T he National Commander

To my fellow Legionnaires and Legion Family members in California:

My theme this year is “Carry the legacy forward”. This is essential as our centennial approaches and we commemorate the great history and accomplishments of our founders and Legion predecessors. And by carrying it forward, we ensure that their accomplishments are a living history that will continue to benefit veterans and their families for generations to come.

But carrying the legacy forward doesn’t mean just focusing on the past.

We can create new legacies and carry them forward as well. For instance, we spoke loudly about the need to improve and maintain a strong Department of Veterans Affairs, even while some special interests are advocating for its privatization. We know that is the U.S. government that has the responsibility to send our men and women to war and it is the U.S. government that should be tasked with making our veterans whole again. There are many signs that the decision makers in Washington are listening to our message.

We can make a real difference in the lives of more than half a million veterans if Congress heeds our call and finally modernizes the VA’s archaic appeals process.

We will continue to emphasize The American Legion’s strong support for the men and women who are fighting the Global War on Terrorism.

Please visit your local military installations, Reserve centers and Guard armories. Welcome back those who are returning from deployments and remind them that they will always have a home in The American Legion.

We have outstanding programs and I am asking for your support in raising money to provide training for our outstanding corps of service officers and temporary financial assistance for children in need.

Membership growth is essential if we are to successfully continue the great legacy of The American Legion. If each of you would recruit just one new member, The American Legion would magnify its effectiveness and influence to an unprecedented level.

I thank you for your service as military veterans, as Legionnaires and as members of the Legion Family. Best wishes for a productive and enjoyable department convention

National Vice Commander

Paul L . Espinoza NATIONAL VICE COMMANDER THE AMERICAN LEGION 2016-2017

Paul Leon Espinoza was elected as a National Vice Commander of the 2.2 million members of The American Legion during The American Legion National Convention in Cincinnati on Sept. 1, 2016.

A member of American Legion Post 13 in Albuquerque, NM, he served in the U.S. Army for four years of active duty in the 82nd Airborne Division. He served an additional 18 years in the New Mexico Army National Guard with various units throughout the state. His military service included a tour in Iraq.

He has held various offices at every level in The American Legion, including Department (State) Commander of New Mexico. Some of his American Legion positions were Department Membership Chairman (2015-2016), Department Vice Commander (2011-2013), Department Oratorical Contest Chairman (2009-2012). He was also District 11 Commander, Post 13 Commander, and Post 13 Vice Commander. He is a 2011 graduate of American Legion College.

Espinoza has been involved with many veterans’ issues throughout New Mexico.

He was a letter carrier for 20 years and is retired from the U.S. Post Office. He has been in the National Association of Letter Carriers Union for 29 years, and was an Area Vice President of his state Letter Carriers Union for five years. Born in Albuquerque, Espinoza is married to Cecilia Espinoza. He has a son, Paul Jr.; daughter, Ashley; and two grandsons.

His family is proud and supportive of him, and Espinoza is proud of his membership in The American Legion Family.

His hobbies are pool, bowling, softball, basketball, and old cars.

Espinoza is one of 12 National Officers.

Welcome to Riverside and the 99th Annual American Legion Department of California Convention! Chairman John Lea and his crew have worked hard to make sure everything is in readiness for us to conduct a successful convention. If you should run into John, be sure to thank him for his efforts.

Another year is coming to a close, but before it does, there is work to do. There are committee meetings to conduct, reports to be prepared, a budget to adopt, awards to be presented, and elections to be held. It’s no small task, but we will get it done. Let’s have fun doing it! Enjoy the camaraderie of your fellow Legionnaires as you carry out your responsibilities.

It has been my honor to serve as your Commander, and I thank you all for everything we have accomplished this year. I hope I get the opportunity to visit with each of you in the coming days. Let’s keep up the progress, Full Speed Ahead!

Welcome to the ‘Fighting 21st’ District of The American Legion, Department of California. We are honored to have our Legion Family come together here in the Inland Empire, also Home of Riverside National Cemetery, third largest National Cemetery in the Country. Riverside County is surrounded by some of the most Beautiful Wilderness in the state. We also take pride in our Military bases within the County. March Air Reserve Base, with one of the oldest Airfields operated by the United States Military and the Naval Surface Warfare Center, Corona Division with its historical ties to the attack on Pearl Harbor. The American Legion is strong and proud within the county, with 16 Post who continue to support our Four Pillars of The American Legion. We are very happy to have you here enjoying our Hospitality. President’s Welcome Well it’s that time, when our Cruise is coming to an end. Our ship is coming in to its final port and what an adventure we have had. I want to take this opportunity to welcome you all to the Great City of Riverside. I know that with all the efforts that have been made this will be a wonderful gala. A big thank you to the entire Convention Committee for all their hard work, the tireless hours they have spent to make the final stop on this “Cruise” a Fantastic one.

This year my motto was “Serving Veterans from Sea to Shining Sea” and I think that is just what we did. With service to Veterans, Active Military and their Families being the main function of this cruise. For all your donations to the Department President’s Special Project (TFA) Temporary Financial Assists for Veterans, I know we will be able to continue one part of our mission, which is helping veterans in need.

I would like to thank the Captain of the USS American Legion Gary Leach and his crew for all their kindness and hospitality they have shown me throughout my travels this year. It has been an honor to serve with such a great group of people.

Big thanks to the Department “Octopus” Secretary/Treasurer Ruby Kapsalis for her endless efforts to navigate us through choppy waters. To the “Lighthouses” (Department Past President) to which I would have not been able to stay on course, I thank you for always being at the end of the Teletype with a suggestion or two. To the Cruise Captains (District Presidents) and their crew, remember we could not do what we do without each and every one of you and I thank you.

My hope is that this cruise has been one for the record books and that you will always continue “Serving Veterans from Sea to Shining Sea”.

Greetings from District 21 Auxiliary President I would like to welcome everyone to the 98th Annual Convention of The American Legion Auxiliary. We welcome you all to the 21st District of Riverside County. Our Convention Committee has been diligently working together to assure we have a wonderful and successful convention. The 21st District consists of 15 outstanding Units.

At this time I would like to thank our Chairmen Estella Avina and Judy Bendzala for all their hard work and support. I am very proud of all our District 21 Units for all their hard work they have done throughout the year and for all their great efforts to ensure we have a great memorable convention. They all have gone above and beyond by working together to reach our goals for this convention.

The 21st District Auxiliary would like to extend a warm greetings to all in attendance and a sincere welcome to our city of Riverside.

Greetings from T hird Area Vice Commander It has been a whirlwind year for me. How time flies. My travels have taken me, within California from Jackson to Brawley and from West Covina and Los Banos to Terra Bella and California City.

The trips were always a learning experience and will always be a lasting memory of people and places. Although Area Three was last in membership amongst the six Areas, there was no lack of effort by many Posts who achieved 100% and above within their Districts. The number of one hundred percent or more Posts within Districts were: District 12 – 1/15; District 14 – 5/23; District 15 – 4/16; and District 27 – 2/9. Great job done by each. I would like to give a special “Thanks” to District 15 who won the First Place Trophy within the five Area Three Districts, by achieving the highest percentage of membership. Congratulations! Those others who fell a little short, there is always next year to help make Third Area shine.

My Area meetings were successful because I had wonderful hosts for each event. I thank each of you for your support in allowing the use of your hall, Amador Post 108; Bakersfield Post 26; and Fresno Federal Post 509. Without cooperation such as yours the Area meetings would not have run as smoothly as they did. I would like to give a special “thank you” to my Post, Fresno Federal Post 509. The members were extremely helpful and thoughtful in allowing me the time to complete my year as the Third Area Vice Commander. Also, my special thanks to Josie and John Hernandez Jr. and members of the American Legion Auxiliary and Legion, for making my Homecoming an exclusive occasion with the luncheon they served.

I would like to take time now to thank my staff who helped to make my meetings positive: Connie Cope, Adjutant/Finance; Lewis Edwards, Judge Advocate; Eric Kurtz, Chaplain; and William Dacus, (Mr. Smiles), Sergeant-At-Arms. I want to point out several Commissioners who were consistent in reporting the status of their Commissions: Robert E. Cozad (A&A); Richard Kearns (BS); Barbara Lowe (C&Y); Kenneth Kramlich (C&B); Al Lennox (Fin.); Anthony Guerrero (L&O); Keith Hussar (Ldrshp); S. R. Barghoorn (Mbrshp); Laura F. Kilgore (Ort); Roy Santiago (SAL); John Hernandez (W&M). The sharing of information by these people and working diligently within their Commissions is what will help strengthen our Legion. It also lets Post Legionnaires know about our Legion programs and may cause enough interest to help get them involved.

I want to thank Art Castro, candidate for Department Commander, Department of California; Charles Camarato, candidate for Department Sergeant-At-Arms, Department of California; Marilyn Rideaux, Editor of the California Legionnaire; John Heinisch, President, Past Commanders Club of California, for their contribution to the 14th District newspaper and attendance at my Homecoming Area meeting (less Marilyn). It was great to see all of you and I appreciate your support and time to help, talk to and mentor me. Each of you provided exacting words of wisdom. I would be amiss if I did not thank all of the District Commanders for their efforts throughout this year. I commend you: Brian Dommes (11); Amy Hussar (12); JD Bennett (14); David Graham (15); and Randy Morehead (27). Randy, you fought a good fight in membership.

Finally, I wish to thank all of the Legionnaires at the Post level. Without you and your support, there would be no Legion from which we could come together in a joint cause. Included in this final thanks, I want to thank all of The American Legion Auxiliary for their tireless efforts to ensure that the Legion holds its own and remains successful. I thank the Sons of The American Legion for all they do to support the Legion and its programs. They have always done a great job of fundraising for Legion needs. You are a blessing to us. American Legion Riders, our fastest growing program, you are consistent in showing you can do the job. Thanks for your fundraising efforts. You have been a highlight to and visible at official ceremonies. Thank you for honoring our deceased veterans every chance you get at memorial ceremonies as escorts, and escorting during official visits of national dignitaries. Ride safe.

With appreciation to all, my time as Area Vice Commander has come to an end. I will turn the wheel over to the next Area Vice Commander of your choosing. Remain true to the Legion and our country. Hope to see you at the next stop of our Legion journey. For God and Country.

Greetings on behalf of the Department Membership Clerk, Julie Frisch; the Bookkeeper, Imelda Cruz and myself.

It has been a pleasure and privilege serving as the Department Secretary/Treasurer for the great Department of California for the past four years. I want to thank Imelda for the outstanding job she does with the finances and for keeping the office going for the five months until we hired Julie as our Membership Clerk in February. Julie is a welcomed addition to our staff and is rapidly catching on to all of the day-to-day operations of the Department office and The American Legion Auxiliary.

I hope that each of you will sit back, relax and enjoy being with each other while sharing and learning all about the wonderful activities that you and other Auxiliary members just like you have accomplished throughout this past year. It’s your dedicated efforts of “service not self” that enable California to make the difference in the lives of and doing so many great things for so many people. California volunteers are the best!

President Wendy O’Brien and her Convention Committee have worked very hard on making all the arrangements to ensure this convention will not only be enjoyable for each of you but a great success reflecting the difference each of you make within your communities, for our veterans and their families. Now it is your turn to sit back and relax and reap the benefits of your success.

T he Detachment Commander Greetings Squadron Commanders, Adjutants, and Members, When you look back on your Sons of the American Legion year for 2016-2017 I hope it is marked with success, abundance, increased membership, increased charitable giving, increased camaraderie, and you put the “fun” back in fundraising!

It has been my honor to represent the State of California as the Detachment Commander for the 2016-2017 year. My family and I have gone all around this great State and Country of ours wearing our SAL caps proudly and profoundly. To my wife Julie and my sons Jack (15), Matt (14), and Joe (10) you have my unending love and appreciation for your love and support of both myself and this great Detachment of California!

This SAL year was an absolute blast for me. We have a great team of Detachment leaders who have gone above and beyond the call of duty. This year we have improved our communication and improved our visibility, which has translated into heightened success. We have also worked diligently to positively change the culture and atmosphere at the Detachment level. We have instilled simple and forward thinking ideas and plans into action that will benefit the Detachment for many years to come. Did you know that we have a new and improved state of the art Newsletter? If you don’t you are missing out. Our “Adventure” has been documented all year long and has become the premier Newsletter publication in the Sons of the American Legion. I’m telling you, this is the thing that has launched ships, made kings, and has been the envy of millions. Take a look for yourself at www.sonsadventure.com. At the beginning of the year I issued a challenge to the Detachment, to “make your cover cool”. The challenge was to make the Sons cover or cap relevant and cool to the public. Wear your cover at an unexpected event or around town or on vacation or whereever you might go. Publish those pictures on Social Media or in the Adventure and increase the word on our fantastic organization. The beginning of branding the SAL with a ground swell campaign to increase awareness and positive public perception to service to our veterans and youth causes. (accomplishments) Membership continues to be the life blood of this organization. We have worked very hard to increase renewal rates and add new Squadrons all year long. I would say that we have been successful at this mission.

Congratulations to the entire Detachment of California membership team! Fantastic job well done this year and I know that you guys have led the charge in a lot of areas. At the National Convention in Cincinnati, OH we elected Jeff Frain from Arizona as the National Commander. He tasked each and every member of the Sons to bring in 3 veterans to the American Legion. I know we have pushed for adding new veterans and getting word that the younger veterans coming out of the service today are not forgotten, not marginalized, and are important to our family.

The Detachment Convention is rapidly approaching and will be held in Riverside, CA this year on June 23rd thru June 25th. Please plan on attending, your voices are important to us and your votes matter in helping to shape the direction of this Detachment.

The future is bright for the Detachment of California and we are experiencing growth and leadership in many Districts and Areas. My main goal this year has been simple, to leave the office of Commander a better place than which I found it. I’ve had this philosophy at every office in the Sons that I’ve held. I am inspired by the stories and testimonies of the members at all levels of this great organization and I would encourage you to share your story, your reason you joined, and what drives you to show up for meetings and contribute to the Sons.

Share it with everyone, they are empowering in ways that you may not even know. Game plan with your Squadron, District and Area for the future of our organization, this is an important part of the group of next leaders that will steer this Detachment to heightened success. I would encourage everyone to bring someone new to Convention. It should be a fun one!

The Sons of the American Legion is a fantastic organization at every level, from Squadron to National. We are represented extremely well for the future and it is an exciting time to be a member. We are looking into many technology aspects that will streamline our process and information sharing. Important things that equip and inform Squadrons and even possibly facilitate free charitable revenue. As these things develop we will share these exciting opportunities more and more. When I think of the possibilities for the Sons it fills me with hope and happiness because there are so many opportunities that continue to present themselves for us to thrive. I can’t wait for the next chapter!

On behalf of the Adjutant’s office it is my pleasure to welcome you to the Riverside Convention Center for our 79th Detachment convention. It has been an honor to serve the Detachment of California this year at the request of our Commander, Matt Parsons, as we have gone through yet another year of solid growth and record breaking achievements from our Squadrons. The hard work and dedication by our Detachment Officers is reflected in the many achievements we have seen throughout our programs. Our leadership training program is seen as a “must attend” event for not only Sons members, but Legionnaires and Auxiliary members as well. It is our hope that we can be the “go to” people for training and information as to what the American Legion family is all about.

As you enjoy the many activities available to you at our convention, please be sure to attend your meetings, as many important decisions are made for the future of our organization. Your Squadron is the backbone of our organization and your input is vital in making the decisions that will affect your Squadron.

As we head into The American Legion’s 100th year of service, I would like to take this time to invite any and all members who wish to step up and serve at a higher level to get involved with your Districts, Areas and especially our Detachment. If you have been waiting for an invitation, take this as it. Please let us know that you want to help. Let us know what areas you are interested in serving. Whether it is on Commissions, Committees, E-Boards or Officer positions, we will point you in the right direction and help you in any way we can. One good step would be to attend the Squadron Officers Leadership Training session at the convention where you will be introduced to many aspects of our organization and be given many options to volunteer. This training is open and encouraged for all members to attend whether they have just recently joined our ranks or have been around “forever”. I hope to see you there.

On a last note, I would like to thank everyone who has gone out of their way to help me keep up with the many demands that come with this office.

My sincere thanks go out to Ned Fox, Glen Smith, and countless others who have helped this office throughout the year. I want to especially thank our Commander, Matt Parsons and his family for making us “cool” again and leading us forward to a new and exciting future as Sons of The American Legion.
