Rep. Pagel issues statement on passage of state-federal health exchange Lawmaker: Yes vote protects Michigan's interests State Rep. Dave Pagel, R-Oronoko Township, issued the following statement after voting in favor of House Bill 4111, which establishes a state-federal health exchange in advance of enactment of the Affordable Care Act: "A health care exchange is not our choice, but by accepting federal funding to establish a state-federal exchange, we can have a hand in how it is administered. Had we not partnered with Washington on this massive new program being forced upon us, we would have no role in protecting Michigan taxpayers and Michigan jobs. "House Republicans did everything we could to prevent a health exchange run by Washington alone because we want our doctors and patients in control of important decisions, not bureaucrats. This was moving forward one way or another, and with today's decision we are guaranteeing we have influence in how the program is run in Michigan. Our goal is to make sure the residents of our communities have access to quality health care, and a partnership with the federal government appears to be the best way to ensure that we keep the people of this state healthy and happy.“ The measure passed the House by a 78-31 margin.
