Welcome from Mr. Jason perkins BISP MUN ADVISOR Ladies and gentlemen, distinguished delegates, and esteemed guests, It is with great pleasure and excitement that I welcome you to the British International School Phuket (BISP), for this Phuket Model United Nations Conference. As we gather together, we embark on a unique journey to engage in diplomatic discourse, collaboration, and problem-solving.

Phuket, known for its stunning beaches, vibrant culture, and warm hospitality, provides a fitting backdrop for our conference. It is a place where diverse ideas and perspectives can come together to address some of the world's most pressing issues.

Today, we will tackle global challenges, negotiate solutions, and work together to promote peace, sustainability, and human rights. The Phuket Model United Nations represents the epitome of international cooperation, and it is here, at BISP, that we hope to inspire you to embrace the principles of unity and understanding.

As we commence this conference, I encourage you to engage in productive discussions, foster cooperation, and expand your horizons. Remember that each of you plays a vital role in our collective pursuit of a better world.

I would like to express my gratitude to the organising team and the dedicated staff who have made this event possible. And, most importantly, I want to extend my warmest thanks to all the delegates for your dedication, enthusiasm, and commitment to making this conference a success.

Welcome from Kathryn Willis Secretary-General Honourable Chairs, Distinguished Delegates and Esteemed Guests, Let me first extend a warm welcome to all participants in the first Phuket MUN Conference, held at British International School Phuket. For many of you, it will be your first time participating in this capacity, and I wish you the best of luck in what will be the start of a long and exciting journey into the world of diplomacy. I am incredibly honoured to serve as your Secretary-General, and I have learnt a lot in the process of organising this event - as I am sure all of you will too by the end of this exciting experience.

We are at a defining crossroads in human history: freshly out of a global pandemic that altered public consciousness like no other event in two decades; facing a climate catastrophe that could spell the end of modern civilisation as we know it; witnesses to rising military conflict in regions around the world; all coupled with a rising cost-of-living that threatens to thrust millions globally into poverty. As our generation is starting to take on greater responsibilities and authority, it has become our challenge to work towards resolving these issues in order to secure a bright future for ourselves and our children.

So at this Conference, I am challenging all of you: take up the reins. Let’s shape our futures together. Participate fully and without apology - deliver speeches, propose solutions, and pose difficult questions. Now is your opportunity to grow and develop the skills needed to push yourself towards creating a better planet. Every single one of you - no matter your country allocation - has the chance to change the world, in this room, today.

If I were to describe this conference in one word, it would be ‘growth’. You are all seeds in the ground now. We are privileged enough to be planted in fertile soil, in our tranquil island in Thailand, receiving a world-class education - watered consistently with the knowledge shared by our amazing teachers. But to grow? Ultimately, it is your choice whether to exert the effort to push through the ground and flower into the incredible people you can become.

Finally, this conference would not be possible without all of the staff and students who have supported each other and this initiative wholeheartedly. Please read the gratitude page at the back of this book for a list of all who have worked tirelessly to make this event happen.

United Nations Human Rights Council (UNHRC) The Auditorium About the committee Commissioned in 2006, the United Nations Human Rights Council (UNHRC) is an intergovernmental organisation responsible for strengthening the promotion and protection of human rights around the globe and for addressing situations of human rights violations in order to recommend approaches towards ending them. It has the ability to discuss all thematic human rights issues and situations that require its attention throughout the year. Its 47 members rotate and represent a vast regional diversity in order to give a range of perspectives on important topics.

Un women (UNWOMEN) The Archive Room About the committee Founded in 2010, UN Women has played a crucial role in advancing gender equality and women's empowerment on a global scale. The organization is dedicated to creating a world where women and girls can thrive, free from discrimination, violence, and inequality. It aims to do this by addressing a wide range of issues, including genderbased violence, economic empowerment, political participation, and access to education and healthcare, through working collaboratively with governments, civil society, and other partners to address these challenges.

rules Of procedure Introduction to Model united Nations Model United Nations (MUN) is a student-run replica of the United Nations in New York. It consists of student delegate representing various United Nations member states on specific topics of world interest.

Students represent a country other than their own’s views on world matters and on specific pre-assigned topics. The delegates research, draft and propose resolutions to be presented to the other member nations.

Delegates are required to learn the basic skills of research, public speaking, writing resolutions, negotiation and working with other students. The main responsibilities of the students are to be able to state the views of the country they represent on a major issue and defend or modify their position in order to achieve a solution. They may be expected to deliver speeches, prepared or impromptu, in defense of their resolutions, and follow parliamentary rules of procedure.

I. General Rules A. Guidelines 1. All participants must behave and dress in a dignified, respectful and appropriate manner.

2. Every attempt will be made to share more vocal countries in equal proportion across schools.

3. Advisors should refrain from directing their students and guiding their performances whilst the conference is taking place.

4. Speeches or notes shall not contain ethnic, religious, sexual or racial slurs. Deviation from this rule will lead to expulsion from the conference and appropriate action from the proponent’s faculty. Similarly, obscene language will not be tolerated.

5. Any missing or damaged equipment must be reported to a member of staff or the Secretariat immediately.

B. Awards 1. Each participant will receive a ‘Certificate of Participation’.

2. Chairs of each committee will determine one ‘Best Delegate’, who will receive a certificate. Two ‘Honourable Mentions’ will be announced per committee, but will not receive anything.

3. There will be one overall ‘Best Chair’, chosen by the Secretariat, who will receive a certificate.

II. Country assignments 1. Countries will be allocated to schools for students to choose a preferred delegation.

2. Students should refrain, where possible, from representing their own nationality.

3. Delegates must strive to remain accurate to their country’s views at all times.

4. Where possible, more vocal countries should be allocated to more confident or experienced delegates.

5. Allocations have been determined within committees based on regional diversity as well as relevancy to the issue, as according to the UN’s geopolitical categories.

III. Parliamentary Procedure A. Language English shall be the official and working language of the session.

B. Statements by the Secretariat The Secretary-General, or a member of the Secretariat designated by them as their representative, may at any time address the session.

C. Delegations Each member nation shall be represented by one voting delegate.

D. Courtesy All representatives will be expected to show courtesy and respect to those speaking. Those who refuse may be dealt with at the Chair’s discretion.

E. Phraseology The phraseology of the Model United Nations shall be formal so as to accurately simulate diplomatic interaction. Excessive informality will be looked upon with disfavour by the Secretariat. Delegates should not use personal pronouns at any time during formal procedure.

F. Agenda Agenda for Committee debate will be set by the Chair. Delegates may influence the agenda by raising their placards and motioning. This must be seconded to move on to voting procedure, and must pass by a 2/3 majority. The Chair has veto rights in regards to any motions to change the agenda.

G. Quorum The Chair may declare a session open and permit debate when at least one quarter of the members are present. The presence of a majority is required for any substantive decision to be taken. Representatives must aim to be punctual at all times.

H. General Powers of the Chair In addition to all previous and subsequent powers listed, the Chair shall declare the opening and closing of each meeting, direct discussions, accord the right to speak, put all questions to a vote, and announce decisions. They may also recess or adjourn the session.

The Chair shall ensure and enforce observation of all rules and Points of Order.

I. Warning System The Chairs or Secretariat may at any time place warnings on delegates considered undiplomatic. The Chairs should be as consistent as possible in enforcing these rules. These warnings may not be appealed. The penalty system follows as such: 1. First Warning - No penalty 2. Second Warning - No speaking or voting privileges up to the completion of one resolution 3. Third Warning - Removal of delegate from the room

J. Appealing the decision of the Chair Any decision of the Chair, with the exception of those specified as un-appealable, may be appealed immediately by a delegate. The delegate may speak on behalf of the appealing, and the Chair may speak in defense of their ruling. The appeal shall be put to a vote and will the Chair’s decision will only be overruled by a 2/3 majority.

A Chair’s ruling that an amendment is Out Of Order because it ‘drastically’ alters a resolution’s clear intent may be appealed.

K. Resolutions Delegates may submit 1 resolution per committee, within the specified topic. Each resolution will have 2 Main Submitters, who will be expected to read out the Operative Clauses and then deliver a 3-minute combined speech regarding the resolution. It may also have multiple Co-Submitters, which will be recorded within the Organ, along with any Sponsors.

Resolutions will be entertained in the order they are submitted, if they are typed in the correct format and pass vetting procedures. A resolution needs at least 8 submitters and sponsors to be entertained. Delegates will have 10 minutes reading time per resolution.

L. Amendments A delegate may move to amend any resolution that has been introduced. All amendments must be submitted through the Google Doc and marked as ‘friendly’ or ‘unfriendly’ by the Main Submitters. ‘Friendly’ amendments will be immediately accepted into the resolution, whereas delegates must motion to entertain any ‘unfriendly’ amendments.

The author of the amendment will deliver a 1-minute speech defending their amendment, followed by a round of For and Against speeches. Delegates may motion for as more rounds of speeches as necessary. At voting procedure, the amendment will require a 2/3 majority to pass.

Should a delegate believe that an amendment drastically alters the resolution’s clear intent, they may appeal to the Chair, claiming that the amendment is Out of Order.

M. Motions Motions may be made at any time that there is no ongoing motion taking place. They may be proposed verbally or in note-form to the Chair, and may be withdrawn by the sponsor at any time.

N. Tabling For Incompetence If a delegate believes that a resolution being debated is incoherent or inappropriate, they may raise a motion. This should be a last resort, and requires a round of For and Against speeches before a 2/3 majority to pass.

O. Means of Determining Speakers 1. Speakers will be determined by placard-recognition from the Chair. After the resolution’s Operative Clauses have been read out by the Main Submitters, those delegates will give the first ‘For’ speech and respond to Points of Information and Points of Inquiry. The delegates then have the right to yield their remaining time to another delegate or back to the Chair. The Chair will call for a show of placards from those who wish to speak ‘Against’ the resolution, and will select a speaker. Following this speech, the Chair will call for those wishing to speak ‘To’ the resolution. The Chair will follow the ‘For, Against, To’ order of speeches until the completion of debate.

2. ‘To’ speakers are those wishing to remain neutral towards a resolution, but still wishing to express their country’s views on the general issue. They must be careful not to make direct reference to any Operative Clause, lest they be challenged by means of a ‘Point of Order’.

3. Chairs may form a ‘Speaker’s List’ of Points of Information or speeches. Delegates may motion to extend the rounds of these, but if passed, it does not guarantee them a right to speak.

4. Chairs will endeavour to encourage all delegates to speak, and will refrain from favouring one delegate when choosing speakers.

5. No speaker may address the Committee without being given permission by the Chair.

P. Moderated Caucus In the interests of including participation in debate from as many delegates as possible, a delegate may motion the Chairs to move into a Moderated Caucus. Should the Chairs perceive this motion to be of merit, they will ask for a Second to the motion, then a simple majority to pass the motion.

1. Moderated Caucus consists of 1 minute speeches that contain information or arguments not already included in the debate.

2. Speakers will be chosen by the Chairs by a show of placards, and deliver their speeches from their seats.

3. Points of Information shall not be entertained.

Q. Yields Any delegate that has been granted the right to speak on a substantive issue may yield that right to any other delegate. There cannot be more than one consecutive yield, and both parties must not speak for more than the allotted total time.

R. Right to Reply All requests for ‘Right to Reply’ will be dealt with in the following manner: 1. Any delegate whose personal or national integrity has been insulted should immediately raise their placard as soon as the offensive statement has been made.

2. The delegate should not speak.

3. Upon completion of the speech in which the perceived insult occured, the Chair will then recognise the delegate to speak at their discretion, from their desk.

4. Right to Reply is limited to 30 seconds.

S. Point of Personal Privilege Whenever a delegate experiences personal discomfort which impairs their ability to follow the proceedings, that delegate may rise to a Point of Personal Privilege in the hope that the source of that discomfort will be corrected or moved. While a Point of Personal Privilege may interrupt a speaker, delegates should use this prerogative with the utmost caution.

T. Point of Information A Point of Information is a request for information from a delegate to the speaker.

1. A delegate may rise to a Point of Information after a speaker has finished but still has the floor.

2. Both the Chairs and the speaker may limit the number of Points of Information, or choose not to entertain them before opening the floor up.

3. Delegates must raise their placards and wait for recognition from the Chair in order to ask their Point of Information.

4. Questions must be worded diplomatically and not use personal pronouns.

5. Points of Information must be concise and phrased as a question.

6. If a delegate believes that the question has not been answered adequately, they may appeal to the Chair, who will have the final verdict on whether the speaker must answer again.

7. Delegates may request from the Chair a Follow-Up Question after having asked a Point of Information. Follow-Ups must be related and lead to further discussion. Follow-Ups to the second degree will not be entertained.

8. Leading questions are acceptable, as per the Chairs’ discretion.

U. Points to the Chair Points of Order are accusatory or a complaint to the Chair.

1. After the discussion of any matter, delegates may rise to a Point of Order to complain of improper parliamentary procedure by the Chair or any other delegates.

2. Points of Order will immediately be entertained by the Chair, and may be, without appeal, ruled Out of Order if the delegate’s judgement is wrong.

Points of Parliamentary Inquiry are genuine questions to the Chair.

1. If a delegate is confused about any proceedings, they may rise to a Point of Parliamentary Inquiry concerning parliamentary procedure.

2. This will be immediately answered by the Chair in accordance with the rules of procedure.

3. Points of Parliamentary Inquiry may not interrupt a speaker.

V. Note Passing Delegates may be permitted to pass notes during session, but only through the pages. Notes must be signed by the sender and properly addressed to the recipient. There will be no note passing during voting or speeches. If sent to the Chair, any notes ruled Dilatory, Absurd or Frivolous will be sent to the Secretary-General and the sender may lose their note-passing privileges. Notes will be censored if necessary.

W. Voting 1. Each member nation shall only have one vote.

2. Members ‘Present and Voting’ do not have the privilege to abstain from voting.

3. Voting shall be specified as a ‘Supermajority’ (2/3) or ‘Simple Majority’ (1/2) by the Chair.

X. Dividing the House In votes with a very close outcome, delegates may motion to ‘Divide the House’, meaning that if passed, no member is allowed to abstain, regardless of their voting status. This motion is at the discretion of the Chair and does not require a vote to pass.

Y. Explanation of Vote A very serious manoeuvre that requires careful thought, this is asked to the Chair if a delegate believes that another delegate has seriously misrepresented their foreign policy.

This must be indicated immediately after the vote, through a Point of Order to the Chairs.

Should the Chairs deem the request reasonable, they may ask the particular delegate if they wish to reconsider or change their vote.

Z. Adjournment and Recess Adjournment means the cessation of all committee functions for the duration of the conference.

1. A delegate may only motion to Adjourn within the last time block of the committee. This requires a Supermajority (2/3) to pass.

2. This may only occur once all resolutions have been debated and voted upon.

Recess means the suspension of all committee activities until a time specified by the committee.

Iv. Vetting procedure What is Vetting and what is a Vetting Panel?

1. Vetting is a name given to the process of ensuring that resolutions are correctly formatted and clearly worded.

2. A vetting ‘Panel’ is a team of students who evaluate resolutions for clarity and format.

This team will be made up of the BISP Secretariat. They will either ‘approve’ or ‘not approve’ your resolution.

What specifically is the vetting panel looking for?

1. The panel will check that the resolution follows the standard format and basic language requirements. Ensuring clarity and correct format of the resolution is the purpose of vetting.

2. Incorrect spelling and grammar will be corrected, but unless it is widespread, it should not be a reason to send a resolution back for submission.

3. The vetting panel will not judge the quality of the resolution. The vetting panel also does not need to comment on the factual accuracy, level of specificity, or degree to which they feel the resolution would realistically be able to achieve its aims. Resolutions should not be rejected because of their content - that is for the committee to decide.

What may cause your resolution to be rejected?

1. Preambulatory clauses suggest an action.

2. Operative clauses do not suggest an action.

3. A resolution is offensive or otherwise inappropriate.

4. There are not enough Main Submitters or signatories.

Advice for new delegates Welcome to your first conference... ...and well done for getting involved. You are about to embark on a life-changing journey that will help you develop confidence in leading others, a stronger awareness of global issues, and the chance to make new friends from around the world. MUN is also a valuable experience for entering university or finding your first job. For your first MUN Conference, the most important thing is to engage and learn. I challenge all of you, by the end of the day, to have made one speech, and asked one Point of Information. Also ensure that you fully review the Rules of Procedure before arriving, so that you are fully confident with the flow of committee. Best of luck to all of you, and may you find the best solutions to your topic.

I. Before the conference A. Study the Rules of Procedure Ensure that you fully understand the actions that you may take and are familiar with the flow of proceedings, so that you can try your best to follow them. We are all learning!

B. Read the Chair Report The Chair Report contains important information about what your committee is going to focus on and the stances of other countries. Your Chairs are the experts in this topic, and can be consulted if you have any questions. They also have provided questions to prompt and direct your research, so use those whilst preparing your stance.

C. Country Research As a delegate, you should have both a specific expertise in your country’s stance on the topic, and broad knowledge of how your country functions on the world stage and internally.

You must be able to adapt to new ideas and form a response similar to that of how your country would react to new delegates.

Here are some of the things that you should research for a broad understanding: 1. Political Structure a. Origin of the political structure b. Country’s constitution c. Stability of the government d. Major domestic and foreign policies 2. Cultural Factors a. Population size b. Age demographics c. Ethnic groups represented d. Religions represented e. D. Topic Research Research the implications of the topic. Then, using the Chair Report to guide you, try to answer each of the guiding questions with your research. Hone in on the different roots of your topic, and figure out how to solve them in a way that your country will accept. Remember that the solutions you produce should benefit as many countries as possible whilst still remaining true to your country’s stance.

Below are some steps to guide you: 1. Research your committee and the types of actions it can take.

2. Break down your issue into subtopics and research ways to solve each, or focus on one.

3. Analyse pre-existing solutions.

4. Brainstorm original ideas.

5. Determine how you will fund your solutions (NGOs, IMF, UN existing budgets, etc.)

6. Figure out how to present your solutions to the committee.

E. Writing Clauses Before the conference, you should have prepared 1-2 Preambulatory clauses and 1-2 Operative clauses.

Preambulatory clauses are short clauses without subclauses, which describe the issue. This may include statistics, previous action taken against the issue, or an explanation of why the issue is important. They are not numbered.

Operative clauses detail the solutions that will be taken. They are longer and numbered, with the body describing the action, and the subclauses and sub-subclauses providing detail and explanation. Your clause should include the 5 W’s (and 1 H), and be able to stand on its own so that it would be understandable to a reader who has not experienced the debate.

F. Preparing an Opening Speech You are expected to arrive at the conference with a 1-minute Opening Speech prepared.

This will be your first introduction to your committee, so ensure that you make a strong first impression and clearly define your country’s stance in order to find allies.

Here is a structure to help guide you: 1. Opening - A great hook may be a shocking statistic or a quote.

2. Issue - Keep it brief as people already know what the issue is.

3. Why - Why does it matter to your country specifically?

4. Solution - What you are going to do about it?

5. Together - A short outro about collaborating and aims for the committee.

Practise your speech with a timer to ensure that it does not exceed 1 minute, and remember to speak loudly and clearly. You do not need to memorise the speech, as you are always allowed to bring notes to the stand.

II. During the conference A. Dress Code The dress code is ‘Western business attire’. This is the standard dress code for all MUN conferences worldwide. You may wear your school uniform, or use the following guidelines to select an appropriate outfit: 1. Blazer or Suit Jacket a. Ensure that these are clean and fit well b. It is common to wear neutral colours such as black, grey, blue or brown 2. Dress shirt/Blouse a. Do not wear a t-shirt b. Ensure that it is not too low-cut 3. Tie a. Historically not a requirement for women, but encouraged for men b. This is completely optional 4. Trousers or a skirt a. Skirts should be an appropriate length - not too short b. Trousers should be smart and not jeans or workout trousers 5. Dress a. In neutral colours and in a business style b. Layer with a blazer 6. Smart shoes - no sandals!

7. Accessories a. Allowed, but should be simple and not too flashy b. No more than 2 of each piece of jewellery.

B. Writing For/Against Speeches The easiest of these speeches to write is a ‘For’ speech. If you are not the Main Submitter, use the time provided in moderated caucus to write a 1-minute speech that supports the points made in the resolution. Be specific, and refer to clauses by number that you are supporting. Focus on 2-3 clauses that you feel create a strong resolution and then link to how successful the resolution is as a whole. Ensure that you clearly explain how the clauses will benefit every country in the room.

If you are writing an ‘Against’ speech, either write this during your 10-minutes reading time, or in a breaktime. This will be slightly harder, as you will not have seen the resolution before, but the layout of your speech should be similar to that of a ‘For’ speech, with a summary of why the resolution is of poor quality, and detail as to which clauses are bad and why. It may be helpful to think of this in a PEEL format (Point, Evidence, Explain, Link). For any speech, remember that you can set the number of Points of Information that you would be willing to entertain, so give a speech even if you are not confident answering questions.

C. Analysing the Resolution You will have 10 minutes of reading time before the Main Submitters deliver their speeches, so use this time wisely. Whilst reading, take notes on what each clause actually achieves, and any potential problems in the resolution. This may include a lack of specificity, a poor understanding of what solutions are actually realistic, or any consequences that may not align with your country’s interests. Start forming these into Points of Information.

D. Asking and Answering Points of Information When asking Points of Information, ensure that you are asking a purposeful question. You can either be trying to support or undermine the speaker, but do not forget what your aim is!

Feel free to take notes whilst speakers are talking in order to quickly formulate POIs. Do not make the question too wordy, and try to keep it open-ended so that the speaker has the opportunity to engage past a simple ‘yes’ or ‘no’ answer.

Here are some uses for POIs: 1. Support them by prompting them to share arguments that they missed, 2. Challenge them by asking difficult questions about how their resolution would play out in real life, or questioning the intentions behind writing, 3. Share a point through your question and prompt the speaker to try and argue against it, 4. Push them into saying something that can be used against them, 5. Establish yourself as a confident and flexible delegate through strong POIs. Answering Points of Information is a great way to set yourself apart and defend your resolution to encourage more to vote for it. However, if you are not feeling very confident, here are some tips to help you succeed on the stand: 1. Don’t panic! If you don’t feel comfortable answering about some topics, simply limit the number or subject of questions.

2. Make time for yourself to think, by asking the delegate to repeat themselves or thanking them for the question whilst preparing for your answer, 3. Feel free to answer in note form, if you cannot come up with an answer on the spot, 4. Negotiate and prepare POIs for your bloc to ask you to support you in advance.

E. Amendments Amendments are a great way to make a resolution more palatable to your country’s stance.

If you feel that you could improve the resolution in this way, you can add clauses or edit them using the amendment document. If the author likes your amendment, they will add it into the resolution, but if they don’t then you can use it as an opportunity to defend it in a speech.

Remember - the objective of MUN is to pass resolutions, so try your hardest to make each resolution as good as possible through debate, even if it isn’t your resolution.

III. After the conference Congratulations! You have completed your first conference. Take the opportunity to reflect on how you did, and write yourself some feedback on what to improve next time. Save your resolutions and feel free to share them with your MUN Advisor to use as a future reference. If you have received an award, take note of it and keep it somewhere safe.

Relax for the evening and get a good night’s sleep - you deserve it.
