At the start of the twenty-first century, cities and towns are leading the development drive. Unprecedented levels of urbanization place difficult obligations on countries to meet citizens' needs while sustaining low levels of national GDP. The urbanization of society offers significant opportunities for countries to improve the standard of living for all of their citizens as well as for the government to achieve its main objective of ending poverty.
Metropolitan areas will have 57 percent of the world's population in 2022. Megacities, defined as urban areas with at least 10 million residents, have increased from 36 to 44, an increase of eight.. Employment possibilities in rural areas drastically dropped as a result of greater mechanization and automation, whereas non-agricultural industries in urban areas created more jobs. Along with their political influence, government investments, and general access to goods and services, rural inhabitants greatly diminished.
The growth of cities and towns expands opportunities for all citizens, and the urban built environment can enrich a nation’s cultural identity. But in too many countries poorly managed urbanization results not in widely shared gains in living standards but in significant social and environmental costs. Urban poverty is growing in scale and extent.

Why Barangay 306 and Barangay 384 Quiapo, Manila?
During the initial stages of the research, and on-site fieldwork, we frequently raised the question of why Quiapo? The reasons originate from the interest in its cultural heritage such as the Quiapo Church, the abundance of locally produced goods at inexpensive prices, market areas with active commercial streets, accessible transportation routes, the community's diversity, and the area's commercial and business hub are some of the factors that contribute to this.
When properly managed, urbanization encourages broad improvements in social welfare while enabling sustained economic growth. In most nations, half to four-fifths of GDP is accounted for by industrial and commercial activities that are predominantly situated in metropolitan centers and are supported, marketed, and financed. The necessity for an urgent urban regeneration of Quiapo's architecture is made all the more important by the preservation of the city's rich cultural legacy, which includes—but is not limited to—the Quiapo Church and Golden Mosque.
Fiscal challenges, overcrowding, housing, transportation, pollution, public education, and crime are some of the major issues and problems that currently face our cities. Numerous issues are directly related to the fact that cities are made up of a lot of people crammed into a short amount of area. In our chosen location, our strategy is centered on addressing the problems with land use and zoning, the inadequate road and pedestrian system, the lack of enough green space or nature, the ineffectiveness of the drainage system and waste management, unauthorized settlers, and finally, the peace and security of the area, are all the underlying issues of which are, unfortunately, present in the area.
Our primary design solution for addressing the region's fundamental problems focuses on facilitating markets, fostering economic and social stability, and ensuring equity. Urbanization, when well managed, facilitates sustained economic growth and thereby promotes broad social welfare gains. The selected study area's vision is to provide a formalized on-site settlement upgrading with inclusive community-based planning and methodical building processes, integrating the site into the surrounding areas with enhanced perception and contributing value to the city.

Roads and Site Access
The area's main thoroughfares were cleared to make room for bike lanes and pedestrian walkways In bike lanes, cyclists can travel at their preferred speed without encountering traffic related obstacles, and these lanes promote predictable behavior and movements between bicycles and automobiles. Secondly, the organization of paths and designations of its activities for a variety of uses. The reconstruction of Chica, Paterno Gomez, Carriedo, and P. Ducos, which are the chosen economic routes, should be structured and defined with enough room set aside for salespeople, customers, walkers, bicycles, tricycles, and deliveries.
In terms of the area's accessibility, the inclusion of ferry stations will assist in tying the services extending south down to the coastline together. This will be connected to the Pasig River boat service that is already in place.
Drainage, Sanitation, Water
The researchers suggest a sewage network that will transition from a single-house septic system to a formal site-wide wastewater processing facility. This system uses a single set of sewer pipes to transport both sewage and stormwater. The sewage treatment plant is where the sewage and stormwater are eventually dumped Sewer cleaning will be simple as a result, and maintenance costs will go down. Stormwater also dilutes sewage, reducing its potency. This method is cost effective since it only needs one set of sewers.
Public Spaces
For public areas, including churches and multipurpose buildings, the plan is to retain their locations
and to look for the possibilities of expansion whenever possible. These facilities will offer the local community a more suitable area for social and community events and current structures are to be renovated and enlarged to accommodate a variety of activities including but not limited to gardening, sports, and other activities.
Stablishment and Expansion of a Greener Network
Vertical gardens are a requirement for all currently constructed buildings and businesses as they operate as natural air filters and contribute to the creation of a clean and healthy atmosphere that enhances the general health and productivity of urban areas. In addition to this, public parks are to be renovated to accommodate more greeneries and developments to mimic natural environments. Residential houses are also required to dedicate 10% of their total lot area to greenery.
The project site is located in Barangay 306 and Barangay 384 in Quiapo, Manila. Quiapo is regarded as the "Old Downtown Manila" and is more than just a district. The total land area is about 95, 164. 58 sq. m. 16 % of the total land area of District III, Manila. There an estimated total population of Barangay 306 as determined by the 2020 Census was 1,248 and Barangay 384 population as of the 2020 Census was 3,511.
Quiapo is considered that the site's history and ingrained traditions are what led to the current urban circumstances of the street and its surroundings. The Market's presence was essential to commerce up until this area of Manila became the city's center because Barangay 306 and 384 transformed it into a commercial hub. These elements have a significant role in the region's present land use, which is primarily commercial and mixed-use.
The district in Quiapo, which is bordered by Manila Bay, is a great contemporary spot to buy things including fish, especially for bargains in deals, and crafts, primarily for Chinese products, and other local products.

Quiapo, where most commercial, residential and industrial establishments are found, lies on generally flat and highly accessible land, from Barangay 306 elevation is estimated at 7.7 meters or 25.3 feet above mean sea level can be found in this area. While Barangay 384 estimated elevation is 5.1 meters or 16.7 feet above sea level.
CONNECTIONS
Barangay 306 and barangay 384 are located close to major delivery road networks and important tourist and business districts in Quiapo. The main road feeds port access, and the majority of traffic involves a large population of public and private vehicles coming to and from the area. There are times of extreme traffic delays and dangerous shared road spaces.
TRANSPORT
The closest major road access is Quezon Blvd, a short roadway passing through the Quiapo neighborhood of Manila connecting north and southbound districts.
The closest water transport is the Pasig Ferry Lawton, Estero de San Miguel is next to Santa Cruz and is located in the City of Manila, Philippines. Estero de San Miguel has a length of 1kilometerstres. That is split in separate ways.

DOMINANT ROADS/PATHS
The strongest paths in the area consist of three: two roads and one rail transit, which are Quezon Blvd., Carlos Palanca, and the LRT Carriedo Station. This is considered a major thoroughfare in the area in which congested pedestrian and vehicular flow occurs. These roads and paths are surrounded by dominant communities and establishments, which cause the roads and paths to become heavily used It becomes the center of demand, leaving other streets and roads underdeveloped.
QUEZON BLVD
The widest road in the area is dominantly covered by public and private vehicles. Due to massive crowding and weak pedestrian and vehicular ordinances, the area is always experiencing heavy traffic, bad air pollution and road accidents.

It is considered a major road due to its access to the McArthur Bridge and Sta. Cruz Plaza.
The vehicular road is surrounded by illegal street vendors and lacks a proper loading and unloading zone, causing congested accessibility for both users. Octopus wiring is also a problem, which might cause fire alarms.
LRT CARRIEDO STATION
The entrance and exits at the station are surrounded by scattered street vendors, which causes an uneasy pedestrian flow. The road under the station is also narrow and full of obstructions, which leads to a disorganized place considering the LRT station is massive public transportation that caters to thousands of commuters

DOMINANT ESTABLISHMENTS
Most social gatherings take place in the center of Quiapo. It has several social and livelihood activities, including local shops, commercial buildings and retail, mixed use, street markets, and gathering events. These areas provide business opportunities, job offers, and an attraction for tourists. The government failed to fund the community in promoting green features, areas for small markets and parking areas.
The existing condition of streets along Quiapo has the highest possibility of development to maintain the purpose of the road for public and private vehicles It is accessible to neighboring cities and barangays.
The site consist of various beliefs share in one city. A wide range of visual sensations, including the existing religious church and mosque; Quiapo Church, constructed in the Baroque style, the Golden Mosque, the arches of Villalobos Street, and the numerous buildings and architectural element types in our chosen location reflects its function that blend with various architectural elements to create visual impacts for its users.
Quiapo is known to its markets lined up on street which somehow causes to a road congestion, crimes in crowded areas. This features causes stamp of personal taste for the area to lost. The government has been working towards cleaning roads, re location of street vendors and clearing illegal parking. The existing condition of the site is on process of re developing its physical and economic features..
There is an obvious lack of nature in Quiapo, parks with gardens, natural shade of trees and plants along pedestrians lanes for aesthetically purposes and quality of air. These can be goof expansion of growing city.

COMMUNITIES
Quiapo is considered the old downtown of Manila and, until today, it was one of the busiest and most famous places in Manila. The chosen study is composed of a bisection of two different communities, mainly the Christian and Muslim areas. As the diversity occurs due to different cultures and beliefs, they still share some areas in which local businesses and retail outlets operate

The diversity makes the area special and unique because it represents mutual respect for both culture and religion. However, the marketplace and the place of worship conflict with each other. For instance, in the Christian community, their spiritual place is distracted by the crowd coming from the market, which causes a chaotic area when doing a religious activity. In terms of the Muslim community, consider the different approaches to spiritual activity The current location of the area does not correspond to the mosque, resulting in intrusions and non-related muslin activity.
Aside from that is the absence of waste disposal, which can cause diseases since the area consists of aligned street food vendors, considering that this landmark is also a tourist attractions.

Parts of Metro Manila experienced flash floods, especially in Quiapo, with moderate flood susceptibility. It is no wonder why these areas are prone to flooding due to canals clogged by garbage and the failure of service of flood control pumping stations. Proper drainage systems are important, as is always considering proper garbage disposal. For lack of installing water diversion and water storage areas, to add LGUs should separate drain systems from public sewers so that only rainwater can be sent to the river.
VULNERABLE AREAS POLLUTION HAZARDS
Quipao has some old establishments that are not functioning at all, which might cause a sudden collapse, leading to accidents and injuries. In terms of security, Quiapo is at risk in terms of security and safety due to overcrowding, informal settlers, unemployment of users and poverty. This will lead them to commit hideous crimes LGU should provide security cameras along the streets and police always need to be on duty monitoring, especially on sidewalks. Furthermore, the housing improvement is imperial and also provides basic job services.
Typhoons and flooding frequently hit the city of Manila. As of 2020 the standing of air pollution during the pandemic, there was a reduction of 90% in volume of the vehicles traveling in and out of Quiapo. There was a good quality of air because of the small mass of vehicles. Due to the city's high level of development and weak natural ecosystems, flooding frequently occurs Areas in Quiapo are lack of green spaces that is why water system didn't function well to carry all the rainwater and it is because of improper waster disposal that blocks the drainage.

Quiapo market has always been known for its street vendors. The variety of products range from fresh produce to handcrafts which showcase its culture. Overcrowding of these street vendors is one of the main issues in this area and it is also where most burglary occur. It diverts people away, which might cause these small businesses to lose profit and it also poses threat to local residents.
In a city, streets are the soul since this is where most of the activities occur and is where pedestrian and vehicle pass through. It connects one place to another so it is necessary that a street has an organized system. Density of buildings on the area is high, therefore, some establishments do not have their own parking space. The streets and sidewalks are becoming the parking space for the vehicles. It causes traffic on the road and hinders pedestrian from travelling smoothly since vehicles are blocking the pathways.

Barangay 306 and 384 are surrounded by a river, which makes the area prone to flooding especially during the rainy season. Sometimes, water reaches waist-deep. It is dangerous to the health of residents and it also poses threat to their properties. There are flood control pumping station installed in some areas of Quiapo, Manila. This heps mitigate flood and it is a great opportunity to be able to utilize this to prevent flooding in the area.
Since Quiapo is an area known to the people, there are great opportunities for business venturers to go here.
People choose to go here because many establishments are close to each other which makes it more accessible.
There are already many business establishments in the area, however, these areas are highly congested and there is almost no space anymore for new ones. With good urban design, this could be solved through zoning and arrangement of the streets.

Streetscape + Drainage Improvements
The project's objectives revolve on reducing flooding and runoff along the street, and it will involve improvements to the utilities, traffic, hardscape, and vegetation.
A pleasant place is created for the neighborhood OF Quiapo through colorful planting, green infrastructure, seating components, and interpretive art installations. To achieve the goal of assisting all users, including pedestrians, cyclists, bus riders, and automobiles, the team undertook a lengthy public procedure.
Three surface ideas with options for one- and two-way vehicle traffic, enlarged sidewalks, bike accommodations, more street trees, and stormwater mitigation interventions including bioswales and permeable paving were developed after a series of community events meant to solicit feedback.

DESIGN GUIDELINES
To facilitate attractive growth in terms of community involvement, prevention of overcrowding, and over-all safety measures, design guidelines are to be implemented such as; Pedestrian Crossing
(a) In order to comply with this clause, a driver must approach pedestrian crossings at a pace that will allow him to stop his car before getting to the crossing.
(b) Any pedestrian using a pedestrian crossing must be given the right of way by any motorist.
(c) Even if another vehicle traveling in the same way has stopped on the approach side of or at the pedestrian crossing, seemingly to comply with this section, the driver shall not allow any portion of his vehicle to enter upon the pedestrian crossing.
(d) Violation of any provision in this Section, violator shall be fined in the amount of five hundred pesos (PhP500.00).
Restrictions on Pedestrians
A person shall not:
(a) while waiting to wait a vehicle stand on any portion of thoroughfare;
(b) proceed from a footway towards a vehicle that has not fully stopped for the purpose of boarding it;
(c) alight from or board a moving vehicle, or do so at a area where loading and unloading is prohibited;
(d) remain on a pedestrian crossing, or marked cross-walk longer than is necessary for the purpose of passing over the thoroughfare with reasonable dispatch;
(e) stand up a footway thoroughfare so as to inconvenience, obstruct, hinder or prevent the free passage of any other pedestrian or any vehicle.
Parking
We all use the road to get somewhere so remember to:
- SLOW DOWN to 5kph when approaching an unsignalized intersection and come to a FULL STOP before proceeding
- Look both ways before turning a corner
- Walk with a decent pace across the street

- Taking pictures and making movies for personal use is permitted, however Professional sessions (pre-nuptial/birthday shoots, commercials, AVPs, etc.) call for shot permits.
- Photographing institutions like banks, schools, embassies, and the like is strictly restricted for security reasons.
Use of Sirens, Dazzling Lights, Similar Gadgets
No private individual shall use or permit to be used any sirens, bells, horns, whistles, or other devices that produce exceptionally loud or startling noises, including dome lights, emergency red flashing lights installed in front or nearby, emergency red light blinkers, or other similar signaling or flashing devices that actually impede and confuse traffic and are incompatible with sound traffic discipline and control on the roads. The confiscation of the devices mentioned in this section and a fine of 500 pesos (Php 500.00) are the consequences for violating this specific section.

(Prohibition on Barkers and use of PA for Public Transport Terminal
(a) No one is authorized to stand or put themselves on a public roadway or thoroughfare in order to summon and hire commuters to ride into a waiting public utility vehicle that has been given permission to park or stand there. A fine of one thousand pesos (PhP1,000.00) or up to ten (10) days in jail, or a combination of the two, may be imposed on those who violate this section, at the discretion of the court.
(b) No Public Transport Terminal with the city using Public Address or any sound system creating loud noise and public disturbance to call and employ commuters to their terminal vicinity. Violation of this particular section will be subject to revocation of the permit to operate and a fine of One Thousand Pesos (Php1,000.00)
Loading/Unloading Zones
Any area of the street designated by the city engineer and identified by official signs for usage by vehicles while actually engaged in loading or unloading freight or picking up and dropping off passengers is referred to as a loading and unloading zone.
Parking In front of Residential or Commercial Establishment
Unless the parking space is privately held, no one is allowed to use it exclusively for themselves; in that case,
they must pay the prescribed parking price as outlined in this Ordinance.
Designation of Parking Zones
Parking Zones will still to be determined by theDepartment of Public Safety and Traffic Management and upon completion be submitted to the City Mayor for approval, provided, he furnish a copy to the Sangguniang Panlungsod. Mufflers and Noise Controlling Devices
No one is allowed to drive a car on the street unless it has an exhaust system that prevents the release of excessive fumes or smoke and unusual noise, as well as a muffler or mufflers that are always in operation and have enough capacity for the motor.
Obstruction to Driver’s View or Driving Mechanism
(a) No one shall operate a vehicle when it is overloaded or when there are more than three passengers seated in the front seat, as this would impair the driver's ability to control the vehicle's driving mechanism or block the driver's vision of the front or sides of the vehicle.
(b) No passenger in a vehicle shall ride in a position that impairs the driver's ability to see ahead or to the sides or to manage the vehicle's driving mechanism.
DESIGN GUIDELINES
Restricting Animals and Livestocks on Roads
(a) No one who owns, controls, or has in their custody any pets. livestock or animals—including cattle, horses, pigs, goats, dogs, cats, etc.—shall knowingly allow any such livestock or animals to wander onto, or to remain unaccompanied by, any road.
Use of Horns, Warning Instruments
No one may use or cause to be used the horn or any other warning device on a vehicle, unless it is essential to warn other drivers of impending traffic or indicate that the driver of the vehicle wants to pass another vehicle.
Other Restrictions
It is hereby forbidden to use Quiapo's streets, sidewalks, avenues, alleyways, bridges, parks, and other public areas for business or personal purposes aside from designated areas delegated by the City. These forbidden behaviors include, but are not limited to:
(a) Vending or selling of foods, magazines, newspapers, cigarettes, brooms, watches orjewelries, shoes and other footwear, and/or any other items;
(b) Conduct of shoe-shine occupation; (c) Conduct of “religious” activities, such as preaching and seeking alms;
(d) Doing house chores such as washing clothes, hanging clothes, and bathing;
(e) Vehicle garage and/or vehicle repair;
(f) Dumping garbage
(g) Setting up of basketball court/goal;
(h) Use of sidewalk to install pens of animals or keep animals in chairns;
(i) Storing of junks and recyclable materials;
(k) Use of sidewalk of storage of construction materials for sale (pipes, tubing, lumber, cement, and the like);
(l) House extension or stall/store extension including installation of roofs or awnings;
(m) Installation of permanent or picket fence;
(n) Use of sidewalks for plants, trees and plant boxes; and (o) Signs of signboards on or above sidewalks and detached from the business Establishment.
Any items, products, or structures found on or near highways, streets, avenues, alleyways, walkways, bridges, parks, or other public spaces may be seized by the local authority without prior notice. The same must be treated and disposed of in the same manner as regular trash.
The Ordinance, among other things, requires all fast food chains, restaurants, supermarkets, eateries, and other comparable establishments located within the City to dispose of all of their stock of plastics, styrofoam, and similar materials that are used as food and product packaging within a period of nine years and replace it with environmentally friendly materials such as paper plates, paper bags, paper cups, paper board-food packs, and other similar biodegradable materials. the nine-year grace period for using eco-friendly materials in compliance. Compliance with the Ordinance shall be a requirement for the issuance or renewal of a business permit for commercial and industrial businesses.
