The local board of education determines the entrance age in Colorado, although the School Attendance Law requires all residents between the ages of 7 and 16 to attend school. Registration requirements vary from district to district, but most request legal proof of age with a raised-seal birth certificate and physician-signed proof of specific immunizations. The cut-off date for five-year-olds to be eligible for kindergarten registration is also determined by the individual school district. HUNTING AND FISHING LICENSES
Both hunting and fishing are popular sports in the Rocky Mountain region, where 6,000 miles of streams and more than 2,000 lakes and reservoirs combine with nearly 700 species of wildlife. Colorado offers fishing without a license the first full week in June each year, although all other regulations and laws apply. During the rest of the year, licenses are required for individuals 16 and over. Hunters who were born on or after January 1, 1949, must successfully complete a Hunter Education Course before they can be licensed. Fees for fishing and hunting licenses vary with the applicant’s age, residency status, duration of the license, and type of license. Licenses for children are available at a nominal cost. In general, newcomers to Colorado must have their dogs, cats, and sometimes ferrets over the age of three months vaccinated against rabies or be able to provide proof of vaccination within the past 12 months. Dogs must be licensed annually, which includes current rabies vaccinations. Animal control laws can vary with the municipality, often covering leash regulations and even excessive barking. To register to vote in Colorado, you must be at least 18 years of age before the next election and a U.S. citizen. You must also be a resident of your county and a resident of the voting precinct for at least 32 days prior to the next election date. Registration is permanent unless you change your name, address, or political party affiliation. Change in political party affiliation must be made 29 days prior to the primary election, and voters who want to participate in the precinct party caucuses must be affiliated with the party for two months. Colorado offers the convenience of voter registration in conjunction with vehicle registration or driver licensing. Newcomers can also complete this registration at the office of any city and town clerk or the county election department. COLORADO STATE TAX
Colorado imposes a sales/use tax of 2.9 percent, although many cities and counties as well as special taxing districts add local sales and use taxes on purchases and transactions. All county sales taxes are state collected. Most goods are subject to sales tax and most services are not taxed as long as the billing separates the two. The combined state and local sales tax rate varies from 3.7 to 7.2 percent depending upon the locality. Use taxes are due to the state by individuals who have purchased merchandise outside of Colorado such as Internet or catalog orders when sales tax has not been paid but the items will be “used” in Colorado. DRIVERS LICENSE
New residents who operate a motor vehicle or motorcycle on public streets and highways are given 90 days to apply for a Colorado driver’s license. Driver licenses, instruction permits, and Colorado identification cards can be obtained at convenient statewide offices. Adult driver licenses are issued to persons who are at least 21 years of age and must be renewed every five years. Anyone relocating to Colorado and surrendering a valid driver license from another state is not required to take a written test. However, a second primary form of identification such as a birth certificate, valid passport, or immigration document must be presented along with the driver license. The license from the other state must not have expired for more than one year. In addition to passing a vision screening test or any other required exams for your situation, you must provide your social security number and a Colorado address, pay the required fee, and be fingerprinted and photographed. VEHICLE REGISTRATION & TITTLE
New Colorado residents must title and register their vehicles within 30 days of establishing residency, and applications for titles and license plates are processed at the motor vehicle office in your county of residence. Vehicle registration and titling are two separate documents, although application for both are accomplished in one process. Fees are based on the vehicle weight, age, and taxable value. Visit your county clerk or nearest motor vehicle service with your out-of-state title and current registration along with a current and accurate odometer reading, VIN verification, and proof of insurance. If a lien exits on an out of state title, the lienholder’s name and address must be provided if not shown on the out of state title or registration. VEHICLE EMISSION TESTING
Colorado state law requires that vehicles owned by residents of Adams, Arapahoe, Boulder, Denver, Douglas, El Paso, Jefferson, Larimer, Pitkin, and Weld counties be emissions tested. The enhanced test fee is $25 for vehicles 1982 and newer, while a simpler test is administered for $15 on vehicles 1981 and older. Payment may be made by cash or check but not credit card. MANDATORY INSURANCE
Proof of vehicle insurance in state-mandated minimums for liability must be provided to your county clerk and recorder before vehicle registration can occur. Each month, insurance companies must inform the Colorado Motor Vehicle Registration Division of lapsed or cancelled policies. Insurance proof can take the form of an insurance card, a copy of your insurance policy, or an official verification letter from the insurance company. COLORADO SAFETY LAWS SEAT BELTS
Colorado enforces a seat-belt law that requires the driver and all front-seat passengers to wear properly installed and fastened restraints at all times. Graduated driver license holders are responsible for using a seat belt and ensuring that all passengers use them as well. Drivers under age 17 are restricted to one passenger in the front seat and they may have only as many rear-seat passengers as seat-belt positions.
COLORADO SAFETY LAWS CHILD SAFETY
The Child Passenger Law makes the driver responsible for buckling up and property restraining young passengers regardless of where they are seated in the vehicle. Infants must ride in a rearfacing child safety seat until they are at least one year old and weight at least 20 pounds. Children ages one to four years who weigh 20-40 pounds must be restrained in a forward-facing child safety seat. Children who weigh over 40 pounds or who are at least four years old but less than six years old must be properly restrained in a child booster seat or with a child safety-belt positioning device unless they are 55 inches tall.
