing options for all of the residents of Kerrville there by facilitating further economic growth. Many communities struggle with workforce housing issues.

Kerrville is taking definitive and significant actions to address these complicated issues and real, demonstrable progress is being made.

Having a city team that consists of all important constituencies — government, business and the community at large -- is a huge competitive advantage in the attraction of companies and customers to our community. In Kerrville, we have a demonstrated willingness and ability to work together to conclude complicated and innovative projects. We are now establishing a track record and reputation as a place that is not only business friendly but business enthusiastic.

The year will indeed be a great year for Kerrville’s economy.
