COMMANDER'S CORNER Many of us know Memorial Day’s beginnings can be traced back to the mid 1800’s around the time of our Civil War when graves would be decorated with flowers as a way of remembering ancestors and renewing contacts with extended family. The families of soldiers killed during the Civil War would take up this tradition, which became to be known as Decoration Day. It evolved into Memorial Day, which became a federal holiday in 1971.

Unfortunately for some, Memorial Day now only exists to mark the onset of summer. It has become a reason to have picnics, barbecues and other events including sales at retail businesses. The true reason has been forgotten by many of those who benefit from a holiday which was paid for by the lives of approximately one million U.S. military members.

Legionnaires who read this paper have an understanding of the meaning of Memorial Day. Hopefully you share it with family, friends and neighbors. Even if you are not a member of a Gold Star family, a friend or relative of a Fallen Hero, or who served with someone who gave up their life, you can see

This year, our Unit Girls State Chairman worked very hard by increasing the number of schools. Bringing together the schools and the community in seeking sponsorships and donations. Our District increased the number of delegates to Girls State.

Our Auxiliary programs cover everything from Community Service, Children & Youth, Americanism, and temporary assistances to veterans. The Poppy program concentrates on remembering those who have served and who are currently serving in our military. All Poppy donations are strictly for veterans' assistance.

In February, our District met at the Fresno VA to host "Bingo." We served punch and cookies and enjoyed the afternoon by assisting and meeting veterans.

A

America’s largest veteran’s service organization, In 2019 The American Legion turns 100 years old.

The American Legion was founded after the end of World War I. During March 15-17, 1919 in Paris, France, the first caucus under the name American Expeditionary Force was held. Two months later, a caucus was held in St. Louis, Mo., where the name The American Legion was officially adopted. The Preamble and the Constitution of The American Legion was approved, and on Sept. 16, 1919, the United States Congress chartered The American Legion.

After its formation in 1919, several existing women’s organizations wanted to become the official affiliate of the Legion. A committee decided to create a new organization made up of the women most closely associated with the men of the Legion. During The American Legion’s first convention Nov. 10, 1919, members and officials “birthed” the American Legion Auxiliary.

This Auxiliary would perform those portions of Legion activities that were more suitably performed by women. In less than one year, 1,342 local units in 45 states of the Women’s Auxiliary to the American Legion had been organized.

At the Legion’s second convention in September 1920, the Legion sanctioned the Auxiliary. The Legion’s Committee on Women’s Auxiliary presented some recommendations to the Legion, one being that the women decide upon their name. And the women did just that at the Auxiliary’s first convention in 1921, omitting the word “women’s” – thus becoming the American Legion Auxiliary.

From the beginning, both organizations’ main goals were to help veterans and their families. Today, there are over 2 million veterans in over 12,000 posts worldwide.

The American Legion Auxiliary (ALA) has three-quarters of a million members in over 8,000 communities. The American Legion Auxiliary has come a long way from “doing the activities more suitable for women” – in 2018, the organization’s volunteer hours had an impact of over $1 billion through services to service members, veterans and their families, and our communities.

their legacy all around us. It is the freedoms we enjoy because of their sacrifice. It is our way of life, our country and all it stands for.

Also in 2018: over 4,000 scholarships were awarded; $18 million was raised and spent on the ALA Girls State program; over $82 million was raised/spent to benefit children; and 5.5 million poppies were distributed with nearly $4.4 million raised. Over 3 million veterans were assisted, 356,000 military families were served, and $189 million was spent on community service projects alone.

We shall always be in their debt and should never forget why we celebrate Memorial Day. Simply put, it is to remember and honor those who defended our freedoms at the cost of their lives. It does not matter when or where they served and died. Whether they were soldiers, sailors, airmen, Marines or Coast Guardsmen. They should always be in our hearts and minds. Let us not forget their families, too. They most assuredly know the meaning of Memorial Day. While there is nothing wrong with celebrating Memorial Day with a picnic, barbecue or gathering of family and friends, take a moment to give thanks to those who made the ultimate sacrifice in the name of all of us.

The American Legion Auxiliary has advocated for veterans rights, including the GI Bill and U.S. Department of Veterans Affairs benefits, and ending homelessness among veterans.

The American Legion Auxiliary can still be seen baking pies and serving dinners to our many veterans as well as sending care packages to deployed troops and writing notes to wounded veterans in hospitals. Our membership makes a difference.

THE AMERICAN LEGION BIRTHDAY 100 YEARS

T

The American Legion came to life in Paris, France, March 15 to 17, 1919. When Warweary members of the American Expeditionary Forces who had fought to victory in World War One and remained in Europe, restlessly awaiting passage home, gathered for what became known as the Paris Caucus.

tacked and wounded by weapons previously unseen in history. They had been poisoned and blinded by chemical gas.

Nearly half of their fatalities had come from illnesses caused by unsanitary conditions, lack of medicine and rancid food on the battle field, and at sea. They suffered Psychological effects ignored at the time by medicine, the military and government.

In the months that followed the armistice of November 11, 1918, they had time to think about life after the war and what they might do…In support of their wounded comrades. In honor of the fallen, and to help surviving spouses and orphans.

These effects – known then as “shell shock” would sweep decorated combat veterans into asylums, jails and onto the streets … where relief was not forthcoming.

To protect the democracy they pledged their lives to defend and to chart a new course for future generations of Americans. These troops envisioned a different kind of veterans association. It would be like none before it, or any that would follow.

The American Legion would be built on strengthening the nation – not serving themselves – through four primary pillars of volunteer work on behalf of: Veterans.

Defense.

Youth.

Americanism.

Of course, the organization made a high priority of compassionate care and treatment for disabled veterans returning to civilian life. Such care and treatment were desperately lacking in the United States at the time. The American Legion would reach into many other layers of society, some of which puzzled the public.

Why, for instance, does a veterans group operate a nationwide youth baseball program? Oratorical contest? or a mock government for high school students?

Why the emphasis on naturalization and citizenship for legal immigrants?

And is it really a veteran’s job to build city parks, install swimming pools, and carve out hiking trails, form community bands, manage ambulance systems, rescue flood victims and lead Boy Scout units?

The founding Legionnaires faced uncertain futures in a U.S. economy that had stormed forward while they were fighting in the muddy trenches of Europe to protect others, both foreign and domestic. And then, coming home greatly altered by their experiences, many of these early Legionnaires knew they would face racism, sexism, elitism, deficient health care, scant transition programs and public misunderstanding ridicule and scorn.

The American Legion was determined to change the culture and public perception, no matter what it took, about veterans and the honorable nature of military service. These veterans would spend the next century – as each war era begat a new generation of Legionnaires – devoted to community-building, the welfare of children, patriotism, education, peace and goodwill.

The inspiration for this mission can be traced to the civilian military camps where many eventual American Legion founders trained prior to U.S. entry in World War One. This was known as the Preparedness Movement. The movement arose in defiance of U.S. policy to stay out of the Great War in Europe. Those who trained in the camps believed that if America did eventually get called to fight, too few were trained, equipped or inspired to succeed. So they took it upon themselves, as volunteers, to become prepared.One of the Preparedness Movement’s charter members was Theodore Roosevelt Junior, son of the 26thU.S. President, who had trained in the Plattsburgh, New York,

The American Legion would spend the next century firmly establishing that such purposes strengthen the nation. Since the very beginning – front and center – has been compassionate and comprehensive treatment for those who served in uniform and came home changed by military experience.

The effects of wartime service were especially profound for The American Legion’s first generation. They had been at-

Roosevelt Junior and others would later start The American Legion were quickly commissioned as officers once the United States entered the fighting overseas. In command, the future American Legion founders soon discovered – as uneducated draftees trained with sticks because rifles were in short supply – that the U.S. military was in poor shape for wartime service.

In a matter of 18 months, however, active-duty personnel soared from 300,000 to 4 million, the majority of whom were drafted into the deadliest U.S. confrontation in over a half- century, one that would put them up against superior and better trained armies, navies and air fighters in Europe. The challenging World War One experiences of the founders framed the mission and identity of The American Legion.

America needed to become stronger – and in more ways than bullets for soldiers and hospital beds for the wounded. The American Legion would press for education, literacy and understanding of U.S. democracy.

The organization would especially focus on young people, immigrants and first-generation citizens who, during the war, often spoke English only as a second language and did not fully understand the principles they had been called upon to defend.

Such citizens were also often the recruiting targets of anti-democracy movements that would arise in the years to come – Bolshevism, fascism and, later, Nazism. The American Legion would chisel principles into the Preamble to its Constitution.

Justice.

Freedom.

Democracy.

The early American Legion swiftly planted programs nationwide to improve physical fitness in part so the United States could quickly summon to arms – should the need arise again (and it did) – healthy military personnel who understood what they were to fight for. The American Legion elevated public appreciation for the U.S. Flag, the Constitution, law enforcement, faith, civic responsibility and community service.

The founding generation was ahead of its time, devout in its mantra that a veteran is a Veteran, regardless of race,

gender, duty station, political party, rank or branch of Service. Women veterans were members and leaders of The American Legion, for instance, before they had the right to vote for President of the United States.

The founders also believed that each veteran, in honor of all who sacrificed for American principles, has an individual obligation to; Community.

State.

Nation.

Specific accomplishments of The American Legion’s first century are numerous and significant – local and global alike in their impact. The American Legion demanded a coherent, effective federal agency to fulfill disability benefits, provide health care, education and economic opportunities for veterans. Prior to The American Legion, no such federal agency existed.

Out of that priority came the Veterans Bureau in 1922, the Veterans Administration in 1930 and the Department of Veterans Affairs in 1989. Along the way, The American Legion has battled persistently in Washington to protect veteran’s benefits from budget cuts and to demand quality, timely VA health care when such services were not responsibly fulfilled by the government.

The Servicemen’s Readjustment Act of 1944 – better known as the GI Bill – did more than improve the lives of veterans.

It reshaped the future of America. Conceived, drafted and steered to passage by The American Legion, the GI Bill made higher education, home ownership and gainful employment reasonable expectations not only for veterans but for all Americans. It created the Middle Class and propelled a half-century of economic prosperity.

Simply put, more than any other government program, it prevented a post-war resumption of the Great Depression.

Less known is that the GI Bill also provided – for the first time in U.S. history – the ability for a veteran to dispute the characterization of military discharge. Prior to The American Legion, a dishonorable discharge could be issued purely at the discretion of a commanding officer without the need to explain why.

In a similar way, The American Legion helped establish a Board of Veterans Appeals, giving those who dispute their

American Legion-led conferences in 1923 and 1924 established the first standard rules of respect that would later be passed into law as U.S. Flag Code American Legion Baseball would become a national program in 1926, promoting teamwork, discipline and physical fitness for tens of thousands of young people – many of whom would be called to a second world war in 1941.

American Legion Boys State and Boys Nation were launched in 1937 and 1946 respectively to provide young men firsthand understanding of how government and civil service function in a democracy. The American Legion Auxiliary would soon organize parallel programs for young women.

These programs have cultivated thousands of elected officials, judges, educators, business leaders and one U.S. president.

The annual American Legion National Oratorical Contest, which began in 1941, has called on young competitors to not only talk a good game but to fully understand the U.S. Constitution and the rights of Americans. Like Boys State and Boys Nation, it too has produced thousands of leaders and public servants through the decades.

In 1925, American Legion National Commander James Drain raised five million dollars to seed a foundation that would serve two of the organization’s primary purposes – help for disabled veterans and assistance for children, especially those at risk due to

circumstances beyond their control.

The American Legion Endowment Fund – now operating as The American Legion Veterans & Children Foundation – has trained scores of American Legion service officers who provide free assistance for veterans. At any given time, more than 3,000 trained American Legion service officers today are assisting – free of charge to some 750,000 veterans and their families who are due government benefits.

From that 1925 American Legion fundraiser and contributions that followed, tens of millions of dollars have been distributed to help children and parents facing economic, physical or environmental crises. By providing such support, The American Legion was working to strengthen the nation.

The American Legion fought for decades to strengthen the nation through “Universal Military Training” so America could be prepared in the event of war.This was not to be mandatory military service, as some nations impose. UMT simply aimed to establish a trained citizenry – as was the focus of the Preparedness Movement – to improve the nation’s ability to defend itself if necessary.

Out of this came the Reserve Forces Act of 1955 – establishing the modern Reserve component of the U.S. military and a stronger National Guard, which has proven so vital to America, especially in the War on Terrorism. In communities nationwide, The American Legion has also sponsored and supported thousands of Junior ROTC units, youth law enforcement academies and a Junior Shooting Sports

program, launched in 1991 that have prepared young people to stand strong, disciplined and unified in times of war, peace or unexpected calamity.

had been fulfilling in times of disaster since 1919. Each new era of wartime service has bred its own set of priorities for The American Legion.

Immediately following The American Legion’s birth in 1919, disaster relief arose as a natural function for the fast-growing veterans association – which within its first eight months had grown to 685,000 members and more than 5,500 posts in communities worldwide.

The GI Bill gave World War II veterans a chance to succeed in the nation they fought with their lives to protect. The Back to God movement sought to strengthen families through faith in the 1950s.The American Legion’s groundbreaking research and relentless pursuit of truth has helped countless veterans suffering with post-traumatic stress disorder and health problems related to atomic radiation, Agent Orange, Gulf War Illness, burn pits and other service-connected conditions.

Earthquakes, fires, tornados, floods and other natural emergencies have brought out the best in The American Legion over the decades. Wartime veterans have proven uniquely well-suited to handle lifethreatening catastrophes with the kind of teamwork, discipline, communications skills and sense of mission that came through military training and experience.

It was The American Legion in 1927 and 1937 – two of the most devastating flood years in history – that mobilized rescue crews, found stranded families, fed and sheltered them. In time to come, deadly hurricanes Camille, Hugo, Katrina and others destroyed countless homes and lives.

The American Legion went right to work – as it did following the terrorist attacks of 9/11 – to stabilize communities that had been turned upside down by unforeseeable emergencies.

The American Legion’s National Emergency Fund has disbursed tens of millions of dollars to disaster victims since its creation in 1989. The fund simply provided a financial foundation to a role The American Legion

American Legion research and advocacy made PTSD a recognized diagnosis in 1980 – after over a half-century of fighting on behalf of those who came home suffering from the invisible wounds of war.

The American Legion and Columbia University teamed up in the 1980s to prove that Agent Orange had sickened and killed thousands of Vietnam War veterans, and caused birth defects among their children.

In 1990, The American Legion was forced to sue the federal government to act on its findings and provide care for veterans and families suffering with conditions related to Agent Orange exposure. Prior to The American Legion’s efforts, veterans affected by deadly toxins, chemicals and radiation while serving in the military received no recognition from the government they swore with their lives to defend.

In the post-9/11 era, The American Legion’s portfolio of advocacy has included: Acceptance of all effective treatments for PTSD and traumatic brain injury not prescription drugs alone.

- T housands of career fairs, business workshops and education forums to give veterans opportunities to succeed after service - P ersistent demand for a well-funded VA health-care system and timely disability benefits decisions for veterans - A nd a modern post-9/11 GI Bill to best meet the needs of 21st century veteran students, entrepreneurs and their families Casually known as the “Forever GI Bill,” its official name is the Harry W. Colmery Veterans Educational Assistance Act, in honor of The American Legion Past National Commander who was chief architect of the Servicemen’s Readjustment Act of 1944, the original GI Bill.

At this very moment, a new American Legion post is forming on the campus of the University of Illinois to support student veterans using their Post 9/11 GI Bill benefits.

That particular American Legion post, like thousands of others around the world, is named in honor of a fallen wartime U.S. veteran. It chose Shawna Morrison as its heroic namesake.

Shawna’s life was taken by a roadside bomb in 2004, when she was deployed to Iraq with her National Guard unit.

Reflecting the diversity of the 21st century military, the new post was started by an AfricanAmerican woman who served alongside Morrison during the War on Terrorism. To preserve the memories and incidents of our associations in the great wars, The American Legion has stood as the conscience of a nation, through honor and remembrance of all who gave their lives so others might live in freedom.

From the 1920s, when American Legion posts and departments erected thousands of monuments and memorials to fallen heroes, to the U.S. flags provided free of charge by The American Legion to decorate overseas military graves, to the prayer recited at official meetings of The American Legion to never forget those taken prisoner of war, it has been the sacred duty of the nation’s largest veterans organization to always remember those who served in uniform but cannot be with us anymore.

Among the 10 lines of The American Legion’s mission statement – the Preamble to its Constitution – only one is even loosely dedicated to self interest – “to consecrate and sanctify our comradeship by our devotion to mutual helpfulness.”

The other nine lines speak to The American Legion’s broader purposes:

“To defend the Constitution of the United States of America”

“To maintain law and order” “To foster and perpetuate a 100 percent Americanism” “to inculcate a sense of individual obligation to community, state and nation”

“To combat the autocracy of both the classes and the masses”

“To make right the master of might” “To promote peace and goodwill on earth” And “to safeguard and transmit to posterity the principles of justice, freedom and democracy” Over the last century, only one line has changed, making plural “our associations in the great wars.” The purposes upon which The American Legion associates together have proven timeless over its first century. Those purposes have made lives better for millions of Americans. They have built a legacy like no other in the history of the United States. They have strengthened the nation and, as new posts begin their journeys into The American Legion’s second century, those purposes continuously prove vital and necessary for the strength of a nation, for generations yet to come.

Legislation introduced in the Senate this week aims to tackle the nation’s veteran suicide epidemic by boosting funding, mental health staff, alternative therapies and research at the Department of Veterans Affairs. The bill, introduced by Sens. Jon Tester, D-Mont., and Jerry Moran, R-Kan., has 18 parts that range from creating incentives to entice more mental health providers to work at the VA to researching the possibility that living at high altitudes increases suicide risk.

Tester had hinted at the introduction of the bill last month. At a news conference Wednesday announcing the bill, he said it “has grown every day,” with ideas included from mental health experts, veterans groups and the 20 senators who are backing it.

“This bill will build on what the VA is doing right when it comes to mental health treatment and suicide prevention, while filling in the gaps,” Tester said.

The bill is titled the Commander John Scott Hannon Veterans Mental Health Care Improvement Act after a retired Navy commander who died by suicide Feb. 25, 2018 at age 46.

Hannon served in the Navy for 23 years and later settled in Helena, Montana. He was diagnosed with post-traumatic stress disorder, traumatic brain injury, severe depression and bipolar disorder. His family said he spoke candidly about his mental health struggles and advocated to improve veterans’ access to mental health care.

“In the final chapter of his life, John Scott advocated for easier access and a broader approach to mental health care,” said Kim Parrott, Hannon’s sister. “Treatment was too fragmented and too late to save my brother’s life, but his experience enabled him to become an articulate champion for what could help other veterans facing similar mental health challenges in the future.”

Parrott said the legislation was “in complete alignment” with her brother’s beliefs.

According to the latest VA data, 20 veterans die by suicide every day. Of those, 14 are not receiving VA health care.

Suicide among veterans continues to be higher than the rest of the population, and younger veterans are particularly at risk. VA data released in September showed

(Continued from Page 10) the rate of suicide among veterans ages 18 to 34 had significantly increased. For every 100,000 veterans in that age group, 45 committed suicide in 2016.

In the legislation, senators attempt to address the issue of suicide risk for younger veterans by building into the law an initiative that Trump announced last year that would automatically enroll every servicemember into VA mental health care for one year when they transition from active duty.

Trump signed an executive order last year to pave the way for automatic enrollment – an attempt to eliminate barriers to mental health care for veterans in the first year after their service. When asked about the progress of that effort recently, a senior administration official said only that it was “moving along.”

Moran said the bill also complements another executive order, signed by Trump last week.

The order, titled the PREVENTS initiative, created a Cabinet-level task force that Trump promised would “mobilize every level of American society” to address veteran suicide.

One of the ideas offered by the White House was to provide grants to state and local governments, though officials didn’t have a budget or grant-size estimate or know the exact source of the funding. Rather, they said they would work with Congress to authorize the grants.

The legislation introduced Wednesday sets up a grant program for local organizations, outside of the VA, to provide mental health care to veterans. The bill calls for $5 million to be made available for the grants in 2021, followed by $10 million in 2022 and $15 million in 2023.

Another measure in the bill would provide $10 million to increase the availability of telehealth care to veterans in rural areas of the country.

Among its other initiatives, the legislation aims to expand alternative therapies, including yoga, meditation, acupuncture and chiropractic care, to more VA facilities, as well as invest in therapies involving animals, agriculture and outdoor sports.

It would also offer more incentives for more mental health professionals to work at the VA, invests in women-specific specialists and requires all VA hospitals to employ a suicide prevention coordinator.

Tester said the bill aims to “improve accountability and transparency” regarding the VA’s suicide prevention efforts. Part of that would be to set goals for the agency’s suicide prevention media outreach. The VA faced criticism in December when the Government Accountability Office revealed the agency used less than 1 percent of its budget for suicide prevention outreach in fiscal year 2018. Of the $6.2 million obligated, the VA had spent only $57,000 by September, the last month of the fiscal year.

As the VA implements a new law this year to expand veterans’ access to private doctors, the bill also calls for an analysis of how the agency is managing patients at high risk for suicide who use private and VA care.

The John Scott Hannon Act has the backing of the National Alliance on Mental Illness, an advocacy group that helps shape public policy for people suffering from mental health issues.

NAMI described it as “landmark legislation” that would help reduce veteran suicides.

It also has the backing of the American Psychological Association, American Association of Suicidology and several veterans organizations.

Today the U.S. Department of Veterans Affairs (VA) announced that it will mark the annual Great American Spit Out calling attention to the dangers of using smokeless tobacco, with its “Better Starts Today” campaign.

The VA campaign encourages Veterans who use tobacco products, including smokeless tobacco, to stop dipping or chewing for at least one day, and take advantage of innovative VA tools to help them succeed, with the hope that they may choose to quit permanently.

“Quitting smokeless tobacco can be challenging, but with VA’s help it can be much easier,” said VA Secretary Robert Wilkie. “That’s why we are telling Veterans about several proven strategies and tools that can help them give up smokeless tobacco for good.”

Resources to help Veterans quit smokeless tobacco include: Quit VET, a toll-free national Quitline, at 855-QUIT-VET (855-784-8838) for Veterans to speak with a tobacco cessation counselor, make a quit plan and receive ongoing counseling after their quit date. Quitline counselors are available from 9 a.m. to 9 p.m. (EST) Monday through Friday.

SmokefreeVET, a text message program (text VET to 47848) offering Veterans three to five support texts a day with advice and encouragement to help them while they stop using tobacco. Veterans can also text the keywords URGE, STRESS and DIPPED anytime to receive an immediate tip for coping with an urge to use, a slip or stress.

A 2015 Centers for Disease Control survey estimated 29.2 percent of American Veterans use at least one tobacco product, with 5.2 percent using smokeless tobacco. Smokeless tobacco is associated with mouth and esophageal cancer, heart disease, stroke, tooth decay and receding gums.

VA providers offer individual counseling, group classes, phone and telehealth clinics and FDA-approved medications.

Bakersfield Post 26 received its charter August 7, 1919 and its first Commander was Thomas W. McManus. The Post continues to try and improve the area it is in with the support of veterans and the local community.

The American Legion Post 26 family consists of the “American Legion”, American Legion Auxiliary Unit 26, Squadron 26 of the Sons of the American Legion, and Chapter 26 of the American Legion Riders.

In 1919 the Post organized and sponsored the first Veterans Day Parade in Bakersfield and has continued to do so. This year’s parade will be the 100th sponsored by the Post. Over the years the parade has grown to the point where the number of applicants is now limited due to the restrictions on how long the streets can be blocked off.

Not only does the Post organize and sponsor the parade it provides a free breakfast and/or lunch to hundreds of veterans in the Post’s main hall. Post volunteers also, upon request, speak at school assemblies in the area.

The Post sponsors Cub Scout Pack 104 and Boy Scout Troop 188. This year the Post is sending 9 boys to Boys State and the Auxiliary is sending 10 girls to Girls State. For 100 years volunteers from the Post gather, compile, and distribute Christmas food baskets to needy veterans. The Auxiliary annually gathers donated toys and food then puts on a Christmas Party for children in the Head Start Program. Post volunteers operate the Post 26 Veterans Support (thrift) Store where donated items are sold, clothing is issued to qualified veterans in need, and household items are donated/delivered/setup for veterans transitioning from the streets to housing.

The Post consists of the main hall, kitchen, lounge, two other meeting rooms, rest rooms, etc. Besides being utilized for Post activities the Post facilities are provided for community events such as Honor Flight and veteran memorial services.

To raise funds to help support the Post facilities are rented to organizations and individuals. Our main hall has the capacity to host DEC, Area, and District meetings and other Legion events like a lunch for the 2019 National Commanders tour of California.

The Department of Veterans Affairs (VA) furnishes upon request, at no charge to the applicant, a Government headstone or marker for the unmarked grave of any deceased eligible Veteran in any cemetery around the world, regardless of their date of death.

A Government-furnished headstone or marker may be provided for eligible Veterans who died on or after Nov. 1, 1990 and whose grave is marked with a privately purchased headstone. A Government-furnished medallion may be provided for eligible Veterans who served on or after Apr. 6, 1917 and whose grave is marked with a privately purchased headstone or marker.

Bronze niche markers are also available to mark columbaria used for inurnment of cremated remains. The style chosen must be permitted by the officials in charge of the private cemetery where it will be placed.

When burial or memorial is in a national cemetery, state Veterans' cemetery, or military post/ base cemetery, a headstone or marker will be ordered by the cemetery officials based on inscription information provided by the next of kin or authorized representative.

More than 80 percent of veterans support legalizing the medicinal use of marijuana and would want to use it as a potential treatment option, according to a national survey released Thursday by the American Legion.

The survey also showed 92 percent of veteran households support research into medical marijuana, including as a possible substitute for prescription opioids.

The telephone survey of the Legion's two-million members was conducted from Oct. 8 to Oct. 10 by Five Corners Strategies, an independent public opinion research company, and had a margin of error of 3.43 percent.

"Support for medical cannabis, and research on medical cannabis is high across veterans and caregivers, all age ranges, gender, political leanings and geography," the research group said in a memo on the survey.

The survey found bipartisan support for legalizing medicinal marijuana, with 88 percent of self-identified conservatives and 90 percent of self-identified liberals in agreement.

The Legion has previously called on the Drug Enforcement Agency to reclassify marijuana to recognize it as "a drug with potential medical value.”

In August during the group's national convention in Nevada, the group passed a resolution calling on the federal government to allow medical providers within the Department of Veterans Affairs to discuss medical cannabis as a treatment option in states where medical marijuana is legal.

At a news conference Thursday announcing the results of the study, Legion Executive Director Verna Jones said the group is "not advocating for recreational use of marijuana, but we are advocating for the removal of cannabis from Schedule One of the Controlled Substances Act so that more medical investigators can do research."

The removal of marijuana from the list of "Schedule One" drugs, which includes heroin and Ecstasy, would place it in a different category of drugs deemed to have no medical use.

"Many veterans suffering from post-traumatic stress disorder and chronic pain – especially those of the Iraq and Afghanistan generation – have told The American Legion that they have achieved improved health care outcomes by foregoing VA-prescribed opioids in favor of medical cannabis," the Legion said. "While the stories of these wartime veterans are compelling, more research must be done in order to enable lawmakers to have a factbased debate on future drug policy."

A group of Senate lawmakers is again arguing that if veterans are benefits because of accounting errors, they shouldn’t be punished for the federal government’s mistakes.

Legislation introduced Wednesday would require changes to how the Department of Veterans Affairs handles benefit corrections, including limiting the amount they can withhold from veterans’ future payouts to cover the debt.

“It’s wrong to put the debt from the VA’s accounting mistakes on the shoulders of men and women who have served their country,” Sen. Jon Tester, ranking member of the Senate Veterans’ Affairs Committee, said in a statement. “For some veterans, these benefits make the difference between paying monthly rent or missing payments.

“We’ve got to stop the VA from pulling the rug out from under veterans and their families.”

Under current law, VA officials can withhold 100 percent of a veteran’s monthly benefits to cover past overpayments, even if those mistakes are the fault of federal officials.

The new legislation would limit that withholding to no more than 25 percent of a monthly benefits check and put a five-year limit on the time where VA officials can recover overpayments. The measure would not wipe out all debts related to VA mistakes.

The senators said up to 200,000 overpayment notifications are sent out to veterans and their families each year.

Bill co-sponsor Sen. John Boozman, R-Ark., called the moves a common-sense step in providing better customer service to veterans.

“Supporting veterans and their families by eliminating the potential for hardships caused by the VA’s errors is important to honoring our commitment to their service and sacrifice,” he said in a statement.

Lawmakers proposed similar reforms last session but saw only parts of that legislation become law. Those changes included rewriting VA policy to allow veterans to update personal information in department systems, in an effort to cut down on potential mistakes in benefits payouts.

This measure goes further, requiring VA to update its computer systems to ease that process and mandating electronic notification of debt notices, including information on how to request hardship waivers.

The legislation, called the Veterans Debt Fairness Act, has not yet been scheduled for a committee hearing.

The following are the top issues that The American Legion will be fighting for in this session of the 116th Congress.

Wartime veteran.

More than 1,600 U.S. military men and women since the end of World War II have been killed or were wounded during times of armed conflict not recognized by the U.S. government. The American Legion passed Resolution 1 at its Fall 2018 National Executive Committee meeting calling on Congress to direct VA to expand the definition of "wartime veteran" to include all military personnel who served honorably under Title 10 orders for at least one day during this continuous period of armed conflict.

Agent Orange.

The American Legion remains firm in its position that all veterans exposed to Agent Orange – on land, sea or air – deserve service-connected disability benefits for adverse health conditions presumed to be linked to such exposure.

American flag.

The American Legion will continue to fight for an amendment to the U.S. Constitution that prohibits the physical desecration of the American flag. As a physical representation of the ideals that America stands for, protecting the sanctity of our nation’s flag has always been a priority for The American Legion.

Women veterans.

Women veterans are the fastest growing demographic to serve in the military and to enroll in the VA health care system. Since 2000, the number of women veterans receiving VA health care has more than doubled and that number is

expected to increase as more women veterans become eligible to receive care through VA. The American Legion believes that it is vital for VA to develop a comprehensive health care program in order to address health care needs specific to women who have served in the armed forces, and the Legion will continue to advocate for legislation that addresses these shortcomings.

Suicide prevention.

An estimated 20 veterans die by suicide every day and many are not receiving care or support through the VA that may have saved them. The American Legion urges Congress to provide VA the necessary funds to hire mental health care professionals and proper staffing for its Integrative Health and Wellness Program. Getting veterans enrolled in these services is a priority of The American Legion.

Citizenship.

Immigrants to the United States often join the military as a path to obtain citizenship. However, veterans have reported being deported after failing to obtain U.S. citizenship while in service. The American Legion supports measures to ensure the process of naturalization through honorable military service is completed prior to discharge.

Veteran homelessness.

VA pledged to eradicate veteran homelessness and The American Legion supports the continued funding of programs to address this serious issue. Congress must continue making investments in affordable housing and programs that help get veterans and their families off the streets and into stable housing with supportive services.

Taking care of each other is what

community is all about.

VA benefits.

Many military retirees are forced to forfeit a portion of their pension in order to receive VA service-connected disability pay. VA survivor benefits are also offset from military Survivor Benefit Plan annuities. The American Legion supports legislation to repeal both of these unjust offsets.

GI Bill.

Expanding GI Bill benefits to include access to capital for entrepreneurial veterans enables them to overcome a major obstacle in building a small business. The American Legion supports legislation that would expand GI Bill benefits to assist veterans in obtaining access to small business capital.

Veteran employment rights.

The American Legion will continue to urge Congress to prohibit employers from pressuring service members into waiving their employment rights and protections through arbitration agreements.

National security.

The American Legion supports a defense budget that reverses sequestration and its effects, rebuilds U.S. military end strength and weaponry and fairly compensates military personnel, especially in an ongoing time of global warfare.

Implement, oversee new laws.

The 115th Congress was filled with significant wins for America’s veterans. Now, these wins must be implemented. The American Legion will continue to support the oversight over the implementation of critical legislation passed during the 115th Congress, securing that these laws are enacted correctly and in the best interests of America’s veterans.

President Donald Trump signed an executive order Tuesday amping up efforts to prevent veteran suicide. Veterans are 1.5 times more likely than non-veterans to take their lives, according to the Department of Veterans Affairs, and 20 die by suicide on average each day.

The order creates a Cabinet-level task force led by VA Secretary Robert Wilkie that will coordinate and align efforts across the federal government to help stem the crisis among former service members.

The panel will be tasked with creating a national plan to more effectively lower the numbers of veteran suicides after numerous programs and billions of dollars allocated to address the problem in recent years have had minimal impact.

"Veteran suicide is a tragedy of staggering proportions," Trump said at a signing ceremony.

"Today, we can help end this crisis."

The initiative is dubbed the "President’s Roadmap to Empower Veterans and End a National Tragedy of Suicide" – or the PREVENTS Initiative.

The plan will include prioritizing related research, encouraging collaboration with the private sector and developing a proposal to offer grants to state and local governments to support efforts to prevent veteran suicide.

"We're going to take care of our veterans – we're working so hard on this. We're going to take care of them like never before," Trump said, calling them "our single greatest national treasure."

"They kept us safe, and we're going to keep them safe," he said.

The order follows a report by the Government Accountability Office (GAO) released in November that found VA suicide-prevention outreach “dropped off” since Trump took office. That included fewer social-media postings, public service announcements and advertisements. The agency spent only $57,000 of more than $6 million that had been budgeted for ads.

“We also found that VA did not have clear goals for evaluating the effectiveness of its outreach activities,” the GAO found.

The VA attributed the drop-off in outreach to leadership changes and a realignment of suicideprevention efforts. The agency identified veteran suicide as its highest clinical priority last year and released a 10-year strategy to address the crisis.

From 2008 through 2016, more than 6,000 veterans took their lives each year – totaling more than 54,000 deaths.

In April 2017, former Navy SEAL Ryan Larkin became one of them. The 29-year-old had deployed twice to Iraq and twice to Afghanistan before leaving the service in 2016, and he struggled to return to civilian life when he got home.

"Ryan kept saying that something was wrong with his head, but nobody was listening," his father, Frank, said during remarks with Trump at the White House on Tuesday.

Frank Larkin said after his son's death, researchers discovered he had been suffering from a traumatic brain injury caused by exposures to blasts in training and on the battlefield. He praised the president's order, specifically the aspects furthering research, and urged anyone struggling now not to lose hope.

"We will find a better way," Frank Larkin said. "Failure is not an option."

I thought this might be a good time to brag on my post just a little. Post 20 is a small post but a very active post and the members are willing to do just about anything. These members of Post 20 donate their time all over this valley. As they donate their time and sometimes their own money they seldom ask for anything in return. They expect no compensation for any of their efforts. These members participate in many school programs teaching the children about patriotism and love of there country and state. We have many members who have gone to elementary schools for such programs. We had one member that went to all of the probation schools in Tulare County and talked to the kids about RVN and showed a power point show about countries he had been in. These same veterans went to the Tulare County Juvenile Detention Center and spent 2 days talking to the youth about their lives and how to get things right. We feel very blessed to have veterans that care so much about the youth of this area. We as a post participate in many flag raising for the schools as well as many businesses throughout Porterville.

We in Post 20 have an Honor Guard that is second to none. Our honor Guard has traveled (at their own expense) from Delano to Dinuba. To provide an Honor Guard for our fallen Veterans. When asked to perform at a funeral for our fallen warriors there is no question

(Continued from Page 30) these guys will be there. Many times they have assisted active duty military at funerals.

This includes reading over the grave site, rifle salutes, the playing of taps and at times presenting the flag to the grieving families. The Honor Guard to this date has participated in 33 funerals this year (2019) Our Post 20 Legion Riders are very active and have a poker run every year in May and the funds go to Optimal Hospice and have raised thousands of dollars for their needs.

The riders also sponsor a Veterans Day Dance once a year again raising funds for another worthy cause.

My Second vice Commander has brought us into the 21 century and the wireless age.

With his experience in the computer field he has made things easier by developing a Webb page where our members can pay their dues on line. We now have a face book page what a help this has been.

In September of each year the post sponsors a Veterans Homecoming Queen Pageant.

Several girls from the local high schools do a talent show and the winner and 4 others are chosen as a Queen Senior Princess. And 3 attendants the Post provides a scholarship for the winners.

The post is dedicated to our Veterans Day Parade. Our parade averages about 135 to 165 entries each year and the post falls out in force to make sure everything goes well. Once we have completed the parade we move to the stadium for another few hours of music from our local schools as they play and march by and then we have 5 field shows from the high schools last year we had 15 bands participating. It was really big show and all of Porterville came. The schools developed this Band-A-Rama as a method of helping the Veteran’s raise enough money for a parade the following year. It was their idea and they collect donations and give them to the veterans.

On Memorial Day we make a weekend of things. We put up an avenue of flags totaling over 1500 burial flags for the Veterans from Porterville who have passed. We also place smaller flags on every veteran’s grave that has been buried in our three cemeteries. On Veterans Day we have a ceremony honoring those who have gone before us.

I don’t often brag but I am very proud of the veterans here in Post 20 and all that they do I would say we were more like a family than anything.

Military members seem to be warming up to VA loans when buying their first homes, a new report shows. The share of service members using VA mortgage loans instead of conventional ones to purchase their first homes more than doubled from before the housing crisis hit to after the dust settled, according to a report from the Consumer Financial Protection Bureau.

“I’m very happy with the VA program,” said Ed Robinson, senior vice president and head of real-estate lending at USAA.

Only 30 percent of first-time military home-buyers used VA loans around 2006, with the majority instead relying on conventional real-estate options or other governmentfunded loans, the report indicated.

Tom Lynch, New Day USA’s executive chairman, was similarly bullish on what this data means for the VA loan system and the housing market.

But by 2009, 63 percent of that group used VA loans. That figure increased to 78 percent by 2016.

VA loans can offer substantial benefits compared to other loans.

One of the main advantages a VA loan provides is that home-buyers can get a 100 percent loan that doesn’t require a down payment. Most commercial loans require a down payment and usually tap out at 80 or 85 percent of the property’s value.

Military housing experts said these results indicate both that the VA loan system is functioning properly and that the overall housing market is doing well.

He said that a sizable percentage of loans USAA gives out are VA loans and that a significant number of their veteran members receive disability benefits and are thus eligible to have their VA loan’s funding fee waived.

“For a good period of time, many were not even aware that they have the benefit of a VA home mortgage,” he said. “I’m pleased to see that the numbers are rising and the word is getting out.”

Lynch said that NewDay USA, itself a VA loan provider, regularly gives out loans in the $225,000 to $250,000 range. That tracks with the CFPB’s finding that the median dollar amount of VA loans taken out by first-time military home-buyers increased from $156,000 in 2006 to $212,000 in 2016.

“I think you’re going to see home values rise even more so,” Lynch said. “That’s a good thing for the veteran and a good thing for America.”

The U.S. Department of Veterans Affairs (VA) announced its health care providers will now be able to offer the newly approved Spravato nasal spray for treatmentresistant depression.

The treatment will be made available to Veterans based on their individual medical needs combined with providers’ clinical assessments.

The move follows the March 5 Food and Drug Administration (FDA) approval of Spravato (esketamine) nasal spray. Spravato was approved for use in conjunction with an oral antidepressant for the treatment of treatment-resistant depression in adults.

Spravato will be available through a restricted distribution system under an FDA-approved Risk Evaluation and Mitigation Strategy (REMS). The purpose of the REMS is to mitigate the risks of serious adverse outcomes and the potential abuse and misuse of Spravato.

VA health care providers will monitor Veterans for serious adverse outcomes, such as sedation and difficulty with attention, judgment and thinking (dissociation), abuse and misuse, worsening of depression and suicidal thoughts and behaviors.

Veterans will self-administer Spravato nasal spray under the direct observation of a health care provider in a certified medical facility, and then must be monitored by a health care provider for at least two hours after receiving their dose. Spravato cannot be dispensed directly to Veterans for use at home.

Pacific Surfliner, along with Capitol Corridor and Amtrak San Joaquin’s, returned fare discounts for U.S. Veteran’s. Three Amtrak-operated California intercity routes — Capitol Corridor, Pacific Surf liner and San Joaquin’s – are again offering fare discounts to U.S. military veterans.

All three routes previously offered a national 15 percent discount for veterans, but discontinued the discount in March 2018.

The reduced fare is being restored as part of the California Everyday Discount program, which is also available to active military, students, seniors and passengers with disabilities.

"We’re proud to partner with the Capitol Corridor and Pacific Surf liner to bring back the veteran’s discount,” said Vito Chiesa, chair of the San Joaquin Joint Powers Authority, which manages the Amtrak San Joaquin’s route.

Dear American Legion Family members and friends... spending the past week in Washington, D.C., conjured up memories, both personal and historical. All through the week, it was evident that the authority, import and legacy of The American Legion was on full display.

Our members brought The American Legion’s top legislative priorities to their elected representatives. Four members of Congress participated in our fireside chat. Top federal officials briefed American Legion Family members on topics ranging from national defense to VA health care to PTSD/TBI advances.

It’s clear why The American Legion yields such influence in our nation’s capital. When we speak on behalf of our nearly 2 million patriotic members, Congress, VA and others will listen.

I am thankful that we count almost 2 million members. But we can do better. Our upcoming “Buddy Checks” or “National Week of Calling” affords us this opportunity.

The key, to paraphrase a former president and American Legion member, is to “ask not what they can do for our organization, but ask what our organization can do for them.”

I would like to see posts, districts, counties and departments streamline efforts to reach out to former American Legion members simply to see how they are doing. This is not a membership campaign as much as it is a comradeship campaign.

Leading up to our 100th anniversary this month is a perfect time to reach out to these expired members. Ideally, American Legion members can make contact with their comrades this week, leading up the Legion’s 100th birthday, March 11-16. However, I understand that posts have made other plans to celebrate the centennial. So they are free to choose another week in the centennial month.

When you reach out, ask what The American Legion can do for them. Perhaps one of our talented service officers could help with a claim. Or perhaps the veteran’s family has fallen on hard times and we can provide the assistance they need. Others may just want to talk with a fellow veteran.

If you haven’t already, I would encourage you to review the Buddy Check toolkit, including scripts for Legionnaires to use when making personal contact. Celebrating our legacy.

At a congressional hearing VA Secretary Robert Wilkie announced that effective in April, it will provide priority disability benefits claims processing for the initial claims from discharged combat Veterans who have been awarded the Purple Heart Medal.

Secretary Wilkie announced his decision at a hearing before the House Appropriations Subcommittee on Military Construction, Veterans Affairs, and Related Agencies.

“Those who hold the Purple Heart, the recognition of wounds taken in battle, will now receive priority consideration when it comes to claims before the Department of Veterans Affairs,” said Secretary Wilkie.

The Veterans Benefits Administration will amend its priority processing categories to include initial claims received from Purple Heart recipients on or after April 1, 2019.

Purple Heart recipients are already treated on a priority basis at VA hospitals and are exempt from co-payments for their medical care.

The Purple Heart award is the oldest U.S. military decoration and is awarded to U.S. service members for wounds suffered at the hands of the enemy. General George Washington awarded the first purple-colored heart-shaped badges to soldiers who fought in the Continental Army during the American Revolution. In 1932, it was revived to commemorate Washington’s 200th birthday.

For over 70 years the American Legion Auxiliary has sponsored Poppy's to remind America that millions have' sacrificed their lives and health to keep our nation strong and free.

“Memorial Day isn't just about honoring veterans, its honoring those who lost their lives. Veterans had the fortune of coming home. For us, that's a reminder of when we come home we still have a responsibility to serve. It's a continuation of service that honors our country and those who fell defending it.”

American veterans brought home that image and planted it with the Auxiliary where is has bloomed every year for the benefit of those who served America The Memorial Poppy contributions are devoted entirely to rehabilitation and assistance for veterans and their families.

A few years ago I was asked to read the infamous poem "In Flanders Field" at a Memorial Day Ceremony. I found myself curious about the man, the poet and physician from Ontario Canada.

Lt Col John McCrae, a 41 years old, joined the Canadian Expeditionary force following the outbreak of WWL He didn't join the medical corps but volunteered instead to join a fighting unit as a gunner and medical officer. He considered himself a soldier first... growing up to believe in the duty of fighting for his country and empire. He fought in two conflicts the Second Boer War and in Ypres in the Flanders region of Belgium where the German army launched one of the first chemical attacks in the history of the war. On April 22, 1915, the Germans attacked the Canadian position with chlorine gas... the German were unable to bread through the Canadian line... which was held for over two weeks.

In a letter to his mother, McCrae described the battle as a "'NIGHTMARE! For 17 days and nights none of us have had our clothes off, nor our boots!" He went on to tell her, "In all that time while I was awake, gunfire and rifle fire never ceased for 60 seconds." And behind it all was the constant back ground of the sights of the dead, the wounded, the maimed and a terrible anxiety lest the line should give way...

During that battle a close, Alexis Helmer was killed. McCrae performed the burial service at which time he noted "How poppies quickly grew around the graves of those who died at Ypres." The following day May 5, 1915, he composed this poem while sitting in the back of a military ambulance.

The leader of the nation’s largest veterans organization stated his “extreme displeasure” with certain members of Congress who chose to replace POW/MIA flags with transgender equality flags outside their Washington offices.

“According to several media reports, some members of Congress replaced POW/MIA flags that were displayed outside their Capitol Hill offices with Transgender Equality banners,” American Legion National Commander Brett P. Reistad said. “We take no issue with members of Congress honoring additional groups, but it should be in addition to rather than instead of our heroes, many of whom made the ultimate sacrifice for our country. These servicemen and servicewomen went missing while defending all Americans.

Their flags should not go missing as well. The American Legion urges that every member of Congress honor these heroes by ensuring the POW/MIA flag is properly and permanently displayed outside their offices.”

CADETS O

On Saturday, March 2, Cadets from Burton Middle School, Strathmore Middle School, Porterville Military Academy, Curran Middle School, and Yosemite High School with Cadet leadership from Kerman High School met at Burton Middle School in Porterville where, several Legionnaires from Post 20 volunteered to judge a Drill Competition for the 3rd Brigade California Cadet Corps.

The judges scored cadets in Junior and Senior Division categories including: Color Guard, Unarmed Squad Drill, Unarmed Platoon Drill, and Individual Unarmed Drill. They also, judged Open Division Armed Squad Drill, Armed Platoon Drill, along with Armed Individual Drill. The judges had to score cadets on execution of each drill movement, command sequence, alignment, precision, and overall, professional look of the team. Cadets who placed first in their respective categories will go on to represent the 3rd Brigade at State competition at Los Alamitos Joint Forces Training Base on April 13, 2019.

Post 20 sent 8 legionaries to judge the 3rd brigade of the local Cadet corps with over 150 participants from Fresno to Bakersfield in attendance. The judging was hard and the cadets did a fantastic job. The cadets would report to Mike Smith Post 20 Vice Commander for inspection.

Benefits provided by the VA In the last few years, the VA has worked to become a modern organization which provides care, research and education for those who come back from war. The biggest changes made to the department include these initiatives:

Many veterans are affected by hearing loss. If you've served in the military, you may qualify for hearing healthcare benefits from the VA.

The United States Department of Veterans Affairs (VA) was created to ensure our cherished military men and women have appropriate resources to address their healthcare needs, particularly injuries and illness resulting from active duty. The VA dates all the way back to 1663 when the Pilgrims of Plymouth Colony were at war with Pequot Native Americans.

Throughout history, the department became much more sophisticated, and by World War I in 1917, it included insurance services, disability compensation and rehabilitation services.

Hearing healthcare eligibility through the VA Your military service may qualify you for hearing aid benefits through the VA.

Assistance provided by the VA for hearing loss treatment depends on meeting eligibility requirements. Once met, veterans can receive benefits for hearing tests, examinations and hearing aids.

To begin this process, veterans should apply for enrollment using an online form, by calling 1-877-222-8387 or visiting a VA healthcare facility or regional office.

Veterans who are eligible include: • Individuals with compensable service-connected disabilities • Former Prisoners of War (POWs) • Purple Heart recipients • Those receiving benefits under Title 38 United States Code 1151 • Individuals rated permanently housebound or in need of regular aid and assistance • Veterans with hearing loss resulting from diseases or other medical conditions

Because of routine exposure to loud noise in active combat, hearing loss is the most prevalent injury that veterans experience, and it has been a growing concern for decades. In fact, the Veterans Health Initiative reported that the field of audiology was established during World War II to treat veterans who returned home with hearing loss.

The VA hearing aids program began in the late 1950s and became a leader in the development of treatment options, evaluation and technology.

Preventing hearing loss in today's military Combat veterans, especially those who spend an extended amount of time in the force, find that having trouble hearing is common. Soldiers can protect themselves against future hearing loss by following these protective measures: • M inimize exposure to noisy environments: While it may not be possible to choose their level of exposure to loud sounds, military personnel can try to avoid it outside of the force.

• Wear hearing protection: As much as possible, soldiers should wear protective barriers for their ears.

• Avoid medications that can harm hearing: Some medications, like ototoxic drugs, are known to cause hearing loss and possibly tinnitus. Military personnel should talk with their doctor about hearing concerns and learn about drug side effects.

• Protect the head to prevent trauma or injury: Protecting the head against trauma can reduce the chance of injuries that can contribute to hearing loss.

• Have regular hearing check-ups: After a baseline hearing test, military personnel should have their hearing checked each year to catch any changes early.

If you are returning home from combat, you may face some complex health challenges – don’t let hearing loss be one of them!

The College Fee Waiver for Veteran Dependents benefit waives mandatory system-wide tuition and fees at any State of California Community College, California State University, or University of California campus. This program does not cover the expense of books, parking or room and board. There are four plans under which dependents of Veterans may be eligible.

Plan A • The unmarried child of a Veteran who is totally disabled due to service-connected disabilities or whose death was officially rated as service-connected is eligible. The child must be over 14 years old and under 27 years old to be eligible. If the child is a Veteran, then the age limit is extended to age 30; • The spouse of a wartime Veteran who has been rated as service-connected totally disabled is eligible. There are no age limit restrictions; • The unmarried surviving spouse of a wartime Veteran whose death has been rated as service-connected is eligible.

There are no age limit restrictions; • Any dependent of any Veteran who has been declared missing in action, captured in the line of duty by hostile forces, or forcibly detained or interned in the line of duty by a foreign government or power is eligible.

The Veteran must have served at least one day of active duty during a period of war as declared by the U.S. Congress, or during any time in which the Veteran was awarded a campaign or expeditionary medal. Concurrent receipt of benefits under Plan A and VA Chapter 35 benefits is prohibited. To receive benefits under Plan A, a dependent must sign an "Election to Receive College Waiver Benefits" statement acknowledging this fact. There are no income restrictions under this plan. To be eligible, the event which caused basic entitlement to benefits (i.e., the date the Veteran died of service-connected causes or the date the military or United States Department of Veterans Affairs (USDVA) rated the Veteran as totally disabled as a result of service-connected disabilities) must have occurred prior to the child's 21st birthday.

Plan B The child of a Veteran who has a service-connected disability, or had a service-connected disability at the time of death, or died of service-related causes is eligible. The child's annual income, which includes the child's adjusted gross income, plus the value of support provided by a parent, may not exceed the annual income limit. The current academic year entitlement is based upon the previous calendar year's annual income. Under Plan B, wartime service is not required and there are no specific age requirements. Children are the only dependents eligible under this plan.

There is no prohibition against receiving concurrent VA Chapter 35 benefits.

Plan C Any dependent of any member of the California National Guard, who in the line of duty while on active service to the state, was killed, died of a disability resulting from an event that occurred while in active service to the state, or is permanently disabled as a result of an event that occurred while in the service to the state is eligible. Surviving spouses who have not remarried are also eligible.

"Active service to the state," for the purpose of this benefit, means a member of the California National Guard activated pursuant to Section 146 of the Military and Veterans Code. A copy of those orders pursuant to Section 146, not Section 143, must be furnished to establish eligibility.

Plan D Medal of Honor recipients and children of Medal of Honor recipients under the age of 27 may qualify. Benefits under Plan D are limited to undergraduate studies only, and applicants are subject to both income and age restrictions.

There is no prohibition against receiving concurrent VA Chapter 35 benefits.

The American Legion 100th Anniversary Commemorative Coin Act set a record for coin bills in Congress, with 385 House members and 75 senators signing on as co-sponsors.

Commemorative coin bills require at least 67 senators, and at least 290 members of the House of Representatives, to co-sponsor before they can be considered before either chamber.

“When’s the last time you saw 67 senators agree on anything? Or 290 members of the House?” said Sen. Todd Young, R-Ind., speaking at American Legion National Headquarters on Oct. 10, 2017, four days after President Trump signed the bill. “That really tells you something about how highly regarded the Legion is on Capitol Hill.”

Congress authorizes the U.S. Mint to produce and sell only two commemorative coins per year. Surcharges received from the sale of the American Legion commemorative coins – silver dollar, gold and clad half-dollar – will benefit the organization’s programs, which support veterans, service members and their families.

The VA and Accelerated Urgent Care have forged a partnership to increase Veterans access to medical care closer to home. Simply call (877-252-4866) for pre-approval and be seen at Accelerated Urgent Care within approximately 15 minutes.

Veterans may be referred to Accelerated Urgent Care for treatment of common minor illnesses, such as strep throat; ear, eye, sinus, bladder and bronchial infections; nausea, vomiting and diarrhea; and heartburn and indigestion.
